An employee told officers they had closed the business when a white male wearing a black hoodie, gray University of Kansas sweat pants, and mask over his face entered the bar. The suspect was armed with a black handgun. The suspect pointed the gun at the employee and asked where the money bag was.

When the suspect located the bag, he fled the area on a bicycle.

Crimestoppers seeks tips about armed robbery at tavern

On March 31, Trans Visibility Day, demonstrations are planned across the nation, including in Salina, in support of transgender people.

"Nationwide, lawmakers, persuaded by Anti-Transgender bias are creating hurtful legislation," North Central Kansas Pride noted in a news release.

In Salina, the group, in conjunction with Mia Dennett, are organizing several events on Friday.

"As always, NCKP invites the public to these peaceful protests. It's asked participants show a little early with signs and messages of support. People are welcome to share their stories," North Central Kansas Pride noted. 

A Die at City Hall event is planned from noon to 1 p.m. at the City-County Building, 300 W. Ash Street. Persons participating will act as though they are dead to represent "fatalities these laws cause," according to North Central Kansas Pride.

Additionally, walk-outs are planned for both Salina South High School and Salina Central High School from noon to 1 p.m. Friday outside each school's main office. During the walkouts, students at both schools are "invited to stand in support for their young peers struggling with identity and acceptance," according to the news release.

Salina Post reached out to Salina USD 305 concerning the school walk-outs and received the following statement.

USD 305’s goal is to ensure all students feel respected, valued, and validated. In fact, part of our mission is to promote belonging in our schools, for all students, staff and families.

It is our intention for students to remain in a structured learning environment during the school day. Policies exist to maintain an orderly school environment and keep students safe.

We support students’ constitutional rights and understand students do not shed these rights at the school door. Clearly, teaching students to understand and advocate for their civil rights is a central part of education. We want to allow students to exercise their free speech rights; in this instance the location and timing are the concern.

If we authorize a group to formally stage activities on USD 305 property during the school day, we are obligated by law to allow that same access to any other group. This is outlined in federal law as the Equal Access Act. It would be irresponsible for us to adopt a position that would require allowing access at any time to all who want it, regardless of content.

Additionally, unexcused absences have consequences. Per policy, any time a student leaves during the school day without permission, the student receives an unexcused absence. A protest during the school day where students walk out of the classroom is a disruption to learning and may result in students being ineligible to participate in extracurricular activities.

If students wish to participate in community-wide events that are occurring off school property and parents are supportive, parents have the option to call the school and excuse their student to participate in the off-site event. That experience would allow students to exercise their free speech rights in a way that joins the community-wide effort to advocate for a cause.

February jobless rate up across central Kansas

As Jessica Martin sees it, the Greater Salina Community Foundation's Match Madness is a team effort.

From her staff, which begins planning the event in October, to the representatives of the 92 charities to the business who match their employees' donations, to the donors themselves, all help make Salina's largest fundraising event a success.

And this year, more than 400 fifth graders joined the team.

Martin, who is president and executive director of the Greater Salina Community Foundation, said that by the event's end, 400 to 450 Salina USD 305 fifth graders will have been on-site at the Salina Fieldhouse, 140 N. Fifth Street. 

Thanks to a donation from Ken and Karen Ebert, each fifth grader received $10 to give to one of the 92 charities represented at this year's Match Madness event. The students toured all of the charity booths at the event and then decided to which charity they wanted to donate.

"The kids asked great questions. They've talked about how much fun they've had. They didn't know the different charities in Salina and what they did," Martin said. "It's just been fun and rewarding to watch them get excited about giving."

Martin said the goal of the project was to get the students thinking about charities and what it means to give back.

When it comes to charities, this year is the largest for Match Madness.

"We had 92 participate. That's the most we've ever had," Martin said. "And then we have six businesses that are sponsoring all of their employee donations at a dollar-to-dollar match, so that's increased. It just seems like every year, we have more and more charities or community members stepping up to participate."

Martin said that including the money raised during Thursday's event, Match Madness' 12-year run will have an estimated impact in Saline County of close to $4 million.

"We are just so thankful for the donors in the area who support all these charities," she said.

If you would like to participate in Match Madness, you have until 7 p.m. Thursday to go in person to the event in the Salina Fieldhouse, 140 N. Fifth Street.

Additionally, thanks to a group of private donors, Match Madness also will have $300,000 in matching funds. Those funds will be used to match proportionally up to 50 percent of each donation made to one of the 92 participating charities. Those funds can be accessed instantly by the charities to help meet immediate needs.

Match Madness: USD 305 fifth graders learn about giving

Salina police are investigating the theft of a handgun from a pickup sometime this month.

A 26-year-old Salina man told police that sometime between March 10 and Thursday, someone stole a Ruger Max 9 9mm handgun from the center console of his pickup, Salina Police Captain Paul Forrester said this morning. The gun was valued at $450.

Forrester said the man did not know the exact date and location of the theft as his wife had been driving the pickup during that time period.

The results of a survey conducted as a part of the City of Salina's efforts to develop a strategic plan to divert waste from the landfill will be available to the public during an event Wednesday.

