A decision to send sexually explicit selfies to a recently friended person on social media proved costly for two Kansas Wesleyan University students.

Salina Police Captain Paul Forrester said this morning that two male KWU students on Sunday accepted friend requests on social media from an unknown person. Once they were friends, the unknown person asked both men to send sexually explicit photos of themselves and both complied.

The unknown "friend" then blackmailed both men. Forrester said one man was out $50 while the other paid nearly $4,000.

Forrester said it is important to not accept friend requests on social media from unknown people and it is even more important to not send sexually explicit photos of oneself to anyone.

Two KWU students blackmailed over sexually explicit photos

A Saline County man was arrested Saturday after he allegedly threatened a group of hunters and the owner of the land on which they were hunting.

Saline County Sheriff Roger Soldan said this morning that deputies were sent to the 3700 block of W. Shipton Road at 5:30 p.m. Saturday. A woman who lives there told deputies that a neighbor she believed to be intoxicated, identified as John Coffman, 59, had come to her porch and was talking about shooting. He allegedly asked the woman whether she wanted to be shot, pulled a 9mm Stallard Arms gun from his pocket, and waved it around.

Coffman apparently was upset about three men who were hunting with permission on the woman's property. Soldan said Coffman believed the hunters were shooting at him and returned fire.

Coffman was arrested on the following requested charges, Soldan said.

Saline County man faces charges after allegedly shooting at hunters

An escapee from Saline County was found dead after law enforcement personnel in Rice County attempted to arrest him Sunday morning.

At approximately 11:50 p.m. Dec. 28, a Saline County Sheriff's deputy near the intersection of N. Broadway Boulevard and State Street noticed a 1992 GMC Sierra pickup with an expired license plate, Saline County Sheriff's Captain Jim Hughes said during a media briefing on Dec. 29. The deputy attempted to stop the pickup, but it took off and a pursuit ensued, first through multiple Salina neighborhoods and then in Saline, Ottawa, Lincoln, and Ellsworth counties.

At one point during the pursuit, the pickup stopped at the intersection of N. Brookville Road and Ottawa Road in northwestern Saline County at the Ottawa County line, and deputies attempted a traffic stop. The driver of the pickup, identified as Steven Moss, 37, of Salina, instead allegedly backed the pickup into one of the Saline County Sheriff's Office's patrol SUVs and took off again, Hughes said.

The pursuit ended near the intersection of Old Highway 40 and 11th Road west of Ellsworth, where Lincoln County Sheriff's personnel and Kansas Highway Patrol troopers were able to apprehend Moss and a passenger in the pickup, Shaylynn Koch, 27, of Salina.

Hughes said both were brought back to the Saline County Jail, however, Moss was able to slip out of a handcuff and escape from the back of a Saline County Sheriff's vehicle while it was at the sallyport of the jail. A foot chase ensued, but Moss was able to elude law enforcement personnel and escaped. The escape occurred at about 2 a.m. Dec. 29.

A person who lived in the residence called authorities who showed up at the residence to attempt to take Moss into custody, however Moss shot himself to death before they could do so, Soldan said.

In the 1980s, a Kansas student was only required to take two sciences courses. That “science” requirement could be fulfilled by taking a course in home economics and a course in “shop” or vo-tech. &nbsp;

Under enlightened leadership, a new education commissioner and state board members defined “science” courses to be the real science disciplines of biology, chemistry, physics and earth science. By the mid-1990s, the number of high school graduation science requirements was raised to three.

Kansas had been one of the last states to establish criteria for admission to its public universities. In 1997, the Kansas Board of Regents finally established “Qualified Admissions” standards that required that one of those three high school courses had to be either chemistry or physics. Current high school students were “grandfathered” and the requirements became effective for high school graduates in Fall of 2001.

The effect of more rigorous science requirements caused a major change in local Kansas schools, the large majority of which are small rural schools. Overnight, Kansas went from having a small surplus of biology teachers to having a major shortage of physics and chemistry teachers.

Before 1997, an interviewing new biology teacher was only asked “What sport can you coach?” and maybe “Can you keep order in the classroom?” Now the new teacher was asked how close they were to completing a chemistry or physics endorsement, because they all had taken some basic chemistry and physics in their biology teacher program.

