Saline County Jail Bookings, June 5

After a strong showing of 450 people from the soft opening at CupKates, owner Kate Jennings is looking forward to meet the demand for the grand opening and days to come.

CupKates, a brand new bakery/restaurant that will open this Friday, June 6th is expecting to see another large crowd of people who are excited to try the gluten-free, all natural, made from scratch recipes.

Jennings' motivation is to serve people who are limited to a gluten-free diet and still want to have a delicious treat.&nbsp;

"I know what it feels like to walk in somewhere and not being able to eat as many things as everyone else," said Jennings.&nbsp;

Back in college, Jennings discovered she has a gluten intolerance. She then started to work at Ad Astra Books &amp; Coffee House, where she baked gluten-free products. Jennings told the owner at Ad Astra that her dream was to always open up her own cafe. She received the support from Ad Astra and understood that she could only cater to those who had a similar intolerance as her.

"I loved my time at Ad Astra, but I could not cater to the celiac population or those who have a severe allergy as much as I wanted to," stated Jennings. "I just wanted to have a place where they can walk in and know everything here is safe."

Nothing at CupKates is frozen and Jennings is all about providing her customers with the best quality items as possible. Many people have approached Jennings and wondered if there is a texture/taste difference between gluten-free and non-gluten-free products. However, that is not the case.

"There's not much of a difference. I had lots of people come in who were not gluten-free and they enjoyed their pastry just as the next person," said Jennings.

The recipes are not a secret, and Jennings commented that she is open to sharing her recipes if customers are curious. She is also set to teach a gluten-free baking class at the Salina Art Center this Fall.

"I think it's a beautiful thing for people to learn how to cook for themselves. I am more than happy to help others and share my recipes," said Jennings.

Jennings plans to add more recipes and items to the menu in the future. This includes gluten-free sourdough bread, hamburger buns, custom birthday cakes and much more.

"There are definitely going to be more recipes coming, but we will slowly add those once everyone feels confident with all the recipes we have," stated Jennings.&nbsp;

Breakfast and lunch items are looking to come soon on a ribbon cutting event that will happen on Friday, June 20th. Sandwich bread will be available during the grand opening while supplies last.

CupKates will currently serve cookies, cupcakes, scones (savory &amp; sweet), muffins, sweet rolls, sweet breads coffee, oatmeal cream pies, fresh-pressed juices, real fruit smoothies and more.

Get ready to have some fun this Sunday as the VFW Post 1432 and the American Legion Post 62, will host the 2nd annual "Family Fun Day."

On Sunday, June 8th this free community event will occur from&nbsp;10 am - 8 pm. There will be over 40 local vendors present at the event (from 10:00 am - 4:00 pm), along with Wanderlust Foodies LLC food truck serving smashburgers, Kona Ice and live bands ("Unchained," “Fed Up" and Nick Taylor). A Dunk tank, Bounce House, farm animals and much more will be present at the game.

Local non-profits will also make an appearance and will be conducting games throughout the event. Cooling stations will be available inside the VFW building as well.

Raffles will be going on during the event. All money collected will help the event for next year, local veterans and local youth organizations.

"We are just going to have a whole bunch of fun," said event organizer and American Legion Post Commander,&nbsp;Richard Kinney. "I am happy everybody has been sharing this event to the public. This has been a joint effort and I would to thank everyone who has helped with this event."

Just before 2:00 am on Wednesday, June 4th, the Salina Fire Department responded to reports of a commercial fire at the Country Inn and Suites located at 2760 S. 9th St. Initial reports indicated a fire in a storage room on the second floor.

Upon arrival, fire crews encountered an active fire that appeared to be coming from the exterior of a HVAC unit with fire extending into the adjacent storage room. The building's sprinkler system had activated, containing the fire to the room of origin. Firefighters initiated suppression operations, extinguishing the remaining flames. The fire was brought under control and extinguished within 10 minutes of arrival of the first due engine company.

During the incident, all guests and hotel staff were safely evacuated from the building and there were no reported injuries.

Preliminary investigation suggests that the fire originated due to a faulty HVAC unit.

In addition to the Salina Fire Department, the Salina Police Department responded and provided assistance with evacuation, crowd management, and traffic control.

During the Click It or Ticket Campaign, the Salina Police Department conducted overtime saturation patrols to enforce Kansas occupant restraint, texting, impaired driving, and other traffic laws. 

