State lawmakers want to cut property taxes after doing so last year. The governor worries about the cost of another cut

Kansas lawmakers started debating tax plans in early 2024 and didn’t agree to a cut until the summer sun shone all across Kansas. The governor vetoed three tax cut bills, and lawmakers returned for a special session where they came to terms on $1.2 billion in cuts over three years.&nbsp;

But lawmakers still left disappointed.&nbsp;

“I’ll be back (next year) to work on real property tax relief that our citizens deserve,” Rep. Bill Clifford, a Garden City Republican, said at the&nbsp;<a href="https://thebeaconnews.org/stories/2024/06/14/taxes-in-kansas-governor-and-leadership-agree-to-tax-cuts/">end of the 2024 special session on taxes</a>.&nbsp;

Lawmakers return to Topeka in January, and property tax cuts are a top priority for the Republicans who control the Legislature. The tax fight could again be contentious because Democratic Gov. Laura Kelly has already said she won’t support property tax cuts in 2025.&nbsp;

The 2024 plan would cut state revenue just under $2 billion over five years, and Kelly wants more time to see how the latest slew of cuts tests the state’s ability to pay for public services.&nbsp;

“While it’s politically attractive to (cut property taxes) right now, in the long run, they would have to do some things that are politically very unattractive, like cut school funding,” she&nbsp;<a href="https://www.kcur.org/podcast/up-to-date/2024-11-23/kansas-gov-laura-kelly-says-shes-absolutely-not-running-for-another-political-office">told KCUR’s “Up to Date</a>.”&nbsp;

Kansas imposes a type of tax on homes called mill levies. House Speaker Dan Hawkins, a Wichita Republican, said he expects to cut a few mills, or varying fractions of the tax rates, that fund education and construction, and he expects this proposal to be introduced in the first weeks of the session.&nbsp;

Hawkins said the proposal to cut funds will also come with a proposal to use state general funds to make up for the lost money. He wants to cut taxes, but he doesn’t want to leave schools or construction projects shortchanged.&nbsp;

Hawkins said he knows the governor opposes the idea, but he and every lawmaker were knocking on doors during the campaign trail in 2024. Property taxes were a major focus.&nbsp;

“People are getting pounded with this property tax,” he said.&nbsp;

The 2024 tax cut raised property tax exemptions from $40,000 to $75,000. Previous proposals, which failed, would have raised the exemption to $100,000 of appraised value. But Kelly blocked that larger tax cut to limit the cost to state revenues to no more than $425 million a year. Plans with the higher property tax relief had a $630 million price tag in the first year and $430 million each year after that.&nbsp;

Lawmakers fought for tax cuts amid a multibillion-dollar budget surplus, and they wanted a multibillion-dollar tax cut. There were no major cuts to state spending.&nbsp;

Hawkins is trying to limit spending, though. State agencies have already proposed their budgets for 2025. In total, state agencies asked lawmakers for about $1 billion in new job openings, pay raises, building enhancements and more.&nbsp;

Hawkins made a motion to remove every enhancement request during a budget hearing in December. That doesn’t mean nobody gets new jobs or pay raises, but the budget committees just need to fund only their priorities.&nbsp;

Hawkins said in a November press release that he isn’t going to pause on tax cuts like Kelly wants.&nbsp;

“Kansans don’t have time for us to drag our feet or take a breath,” Hawkins said in the statement. “Instead, they need breathing room from the burden of sky-high property taxes.”&nbsp;

Kelly was able to convince enough Senate conservatives to oppose high-cost tax cuts. Some of those lawmakers didn’t run for reelection, and one lost a primary race.&nbsp;

Hawkins said property tax relief is such a priority that some Democrats might support the proposal.&nbsp;

Kelly is the main opponent of property tax cuts. She said on KCUR’s “Up to Date” that local counties are a main source of property tax money, and she wants more time to see how the 2024 plan works.&nbsp;

It isn’t clear what the property tax proposal could look like, but Senate Minority Leader Dinah Sykes, a Lenexa Democrat, said she will oppose any cuts that go too far.&nbsp;

Though Republicans hold a supermajority in the House and Senate, Sykes said that “Kansas voters did not give Republicans a mandate to pass fiscally irresponsible tax legislation that takes our state back to the days of chronically underfunded schools, crumbling roads and bridges, and crippling debt.”

