When it comes to your career and profession, how can you tell if you’ve truly found your calling in life?

I don’t think it’s common for most folks to feel like they’ve experienced some kind of grand revelation, and suddenly they know what they’re supposed to do with their lives. Personally, I believe this kind of thing usually starts out as an activity or&nbsp;<a href="https://www.ramseysolutions.com/business/how-to-focus-on-one-idea" target="_blank">idea</a>&nbsp;connected to something they enjoy and want others to experience. Often, that can grow into a job, and then maybe into a career—or even a business.

I think it takes a lot of time, reflection, insight, and self-evaluation before anything can be termed a calling. I know this is true in&nbsp;some&nbsp;cases, because that’s how it happened with me. I can’t honestly tell you that when I first started on radio, or began formally teaching and writing I knew it was God’s&nbsp;<a href="https://www.ramseysolutions.com/saving/5-steps-to-planning-memorable-vacation" target="_blank">plan</a>&nbsp;for my life. I knew early on I was drawn to it, and felt there was a need for it, but it took a while for me to understand and accept that it was what I was really meant to do.

I hope this helps a little bit, Tony. Just be honest with yourself, think about it, and pray about it a lot, too. God wants what’s best for you, so make sure you include Him in everything. It worked for me. I’ve been doing what I do for nearly three decades now, and I still love it. I’m convinced that it is God’s calling on my life.

DAVE SAYS: A calling or a job?

How does the state build a stronger economy, stem the tide of younger people leaving the state, and generally improve the quality of life for Kansans?

Kansas Governor Laura Kelly believes it is through a strong economic development program, transportation improvements, and Medicaid expansion.

"We need very much to ensure that there are good jobs here, all across the State of Kansas, so that our youth can make their lives here and not feel that they need to move someplace else," Kelly said during an interview with Salina Post earlier this week.

"Even before the pandemic, when I first came into office, it was clear that we had to rebuild our Department of Commerce. It had been absolutely descimated the previous eight years," she said.

According to Kelly, the department had been gutted so that some of its funding could be used other places to fill holes in the budget created by former Governor Sam Brownback's tax experiment.

"We reversed that and we have reinvested heavily in our Department of Commerce," Kelly said. "We've re-established our international division and our domestic division. We've brought back the Main Street program, which is incredibly important to our rural communities, and we actually created an Office of Rural Prosperity to allow us to focus and partner with our smaller communities in ways to help them grow."

As of Tuesday, the Kelly Administration has secured more than $5.7 billion in new capital investment and created more than 25,000 jobs statewide, according to information from the governor's office.

"All during the pandemic, while we were dealing with the health issue, we were also busy recruiting companies large and small or helping companies here in the state, like Schwan's, to expand," Kelly said.

In August, Schwan's Company announced a 400,000-square-foot expansion of its pizza manufacturing facility at the Salina Airport Industrial Center, bringing with it 225 new full-time jobs by 2023. Kelly was among the dignitaries who spoke during the announcement event.

Additionally, Kelly noted the importance of digital connectivity.

"We set up the Office of Broadband Development because there's no way to recruit and retain good businesses or smart young people if we don't have a robust broadband internet accessibility," she said.

Transportation and closing the 'Bank of KDOT'

Kelly said her administration is changing the way the state deals with transportation issues, including selecting projects on a two-year cycle.

"We no longer decide on 10-years-worth of projects. We're going on a two-year cycle right now. We'll use a very robust process to determine what projects will be put in the pipeline first," she said.

Kelly noted that the previous 10-year comprehensive transportation program was not properly funded so that some of its funding could be swept back into the general fund to plug budget holes in other areas.

"So we've been able to balance our budget without sweeping all of those funds, in fact, in next year's budget, we will officially close what we call 'the Bank of KDOT,'" Kelly said. "We will ensure that all the funding that is supposed to be dedicated to transportation will be dedicated to transportation beginning next year."

Additionally, Julie Lorenz, Kansas Department of Transportation (KDOT) secretary, and other officials have conducted listening sessions all over the state, working with local business and economic development representatives to help determine what the state's transportation needs are. Transportation project proposals were then submitted and a process used to rank the projects.

"Some of the priority was to get to projects that had been promised a long time ago but had not been fulfilled in the previous transportation program, so a lot of those are now being worked on. But then others were put there and it was all based on metrics data (used to determine need and impact). I think we've got an excellent process and I think folks all around the state would tell you that, too. And I think what they really appreciate is the fact that we've been creative with the structure of the transportation program," Kelly said.

