Join Micah Eklu and Jackie Anders as they share what this important holiday is about, how it’s been celebrated, including in Salina, and why it’s important. Eklu is the current chairwoman of the Salina Juneteenth Celebration Committee and a member of the USD305 Equity Council as well as the City of Salina Disability Advisory Board. Anders is the founder of Salina Juneteenth and also a committee member.

Smoky Hill Museum program to look at Juneteenth

Wondering what those explosions were Tuesday? 

Airmen from the Kansas Air National Guard were doing explosive ordnance training at the Smoky Hill Air National Guard Range southwest of Salina, according to information from Jane Welch, director of public affairs for the Kansas Adjutant General's Department.

"Normally when they do the training they don’t actually explode the ordnance. This time they did. That is why people were hearing the explosions," Welch told Salina Post.

Each year, more than 2,000 dedicated, engaged, community-minded, and fun volunteers step up to help make the epic arts party a huge success.

The 2022 Smoky Hill River Festival is just around the corner - June 9-12 - and approximately 320 volunteers are still needed.

Volunteers must be 12 or older and are required to purchase and wear an official festival admission wristband. Volunteers have the opportunity to:

• Work a two-hour shift to provide at-booth beverages and short breaks to festival artists.

• Serve individually, as a couple, with a friend, as a family, or as a corporate team.

Desired traits: Good interpersonal and customer service skills. Average overall physical condition to work outside.

• Assist demo artists with various needs as they are demonstrating and selling their work, answering general questions.

• Help move supplies to and from vehicles if needed, ensuring cold water jug stays full.

• Booth sit if an artist needs to step away momentarily.

Estimated time commitment: 2.5 hours

Desired traits: Good interpersonal and customer service skills

Parking guides have the opportunity to:

• Wear an official vest and provide parking assistance and directions to festival artists.

• Meet and direct festival artists during brief morning load in shifts before park opening on Friday and Saturday.

• Assist children in assembling art projects and refilling craft supplies and/or playing the free games.

The Saline County Treasurer's Office announced Wednesday morning that irregularities in the application of some tax payments had been discovered.

Saline County Treasurer Jim DuBois told Salina Post this morning that recently some anomalies in the process had been discovered.

In a statement released this morning, DuBois noted that "the Saline County Treasurer’s Office recently discovered irregularities in the application of tax payments from escrow accounts established directly with the Treasurer’s Office. Accounts where your taxes are paid by a lending institution are not affected. All tax payments have now been properly credited. However, we are engaging the assistance of an outside firm to examine how these issues occurred and what other steps we can take to prevent similar problems in the future."

DuBois declined to provide specifics about how the issue happened and how it was discovered as the investigation is still in progress. He said more information would be released when he is able to do so.

He also encouraged taxpayers to cooperate with the probe should they be contacted to help the treasurer's office verify information.

Treasurer's office discovers some tax payment application irregularities

TOPEKA&nbsp;– Governor Laura Kelly announced today that&nbsp;nearly $50&nbsp;million&nbsp;in federal, state, and private investments is going to two rail projects – the Southwest Kansas Infrastructure Upgrade Project and the KYLE Railroad Gateway Project – in southwest and north-central Kansas. 

$20 million of that amount comes through the Consolidated Rail Infrastructure and Safety Improvements Grant Program, a federal grant program of the U.S. Department of Transportation. Governor Kelly&nbsp;directly advocated for&nbsp;both grant applications&nbsp;to&nbsp;the Federal Railroad Administration.&nbsp;

“I’m thankful we were able&nbsp;to&nbsp;secure these two federal grants to improve our rail network,”&nbsp;Governor Laura Kelly said.&nbsp;“By investing in this part of the supply chain, we&nbsp;are&nbsp;strengthening&nbsp;Kansas’ role&nbsp;as the nation’s logistics hub&nbsp;and making&nbsp;it easier for manufacturers and farmers to get their products to market.”&nbsp;

Funds going toward the Kyle Railroad Gateway Project will, among other things,&nbsp;replace&nbsp;23.5 miles of obsolete track with upgraded&nbsp;continuous welded rail on the Kyle Railroad Company’s Concordia Subdivision between Beloit and Yuma Junction, Kan.&nbsp;The project will increase the rail’s operating speed from 10 to 25 miles per hour, enable the line to support 286,000 lb. rail cars, and connect a critical area in northern Kansas to the national rail network.&nbsp;

Investments in the Southwest Kansas Infrastructure Upgrade Project will improve the Cimarron Valley Railroad in southwest Kansas from Dodge City to Hugoton, Kansas. They will enable the rail to support biodiesel operations and local agricultural product transports, raise the operating speed from 10 to 25 miles per hour, and increase the rail’s weight capacity.&nbsp;&nbsp;&nbsp;

“Partnerships – across federal, state, and local governments and the private sector – are key to the success of the IKE program. I appreciate everyone working together to secure another win for Kansas infrastructure,”&nbsp;said Kansas Secretary of Transportation Julie Lorenz.