And since the No Child Left Behind state assessments became universal in 2001, state school boards and administrators asked for a change in how they were accredited. Until that time, if a school lacked a qualified teacher (earlier called “certified” and now called “licensed”), the school would lose its accreditation after two years without a qualified teacher. With this NCLB assessment system in place, they asked for that criteria to be dropped since performance assessments would show whether the teaching was adequate. Thus, this statute went through public review and the KSBE ended the requirement. Today we know that state assessments merely promote teach-to-the-test memorization. The competency of well-trained teachers is far more important.

Some Kansas biology teachers would add the chemistry or physics endorsement to their teaching license by either taking summer courses or passing the chemistry or physics content exams. But that supply soon dried up. Today, a growing number of rural schools lack a qualified chemistry or physics teacher.

But as university enrollments began shrinking a few years ago, the Kansas Board of Regents removed the “chemistry or physics” and other detailed requirements from Qualified Admissions, and adopted a very general level of test scores for admission. While this “eliminated a barrier” to students attending college, it likewise undermined the science requirements of high schools statewide. Unless detailed in a USD’s distinct curriculum requirements, small schools no longer need to offer chemistry or physics.&nbsp;&nbsp; &nbsp;

The Kansas Legislature is currently considering joining an Interstate Teacher Mobility Compact that would allow shallow-trained general science teachers to flow in from our border states and take jobs at full pay without meeting Kansas’s higher standards. Kansas students will learn far less under these imports. And our current qualified Kansas high school teachers will have to support their next-door untrained colleague.

This erosion in science is nationwide and has been underway for several decades. California dropped algebra requirements for college and many states are following. Many states are continuing online science “courses” that lack lab and fieldwork and were proven ineffective during the pandemic.&nbsp; The result is that the U.S. no longer leads the world in production of STEM graduates, of published science research papers, of science patents or of authorship in top-cited research.

As state legislatures and education boards across the nation continue to make decisions to “eliminate barriers” by lowering standards for graduation and for teacher training, the U.S. will decline further in science literacy and new discoveries. In Kansas, this problem may not seem important to those older legislators who graduated high school and took only home economics and vo-tech as “science”!&nbsp;&nbsp;

Commissioners are to consider approving on second reading a proposed ordinance that would change the zoning district classification for a 46.84-acre unplatted tract of land located on the west side of S. Holmes Road north of E. Magnolia Road from A-1 (agriculture) to R-1 (single-family residential) and R-2 (multi-family residential).

They also are scheduled to consider approving on second reading a proposed ordinance that would change the zoning district classification for a 52-acre unplatted tract of land located east and south of the Stone Lake sandpit lake at the northeast corner of S. Ohio Street and E. Schilling Road from  A-1 (agriculture) to R-2 (multi-family residential).

Additionally, commissioners are scheduled to consider a Salina Community Economic Development Organization Board of Directors recommendation for the city's participation in funding a proposed agreement with SkyWest Airlines/SkyWest Charter for use of the Salina Regional Airport as an overnight maintenance base.

Such a base would allow SkyWest's airplanes to receive FAA-required overnight maintenance and safety checks, according to information in the commission meeting packet. SkyWest would contract with Salina's 1 Vision Aviation for the overnight service. Aircraft would come to Salina Regional Airport on scheduled passenger flights from United's Denver, Chicago, and Houston hubs.

Salina Airport Authority Executive Director Tim Rogers noted the need for $900,000 to start up the airline's overnight maintenance base at the Salina Regional Airport. According to information in the commission meeting packet, the $900,000 would be split among the city ($400,000), Saline County ($400,000), and the Salina Airport Authority ($100,000). The City of Salina currently has an economic development fund balance of approximately $898,000.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider authorizing the city manager to execute an Amended and Restated Public/Private Partnership Agreement for the Smoky Hill River Greenway Trail from the YMCA to S. Ohio Street.

●Consider approving a proposed resolution designating official depositories for city funds, providing authority for wire transfers, providing for authorization of check signers, and authorizing securities purchases and sales.

●Consider authorizing the city manager to execute an agreement with Equity Bank to provide banking services for the City of Salina.

The Kansas Sampler Foundation announced that its newest board member is Luke Mahin of Courtland.

