WICHITA — The winners of the 26th Annual Communicator Awards have been announced by the Academy of Interactive and Visual Arts and Presbyterian Manors of Mid-America (PMMA) is among the winners.&nbsp; 

With more than 6,000 entries received from across the U.S. and around the world, the Communicator Awards is the largest and most competitive awards program honoring creative excellence for communications professionals.

MCPHERSON -- The McPherson County Health Department has reported four new confirmed cases of COVID-19, bringing the county total to 135.

Information about the new cases, as provided by the health department, is as follows.

Positive case No. 132 is a symptomatic male in his 40s with known exposure and is recovering at home.

Positive case No. 133 is a symptomatic male under the ag e of 18 with unknown exposure and is recovering at home.

Positive case No. 134 is a symptomatic female in her 30s with unknown exposure and is recovering at home.

Positive case No. 135 is a symptomatic female in her 40s with unknown exposure and is recovering at home.

Of the 135 confirmed cases, 111 have met Kansas Department of Health and Environment recovery guidelines.

The health department reported that there are two current hospitalizations, one of which is a previously announced case who is a male in his 30s who is currently ventilated. The county has yet to report a a COVID-19 related death, the health department noted.

The total for the county is now 334, with 65 cases that are actively being monitored by the Health Department, 264 that have recovered. Sadly, we were notified of an additional death overnight. Salina Regional Health Center reports that they have a total of 5 hospitalized COVID-19 patients. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. Scattered thunderstorm activity should increase in coverage through the remainder of the morning and afternoon. Ongoing thunderstorm activity has yielded hourly rainfall rates exceeding two inches per hour. Recent rain events across the watch area have resulted in saturated soils and elevated river levels and any additional rainfall could lead to flash flooding. Additional rainfall amounts of one to two inches with locally higher amounts likely.

NWS in Hastings, Neb., has issued a flash flood watch for the following counties in our area.

MANHATTAN —&nbsp;The Kansas Department of Agriculture has announced that it is now accepting nominations for the first ever Kansas Agriculture Heroes Program. 

Since the beginning of the COVID-19 pandemic, Kansas farmers, ranchers, and agribusinesses have performed essential functions to keep food on the tables of people worldwide. KDA established this program as a way to recognize those in the agriculture industry who went above and beyond to serve others and better their community when it was needed most.

KDA encourages Kansans to nominate any individual, family, or business in Kansas agriculture which you feel provided a notable contribution to the agriculture industry or their community as a whole this year. Nominations will be accepted through Aug. 10. Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the City of Assaria indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

Boil Water Advisory rescinded for the City of Assaria

Three people were injured in a two vehicle accident early Tuesday afternoon in central Salina.

Amanda Lutz, 29, of Salina, was eastbound on Republic Avenue in a 2011 Ford Taurus when she failed to stop at the red light at South Ninth Street and struck a northbound 2006 Nissan Titan pickup driven by Jarrod Miller, 50, of Salina, Salina Police Captain Paul Forrester reported this morning. The accident occurred at approximately 1:30 p.m. Tuesday, he noted.

Lutz had cuts and bruises from the airbag deployment, but refused medical treatment, according to Forrester. Miller complained of head and leg pain, but refused treatment, Forrester noted. A 27-year-old male passenger in the Titan complained of head and neck pain and was transported by EMS to Salina Regional Health Center, where he was treated and released, Forrester explained.

According to Forrester, the Taurus had disabling damage to the front, passenger side, and rear of the vehicle and the Titan had disabling damage to the front and driver side of the vehicle.

Lutz was cited for failure to stop at a red light, Forrester reported.

There will be several chances for showers and storms from Wednesday through Thursday. 

Widely scattered showers and isolated storms are expected through Wednesday afternoon, with greater areal coverage Wednesday night into Thursday, according to the National Weather Service (NWS) in Wichita. 

Thunderstorms will produce torrential rain, which will likely lead to brief street flooding in poor drainage areas, NWS noted.