During the campaign, officers wrote 5 safety belt citations, 87 speeding citations, 44 other citations and arrests, including 1 DUI arrest. 125 vehicle stops were made during the campaign.

“We are here to enforce all Kansas Traffic Laws and ultimately, to decrease unsafe driving behavior," said Sgt. Gawith. If you were stopped, we hope you learned from the experience. If so, we have made the roads a little safer for you and those you share the road with. We will continue to do that because, while the Click It or Ticket campaign may be over, traffic enforcement never is.”

It's not just a show, it's a rolling tribute to bold design, all shades of yellow and the passionate community that brings it all to life."

A male suspect was issued a detainer by the U.S. Immigration and Customs&nbsp; Enforcement (ICE), after his arrest was made for violating a protection order in Salina.

According to the Salina Police Department authorities arrested 43-year old Martinez Gabriel Luna on Tuesday, June 3rd, after he was spotted at a Salina residence in which he was barred from being a pursuant to a Protection Order. 

Luna was then booked into the Saline County Jail and was charged with 2 counts of Violation of a Protection Order.

Once the Saline County Sheriff's Office received Luna, ICE placed a detainer on him. According to the Sheriff's Office, ICE has 48 hours to pick Luna up from the time he is released from custody.

According to the Salina Police Department on Tuesday, June 3rd a 27-year old male identified as Christian Darrett, was at a female's residence on the 100 block of N. Kansas. It was reported that at around 2:50 am, an argument occurred just outside of the residence between the two.

During the argument, Darrett forcibly grabbed the victim's phone and also inflicted physical harm on her. The victim suffered minor marks on her arm.

When officers received report and arrived to the home, they came in contact with both of them. Police then arrested Darrett without incident and booked him into the Saline County Jail on the following charges:

The victim did not need any medical assistance.

Downtown Salina overflowing with late shopping, live music, a grand opening and much more for the First Friday event

Kansas Wesleyan will host the Great Plains Annual Conference of the United Methodist Church beginning Wednesday, June 4. The yearly event will run through Saturday, June 7.

More than 1,200 members of the United Methodist Churches throughout Kansas and Nebraska are expected to attend, bringing new faces to Salina and increasing traffic in restaurants and hotels.

“This is a great moment for Kansas Wesleyan,” said Bridget Weiser, vice president of student and community engagement and KWU’s event lead. “It demonstrates our commitment to walk alongside the United Methodist Church. However, it also brings a litany of new faces to Salina, increasing revenue for local businesses and providing a chance for a large group of people to see the growth and development occurring right here in our community.”

KWU is the first university to host the annual conference in more than two decades.

The Market Shop in Salina has started a gofundme for Misty-Claussen-Train, after she was diagnosed with cancer.

Claussen-Train is from Salina and is an employee at The Market Shop (101 S. Sante Fe), who has worked there for 17 years.

Fundraiser made for Salina woman after she was diagnosed with cancer

The City of Salina has released a written statement for the public to view regarding the Cozy Inn lawsuit.&nbsp;

The following is statement by the City of Salina, concerning the lawsuit filed by the Kansas Justice Institute (KJI) on behalf of the Cozy Inn filed against the City of Salina:

STATEMENT REGARDING THE COZY INN, ET AL. V. CITY OF SALINA[1] Case No. 6:24-cv-01027-TC

On February 19, 2024, the Cozy Inn sued the City of Salina. &nbsp;The lawsuit was filed by Plaintiffs’ attorneys, the Kansas Justice Institute, which according to their website is “a free public interest litigation firm” located in Overland Park, Kansas. &nbsp;In an article published by Salina311, written by the Kansas Justice Institute (“KJI”), KJI declared this case “is part of KJI’s litigation campaign challenging laws that interfere with the right to free speech. &nbsp;It’s also part of KJI’s litigation efforts to fight back against city hall.” &nbsp;

The lawsuit claimed the Salina Sign Code is content-based and unconstitutional, is unconstitutionally vague and a prior restraint. &nbsp;&nbsp;

Like most other local governments, the City of Salina regulates signs to avoid sign clutter and to promote traffic safety and community aesthetics City-wide. &nbsp;In a recent case entitled, City of Austin v. Reagan Nat’l Advert., the United States Supreme Court described sign regulation as a tradition dating back more than 150 years and recognized that tens of thousands of jurisdictions regulate signs. &nbsp;The City has regulated signs for more than 50 years. The City’s ordinance defines the term “sign” to include displays that “announce, direct attention to, or advertise” and are “not located inside a building” as “building” is defined in Salina Code Sec. 42-637. &nbsp;At least 34 other municipalities across the United States utilize the phrase “announce, direct attention to, or advertise” in their definitions of signs.

