Salina city commissioners are scheduled to consider Monday a proposed agreement for renovations to Dean Evans Stadium.

Commissioners are scheduled to meet at 4 p.m. in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting and at a 3:45 p.m. study session in room 107 of the City-County Building, according to the meeting agenda. 

The push for renovations to city-owned baseball and softball facilities, and specifically Dean Evans Stadium, has been ongoing since 2019. The city had "previously received and considered in detail a Public Private Partnership (PPP) proposal from Salina Baseball Enterprises (SBE) to rais $4M of private funds and donations for improvements to Dean Evans Stadium, East Crawford Recreation Area baseball and softball fields and facilities and Bill Birke Park baseball and softball fields and facilities to be matched by $4M of funds to be provided by the City," according to information in the meeting packet.

In 2019, the city commission faced multiple budget challenges, so it directed staff to pursue funding of the city's share of the baseball/softball facilities upgrades with a transient guest tax increase. Then, in march 2020, the financial impacts of the COVID-19 pandemic began to become apparent and the city commission decided to postpone further consideration of the project for 90 days with the intention of taking another look at the project in late June.

Meanwhile, SBE indicated that it would like to move forward with renovations to Dean Evans Stadium, and would fund the renovations entirely with private donations. The estimated cost of renovations to Dean Evans Stadium was thought to be approximately $1.8 million. In return, SBE requested the ability to retain the right to rename the East Crawford Recreation Area and acknowledged that they would have to adhere to city facility naming guidelines and process.

On June 1, city commissioners directed city staff to work with SBE to prepare a revised agreement specific to SBE fully funding proposed improvements to Dean Evans Stadium. It is that revised agreement that commissioners are scheduled to consider on Monday.

The agreement would be entered into with the Salina Athletic Partners (SAP) which is comprised of SBE, Salina USD 305, and Kansas Wesleyan University. City participation is limited to drainage improvements, which have already been completed, and the base cost of replacing the current netting for the stadium, which is an identified need at this time. 

According to the meeting information, Salina USD 305 has agreed to contribute $500,000 toward the $1.8 million estimated cost of the project.

Additionally, the commissioners are scheduled to meet in executive session to  discuss the subject of the city’s claim arising from the detection, isolation, and cleanup  of  asbestos  materials  in  the  basement  and  basement  stairwell  of  Fire  Station   No.   2   with   the   City’s   legal   counsel.

Stadium remodel, proclamation, budget, expo center also on city agenda

A proposed rezoning of a former school property that received approval by the city planning commission has become a point of contention for neighborhood residents.

Recommendations from the planning commission concerning the property are on the Salina City Commission agenda for Monday. The meeting is scheduled to begin at 4 p.m. Monday in room 107 of the City-County Building, 300 West Ash Street.

At issue are recommendations from from the planning commission to amend the Future Land Use Map designation of the former Lowell Elementary School/Salina Christian Academy site to Urban Residential and to rezone the site from R-1 to PDD(R-2) (Planned Development District/Multi-family residential), according to information in the commission meeting packet.

The Salina Christian Academy purchased the former Lowell Elementary School site from Salina USD 305 in March of 2004. The academy closed its doors on June 4, 2019.

On Jan. 7, 2020, the academy filed an application to rezone the property to R-3 (multi-family residential). If approved, the request would have allowed the existing building to be converted into apartments, but it also would have potentially allowed the 2.04 acre site to be redeveloped with additional multi-family apartment buildings. The meeting packet information noted that no specific redevelopment proposal was submitted with the application.

The planning commission conducted a public hearing on the request on Feb. 18, 2020. At the conclusion of the hearing, the planning commission voted 6-0 to direct the academy to resubmit its application as a Planned Development District, which would allow the planning commission "to review a specific development proposal and site development plan for the property," the meeting packet information noted.

The revised application was scheduled to be heard by the planning commission on March 17, but that meeting was canceled due to the governor's order banning public gatherings because of the COVID-19 pandemic. The meeting was rescheduled for June 2, however, only the planning commission and city staff were present because of COVID-19 restrictions. The meeting was broadcast by Salina Media Connection on Cox cable and on YouTube, with public comment and listening capacity through a conference telephone line. 