Spending time at a pool has always been an integral part of summer for my little family. My kids have participated in swim lessons every summer since they were born. From participating in the “mommy and me” lessons offered by a local YMCA, to group lessons at a nearby community pool, my two children have spent many of their summer days looking forward to a refreshing break from the Kansas heat by jumping into a pool. &nbsp; Over the years my kids have become accustomed to the luxury of pool time to include a herd of kids lined up patiently waiting to jump off a diving board, summer jams blaring over loud speakers and a concession stand readily available to sell them a nice sugary treat. This year, however, has offered a new pool experience. &nbsp; While my family has remained on the farm this summer, we have introduced the kids to the joys of our own “private” pool. Our pool is a bit smaller than the average community pool.&nbsp; &nbsp; It doesn’t offer a diving board. There is no deep end to toss diving toys into. You definitely can’t practice handstands or dolphin kicks or even swim laps at our pool. A ladder is not available to climb out of it when the lifeguard blows the whistle for a break. In fact, our pool’s lifeguard lacks a whistle. The lifeguard tower isn’t as high as you would see at other pools, and our lifeguard’s seat lacks any flotation devices — but does offer two mesh drink holders.&nbsp; &nbsp; While we still have many days of excellent pool time temperatures, when it is time to close the pool because of changing of seasons, we won’t have to winterize our pool. Instead, we’ll just need to move it to the other side of the fence so the cattle will have another place to drink. &nbsp; Yes, we have introduced our kids to the stock tank pool this summer. And they are truly loving it! &nbsp; Our pool is convenient and refreshing and has become a place for my family of four to enjoy summer mornings, afternoons and evenings taking a dip. &nbsp; Our pool has allowed the kids to go for their “morning swims” before breakfast. In fact, many mornings while getting breakfast together, I watch my two race each other down the hill to see who can jump into the water first.&nbsp; &nbsp; In the evenings, I’ll sit in my comfortable camp chair, put a drink in a cup holder, place my feet up on the edge of the pool and read the newspaper while simultaneously trying to avoid getting splashed by the young swimmers occupying the space. &nbsp; While the space is best for two small children, there are even times you’ll see my husband or myself sitting in the pool helping the kids create a giant whirlpool. Even Rosie the farm dog has jumped in at times to demonstrate proper doggy paddle technique to her two small humans. &nbsp; While our pool may lack crowds and chlorine, it has allowed us to continue to enjoy breaks from the heat and has given the kids something extra to look forward to — and will perhaps become another happy memory of what the summer of 2020 was like home on the farm.

Insight: Swimming through summer

When Kansas State University made the decision to move to in-person and hybrid teaching beginning Aug. 17, the state of Kansas was making progress in mitigating the spread of COVID-19. Since that time, the situation in our state has been reversed, with a significant increase in cases. Just last week, the city of Chicago added Kansas to the list of states from which travelers will require quarantine.&nbsp;

As we've stated all along, the ability to reopen our campuses depends on being able to preserve the health and safety on our university property and in our host communities. Throughout this pandemic, we've paid close attention to what the medical experts and our epidemiologists tell us, including many of our own excellent scientists at K-State. What they tell us right now is that trends are in the wrong direction.&nbsp;

As we re-evaluate our decisions in light of the most recent data, the compelling question becomes, "Can we bring 20,000 students, faculty and staff to campus, knowing cases are sure to increase?" The answer depends on many factors, and we are preparing for many contingencies. If we can collectively mitigate the spread of the virus, the campus can reopen and the economic rebound will continue for the communities we serve. However, the university cannot do this alone. Our community partners must use the same playbook.&nbsp;

The science is clear that wearing face coverings, hand hygiene and enforcing physical distancing can reduce the spread of COVID-19 and save lives. But these efforts are only as strong as the weakest link. It takes just one exception to cause a superspreader event, in which case we would probably have to stop in-person classes and go to distance learning.&nbsp;

At this time, K-State is considering several options, including opening on Aug. 17 as planned, delaying the on-campus opening with an online start, or moving completely online for the fall semester. Now is the time for community policymakers to get behind a plan that allows the whole community to move forward. This means consistent rules with regard to the use of face coverings and physical distancing, and consistent enforcement of those rules across our communities.&nbsp;

For our Manhattan campus, we are asking the city of Manhattan and Riley County to establish policies requiring the use of face coverings through the end of the fall semester. In addition, close attention must be paid to how, when and where people gather. This virus does not stop at the campus borders, so we need consistent measures throughout the entire community for this to work.&nbsp;

Historic challenges take historic measures, and we have not faced a pandemic of this scale since 1918 when many of these same issues surfaced. We rallied together then, let's do it now. We all take pride in knowing that our university and communities are nationally respected for our town-gown relationships. Let's show America that we deserve that respect.&nbsp;

The Salina Art Center has a new exhibition.