Additionally, the state now has a cost share program in which local governments, while using some of their own budget funds can apply to the state for grants to help complete their transportation projects. For instance, in late May, the state announced that multiple government entities in our area, including Saline County, the City of Ellsworth, Ellsworth County, Dickinson County, and the City of Miltonvale, were among the local governments receiving funds under the state's 2021 Cost Share Projects initiative.

"That's been very well received and made a huge difference in the number of projects we've been able to break ground on," Kelly said of the cost share program.

"If we had expanded Medicaid when we were originally eligible to do it, which I think was about seven years ago, we would have brought back to Kansas over $5 billion in taxpayer funding. The taxes that Kansans pay to the federal government would have come back into our state for us to use to provide health care for folks, but also to create a number of jobs and just grow our economy," she said.

According to Kelly, the most recent study that was done suggested that Medicaid expansion would result in approximately 13,000 new, good-paying jobs that would bring money into the state and help the state have a much healthier workforce, rather than cost the state additional money.

"So there are all sorts of reasons that we should have done it. There are even more reasons now why we should, including the $400 million or so that the federal government is holding out as a carrot for those states that have not expanded Medicaid. So if we were to do this right now, we would get another probably over $400 million over the next two years from the federal government," Kelly said.

"It's a no-brainer," she added. "Again the legislature just needs to let down their idological guard and put this in place. It's good for all Kansans."

A special place in the governor's heart for Salina

Kelly said that when she was in Salina May 24 to speak at the Salina Rotary meeting, she let the Rotarians know how fond she is of Salina.

"I actually lived in Salina when I first moved to Kansas and I grew to love and appreciate that community. It is very, very special. It has one of the most sophisticated populations I've ever lived around in terms of their interest in the arts and culture and education. They're incredibly creative and engaged," Kelly said. "I just think the world of the community and I will continue as governor to do everything I can to ensure that Salina and that area thrives."

Governor discusses enhancements needed for a better Kansas

Today is Friday, June 4, the 155th day of 2021. There are 210 days left in the year. 

On June 4, 1919, Congress approved the 19th Amendment to the U.S. Constitution, which said that the right to vote could not be denied or abridged based on gender. The amendment was sent to the states for ratification. 

In 1812, the Louisiana Territory was renamed the Missouri Territory, to avoid confusion with the recently admitted state of Louisiana. The U.S. House of Representatives approved, 79-49, a declaration of war against Britain. 

In 1912, Massachusetts became the first state to adopt a minimum wage law.

In 1939, the German ocean liner MS St. Louis, carrying more than 900 Jewish refugees from Germany, was turned away from the Florida coast by U.S. officials. 

In 1940, during World War II, the Allied military evacuation of some 338,000 troops from Dunkirk, France, ended. British Prime Minister Winston Churchill declared: "We shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender." 

In 1942, the World War II Battle of Midway began, resulting in a decisive American victory against Japan and marking the turning point of the war in the Pacific. 

In 1972, a jury in San Jose, California, acquitted radical activist Angela Davis of murder and kidnapping for her alleged connection to a deadly courthouse shootout in Marin County in 1970.

Hillary Clinton scored a sweeping win in the U.S. Virgin Islands, picking up all seven pledged delegates at stake as she inched tantalizingly close to the Democratic nomination. Garbine Muguruza won her first Grand Slam title by beating defending champion Serena Williams 7-5, 6-4 at the French Open.

One year ago: In the first of a series of memorials set for three cities over six days, celebrities, musicians and political leaders gathered in front of George Floyd's golden casket in Minneapolis. Protesters stayed on the streets of New York City after curfew for another day. Major cities across California lifted curfews amid more peaceful demonstrations over Floyd's death. In an incident captured by a TV news crew, a 75-year-old protester, Martin Gugino, fell and hit his head on the pavement after being pushed backward by two police officers in Buffalo, New York, who were clearing demonstrators from in front of City Hall. (Gugino spent about a month in the hospital with a fractured skull and a brain injury; the officers were suspended without pay, but criminal charges against them were eventually dropped.) Virginia Gov. Ralph Northam said a statue of Confederate Gen. Robert E. Lee would be removed from Richmond's Monument Avenue, and that the state would no longer "preach a false version of history." Casinos in Las Vegas and throughout Nevada reopened for the first time since March. A judge rejected Ponzi king Bernard Madoff's bid for early release from his 150-year prison sentence. Kansas appears to be, very tentatively, emerging from the dust of a pandemic. And just like the pandemic itself, the emotional, physical and economic recovery is filled with unknowns, false starts, frustration, pain points and anxiety. But as with any change, we know our best response is, was, and will always be to embrace the struggle and seize the opportunity to grow. In this instance, that opportunity to grow is not only figurative, but also quite literal.