A Utah man was injured when he lost control of his motorcycle in north Salina Tuesday morning.

Kenneth Sabo, 69, was southbound on N. Ninth Street near Interstate 70 when he lost control of his 2014 Honda motorcycle in the rain and crashed, Salina Police Captain Paul Forrester said this morning. The accident occurred at approximately 6:20 a.m. Tuesday.

Memorial Day serves in my mind as the unofficial start of the summer, Independence Day the middle, and Labor Day the end. I am aware that this timeframe has inaccuracies, but this engrained set of time landmarks can’t be changed in my mind. And I don’t think I am alone. The popular agreement of Memorial Day being summer’s kick-off celebration brings with it criticism that too many people think of the holiday as an excuse to party or a day off instead of an opportunity to observe its true meaning.

Memorial Day is intended to be a day of remembrance for the sacrifice military personnel who died in service to their country. Some people more broadly recognize the contributions of service in the armed forces on this day, which seems appropriate, too, as they have lost comrades and were willing to sacrifice for the country. My firm association of Memorial Day launching summer does surprise me a little as I don’t ever remember this weekend being associated with anything like vacation or party-like in my childhood. I have countless memories of gathering with a small crowd of community members at the local cemetery to watch the high school band play, see the VFW members present the colors, students leading the pledge of allegiance, speakers with words of remembrance, a prayer by local clergy and the chills of 21-gun salutes followed by taps for a somber ending. Memorial Day never felt like a celebration, but it also never really a time of mourning for me. Beyond the rituals of the ceremonies, I remember appropriately somber reflection on what it must be like for families who lost a loved one and whether or not I could willingly sacrifice my life for my country. I also remember anticipation to go to an event where I could visit with family members and friends from the community. Important parts of my character and values were being formed by attending those events. I was learning to take pride in my country, to feel and express gratitude for those who serve, to enjoy community, to feel empathy for those who have lost, and to think about how I could serve in my life. Another thing I remember is that there weren’t a lot of families or kids at the ceremonies. I am not sure if this is because other families where traveling or maybe some thought it too mature for children. I would guess that there are less families attending now than ever and that makes me sad. Memorial Day helped instill in me the patriotic ideals of our country: freedom, service and sacrifice. It built a sense of community and challenged me to think about how I could continue to contribute to that community. Some reading this will have attended Memorial Day ceremonies. Thank you for attending and taking time to remember, and build our communities. For others thoughts of military service may only have come from watching the latest “Top Gun” movie. You weren’t alone, it was a great movie. However, I would challenge you to make a little time to remember the sacrifices of others and to think about how you can serve your community in the future. And don’t forget to take your kids, they will remember the time with you and the lessons for the rest of their lives.

EVANSTON, Ill. - Today, National Merit Scholarship Corporation (NMSC) announced over 2,600 winners of National Merit Scholarships financed by U.S. colleges and universities.

Officials of each sponsor college selected their scholarship winners from among the finalists in the 2022 National Merit Scholarship Program who plan to attend their institution. These awards provide between $500 and $2,000 annually for up to four years of undergraduate study at the institution financing the scholarship. An additional group of scholars will be announced in July, bringing the total number of college-sponsored Merit Scholarship recipients in the 2022 competition to about 4,000.

This year, 155 higher education institutions are underwriting Merit Scholarship awards through the National Merit Scholarship Program. Sponsor colleges and universities include 82 private and 73 public institutions located in 42 states and the District of Columbia.

College-sponsored Merit Scholarship winners announced today are a part of the distinguished group of about 7,500 high school seniors who will receive National Merit Scholarships for college undergraduate study worth nearly $28 million. Earlier this spring, NMSC announced winners of corporate-sponsored Merit Scholarship awards and National Merit $2500 Scholarships.

These awards provide between $500 and $2,000 annually for up to four years of undergraduate study at the institution financing the scholarship. An additional group of scholars will be announced in July, bringing the total number of college-sponsored Merit Scholarship recipients in the 2022 competition to about 4,000.This year, 155 higher education institutions are underwriting Merit Scholarship awards through the National Merit Scholarship Program. Local, area students receive National Merit Scholarships

The City of Burr Oak is getting a boost toward making improvements to its water distribution system thanks to a loan and a grant from the United States Department of Agriculture.

United States Department of Agriculture Acting State Director for Rural Development Kansas Dan Fischer today announced that the department is investing $16,155,000 toward nine community projects across the state, including the project at Burr Oak.

Information about the nine projects as provided by the United States Department of Agriculture follows.

