ELLSWORTH COUNTY—One person was injured in an accident just after 3:30 p.m. Monday in Ellsworth County.

The Kansas Highway Patrol reported a 1996 Cadillac Seville driven by Thomas Wayne Zimmerman, 60, Hays, was westbound on Interstate 70 three miles west of 12th Road.

The car entered the median, struck the crossover, rolled into the west bound lanes of traffic, and came to a rest on its top.

EMS transported Zimmerman to Hays Medical Center. The KHP did not details on his seat belt usage.

CCHC announced today that it has added Avera eCARE® Emergency services in Concordia.

Cloud County Health Center enhances local emergency services

Following is the Saline County COVID-19 update for Monday.

Sadly, one additional death due to COVID-19 has been reported since our February 19 update; the total number of members of our community who have lost their lives to this deadly virus stands at 105. Salina Regional Health Center has notified us that they currently have eight patients who require hospitalization for COVID-19.

There have been 22 new positive COVID-19 cases reported in Saline County since our last update on February 22, which brings the total number of positive cases for Saline County to 5,902.

Kempton to speak at next Community Health Seminar

An independent contractor for a local construction company has been arrested on multiple requested charges related to his job.

Salina Police Captain Paul Forrester reported this morning that William Tarpein, 42, of Salina, is suspected of committing multiple frauds and forgeries.

Tarpein was an independent contractor working on jobs for Kape Roofing &amp; Exteriors Inc., 315 West Pacific Avenue. He would visit potential job sites, give estimates, buy materials, and arrange the work to be done. He’d take payments from customers, but he would not provide those payments to Kape, Forrester explained. Tarpein also allegedly passed fictitious checks at local banks. 

Total loss in the case as of now is in excess of $70,000, Forrester reported. The investigation is ongoing.

According to Forrester, Tarpein was arrested on the following requested charges.

Salina man arrested in theft and forgery case connected to his job

A Salina woman was injured in a two-vehicle accident Saturday afternoon in central Salina.

According to Salina Police Captain Paul Forrester, a power outage in Salina caused several intersections' stop lights to be inactive, including those at the intersection of South Front Street and East Crawford Street. 

A 2010 Chevrolet Malibu driven by Tammy Jones, of Salina, was stopped at the intersection facing southbound on South Front Street. Jones didn't see vehicles approaching from the east and attempted to go through the intersection, Forrester explained. The Malibu was struck by an eastbound 2019 Jeep Grand Cherokee driven by Larry Hackney, of Salina.

Jones suffered minor injuries but was not transported to the hospital, Forrester noted. Hackney was not injured.

The Mailbu sustained front-end damage and the Grand Cherokee sustained front driver's side damage, Forrester noted. Both were towed from the scene.

“Our office works hard year-round to protect consumers,” Schmidt said. “Next week, we will place a particular focus on helping Kansans protect themselves from identity theft and stay safe from scams.”

The office will sponsor free document destruction at eight locations throughout the state from March 1-6, which is National Consumer Protection Week. Securely shredding personal documents is an important step toward preventing identity theft.

AG's events next week to collect documents to be shredded

Three people were injured in a two-vehicle accident northeast of Salina Saturday morning.

Roger Mattison, 68, of Salina, was northbound on North Marymount Road in a black 2007 Chevrolet Colorado pickup when he failed to yield at the stop sign at the intersection with Old Highway 40, Saline County Sheriff Roger Soldan said this morning. The pickup struck a westbound silver 2017 Dodge Caravan driven by Tina Kraemer, 32, of Salina. The accident occurred at approximately 7 a.m. Saturday.

Eisenhower's efforts for peace topic of next  online Lunch & Learn

On March 15, 2019, Brenton Harrison Tarrant, a 28-year-old Australian, entered two mosques in Christchurch, New Zealand and used semi-automatic weapons to kill 51 people and injure 40 more before he was captured by police while heading to a third mosque. He eventually pleaded guilty and was sentenced to life imprisonment with no possibility of parole, the first time such a sentence was ever imposed in New Zealand, a country ranked the second least violent in the world.

Tarrant was an alt-right white supremist. This was not a viewpoint publicly approved in the Australian community where he lived. In the pre-internet age, Tarrant would have felt isolated and alone all of his life.

“In a tolerant setting, even prejudiced persons will often refrain from discriminating in order to escape social disapproval.” This description by Delgado and Steffancic is from their 2018 book “Must We Defend Nazis?” published by New York University Press.

