ELLSWORTH – A Wilson man has been sentenced to more than 29 years in prison for his conviction on three counts of rape, Kansas Attorney General Derek Schmidt said Thursday.

Dalton Eberhart, 20, of Wilson, was sentenced today in Ellsworth County District Court by District Judge Steven Johnson to serve 350 months in the Kansas Department of Corrections. Eberhart had pleaded guilty to the charges in February. In addition, Johnson sentenced Eberhart to lifetime post-release supervision and registration as a sex offender, according to a news release from Schmidt's office.

The crimes took place between June 2019 and May 2020. The case was investigated by the Wilson Police Department, Ellsworth County Sheriff’s Office and the Kansas Bureau of Investigation.

DICKINSON COUNTY —Law enforcement authorities are investigating a Kansas teen who was stopped after high-speed chase on Interstate 70.

Just after 5 a.m. Thursday, a Dickinson County Sheriff’s Deputy attempted to stop a 2020 Nissan Versa traveling west on Interstate 70 just west of Solomon for a traffic violation, according to Sheriff Brian Hornaday.

The driver, later identified as a 14-year-old juvenile girl refused to stop and accelerated to speeds in excess of 110 mph.&nbsp; The deputy pursued the vehicle into Saline County where the Saline County Sheriff’s Office and Salina Police Department assisted.&nbsp; Near the N. Ninth Street exit in Saline County, Stop Sticks were successfully deployed, allowing a safe ending to the pursuit.

Deputies took the juvenile driver into custody without further incident.&nbsp; Further investigation revealed the juvenile had been reported as missing since April 10, 2021, from Topeka and the vehicle being driven by had recently been stolen from Junction City.&nbsp; This incident remains under investigation, according to Hornaday.

Just after 12:30 a.m. Wednesday, deputies responded to reports of a vehicle on fire on I-70 at Abilene. Upon arrival, deputies found a 2001 Toyota Camry on fire with no occupants in the car.

Further investigation found that the Camry had hit a guardrail near the location of the fire and began an extensive search of the area by the Kansas Highway Patrol, Saline County Sheriff’s Office and the Geary County Sheriff’s Office.

The Dickinson Co. Sheriff’s office said just before 3:40 a.m., officials found the driver, Brandon M. Howard, 29, of Kansas City, Mo., about a quarter-mile away from the scorched vehicle. After making contact, Howard attempted to run from officers and was quickly apprehended.

According to officials, Howard was treated at the scene and transported to Salina Regional Health Center for injuries he got during the collision with the guardrail.

During the investigation, deputies said they learned that there was a second person in the car at the time of the crash. They said the only identification they have regarding the second person is the name “Sarah” and that she could have sustained injuries from the crash. Sarah is believed to live in the Salina area.

Authorities have checked with hospitals and motels in the area but have not located the reported Sarah.&nbsp; "All we have the the suspect's word," said&nbsp; Hornaday.

The Kansas Legislature approved funding for the final two years of&nbsp;Gannon&nbsp;school finance plan which will boost general operating budgets by over $900 million over six years. Lawmakers also added funding to higher education to help ensure schools will receive over $1.3 billion in one-time federal COVID-19 aid spread over four years, although a federal waiver will still be needed.

These funds will be used to restore positions, programs and salaries eroded when funding fell behind inflation from 2009 to 2017, address lagging academic success, and help students recover from the COVID pandemic. Even with these increases, K-12 funding is still not increasing as fast as the total income of Kansans.

Long term trends: increased funding and higher educational attainment

Prior to 2010, Kansas school funding usually increased more than the rate of inflation every year. Some reasons included increasing student enrollment and the cost of salaries and benefits and building construction, which tend to increase faster than inflation. But the largest spending increases were for staff and facilities to help improve student success, such as expanding all-day kindergarten and preschool, special education services, extra help for at-risk students, more counselors and social workers, and educational technology.

As funding increased, long-term educational attainment also rose. Since 1990, adults Kansans graduating high school increased from 81 to 92 percent, completing any postsecondary education from 48 to 65 percent and completing a four-year degree or more from 21 to 34 percent.

Despite this progress, in the 2005&nbsp;Montoy&nbsp;school finance decision, the Kansas Supreme Court held that school funding was not constitutionally suitable due to large achievement disparities among students based on income, race, English-speaking status and disability.