Bigfoot has been sighted. And, boy, is he big!

Today we’ll meet the owner of a rural Kansas welding shop that does metal repairs and millwright work, and also finds time for fun projects -- such as constructing a giant model of Bigfoot.

Derek Fagan is the owner and founder of Coyote Welding in Kinsley, Kansas. Born in McPherson, he served as a mechanic in the military and took welding classes at night. After the service, he moved to Kinsley and took welding jobs in the area. For 21 years, he worked as a welder at Cimarron Welding.

In 2021, his boss at Cimarron Welding chose to retire. “I already had this building in Kinsley, so I decided to open my own shop here,” Fagan said. He bought equipment from his former boss.

“That equipment had the initials CW engraved on it for Cimarron Welding,” Fagan said. “I decided to name my business Coyote Welding so I could use the same initials.”

The Coyote is the mascot of the local high school, so it was a perfect fit. Coyote Welding opened in March 2022. Today, Coyote Welding is a full-service repair, maintenance and metal fabrication business.

“I do a lot of repair work for the farmers around here,” Fagan said. The company also manufactures parts for major agribusiness companies in the region.

Fagan has twin sons and a younger daughter, Christa, who works in the medical field. One son, Andrew, studied civil engineering at K-State and works for BG Construction in Manhattan. The other son, Daniel, studied engineering design at Fort Hays State and has joined Coyote Welding.

The boys grew up around this type of metal production.

“I spent a summer as in intern sitting behind a desk at a company in Kansas City, and I knew I wanted to do more hands-on work,” Daniel said. “I took every shop class I could in high school.”

He adds: “When I was in school at Fort Hays State, our teacher wanted us to do a class project, so we built a 3D model of a tiger head (the college mascot).” That gave Daniel the idea that he could build other structures.

“At Coyote Welding, Daniel runs the plasma table,” Fagan said. He designs and manufactures parts as needed. The plasma cutter also allows them to create intricate designs in metal.

For fun, Daniel found a digital file online that he could use to program the plasma cutter to cut the pieces necessary to build a model of the mythical Bigfoot. “The file imports into the plasma software and tells the plasma cutter how to cut the pieces,” he said.

In the shop, they bend and weld the pieces together to create the final product.

“I was able to scale up the design from 9 feet to nearly 12 feet,” Fagan said. There were 97 pieces of metal, bent by hand, as needed. Five hundred bends were needed.

The result was an almost 12-foot-tall Bigfoot that stands outside the Coyote Welding shop along Highway 56 in Kinsley. It is highly visible right next to the highway.

To say this is eye-catching would be an understatement. Countless vehicles have made a U-turn to get a closer look.

“People stop all the time to take pictures,” Fagan said. The pictures have even been posted on Wichita television.

The Fagans have created other structures as well. They constructed a remarkably lifelike model of a dog. For Halloween, they built a giant metal jack-o-lantern. They designed Christmas-themed products, such as snowmen and candy canes.

“We build that stuff for fun when we have time,” Fagan said.

While these projects are for fun, they have generated visibility for Coyote Welding. That’s good to see in a rural community such as Kinsley, population 1,456 people. Now, that’s rural.

CLAY COUNTY —Two people were injured in an accident during a police chase just after 1:30p.m. Tuesday in Clay County.

The Kansas Highway Patrol reported a 2008 Jeep Liberty driven by&nbsp;Joshua McCulloch, 17, Junction City,&nbsp;was northbound on Granite Road just south of 4th Road in Clay Count, fleeing law enforcement.