Because of concerns raised by the public concerning the audio and video connections for the June 2 meeting, a new public hearing on the application was scheduled for July 7 in the Great Plains Manufacturing Convention Hall at Tony's Pizza Events Center to allow for public participation.

At the conclusion of that meeting, the planning commission voted to send to the city commission a recommendation that an amendment be made to the Future Land Use Map designation of the former school site to Urban Residential and to rezone the site from R-1 to PDD(R-2). 

The change from R-3 to R-2 is a reduction in the residential density that would be allowed on the site, should the city commission approve the planning commission recommendations, according to the meeting packet information. The academy has a prospective buyer for the property (Brian Richardson) should the recommendations be approved. His proposal includes the following.

•Create up to 15 apartment units in the existing school building.

•Construct a parking lot north of the school building with 28-30 parking spaces.

•Retain the eastern portion of the property as open space set aside for future development.

A number of residents in the neighborhood are not happy with the planning commission recommendation. Prior to the 14-day protest period expiring on July 21, the city received a petition protesting the proposed zoning changes. Staff reviewed the petition and determined that it contained the required number of signatures of property owners within 200 feet of the site and met the statutory requirements to be a valid protest petition.

Additionally, city staff and/or planning commission received a number of emails concerning the proposal. Following are excerpts of some of those emails.

Carol McFadden wrote, "My family has lived in this neighborhood for approximately 33 years. All my children attended Lowell Elementary School. The neighborhood is quiet, quaint and diverse. If we put our heads together, surely we could come up with more interesting plans than an apartment building. Please oppose rezoning of Salina Christian School Property."

Joan Ratzlaff wrote, "Talk of 'infill' is appropriate for areas of change needing redevelopment. This neighborhood is in need of conservation. The most needed type of affordable housing in Salina is single family homes, not apartments. And the neighborhood is concerned about property values being affected with a concentration of rentals in its heart. Green space however, increases value."

Greg Johnson wrote, "The neighbors wish that the zoning remains as it is (and as all of the neighborhood is). If a school wants to purchase the facility, that is good. Some would prefer to see the existing buildings removed and affordable single family houses developed which would add well to the neighborhood. Salina needs smaller affordable houses for the market according to your own studies."

Amy Adams wrote, "The addition of a crowded half-block of multi-family housing, the elimination of green space and the increased traffic will all have a negative impacts on property values in the surrounding neighborhood. The monetary gain of one developer should not outweigh the investment of an entire neighborhood of Salina citizens."

Pam Barnes wrote, "I was at the Planning Commission meeting on February 18 and I would like to know why we are still talking about putting apartments in that space? Whether there are 14 apartments or a highrise, apartments don't belong in the Highland neighborhood. You heard from neighbors over and over that they do not want to zone it R3 or any other zoning that would allow for apartments."

Sue Dreher wrote, "I would hate to see the old Lowell School &amp; Playground rezoned to R-2 (multi-family)-ApplicationZ20-1. I have lived on Highland for over 47 years and enjoy the quietness and family camaraderie of the neighborhood. I believe putting in apartments and duplexes in an historic district would take away from that. Not only would it take away from property values but the traffic would be terrible. There are lots of kids that would be put in danger. Surely there are other ways to utilize the property to enhance the area instead of rezoning it for multi-family use."

Daniel Peterson wrote, "People who live in this area moved here because of the charm and many would not have moved into the area knowing there was the possibility of an apartment building going right in the midddle of all of the single-family homes. An apartment is not consistent with the neighborhood. That is a big turn-off and I believe it will decrease home values and re-sell ability in the neighborhood. This takes away the charm of the neighborhood."

Tim Ochs wrote, "I own the house at 119 W. Beloit and want to let you know I am in favor of the re-zone of the Christian Academy School. I would hope that with it being re-modeled and re-purposed, would help property values stay consistent instead of the property running down with no use, and actually bringing value down."

Additionally, some of the neighbors have requested that the site be made into a public-use playground/park. According to the meeting packet information, Salina Parks and Recreation has not expressed an interest in owning and managing such a park. In fact, Parks and Recreation personnel explained to at least one of the neighborhood residents that the department "simply does not have the staff or budget to take on any more responsibilities," according to information in the meeting packet.