But in this internet age, Tarrant had a way to ignore the social disapproval of his local community. He found an audience of other hidden supremists spread around the world on the internet. They gave him a virtual community of approval. That is why he mounted a camera to broadcast the devastation of his massacre in real time and put another video camera on his helmet.&nbsp;&nbsp; &nbsp;

In the pre-internet age, a lonely supremist would grow old, alone in isolation. But now they have a medium to connect and recruit. In addition, they can be anonymous online. By communicating with fake monikers, agents of hate can avoid being identified by their local community and avoid responsibility for the results of their hate speech. A person online no longer has to think before they speak because there is no way to know who they are. And public discourse has sunken to record lows.

Many folks think that they are free to say anything they want. They are wrong. There are both criminal laws and civil laws involved. You cannot yell “Fire!” in a crowded theater. You cannot threaten to commit bodily harm. There are laws against obscenity. –False advertising.&nbsp;&nbsp; –Copyright infringement. –Plagiarism. –Libel and slander. –Defamation. You cannot incite to riot. –Nor to commit sedition.

And for speech that is not specifically prohibited or subject to lawsuit, you may have free speech but not freedom from consequences. A teenager of sufficient age may wish to “tell off” his parents, but he risks finding the front door locked and his suitcase of belongings on the porch the next time he comes home. Social ostracism or disapproval has been the social consequence. Now, hiding identity on the internet, while cowardly, avoids the consequences of social disapproval.

Other actions can be just as troubling as hate speech. The bystander to a tragic auto accident may film the last agonies of a trapped person, and place it on the internet to the distress of family members. Current laws cannot prevent a wide range of such actions now possible. The maintenance of dignity for others resided in the social morality of a community expressing disapproval and imposing guilt or shame. &nbsp;&nbsp;&nbsp;&nbsp;

So today, many countries and media companies must sort out their management of online platforms.&nbsp;&nbsp; &nbsp;Facebook rapidly took down the footage of the tragic New Zealand shootings posted by Tarrant. But Delgado and Steffancic note that “...the United States stands virtually alone in extending freedom of expression to what has come to be called hate speech.”

Our greatest generation of World War II veterans are rapidly dying off. They heroically fought against Nazi and fascist supremists. But now another generation of Nazis and fascists has openly marched down the streets of Charlottesville, Virginia on August 11–12, 2017. That would be illegal in modern Germany, but not here. Our conceptions of “free speech” and the idea that counter-arguments alone are sufficient to prevent evil is highly questionable in a time when supremists can use the internet to hide from community disapproval.

The upcoming decisions by media and government will determine if American ideals can survive in a new era of speech without responsibility.&nbsp;&nbsp;

 </figure>By JOHN RICHARD SCHROCKOn March 15, 2019, Brenton Harrison Tarrant, a 28-year-old Australian, entered two mosques in Christchurch, New Zealand and used semi-automatic weapons to kill 51 people and injure 40 more before he was captured by police while heading to a third mosque. He eventually pleaded guilty and was sentenced to life imprisonment with no possibility of parole, the first time such a sentence was ever imposed in New Zealand, a country ranked the second least violent in the world. Tarrant was an alt-right white supremist. This was not a viewpoint publicly approved in the Australian community where he lived. In the pre-internet age, Tarrant would have felt isolated and alone all of his life. “In a tolerant setting, even prejudiced persons will often refrain from discriminating in order to escape social disapproval.” This description by Delgado and Steffancic is from their 2018 book “Must We Defend Nazis?” published by New York University Press. But in this internet age, Tarrant had a way to ignore the social disapproval of his local community. He found an audience of other hidden supremists spread around the world on the internet. They gave him a virtual community of approval. That is why he mounted a camera to broadcast the devastation of his massacre in real time and put another video camera on his helmet.&nbsp;&nbsp; &nbsp; In the pre-internet age, a lonely supremist would grow old, alone in isolation. But now they have a medium to connect and recruit. In addition, they can be anonymous online. By communicating with fake monikers, agents of hate can avoid being identified by their local community and avoid responsibility for the results of their hate speech. A person online no longer has to think before they speak because there is no way to know who they are. And public discourse has sunken to record lows. Many folks think that they are free to say anything they want. They are wrong. There are both criminal laws and civil laws involved. You cannot yell “Fire!” in a crowded theater. You cannot threaten to commit bodily harm. There are laws against obscenity. –False advertising.&nbsp;&nbsp; –Copyright infringement. –Plagiarism. –Libel and slander. –Defamation. You cannot incite to riot. –Nor to commit sedition. And for speech that is not specifically prohibited or subject to lawsuit, you may have free speech but not freedom from consequences. A teenager of sufficient age may wish to “tell off” his parents, but he risks finding the front door locked and his suitcase of belongings on the porch the next time he comes home. Social ostracism or disapproval has been the social consequence. Now, hiding identity on the internet, while cowardly, avoids the consequences of social disapproval. Other actions can be just as troubling as hate speech. The bystander to a tragic auto accident may film the last agonies of a trapped person, and place it on the internet to the distress of family members. Current laws cannot prevent a wide range of such actions now possible. The maintenance of dignity for others resided in the social morality of a community expressing disapproval and imposing guilt or shame. &nbsp;&nbsp;&nbsp;&nbsp; So today, many countries and media companies must sort out their management of online platforms.&nbsp;&nbsp; &nbsp;Facebook rapidly took down the footage of the tragic New Zealand shootings posted by Tarrant. But Delgado and Steffancic note that “...the United States stands virtually alone in extending freedom of expression to what has come to be called hate speech.” Our greatest generation of World War II veterans are rapidly dying off. They heroically fought against Nazi and fascist supremists. But now another generation of Nazis and fascists has openly marched down the streets of Charlottesville, Virginia on August 11–12, 2017. That would be illegal in modern Germany, but not here. Our conceptions of “free speech” and the idea that counter-arguments alone are sufficient to prevent evil is highly questionable in a time when supremists can use the internet to hide from community disapproval. The upcoming decisions by media and government will determine if American ideals can survive in a new era of speech without responsibility.&nbsp;&nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas. Today is Monday, Feb. 22, the 53rd day of 2021. There are 312 days left in the year. 