The driver lost control of the vehicle. The Jeep traveled off the right of the roadway and the driver overcorrected. The vehicle veered to the left and crossed the roadway and traveled into a field on the west side of the road. The Jeep then turned sideways, facing east, and began to roll and the driver was ejected.&nbsp;&nbsp;

EMS transported McCullough and a passenger&nbsp;Qwa'Driques Dotson, 21, Salina, to Salina Regional Health Center. They were not wearing seat belts, according to the KHP.&nbsp; Authorities have not reported what prompted the chase.

10. Wichita shoplifters arrested for stealing from two Salina businesses

Two Wichita men, Demarcus Hoover, 42, and Manuel Moya, 35, were arrested Tuesday after allegedly stealing $1,274 worth of Nike apparel from Dick's Sporting Goods in Salina back in February. 

According to SPD Capt. James Feldman, one suspect distracted a store employee while the other pushed out a cart of clothing. A Saline County deputy later stopped their vehicle on I-135, where a search uncovered the stolen Nike items along with other goods taken from Walmart, including a pressure washer and necklaces. Both men were booked into Saline County Jail on property theft charges.

9. Compensation mission expands Vietnam vets say Agent Orange effects have spread to offspring

In October, the Vietnam Veterans of America (VVA) Salina Chapter 809 held a Veterans Town Hall Meeting to shed light on the generational impact of Agent Orange exposure. The event, held at The Temple in downtown Salina, brought attention to the herbicide’s devastating effects on veterans and their descendants, including cancer, birth defects, and disabilities.

Keynote speaker Maynard Kaderlik, a Vietnam veteran, shared his personal story of battling cancer and his family’s struggles with severe learning disabilities and autism in his children and grandchildren. He urged continued advocacy for federal recognition of these generational effects and encouraged veterans and families to document and report their experiences.

The fate of the Ambassador Hotel at 1616 West Crawford Street was sealed in late October when the Salina City Commission voted to demolish the deteriorating structure. Once a thriving Holiday Inn Holidome in the 1980s, the hotel faced years of neglect, safety violations, and failed redevelopment plans. Property owner Joshua Joseph’s repeated attempts to secure funding for revitalization fell short, prompting the commission to move forward with demolition.

The building is currently under demolition.&nbsp;

In late June, Salina experienced a punishing multi-day heat wave, with temperatures peaking at a 108-degree heat index on June 25. The U.S. National Weather Service Wichita (NWS Wichita) warned that this early-season heat wave could rival historical records due to its unusually early timing. Residents were urged to stay indoors during the hottest parts of the day, from 1 to 7 p.m., and to stay hydrated to avoid heat-related illnesses.

6. Drug Task Force, KBI arrests Salina suspect and find multiple pounds of drugs

On June 3, a joint operation by the Salina Drug Task Force and Kansas Bureau of Investigation uncovered over three pounds of drugs, including hallucinogenic mushrooms, marijuana products, and methamphetamine, during a search of a Central Salina residence. Kristoff Lindgren, 33, was arrested and charged with multiple counts of drug distribution and possession of paraphernalia. Authorities described the operation as part of a lengthy investigation, marking one of the year’s most significant drug seizures.

5.&nbsp;Salina man arrested after alleged school shooting threat

On Sept. 13, a 37-year-old Salina man, Johnny Baldwin, was arrested after allegedly making alarming statements about plans to "shoot up a school" while standing in line at Casey's convenience store on West Schilling Road. A concerned customer reported Baldwin's comments, prompting Salina Police Department officers to respond quickly.

Baldwin was taken into custody without incident, and no weapons were found at the scene.

4. 📸 Friends and family of two local teens gather at roadside memorial for community vigil

On March 28, friends and family gathered for a roadside vigil to honor the lives of Vance McComber and Anthony Windell, two 17-year-old best friends who died in a car crash on West Crawford Avenue near Salina. The vigil drew dozens of people who shared stories about the boys' close bond, love of cars and shared dedication to their goals.

