There’s no shortage of good causes to donate to this holiday season. But before you give somewhere new, make sure you’re not donating to a scam.

Scammers are pros at tricking people into donating.

They’ll often even use names that sound a lot like other charities you’ve heard of to get your money. Here’s how to make sure your money is going to support the cause you care about:

Don’t be rushed or pressured into giving, especially over the phone.&nbsp;

If it’s a request to donate on social media, take the time to make sure the person who shared it with you knows the organization or person fundraising.. 

Research the charity before you give.&nbsp;

Search the name plus “complaint,” “review,” “rating,” or “scam.” Organizations like the&nbsp;Better Business Bureau's (BBB) Wise Giving Alliance,&nbsp;Charity&nbsp;Watch, or&nbsp;Candid&nbsp;also let you research charities.

Technology makes it easy for scammers to fake caller ID information. Calls can look like they come from your local area code, or from a specific organization, even if they don’t. In reality, the caller could be anywhere in the world.. 

Check out the charity’s website.

Does it give you details about the programs you want to support or how it uses donations? How much of your donation will go directly to support the programs you care about? If you can’t find detailed information about a charity’s mission and programs, be suspicious.. 

Pay attention to how you pay.&nbsp;

If a charity asks you to pay with cryptocurrency, by wiring money through Western Union or MoneyGram, with a payment app, or with a gift card, it’s likely a scam. Donating by credit card or check is safer.

FTC: Avoid holiday charity scams — tips to give wisely

As 2024 comes to an end, the Saline County Appraiser's Office reminds residents about state property tax relief programs that may apply to them. If you think you may qualify for one of these programs, consult your tax preparer.

The statewide school general fund exemption for residential properties applies to all residential class properties. This exemption covers the first $75,000 of appraised valuation and applies to the statewide 20.000 mills for schools. No application is necessary, as the exemption is automatically deducted from the property tax bill. The tax reduction for this exemption can be up to $172.50.

Residents may apply for one of the following programs, but to qualify for a refund, you must complete a state income tax return. Even if you don’t usually file a tax return, the state form must be submitted to receive the refund. Claims can be filed after December 31 and no later than April 15.

The Homestead Refund program requires applicants to be Kansas residents for the entire year and homeowners. Applicants must also meet one of the following qualifications for the entire year: be 55 or older, be blind or permanently disabled, or have a dependent child under 18 living with them all year. Household income must be less than $40,500 to qualify. The maximum refund is $700, and the refund is issued as a credit on income taxes using Form K-40H.

The SAFESR program, which provides property tax relief for low-income seniors, requires applicants to be Kansas residents for the entire year and own a home in Kansas during 2024. Applicants must be 65 or older for all of 2024, with a household income less than $23,700. The home cannot be valued greater than $350,000. The maximum refund is 75% of the 2024 property taxes, and the refund is issued as a credit on income taxes using Form K-40PT.

The Golden Years Homestead Property Tax Freeze is available to Kansas residents who owned and occupied their homes for the entire year. Applicants must be 65 or older for the entire base year or be a disabled veteran with a 50% or greater permanent disability for both the base year and claim year. Household income must be less than $53,600, and the home cannot be valued greater than $350,000. The refund amount is the difference between the prior year and current year property taxes. This refund is issued as a credit on income taxes using Form K-40SVR.

Saline County Jail Bookings, Nov. 26

The Salina Police Department (SPD) is investigating an incident at Dollar General on South Ninth Street where a store employee accidentally dropped a bag containing more than $1,500. Surveillance footage shows a man picking up the bag and leaving without returning it.&nbsp;

According to SPD Cpt. James Feldman, the 27-year-old store employee, was carrying the bank bag, possibly along with other items, when the bag was inadvertently dropped near the business. The loss initially went unnoticed, but store surveillance footage revealed a sequence of events.

The video reportedly shows a white male, approximately 40 to 50 years old, discovering the dropped bag just outside the store around 3 p.m. He picked it up, briefly entered the store, left without the bag, and then returned to purchase before leaving the store. The bag and the money were not returned, leaving the store short a substantial amount of cash.

Cpt. Feldman confirmed that the store employee who dropped the bag reviewed the surveillance footage but did not recognize the individual seen picking it up. The footage does not indicate whether the man opened the bag to inspect its contents.

