GYPSUM - An earthquake rattled part of southeastern Saline County early this morning.

The quake struck at 3:25 a.m. Monday southwest of Gypsum, according to the Kansas Geological Survey. The quake was centered just west of S. Niles Road between E. Hedberg Road and E. Assaria Road.

Commissioners are scheduled to consider a resolution that would authorize the city manager to execute a settlement agreement between the City of Salina and Salina Media Connection (SMC). For a number of years, the city had an agreement with SMC for public, educational, and governmental programming on two cable television channels.

At the conclusion of a number of discussions about the agreement, the city commission on June 28 chose to allow the agreement with SMC to end rather than extend or renegotiate the agreement. City staff then began to exercise the termination provisions of the final agreement, including setting a timeframe for SMC to vacate Memorial Hall and determining the status of SMC's assets, including equipment and the remaining fund balance of $165,291.37. SMC was allowed limited access to Memorial Hall until late August.

While there was progress on determining the status of the equipment, there was "little progress" made in determining the dissolution of the fund balance, according to information from the city. On Aug. 23, the city commission authorized legal counsel to file a lawsuit to enforce the terms of the contract. 

"Shortly after this action, the City and SMC were able to agree and settle all of the remaining issues," the city noted in the commission meeting packet information.

SMC will pay the city $128,671.21 and the city will acquire $11,000 worth of SMC-funded equipment, according to the proposed settlement agreement.

Other items on the city commission agenda for Monday include the following.

●Consider awarding the bid for the city's 2022 mill and inlay project to APAC Kansas Shears Division of Salina in the amount of $916,219.20 with a five percent construction contingency for a total project authorization not to exceed $962,030.16 and authorize the city manager to execute a contract with APAC upon fulfillment of all prerequisites under the bid documents.

●Consider a proposed ordinance on first reading unconditionally approving the issuance of general obligation bonds by the Salina Airport Authority for the purpose of financing the cost of certaincapital improvements, including improvements to hangars 606 and 626 and related apron, taxi lane, and paring lot improvements.

●Consider approving a proposed resolution making certain findings and determinations as to the need for housing within the city and setting forth the legal description of real property proposed to be designated as a Rural Housing Incentive District within the city.

Salina City Commission to consider settlement agreement with SMC

According to the Kansas Geological Survey, a 2.2 magnitude earthquake struck at 4:33 p.m. Sunday southwest of Gypsum. The quake was centered northeast of the S. Cunningham Road/E. Assaria Road intersection.

ASSARIA - A minor earthquake shook part of southeastern Saline County Sunday morning.

A 2.1 magnitude earthquake struck at 11:32 a.m. Sunday southeast of Assaria, according to the Kansas Geological Survey. It was centered just north of E. Lapsley Road between S. Cunningham Road and S. Woodward Road.

The Kansas Highway Patrol reported a 2012 Chevy Traverse driven by&nbsp; Anthony A. Shearer, 44, Randolph, Neb., was&nbsp;northbound on Interstate 135 10 miles south of Salina.

A deer struck the hood and windshield of the vehicle. EMS transported&nbsp; Shearer and passengers Brayden Anthony Shearer, 16 and Brecken Allen Shearer, 13, both of Randolph, Neb.,&nbsp; to Salina Regional Health Center. Three other passengers were not injured. All six were properly restrained, according to the KHP.

Man, teens hospitalized in Salina after SUV strikes a deer

Today let’s go to Lupa Osteria Romana, a high-quality restaurant in the heart of New York City. The restaurant is serving delicious pork.&nbsp;

Where was it raised? On the Good Farm, half a continent away in Kansas.&nbsp;&nbsp;&nbsp;

Craig and Amy Good are the owners of Good Farm, the source of this specialty pork.&nbsp;&nbsp;Craig, the son of Don and Jane Good, grew up in Manhattan. He graduated from Manhattan High and earned a degree from Kansas State in animal science. Craig met and married Amy who earned her degree in what is now called health and human sciences.&nbsp;

After graduation, Craig worked for Fred Germann, who was an innovator in producing Specific Pathogen Free hogs. After five years, with Fred’s blessing, Craig and Amy moved to a farm near Olsburg and started producing breeding stock of their own.&nbsp;

“My passion is to make the next generation of production better than the last,” Craig said. He worked hard on improving the family’s swine herd and selling quality breeding stock to other pork producers.&nbsp;