Sunset Park, located a half mile west of the school site, is identified as the neighborhood park. 

Heritage Conservation District designation

Adding to the issue is the fact that the city included the former Lowell Elementary School building in a Heritage Conservation District that was created in 1997. 

"The Conservation District designation means the school was one of 215 non-contiguous properties that were identified as having historical and/or architectural significance to the City in the 1985 Salina Historic Resources Inventory. The Conservation District ordinance encourages the retention and reuse of these properties. Any proposal to demolish or remove any of the Conservation Properties must be reviewed by the Salina Heritage Commission. Exterior modifications or additions to the structure are not subject to any review by the Heritage Commission," according to information in the city commission meeting packet.

Lacey Noterman is a livestock and youth extension agent for the K-State Research and Extension Wild West District, serving Haskell, Seward and Stevens counties in southwest Kansas. A native of Dighton, she was on the livestock judging team at Fort Hays State before joining the extension service in Haskell County.&nbsp;

In 2016, Lacey helped launch a 4-H livestock ambassador program in Haskell County. This was intended to give youth a bigger voice in livestock-related 4-H activities and help prepare them as advocates for animal agriculture. Ambassadors are selected annually by the livestock show and sale committee. “(To avoid favoritism,) I remove the names from the applications and then the committee makes the selection,” Lacey said.&nbsp;

Each year the ambassadors conduct a community service project, communicate with other members and families, and help with county fair and related projects. In October 2019, a new class was selected consisting of Ashley Kennedy, Sean Wagner, Dalton Winfrey, Kara Kunselman, and Bailey Briggs. They represented communities in the area such as Sublette, Satanta, Copeland and Moscow, a rural community of 310 people.&nbsp;&nbsp;Now, that’s rural.&nbsp;

This group was preparing for Haskell County’s 2020 spring livestock show when the pandemic forced its cancellation – a major disappointment.&nbsp;

“The kids came to me in March and suggested that we should have a virtual spring livestock show,” Lacey said.&nbsp;&nbsp;“I told them, ‘Go for it.’”&nbsp;

What in the world is a virtual livestock show? It consists of video entries depicting a 4-H or FFA youth displaying their animal, which is evaluated by a judge just like in a regular show. The judges evaluate the livestock, decide on placings in each class, and then give oral reasons for their placings. In this case, the evaluation is done based on videos submitted by the youth and posted on Facebook, and the reasons are recorded in an audio file to be played during the virtual show.&nbsp;

This required lots of technology. “They had to teach Lacey all of this,” Lacey said with a smile. They used a program called Animoto for video editing, Google Classroom for registrations, Paypal to handle fees, and Facebook to view the show.&nbsp;

“The kids were amazing,” Lacey said. “They created the registration form in less than an hour, did a lot of the work, and were constantly promoting it on social media,” she said.&nbsp;&nbsp;The show was open to 4-H and FFA members across Kansas. Entries were due by May 25. Ultimately, 221 head of livestock were entered. The results were posted on June 9.&nbsp;

“The judges were so great to work with,” Lacey said. They recorded their reasons so that every exhibitor got feedback about his or her animal. “That’s the purpose of a spring show, to help our kids learn and get better,” Lacey said.&nbsp;

The project was definitely time-intensive. “It was much more time-consuming than hosting a live show,” Lacey said. Since there were five judges and five ambassadors, she assigned each ambassador to work with a particular judge. “They learned a ton of life skills,” Lacey said. &nbsp;

“It was awesome to work with this group of kids,” she said. “They still had their online classes to finish too,” she pointed out. “Not only did they excel on the technology side, they excelled and exceeded my expectations in working with the community,” she said.&nbsp;

Due to the restrictions of the pandemic, Lacey was not available to meet with the youth in person.&nbsp;

“This was their baby,” Lacey said. “It forced me to step back, and I got to see what these kids could do,” she said. “It was the best learning experience of my career as a county agent,” she said. &nbsp;

Now That’s Rural: Lacey Noterman, virtual livestock show

MANHATTAN — Water is critical to the survival of all living creatures, but if that water source is compromised, it can have deadly consequences.