Family members, including Anthony's sister Jasmine and Vance's sister Avery, spoke about the boys' unwavering friendship and ability to inspire those around them. The roadside memorial, adorned with mufflers and car parts, symbolized their passion for vehicles and their shared connection.

The Saline County Sheriff's Office temporarily closed the road to allow the community to gather safely, reflecting the widespread grief and support for the families.

3. Iconic restaurant, The Cozy Inn, sues Salina over right to paint a one-of-a-kind mural

In 2024, Salina’s iconic Cozy Inn became the center of a federal lawsuit when city officials halted work on a mural featuring flying saucer-shaped hamburgers. The city classified the artwork as a “regulated sign,” citing local code violations, while owner Steve Howard and the Kansas Justice Institute (KJI) argued the restriction violated First Amendment protections.

KJI filed a lawsuit challenging the city’s sign code, emphasizing the mural’s role in downtown Salina’s artistic identity. The city defended its enforcement, highlighting the complexity of balancing fair signage regulations with artistic freedom. The case sparked discussions about policy changes to address public art and signage regulations and remains an ongoing point of debate in Salina.

The case is scheduled to go to trial in September of 2025.

2. Kansas Corporation Commission orders Sundowner, LLC owner to remove meter locks immediately

A months-long investigation into water quality and billing issues at Sundowner West Mobile Home Park saw the resemblance of action when the Kansas Corporation Commission (KCC) ordered Sundowner, LLC, owner Scott Kolling, to remove locks on water meters and address violations as a public utility. Kolling’s failure to obtain a Certificate of Public Convenience and Necessity (COC) and other regulatory oversights left residents with inconsistent water quality, including black water with sediment and over-chlorinated water.

Residents, led by longtime tenant Misty Livingston-Holmes, voiced their frustrations with faulty billing, unreliable water service, and damaged appliances due to water contamination. Livingston-Holmes reported water bills exceeding $1,000 for minimal use, sparking concerns among residents and state representatives. Saline County officials and State Representative Susan Concannon worked to escalate the issue to state agencies, including the Kansas Department of Health and Environment (KDHE) and the Kansas Attorney General’s Office.

The KCC report outlined significant regulatory gaps and recommended a “Show Cause” order for Kolling to justify why Sundowner should operate without a COC. Meanwhile, residents continue to endure compromised living conditions as state agencies work to resolve the crisis. The Sundowner case remains a stark example of the challenges rural communities face with privately owned utilities.

Since the order in March, the Sundowner community has faced inconsistent water billing, low water quality and regular boil and do not drink advisories.&nbsp;

Salina Post contacted the Kansas Attorney General's office multiple times but was not given an update on the case.&nbsp;

On February 8, Kansas Wesleyan University (KWU) was struck by the tragic and unexpected passing of Dr. Eileen St. John, head of the teacher education department. Dr. St. John was a devoted educator and campus leader known for her dedication to her students and her family-centered approach to life.

"Scriptures say to rejoice with those who rejoice and mourn with those who mourn. Today is a time of mourning, the likes of which our campus has not seen in some time," a statement from KWU President Matt Thompson read.&nbsp;

In response, university officials canceled classes and campus activities, including athletics, through the weekend to allow students, faculty, and staff time to grieve. Chaplains and counselors were also available across campus and through community partnerships to support those processing the loss.

Thompson emphasized that there was no danger to the campus at any time, and Pioneer Hall was temporarily closed to provide privacy and reflection. As the community mourned together, university leaders encouraged patience, kindness, and grace among all as they navigated the difficult days ahead.

