A local man suffered a gunshot wound while practicing firearm safety with a teen east of Salina Sunday afternoon.

Saline County Undersheriff Brent Melander said this morning that a 45-year-old Salina man and a 15-year-old Salina girl were target shooting with a 9mm handgun on a relative's property in the 900 block of N. Simpson Road when the shooting occurred at approximately 3:40 p.m. Sunday. The man told deputies that the two were practicing firearm safety when all of a sudden, it felt like someone had tackled him.

Melander said that the girl was handing the gun to the man when it began to slip. The girl grabbed for the gun and squeezed the trigger, shooting the man in the abdomen. The bullet exited through the man's back, Melander said.

The man was able to get ahold of another family member who took him to Salina Regional Health Center. Melander said the man's wound was serious but not life threatening.

Following its successful coordination of the recent First Responder Unmanned Aircraft System Triple Challenge,&nbsp;<a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;has again been selected to lead an unmanned aircraft systems competition that will award prize money to winners. In partnership with Capital Consulting Corporation, K-State Salina will coordinate the&nbsp;National Institute of Standards and Technology&nbsp;<a href="https://firstresponderuaschallenge.org/" target="_blank">First Responder UAS Indoor Challenge</a>, with plans to hold the live part of the competition in Salina in spring 2023. This challenge, which will award up to $685,000 in prizes, asks participants to develop a low-cost&nbsp;unmanned aircraft systems platform for first responders that offers improved usability — or flyability — when operated indoors with limited or no GPS signal. This past year, K-State partnered with the&nbsp;<a href="https://www.nist.gov/" target="_blank">National Institute of Standards and Technology</a>, a part of the U.S. Department of Commerce, for the&nbsp;<a href="https://www.uastriplechallenge.com/" target="_blank">UAS Triple Challenge</a>,&nbsp;in which participants used their ingenuity to improve search and rescue efforts, support delivery of broadband data in a degraded cellular area, and identify cybersecurity threats and countermeasures on a UAS. The new indoor competition will ask participants to build and fly a UAS that helps search-and-rescue teams locate missing persons and obstacles indoors. Search-and-rescue operations in an indoor, constrained environment, such as a partial building collapse, require reliable tools to assess the risks to first responders and other search-and-rescue resources. Certain scenarios can be life-threatening if humans are sent in first, so the National Institute of Standards and Technology seeks UAS solutions that provide safe and valuable intelligence while being highly durable and easy to control. Prize recipients will be determined by a panel of judges, assisted by a team of subject matter experts, throughout each stage of the competition. Kurt&nbsp;Carraway, executive director of Kansas State University's Applied Aviation Research Center, is interested in seeing contestants' resourcefulness when flying UAS indoors. "Most UAS utilized today rely heavily on GPS technology," Carraway said. "Indoor environments often lack a GPS signal, significantly hindering UAS systems is a challenge for the many public safety applications."

All UAS enthusiasts are encouraged to compete in the competition. Proposal submissions close at 11:59 p.m. EDT on July 15. K-State Salina again selected to support national UAS prize competition

UPDATE 11:30 a.m. Tuesday: The flood warning has been allowed to expire.

A flood warning and watches have been issued for counties in our area after overnight rains.

The National Weather Service in Wichita has issued a flood warning in effect until 11:30 a.m. Tuesday for the following counties in our area.

Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. 

Some locations that will experience flooding include Salina, Marquette, Assaria, Smolan, New Cambria, Falun, Salina Airport, Kanopolis State Park, Kipp and Kanopolis Lake.

Do not drive into flooded areas or go around barricades. Nearly two feet of water will carry most vehicles away. Turn around, don`t drown. Be especially cautious at night when it is harder to recognize the dangers of flooding.

The National Weather Service in Wichita has issued a flood watch in effect from 4 p.m. Tuesday through late Wednesday night that includes Marion County.

Another round of heavy rain may result in flooding late this afternoon and tonight. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded.

The National Weather Service in Topeka has issued a flood watch in effect through late Tuesday night that includes Dickinson County.

Flooding caused by excessive rainfall continues to be possible. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Additional rainfall of up to two inches is possible in areas that have already seen quite a bit of rain yesterday and early this morning.