Authorities are working to identify the individual seen in the video and are hopeful that additional leads, such as photographs from the surveillance footage, will assist in resolving the case.

The Salina Police Department urges anyone with information about this incident or the individual involved to come forward. Tips can be reported to the Salina Police Department at (785) 826-7210.

The Garage Automotive Museum, located at 134 S. Fourth Street in Salina, Kansas, has unveiled a holiday display that’s stealing the show—literally. A custom-built replica of the Grinch’s sleigh from Dr. Seuss’s How the Grinch Stole Christmas! is now on display.&nbsp;

The 2000 Grinchworks Christmas Sleigh, created by Russ Soupene of Manhattan, Kans., was built from repurposed materials, including junkyard parts and truck shop scraps. It features twin turbo jets, retrofitted truck air tanks, and vibrant decorations inspired by the whimsical world of Whoville. The sleigh also has disco-ball flames and a distinctive custom shifter.

Soupene said the sleigh began as a creative project born from his experience decorating a 1930 Model-A Ford wrecker truck for Manhattan Christmas parades with Manhattan Wrecking Service's Todd Gillmore.

"We needed to change the decorations on it, and I was home sick with COVID and nothing to do so I was thinking, 'Well, you know if I could make a sleigh and then we could tow up behind the record track, and then that would be real good for the museum and the parade,'" Soupene said. "I said, 'Well, if I can come up with stuff to make the jet engines out, well then the rest of it'll be easy.'"

Soupene went to his junk pile at his Manhattan Sure truck repair shop and dug around until he found every part he needed to make the sleigh.&nbsp;

"I dug around out there for just a few minutes and had everything to make it. I probably could've made two of them," Soupene said.&nbsp;

Soupene constructed the Grinch's sleigh in October 2022, completing it in less than two months. He started the project about one to two weeks into October and had to finish it by the end of November for the Christmas parade in Manhattan.

"I would always drive it[the Model A] in the parades and then I wanted my granddaughters to ride with me, and so, so that was the big reason was so they could ride in the sleigh," Soupene said. "It's all to have a good time and enjoy Christmas."

The sleigh, made entirely from repurposed materials and inspired by the iconic Dr. Seuss story, blends holiday charm with mischievous engineering. The sleigh’s design incorporates numerous thoughtful details from the movie How the Grinch Stole Christmas, such as buttons, switches, a radar panel, the iconic stolen "Mayor of Whoville," and more.

"Christmas is always a fun time, and the sleigh is about spreading Christmas cheer," Soupene said.&nbsp;

After its time at The Garage Automotive Museum, the sleigh will return to Manhattan, where Soupene plans to store it and potentially auction it off in the future, with proceeds benefiting a charitable cause like St. Jude’s Children's Research Hospital.

Michelle Peck, the Museum's executive director, said the display is a great photo backdrop and an opportunity to learn how "junk" can be repurposed into something magical.

"It is a great photo opportunity to bring your family in and take your photo with the Grinch. Also, check out the Oddities exhibit on display at The Garage," Peck said. "We have a lot of oddly fantastic cars and vehicles on display right now you won't want to miss."

The Grinch's sleigh will remain displayed throughout the 2024-2025 holiday season. Visitors are encouraged to stop by the museum to experience this festive marvel, take photos, and explore the creativity behind its construction.

 </figure>The 2000 Grinchworks Christmas Sleigh, created by Russ Soupene of Manhattan, Kans., was built from repurposed materials, including junkyard parts and truck shop scraps. It features twin turbo jets, retrofitted truck air tanks, and vibrant decorations inspired by the whimsical world of Whoville. The Garage Automotive Museum showcases replica of The Grinch's Sleigh 

Christ Cathedral announces the return of its unique annual Kirkin’ o’ the Tartans worship service and Feast of St. Andrew. It is set for Saturday, Nov. 30, 2024, at 6 p.m. at the Cathedral, 138 S. Eighth Street, downtown Salina.

The Kirkin’ o’ the Tartans spotlights the Scottish tradition of having family and clan tartans blessed at a special time of year. The Saturday-evening service and following potluck meal are open to the public. Because three of Salina’s four founding families are Scottish, many feel that a Kirkin’ service is well-suited for the Salina area.

