There are 9 new positive COVID-19 cases in Saline County that have been identified since the Friday, July 24 report. The total for the county is now 327, with 120 cases that are actively being monitored by the Health Department, 203 that have recovered. Sadly, we were notified of an additional death over the weekend. Salina Regional Health Center reports that they have a total of 4 hospitalized COVID-19 patients. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. •The Saline County Coronavirus Relief Fund Advisory Committee issued a press release regarding funds that are available for local businesses and non-profits to apply for reimbursements or future COVID-19 related expenses. Applications for requested funding are due by July 31st at 5 pm.

UPDATE: McPherson City Commission approves face covering ordinance

ELLSWORTH -- The Ellsworth County Health Department today reported that a person who tested positive for COVID-19 had been at the Ellsworth Municipal Swimming Pool on Tuesday.

"Individuals who were at the Ellsworth Municipal Swimming Pool on Tuesday, July 21st are encouraged to self-monitor for any of the following symptoms and are recommended to contact the Ellsworth County Health Department or primary care provider IF they develop any of the following symptoms within 14 days from 7/21/2020," the department noted in a news release.

Lower respiratory illness (cough, shortness of breath or difficulty breathing)

New olfactory (smell) and taste disorders

Ellsworth County: Person who tested positive had been at pool

Due to public safety concerns related to the pandemic, Central and Salina High School South have changed the format of the walk-the-stage event to a drive-through picture opportunity at the individual high schools.

•Central High School’s drive-through will occur between the stadium and gym or east side of building.

•Salina High School South will use their main front drive (located on the north side of the building).

On Aug. 1, beginning at 8 a.m. Central and South will hold a drive-through picture opportunity for all 2020 graduates. Graduates may drive up and have a photograph taken receiving their diploma at the school they attended. Interstate Photography will be on hand to take photographs but families are also welcome to take pictures as well.

Drive-through picture opportunity replaces walk-the-stage event

TOPEKA – The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Assaria public water supply system, located in Saline County. 

The advisory is not related to the COVID-19 pandemic.

Customers should observe the following precautions until further notice:

• If your tap water appears dirty, flush the water lines by letting the water run until it clears.

• Boil water for one minute prior to drinking or food preparation or use bottled water.

• Dispose of ice cubes and do not use ice from a household automatic ice maker.

• Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

• Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect today (July 27) and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a loss of pressure in the system due to maintenance. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Medicaid expansion virtual meeting for Salina area Tuesday

The Greater Salina Community Foundation has awarded more than $83,000 in scholarships to area students for the upcoming academic year. 

This includes 14 scholarships that are being renewed for recipients from previous years.

The&nbsp;Alice A. Riggs Ell-Saline K-State Scholarship&nbsp;is for graduates of Ell-Saline High School who will attend Kansas State University in Manhattan.&nbsp;Noah Hopkins, Salina, received a $1,000 scholarship.

The&nbsp;Alma Olson and Michael T. Olson Scholarship&nbsp;is for students of North Central Kansas Technical College pursuing a degree in a building trade.&nbsp;Connor Goheen, Osborne, received a $700 scholarship.

The&nbsp;Betts Family Scholarship&nbsp;is for students graduating from Decatur Community High School in Oberlin, Kansas.&nbsp;Kalen Townsend, Oberlin, received a $1,500 scholarship.

The&nbsp;Booker T. Washington Scholarship&nbsp;is for African American graduates of a Saline County high school.&nbsp;Elijah Cairo, Salina, and&nbsp;Mataya Copes, Salina, both received a $600 scholarship.

The&nbsp;Brian C. Garnett Memorial Scholarship&nbsp;is for well-rounded graduates of Salina Central High School.&nbsp;Ashley Abbott, Ashley Matthews&nbsp;and&nbsp;Madison Pham, all of Salina, each received a $1,000 scholarship.

The&nbsp;Col. Delbert Townsend Scholarship&nbsp;is for graduating seniors from Decatur Community High School in Oberlin, Kansas.&nbsp;Anna Carter, Jennings,&nbsp;Clayton Carter, Jennings,&nbsp;Zachery Corbett, Oberlin,&nbsp;Sage Lohoefener, Oberlin,&nbsp;Cindy Sheaffer, Oberlin, and&nbsp;Alyssa Van Vleet, Oberlin, each received a $2,000 scholarship.

The&nbsp;David A. and M. Marguerite Parker Scholarship&nbsp;is for graduates of Tescott High School who are involved in the community.&nbsp;Zach Perry, Tescott, received a $350 scholarship,&nbsp;Danni Ehlers, Tescott, received a $325 scholarship, and&nbsp;Montana Peterson, Beverly, received a $325 scholarship.

