More than $3,000 worth of items were stolen from a west Salina residence over the weekend.

Sometime between Friday and Monday, someone broke into a home in the 1500 block of Cheyenne while the residents were out of town and stole the following items, Salina Police Captain Paul Forrester reported this morning.

According to Forrester, the door between the garage and house was damaged.

Salina police are investigating the theft of a mini bike from a pickup Monday.

Virgil Baltazor, 74, of Salina, told police that sometime between 2-11 a.m. Monday, someone took a 2020 Coleman CT200U-EX mini bike from the bed of his pickup while it was parked in his driveway in the 500 block of West Iron Avenue, Salina Police Captain Paul Forrester reported this morning. The bike was tied down with rope and carabineers, he explained. The rope had been cut and the two of the carabineers were missing, Forrster added.

The mini bike was valued at $700 and total loss was $715, he noted.

Salina Police Department adds two new officers

TOPEKA – Ten roofing contractors were fined after being found in violation of consumer protection laws during Fiscal Year 2020, Kansas Attorney General Derek Schmidt said Monday.

In the period ending June 30, Schmidt entered into consent judgments with the roofers for violations of the Kansas Roofing Registration Act (KRRA). The settlements require the contractors to pay civil penalties for KRRA violations. They also require the contractors to comply with the KRRA when providing roofing services in the future. The 10 roofing contractors fined are:

Cloud County Community College will be offering adult education and GED classes in August in Concordia, Junction City and Clay Center.

The Adult Education program at CCCC offers an adult learning atmosphere to gain skills necessary for success at home and in the workplace. The classes are open to individuals 16 and older who are not enrolled in school. Basic skills and diploma preparation classes are offered afternoons and evenings in Concordia; mornings, afternoons, and evenings in Junction City; and afternoons in Clay Center to accommodate working adults’ schedules. Classes are small with both classroom and computer instruction.

Those who attend can also improve on basic skills in everyday reading, math and English, as well as learn employability skills while earning WorkReady Credentials. Computer skills are also a part of the courses, where students can gain basic Microsoft Word and Internet skills, and also earn technology certificates.

GED test preparation instruction is also available at all three locations. The centers are located at CCCC’s Concordia campus, at the Geary County campus in Junction City and at Dreams Unlimited in Clay Center. All students must attend orientation before enrolling in classes. Orientation for new students in Concordia and Junction City will be Aug. 3-7. Students are to call for an orientation appointment. In Clay Center, orientation is Aug. 5 and 6, and students must register by Aug. 4. The first day of classes at all three locations is Aug. 10.

Students, faculty and staff at Cloud County will be required to wear a mask or face covering, especially when they are unable to maintain six feet of social distancing.

CCCC offering adult education, GED classes

When Jonathan Cole&nbsp;<a href="https://www.dodgeglobe.com/news/20190327/medicaid-expansion-advocates-unfurl-blood-on-their-hands-banners-aimed-at-gop-leaders/1">unfurled a 24-foot banner</a>&nbsp;in the rotunda of the Kansas Statehouse calling for the expansion of Medicaid, he didn’t expect to reshape Capitol policy on protests.

Cole, who now works in government technologies, sees how pertinent the demonstration was to current, ongoing protests over police reform.

“I’m glad we were able to bring more attention to the importance of expressing your First Amendment right to free speech at such an important time,” Cole said. “It is amazing to impact policy like this just because they wanted to kick us out of the Statehouse.”

In March of 2019, Cole and fellow Kansas State University students Katie Sullivan and Nathan Faflick, as well as Topeka Rev. Sarah Oglesby-Dunegan, unfurled four banners around the Capitol rotunda. The banners displayed the names of four GOP leaders who had “blood on their hands.”

All three students were removed from the premises and banned from the building by Capitol Police. Although the ban was rescinded shortly after, the handling of the situation led to a recently resolved lawsuit brought by the American Civil Liberties Union of Kansas over restrictions on expression in the Statehouse.

“We dropped those banners to advocate for those who may have had their voices oppressed,” said Sullivan, who now lives in Washington, D.C. “I’m so glad to see the barriers on my fellow Kansans doing the same have been reduced.”