“All are welcome to ‘put on their Scottish’ for the Kirkin’ o’ the Tartans,” says Mo. Shay Craig, dean of Christ Cathedral. The holiday-season Kirkin’ service and potluck offer the community a unique taste of Scottish music, traditions, and food in a beautiful historic setting.

At 6 p.m. that Saturday, attendees will be piped into the Cathedral by McPherson-area bagpipers for a service including Holy Eucharist (communion), festive music, and ancient prayers. The tartan sash, kilt, or fabric swatch of any families in attendance that night can be blessed as their clan (family) names are “called” out loud.

Immediately following the worship service is a potluck Ceilidh (“KAY-lee”) supper and a Scotch Whisky tasting in the parish hall library. The evening ends as those in attendance select the Parish Chieftain who will receive a special sash to be worn at next year’s Kirkin’.

Today’s modern-day Kirkin’ traditions link back to mid-16th-century Scottish history. After the English defeated Bonnie Prince Charlie’s Scottish forces in the Battle of Culloden in 1746, the wearing of tartans and playing of bagpipes were forbidden. The wearing or displaying of tartans was punishable by death. According to legend, Scots continued to wear a hidden piece of tartan to church, and their minister would slip in a blessing, or kirking, of the tartans into the worship service.

Celebration of Scottish roots is especially appropriate for Episcopalians, who owe a debt of gratitude to the Scottish Episcopal Church. The Church of England would not consecrate Samuel Seabury, the first American bishop elected post-Revolution, unless he swore allegiance to the Crown. When he would not, bishops in Scotland consecrated Seabury in Aberdeen on Nov. 14, 1784, asking that in return he incorporate the Scottish Rite for the Eucharist into the American prayer book. Features of the Rite are still in use today.

The first recognized Kirkin’ service in America was conducted in Washington, D.C. in 1941. The tradition has grown in popularity since then. Beyond spotlighting Episcopalian heritage and Scottish culture, Christ Cathedral’s Kirkin’ o’ the Tartans and Feast of St. Andrew potluck on Saturday, November 30 encourages participants to reflect on their own family and ethnic heritage.

TOPEKA — Emergency loans are available to help Kansans who had losses from storms last spring.

Last week, the Federal Emergency Management Agency designated 13 counties as natural disaster areas due to severe storms, straight-line winds, tornadoes and flooding on May 19.

The counties are Barton, Ellsworth, Harvey, Hodgeman, Lincoln, Morris, Ottawa, Pawnee, Reno, Russell, Stafford, Wabaunsee, and Wyandotte.

In additionn, neighboring counties Butler, Chase, Clay, Cloud, Dickinson, Edwards, Ellis, Finney, Ford, Geary, Johnson, Kingman, Leavenworth, Lyon, McPherson, Marion, Mitchell, Ness, Osage, Osborne, Pottawatomie, Pratt, Riley, Saline, Sedgwick, and Shawnee.

Contiguous counties of Platte, Clay and Jackson in Missouri are also eligible.&nbsp; &nbsp;

The loans can be used to meet various recovery needs, like replacing essential items, including equipment or livestock, reorganizing a farming operation, or refinancing certain debts. FSA will review the loans based on the extent of losses, security available, and repayment ability.

FEMA designates 13 counties in Kansas as disaster areas

TOPEKA — Rural Kansas needs around 4,000 new homes per year to meet a growing population’s housing needs and address the state’s housing crisis.&nbsp;

From legislation enabling zoning reform at the local level to boosted tax credits for developers, Kansas legislators heard about a myriad of options this week to increase the state’s housing supply.&nbsp;

A major focus for state lawmakers is finding ways to increase the availability of affordable housing because a majority of low-income Kansans and about 27% of all Kansas residents are spending more than 30% of their income on housing costs such as rent payments, mortgages and utilities.

Erin Beckerman with Kansas Housing Resources Corporation, which administers housing-related programs for the state, told legislators Tuesday that an estimated 3,800-4,800 homes need to be built each year in rural Kansas to meet demand. That’s based on a 2021 statewide housing needs analysis, but it doesn’t include metro areas.