Birdwatchers by Fidencio Fifield-Perez opens today at Salina Art Center,&nbsp;242 South Santa Fe Avenue.&nbsp;&nbsp;Gallery hours are Wednesday-Sunday from 11 a.m.-5 p.m.

The exhibition is open to the public at no charge. Masks are required by all visitors. 

Fidencio Fifield-Perez was born in Oaxaca, Mexico, but raised in the U.S. after his family migrated. His current work examines borders, edges, and the people who must traverse them. Fifield-Perez manipulates paper surfaces and maps to refer to the crafts and customs used to celebrate festivals and mourn the dead, which he learned as a child in Oaxaca.&nbsp;&nbsp;For Fifield-Perez, these techniques are a way to reconnect with a time and place no longer present.

Funding for Birdwatchers is provided through the annual Art Center Gala, a fundraising event by the Salina Art Center Endowment Foundation.&nbsp;&nbsp;Special funding for this project was provided in part by the Greater Salina Community Foundation, YW Legacy Fund and Horizons Grants Program of Salina Arts and Humanities Foundation.&nbsp;&nbsp;Horizons is a private donor group. 'Birdwatchers' exhibition opens today at Salina Art Center

Today is Wednesday, July 29, the 211th day of 2020. There are 155 days left in the year. 

On July 29, 1967, an accidental rocket launch on the deck of the supercarrier USS Forrestal in the Gulf of Tonkin resulted in a fire and explosions that killed 134 servicemen. (Among the survivors was future Arizona senator John McCain, a U.S. Navy lieutenant commander who narrowly escaped with his life.) 

In 1856, German composer Robert Schumann died in Endenich at age 46.

In 1914, transcontinental telephone service in the U.S. became operational with the first test conversation between New York and San Francisco. Massachusetts' Cape Cod Canal, offering a shortcut across the base of the peninsula, was officially opened to shipping traffic. 

In 1957, the International Atomic Energy Agency was established. Jack Paar made his debut as host of NBC's "Tonight Show."

In 1958, President Dwight D. Eisenhower signed the National Aeronautics and Space Act, creating NASA. 

In 1965, The Beatles' second feature film, "Help!," had its world premiere in London. 

In 1968, Pope Paul the Sixth reaffirmed the Roman Catholic Church's stance against artificial methods of birth control. 

In 1975, President Gerald R. Ford became the first U.S. president to visit the site of the Nazi concentration camp Auschwitz in Poland.

The House rejected a bill that would have provided up to $7.4 billion in aid to people sickened by World Trade Center dust; Rep. Anthony Weiner, D-N.Y., angrily denounced Republicans who'd voted against the measure, calling it "a shame, a shame." A House panel charged New York Democrat Charles Rangel with 13 counts of ethical misdeeds (he was later censured by the full House).

Five years ago: Defense Secretary Ash Carter told the Senate Armed Services Committee that America's armed forces stood ready to confront Iran, but that a successful implementation of the nuclear agreement with Tehran was preferable to a military strike. Afghan authorities announced they were certain that the Taliban's reclusive leader, Mullah Mohammad Omar, had died in a Pakistani hospital in 2013. Microsoft released its Windows 10 operating system, an upgrade of Windows 8.

One year ago: Britain's weather agency confirmed that the country had seen its highest temperature on record, 101.7 degrees Farenheit, during the heat wave that broke temperature records across Europe in the preceding days.

