Scholarships, updates, executive sessions on county agenda for Tuesday

The City of Salina this afternoon announced additional crack sealing work on city streets.

Through Wednesday, APAC
Shears of Salina will seal cracks on the following City of Salina streets,
weather permitting:

Residents will be asked
to remove their cars from streets to facilitate the work, which will take place
generally between the hours of 8 a.m. and 5 p.m. &nbsp;Access to properties within work zones will be
maintained at all times. &nbsp;“Road Work
Ahead” signs will be placed in advance of work zones, and temporary single-lane
closures are to be expected. &nbsp;Motorists
are asked to proceed with caution when approaching work zones for the safety of
the crews performing the work.

The annual crack and
joint sealing program is an important and cost-effective preventive maintenance
component of the City of Salina’s annual street repair program. &nbsp;Crack sealing the pavement helps prevent water
from penetrating into the pavement structure or sub-base material and aids in
reducing a number of pavement problems which include:&nbsp; crack spreading; formation of voids under
pavement; swelling and shrinking of sub-base materials; freeze-thaw action;
alligator cracking; potholing; and complete failure. &nbsp;Because of its importance and cost- effectiveness, the
Department of Public Works strives to seal each asphalt street in Salina no
less often than every seven years. &nbsp;Approximately 31 centerline miles of streets
will be sealed in 2021.

The $460,000 project is
a major component of the City of Salina’s $4.7 million 2021 maintenance capital
improvement program.

We are happy to share that no additional deaths due to COVID-19 have been reported since March 22. Salina Regional Health Center has notified us that they currently have three patients hospitalized for COVID-19.

There have been 7 new positive COVID-19 cases reported in Saline County since our last update on April 16, which brings the total number of positive cases for Saline County to 6,145.

The Health Department staff are now&nbsp;actively monitoring 52 cases.&nbsp;At least 5,985 people have recovered,&nbsp;but sadly&nbsp;108 members of our community have lost their lives to this deadly virus. Our dashboard has been updated with the latest information:

Saline County: 7 new COVID-19 cases; 5,985 of 6,145 recovered

Have some prescription drugs that you no longer need? You can safely dispose of them Saturday in front of the Saline County Sheriff's Office.

The sheriff's office will once again participate in the U.S. Drug Enforcement Administration's (DEA) National Drug Take Back Day.

Sheriff Roger Soldan told Salina Post this afternoon that his personnel will be on hand in front of the sheriff's office, 251 N. 10th Street, from 10 a.m.-2 p.m. Saturday to collect unused and unneeded prescription drugs.

Keeping prescription drugs out of the wrong hands is the mission of the DEA National Take Back Day. Unused, unneeded prescription medications are collected and safely disposed of, preventing the drugs from getting into the wrong hands.

"According to the 2019 National Survey on Drug Use and Health, 9.7 million people misused prescription pain relievers, 4.9 million people misused prescription stimulants, and 5.9 million people misused prescription tranquilizers or sedatives in 2019," the DEA noted on its Take Back Day website.

Often, those drugs are take from the medicine cabinets of family and friends, the survey reported.

Unused, unneeded prescription medications are collected and safely disposed of, preventing the drugs from getting into the wrong hands."According to the 2019 National Survey on Drug Use and Health, 9.7 million people misused prescription pain relievers, 4.9 million people misused prescription stimulants, and 5.9 million people misused prescription tranquilizers or sedatives in 2019," the DEA noted on its Take Back Day website.Often, those drugs are take from the medicine cabinets of family and friends, the survey reported.

The National Weather Service in Wichita has issued a winter weather advisory in effect from midnight to 10 a.m. Tuesday for the following counties in our area.

Snow is expected with total snow accumulations of&nbsp;1 to 4 inches.  Higher snow accumulations of 3 to 6 inches possible along the  Interstate 70 corridor.

Most of the snow accumulation will occur on grassy surfaces with snow expected to melt off during the afternoon. Besides the snowfall, sub-freezing temperatures are   expected early Tuesday morning, which could kill crops, other sensitive vegetation and possibly damage unprotected outdoor plumbing.