Saline County Jail Bookings, Dec. 31

TOPEKA, Kan. — Kansas Governor Laura Kelly announced on Monday over $1.5 million for 20 organizations to support efforts aimed at preventing family, domestic, and dating violence, providing critical services to survivors of domestic violence, and increasing safe parenting time for noncustodial parents with their children. This funding comes from the U.S. Department of Health and Human Services’ Family Violence Prevention and Services Act (FVPSA) and the State Access and Visitation Program (SAVP).&nbsp;&nbsp;

“It is essential that those impacted by domestic violence have the support and resources needed to heal and rebuild their lives,”&nbsp;Governor Laura Kelly said.&nbsp;“These investments not only provide aid to survivors of domestic violence but also aim to prevent future incidents from occurring.”&nbsp;

The FVPSA grant funds enable organizations to deliver a wide range of services. These services include outreach and education aimed at preventing family violence, emergency shelter for victims and their dependents, support groups,&nbsp;crisis intervention services, advocacy for obtaining protection from abuse orders, court accompaniment, and transportation assistance. The funding also supports initiatives to spread awareness to schools, communities, and families on how to stop violence before it begins.&nbsp;

The SAVP grant funds provide critical funding to support children and families in need of supervised exchange or visitation services. They also enable programs to offer on-site as well as therapeutic supervision, monitored exchanges, referrals to additional resources, and educational parenting classes designed to strengthen family relationships.&nbsp;

A total of $1,442,065 in FVPSA grant funds was awarded to 20 agencies. The Hutch Post area grantees include:

Harvey Co. Domestic Violence/Sexual Assault Task Force received&nbsp;$56,180 from the&nbsp;2025 Federal Family Violence Prevention and Services Act Grant Awards. BrightHouse received&nbsp;$59,159 from the same program. BrightHouse also received&nbsp;$18,519 from the&nbsp;2025 Federal State Access and Visitation Program.&nbsp;

 </figure>Office of the GovernorTOPEKA, Kan. — Kansas Governor Laura Kelly announced on Monday over $1.5 million for 20 organizations to support efforts aimed at preventing family, domestic, and dating violence, providing critical services to survivors of domestic violence, and increasing safe parenting time for noncustodial parents with their children. This funding comes from the U.S. Department of Health and Human Services’ Family Violence Prevention and Services Act (FVPSA) and the State Access and Visitation Program (SAVP).&nbsp;&nbsp;“It is essential that those impacted by domestic violence have the support and resources needed to heal and rebuild their lives,”&nbsp;Governor Laura Kelly said.&nbsp;“These investments not only provide aid to survivors of domestic violence but also aim to prevent future incidents from occurring.”&nbsp;The FVPSA grant funds enable organizations to deliver a wide range of services. These services include outreach and education aimed at preventing family violence, emergency shelter for victims and their dependents, support groups,&nbsp;crisis intervention services, advocacy for obtaining protection from abuse orders, court accompaniment, and transportation assistance. The funding also supports initiatives to spread awareness to schools, communities, and families on how to stop violence before it begins.&nbsp;The SAVP grant funds provide critical funding to support children and families in need of supervised exchange or visitation services. They also enable programs to offer on-site as well as therapeutic supervision, monitored exchanges, referrals to additional resources, and educational parenting classes designed to strengthen family relationships.&nbsp;A total of $1,442,065 in FVPSA grant funds was awarded to 20 agencies. The Hutch Post area grantees include:Harvey Co. Domestic Violence/Sexual Assault Task Force received&nbsp;$56,180 from the&nbsp;2025 Federal Family Violence Prevention and Services Act Grant Awards. BrightHouse received&nbsp;$59,159 from the same program. BrightHouse also received&nbsp;$18,519 from the&nbsp;2025 Federal State Access and Visitation Program.&nbsp;

Kansas State Parks to offer New Year's Day hikes

The circle of life is moving from one season to the next. For instance, we are moving from the holiday season to the legislative season. OK, that is a bit of a stretch but it does the job to illustrate my point.