The City believes its definition of sign is content neutral, constitutional, and the City contends it has been consistent in applying its Sign Code in a content neutral matter. &nbsp;

The pleadings and motions filed in this matter provide a more complete factual background. &nbsp;All documents filed in this matter may be accessed on the PACER website at&nbsp;<a href="https://pacer.uscourts.gov/" target="_blank">https://pacer.uscourts.gov/</a>.

This statement will include some of the factual background addressed in the filed pleadings and motions.[2] &nbsp;Applying the definition of sign from the Sign Code, the City determined the painting on the side wall of The Cozy Inn was a sign. &nbsp;Plaintiffs did not obtain a sign permit before they began painting the sign. &nbsp; The Cozy Inn sign exceeds The Cozy Inn’s allowable sign area. &nbsp;The City informed Mr. Howard that the Cozy Sign was too big to qualify for a permit. During an in-person meeting on November 13, 2023, the City provided Mr. Howard with a memorandum explaining why the Cozy Sign was too large to qualify for a sign permit. &nbsp;The City offered to work with Mr. Howard to see if a code-based solution could be reached. &nbsp; In doing so, the City engaged a sign consultant that would help the City evaluate if the Salina community was in favor of permitting wall signs as large as the Cozy Inn on the sides of smaller buildings, and if the City could amend the Sign Code in a content-neutral fashion while continuing to advance its content-neutral purposes, including but not limited to avoiding sign clutter, promoting traffic safety and community aesthetics City-wide. &nbsp;Unbeknownst to the City, Mr. Howard was in contact with the Kansas Justice Institute on November 11, 2023, to ask about representation in this case.&nbsp;

The filing of the lawsuit ensued, which set in motion discovery obligations, and pleading and motion deadlines. &nbsp;The City defended the action and complied with the requirements of civil litigation in Federal Court. &nbsp;Throughout the litigation, the City has steadfastly held the position that Salina’s Sign Code is constitutional.

The City and Plaintiffs have filed summary judgment motions in this case. &nbsp;The Court has advised that a ruling on the motions is anticipated on or about August 8, 2025. &nbsp;The Court further advised that if one or more claims survive, a bench trial beginning October 7, 2025 will occur.

UPDATED: City of Salina issues written statement regarding the Cozy Inn lawsuit

"Do what you can, when you can and if we have it, we share it" is the motto for Salina Shares, which is meant to encourage others in giving to those who are less fortunate. Salina Shares gives away home goods without a price, fee or loan to those who need it the most.&nbsp;

Cheerful givers is an understatement for those who give at Salina Shares. Founder and Executive Director, Debbie Rivers has had a journey before the non-profit started. 

It all began back in 2012, where Rivers and her friends decided to give away home goods for people in her garage. She called it the "Kindness Party" and they would consistently give to the needy on a weekly basis.&nbsp;

Fast forward to 2013, Rivers and her friends started to receive public attention. Rivers then received a call from the Salina Housing Authority and asked her if she can help meet the needs of some of the families they received for service. Rivers then decided to help those families, because they had plenty of stuff to still give away. After this, Rivers and her friends started to serve at laundromats, by offering to pay for people's laundry.

This kindness from Rivers and her companions is what sparked the countless conversations from the public of potentially becoming a non-profit.&nbsp;

"I never thought about becoming a non-profit," said Rivers. "All we wanted to do was just share what we had and do people's laundry."

Throughout constant persuasions from the public on encouraging Rivers to become a non-profit, in 2014, two people decided to give Rivers $200 each to pay the fee of becoming a non-profit. However, Rivers did not use it right away.

"Those $400 sat on my shelf for two years," said Rivers. "Becoming a non-profit was never the intention."

After two years of much thought and continuous convincing from the public, Rivers decided to start "Salina Shares."

"I wrestled with this in my heart with God, because I did not want people to think I was becoming a non-profit for monetary reasons," said Rivers.