Plan on slushy roadways with isolated slick spots. The hazardous conditions could impact the early morning commute. Slow down and use caution while traveling.

CONCORDIA -- Two Kent State shooting witnesses are scheduled to speak during a Cloud County Community College presentation next week.

As part of Cloud County Community College’s Cook Series, Roseann “Chic” Canfora and Thomas Grace will present a virtual program, Lessons of Kent State Shootings, on April 22. The event will be in Cloud County Community College’s Cook Theatre at 7 p.m.

The event is open to the public at no charge. Masks or face coverings will be required.

On May 4, 1970, four Kent State students were killed and nine injured when Ohio National Guardsmen fired on students at a protest against the U.S. incursion into Cambodia to disrupt supply lines and troop movements during the Vietnam War. Many Americans saw the action as an expansion of the war. May 4 is a day that changed both history and activism, creating a beacon of social justice and freedom of speech that continues to ignite the newest generation of citizens and activism. In a riveting 50th anniversary program, survivors share their first-hand accounts, their pursuit of justice in the aftermath, and how the legacy and lessons learned continue to influence the social justice movements of today.

Canfora was an eyewitness and survivor of the shootings at Kent State. A Kent 25 defendant, she was one of 24 students indicted by the Ohio Grand Jury, and later exonerated, for activism during a weekend of protests against the Vietnam War. She earned three degrees, including a Ph.D. at Kent State, where she teaches in the School of Journalism and Mass Communication today. She is a stalwart advocate for May 4 remembrance and for the importance of connecting the lessons of the anti-war movement to emerging movements today, including Black Lives Matter and March for Our Lives.&nbsp;

Grace was wounded in the protests and after graduation&nbsp;went on to earn his Ph.D. in history at the University of Buffalo, teach, and author&nbsp;“Kent State: Death and Dissent in the Long Sixties.” His research on student activism traces its roots to the civil rights and labor movements.

This year marks the 29th year of the Charles and Marian Cook Series at Cloud County Community College. The Cooks were travelers who wanted to bring the world to those who could not travel themselves. More than 75 events have been presented through the sponsorship of the Cook Foundation and the Division of Humanities, Social Sciences and Business at Cloud. It was always Marian Cook’s wishes that all Cook Series events be free and open to the public, however, seating will be limited to 65 for this event. UPDATE: Kent State shooting witnesses to present as part of Cook Series

Salina has been selected as the site of the 2021 National Junior College Athletic Association (NJCAA) Region VI/Kansas Jayhawk Community College Conference (KJCCC) Baseball Championship Tournament.

Visit Salina made the announcement this morning.

Games will be played in the Berkley Family Recreation Area at Dean Evans Stadium, 841 Markley Road, May 20-22.

“Salina’s central location makes an ideal place for the Region 6 Tournament. With the renovations to Dean Evans Stadium and the addition of turf, it will make it a great venue for our teams to play in and should provide an excellent atmosphere for our fans as well. With lots of hotels and restaurants it will be a great fit. We are looking forward to working together with Visit Salina as well as the Salina Parks and Recreation to put on a great tournament for our student-athletes and the fans,” said NJCAA Region VI Director Mike Saddler.

NJCAA Region VI is made up of teams from the KJCCC. Sixteen teams go to the region playoffs. The four teams making it to the three-day championship tournament in Salina will have each advanced from a four-team sub-regional. 

Games will be played at Dean Evans Stadium on May 20 at 1 p.m., 4 p.m. and 7 p.m.; May 21 at 1 p.m. and 4 p.m.; and the May 22 championship at 1 p.m., with an "if" game scheduled at 4 p.m., Visit Salina noted in the announcement.

“This is a great event for Salina. Not only will we bring a new level of collegiate baseball to Salina, this will be one of the first times the new turf at Dean Evans Stadium is used for a tournament," said Tiffany Benien of Visit Salina. "I believe this is a great example of how the improvements at Dean Evans benefit the Salina community. Regional community college baseball tourney at Dean Evans Stadium

After being postponed because of the Johnson &amp; Johnson vaccine pause, the rural Saline County COVID-19 vaccination clinics have been rescheduled.