Recent nationwide census data indicates that for the first time in five decades, more than half the counties in the country&nbsp;<a href="https://dailyyonder.com/regional-population-loss-metastasizes-in-the-last-decade/2021/04/27/">lost population</a>&nbsp;— two-thirds of rural counties, and one-third of metropolitan counties. Birth rate has also dropped significantly: average Americans of child-bearing age have&nbsp;<a href="https://www.nytimes.com/2021/04/27/briefing/vaccines-gavin-newsom-ransomware-attack.html#:~:text=The%20biggest%20cause%20of%20the,percent%20fewer%20than%20in%201960">17% fewer children than in 1990</a>, and 50% fewer children than in 1960.

For Kansas, our census results mirror this data reflecting only&nbsp;<a href="https://www.cjonline.com/story/news/databases/2021/04/26/us-census-releases-2020-population-counts-kansas-congress-elections-redistricting-gop-politics/7385340002/">3% overall population growth</a>&nbsp;over the last 10 years. This is a noticeable slowdown in population growth from the years between 1990 and 2000, when the state grew 8.5%, and from 2000 to 2010, when it grew 6.1%. In fact, it’s the least growth the state has seen since the 1910 census.

This slow and steady “brain drain” has been the topic of conversation for businesses, schools, government entities, health care organizations and economic developers for many years now. There was a struggle to retain and recruit workforce prior to the pandemic; the speed of jobs coming back has just made that struggle infinitely more pronounced.

This reality no doubt has&nbsp;<a href="https://kansasreflector.com/2021/05/13/kelly-deflects-gops-demand-to-opt-kansas-out-of-federal-jobless-aid/">employers wringing their hands</a>&nbsp;and making tough decisions. Prior to the pandemic, labor shortages were buffered by a leaner job market. Right now, all of the jobs lost during the worst of COVID-19 are coming back all at once. And this isn’t just in Kansas, but nationally as well. Workers know they are in high demand and they are shopping around for their jobs, as well as the communities where they want to land post-pandemic. The necessity to be highly competitive in the labor market is more crucial than in recent memory.

We know from extensive research what workers want today. A quality, living wage is one piece of this and&nbsp;<a href="https://www.kansas.com/news/business/article251567448.html">Kansas has routinely fallen behind</a>&nbsp;in keeping up with competitive wage increases both nationally and regionally. But even as we see local employers being forced by the market to raise wages, there are so many more dynamics that Kansas has the ability, the assets, and the innovation to do bigger, better and stronger in today’s “talent war.”

Research also tells us that today’s workers, especially the younger generations, are looking for&nbsp;<a href="https://www.pewresearch.org/social-trends/2020/05/14/on-the-cusp-of-adulthood-and-facing-an-uncertain-future-what-we-know-about-gen-z-so-far-2/">the ability to meaningfully engage</a>&nbsp;in both their work and their communities. As “always-on” digital natives, they seek better work-life balance and flexibility. Safe and secure streets, family friendly communities, affordable health care and child care options, quality schools and opportunities to move up in their careers all round out&nbsp;<a href="https://www.workstars.com/recognition-and-engagement-blog/2019/10/21/what-millennials-want-from-work-7-research-backed-truths/">what is most important</a>&nbsp;to the current and prospective workforce.

Kansas communities provide some of these opportunities, but Kansas employers, government officials and even residents continue to be slow-moving in responding to the next generation of workers. Most talent doesn’t immediately consider Kansas as a potential home, whether they’re from here or not. They have to be invited, and we therefore have to be more inviting — not only in our words and marketing, but also in our opportunities, employment, policy, infrastructure and representation.

It is on all of us to ensure that every single student in a Kansas school or post-secondary program feels valued and connected in their community. It’s on all of us to ensure that issues such as affordable childcare, healthcare and housing remain priorities in improving quality of life for individuals and families. It’s on all of us to ensure that diversity, in all its forms, is appreciated and encouraged. And its on all of us to extend the invitation to stay in Kansas or come to Kansas whenever we can.