A $968,000 loan and $1,549,000 grant will be used toward improvements on the City of Burr Oak's water distribution system. The project will make upgrades to the water storage tank as well as painting the interior and exterior. The proposed improvements will replace approximately 30,000 feet of waterline, install 114 new meters, along with valves and hydrants. Additional funding for this project includes a $330,000 Kansas Department of Commerce Community Development Block Grant and a $75,000 Dane G. Hanson Foundation Grant. This project will provide safe and reliable water to the community for years to come. 

A $4,641,000 loan will help provide improvements to Jefferson County Rural Water District No. 13. These improvements include rehabilitating the treatment plant filters, installing 16 miles of pipe, installing backup generators, adding a new well and creating a new emergency connection to a neighboring water district. These improvements will meet the water demands of customers on peak days and will accommodate anticipated increase in future customers.

A $350,000 loan will help make improvements to the water distribution system for the City of Linwood. The improvements include replacing nearly 6,500 feet of waterline, replacing 11 fire hydrants and 28 gate valves. Once the project is completed, it will provide safe and reliable water through a new and improved water distribution supply system. 

An $820,000 loan and $423,000 grant will be used to provide additional funding to complete improvements on the City of Highland's water system. The project is to construct a new ion exchange treatment plant and a non-discharging lagoon. In Sept. 2021, Rural Development obligated a $1,262,000 loan and $534,000 in grant funding for this project. Other funding includes a Kansas Department of Commerce Community Development Block Grant of $600,000 and Kansas Department of Health and Environment debt forgiveness of $600,000. The project will correct issues with the current water system and the community will have safe and reliable water for years to come.

A $6,416,000 loan and $627,000 grant will be used to construct discharging lagoons with wetlands for the City of Linn Valley. This project includes construction of a discharging lagoon, sized for 20-year population growth. Construction of a second discharging lagoon for 40-year population growth. Once the project is complete it will provide environmental benefits and future growth potential for the community.

A $233,000 loan will supplement previous funding to the city of Nortonville to help complete their water system improvements. The project will construct two new wells and replace cast iron waterline. Previous funding for this project consists of a Rural Development Water and Waste Disposal Loan of $771,000 and a Kansas Department of Commerce Community Development Block Grant of $501,300. With these additional funds, the city will be able to complete the project as designed and provide the citizens with safe drinking water.

A $42,700 grant will be used toward the purchase of a shipping container to convert into public restrooms for a city park in Jetmore. The current restroom is in poor repair and is not accessible for individuals with disabilities. The new container will be engineered to include two bathrooms that will be ADA compliant. The outside will be beautified, making it consistent with the surrounding environment. Once complete, this facility will provide safe and reliable services in the park.

A $27,500 grant will help purchase and install eight new storm sirens for the city of Wellington. The sirens will replace six storm sirens within the city limits, and sirens at Wellington Lake and Wellington Airport. All these sirens can be activated by Sumner County 911, Wellington Law Enforcement and Wellington Fire/Emergency Medical Services. Once the new sirens are installed, residents and visitors will have a more reliable emergency warning system.

A $58,600 grant will be used to supplement previous funding to improve a small outdoor community gathering space within the City of Kingman. Currently there is no disability parking or access at the site, and it lacks adequate lighting and needs a fence installed for safety.

The Kansas Sampler Foundation announced the recipients of the 29th annual We Kan! Awards which are presented as appreciation for dedicated work in helping preserve and sustain rural culture.

Marci Penner, director of the Inman-based non-profit, said, "These award winners aren't chosen from an application process. These are people we notice because of their good work over time or for how they impact their community or state in a unique manner."

Given at the Kansas Sampler Festival for many years, the awards are now handed-out in surprise fashion, often with a flash-mob of local supporters and family in attendance.&nbsp;

The fifth and final 2021 award was recently presented to Karla Fleming, Mankato (Changing the tide). Other recipients for 2021 were Marilyn Jones, Peabody (You’ve made a difference); Grant Neuhold, Kiowa County Media Center, Greensburg (Media guru and Good Guy); Sharolyn Wagner, Bennington (For “treating” us all so superbly); and Ron Wilson, Manhattan (Rural says thank you!).

Penner said, "This list includes people with a range of skills and talents from community doers who operate without a title to entrepreneurs and those involved in the media. Kansas is stronger because of the consistent and earnest efforts of each of these citizens and we are proud to recognize them.”

Now that summer school has begun, school zone lights will be active in two parts of town through July 1.

Earlier today, summer school began at Cottonwood Elementary School, 215 S. Phillips Avenue, and Sunset Elementary School, 1510 W. Republic Avenue.

During the above times, the reduced speed school zones around the two schools will be enforced, according to information from the City of Salina. 

The remainder of the reduced speed school zones in Salina will not be enforced until the 2022-2023 school year begins in August.
