Additionally, there is a chance for isolated strong to severe storms this afternoon. The strongest "hit or miss" storms may produce quarter size hail and 50 to 60 mph winds, NWS noted.

Be on the lookout for Saharan dust in the air!

Saharan dust has been moving west across the southern Atlantic Ocean and has recently reached the Caribbean Sea. 

As the dust continues to move west, it will eventually get pulled north into parts of the United States, potentially impacting portions of the central and southern Plains. 

Hazy skies, colorful sunrises and sunsets, and reduced air quality will be possible impacts.

NWS: Dust from Sahara Desert may impact our air quality, sunsets

“If it looks like we were scared to death Like a couple of kids just trying to save each other You should've seen it in color. A picture’s worth a thousand words But you can’t see what those shades of gray keep covered You should've seen it in color”

If you are from the Plains region, your social media feed is probably filled with wheat harvest photos right now. Hot, dry winds roll across fields of golden waving wheat. Friends and family come together to drive combines, grain trucks, “the old wheat truck” and “the new semi” late into the night to bring in the crop. Famous home-cooked meals are served out of the back of SUVs. Heavenly displays of color created by the dust-filled air as the sun sets over the heart of America.

However, the country song “In Color” is spot on that “seeing it in color” by living through an event is so much more powerful. A picture can’t quite capture an air of excitement, comradery of families and communities working together, or pride in an honest day’s work. No picture, black and white or color, can capture the true heart of the experience.

In recent years, farmers and ranchers have become frustrated with “city people” who have never been on a real farm because they can’t seem understand that even though farming is truly a passion it is full of challenges.

For example, harvest is such a whirlwind because farmers are terrified if they don’t get wheat out of the field hail, fire or bugs could destroy it. An entire year’s income is tied up in each field and farmers aren’t actually rich, they just have larger bills than most other people. It’s not uncommon to go days or weeks without tucking their kids into bed, a proper night’s sleep or a moment of downtime. The seeds, chemicals and other scientifically developed farming practices we use are what we believe to be the best, safest tools to grow healthy food.

A city person scrolling through social media probably doesn’t appreciate (or maybe even care about) all my feelings about wheat harvest. Pictures are informative and can help tell a story, but they can’t provide context, background and first-hand feelings created by seeing the true colors of an experience with your own eyes.

Our national conversation is consumed with Black Lives Matter, protests, race and injustice. I see these stories and feel like an outsider looking at another family’s photo album. I can see what is happening and the emotions of the participants, but I can only guess at what they feel and have no understanding of each snapshots’ value. I am not part of their experience.

No matter how much I want to understand, I can’t wrap my brain around what it is like to be a black man living in America. However, I do understand some of their emotions: helplessness, frustration, fear and anger.

It’s OK if you aren’t a vocal participant in the national conversation. It is actually very appropriate if you lack experience with the topics. But please, do not dismiss these conversations. They are happening for a reason. The world is not black and white. Taking a color-blind approach and ignoring race hides so many valuable things in the shades of gray. Our world is full of color and colorful people for a reason.

We have an opportunity to make it better. A moment to ask genuine questions and have uncomfortable conversations, raise our voices against injustice and show compassion for others’ struggles, and seek to understand the cultures of our fellow humans.

Don’t experience life scrolling through other people’s photos. Go see it in color.

New Horizons Dental Care is offering full scholarships for local students aged 15-27+, to attend America’s No. 1 motivational leadership summer program, LEAP Week. 

As longtime supporters of the LEAP Foundation, Drs. Guy and Kate Gross are passionate about the life-changing impact the LEAP Leadership program has on young adults’ careers and life.

“Our mission has always been ‘doing good’ in our community and it’s our passion to help young people get a great start in life,” said Guy Gross, who along with his wife and fellow dentist, Kate Gross, own New Horizons Dental Care. “For years we have been able to send two students per year on full scholarship to the UCLA campus for a summer program called LEAP Week. This year because of the need for a virtual campus, we have the opportunity to send many more.”

LEAP Week will take place July 20-24 on a virtual and interactive platform. The event will feature celebrity speakers including Mark Wahlberg, Paula Abdul, Dennis Quaid, Apolo Ohno, Jason Alexander, and Diplo, along with TED and TEDx speakers, business leaders, and philanthropists. During the program, topics not typically taught in school are covered such as goal setting, time management, interviewing, mentorship, gratitude, how to apply for and land a job, and more.