January starts a new session in both our state legislature in Topeka and our national legislature in Washington, D.C. In both cases we have a lot of new faces filling seats in both the statehouse and Congress. We also know on the federal side the balance of power has shifted to the Republicans.

What does that mean? Your guess is as good as mine, but regardless of who is in power Kansas Farm Bureau (KFB) will be working to help guide future legislation to improve the lives of farmers and ranchers.

This is where the policy we carefully crafted over the past year comes into play. Our policy book at the state and national levels is the playbook our staff use as a guide. The policy members brought forward at issue surfacing meetings, then honed at the listening post meetings and finally adopted at both the KFB and American Farm Bureau Federation annual meetings. This process informs those who are lobbying on your behalf.

However, just because we have our policy fine tuned that doesn’t mean our work, as members, is done. No, our work has just started. Kansas Farm Bureau has an incredible staff working for us in Topeka and Washington, D.C., but the real strength of our organization is the grassroots muscle we can flex.

The most important thing I have learned over the years is that as good as our staff is, the opinions that carry the most weight are those of the voters. Our lobby team is very well respected and they carry a great deal of influence but when it gets really critical nothing moves the needle like our members’ voices.

That is why it is so important for each of us to create relationships with our elected officials. We need attend events in the districts and our county Farm Bureaus need to host legislative events. It is important when critical votes come up, our elected officials know their constituents back home and seek out their opinions.

It is also important for each of us to be informed about the current issues and legislation being proposed. We need to understand how it fits into Farm Bureau policy. We also need to be signed up for action alerts and be ready to respond when a call is sent out. Nothing is more powerful than a loud response from Farm Bureau members. Never underestimate how much influence your voice has especially when it is magnified by the grassroots nature of Farm Bureau.

Yes, we are entering the legislative season. I know it is not nearly as much fun as the holiday season but it is not one we can ignore either. Please make sure you take an active role in Kansas Farm Bureau’s efforts and have a Merry or at least a Happy Legislative Season.

Insight: The legislative season

A 38-year-old Salina man suffered serious facial injuries on Dec. 27 in an alleged machete attack that took place at his residence in the 400 block of South 12th Street in Salina.&nbsp;

Salina Police Department (SPD)officers arrested 48-year-old Tualagi Masaniai in connection with the alleged attack, charging him with attempted first-degree murder, aggravated battery, and criminal threats.

According to SPD Capt. David Villanueva, the altercation occurred between 11:30 a.m. and 1 p.m. on Friday, following a heated dispute the previous evening on Dec. 26.

"Apparently, there were folks hanging out together. They know each other. There was some alcohol involved and that night before, there was some words between the victim and the suspect," Villanueva said. "The suspect allegedly had threatened the victim with a knife and also had made comments that he would choke the person out, or cause him harm. Fast forward to the next morning [Dec. 27] where the alleged assailant, [Tualagi] came to the house."

According to the SPD report, Masaniai allegedly struck the victim in the face with a machete, creating a vertical laceration extending from the victim’s eye to his nose. Villanueva described the injury as severe, noting that it exposed facial substructures beneath the skin.

The victim was treated for his injuries at Salina Regional Health Center, but his current condition is unknown.

A search of Masaniai’s residence uncovered a machete, described by SPD as a two-and-a-half to three-foot-long bush blade with blood on it. Additional evidence was recovered from the suspect’s vehicle, but SPD has not disclosed further details.

Masaniai was arrested without incident at a South Broadway motel after officers located him based on a prior interaction. Villanueva said that the prior verbal threats, combined with the attack, led to the attempted first-degree murder charge.

The investigation remains ongoing. Villanueva did not release any additional details regarding the exact relationship between the suspect and victim or the number of individuals present during the initial altercation on Friday.