Then the hog market crashed in1998. The market dried up for Craig’s boars and gilts.&nbsp;

“We went through a brief time of blaming others,” Craig said. “We could blame the packers or blame the corporations, but the blame game serves no purpose.”&nbsp;

Craig and Amy came up with possible alternative crops for their farm and approached K-State agricultural economist Vincent Amanor-Boadu. He looked at the alternatives but ultimately said to them: “Do what you’re good at, and that is raising hogs.”&nbsp;

Amanour-Boadu connected Craig and Amy with a start-up company in Brooklyn, New York that was interested in utilizing heritage livestock breed products from independent farmers for the upscale restaurant industry.&nbsp;

That company is now known as Heritage Foods USA. The founders of Heritage Foods made a trip to Kansas to visit Craig and Amy’s farm near Olsburg, starting a relationship that is in its 19th year.&nbsp;

Heritage Foods USA sources heritage breed products for a number of upscale urban restaurants, especially on the east and west coasts. This was a totally different market than what the Goods had reached in the past.&nbsp;

“We donated a pig to a benefit event that was being held in the Hamptons for some worthy cause being promoted by Mikhail Baryshnikov,” Craig said. Heritage Foods USA continued to build a network of restaurants. “That was the start of the farm-to-table movement on the coasts. Now they buy everything we can produce.”&nbsp;

The Goods raise Duroc hogs as well as Old World breeds such as Gloucestershire Spot and Tamworth. “(The Heritage Foods USA people) have a saying,” Craig said. “They say, `To save a breed of livestock, you have to eat it.’&nbsp;&nbsp;That may sound crazy, but what it means is, if you can create consumer demand for products from that breed, then more farmers will grow them.”&nbsp;

Heritage Foods USA brought groups of chefs to Good Farm in Kansas to see Craig and Amy’s livestock production practices, and family farm firsthand.&nbsp;&nbsp;“Every piece of pork is traced back to the farm,” Craig said.&nbsp;

One day, Craig got a call from the folks at Grandma Hoerner’s, a nearby company that processes fruit and other products. An ice storm had knocked out their refrigeration temporarily. Seven pallets of frozen plums had thawed out to the point that they couldn’t use them, so they called Craig to see if he wanted to feed them to his hogs.&nbsp;

“I called New York and said, `How do you feel about plum-fed pork?’ They loved it,” Craig said. Then there was a neighbor with a Jersey cow who gave excess milk, so the Goods fed the hogs milk with good consumer results as well.&nbsp;

“We want to raise the best product out there,” Craig said. It’s a lofty goal for a family farm near a rural community such as Olsburg, population 219 people. Now, that’s rural.&nbsp;

We commend Craig and Amy Good for making a difference with niche marketing and building relationships with urban consumers. I’m glad this has produced such Good results.&nbsp;

 </figure>By RON WILSON Kansas State UniversityToday let’s go to Lupa Osteria Romana, a high-quality restaurant in the heart of New York City. The restaurant is serving delicious pork.&nbsp;Where was it raised? On the Good Farm, half a continent away in Kansas.&nbsp;&nbsp;&nbsp;Craig and Amy Good are the owners of Good Farm, the source of this specialty pork.&nbsp;&nbsp;Craig, the son of Don and Jane Good, grew up in Manhattan. He graduated from Manhattan High and earned a degree from Kansas State in animal science. Craig met and married Amy who earned her degree in what is now called health and human sciences.&nbsp;<figure>