On Feb. 22, 1980, the "Miracle on Ice" took place in Lake Placid, New York, as the United States Olympic hockey team upset the Soviets, 4-3. (The U.S. team went on to win the gold medal.) 

In 1732 (New Style date), the first president of the United States, George Washington, was born in Westmoreland County in the Virginia Colony. 

In 1889, President Grover Cleveland signed an enabling act paving the way for the Dakotas, Montana and Washington to become states.

In 1959, the inaugural Daytona 500 race was held; although Johnny Beauchamp was initially declared the winner, the victory was later awarded to Lee Petty.

In 1967, more than 25,000 U.S. and South Vietnamese troops launched Operation Junction City, aimed at smashing a Vietcong stronghold near the Cambodian border. (Although the communists were driven out, they later returned.)

In 1984, David Vetter, a 12-year-old Texas boy who'd spent most of his life in a plastic bubble because he had no immunity to disease, died 15 days after being removed from the bubble for a bone-marrow transplant. 

In 1987, pop artist Andy Warhol died at a New York City hospital at age 58. 

In 1997, scientists in Scotland announced they had succeeded in cloning an adult mammal, producing a lamb named "Dolly." (Dolly, however, was later put down after a short life marred by premature aging and disease.) 

In 2004, consumer advocate Ralph Nader announced he was running again for president, this time as an independent. 

In 2005, Buckingham Palace said Queen Elizabeth II would not attend the civil marriage ceremony of her son Prince Charles and Camilla Parker Bowles — but that her absence should not be interpreted as a snub.

In 2010, Najibullah Zazi, accused of buying beauty supplies to make bombs for an attack on New York City subways, pleaded guilty to charges including conspiring to use weapons of mass destruction. (Zazi faced up to life in prison but spent nearly a decade after his arrest helping the U.S. identify and prosecute terrorists; he was given a 10-year sentence followed by supervised release.)

In 2017, the Trump administration lifted federal guidelines that said transgender students should be allowed to use public school bathrooms and locker rooms matching their chosen gender identity.

In 2019, a California couple pleaded guilty to torture and years of abuse that included shackling some of their 13 children to beds and starving them. (The couple would be sentenced to up to life in prison.) Producers of the Fox TV show "Empire" announced that actor Jussie Smollett's character would be removed from the final two episodes of the season after his arrest on charges that he staged a racist, anti-gay attack on himself.

Ten years ago: A defiant Moammar Gadhafi vowed to fight to his "last drop of blood" and roared at supporters to strike back against Libyan protesters to defend his embattled regime. A magnitude-6.1 earthquake in Christchurch, New Zealand, killed 184 people. Somali pirates shot to death four Americans taken hostage on their yacht several hundred miles south of Oman. Former White House chief of staff Rahm Emanuel was elected mayor of Chicago.

Five years ago: President Barack Obama sent lawmakers an official $1.9 billion request to combat the spread of the Zika virus in Latin America and the U.S. (Congress passed a $1.1 billion package in Sept. 2016.) The City Council of Charlotte, North Carolina, voted 7-4 to pass a new law allowing transgender people to choose public bathrooms that corresponded to their gender identity. Country singer Sonny James, 87, died in Nashville. British cinematographer Douglas Slocombe, 103, died in London. The Lady Vols' streak of 565 consecutive weeks in The Associated Press women's basketball poll ended as Tennessee fell out of the Top 25.

