Water, sewer, bricks, proclamations among city agenda items

A variety of items are on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

To participate via Zoom, citizens will need to use the following link: https://us02web.zoom.us/j/89275984587.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin with a study session at 2 p.m. The topic of the study session is "Housing Presentation -- Tools and Techniques."

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to hear the following three proclamation requests.

●Proclaim April 2021 as "Child Abuse Prevention Month" in the City of Salina. Lora Kirmer, community engagement coordinator with CAPS of Salina, is scheduled to read the proclamation.

●Proclaim April 2021 as "Fair Housing Month" in the City of Salina. Yvonne Montoya, community relations division supervisor, is scheduled to read the proclamation.

●Proclaim the week of April 18-24 as National Volunteer Week in the City of Salina. Susan Eberwein, Salina Arts & Humanities program assistant, is scheduled to read the proclamation.

Commissioners also are scheduled to consider awarding a bid in the amount of $104,595.50 with a $5,229.78 construction contingency to Bryant & Bryant Construction, Inc., Halstead, for rehabilitation of several city brick streets. Additionally, commissioners are being asked to authorize the city manager to execute the contract with Bryant & Bryant Construction, Inc., should awarding the bid be approved.

Commissioners also are being asked to authorize the city manager to execute a fourth amendment to the transferee agreement with the Salina Educational Automotive Museum of America, Inc. According to commission meeting packet information, an existing 12-inch water line that was installed in 1923, is located under the existing floor slab of the north portion of the museum building, which is located at 134 S. Fourth Street. The water line crosses the Union Pacific Railroad tracks/right-of-way.

The museum's contractor exposed the existing water line to confirm its location and depth. In doing so, the contractor exposed a 12-inch by 12-inch tee with lead fittings. According to information in the meeting packet, lead fittings are not allowed today. Additionally, when the public water system encounters existing lead parts, those parts must be removed and replaced with parts that are lead free.

The fourth amendment of the transferee agreement includes water line relocation work with no more than $150,000 of the cost being paid by the city. The new 12-inch water line would be constructed from E. Iron Avenue to E. Walnut Street down the alley between S. Fourth Street and S. Fifth Street.

Other items on the city agenda for Monday include the following.

●Consider authorizing the city manager to execute a three-year agreement (2021-2023 mowing seasons) with Fox Lawn and Landscape, LLC, for City of Salina mowing services in the amount of $97,873.

●Consider approving change order No. 2 for the Markley/Magnolia sewer system improvements project, Kansas Water Pollution Control Revolving Fund.

●The the first reading of a proposed ordinance authorizing the execution of a loan agreement between the city and the state for the purpose of financing improvements to the wastewater treatment plant.