Topeka conducted its own analysis, which found it needed about 720 new homes annually, which includes affordable and workforce housing along with market-rate and special housing types. About 8,200 new housing units were&nbsp;<a href="https://ksdata.ku.edu/sdc/region.php?area=Kansas&amp;tab=2#HOUSE" target="_blank">created</a>&nbsp;in Kansas in 2023, according to U.S. Census Bureau data.&nbsp;

Federal funding sources, which are administered through the corporation, only stretch so far in Kansas. At the same time, relatively new state programs are filling gaps. They include housing investor tax credits, affordable housing tax credits and Reinvestment Housing Incentive Districts, which helps fund public infrastructure improvements through developers.

Rep. Sean Tarwater, a Stilwell Republican and chair of the 2024 special committee on available and affordable housing, said legislators have taken significant steps to address housing affordability and availability.&nbsp;

“We’ve got to be cognizant of the programs that we currently have before we start piling on new programs, and we got to make sure the ones we have work also,” he said Tuesday.

Analysts nationwide point to a lack of affordable and available homes as cause for the housing crisis across the country, and, according to Stan Longhofer, professor and founding director of Wichita State University’s Center for Real Estate, that lack is largely the result of a steady and prolonged decline in home construction after the 2008 financial crisis. Developers, too, have been plagued by rising construction costs, permitting delays and shifting markets.

Longhofer predicted a worsening of the housing crisis because of what wasn’t built in the 2010s, he told legislators Tuesday. Less housing is available to Kansans now than before the COVID-19 pandemic, he said.

Jamie Sauder, the 2025 president of the Kansas Association of Realtors and an Emporia city commissioner, on Tuesday proposed that legislators reexamine a state statute that he said prevented an earlier effort from Emporia and Lyon County to change their zoning laws.

To Sauder, modifying&nbsp;<a href="https://www.ksrevisor.org/statutes/chapters/ch12/012_007_0053.html#:~:text=12%2D753.,manner%20provided%20by%20this%20act." target="_blank">a piece of a state law</a>&nbsp;that ties property use to zoning could have great effect.

Emporia needs about 250 new homes to be built annually to address the area’s housing needs, but the reality has turned out to be about 13 new units annually.&nbsp;

“What we’ve seen in rural areas is an erosion of profitability, and when you don’t have profitability, you’re not going to have development,” he said.

Emporia’s initial goal was to shift from a Euclidean zoning model, a customary type of zoning in the United States and one that typically ties one land use, such as single family residential development, to a single zone. It wanted to adopt form-based zoning codes, which regulate land development based on appearance instead of property use. Such a move could free up local governments to streamline and simplify land use, Sauder said.&nbsp; In turn, building housing, particularly in rural areas, can be approached differently.&nbsp;

Legislators ultimately agreed to take a look at state laws on the books that may restrict local governments’ ability to change their own zoning laws.

“What I would suggest is if there are things that we have in statute at the state level that make it difficult for local municipalities to have the flexibility regarding their zoning laws that we take a look at those,” said Sen. Renee Erickson, a Wichita Republican, on Wednesday.

Sen. Tim Shallenburger, a Republican from Baxter Springs near the borders of Oklahoma and Missouri, voiced concerns over builders who aren’t attracted to build in small towns like his own. Small-town workers are forced to live outside of their communities because developers favor building in more profitable and populated areas, he said.&nbsp;

On Wednesday, Shallenburger proposed to recommend to the 2025 legislature an idea from the city of Pittsburgh to allow homebuilders in cities smaller than 60,000 people to recoup certain costs from a single project through the increase in value that development spurs. It was met with unanimous agreement.

Legislators also recommended reviewing state law to examine barriers to local solutions to affordable housing, examining permit processes and exploring an appraisal process for community land trusts, which are nonprofits that can hold land and facilitate affordable housing development. Some attempted to recommend eviction law reforms and a review of the state’s Landlord Tenant Act, but they were met with pushback, particularly from Tarwater, who said he is a landlord. He warned that any addition of mandatory inspections wouldn’t be likely to reduce rental costs.

If ever there had been a night for Southeast of Saline to lose a football game, this was it.

Yet despite suffering self-inflicted wounds, late-game adversity, and virtually insurmountable odds inside the closing minutes, the Trojans steeled their resolve and battled back to knock off Beloit on a walk-off game winner 34-30.

After building an early 14-6 lead things fell apart fast for SES, who allowed Beloit to march down and cut the deficit to two just before the halftime break.

