Water samples show no health risk associated with the river. Water contact in the river is now deemed safe.

The stream advisory was the result of a power loss at the City of Salina wastewater treatment plant on Saturday. Wastewater was not fully treated during the power failure and entered the river.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for&nbsp;the&nbsp;City of&nbsp;Republic&nbsp;public water supply system, located in&nbsp;Republic&nbsp;County.&nbsp;

The advisory was issued&nbsp;because&nbsp;of&nbsp;a waterline break and power outage resulting in a loss of pressure in the system.&nbsp;&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.&nbsp;

Laboratory testing samples collected from&nbsp;the City of&nbsp;Republic&nbsp;indicate no evidence of&nbsp;bacteriological&nbsp;contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.  &nbsp;

GYPSUM -- Another small earthquake rattled the area southwest of Gypsum late last night.

According to the Kansas Geological Survey, the magnitude 2.1 quake struck at 11:02 p.m. Tuesday near the location of another 2.1 quake on Sunday. Tuesday night's earthquake was centered northeast of the intersection of South Whitmore Road and East Hedberg Road, KGS noted.

Another small quake hits southwest of Gypsum

Our first beef calves of the season arrived a few days into February. Each day into calving season temperatures grew colder, and our lives transitioned from normal routines to the highly vigilant survival mode required to weather the arctic storm.&nbsp; My quiet moments during this bitterly cold stretch have been filled with reflections on the farming and ranching lifestyle. Calving through a storm is hard work that takes a kind of deep, character-refining strength. It takes strong logic to overcome a pull on your heartstrings that comes when you take a brand new calf away from a momma cow minutes after it is born. Farmers do this because they know that no matter how hard the cow tries to clean up her baby, she will never get it dry enough by herself in frigid temperatures. Spending a few hours under a heat lamp keeps the baby warm until she is dry enough to survive in the cold. It takes strong purpose to put the needs of the herd before your own comfort. During the run-on days of the storm, farmers miss meals, delay bathroom breaks, ditch their gloves and lose the feeling their hands while milking a cow to teach a calf to nurse. They ruin clothing, end up with soiled vehicles, and may even sacrifice their bathtubs to the needs of the newborns. It takes physical strength to chop through the layers of ice in water tanks or safely wrestle a 50-pound calf into the passenger seat of your pickup to move it to the warming shed. Farmers don’t give a second thought to the bruise forming on their leg from a baby calves’ flailing legs or the soreness in their muscles after long physical days because aches and pains seem like a small price to pay to protect the herd. &nbsp; It takes mental strength to wake at all hours of the night after a scarce 30-minute nap and reach a state of alertness to identify signs of distress during a frequent pen checks. Farmers make constant rounds day and night in the cold because they know that a cow may have a quick or a difficult labor. Being vigilant helps farmers to provide needed assistance as quickly as possible. &nbsp; It takes emotional strength not to feel weighed down with guilt when a calf is born in subzero temperatures and you just did not get there quick enough to save it. Farmers do not have the luxury of dwelling on what went wrong. They have to get back to helping their remaining animals and trying their best not to lose another one. Calving through a storm is hard, but it is the kind of hard that’s worthwhile. My most surprising reflection is that this storm has made me better. I feel a little bit like leaving the gym after a strength training session. My mind and body are exhausted, but I feel joy, peace and contentment. What looked so daunting at the beginning was overcome through perseverance and exercising logic, selflessness, compassion, wisdom and humility. You may never have the chance to help a farm or ranch survive a calving season storm, but we all have storms in our lives. Opportunity to exercise our character by putting the needs of others before our own comfort; taking the uncomfortable steps to help others who cannot help themselves; and forgiving ourselves or letting go of things beyond our control. And we all have the strength to weather these storms.

Terracon Foundation awards grant to CCCC

Salina Media Connection (SMC) received an equipment support grant of $5,000 from the William H Graves Foundation. 

The grant will be used to upgrade and add new equipment for editing and program development.