An open house officially unveiling the newly-renovated Dickinson County Courthouse has been scheduled from 10 a.m. to 3 p.m. Saturday, June 11.

The courthouse is located at 109 E First Street in Abilene.

The public is invited to come in and take a self-guided tour of the facility. Staff, including department heads and elected officials, will be on hand to answer questions.

“We want the public to come in and see their courthouse,” said Dickinson County Administrator Brad Homman.

He made the announcement during the May 12 county commission meeting.

The open house will not include the new jail facility. A separate open house for that structure was held in August 2021 after construction was completed. The jail has been operational ever since.

In the next couple weeks, the final touches will be put on the courthouse renovation project as contractors work to complete the “punch list.”

MANHATTAN – If gardeners are crying about their onions right now, it’s not because they’re slicing them in their kitchen. But they may soon.&nbsp;

“This is the time of year that onions grow and develop rapidly,” said Kansas State University horticulture expert Ward Upham. “Regular watering – if the soil is dry – and a light fertilization are helpful to maximize growth.”&nbsp;

In soils that tend to be alkaline, Upham suggests using ammonium sulfate (21-0-0) at the rate of ½ cup per 10 feet of row. The number combination refers to the rates of nitrogen, phosphorus and potassium contained in the fertilizer.&nbsp;

“You can use lawn fertilizer (such as 29-5-5, 27-3-3, or similar) but only use 1/3 cup per 10 feet of row,” he said. “Make sure the lawn fertilizer does not have a weed preventer or weed killer included. Sprinkle the fertilizer 2-3 inches alongside the row and water in. Do not fertilize after the onions start to bulb.”&nbsp;

Upham said that as onions develop, as much as 2/3 of the bulb remains out of the soil. He said that is normal and there is no need to cover the bulb with soil.&nbsp;

Another garden favorite – tomatoes – could benefit from mulching as long as soils are warm enough and not saturated with water, according to Upham.&nbsp;

“Tomatoes prefer even levels of soil moisture, and mulches provide that by preventing excessive evaporation,” he said.&nbsp;

Mulch also helps to suppress weeds, moderate soil temperatures, and prevent the formation of hard crust on the soil. Crusted soils restrict air movement and slow the water infiltration rate.&nbsp;

Upham said hay and straw mulches are “very popular for tomatoes, but may contain weed or volunteer grain seeds.” Grass clippings can be used as mulch, but should be applied in a thin layer – “only 2-3 inches thick,” Upham said.&nbsp;

“Do not use clippings from lawns that have been treated with weed killer until some time has passed,” he said. “With most types of weed killers, clippings from the fourth mowing after treatment may be used.”&nbsp;

Master Gardeners Biennial Garden Tour set; tickets now on sale

LINCOLN COUNTY—One person was injured in an accident just after 2p.m. Monday in Lincoln County.

The Kansas Highway Patrol reported a 2014 Hyundai passenger vehicle driven by Lindsey M. Blakeman, 38, Aurora, Colorado, was westbound on Interstate 70 five miles east of Kansas 156 in the driving lane. A vehicle in the passing lane began to merge back into the driving lane. 

Blakeman overcorrected to avoid the merging vehicle. The Hyundai rolled the into the north ditch.

EMS transported Blakeman to Salina Regional Health Center. She was properly restrained, according to the KHP.

High school students are getting higher grades for lower performance, according to substantial data released in the May 2022 ACT report “Grade Inflation Continues to Grow in the Past Decade.”