As the Fourth of July approaches, the City of Salina reminds residents about the regulations of using fireworks within city limits, and also provides safety tips.

Individuals may discharge fireworks on July 3 and July 4 from 8 a.m.-11 p.m.

Possible consequences for igniting/discharging fireworks outside of these times

Fireworks may be confiscated, and citations (misdemeanor, class c violation) with fines up to $500 may be issued.

Only the personal use of small firework devices classified as “consumer fireworks” by the U.S. Department of Transportation are allowed. M-80 fire crackers, cherry bombs, bottle rockets, and sky lanterns are prohibited in Salina.

Illegal places to ignite/discharge fireworks

•While on streets, sidewalks, parks and other public property

•While on private property without the express written consent of the property owner

•Into, under, or from a car or vehicle, whether moving or standing still

•Within 100 feet of any hospital, sanitarium, nursing home, or assisted living facility

•Within 300 feet of any fireworks stand

•Fireworks may not be thrown at people, bicycles, vehicles or buildings

•Fireworks may not impact another property, either directly or from residue or litter

It is unlawful for a minor (under 18 years of age) to possess and use fireworks unless under the direct supervision of an adult.

The Salina Police Department handles fireworks complaints. Individuals can call the non-emergency line at (785) 826-7210 to make a report. Police officers enforcing the fireworks ordinance will respond to the complaint.

•Always store fireworks in a cool, dry place.

•Know the fireworks being used; read warning labels and performance descriptions before they are ignited.

•Use fireworks outdoors in an area that is at least 20 feet away from buildings, vehicles, people and pets.

•Always have a connected hose, bucket of water, or other water source nearby.

•Have a responsible adult supervise all firework activities that involve minors.

•Never carry fireworks in pockets or shoot them from metal or glass containers.

•Always place aerial fireworks on flat surfaces. Brace them between bricks, or in a bucket with sand or dirt to ensure they don't tip over.

•Light one firework at a time and quickly move away once it’s lit. Do not hold it by hand.

•Never relight a "dud" firework. Wait 15-20 minutes until it’s no longer hot, and then soak it in a bucket of water.

•When finished using a firework, place it in a bucket of water for fifteen minutes to ensure it has cooled down and there are no smoldering embers that can start a fire.

City of Salina provides fireworks dos and don'ts

On June 24, 1497, the first recorded sighting of North America by a European took place as explorer John Cabot spotted land, probably in present-day Canada. 

In 1807, a grand jury in Richmond, Virginia, indicted former Vice President Aaron Burr on charges of treason and high misdemeanor (he was later acquitted). 

In 1940, France signed an armistice with Italy during World War II. 

In 1947, what's regarded as the first modern UFO sighting took place as private pilot Kenneth Arnold, an Idaho businessman, reported seeing nine silvery objects flying in a "weaving formation" near Mount Rainier in Washington. 

In 1948, Communist forces cut off all land and water routes between West Germany and West Berlin, prompting the western allies to organize the Berlin Airlift. The Republican National Convention, meeting in Philadelphia, nominated New York Gov. Thomas E. Dewey for president. 

In 1957, the U.S. Supreme Court, in Roth v. United States, ruled 6-3 that obscene materials were not protected by the First Amendment. 

In 1964, AT&amp;T inaugurated commercial "Picturephone" service between New York, Chicago and Washington, D.C. (the service, however, never caught on).

Five years ago: A federal judge in Boston formally sentenced Boston Marathon bomber Dzhokhar Tsarnaev to death for the 2013 terror attacks. Alabama Gov. Robert Bentley became the first southern governor to use his executive power to remove Confederate banners, as four flags with secessionist symbols were taken down from a large monument to rebel soldiers outside the state capitol in Montgomery.

One year ago: The driver of a pickup truck involved in a collision in New Hampshire that left seven motorcyclists dead was charged with seven counts of negligent homicide. (A grand jury later handed up indictments on 23 charges; Volodymyr Zhukovskyy is awaiting trial.) The U.S. Women's World Cup soccer team advanced to a quarterfinal against France by beating Spain, 2-1. (The U.S. would go on to win its fourth Women's World Cup title.)