 </figure>After graduation, Craig worked for Fred Germann, who was an innovator in producing Specific Pathogen Free hogs. After five years, with Fred’s blessing, Craig and Amy moved to a farm near Olsburg and started producing breeding stock of their own.&nbsp;“My passion is to make the next generation of production better than the last,” Craig said. He worked hard on improving the family’s swine herd and selling quality breeding stock to other pork producers.&nbsp;Then the hog market crashed in1998. The market dried up for Craig’s boars and gilts.&nbsp;“We went through a brief time of blaming others,” Craig said. “We could blame the packers or blame the corporations, but the blame game serves no purpose.”&nbsp;Craig and Amy came up with possible alternative crops for their farm and approached K-State agricultural economist Vincent Amanor-Boadu. He looked at the alternatives but ultimately said to them: “Do what you’re good at, and that is raising hogs.”&nbsp;Amanour-Boadu connected Craig and Amy with a start-up company in Brooklyn, New York that was interested in utilizing heritage livestock breed products from independent farmers for the upscale restaurant industry.&nbsp;That company is now known as Heritage Foods USA. The founders of Heritage Foods made a trip to Kansas to visit Craig and Amy’s farm near Olsburg, starting a relationship that is in its 19th year.&nbsp;Heritage Foods USA sources heritage breed products for a number of upscale urban restaurants, especially on the east and west coasts. This was a totally different market than what the Goods had reached in the past.&nbsp;“We donated a pig to a benefit event that was being held in the Hamptons for some worthy cause being promoted by Mikhail Baryshnikov,” Craig said. Heritage Foods USA continued to build a network of restaurants. “That was the start of the farm-to-table movement on the coasts. Now they buy everything we can produce.”&nbsp;The Goods raise Duroc hogs as well as Old World breeds such as Gloucestershire Spot and Tamworth. “(The Heritage Foods USA people) have a saying,” Craig said. “They say, `To save a breed of livestock, you have to eat it.’&nbsp;&nbsp;That may sound crazy, but what it means is, if you can create consumer demand for products from that breed, then more farmers will grow them.”&nbsp;Heritage Foods USA brought groups of chefs to Good Farm in Kansas to see Craig and Amy’s livestock production practices, and family farm firsthand.&nbsp;&nbsp;“Every piece of pork is traced back to the farm,” Craig said.&nbsp;One day, Craig got a call from the folks at Grandma Hoerner’s, a nearby company that processes fruit and other products. SPARK creates direct and purposeful connections between aspiring veterinarians and veterinary practices in rural communities throughout Kansas. The daylong immersive experience provides participants with the opportunity to shadow veterinarians in rural communities in order to gain exposure to the demands and rewards of rural veterinary practice. The goal of the program is to generate long-term interest in a career in rural veterinary medicine. Additionally, SPARK participants will engage in consultation sessions to learn how to create a competitive application for a selective Doctor of Veterinary Medicine program. Ideal applicants for the SPARK program are those who intend to apply for admission to a Doctor of Veterinary Medicine program during the 2022-2023 application cycle and are within five years of attaining a veterinary medicine degree; however, applicants outside of that criteria are welcome to apply as well. K-State: Two summer programs for future veterinarians

Though it is a right protected by the First Amendment, most Americans have never assembled in a protest, rally or march. Gen Z is different: Activists are still among the minority, but members of Gen Z are&nbsp;<a href="https://survey.freedomforum.org/assembly/" target="_blank">most likely to say they have protested recently</a>. A few are even organizing their peers to protest too.

<a href="https://www.mprnews.org/episode/2021/11/18/inside-one-of-the-largest-youth-community-organizing-groups-in-mn" target="_blank">MN Teen Activists</a>, formed in May 2020, unites young voices to speak up about injustice. The group exercises First Amendment freedoms to organize students across the state to protest&nbsp;<a href="https://www.kare11.com/article/news/special-reports/amir-locke/students-walkout-to-demand-justice-for-amir-locke/89-fd9a1a25-d93e-498b-b31e-401dd6ab61a8" target="_blank">racial injustice</a>&nbsp;and&nbsp;<a href="https://www.startribune.com/st-paul-highland-park-high-school-apology-sexual-harassment/600118216/" target="_blank">sexual harassment</a>&nbsp;and to push for&nbsp;<a href="https://www.startribune.com/st-paul-students-teachers-in-person-learning-covid/600137015/?refresh=true" target="_blank">COVID safety</a>&nbsp;in schools.

Teigan Blaine, a junior at Benilde-St. Margaret’s school in St. Louis Park, Minnesota, is a group organizer for political strategy and communications. Blaine shared how the teens are taking a stand.

How did you get involved in organizing?

Organizing is something that has always been important to me — gathering a group of like-minded people to talk about issues that you are passionate about. I started getting involved in organizing in around 8th grade in order to talk with other students about how to navigate being a POC (person of color) in a PWI (predominantly white institution).

Why is it important to you personally to speak out on issues important to you?

I think it’s important to speak out on issues that matter to you, because if you don’t speak out, often the issue is left unsaid or not taken care of the way you would want it to be. I feel like my voice, if used, is powerful because when I speak out, I bring my skill set and other people’s skill sets to the table, which is important for starting a dialogue about an issue.

MN Teen Activists are an organization that is dedicated to eradicating systemic injustices within schools and society as a whole, ranging from the criminal justice system to economic injustices that plague minorities in our communities.