I’m exceptionally proud of the work that Salina area employers and community members are doing right now to holistically extend that invitation.

Business success and economic prosperity don’t exist in a vacuum; we’re all inextricably linked. We have a very unique opportunity right now to be on a more even playing field both nationally, and even internationally, than we have ever been before. Change begets growth, and growth is more crucial than it’s ever been for Kansas to survive right now.

A performer known as "one of country music’s biggest DIY success stories" is coming to Salina's Stiefel Theatre this summer.

Aaron Watson is scheduled to perform at 8 p.m. July 9 in the Stiefel Theatre, 151 S. Santa Fe Avenue.

Someone had a green light, but Salina police aren't sure which of the drivers in a two-vehicle accident it was.

According to Salina Police Captain Paul Forrester, Eugene Luetters, 80, of Salina, was westbound on E. Republic Avenue in a 2008 Ford Explorer Sport Trac at approximately noon Wednesday. Luetters claimed he had the green light at the intersection with S. Ohio Street, and proceeded into the intersection. 

Jaclyn Higley, 24, of Topeka, was northbound on S. Ohio Street in a 2017 Ford Fusion, also claimed to have a green light, and proceeded into the E. Republic Avenue intersection, where the two vehicles collided, Forrester reported.

Higley suffered minor injuries, but was not transported from the scene.

Both vehicles sustained front driver's side damage and were towed from the scene, Forrester noted.

No witnesses were located and no citations have yet been issued, according to Forrester.

• increases to teacher compensation for plan time used for substitute teaching

• new compensation to elementary teachers who accept additional students due to teacher absence

OCCK Transportation is teaming up with transportation systems nationwide to celebrate the&nbsp;16th annual National Dump the Pump Day&nbsp;on&nbsp; June 17 by&nbsp;offering free rides on all services, including CityGo, 81 Connection, KanConnect, and regional paratransit.&nbsp;

“Dump the Pump is a great opportunity to experience the benefit of public transportation. It saves the passenger money and helps the environment with less vehicles on the streets,” said Michelle Griffin, mobility manager for north-central Kansas.

The Dump the Pump campaign is sponsored by the American Public Transportation Association (APTA).&nbsp; APTA first started National Dump the Pump Day in June 2006 when gas prices had reached $3 per gallon and the public demand for public transportation was growing in response to high gas prices.&nbsp;

OCCK Transportation wants the public to know that riding public transit is an economical way to save money, particularly when gas prices are high. Public transportation doesn’t just help people save money, it also helps communities grow and prosper.

Additionally, public transportation helps to make a community economically strong and competitive. For example, for every $1 invested in public transportation, $4 is returned in economic returns.

“With having a free ride day, our hope is to entice new riders, so leave your car behind that day and ride with us,” Griffin said.

The first class starts July 8, and is may become a regular summer class.

The Phlebotomy Technician class is taught through the Dental Assisting Department, but is considered a free-standing class, and a person does NOT have to be a Dental Assistant to enroll, said Brooke Horner, Director of Dental Education.

She explained that dental offices in the region are adopting a new gum grafting technique that makes use of an extract from the patient’s blood, and that requires someone in the office trained in Phlebotomy to draw the blood.

But students are not required to be Dental Assistants to enroll in the class, and there are no other pre-requisites.

Students who complete the class and pass the certification exam from the National Healthcareer Association will be Certified Phlebotomists.

The class is 8 a.m. to 2:30 p.m. on Thursdays and Fridays from July 8 to August 6. Course cost is $984, including the certification exam fee.

UPDATE 1:48 p.m. Friday: The Smoky Hill Education Service Center has corrected the spelling of the name of one of the&nbsp;Championship Flight, Third Place team members. We have corrected it below.

After a year’s hiatus, 87 participants played through misty conditions at the 24th annual Smoky Hill Education Foundation Scramble for Schools&nbsp; Golf Tournament on Tuesday.

The annual fundraiser brought in more than $6,000 in support of education at more than 50 school districts in Kansas.

A tradition nearly as old as Smoky Hill Education Service Center itself, the tournament at the Salina Municipal Golf Course has grown to be one of the largest in the area.

Hundreds of door prizes from area donors went to the participants, including an amazing grand prize of a Napoleon grill, which went to&nbsp;Cole Duncan, from USD 259 Wichita!