For cattle ranchers, watering their livestock from ponds and the presence of high amounts of blue-green algae can be a threat, said Scott Fritz, toxicology resident with the Kansas State University Veterinary Diagnostic lab.

“It is common when we look at case histories to see a sudden, overnight death associated with blue-green algae,” Fritz said&nbsp;<a href="https://ksubci.org/2020/07/17/creep-feeding-top-tips-for-creep-feeding-blue-green-algae-concerns-heat-transporting-cattle" target="_blank">during a recent Cattle Chat podcast</a>&nbsp;with the experts at the Beef Cattle Institute.

To avoid this tragedy, Fritz said cattle ranchers need to monitor the ponds that cattle drink from, especially in late summer.

“Blue-green algae are present in every body of water and they are an important part of the ecosystem. However, in mid-summer the water can become stagnant when the rain tapers off, and that is when the algae will rapidly bloom,” Fritz said. When those algae blooms start to die, toxins are released.

He said there are visual cues that ranchers can watch for when monitoring the ponds.

“You’ll first see what looks like pond scum on the top of the water. It can be blue, green or orange,” Fritz said. “Any time the pond looks a little different, it is important to get it tested.”

To test the water, Fritz said producers should collect a sample by using a container, jar or old water bottle.

“The blooms are buoyant, so on a windy day they tend to drift to one side of the pond and that is a great place to make the collection,” Fritz said. He recommended that when ranchers collect a sample, they should try to gather water a few inches below the surface.

When the samples arrive at the lab, they are evaluated under a microscope for the presence of algae. If algae are present then the scientists do follow up testing to determine how much toxin is concentrated, he said.

Fritz has observed that blooms are becoming more common and can occur more than once in a summer on an individual pond,&nbsp;which is why monitoring is important. He also said that cattle can be given access to the pond once it is determined through testing that it is safe.

“It isn’t economically practical to keep cattle off pastures for years, so the best thing producers can do is monitor the ponds. Once the blooms are gone and the toxins are no longer present, it is safe to put the cows back out there provided the water is going to continue to be monitored,” Fritz said.

Blue-green algae presents dangers to livestock

McPHERSON –McPherson College has announced a $1 million matching gift challenge from Florida philanthropist and automotive enthusiast, Dano Davis. 

The gift will support business curriculum development, student experiences, and scholarships for students enrolled in the only bachelor’s degree in historic automotive restoration in the country. &nbsp;

Davis hopes his gift will motivate others to support McPherson College’s Automotive Restoration program. Any gift designated to the restoration program – for lab and classroom support, scholarships, the tool fund, endowment – will qualify for the match.

“I became acquainted with the college through its students who visited the Brumos Collection on a college-sponsored spring break trip in 2018. I was so impressed that I hired one of the students to work for me,” Davis said.

The following year Davis attended the student-led car show on the college campus, bringing two cars from the Brumos Collection. “Visiting campus and seeing the commitment of the faculty, staff, and students was inspiring. I knew I wanted to do something to help support not only the technical aspect of their automotive education but also the business side of it.”

Davis was principal owner of Brumos Motorcars, a successful dealership group, and Brumos Racing, which fielded a team for many years with drivers such as Hurley Haywood, who is tied with five wins as the most successful driver at the 24 Hours of Daytona. Davis’ family founded the well-known grocery store chain, Winn-Dixie. The chain grew to 1400 stores in 13 states and $14 billion in sales. They sold the company in 2011.

In January of this year, Davis opened The Brumos Collection, a collection in Jacksonville, Fla., that focuses on the development of the automobile and the Brumos Porsche racing legacy. The museum is housed in a building that was created to resemble the Ford assembly plant that once operated in Jacksonville.

“As a successful businessman and entrepreneur, Mr. Davis recognizes the importance of a well-rounded education in preparing students not just for a first job but for a long career,” Amanda Gutierrez, vice president for automotive restoration, said. “His investment in our students expands academic opportunities in a way that makes for a lifetime impact in the collector car world.”