On Christmas Eve,Dec. 24,&nbsp; A 26-year-old Salina man sustained a serious neck injury during a violent alleged attack that took place in the bathroom of The Blind Pig, a bar at 2501 Market Street in Salina. The Salina Police Department (SPD) reported that the victim was slashed across the neck with a box cutter, leaving a three-and-a-half-inch laceration.&nbsp;

After the attack, which took place Tuesday between noon and 1:30 p.m., SPD officers identified the suspect as 21-year-old Jayson Nung Alexander Adams of Salina. Adams was arrested and charged with attempted second-degree murder.&nbsp;

SPD Capt. David Villanueva explained that while the term “attempted” is included in the official documentation submitted to the Sheriff’s Office, it does not always appear on public records like the blotter, which can confuse the nature of the charge.

"When we put the charge or whatever, we put the term attempted over here, when it reports out on the blotter, it says murder or homicide, or whatever it might be, it doesn't put the attempted in front of it," Villanueva said. "We reported what, exactly, what the crime is, who's responsible for change, who, what changes it. There's a little box that you check that puts attempted, and that's what we turn into booking over at the Sheriff's Office."

SPD has confirmed that the victim, who sustained significant injuries, was treated and released from Salina Regional Health Center.

As for the motive behind the attack, SPD officers have not yet determined why the attack occurred. The victim, when questioned, was unable to explain why Adams would attack him, leaving many unanswered questions that will likely be addressed during court proceedings.

Villanueva also clarified that this incident is unrelated to any other ongoing investigations in Salina.

Man arrested for attempted murder following alleged neck slashing

While thousands of patients cross the border with medical cards in hand, countless more are buying recreational cannabis without a prescription. That’s unlikely to change as some Kansas lawmakers signal resistance to medical legalization in 2025.

TOPEKA — Thousands of Kansans are crossing the Missouri border with medical marijuana cards in hand, and that’s unlikely to change as Kansas lawmakers resist medical legalization in 2025.

Legislators&nbsp;<a href="https://kansasreflector.com/2024/03/28/kansas-senate-committee-tables-medical-marijuana-bill-until-2025-legislative-session/" target="_blank">tabled</a>&nbsp;a medical marijuana bill in March and promised to revisit it at the beginning of the 2025 session, which begins Jan. 13. In October, a majority of medical marijuana committee members declined in a 5-4 vote to urge the Legislature to pass a medical marijuana bill.

Anyone can bring a bill for consideration at any time, said Sen. Mike Thompson, a Shawnee Republican, at the October committee meeting.

“But I think it would not be the place of this committee to force upon the Legislature a bill when a large number — well, quite a few of the committee — I think still have a lot of questions,” he said.

Thompson has been cautioning legislators against making a hasty decision for at least two&nbsp;<a href="https://kansasreflector.com/2023/03/01/despite-high-hopes-success-of-kansas-marijuana-legislation-remains-unclear/" target="_blank">years</a>.

Nearly 2,200 Kansans are medical marijuana patients in Missouri, according to October data obtained through a public records request from the Missouri Department of Health and Senior Services.

Outgoing Rep. Dennis “Boog” Highberger, a Lawrence Democrat, pointed to polls that show more than&nbsp;<a href="https://kansasreflector.com/2024/11/01/kansans-support-marijuana-legalization-lawmakers-wont-bite/" target="_blank">70% of Kansans favor legalization</a>.

“I think if we don’t come back to this in January, it will just die or get punted until next year,” he said.

Medical and recreational sales in Missouri in 2024 have totaled more than $1.3 billion combined as of October, according to the state’s cannabis patient, caregiver and consumer&nbsp;<a href="https://health.mo.gov/safety/cannabis/stats.php" target="_blank">data</a>. Most of the sales, about $1.1 billion worth, were recreational, which began in February 2023.

Taxes gleaned from marijuana sales — 4% on medical and 6% on recreational — have funneled millions of dollars to Missouri’s veterans commission, public defense system and a substance use treatment program within the health department.