In response, the Legislature directed its Post Audit division to conduct an education cost study. It concluded that additional funding was strongly correlated with higher achievement and recommended additional funding to bring lower performing student groups to higher standards. Although the Legislature did not fully fund those recommendations, the Supreme Court approved a plan that phased-in about $1 billion additional funding between 2005 and 2009.

The&nbsp;Gannon&nbsp;school finance plan: recovery after eight years of funding decline

However, following the Great Recession of 2008-09 and subsequent income tax cuts that reduced state revenue, the Legislature did not maintain funding at court approved levels. Inflation-adjusted total funding declined by almost $400 million from 2009 to 2017 and general operating budgets (school district general fund, local option budgets and special education state aid) fell over $500 million.

As funding declined, school districts cut almost 2,000 positions, reduced programs and fell behind other states in teacher salaries. Within a few years, Kansas test scores and other indicators begin to decline, and the Kansas Supreme Court ruled in the&nbsp;Gannon&nbsp;case that funding was again unconstitutional.

The Legislature commissioned another cost study from an independent researcher that found it would require approximately $2 billion more to achieve state educational outcomes.&nbsp; Instead, the Legislature reached agreement with the court on a plan to restore operating funds to inflation adjusted 2009 levels over a six-year period. That would require approximately $500 million in funding lost between 2009 and 2017, plus an inflationary adjustment for the phase-in period.

The Gannon plan is a series of annual increases in base state aid per pupil, which increases general state aid, plus increased local option budget funding (because the LOB is tied to base aid) and increased special education aid. These funds are estimated to increase $930 million in actual dollars from 2017 to 2023. However, when adjusted to 2020 dollars, this increase drops to $378 million, and 2023 and the total is projected to still be about $200 million below 2009 levels, partly because inflation is projected to increase more than previously expected.

School districts have used Gannon funding to restore position, increase funding targeted at lower achieving students and improve Kansas teacher salary ranking – steps that improved results in the past.

Total Funding: COVID Recovery Aid and KPERS

Total school funding, which includes the amount above plus all other funding (capital costs, federal aid, KPERS pension contributions and fees) is projected to increase by $1.9 billion in actual dollars between 2017 and 2023, but when adjusted 2020 dollars, the increase drops to $1.1 billion.

While general fund, LOB and special education funding is expected to be about $200 million lower in 2023 than inflation-adjusted 2009 levels, total funding is expected to be about $850 million higher. However, most of this increase is either temporary federal aid or increased KPERS funding.

Approximately $430 million of that increase is federal COVID aid that expires in 2024, and nearly $300 million is for higher state payments to the underfunded Kansas public employees retirement system. The balance – about $130 million – is mostly due to construction costs and capital outlay spending.

Districts are expected to receive a total of $1.3 billion in COVID-19 federal aid to meet the unprecedented impact of the pandemic. This aid will be spread over four years (2021 through 2024).

This money is being used per federal guidelines for costs specifically linked to the pandemic, such as extended summer, after school and other services to make up for lost learning time, additional support for student and family social and emotional needs, helping affected graduates with postsecondary education plans, and mitigating the health risks of COVID-19.

As a result, schools cannot use these funds for on-going expenses after the pandemic ends and federal funding expires, unless they can find replacement funding.

Districts are also receiving nearly $300 million more in annual payments to KPERS retirement system, due to past underfunding. Although part of school district budgets, these funds are simply passed through to the KPERS system to pay for future benefits already promised, and do not provide any change in current school salaries and services.

Kansas personal income is the total income of all state residents from all sources. Total school district expenditures rose increased gradually from about 4.5 percent of personal income in 1990 to just over 5.0 percent in 2009, then declined to 4.3 percent in 2020.

Total school funding is expected to increase just under $1 billion from 2020 to 2023, but the latest consensus revenue estimate projects that Kansas personal income will increase more than $30 billion over that period, and total school funding will fall to about 4.1 percent of personal income – the lowest level since at least 1990.

TALLMAN: What increased K-12 funding means for KS students, schools

Salina USD 305 has announced the details of its Summer Food Service Program's Free Grab-and-Go Lunch.