Davis’s $1 million commitment will support developing business workshops that enhance the curriculum in the restoration major and scholarships to students in the restoration management track. The gift allows the program to explore other creative ways for students to experience multiple facets of the collector car world by working with industry professionals to share their knowledge.&nbsp;

McPherson College auto restoration announces $1M gift

The National Weather Service (NWS) in Topeka has issued a heat advisory in effect from 1-7 p.m. Sunday for the following counties in our area.

Heat index values of up to 105 are expected. Hot temperatures and high humidity may cause heat illnesses to occur.

NWS in Wichita has issued a flash flood watch in effect from Sunday evening through early Monday morning for the following counties of our area.

Thunderstorms producing heavy rainfall rates and amounts are   expected to develop and move across central Kansas Sunday evening into Sunday night. Localized rainfall amounts in excess of 2 to 3  inches will be possible.

Rapid rises in creeks and streams are possible. Flooding of low  lying areas may also occur.

NWS in Hastings, Neb., has issued a flash flood watch in effect from 4 p.m. Sunday through Monday morning for the following counties in our area.

Thunderstorms are expected to develop along a cold front late   Sunday afternoon into Sunday evening. Slow movement and training   over the same areas, along with high moisture levels, may lead to heavy rain amounts of 2 to 4 inches, with locally higher amounts possible.

The heavy rainfall and rainfall runoff may cause areas of flash   flooding and flooding of rivers and creeks, particularly the   Solomon River.

NWS in Topeka has issued a flash flood watch in effect from Sunday evening through Monday morning for the following counties in our area.

Slow moving thunderstorms containing high rain rates and heavy   rainfall are expected over the watch area Sunday night. As a   result, flash flooding could occur. A widespread one to two   inches of rain is likely.&nbsp;Localized amounts of two to four  inches are possible.

Additional rainfall amounts of 1 to 3 inches are possible in the warned area, NWS noted.

NWS in Topeka also issued a flash flood warning for Republic County until 11:15 p.m. Sunday.

At 7:21 p.m., law enforcement reported thunderstorms producing heavy rain across the warned area. Up to three inches of rain have already fallen. Flash flooding is already occurring.

WICHITA — Girl Scouts of Kansas Heartland and Girl Scouts of the USA (GSUSA) this week announced 24 new badges designed to help girls practice ambitious leadership in the crucial areas of automotive engineering, STEM career exploration, entrepreneurship, and civics, many of which remain male-dominated. 

In a year of unprecedented global change, our country's need for strong, broad-minded, and decisive leadership has never been greater. Through new and existing programming, Girl Scouts equips the next generation of female change-makers with the breadth of knowledge, skills, and experiences they need to take charge and do good for the world, both now and in the future. The new Girl Scout badges include the following.

Entrepreneurship (grades K–12). Girls develop an entrepreneurial mindset as they engage in age-appropriate exercises that help them create and pitch a product or service that solves a problem. In a year of unprecedented global change, our country's need for strong, broad-minded, and decisive leadership has never been greater. Through new and existing programming, Girl Scouts equips the next generation of female change-makers with the breadth of knowledge, skills, and experiences they need to take charge and do good for the world, both now and in the future. The new Girl Scout badges include the following.Entrepreneurship (grades K–12). Girls develop an entrepreneurial mindset as they engage in age-appropriate exercises that help them create and pitch a product or service that solves a problem. They research laws and how they’re created, voting, and the electoral college, the representation of women in government, and more. They also research their own government officials and are encouraged to meet them. 24 new badges prepare Girl Scouts to be ambitious, decisive leaders

Whenever the First Amendment’s 45 words ring out, whenever a voice for justice seizes our attention by using its core freedoms to power our democracy,&nbsp;John Lewis&nbsp;will be there.

Lewis, 80, iconic civil right hero, longtime Georgia congressman, pugnacious fighter for voting rights, courageous Freedom Rider and self-described seeker of “good trouble” in the cause of equality, fairness and human rights, died July 17 after months of battling pancreatic cancer.

Few people in history have so exemplified the hopes of the nation’s founders that the First Amendment’s strong protection for the freedoms of religion, speech, press, assembly and petition would enable future generations to make this country a better place. Lewis was masterful in deploying those freedoms in that very work.