MANHATTAN — When talking to ranchers about cattle health concerns in the summer, fly control and pinkeye will often come to mind, but one condition that can lead to calf death is pre-weaning pneumonia. &nbsp;

“Research has shown that pre-weaning calf pneumonia appears in about 20% of the herds in the country annually,” said Brad White, K-State veterinarian and director of the Beef Cattle Institute. “Of that 20%, there is a group that experience significant problems.”&nbsp;

White and veterinary colleague Bob Larson discussed their role in the study and the results during a recent Cattle Chat podcast.&nbsp;

“This pneumonia peaks when the calf is about four and a half months old, so for spring born calves we typically see the condition appearing in July and August,” White said. &nbsp;

Larson said that often pre-weaning pneumonia appears first in some of the bigger, stronger calves in the pasture. &nbsp;

White explained that the larger calves tend to be the older calves, and the natural immunity that they got from their dam’s colostrum at birth is starting to fade.&nbsp;

Larson added that some cattle ranchers aren’t watching for this condition because cattle out on pasture don’t display the typical risk for factors for respiratory disease, such as comingling with new animals in confinement.&nbsp;

“This respiratory disease is surprising because it seems to show up sporadically. Some herds go years between outbreaks and other herds have it happen in consecutive years,” Larson said. &nbsp;

White noted that the study alerted the scientists to some factors for increased risk.&nbsp;

“Along with the time of year, calves grouped together tended to spread the sickness,” White said. As an example, White cited, management practices that involve creep feeding or intensive grazing often lead to calves gathering in tighter spaces. &nbsp;

“Also, calves don’t naturally socially distance, but rather group themselves together in the pasture,” White said. &nbsp;

A pneumonia prevention plan may include avoiding management that forces calves to group closely together and a vaccination prevention protocol, they said.&nbsp;

“Work with your veterinarian and extension specialist to see what the right vaccine prevention protocol is for your area,” White said. “It may mean vaccinating the calves when you work them at 60-70 days of age to give them an extra boost of protection.”&nbsp;

K-State vets: Watch for summer respiratory condition in calves

Kan. —&nbsp;A mandatory mask ordinance is in effect in McPherson.

The ordinance includes a $10 fine for anyone who violates it. The ordinance requires face coverings when anyone is inside any indoor public space where distancing of six feet at all times is not possible, in line and waiting to enter any indoor public space, obtaining services from the healthcare sector in settings, including but not limited to, a hospital, pharmacy, medical clinic, laboratory, physician or dental office, veterinary clinic, or blood bank, unless directed otherwise by an employee or healthcare provider, waiting for or riding on public transportation or while in a taxi, private car service, or ride-sharing vehicle and while outdoors in public spaces and unable to maintain six feet of distance between individuals (not including individuals who reside together) with only infrequent or incidental moments of closer proximity.

The standard exemptions for disabled persons and people eating or drinking in a restaurant, athletes, people in court and religious services apply. Face coverings are also not required while inside the McPherson Water Park, but they are required while in line to go in there. The ordinance is in effect until September 9.

City of McPherson mask ordinance in effect 

MCPHERSON -- The McPherson County Health Department today reported eight new confirmed cases of COVID-19, bringing the county total to 131.

Following is information about the new cases, as provided by the health department.

Positive case No. 124 was identified on July 24 and is a symptomatic female in her 60s with unknown exposure and is recovering at home.

Positive case No. 125 was identified on July 25 and is a symptomatic male in his 20s with known exposure and is recovering at home.

Positive case No. 126 was identified on July 26 and is a symptomatic female in her 60s with unknown exposure and is recovering at home.

Positive case No. 127 was identified on July 27 and is a symptomatic male in his 50s with unknown exposure and is hospitalized.

Positive case No. 128 was identified on July 27 and is a symptomatic female in her 20s with known exposure and is recovering at home.

Positive case No. 129 was identified today and is a symptomatic male in his 80s with known exposure and is recovering at home.

Positive case No. 130 was identified today and is a symptomatic female in her 40s with unknown exposure and is recovering at home.

Positive case No. 131 was identified today and is a symptomatic male in his 60s with known exposure and is recovering at home.

The health department also provided updated statistics about the 131 confirmed cases in the county.

McPherson County reports 8 new cases of COVID-19

Saline County commissioners today approved a 30-year lease agreement with the City of Salina for the expo center portion of Kenwood Park.

City commissioners approved the agreement during their meeting Monday night.

The lease agreement would be from Jan. 2021, to Dec. 31, 2050, and is limited to the expo center site south of Tony's Pizza Events Center. 

The county will pay to complete several maintenance and improvement projects to the grounds and the buildings as a requirement of the lease. The county has been planning for these maintenance and improvement projects over the past few years and has $1.2 million allocated for these projects through the county’s Capital Improvement Project program.