What are some of the ways your group organizes students and generates attention?

We use our social media platform to reach out to other students in addition to our personal connections to ensure that our message is heard effectively and clearly.

Does activism bring any risks? How do you navigate them?

Activism absolutely brings risks. There are people who want to silence this conversation and what you are doing and talking about, especially certain powerful people. I think you have to accept the risks that come with speaking out while also protecting yourself and making sure that you are doing everything in a safe manner.

Students’ First Amendment rights to speech, assembly and petition protect student activism, but public schools can limit how students express these at school. How do you navigate that?

Speaking out in a public school is not ideal for everyone. However, at MN Teen Activists we have made it our objective. When we are under attack we will stand up and fight back. If we don’t get justice, we will shut it down. We take pride in the different ethnic groups we have managed to mobilize. It begins as one and has grown into thousands. We are not afraid to be upstanders versus bystanders. The system navigates us; we are done navigating the system. When we organize our peers in schools we come with demands. Our results are tangible — nothing shy of creating a safer space.

Part of MN Teen Activists’ organizing strategy is working with school administrations. Why is that part of your process?

We feel it’s important to have dialogue with administration in order to have an understanding with one another. Administration and teachers within schools must understand the issues students are facing. When teachers and administration know what’s happening, they must take action in a transparent and clear manner, ensuring that the issue doesn’t become repetitive.

What would you say to school administrators and parents of students who are interested in protesting or organizing?

Speak with us; have that dialogue with us. We want change, but in order for it to happen we need to have that dialogue. We need more adults and education professionals to get involved in the cause because that helps amplify our cause.

What would you say to other students who are thinking about speaking out?

Use your voice. If in your heart, mind, body and soul you witness something that you know is wrong, speak out about it. But also ask yourself if you’re going to be persistent in the cause. If you actually want change, you have to have that endurance that says this is what I am fighting for. Because otherwise there is no point in speaking out if you’re not willing to be persistent in your cause and what you believe in.

Freedom ForumThough it is a right protected by the First Amendment, most Americans have never assembled in a protest, rally or march. Gen Z is different: Activists are still among the minority, but members of Gen Z are&nbsp;<a href="https://survey.freedomforum.org/assembly/" target="_blank">most likely to say they have protested recently</a>. A few are even organizing their peers to protest too.<a href="https://www.mprnews.org/episode/2021/11/18/inside-one-of-the-largest-youth-community-organizing-groups-in-mn" target="_blank">MN Teen Activists</a>, formed in May 2020, unites young voices to speak up about injustice. FIRST 5: These teens are upstanders, not bystanders

Haley Wesley joined Bethany College as the vice president of enrollment management on March 21. 

She and her family are moving from northern California where she worked at Pacific Union College, a Christian liberal arts college most recently serving as the associate vice president of enrollment, marketing and communications.

Wesley’s experience in enrollment, financial aid and marketing, “will serve Bethany College well,” said Greg Vaughan who has served as the interim vice president for enrollment management at Bethany since late September. Having worked with Wesley professionally for several years, Vaughan added, “Wesley is talented, hardworking and creative, and can motivate others by her enthusiasm and can-do attitude. Having valued my time at the college the last five months, I have the sense that Haley will be a great fit and that she and her family will love being part of the Bethany family and the Lindsborg community."

Wesley received a B.F.A., in graphic design in 2003 from the Academy of Art University in San Francisco and is currently pursuing an M.B.A. with an emphasis in marketing from Santa Clara University. Wesley’s responsibilities in her service as associate vice president at Pacific Union College, included leading a marketing and enrollment team of 15-plus, in all aspects of recruitment and admission activities. Before this role, she was director of creative services and provided overall management to the creative team.

Having worked in higher education for 15 years, Wesley is extremely passionate about “guiding young people to find their calling and realizing their dreams” and despite the demands of enrollment, she looks forward to “helping prospective students discover their purpose at Bethany, while working as part of the Swede family to solve enrollment challenges creatively and collaboratively.”

In addition to joining the Swede family, Wesley looks forward to becoming an “intricate part of the vibrant Lindsborg community,” and is anxious for her family-husband, two daughters and one son- to feel the same overwhelming welcome she did from both the Lindsborg and Bethany community.

President Elizabeth Mauch said she is most excited about the “value Wesley’s unique experience brings to the Bethany team and looks forward to the collaborative work ahead.”