An agreement for Saline County's WIC dietician to provide services to Ellsworth County received Saline County Commission approval during the commission meeting this morning.

According to information from Saline County, the agreement has been a longstanding one, however the state requires the agreement to be renewed annually.

Commissioners OK agreement with Ellsworth County, other items

A Salina Presbyterian Manor non-essential, non-direct resident care employee tested positive this week for COVID-19. The employee is in isolation and quarantined at home.

“Our top priority is the safety of our residents and staff members,” said Christian Gilbert, Salina Presbyterian Manor executive director.

The employee last worked on June 16 and passed the employee screening, according to a news release from Salina Presbyterian Manor. The employee called in June 17 and reported feeling unwell, and was tested for COVID-19 on June 18. The test results were received today.

Presbyterian Manor notified the Kansas Department of Health and Environment (KDHE) Epidemiology Hotline immediately after becoming aware of the positive test. Per KDHE, Centers for Disease Control and Prevention (CDC), and Centers for Medicare and Medicaid Services (CMS) guidelines, the employee will not be able to return to work until he/she is COVID-19 free.

The Saline County Health Department is recommending contact tracing to determine who was in direct contact with the COVID-positive employee and COVID testing for those employees with direct contact. Per the health department’s recommendation, any employees who had contact with the COVID-positive employee within six feet for 10 minutes or longer will be tested.

Before returning to work, the employees must have negative results from an FDA Emergency Use Authorized COVID-19 molecular assay for detection of SARS-CoV-2 RNA from at least two consecutive respiratory specimens collected at least 24 hours apart (total of two negative specimens). Upon the employee's return to work, Presbyterian Manor said it will follow CDC recommendations related to work practices and restrictions.

Families have been called to alert them to the potential exposure. The CDC has been notified of the positive test per CMS regulation. The community will follow any additional guidance from the Saline County Health Department and the CDC.

“Those conversations with families and residents have been overwhelmingly positive and supportive and I feel blessed to be a part of such a caring community,” said Gilbert.

Salina Presbyterian Manor implemented a strict no visitor policy at the community and discontinued group activities and communal dining for the entire campus per guidelines released by CMS and the CDC on March 13.

Presbyterian Manor said it&nbsp; encourage all staff members to follow CDC guidelines and best practices as these are continually updated. The organization has been screening employees as they enter the community building for a shift and before employees have any direct contact with residents. Presbyterian Manor also said that it educates all staff to stay at home if they are experiencing symptoms of a respiratory illness or not feeling well.

KWU: Former Director of Bands McMosley dies

TOPEKA—District Magistrate Judge Mary Thrower will retire August 14 after serving 14 years in the&nbsp;<a href="https://kansascourts.org/l/4nWGn670bH8ihIjIIVrPIsRDe_zlGyLD0SVuuIbJOnM" target="_blank">28th Judicial District</a>.

Thrower manages the juvenile offender and child in need of care dockets in the 28th Judicial District, which is composed of Ottawa and Saline counties.

"These are some of the most trying cases, no doubt," she said. "We are often dealing not only with the youth but also with parents and extended family."

Thrower finds the work rewarding, however.

"I arrived at work a few weeks ago and was be greeted by a young lady who wanted to make sure I knew she graduated from high school. A parent recently congratulated me on my retirement and thanked me for 'being there' as the family worked through the offender process," she said. "Seeing young people like this succeed is one of the most satisfying parts of this job. Knowing they recognize I do care and do want them to do well is important."

During her work as a judge, Thrower also heard criminal cases, civil cases such as divorces, probate and estates, guardianships, child abuse and neglect, and adoptions.&nbsp;

Thrower earned an associate degree in administration of justice from Wichita State University and a bachelor's degree in sociology from Emporia State University. She worked as a court services officer in the 28th Judicial District for four years before moving to Colorado, where she was a pretrial specialist for the El Paso County Sheriff's Department.

She graduated in 1992 from the University of Denver College of Law and practiced law for several years in Colorado. After returning to Kansas, she worked for the county attorney's office in Saline County before becoming a judge in 2006.