His public image was imprinted on the nation’s consciousness as he powerfully used the freedoms of religious belief, speech, press, the right to assemble and the right to petition the government for a “redress of grievances.” He did that from the early 1960s in sit-ins at Nashville lunch counters and the Freedom Rides challenging segregated bus terminals; from the steps of the Lincoln Memorial during the 1963 March on Washington to 1965’s “Bloody Sunday” at the Edmund Pettus Bridge; from student civil rights organizer to more than 30 years in the United States House of Representatives, where he took on a mantle offered by others as the “Conscience of Congress.”

Lewis often spoke from the heart, but also joked that he had used his head in pursuit of social justice and the fight against racism – literally. When a planned 54-mile march from Selma to Montgomery, Ala., to call for expanded voting rights for Black citizens ended in violence at the Edmund Pettus Bridge, a state trooper beat Lewis with a nightstick so severely that it caused a skull fracture.

Images of that police riot – with Lewis’s fall captured in a dramatic photograph – shocked the nation and led to congressional approval of the landmark Voting Rights Act, signed into law a short time later by&nbsp;President Lyndon B. Johnson.

Lewis spent his life challenging injustice where he saw it, whether on the street, in the boardroom or on the floor of the House.

He was arrested at least 45 times, including several times while serving in Congress. In 2016, Lewis helped lead a 26-hour sit-in on the House floor by Democrats frustrated by a lack of national response to gun violence in America.

Lewis did not live in his past days of activism nor dwell on his many accomplishments – and while he would always stand ready to forgive, he did not forget. Only months ago, he pledged to visit the nation’s southern border and be arrested once again, to protest immigration policies that he felt violated basic human rights.

The Associated Press reported Saturday that Lewis wept watching the video of&nbsp;George Floyd’s&nbsp;death at the hands of police in Minnesota: “I kept saying to myself: How many more? How many young Black men will be murdered?” Yet, the AP report said, he “declared, or at least dared to hope: ‘We’re one people, we’re one family. We all live in the same house, not just the American house but the world house’.”

On June 7, he visited the Black Lives Matter Plaza street painting in Washington, D.C., calling it a “powerful work of art” and saying it was “a mighty, powerful and strong message to the world that we will get there.”

In his public comments, Lewis spoke in measured tones softened with a Southern lilt, acquired he said, when preaching at a young age to the family chickens that were his chore to tend. He used that voice to create verbal images that will linger for some time.

The last living speaker from the 1963 March highlighted by the&nbsp;Rev. Martin Luther King Jr.’s&nbsp;“I Have a Dream” speech, Lewis was cajoled into toning down his planned criticism of the then-Kennedy administration’s civil rights record.

Nonetheless, Lewis, then just 23, energized the massive audience in advance of King’s remarks when he declared, “By the force of our demands, our determination and our numbers, we shall splinter the segregated South into a thousand pieces and put them together in the image of God and democracy.&nbsp;We must say: ‘Wake up, America!&nbsp;Wake up!’ For we cannot stop, and we will not and cannot be patient.”

Throughout his public service, Lewis never stopped encouraging others – particularly younger Americans – to “make some noise” via their freedoms of speech, reminding them to also gain attention through the news media.

Lewis often told listeners that, “If it had not been for the press, the civil rights movement would have been like a bird without wings.”

In 2017, the Freedom Forum, a nonpartisan foundation dedicated to fostering First Amendment freedoms for all, awarded Lewis a Free Expression Award for Lifetime Achievement. At one of several speeches at the Freedom Forum’s Newseum, Lewis said, “I don’t know where this nation would be, I don’t know where I would be today without the guarantees of the First Amendment.”

I suspect we all can answer those two rhetorical questions. Without the guarantees of the First Amendment, our nation would be poorer in spirit, equality and civic health.

And where would John Lewis be? I’ve no doubt – First Amendment or not – that he would be on the front lines of a righteous cause, bolstered by deep faith, forcefully speaking and writing, organizing and inspiring others to join that movement, while demanding justice for all.

A lifetime of public service that led to public good. A life that was unique, energized, engaged and inspiring. And a First Amendment freedom legacy for the ages.