MANHATTAN – Herbicides designed to protect home lawns and other turf areas from crabgrass are often misunderstood, said Kansas State University horticulture expert Ward Upham.&nbsp;

“Crabgrass preventers are just that – preventers,” Upham said. “With few exceptions, they have no effect on existing crabgrass plants, so they must be applied before germination.”&nbsp;

Crabgrass preventers are another name for pre-emergence herbicides that prevent crabgrass seeds from developing into mature plants, he said.&nbsp;

“Many people have a somewhat foggy idea of how they work and assume they kill the weed seed,” Upham said. “That is not the case. They do not kill the seed or even keep the seed from germinating, but rather they kill the young plant after it germinates. Therefore, they do not prevent germination, but prevent emergence.”&nbsp;

For that reason, Upham said the timing is critical when choosing to apply crabgrass preventers.&nbsp;

“Microorganisms and natural processes begin to gradually break them down soon after they are applied,” he said. “If some products are applied too early, they may have lost much of their strength by the time they are needed. Most crabgrass preventers are fairly ineffective after about 60 days, but there is considerable variation between products.”&nbsp;

For most of Kansas, crabgrass typically begins to germinate around May 1 or a little later, Upham said. So, he adds, “April 15 is normally a good target date for applying preventer.”&nbsp;

“Even better,” he said, “base timing on the bloom of ornamental plants. The Eastern Redbud tree is a good choice; when the trees in your area approach full bloom, apply crabgrass preventer. A follow-up application will be needed about 8 weeks later unless you are using Dimension or Barricade.”&nbsp;

Upham said products that do not require a follow-up application include pendemethalin and Team.&nbsp;

“Dimenson and Barricade are the only two products that give season-long control of crabgrass from a single application,” Upham said. “In fact, they can be applied earlier than April 15 and still have sufficient residual strength to last the season. Barricade can even be applied in late fall for crabgrass control the next season.”&nbsp;

Dimension can be applied as early as March 1, he added.&nbsp;

🎥Lawn feeling crabby? Timing is important for most crabgrass preventers

The Dickinson County Road and Bridge Department uses a strict inspection process to ensure the county’s 300 bridges are safe.

“Our bridges are inspected every other year and the ones that are more at risk are inspected every year," said Dickinson County Road and Bridge Supervisor Martin Tannahill. "None of our bridges are in danger of falling in."

When Tannahill talks about “our bridges,” he means structures located on township and county roads.

“We have nothing to do with interstate or state highway bridges,” Tannahill said.