The&nbsp;Decatur Community Scholarship&nbsp;is for graduating seniors from Decatur Community High School in Oberlin, Kansas.&nbsp;Courtlyn Waterman, Oberlin, and&nbsp;Amy Wentz, Clayton, each received a $600 scholarship.

The&nbsp;Emily E. Shobe Memorial Art Scholarship&nbsp;is for seniors graduating from Decatur Community High School pursuing studies in art, art education, computer graphics, architecture or design.&nbsp;Sage Lohoefener, Oberlin, received a $1,000&nbsp; scholarship, and&nbsp;Alissa Sporn, Oberlin,both received a $500 scholarship.

The&nbsp;Erik Erickson Memorial Scholarship&nbsp;is for graduating seniors from Decatur Community High School, Oberlin, KS.&nbsp;Dawson Kempt, Oberlin, received a $250 scholarship.

The&nbsp;Evelyn R. King National Honor Society Scholarship&nbsp;is for graduates of Salina Central High School who are National Honor Society members. Gabriella Fisher&nbsp;and&nbsp;Gracie Schroeder, both of Salina, each received a $500 scholarship.

The&nbsp;First Bank Kansas Scholarship&nbsp;is for current Kansas Wesleyan University students, with preference to business majors.&nbsp;Karley Benson, Salina, and&nbsp;Ryann Kats, Prairie View, both received a $372 scholarship.

The&nbsp;Florence Evelyn Westhoff Scholarship&nbsp;is for graduates of a Salina high school with connections to University United Methodist Church in Salina, Kansas, or Kansas Wesleyan University students.&nbsp;Ryann Kats,&nbsp;Prairie View, Kansas received a $900 scholarship.

The&nbsp;Kansas Federation of Republican Women Scholarship&nbsp;is for registered Republican female students attending a Kansas college or university and majoring in political science, history, public administration, healthcare, law or education. Recipients must be a junior or senior undergraduate or attending graduate school.&nbsp;Amanda Baxa, Cuba, received a $1,000 scholarship.

The&nbsp;Kelling-Tomlinson Scholarship&nbsp;is for graduates of Smith Center High School.&nbsp;Amber Desbien, Smith Center,&nbsp;Gracen Hutchinson, Smith Center,&nbsp;Allie Ifland, Cedar, and&nbsp;Lisette Pfortmiller, Smith Center, each received a $1,000 scholarship.

The&nbsp;Kurt Budke Scholarship&nbsp;is for college sophomores or above who attend Louisiana Tech University, Oklahoma State University, Washburn University or Wichita State University.&nbsp;Dylan Babcock, Lincoln,&nbsp;Bryana Loisranoi, Salina, and&nbsp;Clara Jackson, Garden City,&nbsp;each received a $1,000 scholarship.

The&nbsp;Linda K. Freeland Early Childhood Education Scholarship&nbsp;is for graduates of a Saline County high school planning to major in early childhood education.&nbsp;Keircey Sanchez&nbsp;received a $1,000 scholarship.

The&nbsp;Marcella Dowling Oakes Art Scholarship&nbsp;is for graduates of a Saline County high school with an intended major in an art field including visual arts, fine arts education, digital/graphic arts, architecture or design.&nbsp;Madeline Paradis&nbsp;received a $3,500 scholarship.

The&nbsp;Mary Olson and Viola Olson Gustafson&nbsp;Scholarship&nbsp;is for students attending Cloud County Community College to pursue a degree in nursing or in a related medical field.&nbsp;Julisa Martinez, Greenleaf,&nbsp;Lisette Pfortmiller, Smith Center, and&nbsp;Grant White,&nbsp;Belleville,&nbsp;all received a $250 scholarship.

The&nbsp;Orpha J. &amp; Ernest Milbradt Scholarship&nbsp;is for students planning to attend Kansas State University or the University of Kansas.&nbsp;Lindsay Brown, Salina,&nbsp;Morgan Dolton, Salina,&nbsp;Peyton Kavanagh, Salina,&nbsp;Dylan Kruep, Manhattan,&nbsp;Jenna McCartney, Salina, and&nbsp;Brandalyn Thyfault, Dorrance, each received a $500 scholarship.

GSCF awards more than $83,000 in scholarships

A Brookville teenager was cited after a hit-and-run accident Saturday morning in central Salina.

Ty Chalmers, 18, of Brookville, was southbound on South Eighth Street shortly after 7 a.m. Saturday in a 2000 Ford F250 pickup when he failed to stop at the stop sign at West South Street, Salina Police Captain Paul Forrester reported this morning. Chalmers' pickup struck an eastbound 2019 Toyota Camry driven by Eugene Hardy, 63, of Salina, and then left the scene, Forrester explained.