Per the terms of the agreement announced last week, handheld signs are no longer banned and people no longer need a permit to hold a protest at the Statehouse, unless they are reserving a specific space. Protesters no longer are required to have a legislative sponsor. And Capitol Police can only ban individuals from the Statehouse for breaking a law, not rule violations. The students broke no laws during the March 2019 demonstration.

“The clients got basically everything they wanted,” said Lauren Bonds, legal director for the ACLU of Kansas. “We’re happy with the result of this case.”

Bonds said as soon as the ACLU filed its lawsuit, immediate action began to address certain issues.

“There was really an effort from the Department of Administration and the Capitol Police unit to walk back some of the policies at issue,” Bonds said. “The policy around banning individuals was revised. The prohibition on signs was revised.”

Capitol Police, a division of the Kansas Highway Patrol, directed questions on the case to the Attorney General’s office. John Milburn, spokesman for the A.G.’s office, said the office was “glad the lawsuit has concluded.”

Oglesby-Dunegan, who helped organize the banner protest and has been&nbsp;<a href="https://www.cjonline.com/news/20200107/escalating-protests-cloud-fight-over-statehouse-rules">involved with several other high-profile demonstrations</a>, said she has reflected on the case in the past year. She now lives in Georgia.

As she looks at protests across the nation and her case, Oglesby-Dunegan sees the importance of having a platform to voice complaints directly to representatives.

“Peaceful protests are what keeps our democracy and the conversation going,” Oglesby-Dunegan said. “When you take that away, that’s when people might escalate things to a place of violence, or a place that isn’t healthy for any of us.”

While the result of the case may be a step in the right direction, Cole, like Oglesby-Dunegan, isn’t content with what he sees going on outside his window.

“The Statehouse belongs to the people, so it’s good to be moving that way, but there is so much work left to be done in making sure any and all voices aren’t being politically suppressed,” Cole said.

Their banners got them banned from statehouse; then they changed the rules

Next week we’ll know more of the folks who are going to the Statehouse Prom.

Republican voters in five Senate districts will have made a primary election choice next Tuesday, putting those five winners on the November ballot without major party opposition. In the House, voters in 13 districts will have selected 10 Republicans and 3 Democrats for the general election ballot, and those 13 who won’t have a major party opponent.

Oh, and in the Senate, there are five Republicans and one Democrat who won re-election when their filing check cleared the Secretary of State’s office on June 1, and in the&nbsp; House, there are 24 Republicans and 9 Democrats who have no major party opposition in the primary or general.

So, this primary election? It was for just a handful of potential legislators—though us Statehouse habitués understand that there were some federal candidates at the top of the ballot whose campaigns have so flooded television news programs that we’re not sure what the new Fords are going to look like.

Where will we be next week with the primary over? Well, there will be 10 Republicans and one Democrat elected for the 40-member Senate, and 34 Republicans and 12 Democrats, a total of 46 members of the 125-member House ready for the Statehouse prom.

What’s coming up as a result of filling the rest of those legislative seats three months from now? Well, it depends on just how much time voters want to spend figuring out how they want Kansas to emerge from not only the COVID-19 pandemic, but how much government they want in a year that is going to see a sharp reduction in state revenues caused by the pandemic…and who is going to pick up the tab for that shortfall.

No. 1, of course, will be a decision that was stymied in the Senate last session about expanding Medicaid in Kansas to more than 100,000 Kansans who don’t have health insurance, and thousands more who lost their health insurance when they lost their jobs due to the pandemic. The old GOP standard “get a job, get insured” has faded considerably because those jobs are now fading.

And the congenital debate over abortion remains a scrap over whether Kansans will put a leash on the Kansas Supreme Court, preventing it from having the final check-off on legislative attempts to restrict abortions in Kansas. Practically, that comes down to two battles: first, whether the Legislature on your behalf believes that abortion should be restricted, and second, whether a constitutional amendment to give lawmakers a free hand to limit the procedure will be offered in 2022, and on the same ballot as the governor -- or some special election before that where the decision will be made by a much smaller crowd of voters.