"None of our bridges are in danger of falling in."When Tannahill talks about “our bridges,” he means structures located on township and county roads.“We have nothing to do with interstate or state highway bridges,” Tannahill said.Nationwide, the state of bridges and other infrastructure has long been a concern and in recent months, Congress passed the Infrastructure Investment and Jobs Act to help rebuild the nation’s roads, bridges and railways.As if to emphasize the need, in January, the Fern Hollow Bridge in Pittsburg, Pa., collapsed., bringing renewed attention to the problems.Locally, however, Dickinson County has taken an aggressive approach to ensure its bridges are safe, not only through a rigorous inspection process, but also with a planned bridge rebuilding program.And it’s an agenda most county voters agree with. While the county has a regular road and bridge department budget, county residents in November 2020 voted to continue a one-half percent sales tax (originally instituted in 2014) to fund road and bridge projects. Those tax collections cannot be used for anything else.The special sales tax will sunset in 2030.Sixty percent of the sales tax collected goes toward paving projects, 30 percent is earmarked for bridges and 10 percent is for safety features, including striping and pavement marking.High risk bridgesWhile all Dickinson County bridges are safe, some are more “at risk” than others because they are deemed fracture critical or scour critical. Those bridges are inspected yearly.Bridge scour occurs when fast moving water removes sediment such as sand or gravel from the abutments or piers, causing severe erosion that could lead to possible structure failure if left unchecked.The county has five bridges categorized as “fracture critical,” which means if one corner of the bridge fails the whole bridge fails.“They were designed to push the weight down on the corners so when you drove on it you pushed on all four corners. If one corner on a fracture critical gives, the whole bridge is going to go,” Tannahill said. “Fracture critical may be considered high risk and they’re inspected every year.”In comparison, if a haunch slab bridge was struck -- sustaining severe damage on one corner -- the bridge would remain standing.“You would have to repair it, but it wouldn’t fall into the brink," Tannahill said.Haunch slab bridges are one of the most common concrete bridges built today and the most common in Dickinson County.“That’s what they’re building right now on Rain Road,” Tannahill said. “Even though it’s flat it’s got a little haunch in the middle.”Haunch slab bridges can be built as long as necessary just by adding extra spans.“You can make them whatever you need. You just need to add a pier every so often to hold it up,” Tannahill said.The human elementUnfortunately, even the safest bridge can have an issue when drivers don’t exhibit common sense. Whether that’s due to driving dangerously and striking the corner of a bridge at a high speed -- or just as dangerous — exceeding a bridge's posted weight limit.“The only one we ever had give-way happened when someone drove over a bridge with an excessive weight that it couldn’t handle,” Tannahill said.In that incident the combined weight of a huge 4-wheel drive tractor and a fully loaded 1,400-bushel grain cart “snapped every plank and it was gone — the grain cart was sitting in the bottom of the channel,” Tannahill recalled.Fun fact: A “bridge” is 20 feet or longer. Inspectors services are only used for bridges. County crews keep track of anything smaller using a rating system.Starting in 2009, then Asst. Road and Bridge Department Supervisor Larry Young, now retired, drove down every road and wrote down every road, every structure, every culvert and the size of it and rated it a one through five, Tannahill said.“When he got done we had a couple handfuls of ones and twos with one being bad,” Tannahill recalled. “That got us started with our plan to get so many done per year. We’re working on the threes now. The ones and twos have been handled.”Surprise projectsBesides the inspectors and routine bridge crew examinations, the county also relies on residents who call in if something is amiss."The Rain Road bridge we're doing now was not a planned bridge project,” Tannahill explained. During the summer of 2021, Tannahill learned a hole had opened up on the bridge at 1510 Rain Road, south of Chapman. In response, Tannahill's crews temporarilypatched the bridge deck with a metal plate and the bridge moved to the top of the 2022 replacement list.Although it sounds scary to hear that a hole opened up in a bridge, Tannahill said the structure still was safe. In fact, in some counties — especially those in less populated parts of Kansas — patched bridges often go years before enough money can be put aside to replace the bridge."In all reality, even though the hole was there and we threw that metal plate on it, that bridge would still pass inspection,” Tannahill said. "The problem is for the driving public, snow removal and everything else, I can’t just leave a steel plate out in the middle of a bridge."What’s frustrating to Tannahill and his crew is they know exactly what caused the hole: Rock salt and chemicals used to pre-treat and/or melt snow and ice. It’s an unfortunate “Catch 22" that the process needed to keep roads safe also causes them to deteriorate.While county crews do many of the smaller bridge projects, larger bridges are contracted out. Ebert Construction of Wamego is building the 1500 block of Rain Road, south of Chapman. That project is expected to finish up in April.The cost to build the new Rain Road bridge is $727,000.2022 bridge projectsBids will be let in May for a bridge located at 510 800 Ave., and again in October for a bridge at 1145 First Road near Industry. Tannahill said the First Road Bridge will probably cost around $2 million.“It’s going to be a big job. It’s going to cost us because we’re going to shorten the bridge by 80 feet, but to do that it’s going to take an immense amount of building a new road,” Tannahill said.Other bridge projects planned in 2022 are located at 170 Trail Road, 1340 3400 Ave., 1356 400 Ave., 300 Lark Road, 1015 700 Ave., 1501 Oat Road and 1885 Daisy Road.Also included is a fish passage bridge at 1468 Utah Road. For years, the county has received grant monies from the U.S. Fish and Wildlife Service to replace bridges located in the habitat of the Topeka Shiner minnow, which is on critical list of endangered species.The Topeka Shiner lives in Lyon’s Creek in the southeast part of the county.“We’ve done about 20 fish passage bridges,” Tannahill said. “The area encompasses over a quarter to one-third of the county. Why they live there and don’t live over by Manchester (in northern Dickinson County) I don’t know. But everything that tributes in or out of Lyon’s Creek is in a fish passage area.”Tannahill said the Dickinson County road and bridge department usually can stay caught up on needed road and bridge projects.“We are very blessed, with the sales tax we have and the amount of money in the budget,” Tannahill said. “Some places have got bridges where they can’t do anything but put up barricades until the money comes in.“We can usually stay caught up, but the projects will never end.”