Thrower served on the Supreme Court Task Force for Permanency Planning for eight years and the Kansas Juvenile Justice Workgroup in 2015. She currently serves on the&nbsp;<a href="https://kansascourts.org/l/4nWGn670bH8ihIjIIVrPIrh-q9QV0hF4bntSbX_4cac" target="_blank">Commission on Judicial Conduct</a>.

In 2013,&nbsp;<a href="https://kansascourts.org/l/4nWGn670bH8ihIjIIVrPIu-nEwHO_XcTc8w8Rv-B4NU" target="_blank">Thrower received the American Bar Association's Franklin N. Flaschner Award</a>, which is given to a judge who "embodies the high ideals, personal character, and competence in performing judicial duties that were exemplified by the late Chief Justice Franklin N. Flaschner of Massachusetts." She was nominated by then-Chief Justice Lawton Nuss for her significant contributions on local and state levels for improving the quality of justice in courts with special and limited jurisdiction.

District magistrate judges in the 28th Judicial District are appointed following a&nbsp;<a href="https://kansascourts.org/l/4nWGn670bH8ihIjIIVrPInojWPE-OgvHMWZVzXEvd8U" target="_blank">merit selection process</a>. State statute requires a nominating commission to accept nominations, interview nominees, and appoint a replacement. After serving one year in office, the new magistrate judge must stand for a retention vote in the next general election to remain in the position. If retained, the incumbent will serve a four-year term.

MCPHERSON -- Helping its member businesses recover from challenges presented by the COVID-19 pandemic recently got a little easier for McPherson Main Street.

Last week, the National Main Street Center (NMSC) announced that McPherson Main Street was one of eight Kansas recipients of $3,000 from the Union Pacific Kansas Main Street Recovery Fund, a grant program to support the economic recovery of Kansas downtowns and commercial districts impacted by COVID-19. This program is made possible by Union Pacific, and grant funds will go toward implementing ideas for marketing or promotion to help commercial districts reopen safely.

“We are thrilled to provide support to these Main Streets to help ensure Kansas downtowns and commercial districts remain vibrant in the months and years to come,” said Ben Jones, senior director of public affairs at Union Pacific. “Our employees live and work in these communities, and we believe these projects will have a positive impact, igniting the economy as we recover from the pandemic.”

Grant project ideas were judged based on how they would contribute to commercial district recovery efforts, as well as their community impact after the initial project implementation. Recipients are all designated Main Street America communities and recognized Union Pacific communities.

McPherson Main Street's project is "Shop the Night Away - Paws-itively Purr-fect," a downtown shopping event from 4-9 p.m. on July 10, Ann Engel, McPherson Main Street executive director, told Salina Post. 

"The funds will be used for marketing the event as a boost to restart our McPherson Main Street member businesses," Engel said.

"In addition to the UP grant award of $3,000, since we were in the top four, we were also awarded a one-on-one tech support from National Main Street Center field services staff and a one-year membership in Main Street America," she added.

Engel said it is too early to determine whether the downtown businesses will come out of the pandemic shut-down intact.

"Did any businesses not re-open after the shut-down was removed? Yes. A couple did not, but many are still in early recovery mode, and I believe it will take us all as a community to help them pull through," Engel said.

Finding creative ways to weather the pandemic

Even through the most restrictive parts of the pandemic shut-down, McPherson Main Street businesses found creative ways to generate revenue, Engel noted.

"Well, I am most definitely not impartial, but I truly believe that we have some of the most dedicated, hard-working and creative business owners that exist anywhere, right here in McPherson, Kansas, and I am proud to be able to help them succeed in any way possible," she said.

Engel said that one example of a creative member business was Twice Told Tales, a used bookstore. 

"As a non-essential business, and a low price point business, she was really struggling. She would do 'browsing' posts of specific sections and feature books and info about that section. She also offered 'Mystery Boxes' where she put together a bag of like-themed books based on customer interests," Engel said. "She found several online partnerships like Libro.fm, an audiobook service that supports independent bookstores, as well as delivery and curbside pickup."

Another member business, The Cook's Nook, had to cancel its in-store cooking classes, and instead provided live video posts of the classes and offered specials on ingredient packages along with the recipes, she said. 