The two-shot Moderna vaccine will now be used at the clinics hosted by the Saline County Vaccination Collaboration. Second doses will be given on May 19 at the same times and locations.

The clinics are scheduled as follows on Wednesday for rural Saline County residents. Vaccinations will be given on a first-come, first-served basis.

Gypsum 9-11 a.m., city auditorium, 621 Maple Street

Rural Saline County COVID-19 vaccination clinics rescheduled

A toy chest and several antique toys were stolen last weekend from an unsecured shed in central Salina.

Brian Herrs, 64, of Salina, told police that sometime between 4:30 p.m. Friday and 10 a.m. Saturday, someone entered an unsecured shed in the 600 block of S. Ninth Street and stole the toy chest and several antique toys inside, Salina Police Captain Paul Forrester reported this morning.

The chest had the named "Herrs" painted on top of the box and was red and white in color. Inside the box, were a red fire truck, and an International tractor, grader, and two dump trucks, Forrester noted. The loss was estimated at $1,000.

Salina man reports antique toys, chest stolen

A Fort Riley man was arrested after a brief pursuit on E. Old Highway 40 late Friday night.

Saline County Sheriff Roger Soldan said this morning that a deputy was sent to Interstate 70 (I-170) east of Salina for the report of someone in a red Scion driving erratically near milepost 260. As the deputy was driving north on N. Niles Road to get to that location on I-70, he passed a southbound red Scion that was drifting out of its lane. 

The deputy turned around and followed the Scion, which sped up to 108 mph after it turned west onto E. Old Highway 40, Soldan said. The deputy then turned on his vehicle's flashing lights, but the Scion failed to stop and, instead, increased its speed to 115 mph while failing to maintain its lane.

The Scion eventually stopped at the intersection of N. Marymount Road and E. Old Highway 40, and the driver, identified as Daniel Scott, 18, Fort Riley, got out of the vehicle and surrendered, Soldan said.

Scott was arrested on the following requested charges, according to Soldan.

Soldan said Scott had just purchased the car and was learning to drive it.

Police are investigating a report of shots fired early Friday morning in southwest Salina.

At approximately 3:30 a.m. Friday, officers were sent to the area of Hageman Avenue and Yale Avenue for the report of multiple gunshots, Salina Police Captain Paul Forrester reported this morning. Officers checked the area and did not find any evidence of gunshots.

Officers then were sent to the 400 block of Venus Avenue at approximately 6:40 a.m. Friday for a report of a house being shot. The persons who lived in the house reported hearing approximately 10 shots. Officers located nine shell casings of unknown caliber. According to Forrester, the garage door of the residence had six bullet holes, the east side of the residence had four bullet holes, and a basement window had a single bullet hole.

There were four persons in the residence at the time the shots were fired. No injuries were reported.

House sustains $1,000 worth of damage after multiple shots fired

Some politicians, who apparently don’t believe in government, are working in many states to substantially lower taxes under their old, tired message that every dollar spent on government is a dollar out of your pocket. But just as the military is a major expense of federal government, education is the responsibility of each state. K–12 and higher education often make up over half of state expenses.

Some citizens may be skeptical of bureaucrats in state office buildings, but they are far more positive toward the local schools that serve their children.

The self-centered politicians are again seizing a moment when federal money is being infused into each state to save the economy and preserve education. And we went down this path before during the “Great Recession.”