Commissioners also approved a resolution declaring the intent to issue educational facilities revenue bonds for Kansas Wesleyan University (KWU). The county issued bonds for KWU in 2012 and those bonds have partially been paid off. According to information from the county, it is KWU's intent with these bonds to refinance the outstanding balance on the old bonds and add additional money to take advantage of the lower interest rates to fund an energy solutions project that will increase energy efficiency on campus. There is no financial impact on the county for issuing the bonds, as all bond payments will be the responsibility of the university. Commissioners voted to pass the resolution declaring the intent and will have a public hearing and final consideration for this on Aug. 25.

In other business during the commission meeting Tuesday, the county reported that:

Commissioners approved a request from Justin Mader, county engineer, to award bids for the 2020 reinforced box culvert projects. Bids were received by four companies. Mader recommended awarding four projects that were the low bid to Reece Construction, and one project that was the low bid to L&amp;M Construction. The total cost is $572,527.90 that will be paid with the Special Bridge Construction Fund. The earliest that these projects can start is at the time contracts are signed by both parties and they must be completed by June 2021.

Mader also briefed commissioners on options regarding a railroad crossing northeast of the grain elevator in Bavaria. After staff researched property ownership and maintenance responsibilities, it was determined that while this crossing has the perception that it is a public road, it is not and has not been maintained by the county in the past. Mader recommended that the county continue to maintain Midland Road, but install signage that delineates where Saline County road maintenance ends. He also recommended the posting of a “Dead End” sign. Mader said he would also suggest to the Kansas Department of Transportation and the railroad the need to re-classify the crossing as private and that it would need to be maintained by the owners of the grain elevator. Additionally, any decision to close the crossing would be up to the railroad and the owners of the elevator. 

Commissioners heard from Jason Tiller, Health Department Director, as part of their review of the mask mandate resolution. Tiller provided updated case numbers for Saline County, the state, and the nation. He also showed the newly launched dashboard that provides demographic information in more detail on the cases in Saline County. It has been three weeks since the mandate went into effect and there has been a decrease in the number of cases, anecdotally suggesting that the mask mandate is one of the contributing factors to that. Tiller recommended that to keep businesses open and to get kids back to school, the mask mandate should continue. The resolution is still in effect and will be until it is modified or repealed by the commissioners.

Commissioners heard a department update from Marilyn Leamer, human resources director. Leamer reported 15 new hires, nine transfers/promotions, and six people left employment in the period from mid-May to mid-July. Staff has been busy going through the insurance renewal process. Saline County’s self-insured plan will make a change in the network provider that will result in only a 0.5-percent increase in health insurance costs for the county. Due to the county’s self-insured status, the other renewal component is for stop-loss coverage. The switch to a new carrier is resulting in a 21.34-percent reduction in the premium cost from last year. Leamer also reported employment vacancies that the county currently has. There are positions open for corrections officers, intermittent/part-time civil process server, truck driver/truck driver trainee, assistant attorney, booking officer, transport officer, property technician, and a custodian position.

Commissioners also heard a quarterly update from Rosie Walter, senior services director. The kitchen and bathroom remodeling project at the senior center is complete. The kitchen staff moved back in on June 15 and the senior center opened to the public on June 22. During this quarter, there was a 21-percent increase in delivered meals through Meals on Wheels, which is a result of the stay at home order and other necessary precautions that were taken because of the COVID-19 pandemic. Senior services received $25,781.20 in donations/grants from April to June and Meals on Wheels received $15,673.26 in grants/donations during the same timeframe. 

County Administrator Phillip Smith-Hanes provided his update, reporting on the Coronavirus Funding Advisory Committee’s meeting on Monday. The committee looked at the total reimbursement requests that were received by the cities, county, and schools. The application for direct aid went live last Wednesday and the deadline for organizations and businesses to submit an application is 5 p.m. on Friday. The committee will go through the applications next week and review the requests to determine if they do meet the necessary criteria as well as fit in with the desires of the committee, which is looking at programs that will benefit the community broadly. Smith-Hanes also told commissioners that the county was notified last week that it has been awarded $132,000 from Community Development Block Grant Supplemental funding (CDBG-CV). All contracts for the grant will be brought to the commission next week for review and consideration for acceptance.