All children ages 1-18 are eligible for the free meals, which are scheduled to be distributed 11:30 a.m.-12:30 p.m. Monday through Friday from June 15-July 23. Children must be present to receive the meals. Additionally, adult meals will be available for $5 per meal.

No meals will be served July 5-6, the district noted in a news release. Should there be a severe weather warning, the meal sites will be closed.

No sign-up or paperwork is required for children to participate in the program, according to information from the district.

Drive-through or walk-up distribution will be available at eight sites across the city. They are as follows.

Central High School, 650 E. Crawford Street

Cottonwood Elementary School, 215 S. Phillips Avenue

Heartland Early Education, 700 Jupiter Avenue

Heusner Elementary School, 1300 Norton Street

USD 305 announces free summer meal program for children

A work trailer that was burglarized earlier in the week was hit again overnight in downtown Salina.

Sometime between 8:10 p.m. Wednesday and 4:40 a.m. Thursday someone cut the padlock off of an enclosed work trailer belonging to Christopher Halmark, 30, of Havana, Ill., while it was parked in the lot behind 118 W. Iron Avenue, Salina Police Captain Gary Hanus reported this morning. 

According to Hanus the total value of these items is more than $1,500.

On Tuesday, Halmark has reported to police that between 11 p.m. Monday and 6:30 a.m. Tuesday, someone cut a padlock off the trailer while it was parked in the lot behind 118 W. Iron Avenue, and stole $4,000 worth of items, including the following, according to Salina Police Captain Paul Forrester.

K-State Research and Extension and Central Kansas District will host tours of three wheat variety plots in Saline and Ottawa counties next week.

Each tour is scheduled for May 28, with the first tour beginning at 8:30 a.m. southwest of Solomon at the Tom and Pat Ryan Farm, located three miles west of Solomon on Old Highway 40 then two and a half miles south on the Gypsum Valley Road.

The second tour will begin at 11 a.m. near Mentor at plots on Vaughn Isaacson and Sons farm, located on the west edge of Mentor on the north side of Mentor Road. A complimentary meal will be served following the tour, courtesy of Phillips Seed Farms Inc.

The third tour will begin at 2:30 p.m. southwest of Minneapolis at the Tim and Ryan Myers plot, located at 950 Justice Road, one and a half miles west of Kansas Highway 106 and north a quarter mile on 90th Road.

Tour speakers include Romulo Lollato, extension wheat specialist; Kelsey Anderson Onofre, extension plant pathologist; and Stu Duncan, extension northeast regional agronomist. The discussion will focus on wheat variety selection, agronomic traits of varieties in the plots, production practices, and wheat disease management.

Wheat plot tours set for Saline, Ottawa counties next week

The Salina Police Department is joining the Saline County Sheriff's Office and a number of other agencies across the state in encouraging people in vehicles to buckle up!

Friday through May 31, travelers can expect increased law enforcement presence on Salina and Saline County roadways as the two local agencies aggressively enforce Kansas occupant restraint and other traffic laws as part of the 2021 Kansas Click It or Ticket campaign.

The event is supported by a grant from the Kansas Department of Transportation.

The purpose of the campaign is to drastically reduce the number of preventable deaths and injuries that occur when unbelted drivers and passengers are involved in traffic crashes. Approximately 345 people are involved in 170 crashes each day in Kansas, according to a news release from the sheriff's office. Only seven percent of people who are unbelted are likely to escape without injury. Half of all fatalities occur among those who are not wearing seat belts.

The campaign will provide extra enforcement of both the Kansas Safety Belt Use Act and the Kansas Child Passenger Safety Act. According to the sheriff's office, these statutes require that all vehicle occupants must be appropriately restrained.

Additionally, Kansas law prohibits children under age 14 from riding in any part of a vehicle not intended for carrying passengers, such as a pickup bed.

Salina police also participating in Click It or Ticket campaign

The City of Salina is scheduled to begin its annual water line free chlorine flushing next week, followed the week after by the beginning of its annual fire hydrant flushing.

The water line free chlorine flushing is scheduled for Monday through July 7.