Once Salina Shares started, the following year in 2017, a rental company proposed to help Rivers and her team obtain a primary location. Rivers was shocked when this offer came to her, but she was more than grateful to accept it.&nbsp;

When the building was purchased, the rental company renovated the structure and it became the current location that Salina Shares rents on&nbsp;155 S. 5th St.&nbsp;

"This was a God thing," said Rivers. "These people are the same way as us, because our service just like them is unto the Lord and not about the money."

Rivers and her team continue to serve the community in ways that even leave an impact on their lives. She is impacted by the testimonies and current conditions that people face when they are in need. Rivers commented on how she feels when helping the less fortunate.

"I feel like this is what I am supposed to be doing and I love what I do," said Rivers. "My husband just retired and he asked when I was going to retire, but I told him I don't know because this does not feel like anything to retire from."

Salina Shares provides home goods such as, clothes, shoes, hygiene, food, blankets, pots/pans, cleaners, beds and much more.

Salina Shares gives away home goods without a price, fee or loan to those who need it the most.&nbsp;Cheerful givers is an understatement for those who give at Salina Shares. Founder and Executive Director, Debbie Rivers has had a journey before the non-profit started. It all began back in 2012, where Rivers and her friends decided to give away home goods for people in her garage. She called it the "Kindness Party" and they would consistently give to the needy on a weekly basis.&nbsp;Fast forward to 2013, Rivers and her friends started to receive public attention. Rivers then received a call from the Salina Housing Authority and asked her if she can help meet the needs of some of the families they received for service. Rivers then decided to help those families, because they had plenty of stuff to still give away. After this, Rivers and her friends started to serve at laundromats, by offering to pay for people's laundry.This kindness from Rivers and her companions is what sparked the countless conversations from the public of potentially becoming a non-profit.&nbsp;"I never thought about becoming a non-profit," said Rivers. "All we wanted to do was just share what we had and do people's laundry."<figure>

 </figure><h2>The Birth of Salina Shares</h2>Throughout constant persuasions from the public on encouraging Rivers to become a non-profit, in 2014, two people decided to give Rivers $200 each to pay the fee of becoming a non-profit. However, Rivers did not use it right away."Those $400 sat on my shelf for two years," said Rivers. "Becoming a non-profit was never the intention."After two years of much thought and continuous convincing from the public, Rivers decided to start "Salina Shares.""I wrestled with this in my heart with God, because I did not want people to think I was becoming a non-profit for monetary reasons," said Rivers.<h2>The Growth of Salina Shares</h2>Once Salina Shares started, the following year in 2017, a rental company proposed to help Rivers and her team obtain a primary location. Rivers was shocked when this offer came to her, but she was more than grateful to accept it.&nbsp;When the building was purchased, the rental company renovated the structure and it became the current location that Salina Shares rents on&nbsp;155 S. 5th St.&nbsp;"This was a God thing," said Rivers. "These people are the same way as us, because our service just like them is unto the Lord and not about the money."<figure>

She is impacted by the testimonies and current conditions that people face when they are in need. Rivers commented on how she feels when helping the less fortunate."I feel like this is what I am supposed to be doing and I love what I do," said Rivers. Saline County Jail Bookings, June 3

On Monday, June 2nd at the Salina City Commission meeting, Mayor Greg Lenkiewicz addressed the public concerning the Cozy Inn lawsuit that was filed against the City of Salina on February 19th, 2024.&nbsp;

After two executive sessions, Mayor Lenkiewicz issued written statements regarding the publicity over the federal lawsuit that is currently pending in the&nbsp;United States District Court for the District of Kansas.

Republicans in Saline and Dickinson County are getting&nbsp;ready to find a replacement for Kansas Senator J.R. (Jeremy) Claeys of the 24th&nbsp;District who&nbsp;is taking a job with the Trump administration.&nbsp;&nbsp;

According to a story in the <a href="https://sunflowerstatejournal.com/claeys-takes-job-with-trump-administration/">Monday Sunflower State Journal</a>, Claeys in a letter to Kansas Senate Ty Masterson, has accepted a position&nbsp;with the USDA and will lead the office of Rural Business Service.&nbsp;Claeys began his new job Monday.&nbsp;

According to the Sunflower State Journal, The Rural Business&nbsp;Service provides&nbsp;financial&nbsp;assistance, technical support, and resources to help rural businesses expand, become more competitive, and promote community development.&nbsp;

According to&nbsp;sources in the&nbsp;Republican party in Saline and Dickinson&nbsp;counties, two names have been brought up&nbsp;as&nbsp;a replacement for Claeys. 