The federal website still describes the State Fiscal Stabilization Fund that was a one-time appropriation of $53.6 billion under the American Recovery and Reinvestment Act of 2009. The U.S. Department of Education awarded governors approximately $48.6 billion by formula under the program. The purpose was clearly stated. “These funds will help stabilize state and local government budgets in order to minimize and avoid reductions in education and other essential public services. The program will help ensure that local educational agencies (LEAs) and public institutions of higher education (IHEs) have the resources to avert cuts and retain teachers and professors. The program may also help support the modernization, renovation, and repair of school and college facilities. In addition, the law provides governors with significant resources to support education (including school modernization renovation, and repair), public safety, and other government services.” &nbsp;

However, it distinctly stated: “As part of the state's application, each governor must include an assurance that the state will maintain the same level of support for elementary, secondary, and postsecondary education in FY 2009 through FY 2011 as it did in FY 2006.” In other words, as tax revenues recovered, the state must finance education at the level prior to that recession. The one-time federal funds were there to “supplement, not supplant” state funding when the economy recovered. Some states violated this and used the one-time federal funding as an excuse to cut taxes. Some were caught and had to pay money back.

Today, over a decade later, politicians in many states are trying it again. On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) was signed into law and included three emergency relief funds: (1) a Governor’s Emergency Education Relief Fund, (2) an Elementary and Secondary School Emergency Relief Fund, and (3) a Higher Education Emergency Relief Fund. Over&nbsp; $30 billion remains available through September 30, 2021.

While there is wording about maintenance-of-effort, there appears to be no penalty for using the federal money to replace state funding, despite the clear intention to help schools address their new need for better sanitation, ventilation, extra staffing, extra laptops, etc.

Out of all of the developed world nations that are suffering from this pandemic, only one country harbors a large political faction that argues against maintaining educational effort at both K-12 and tertiary levels: the United States. &nbsp;

This is not a new movement. The belief that “common sense” is more important than advanced learning has been growing for many years in the U.S. But it has consequences.

American scientists no longer author the most research papers in journals. We no longer graduate the most doctorates in science.&nbsp; We no longer lead the world in international patents. To conduct research at the most advanced particle accelerators or most massive telescopes, you must now go to another country. And the breakthroughs for our new vaccines began overseas as well.

Any state that cuts tax revenues now, supplanting it with temporary federal money that was targeted&nbsp; for COVID-19-related school relief, is directly contributing toward moving the United States to second world status in the near future.&nbsp;&nbsp;

The program will help ensure that local educational agencies (LEAs) and public institutions of higher education (IHEs) have the resources to avert cuts and retain teachers and professors. The program may also help support the modernization, renovation, and repair of school and college facilities. In addition, the law provides governors with significant resources to support education (including school modernization renovation, and repair), public safety, and other government services.” &nbsp; However, it distinctly stated: “As part of the state's application, each governor must include an assurance that the state will maintain the same level of support for elementary, secondary, and postsecondary education in FY 2009 through FY 2011 as it did in FY 2006.” In other words, as tax revenues recovered, the state must finance education at the level prior to that recession. The one-time federal funds were there to “supplement, not supplant” state funding when the economy recovered. Some states violated this and used the one-time federal funding as an excuse to cut taxes. Some were caught and had to pay money back. Today, over a decade later, politicians in many states are trying it again. On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) was signed into law and included three emergency relief funds: (1) a Governor’s Emergency Education Relief Fund, (2) an Elementary and Secondary School Emergency Relief Fund, and (3) a Higher Education Emergency Relief Fund. Over&nbsp; $30 billion remains available through September 30, 2021. While there is wording about maintenance-of-effort, there appears to be no penalty for using the federal money to replace state funding, despite the clear intention to help schools address their new need for better sanitation, ventilation, extra staffing, extra laptops, etc. Out of all of the developed world nations that are suffering from this pandemic, only one country harbors a large political faction that argues against maintaining educational effort at both K-12 and tertiary levels: the United States. &nbsp; This is not a new movement. The belief that “common sense” is more important than advanced learning has been growing for many years in the U.S. But it has consequences. American scientists no longer author the most research papers in journals. We no longer graduate the most doctorates in science.&nbsp; We no longer lead the world in international patents. To conduct research at the most advanced particle accelerators or most massive telescopes, you must now go to another country. And the breakthroughs for our new vaccines began overseas as well. Any state that cuts tax revenues now, supplanting it with temporary federal money that was targeted&nbsp; for COVID-19-related school relief, is directly contributing toward moving the United States to second world status in the near future.&nbsp;&nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas. On April 19, 1995, a truck bomb destroyed the Alfred P. Murrah Federal Building in Oklahoma City, killing 168 people. (Bomber Timothy McVeigh, who prosecutors said had planned the attack as revenge for the Waco siege of two years earlier, was convicted of federal murder charges and executed in 2001.) 