"They also created a group for cooks and featured a weekly spice and asked members to share their recipes that included the featured ingredient," Engel said.

"The Stone Chimney, a home décor store, did live weekly sales and increased their shipping and online orders. The list goes on!" she said.

Additionally, McPherson Main Street worked to help its member businesses during the shut-down, Engle noted.

"We created a Support Local BINGO card for shoppers that included a variety of options and ways to stay connected. We shared daily posts from businesses on our Facebook page to help them showcase their services available and feature products," Engel explained. "We also worked with other groups on contests where winners received gift cards to various businesses. There were many businesses that stepped up and bought local gift cards and created unique ways to give them out."

McPherson Main Street also provided grant funding to businesses that had not received federal aid, thanks to partnerships with a local foundation and several other organizations, she said.

Engel said McPherson Main Street has 125 member businesses.

"We have a great variety! We have entertainment options with a movie theatre, the Opera House, outdoor concert areas; a variety of local restaurants -- Mexican, Chinese, Italian, deli, burgers, American diner, retail with clothing boutiques, jewelry, accessories, western wear and boots, bridal and prom wear, games and toys, floral, home décor, gifts, grilling, hardware and tools, cookware, food and seasonings, health supplements, outdoor and indoor furniture, electronics, appliances, just about anything you need!" Engel explained. "There is also a nice mix of service businesses; insurance, medical related, accounting, printing, financial, legal and design."

McPherson Main Street receives UP grant to help businesses

Local officials are scheduled to gather Wednesday afternoon for a meeting concerning the environmental matter at the former Schilling Air Force Base.

According to a news release from the City of Salina, items on the agenda include the following.

A brief overview of the Schilling Air Force Base groundwater contamination project will be provided by Tim Rogers, Salina Airport Authority executive director. 

A review of the consent decree and the environmental project management agreement. The consent decree settles claims involving responsibility for environmental response actions and costs at the site of the former Schilling Air Force Base.

Each of the participating entities will then consider a motion approving the proposed consent decree and authorize their respective designee to sign the document on their behalf.

Salina Public Entities meeting set for Wednesday

The Saline County Sheriff's Office is investigating the theft of a John Deere Gator from a rural residence in the northeastern part of the county.

Sometime between 5 p.m. Sunday and 10:30 a.m. Monday, someone stole a green 2010 John Deere Gator 625L from a machine shed at a residence in the 1400 block of North Solomon Road, Saline County Sheriff Roger Soldan said this morning. The Gator was valued at $12,000, he added.

Soldan said the Gator was driven away north on North Solomon Road, based on tire tracks in the road.

Gator stolen from northeast Saline County residence

A 12-year-old boy was shot multiple times with a BB gun during an altercation Monday afternoon in west Salina.

The boy had gone to a residence in the 800 block of Navaho Avenue where three brothers, ages 11, 15, and 18, allegedly began calling him names, Salina Police Captain Paul Forrester said this morning. At some point during the altercation, the 15-year-old allegedly punched the boy in the back of the head, causing him to fall, which resulted in a cut on his right elbow, Forrester explained. Then, the 18-year-old, identified as Tyrell Johnson, allegedly shot the boy in the chest four times with a BB gun, Forrester said.

The 15-year-old was cited for battery and Johnson was arrested on a requested charge of aggravated battery, he said.

The victim did not require medical treatment at the hospital, Forrester added.

GYPSUM -- A flatbed pickup stolen from a Gypsum automobile lot earlier in June has been recovered in Goddard.

Sometime between June 6-9, someone stole a red 1996 Dodge Ram 2500 flatbed pickup valued at $20,000 from TNT Auto, 210 Maple, in Gypsum. The pickup had large, off-road tires and large, black exhaust stacks.

Saline County Sheriff Roger Soldan said this morning that someone from the Goddard Police Department called his office early this morning to say that the pickup had been recovered. Soldan said that the manager of the Gypsum automobile lot put information about the pickup out on social media and received several responses that the pickup had been seen in Goddard.

Goddard police reported that the pickup had been spray painted black and was found in the possession of a 33-year-old Hutchinson man, Soldan said.

The investigation into the theft is continuing, he said.