Mahin is a co-owner of Irrigation Ales, which is, because of its location in a town of 294 and proximity to the Kansas Bostwick Irrigation District, one of the most "pivotal" breweries in the midwest. Before opening Irrigation Ales, he was the Republic County Economic Development director.&nbsp;

Foundation director Marci Penner said, “We are excited to add Luke to the board. He’s living the issues we work on year-round so he brings a reality to the discussion, has a passion and drive for finding the best solutions, and he’s just a fun guy to have in the mix.”

Mahin currently serves on the Republic County Foundation board as well as Courtland's Arts Council, Fun Day committee, and Fermentation Club. He has attended almost every Big Kansas Road Trip and enjoys exploring Kansas by way of gravel biking, food, and breweries.

“The biggest challenge in rural Kansas is building capacity for those who want to positively improve their quality of life,” Mahin said. "Part of that is showing people why rural is a worthwhile cause and that its culture matters.”

Mahin replaces RJ Wilson of Shawnee on the board. Other board members are Stacy Barnes, Greensburg; Sarah Werner, Winfield; Simone Elder, Leoti; and David Procter, Manhattan.

The mission of the Kansas-based non-profit is to preserve and sustain rural culture.

Courtland's Mahin joins Kansas Sampler Foundation board

Salina Central High School's Scholars' Bowl team has won the 5A Regional Championship.

Team members are Elijah Resano, John Rose, Nehemiah Gomendoza, Charlene Arrieta-Renteria, and Kegan Madison. The team is coached by Salina Central teachers Melinda Jett and Katrina Paradis.

Next for the team is the 5A State competition Saturday in DeSoto, Paradis told Salina Post.

Salina Central Scholars' Bowl team wins 5A regional competition

JEWELL COUNTY —One person died in an accident just before midnight Saturday in Jewell County.

The Kansas Highway Patrol reported a 2011 Toyota 4-Runner driven by&nbsp; Elliott Phillip Whiteside, 18, Tryon, North Carolina, was southbound at 101 North McRoberts Street in Mankato.

The SUV traveled off the right side of the roadway into the ditch, went airborne and struck a tree. A juvenile in the vehicle was ejected. He was pronounced deceased and transported to&nbsp;Melby's Mortuary.&nbsp; 

EMS transported Whiteside to Wesley Medical Center. The driver and passenger were not properly restrained, according to the KHP.

Salina's Leners earns academic honors at Nebraska Wesleyan

Get an up-close look at what it takes to be a Kansas Highway Patrol (KHP) dispatcher during an open house Feb. 28.

In 2002, KHP centralized its dispatch services for the state to one location. Troopers are dispatched from the State Central Dispatch in Salina regardless of where they are working in the state. The KHP Communications Center is located in the KHP facility on the former Marymount College campus in east Salina. The facility also includes the KHP Training Academy and the Troop C headquarters.

The open house, scheduled for 6-8 p.m. Feb. 28, is designed for persons who are considering careers as KHP dispatchers. Space is limited to 20 persons as the KHP must conduct a background check to ensure the protection of Criminal Justice Information Systems data, according to KHP Lieutenant Alex Taylor.

It is an opportunity to be a part of the betterment of society without having to place yourself in harm’s way daily. For some, this is what they desire," Taylor noted. "For others, dispatch offers a stepping stone into this world of law enforcement. For many college students who desire a role as a LEO, they must wait to be 21 before applying for a position. Dispatch minimum age is 18, which gives a person three years of knowledge and experience that they can carry over to set them ahead in their new career."

A dispatch position is a 40-hour-per-week job. KPERS state retirement benefits are earned and are inclusive when working for other KPERS organizations, according to Taylor.

While some students may have schedule conflicts that would not allow them to work as a dispatcher, Taylor said there currently are several dispatchers who are completing their college degrees while working in the KHP Communications Center.

"Dispatching is no simple task. It requires a high level of multi-tasking, computer skills, and independent work. The communications center is staffed 24/7 holidays and weekends. Shifts are divided into three time periods: days 0600-1400 hours, evenings 1400-2200 hours, and midnights 2200-0600 hours," Taylor said. "Dispatchers are regularly involved in multiple incidents recording information, gathering assistance, and providing guidance. As our center does not directly take 911 emergency phone calls our dispatchers do not provide medical guidance over the phone."