To maintain high water quality in the city’s water distribution system and Saline County Rural Water District No. 3, the city Utilities Department will temporarily modify the disinfection process used to treat city drinking water. This is a preventative maintenance process and consists of turning off the ammonia feed and increasing the free chlorine feed in order to maintain a more uniform disinfection level throughout the city’s water distribution system and Saline County Rural Water District No. 3, according to information from the city.

Customers may notice a strong chlorine taste or odor of chlorine in their tap water during this period. These temporary conditions are normal during the modified disinfection process and will not cause adverse health effects. 

If you are especially sensitive to the taste or odor of chlorine, keep an open container of drinking water in your refrigerator for a few hours to allow the chlorine to dissipate. 

Users of home dialysis machines, owners of tropical fish, and managers of stores and restaurants with fish and shellfish holding tanks are advised to seek professional advice as the method for removing free chlorine residuals differs from removing chloramine residuals from tap water.

To minimize customer disruptions, the city also will be completing the annual fire hydrant flushing during this time. The fire hydrant flushing is scheduled for June 1-July 2.

A temporary variation in tap water color, as well as possible sediment may occur. Running water at the tap for one or two minutes should help clear this temporary occurrence.

According to the city, the annual flushing of fire hydrants is an important preventative maintenance activity which is necessary to maintain the integrity of the water distribution system and to ensure the delivery of high quality water to city customers. Flushing the water distribution system achieves three objectives: it helps to keep the interior of the water lines clean (removes sediment); it helps maintain good quality water in the water distribution system, and it provides an opportunity to check the operation of all fire hydrants. 

The water is safe to drink but may cause staining of laundry. Avoid doing laundry if the water is discolored, the city advised.

Area students among those who earned degrees at McPherson College

CONCORDIA - Cloud County Community College began to ease its COVID-19 restrictions on Monday.

Following CDC guidelines, and state and local orders, the mandatory mask requirement at both the Concordia and Geary County campuses has been lifted. 

Masks will no longer be required to enter campus buildings, but temperature screening kiosks will remain in place, the college noted in a news release. At the Concordia campus, all employees, students and visitors are to enter at either entrance two or three and self-screen using the kiosks. At the Geary County campus, self-screening will take place at each building entrance.

Beginning June 1, social distancing guidelines will be eased in the classrooms at both campuses. Desks and seats will be three feet apart, rather than six feet. The screening kiosks will be removed from the entrances, and all faculty, staff, students, and visitors will be asked to self-screen prior to arriving on campus.

On Aug. 1, all COVID restrictions at Cloud County will be removed. When students arrive on campus to begin the fall 2021 semester, there will be no social distancing in the classrooms or mask requirements.

Nursing clinical sites may require students to wear a mask, and instructors may still ask students in lab classes to wear a mask if three feet of social distance cannot be maintained.

The college noted that this is a fluid plan, and is subject to change without notice, pending approval by the college Board of Trustees.

Saline County COVID by the Numbers for Wednesday

Salina Regional Health Foundation has awarded $22,000 in Community Health Investment Program (CHIP) funds to support eight projects aimed at improving the health and development of children within Salina’s Public Schools.

“We are so thankful for this tremendous gift to the students of USD 305. Funds will be utilized to facilitate programs and projects which positively impact the health and development of our students. Projects like, ‘Breakfast for Success’ ensure that students have a healthy start to each school day and the ‘Nurses’ Emergency Funds’ address critical health needs quickly, so that students can focus on learning,” said Salina Education Foundation’s Executive Director Michael Chambers.

Salina Regional Health Foundation’s CHIP program provides grants to organizations that, like the hospital, are working to improve the health of people in north-central Kansas.

Salina Regional Health Foundation awards funds to help USD 305 students

A business trailer that was stolen in downtown Salina earlier this week was later found west of town.

Walnut Street, was stolen from the 100 block of S. Fifth Street sometime between 5:45 p.m. Monday and 7:30 a.m. Tuesday, Salina Police Captain Paul Forrester reported this afternoon.Restore employees told police the trailer, valued at $7,000, was used to store equipment. The trailer was described as being white in color with Restore logos on the sides.At approximately 11 a.m. Tuesday, a witness called police to report an abandoned trailer in the 3700 block of W. Cloud Street west of Salina. Officers went to that location and discovered the Restore trailer, which had been broken into, Forrester reported. Several items with a total estimated value of more than $1,000, were missing from the trailer.