Terri Gaeddert, director of the School of Integrated Studies at&nbsp;<a href="https://polytechnic.k-state.edu/" target="_blank">Kansas State University Polytechnic Campus</a>, has been promoted to associate dean of academics and student success. Gaeddert joined K-State Polytechnic in 2017 as director of academic operations after serving as associate dean and director of teacher education at Sterling College. She has been integrated studies director for the past three years and is transitioning to the associate dean role with the campus's continued growth and new global aviation initiative. "Dr. Gaeddert's leadership in innovative curriculum development and dynamic faculty collaboration in her previous positions has cultivated an academic environment at K-State Polytechnic focused on student achievement," said Alysia Starkey,&nbsp;CEO of the campus and dean of the College of Technology and Aviation.&nbsp;"As we keep students at the center of all we do, I'm excited to watch Dr. Gaeddert in this new role utilize her passion for education to continue to advance the academic experience and foster the wellbeing of our students." As associate dean of academics and student success, Gaeddert is responsible for facilitating the development and implementation of undergraduate and graduate curricula and providing oversight in all program reviews and accreditation processes. She will coordinate the creation and completion of transfer agreements with partner institutions as well as strengthen international programs and partnerships. Gaeddert will support efforts for student retention and progression by collaborating with academic advising, student support services and student life staff. Coordinating faculty development and mentoring programs also will support continuous improvement of the educational experience. And because she is a member of the dean's leadership team, Gaeddert will provide counsel to administration and will contribute to campus goal setting. During her tenure as school director, Gaeddert led efforts to successfully renew AABI accreditation for the professional pilot degree option, transition to a new timeline for annual assessments, and reinstate an industry advisory day to strengthen connections to business and industry. She worked with faculty to establish a two-year rotation of course offerings to assist students with degree completion timelines and reduce the number of credits required for degree completion. Gaeddert also oversaw a renovation of space to increase classroom size and technology, upgraded faculty to new laptops, wrote grants to provide opportunities to collaborate with K-12 schools and improve facilities, and ensured every lab class had hands-on equipment available for student use. "I am excited to continue our collaborative efforts to improve the comprehensive experience of Polytechnic students," said Gaeddert. "This campus provides amazing opportunities for students to grow and become successful in their careers and beyond. The unique educational approach and the mission of the campus drew me here three years ago. Kansas Wesleyan is taking steps to reduce its carbon footprint, even in the midst of a global pandemic.&nbsp;

KWU has begun a project alongside Energy Solutions Professionals (ESP), a Kansas City firm, to make campus-wide improvements that will&nbsp;both&nbsp;help the environment and save utility and operating costs&nbsp;in&nbsp;the long-term. The project will reduce the campus’s carbon footprint by 3.3 million pounds of CO2e annually, which is equivalent to the electric use of 250 homes each year.&nbsp;

“Kansas Wesleyan is deeply committed to our role in environmental responsibility and creating a positive effect in the world,” said Dr. Matt Thompson, President and CEO of KWU. “To be able to reduce our carbon footprint shows that we are good stewards of the Earth, which is a critical aspect of being responsible citizens.&nbsp;That is a lesson we strive to teach our students each day.&nbsp;We have worked hard at this throughout our history, but particularly over the past several years with the advent of our Environmental, Sustainability and Resilience Studies program and the learning experiences that surround that. We’re proud that we have been able to accomplish this while being fiscally responsible and saving KWU money.&nbsp;Further, we are pleased to be able to partner with&nbsp;ESP&nbsp;and their years of experience on projects like ours.”

The project got underway June 8 with the start of installation of new LED lighting, which is taking place in nine buildings that currently use fluorescent or incandescent lamps. KWU began this shift in 2019, when an on-campus group led a similar replacement in the Pollak Chemistry Lab. That change resulted in a 9,000-pound annual carbon footprint reduction, initiated entirely by students, faculty and staff.&nbsp;

“We are very happy that KWU continues to grow its eco-friendly efforts through decisions like this one, and we’re proud that students, faculty and staff were on the forefront of some of the initial phases of the lighting change,” said Kelsey&nbsp;Ripperger, incoming President of the KWU Student Environmental Club. &nbsp;

Other portions of the project planned in the coming months include new water-saving fixtures in numerous locations and HVAC improvements — or replacements — that will maximize operating efficiency, including through the elimination of R22 HCFC refrigerant.&nbsp;

When complete, the project will save KWU&nbsp;more than&nbsp;$137,000 annually on utility and operating costs.&nbsp;

Kansas Wesleyan working to help environment

A local student is the recipient of a scholarship from the Kansas Sheriffs' Association.