Oh, and then there’s that budget shortfall. Barring a $1 billion-or-so federal program that would allow the state to bolster its pandemic-shrunk budget, it’s likely to come down to what not to vote to spend money on, or who pays for maintaining current programs.

Let’s see, there’s always the State Highway Fund, or the “Bank of KDOT” that has been used in the past that essentially sees our highway system fade, or pulling money out of social programs, schools (if the Supreme Court allows it, and chances are slim there) or just simply raising taxes. That could range from a new income tax bracket atop the state’s three, to raising smaller taxes, like liquor, cigarettes, and some others that many don’t notice.

So, we’re hoping you had a good time at the primary election. The real decisions on what Kansas is going to look like are still to come, a result of the ongoing building this year of the 2021 Legislature.

MCPHERSON COUNTY—One person was injured in an accident just after 2p.m. Monday in McPherson County.

The Kansas Highway Patrol reported a 2019 Chevy Trax driven by Josef A.&nbsp;Whitaker, 23, Wichita, was southbound on Interstate 135 seven miles southeast of McPherson.

The Chevy rear-ended a 2013 Hyundai Sonata driven Andrea K.&nbsp;Winkleman, 35, Wichita.

EMS transported Whitaker the hospital in Wichita. Winkleman was not injured.&nbsp; Whitaker was not wearing a seat belt, according to the KHP.

There are 9 new positive COVID-19 cases in Saline County that have been identified since the Friday, July 24 report. The total for the county is now 327, with 120 cases that are actively being monitored by the Health Department, 203 that have recovered. Sadly, we were notified of an additional death over the weekend. Salina Regional Health Center reports that they have a total of 4 hospitalized COVID-19 patients. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. ELLSWORTH -- The Ellsworth County Health Department today reported that a person who tested positive for COVID-19 had been at the Ellsworth Municipal Swimming Pool on Tuesday.

"Individuals who were at the Ellsworth Municipal Swimming Pool on Tuesday, July 21st are encouraged to self-monitor for any of the following symptoms and are recommended to contact the Ellsworth County Health Department or primary care provider IF they develop any of the following symptoms within 14 days from 7/21/2020," the department noted in a news release.

Lower respiratory illness (cough, shortness of breath or difficulty breathing)

New olfactory (smell) and taste disorders

Due to public safety concerns related to the pandemic, Central and Salina High School South have changed the format of the walk-the-stage event to a drive-through picture opportunity at the individual high schools.

•Central High School’s drive-through will occur between the stadium and gym or east side of building.

•Salina High School South will use their main front drive (located on the north side of the building).

On Aug. 1, beginning at 8 a.m. Central and South will hold a drive-through picture opportunity for all 2020 graduates. Graduates may drive up and have a photograph taken receiving their diploma at the school they attended. Interstate Photography will be on hand to take photographs but families are also welcome to take pictures as well.

The advisory is not related to the COVID-19 pandemic.

Customers should observe the following precautions until further notice:

• If your tap water appears dirty, flush the water lines by letting the water run until it clears.

• Boil water for one minute prior to drinking or food preparation or use bottled water.

• Dispose of ice cubes and do not use ice from a household automatic ice maker.

• Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

• Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect today (July 27) and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a loss of pressure in the system due to maintenance. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Medicaid expansion virtual meeting for Salina area Tuesday

The Greater Salina Community Foundation has awarded more than $83,000 in scholarships to area students for the upcoming academic year. 

This includes 14 scholarships that are being renewed for recipients from previous years.

The&nbsp;Alice A. Riggs Ell-Saline K-State Scholarship&nbsp;is for graduates of Ell-Saline High School who will attend Kansas State University in Manhattan.&nbsp;Noah Hopkins, Salina, received a $1,000 scholarship.

The&nbsp;Alma Olson and Michael T. Olson Scholarship&nbsp;is for students of North Central Kansas Technical College pursuing a degree in a building trade.&nbsp;Connor Goheen, Osborne, received a $700 scholarship.

The&nbsp;Betts Family Scholarship&nbsp;is for students graduating from Decatur Community High School in Oberlin, Kansas.&nbsp;Kalen Townsend, Oberlin, received a $1,500 scholarship.