The Kansas Cannabis Chamber of Commerce has been watching the number of people taking Kansas dollars to Missouri, but its focus has shifted to hemp instead of marijuana after years of adversarial legislative sessions, said Erren Wright, the chamber’s board president.

Small businesses and community members are suffering, she said. All the while, she said legislators continue to act in bad faith.

“We’re really unhappy with the way Kansas is going about this,” Wright said.

Grace Hoge, a spokeswoman for Kansas Gov. Laura Kelly’s office, said medical marijuana legalization is a widely supported, “commonsense” policy.

“Gov. Kelly has been consistent in her belief that legalizing medical marijuana would improve Kansas’ overall health and economy and help those who suffer from chronic pain and serious illnesses,” Hoge said. “She will continue to support the passage of a Kansas-specific approach that is both feasible and well-regulated.”

Some legislators expressed interest at the October meeting in waiting to see the results of marijuana ballot measures in Nebraska and Florida in the 2024 general election.

Nebraska voters approved a medical marijuana program, joining the ranks of other Kansas neighbors Colorado, Missouri and Oklahoma. While&nbsp;<a href="https://floridaphoenix.com/2024/11/05/amendment-3-comes-up-short-of-the-60-required-for-passage/" target="_blank">a majority of Florida voters favored</a>&nbsp;a ballot measure to legalize recreational cannabis, it was 4 percentage points short of the required 60% threshold for passage. Recreational cannabis is permitted for people 21 and older in Missouri and Colorado.

Colorado doesn’t allow medical marijuana cardholders to live outside the state upon applying, said Mariah La Rue, a spokeswoman for the Colorado Center for Health and Environmental Data. Similarly, Oklahoma requires out-of-state medical marijuana cardholders to possess licenses from their own state.

The true number of Kansans crossing state lines to access some form of legal cannabis is unknown.

The Kansas Highway Patrol is aware of the exploration of legalized cannabis in and around Kansas, but it’s focused on impaired driving, said April McCollum, a spokeswoman for the patrol.

Most of the sales, about $1.1 billion worth, were recreational, which began in February 2023.Taxes gleaned from marijuana sales — 4% on medical and 6% on recreational — have funneled millions of dollars to Missouri’s veterans commission, public defense system and a substance use treatment program within the health department.The Kansas Cannabis Chamber of Commerce has been watching the number of people taking Kansas dollars to Missouri, but its focus has shifted to hemp instead of marijuana after years of adversarial legislative sessions, said Erren Wright, the chamber’s board president.Small businesses and community members are suffering, she said. All the while, she said legislators continue to act in bad faith.“We’re really unhappy with the way Kansas is going about this,” Wright said.Grace Hoge, a spokeswoman for Kansas Gov. Laura Kelly’s office, said medical marijuana legalization is a widely supported, “commonsense” policy.“Gov. Kelly has been consistent in her belief that legalizing medical marijuana would improve Kansas’ overall health and economy and help those who suffer from chronic pain and serious illnesses,” Hoge said. “She will continue to support the passage of a Kansas-specific approach that is both feasible and well-regulated.”<h2>Cannabis on all four corners</h2>Some legislators expressed interest at the October meeting in waiting to see the results of marijuana ballot measures in Nebraska and Florida in the 2024 general election.Nebraska voters approved a medical marijuana program, joining the ranks of other Kansas neighbors Colorado, Missouri and Oklahoma. While&nbsp;<a href="https://floridaphoenix.com/2024/11/05/amendment-3-comes-up-short-of-the-60-required-for-passage/" target="_blank">a majority of Florida voters favored</a>&nbsp;a ballot measure to legalize recreational cannabis, it was 4 percentage points short of the required 60% threshold for passage. Recreational cannabis is permitted for people 21 and older in Missouri and Colorado.Colorado doesn’t allow medical marijuana cardholders to live outside the state upon applying, said Mariah La Rue, a spokeswoman for the Colorado Center for Health and Environmental Data.