While the report documents how grade inflation increased substantially during the 2020 and 2021 years, grade inflation had been consistently on the rise for several decades. This recent acceleration is likely due to the difficulty teachers faced assigning grades to when students were isolated at home in distance learning, or faced slower coursework during hybrid instruction. Many schools imposed grading rules that prevented assigning grades lower than the student had previously achieved pre-COVID. And major learning losses are documented for reading and especially math.&nbsp;&nbsp; &nbsp;

The ACT report extends the findings of a 2019 federal study comparing students’ high school transcripts with the National Assessment of Educational Progress tests (NAEP also known as “the Nation’s Report Card”) that revealed students’ average test scores were continuing to go down while their high school grade point averages (GPA) continuously climbed over the last decade. High school students were taking more courses in science and math but many were learning less. &nbsp;

Grade inflation occurs when students are assigned a higher grade for learning less than before. “The overall grade point average (GPA) earned by high school graduates increased to 3.11 in 2019, compared to 3.00 in 2009.” But “the average NAEP mathematics score earned by high school graduates attaining a rigorous curriculum in 2019 was 184, a four-point decrease compared to 2009” with similar declines in performance in other fields as well. Because of this contrary situation where high school GPA’s are going up but test scores are going down, there is pressure placed on the NAEP to “better align” with school assessments—simply, water down the NAEP so it reflects the false gains in high school GPA.

While the pandemic has accelerated grade inflation over these last two years, it has been present ever since the drive to increase high school graduation and college attendance rates became mandates from most state education boards and authorities. Since college degrees to some extent ensure a much higher income, there has been a major push to increase high school graduation rates from roughly 70 percent to 95 percent in most states. For more than a decade, many school administrators have imposed a variety of rules that prevent failing students from receiving failing grades. This includes strategies ranging from having failing students repeat the same assessments until they have guessed the right answers (without understanding), to forcing teachers to use a grading scales where a zero starts at 50 percent, thus allowing students who know nothing to guess their way through a multiple choice test, achieving over 20 percent correct by chance, and receiving a “C” (50% + 20% = 70%) while knowing nothing!

These and other top-down commands heavily promoted by Education Schools nationwide have been adopted by local school administrators who are only following the directives of state education authorities to reach a 95 percent graduation rate. Meanwhile, many teachers are becoming more frustrated by this erosion of their professional responsibilities in grading.&nbsp; &nbsp;

This widespread grade inflation also convinced some students to pursue college when they were not “college able.” There are now over 39 million college drop-outs who started to take community college or university coursework but have quit. Increased tuition costs are a factor for some drop outs. But failure to have the knowledge and skills to pursue college level work is a huge factor that has been growing due to high school grade inflation.&nbsp; &nbsp;

According to the National Center for Education Statistics, almost 42 percent of students entering 4-year colleges and nearly two-thirds of those entering community colleges have to take at least one remedial course. The more high schools inflated grades, the more remedial courses students had to take, and the lower their chances of completing a degree. &nbsp;

American colleges are now facing a significant decline in enrolment from the pandemic and are seeking ways to bring back the 39 million students who never finished. These data suggest that up to half of those students were victims of high school grade inflation and were not college-able.&nbsp; &nbsp;

John Richard Schrock has trained biology teachers for more than 30 years in Kansas. He also has lectured at 27 universities during 20 trips to China. He holds the distinction of “Faculty Emeritus” at Emporia State University.

According to the Kansas Geological Survey, a 2.2 magnitude earthquake struck at 12:21 p.m. Monday east-southeast of Bridgeport. The quake was centered south of E. Rose Hill Road between S. Woodward Road and S. Simpson Road.

Unlike Veterans Day, which is a day to honor all veterans, Memorial Day is a time to honor those who have died.

What began as Decoration Day has morphed into a weekend holiday during which loved ones decorate the graves of those who have died with flowers and mementoes that hold special meaning. At many cemeteries, local veterans organizations or other civic organizations place U.S. flags at the graves of veterans and conduct services in honor of all deceased veterans.

Loved ones decorate area cemeteries for Memorial Day

Three years after the Civil War ended, on May 5, 1868, the head of an organization of Union veterans — the Grand Army of the Republic (GAR) — established Decoration Day as a time for the nation to decorate the graves of the war dead with flowers. Maj. Gen. John A. Logan declared it should be May 30. It is believed the date was chosen because flowers would be in bloom all over the country.

The first large observance was held that year at Arlington National Cemetery, across the Potomac River from Washington, D.C. The ceremonies centered around the mourning- draped veranda of the Arlington mansion, once the home of Gen. Robert E. Lee. Various Washington officials, including Gen. and Mrs. Ulysses S. Grant, presided over the ceremonies. After speeches, children from the Soldiers’ and Sailors’ Orphan Home and members of the GAR made their way through the cemetery, strewing flowers on both Union and Confederate graves, reciting prayers and singing hymns.