The new equipment will be used to improve the audio and video quality of programs including the city and county government meetings on Channel 20. Sound Innovations, Salina, is providing installation of an updated audio mixer and equipment to reduce echoing noise during meetings, according to Greg Stephens of the SMC management team.

In addition to the audio equipment being upgraded, SMC has installed new digital cameras and operational equipment for use during city and county meetings.

Stephens said there are more than 1,000 community Access stations across the U.S. with SMC operating uniquely as a separate non-profit organization funded through franchise fees the City of Salina receives from Cox Communications.&nbsp; The franchise funds are used by SMC to operate as a community media makerspace and give students and local media producers a venue to showcase their work through Salina’s TV station, Roku, Apple TV, and YouTube.

Local programs and Salina stories and events along with city, county, and USD 305 meetings are carried on Cable Channel 20 and 21. SMC also produces Spanish Connection, Tech Tuesday’s,&nbsp; Strictly Salina, Artist Express, Your City in Action, FAQ by the Saline County Health Department, Kids’ Connection, &nbsp;and other periodic Free Speech TV programs like Classic Arts and Democracy Now.

Smoky Hill Museum presentation to provide Etzanoa update

MANHATTAN — More than 1,415 students completed degree requirements from Kansas State University in fall 2020. 

The graduates are from 87 Kansas counties, 39 states and 32 countries. The university awarded 1,139 bachelor's degrees, 229 master's degrees, 58 doctorates and five associate degrees. Several students earned multiple degrees.&nbsp; For outstanding academic performance, 209 students earned graduation honors. Of those, 64 students graduated summa cum laude with a grade point average of 3.95 or above, 67 students graduated magna cum laude with a grade point average of 3.85 to 3.949, and 78 students graduated cum laude with a GPA of 3.75 to 3.849.&nbsp;&nbsp;

Local and area students who earned degrees from K-State include the following.&nbsp;If a Manhattan area address was given as a permanent address, the student will be listed in the permanent address county and also in the county for the high school of record. Salina USD 305 has made the decision to end the hybrid instructional model for middle and high school students. 

Beginning April 1, the district will welcome back all middle and high school students to traditional, in-person learning full time, according to a news release from the district this afternoon.

April 1 is the beginning of fourth quarter, a predetermined break in students’ schedules, which is a good place to return to regular school. It keeps students’ schedules as stable as possible. Additionally, April 1 is 10 days after spring recess, which helps to limit the spread risk following a holiday.

In February, Kansas schools received new guidance from the Kansas Department of Education and the Kansas COVID Workgroup for Kids. This guidance recommends bringing secondary students back to school full time.

Now a year into the pandemic, state authorities have collected data about the safety strategies of masking requirements and student cohorting. This data supports their recommendation that schools can safely open with safety precautions in place.

Health and safety protocols will continue and be adjusted to the full time schedule. Masks, social distancing, classroom cohorting, hand hygiene and more will still be maintained. Plans for food service, busing, SATC schedules and more will be completed and communicated to families before April 1.

The change does not impact remote learners or elementary schools which have remained open, in full-time mode, since September.

USD 305 secondary students return to full-time, in-person learning

LAWRENCE — After three years of small increases, average groundwater levels in central and western Kansas dropped during 2020 as most of the area experienced abnormally dry conditions for much of the year, according to preliminary data compiled by the Kansas Geological Survey.

“It was hot and dry last summer, and water levels pretty much dropped everywhere,” said Brownie Wilson, KGS water-data manager. “Levels didn’t drop as much as in the really dry years of 2011 and 2012, but declines were a step in that direction.”

Water levels in measured wells declined an average of 0.93 feet overall in 2020. In the drought years of 2011 and 2012, average levels across all monitored wells decreased 1.95 and 2.04 feet, respectively. About 90% of the monitored wells are drilled into the High Plains aquifer.

The KGS, based at the University of Kansas, and the Division of Water Resources (DWR) of the Kansas Department of Agriculture measure about 1,400 wells every year to monitor the health of the High Plains aquifer and other aquifers in western and central Kansas. Since 1996, when the state began administrating the water-level program, water levels in the monitored wells have declined on average 12 feet.