One year ago: A dozen towns in northern Italy effectively went into lockdown after the deaths of two people infected with the coronavirus. South Korea reported an eight-fold jump in viral infections, with more than 400 cases mostly linked to a church and a hospital. Bernie Sanders scored a resounding win in Nevada's presidential caucuses, cementing his status as the Democrats' front-runner. Self-styled daredevil Mike Hughes, 64, died after a rocket in which he launched himself crashed into the ground near Barstow, California; he had said he wanted to fly to the edge of outer space to see if the world is round. Barbara Smith, known as "B." Smith, a top Black model who went on to open restaurants and launch a home products line, died at the age of 70 at her suburban New York home after being diagnosed with Alzheimer's disease. Salvation Army's call for blankets yields lots of warmth

GYPSUM -- A small earthquake shook part of southern Saline County early this morning.

A 2.1 magnitude quake rattled the area at 5:35 a.m. Sunday, according to the Kansas Geological Survey. The earthquake was centered just north of East Hedberg Road and east of South Whitmore Road.

Salina City Commissioners have a busy agenda for Monday.

The regular commission meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to conduct a public hearing concerning a petition filed by the LaVelle Frick Trust and Saline County, requesting vacation of the platted Woodland Avenue right-of-way east of North Front Street, except for the west 200 feet. The request concerns part of the area on which the new Saline County Jail is to be built.

Additionally, commissioners are scheduled to consider a request to purchase a portable sports court from Connor Sports in the amount of $109,994 for Tony's Pizza Events Center and decare the current court surplus property. The current court was purchased in 1999. According to meeting packet information, the bid from Connor was the lowest of three bids that came in for new courts. A fourth bid was lower but also was for a used court.

Commissioners also are scheduled to appoint members to several committees and the Law Enforcement Citizen Review Board. Those persons are as follows.

●Consider approving a change order for the 2017 Water Main Replacement Project No. 2, Project No. 70016, Kansas Public Water Supply Loan Fund (KPWSLF) Project No. 2957.

●Consider contracts for 2021 Pavement Sealing, projects No. 21003 and 21003B.

●Consider authorizing the city manager to execute an Authorization to Proceed and Agreement to Pay with Dragun Corporation for the Work Plan for Consulting Services at the former Schilling Air Force Base site.

Reopening fieldhouse, appointments, public hearing on city agenda

LAWRENCE — During the Great Depression, Orson Welles’ "The Mercury Theatre on the Air" brought new, exciting dramas to communities that couldn’t otherwise afford to attend theatre. Fast-forward to the current pandemic, with theatres mostly closed and so many people out of work. The University of Kansas Department of Theatre &amp; Dance Chair Henry Bial hopes to provide audiences with similar inspiration through "Jayhawk Theatre on the Air," a live, script-in-hand reading series presented in radio-drama style and livestreamed.

Bial curated the "Jayhawk Theatre on the Air" in conversation and collaboration with the playwrights, including two at KU.

“In this time of scarcity, this series celebrates abundance: the wealth of great stories in the American theatre, the wide range of talents among KU’s students and faculty, and the tremendous possibilities of engaging a broader, more diverse audience through livestreaming,” Bial said. “By doing less – no sets, no costumes, minimal rehearsal time, only one performance per play – we get to showcase more: more student voices, more great stories and more engagement with the playwrights.”

Thursday:&nbsp;The series begins with "Kingdom City" by Sheri Wilner, a serio-comic tale of a high school theatre production that sparks controversy in a small Midwestern community.

March 9:&nbsp;Students take the stage again for "Lot’s Daughters," an original, psychological exploration of a woman disillusioned by the collision of myth, memory and reality, by KU doctoral candidate Alysha Griffin. Cousins sort through boxes of family treasures recalling different details of their family’s histories.

March 24:&nbsp;"March Madness," a work-in-progress about race and college basketball by Darren Canady, KU professor of English, premieres. The production is not sponsored by or related to the NCAA or NCAA basketball tournaments.

April 14:&nbsp;The series concludes with "Goodnight, Tyler," a ghost-love story about family, friends, grief and discovering what’s important in life.

A KU faculty member since 2005, Bial has served as chair of the Department of Theatre &amp; Dance since May 2019, following appointments as director of Jewish studies, chair of American studies, senior associate director of the University Honors Program and associate dean of the College of Liberal Arts &amp; Sciences. His research and teaching specialties include religious performance, Jewish popular culture, theatre history and performance studies. He is the author or editor of five books, including "Acting Jewish: Negotiating Ethnicity on the American Stage and Screen."