Each year the Kansas Sheriffs
Association awards up to $18,000 worth of educational scholarships to eligible
members or family members.&nbsp; The eight
members scholarship committee, chaired by Logan County Sheriff Pat Parsons,
receive the written applications and conduct interviews with all applicants.&nbsp; This year, 16 $1,000 awards were issued
and one $2,000 Sheriff Matt Samuels Award.

Samuels was killed in
the line of duty on Jan. 19, 2005, and shortly after that, this
scholarship was established in his honor. This year there were 24 scholarship
applications to be considered.

Winning one of the $1,000
scholarships for 2020 is Salinan Gabriella Fischer.&nbsp;
Fischer is
currently enrolled at the University of Kansas. Her application was sponsored
by her father, Matthew Fischer.

According to the National Weather Service (NWS) in Wichita, seasonal temperatures can be expected today across the region. Highs will be in the middle 80s.

On Wednesday, however, strong to severe storms will be possible. Hit or miss storms are possible for most of the day, with the strongest storm capable of quarter size hail and 50 to 60 mph winds, NWS noted.

Well, the out-of-session Legislature watched last week as the governor’s Strengthening People and Revitalizing Kansas (SPARK) task force doled out an even $400 million to Kansas counties to help them meet the costs they’ve seen due to the COVID-19 pandemic effects that have swept the world, nation and…well, Kansas…

Legislators, most of whom want to continue spending winters in Topeka, and even those who have had enough and will retire, are wondering just what that money is going to buy. And…if there’s a political upside for them in, well, while not actually having voted for that money for locals, waving as the money went to their home districts.

And…if there’s a political upside for them in, well, while not actually having voted for that money for locals, waving as the money went to their home districts.And, they’re also going to be watching to see just how the county commissions in each of the state’s 105 courthouses divide that money up, since its allocation a few days ago, between cities, townships, rural water districts, school districts…you name it, nearly any outfit that can assert to commissioners that the virus and its stay-home and stay-closed orders have shaken those small local economies.Problem, of course, is that most legislators, and most Kansans, don’t have any idea of just what the shut-downs, the overtime for some workers, the expenses of working at home and even those face masks actually cost. And, whether those county commissioners are going to distribute their county’s apportionment to real needs or try to find ways to use it to boost their local budgets.Lots unknown about this initial SPARK federal money distribution, and lots of money going to courthouses to spread across public and private operations.Did the closure of schools, the shutdown of parts of water districts and of township water departments, the additional security at public buildings, all that moving of COVID-19 testing materials, the actual test specimens and Personal Protection Equipment cost local units of government much money? How much?Amounts awarded varied, including $340,000 in Comanche County and $25 million in Douglas County. Where is that money to go, and will it stay in just the county budgets or will it be spread to reduce the financial impact on the local schools, hospitals, police and fire departments and everything else we expect government to pay for with our tax money?Yes, isolating those pandemic-related additional costs is going to be tricky for nearly every local unit of government. Oh, and will counties spread that money to private businesses which suffered economic hardship due to the disease?It’s all out in the counties, but count on it, legislators are going to want to win some credit—and votes?—for at least being at the top of the chain that sent those checks to local units of government.Don’t forget that the money has to be directly tied to additional expenses which are linked to the economic downturn caused by the pandemic, at the state level and at some point when the federal government auditors start thumbing through the check stubs to see whether this was actually a pandemic-related cost that counties are distributing money to solve or maybe just some new police and sheriff’s cars that are easier to keep clean—and avoid spreading the disease to the public.Also, remember that the county commissioners are going to want political credit for dispersing that money within the county lines, whether it’s helping defray the cost of those six-foot social distance reminders we see on the floors of nearly every store we’ve entered, or those stacks of facemasks and jugs of hand sanitizer near the doors of those stores and businesses and schools and government offices.Next step, finding out whether those SPARK dollars cause future problems for local units of government.