The High Plains aquifer is a network of water-bearing rock that extends into eight states. In Kansas, the aquifer comprises three components — the Ogallala aquifer, the Great Bend Prairie aquifer and the Equus Beds. Of these, the Ogallala aquifer underlies most of western Kansas and consists mainly of the Ogallala Formation, a geologic unit that formed from sediment eroded off the uplifting Rocky Mountains.

Dry years lead to increased pumping demands, primarily for irrigation, which in turn typically cause greater declines in water levels. In 2020, much of western Kansas saw only 50% to 75% of normal precipitation. During the growing season of March to September, most of the region received less than 25% of normal precipitation.

“The irrigation season probably started earlier than normal, and for some areas producers couldn’t afford to stop to just maintain adequate soil moisture levels. When you start off that far behind, it can be rough to catch back up,” Wilson said.

The southwest Kansas portion of the Ogallala has suffered the greatest losses since levels started dropping in the 1950s. In the drought years between 2010 and 2014, declines averaged about three feet per year. Since 2015, levels fell less than a foot each year until 2020, which saw a decline of 1.2 feet.

In central Kansas, the Great Bend Prairie aquifer underlies an area encompassing Great Bend, Kinsley, Greensburg and Pratt. Farther east, the Equus Beds extends from just north of Wichita toward McPherson and Hutchinson.

This area typically sees more precipitation than the western part of the state. Because the aquifer is relatively close to the land surface and sandy soils are abundant, some of this precipitation recharges — or makes its way into — the aquifer. Since 1996, water levels in this area have remained relatively stable.

Most of the wells in the network monitored by the KGS and DWR are within the boundaries of the state’s five Groundwater Management Districts (GMDs), which are organized and governed by area landowners and local water users to address water-resource issues.

In Southwest Kansas GMD 3, average groundwater levels dropped 1.31 feet in 2020. Since 1996, average levels in GMD 3 have declined more than 35 feet. Most of the wells monitored in GMD 3 are drilled into the Ogallala aquifer except in a few areas where they draw from the deeper Dakota aquifer. GMD 3 includes all or part of Grant, Haskell, Gray, Finney, Stanton, Ford, Morton, Stevens, Seward, Hamilton, Kearny and Meade counties.

Western Kansas GMD 1 experienced a drop of 0.59 feet in 2020. Declines there tend to be small but steady, with a total recorded loss of nearly 11 feet since 1996. The only decline over a foot recorded during that time was a 1.46-foot drop in 2002, but only three years had gains — all less than half a foot. GMD 1 includes portions of Wallace, Greeley, Wichita, Scott and Lane counties, where the majority of wells are drilled into the Ogallala aquifer.

Northwest Kansas GMD 4 experienced a drop of 0.75 feet, after three years of small increases. Since 1996, average levels have dropped more than 11 feet. GMD 4 covers Sherman, Thomas, Sheridan and parts of Cheyenne, Rawlins, Decatur, Graham, Wallace, Logan and Gove counties. Groundwater there is pumped from the Ogallala aquifer and shallow alluvial sources associated with streams.

In contrast to the significant declines observed in the western Kansas GMDs, increases and decreases in water levels in Great Bend GMD 5 and Equus Beds GMD 2 in the central part of the state tend to even out over time. Although both districts have localized areas of long-term groundwater declines, GMDs 2 and 5 as a whole have remained relatively stable.

Big Bend GMD 5, centered on the Great Bend Prairie aquifer, experienced a water-level decline of 0.81 feet in 2020 after increases of 1.76 feet in 2019 and 1.22 feet in 2018. The Great Bend Prairie aquifer underlies Stafford and Pratt counties and parts of Barton, Pawnee, Edwards, Kiowa, Reno and Rice counties.

Equus Beds GMD 2, a major source of water for Wichita, Hutchinson and surrounding towns, saw the biggest decline of all the GMDs in 2020, a decrease of 1.80 feet, after increases of 1.38 feet in 2018 and 0.82 feet in 2019. GMD 2 covers portions of Reno, Sedgwick, Harvey and McPherson counties.