The tag number provided did not come back to a Ford pickup, but did come back to an address in Brookville, Forrester reported.  Saline County Deputies went to the address and located a white F250 pickup and Chalmers, he added.

Chalmers was cited for the following, according to Forrester.

Hardy complained of neck pain but refused treatment, Forrester noted.

The Camry had driver's side damage and had to be towed from the scene, he reported. The pickup had front end damage, he added.

Forecast: Rise above flood stage by Tuesday morning and continue to rise to near 26.6 feet by early Wednesday morning. The river will   fall below flood stage by Thursday morning.

Impact: At 27.0 feet, Arrowhead Road west of Niles floods.

Impact: At 18.0 feet, the north bank of the Buffalo Creek floods. Lowland flooding continues from 763 Road to the Republican River.

NWS in Topeka also has issued a flood warning for the Republican River at Clay Center from Monday afternoon to Friday morning.

Forecast: Rise above flood stage by Monday afternoon and continue to rise to near 18.3 feet by Tuesday evening. The river will fall below flood stage by Thursday evening.

Impact: At 17.0 feet, flooding occurs between 16th, 17th, and 18th roads and between Limestone and Osage Roads.&nbsp;

NWS in Topeka has issued a flood warning for the Solomon River near Glasco continuing until Thursday evening.

Forecast: The river is forecast to have a maximum value of 23.7 feet Tuesday morning.

Impact: At 22.0 feet, minor lowland flooding occurs along the river from the Cloud and Mitchell counties line to Niles.

NWS in Hastings, Neb., has issued a flood warning for the Solomon River at Beloit from Tuesday morning to Wednesday afternoon.

Forecast: The river is expected to rise above flood stage by late Tuesday morning and continue to rise to near 21.0 feet by Tuesday evening. The river will fall below flood stage by Tuesday before midnight.

At 20.0 feet, flooding occurs in the Beloit city park and fairgrounds. Rural lowlands outside of Beloit flood at 18 feet.

Areas to our north have already received a good soaking from storms Sunday and overnight, but more rain is on the way.

Off-and-on scattered to numerous showers and thunderstorms are expected through tonight, according to the National Weather Service (NWS) in Wichita. Locally intense rain rates are likely, supporting pockets of localized flooding. Additionally, the strongest storms this afternoon and evening will be capable of locally strong wind gusts.

Only 0.17 of an inch was reported at the Salina Regional Airport, while 0.30 of an inch was reported in southeast Salina near the Eagle Radio studios.