Things did not improve in the third quarter as Evan Watkins had a punt blocked inside his own end zone on Southeast’s first drive, setting Beloit up for a Joel Rexroat touchdown run to take an 18-14 lead.

The two teams traded turnovers, but Beloit handed the ball back to Rexroat on the first play of their ensuing drive, and the tailback took it 76 yards to the house to extend the lead to 24-14.

For many teams, that would have been a knockout blow, but Southeast was far from finished, as Gannon Jacobson delivered a 33-yard beauty to Tucker Thaxton to put the game back within reach.

An SES stop to start the fourth quarter gave the ball back to the Trojans in purple and white, and on the very next play, Southeast responded on a screen play that Grady Gebhardt took 80 yards to paydirt to restore a 28-24 lead to SES.

While Southeast celebrated, those watching and on both sidelines knew this contes was still far from finished.

From the Southeast 42-yard line, Beloit flexed their muscle through the air as Jaxon Weston linked up with Jacob Hand on a deep ball to force yet another lead change and put Beloit in front 30-28.

SES was forced to punt but stood tall defensively and returned their offense to the field for one last 2:00 drill with a chance to win the game in the closing minutes.

Instead, Ryker Clark picked off Gannon Jacobson for his fourth interception of the season to line the nails around the SES coffin.

Understanding that a first down would spell the end of their season, Southeast once again stood tall, stopping Beloit on three straight plays, using their final two timeouts, and forcing Beloit to punt one final time with 53 seconds remaining.

The final drive would require 80 yards in under a minute, but a completion to Evan Watkins, a scramble by Gannon Jacobson, and another completion to Kanyon Douglas for his first catch of the day put the Trojans at the 25-yard line.

With time for just one last play, Jacobson took the snap, stepped up in the pocket, and delivered a ball to the front corner of the end zone that fell right into the lap of a streaking Kanyon Douglas.

As the Trojan players and coaches rushed the field to celebrate the realization began to set in; for just the second time in program history, the Southeast of Saline Trojans will be playing for a state title.

 </figure>After building an early 14-6 lead things fell apart fast for SES, who allowed Beloit to march down and cut the deficit to two just before the halftime break.Things did not improve in the third quarter as Evan Watkins had a punt blocked inside his own end zone on Southeast’s first drive, setting Beloit up for a Joel Rexroat touchdown run to take an 18-14 lead.The two teams traded turnovers, but Beloit handed the ball back to Rexroat on the first play of their ensuing drive, and the tailback took it 76 yards to the house to extend the lead to 24-14.For many teams, that would have been a knockout blow, but Southeast was far from finished, as Gannon Jacobson delivered a 33-yard beauty to Tucker Thaxton to put the game back within reach.An SES stop to start the fourth quarter gave the ball back to the Trojans in purple and white, and on the very next play, Southeast responded on a screen play that Grady Gebhardt took 80 yards to paydirt to restore a 28-24 lead to SES.While Southeast celebrated, those watching and on both sidelines knew this contes was still far from finished.From the Southeast 42-yard line, Beloit flexed their muscle through the air as Jaxon Weston linked up with Jacob Hand on a deep ball to force yet another lead change and put Beloit in front 30-28.SES was forced to punt but stood tall defensively and returned their offense to the field for one last 2:00 drill with a chance to win the game in the closing minutes.Instead, Ryker Clark picked off Gannon Jacobson for his fourth interception of the season to line the nails around the SES coffin.Understanding that a first down would spell the end of their season, Southeast once again stood tall, stopping Beloit on three straight plays, using their final two timeouts, and forcing Beloit to punt one final time with 53 seconds remaining.The final drive would require 80 yards in under a minute, but a completion to Evan Watkins, a scramble by Gannon Jacobson, and another completion to Kanyon Douglas for his first catch of the day put the Trojans at the 25-yard line.With time for just one last play, Jacobson took the snap, stepped up in the pocket, and delivered a ball to the front corner of the end zone that fell right into the lap of a streaking Kanyon Douglas.Ballgame.As the Trojan players and coaches rushed the field to celebrate the realization began to set in; for just the second time in program history, the Southeast of Saline Trojans will be playing for a state title.“This is the way our kids are, they’re going to keep fighting and clawing. Could we have made some plays in the first half that would have made this easier?