“GMD 2 often fluctuates with periods of large declines and large increases in the water table. Like other areas of Kansas, irrigation is a major use made of water but GMD 2 also has much larger municipal and industrial applications relative to the other GMDs,” Wilson said.

The KGS measured 587 wells in western Kansas, and DWR staff from field offices in Stockton, Garden City and Stafford measured 224, 276 and 341 wells, respectively, in western and central Kansas. Most of the wells, spread over 48 counties, are used for irrigation and have been measured for decades with landowners’ permission.

Measurements are taken primarily in January when water levels are least likely to fluctuate due to seasonal irrigation. The measurement results, available on the&nbsp;<a href="http://www.kgs.ku.edu/Magellan/WaterLevels/index.html" target="_blank">KGS Water Well Levels&nbsp;website</a>, are provisional and subject to revision based on additional analysis.

KGS: Groundwater levels fall in central and western Kansas

Red flag warnings have been issued for counties in our area. 

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

The National Weather Service (NWS) in Wichita has issued a red flag warning in effect until 7 p.m. Tuesday for Lincoln County.

Extreme grassland fire danger is forecast. Winds from the southwest at 15 to 25 mph with gusts up to 35 mph are expected, with relative humidity as low as 13 percent.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

NWS in Hastings, Neb., has issued a red flag warning in effect until 7 p.m. Tuesday for Mitchell County.

Winds from the southwest at 10 to 20 mph with gusts up to 30 mph are expected. Winds will then shift to the northwest late this afternoon as a cold front moves through.

Relative humidity as low as 15 percent is forecast.

Any fires that develop will be difficult to control. Outdoor burning is not recommended. Use extreme caution if engaging in activities that could start a fire.

High temperatures are forecast to be in the high 60s to low 70s through much of the area today, NWS noted.

K-State expands reach to address growing interest in diabetes education

MANHATTAN – A popular diabetes education program that has helped hundreds of Kansans manage the disease since 2016 is now expanding its reach.&nbsp;

<a href="http://www.k-state.edu/diningwithdiabetes" target="_blank">Dining with Diabetes</a>, a series of four, two-hour classes taught by K-State Research and Extension agents in Kansas, was launched in February as an online course, with additional classes beginning in March.&nbsp;

“Even prior to the COVID pandemic, we had decided that we had an audience that wanted to have access to the program but in a remote, digital form,” said Gayle Price, program director for Dining with Diabetes and an extension specialist at the Southeast Kansas Research-Extension Center in Parsons.&nbsp;

The online courses are self-paced, which means that participants can complete each of the four modules on their own time, during a five-week period. The lessons include presentations on:&nbsp;

●Diabetes self-care or healthful food choices.

●5-10 minute low-impact physical activity.

●Cooking techniques using artificial sweeteners, reduced-fat foods, herbs and spices.

It is the seventh leading cause of death in Kansas, and those with diabetes have medical expenses that are – on average – 2.3 times higher than those who don’t have diabetes.&nbsp;Nationally, 34.2 million people have diabetes, or about 1 in every 10 people in the U.S. Health officials estimate that 1 in 5 people don’t know they have the disease. The risk of death for adults with diabetes is approximately 60% higher than for adults without diabetes, and the total medical costs, lost work and wages for people with diabetes tops $327 billion annually.&nbsp;“Diabetes is a public health epidemic,” Sawer said. “It can be scary and overwhelming. So to have information that people can take and apply to their everyday lives is so important.”&nbsp;Dining with Diabetes is available to people beyond those diagnosed with pre-diabetes or Type II diabetes. Sawer notes that family members, caregivers and other support persons are encouraged to join the course.&nbsp;Price added that the online courses provide a good opportunity for family members in separate locations to participate together.&nbsp;“People can log on at any time,” Sawer said. “That is a benefit for those who are not able to get out because of the pandemic, but also for those who are working full time. This is more convenient for them. And it’s beneficial for those who want the information on their own time and at their own pace.