Local observances claim to be first

Local springtime tributes to the Civil War dead already had been held in various places.

One of the first occurred in Columbus, Miss., April 25, 1866, when a group of women visited a cemetery to decorate the graves of Confederate soldiers who had fallen in battle at Shiloh. Nearby were the graves of Union soldiers, neglected because they were the enemy. Disturbed at the sight of the bare graves, the women placed some of their flowers on those graves, as well. Today, cities in the North and the South claim to be the birthplace of Memorial Day in 1866. Both Macon and Columbus, Ga., claim the title, as well as Richmond, Va. The village of Boalsburg, Pa., claims it began there two years earlier. A stone in a Carbondale, Ill., cemetery carries the statement that the first Decoration Day ceremony took place there on April 29, 1866. Carbondale was the wartime home of Gen. Logan. Approximately 25 places have been named in connection with the origin of Memorial Day, many of them in the South where most of the war dead were buried.

In 1966, Congress and President Lyndon Johnson declared Waterloo, N.Y., the “birthplace” of Memorial Day. There, a ceremony on May 5, 1866, honored local veterans who had fought in the Civil War. Businesses closed and residents flew flags at half-staff. Supporters of Waterloo’s claim say earlier observances in other places were either informal, not community-wide or one-time events. By the end of the 19th century, Memorial Day ceremonies were being held on May 30 throughout the nation. State legislatures passed proclamations designating the day, and the Army and Navy adopted regulations for proper observance at their facilities. It was not until after World War I, however, that the day was expanded to honor those who have died in all American wars. In 1971, Memorial Day was declared a national holiday by an act of Congress, though it is still often called Decoration Day. It was then also placed on the last Monday in May, as were some other federal holidays.

Some states have Confederate observances

Many Southern states also have their own days for honoring the Confederate dead.

Mississippi celebrates Confederate Memorial Day on the last Monday of April, Alabama on the fourth Monday of April, and Georgia on April 26. North and South Carolina observe it on May 10, Louisiana on June 3 and Tennessee calls that date Confederate Decoration Day. Texas celebrates Confederate Heroes Day January 19 and Virginia calls the last Monday in May Confederate Memorial Day.

Gen. Logan’s order for his posts to decorate graves in 1868 “with the choicest flowers of springtime” urged: “We should guard their graves with sacred vigilance. ... Let pleasant paths invite the coming and going of reverent visitors and fond mourners. Let no neglect, no ravages of time, testify to the present or to the coming generations that we have forgotten as a people the cost of a free and undivided republic.”

The crowd attending the first Memorial Day ceremony at Arlington National Cemetery was approximately the same size as those that attend today’s observance, about 5,000 people. Then, as now, small American flags were placed on each grave — a tradition followed at many national cemeteries today. In recent years, the custom has grown in many families to decorate the graves of all departed loved ones.

The origins of special services to honor those who die in war can be found in antiquity.

The Athenian leader Pericles offered a tribute to the fallen heroes of the Peloponnesian War over 24 centuries ago that could be applied today to the 1.1 million Americans who have died in the nation’s wars: “Not only are they commemorated by columns and inscriptions, but there dwells also an unwritten memorial of them, graven not on stone but in the hearts of men.”

To ensure the sacrifices of America’s fallen heroes are never forgotten, in December 2000, the U.S. Congress passed and the president signed into law “The National Moment of Remembrance Act,” P.L. 106-579, creating the White House Commission on the National Moment of Remembrance. The commission’s charter is to “encourage the&nbsp;people of the United States to give something back to their country, which provides them so much freedom and opportunity” by encouraging and coordinating commemorations in the United States of Memorial Day and the National Moment of Remembrance.

The National Moment of Remembrance encourages all Americans to pause wherever they are at 3 p.m. local time on Memorial Day for a minute of silence to remember and honor those who have died in service to the nation. As Moment of Remembrance founder Carmella LaSpada states: “It’s a way we can all help put the memorial back in Memorial Day.”