24-hour rainfall totals higher to the north; more storms on the way

On November 4, 1979, the American Embassy in Tehran was stormed and American hostages were taken. Citing the account by Mark Bowden, Wikipedia summarizes how: “Anticipating the takeover of the embassy, the Americans tried to destroy classified documents in a furnace. The furnace malfunctioned and the staff was forced to use cheap paper shredders. Skilled carpet weavers were later employed to reconstruct the documents.” &nbsp;&nbsp; &nbsp;Yes, all countries’ embassies and consulates have classified documents that they must destroy to keep from falling into outsider’s hands. Burning works. Paper shredders didn’t. &nbsp;&nbsp; &nbsp;Quite a few years ago, I was teaching overseas at an American international school. That city has an American Consulate. It is four stories tall. If you went in to take care of passport renewal, you would only be allowed on the first floor. The top three were off limits. &nbsp;&nbsp; &nbsp;I always started the very first day of the school year by having each student introduce themselves. This is really interesting in an international school. While most students were American, some were local and others were from Canada, England, Israel, and many other countries. &nbsp;&nbsp; &nbsp;I went down each row, having each student explain something about themselves, how many languages they spoke, what vocation they might hope to enter, etc. &nbsp;&nbsp; &nbsp;When I got to one new student, he said way too much. He was American and just came from an eastern European bloc nation (that at that time was in the Soviet Union) and mom and dad were both officers in a U.S. military intelligence service and worked at the American consulate back there but they had just moved here where they would monitor signals on the upper floors of the consulate, and he got to work there weekends emptying wastebaskets and cleaning up because they can't trust outsiders to be janitors and.... &nbsp;&nbsp; &nbsp;I finally got him cut off. But he would, throughout the school year, spill even more details about our consulate. It was a major monitoring station, which is not unusual for consulates. &nbsp;&nbsp; &nbsp;So when I hear the U.S. press report of the Houston Chinese Consulate burning documents because they had to close down, that makes perfect sense because that is exactly what we tried to do in Tehran. &nbsp;&nbsp; &nbsp;On April 1, 2001, a U.S. Navy spy plane flying off the coast of China and a Chinese J-8II clipped each other. The Chinese plane crashed killing the pilot. The crippled U.S. plane had to land on an airfield on the Chinese Island of Hainan. &nbsp;&nbsp; &nbsp;As soon as these countries found themselves in this situation, negotiations between embassies and consulates were critical.&nbsp;Arrangements were made and the American crew returned unharmed.&nbsp;&nbsp; &nbsp;However, this immediately encouraged a large number of videogame players on both sides to attempt to break into the “enemy” side. They envisioned themselves as cyberspace warriors. &nbsp;&nbsp; &nbsp;An article in the&nbsp;Frankfurter Allgemeine Zeitung&nbsp;described the immediate actions of civilian “cyber-patriots” on both sides. American hackers organized by “Poisonbox” launched “Chinakiller” to attack about 100 Chinese websites. The “Hacker Union of China” led by “Lion” and the “Green Brigade” attacked our websites, including two U.S. Navy sites. A German site kept score. And many of these hackers gained their skills by copying the online instructions of an earlier Taiwanese hacker called “Coolfire.” &nbsp;&nbsp; &nbsp;In the years since 2001, there has been an increased awareness of “cyberwarfare” that generates false information on social media and threatens to shut down power plants and crack into governmental agency records. Nearly always, our press reports the likely culprit as an enemy government. But actual tracing of such hacking, to the extent that it is possible, reveals that the vast majority of cyber crime and cyber attacks, especially the use of ransomware, is by private individuals, not governments. But one known serious cyber attack by government agencies was “Stuxnet,” a computer “worm” that damaged the nuclear program in Iran. And Stuxnet was allegedly developed by the U.S. and Israel.&nbsp;&nbsp;

John Richard Schrock has trained biology teachers for more than 30 years in Kansas. He also has lectured at 27 universities in 20 trips to China. He holds the distinction of “Faculty Emeritus” at Emporia State University.

Education Frontlines: Consulate fires and hacking

Today is Monday, July 27, the 209th day of 2020. There are 157 days left in the year. 

On July 27, 1974, the House Judiciary Committee voted 27-11 to adopt the first of three articles of impeachment against President Richard Nixon, charging he had personally engaged in a course of conduct designed to obstruct justice in the Watergate case. 

In 1794, French revolutionary leader Maximilien Robespierre was overthrown and placed under arrest; he was executed the following day. 

In 1866, Cyrus W. Field finished laying out the first successful underwater telegraph cable between North America and Europe (a previous cable in 1858 burned out after only a few weeks' use). 

In 1909, during the first official test of the U.S. Army's first airplane, Orville Wright flew himself and a passenger, Lt. Frank Lahm, above Fort Myer, Virginia, for one hour and 12 minutes. 

In 1919, race-related rioting erupted in Chicago; the violence, which claimed the lives of 23 Blacks and 15 whites, lasted until Aug. 3.

In 1946, American author, poet and publisher Gertrude Stein, 72, died in Neuilly-sur-Seine, France.

In 1996, terror struck the Atlanta Olympics as a pipe bomb exploded at Centennial Olympic Park, directly killing one person and injuring 111. (Anti-government extremist Eric Rudolph later pleaded guilty to the bombing, exonerating security guard Richard Jewell, who had been wrongly suspected.) 

In 2003, comedian Bob Hope died in Toluca Lake, Calif. at age 100. Lance Armstrong won a record-tying fifth straight title in the Tour de France. (However, Amstrong was stripped of all seven of his Tour de France titles in 2012 by the U.S. Anti-Doping Agency.)

Ten years ago: BP announced that its much-criticized chief executive, Tony Hayward, would be replaced by Robert Dudley as the company reported a record quarterly loss and set aside $32.2 billion to cover the costs of the massive Gulf of Mexico oil spill. Canadian character actor Maury Chaykin died in Toronto on his 61st birthday.

Five years ago: President Barack Obama, during a visit to Ethiopia, unleashed a blistering and belittling rebuke of Republican White House hopefuls, calling their attack on his landmark nuclear deal with Iran "ridiculous if it weren't so sad." The Boy Scouts of America ended its blanket ban on gay adult leaders while allowing church-sponsored Scout units to maintain the exclusion for religious reasons.

One year ago: President Donald Trump described the Baltimore-area congressional district represented by one of his chief Democratic critics, Elijah Cummings, as a "disgusting, rat and rodent infested mess."