In 1775, the American Revolutionary War began with the battles of Lexington and Concord. 

In 1865, a funeral was held at the White House for President Abraham Lincoln, assassinated five days earlier; his coffin was then taken to the U.S. Capitol for a private memorial service in the Rotunda.

WICHITA – AAA is encouraging those forced to delay travel plans because of COVID-19 to pay close attention to the expiration dates of their travel vouchers and begin making plans sooner rather than later – or they may find themselves with fewer options and additional expenses.

“It is critical that those who have vouchers for previously canceled or delayed travel plans understand their options and begin exploring possibilities, because availability of transportation and accommodations may be limited,” said Micki Dudas, spokesperson for AAA Travel. “The most important thing to understand is the expiration date of any travel voucher so that you can begin planning well in advance.”

Travel vouchers will vary in accordance with the provisions and limitations set forth by the issuing cruise line, airline or travel vendor.

Since the beginning of March, AAA has seen a sharp increase in travel bookings, reflective of increasing consumer confidence with the vaccine rollout and easing of CDC travel restrictions. Those who are planning to travel, whether cashing in a voucher or booking new travel, will need to adjust expectations for a “new normal.”

“In the coming months, AAA Travel is anticipating strong demand but some ‘supplies’ – such as airline seats, hotel rooms and rental cars – will be limited,” Dudas added. “Planning ahead will be key.”

AAA offers the following tips for post-pandemic travel:

●Know before you go&nbsp;– understand COVID-19 restrictions and guidelines that you must abide by before, during and after your trip.

●Make timely use of travel vouchers&nbsp;– understand the limitations of any travel vouchers, especially the expiration date.

●Book accommodations in advance&nbsp;– don’t assume availability. COVID-related guidelines may limit availability of some accommodations.

●Don’t expect deep discounts&nbsp;– the cost of travel will be a factor of supply and demand. There will be strong demand but ‘supply’ of transportation (flights, car rentals) and accommodations may be limited so deep discounts may be limited as well.

●Prepare to pay more for car rentals&nbsp;– many rental companies sold off vehicles during the pandemic so availability is limited. Rental cars may be as costly as flights.

●Consider travel insurance&nbsp;– Every policy is different. Read the fine print to understand coverage.

●Work with a trusted travel advisor&nbsp;– A trusted advisor can help to navigate options, customize travel and provide the latest COVID-related restrictions or requirements.

 </figure>Commissioners also are scheduled to consider awarding a bid in the amount of $104,595.50 with a $5,229.78 construction contingency to Bryant &amp; Bryant Construction, Inc., Halstead, for rehabilitation of several city brick streets. Additionally, commissioners are being asked to authorize the city manager to execute the contract with Bryant &amp; Bryant Construction, Inc., should awarding the bid be approved.Commissioners also are being asked to authorize the city manager to execute a fourth amendment to the transferee agreement with the Salina Educational Automotive Museum of America, Inc. According to commission meeting packet information, an existing 12-inch water line that was installed in 1923, is located under the existing floor slab of the north portion of the museum building, which is located at 134 S. Fourth Street. The water line crosses the Union Pacific Railroad tracks/right-of-way.The museum's contractor exposed the existing water line to confirm its location and depth. In doing so, the contractor exposed a 12-inch by 12-inch tee with lead fittings. According to information in the meeting packet, lead fittings are not allowed today. Additionally, when the public water system encounters existing lead parts, those parts must be removed and replaced with parts that are lead free.<figure>

The new 12-inch water line would be constructed from E. Iron Avenue to E. Walnut Street down the alley between S. Fourth Street and S.