They are former Saline County Treasurer Jim Dubois and Abilene State Rep. Scott Hill.&nbsp;&nbsp;

GOP precinct committeemen and women in the district will select a replacement&nbsp;for Claeys, who was just re-elected this past November. 

A date for&nbsp;selection&nbsp;of a replacement has not been announced.&nbsp;

Below is the letter Senator J.R. Claeys wrote to Kansas Senate President, Ty Masterson:

For	the	past	13	years	I	have	had	the	privilege of	serving	my	hometown	in	the	Kansas	Legislature.	Representing	the	people	of	Saline	and	Dickinson	County	— including	Salina	where	I	was	born	and	raised	— has	been	the	honor	of	my	life.

During	my	tenure,	the	areas	I	represent	have	seen	growth	typically	reserved	to	the	major	metropolitan	areas	of	our	state.	Public	safety	has	been	improved	with	new	investments	in	the	Kansas	Highway	Patrol,	our	transportation	plan	includes	a	new	interchange	at	I-70	and	I-135,	housing	shortages	have	been	eased	with	programming	and	grants	to	bring	hundreds	of	new	housing	units	online	in	Salina,	major	manufacturers	have	doubled	and	tripled	in	size,	our	airport	is	expanding	both	physically	with	a	new	terminal	and with	additional	flights	to	three	hubs,	a	downtown	has	come	back	to	life	with	STAR	Bond	expansion,	the	Eisenhower	Presidential	Library	is	expanding,	new	industries	have	moved	their	operations	from	a	thousand	miles	away,	enormous	hangars	for	aircraft	manufacturing	are	under	construction,	our	flight	school	is	one	of	three	in	the	nation	offering	hours	on	jet	aircraft,	medical	services	for	residents	in	need	are	more	accessible	with	state	investment	in	our	family	healthcare	facility,	more	doctors	and	nurses	are	graduating	our	programs	to	serve	rural	Kansas,	and	educational	opportunities	in	central	Kansas	are	more	prevalent	than	any&nbsp;time	in	our	history.

This	is	a	record	of	success	that	all	of	us	can	be	immensely	proud	of,	including	all	of	those	who	helped	make	this	turnaround	possible. But the	best	is	yet	to	come.

We	have	laid	the	foundation	for	massive	federal	investment,	major	manufacturers	and	service	providers	are	choosing	central	Kansas	as	their	home,	and	a new	generation	of	technological	evolution	is	taking	place	right	here	in	the	middle	of	our	state.	Rural	America	is	not	an	afterthought.	It	is	where	the	strongest	work	ethic	exists	in	our	nation.	A	resource	more	valuable	than	any	other.

I	will	always	be	proud	that	I	arrived	at	the	Statehouse	every	day	with	that	same	work	ethic	to	fight	for	rural	Kansans	and	the	people	I	serve.

With	a	desire	to	continue	to	fight	for	rural	Americans,	I	have	accepted	an	appointment	offered	by	President	Donald	Trump	and	Secretary	Brooke	Rollins	to	lead	the	Rural	Business	Service	in	the	United	States	Department	of	Agriculture	effective	June	2,	2025.

GOP to find replacement for Senator J.R. Claeys

Monday noon was the deadline for residents to file to run for the Salina City Commission and the USD 305 Board of Education. 

For the November 4th&nbsp;General Election, there were 9 candidates for the City Commission including three incumbents.&nbsp;

In addition to incumbents Dr. Trent&nbsp;Davis,&nbsp;Bill&nbsp;Longbine,&nbsp;and Mayor Greg Lenkiewicz the following residents have filed for the three seats up for election:&nbsp;

Johnnie A (JAK) Keller, Keith Cooper, John C. Price, Dean Klenda, Former City Commissioner Randall Hardy and Doug Remp.&nbsp;

The top two vote getters in November will receive 4-year terms, with the third-place finisher&nbsp;receiving a 2-year term.&nbsp;

For the Salina USD 305 School Board two of three incumbents have filed for re-election. Gabe Grant and Bonnie&nbsp;Schamberger are seeking another 4-year term on the Board. Current board member Jim Fletcher is not running for another term. Three other Salina residents are&nbsp;running are:&nbsp;

Rebecca (Becky) Lynn Norlin, Amy Freelove and Dana Johnson&nbsp;