The city's Public Works Department will be hosting the event from 4-6 p.m. Wednesday in the Salina Public Library's McKenzie Center, 308 W. Elm Street.

"We encourage Saline County citizens and business owners to attend the open house to see the results of the survey, ask questions about the results, and discuss the possibilities of the strategic plan going forward," the Public Works Department noted in a news release.

The strategic plan would help the city enhance its "commitment to protecting the environment and advance sustainability in Saline County," according to the news release.

I’m glad you’re planning on making a down payment of at least 20%. That’s a smart move, because it’ll help you avoid the added expense of private mortgage insurance (PMI). Also, remember to get a 15-year fixed-rate mortgage loan, one where your payments are no more than 25% of your monthly take-home pay.

Now, the next pieces of advice are for you, Jacob, and anyone&nbsp;else&nbsp;who’s planning to buy real estate. Always get title insurance. Always! If you’re buying a piece of property that’s not a traditional subdivision-type lot, have a survey done. This isn’t as much of a worry with a standard subdivision lot, something that’s pre-platted and has changed hands three or four times. But you don’t want to buy a piece of land under the impression that it’s 3 acres and then find out the hard way it’s only 2.25 acres. Get a home inspection too. Unless you happen to be an electrician, contractor or something like that, you’re probably not an expert on things relating to home construction.

This last piece of advice may sound funny, but don’t&nbsp;<a href="https://www.ramseysolutions.com/real-estate/mortgage-calculator" target="_blank">buy a house</a>&nbsp;with a great, low price if it looks ugly from the street. I did that with the very first house I bought, and it’s a bad idea. No matter what you think, when it comes to houses, you can’t fix ugly. You can change out carpet, and you can put up new shutters or gutters and stuff like that. Those things aren’t a ton of work. But there’s a reason you can get a screaming deal on an ugly house—it’s ugly. And the guy&nbsp;you&nbsp;sell it to down the road is going to get a great deal on the house. Why? Because it’s just an ugly house.

If you’re not careful, you can get a little too excited on your first home purchase. So stay smart, look at everything involved, and don’t let a case of house fever push you into a big, expensive mistake!

Always get title insurance. Always! If you’re buying a piece of property that’s not a traditional subdivision-type lot, have a survey done. An extreme right-wing group in Greece claimed responsibility for an arson attack on an Afghan community center in Athens.

One year ago: Ukraine accused Moscow of forcibly taking hundreds of thousands of civilians from shattered Ukrainian cities to Russia, where some could be used as "hostages" to pressure Kyiv to give up. Senate Republican leader Mitch McConnell announced that he would vote against confirming Ketanji Brown Jackson, saying he "cannot and will not" support the groundbreaking nominee for a lifetime appointment on the Supreme Court. Kansas is officially a Home Rule state. It has been since 1961, when an amendment to the Kansas state constitution officially declared that Kansas cities are “empowered to determine their local affairs…except when” such actions are “limited or prohibited” by an act of the state legislature. That’s an important acknowledgment of local democracy—or at least potentially so.

In my observation over the years, though, our elected representatives in Topeka tend to pay far more attention to the “except when” clause, thus leading the principle of Home Rule to be observed more often in the breach than in fact.

That’s not unusual, unfortunately. If you research which states allow Home Rule, as opposed to those which adopt “Dillon’s Rule”—a 19th-century judicial ruling which stipulated that the residents of cities have no inherent democratic right to rule themselves, and possess the power of local government only so far as states grant it to them—you’ll find that most of those states significantly limit the authority of their cities.

In Kansas, the language of our Home Rule amendment presents a fairly easy limitation for the state legislature to make use of: simply impose some kind of broad, state-wide prohibition, even if the issue is an entirely local one, and suddenly cities may be forbidden from governing themselves in that area whatsoever. A bill being debated in Topeka is just another example of this practice.

The bill, House Resolution 2447, aims to take away from all Kansas cities the ability to ban or restrict within their borders the sale of any product that is otherwise legal elsewhere in the state. Pushed by the Kansas Chamber of Commerce, its ostensible purpose is to prevent “disuniform business conditions across the state,” which is another way of saying that the people who live in some cities might be persuaded to regulate businesses in response to local problems in a way different from how other cities might. In reality, it’s not difficult to see this bill as reflecting an ideological disposition against giving power to those local residents—specifically, those in urban areas--who might prioritize certain social concerns over the interests of business owners.

The specific provenance of the bill is a pet store in Wichita, which sells dogs from breeders in a manner than many concerned about the size of the city’s population of abandoned and unhealthy pets wish to prevent. (Wichita’s citizen-run Animal Control Advisory Board has recommended action, but Wichita’s city council has as yet taken none, meaning this bill exists in response to a complete hypothetical.) In reality, a bill this broad could potentially prevent any Kansas city from imposing almost any regulation upon businesses within their borders. It also presents a sneaky return to the attempt to stop environmentally concerned Kansans who are pushing their cities to consider limitations on plastic bag use in grocery stores, an invasive bill which the Kansas Senate wisely killed last month.

In the face of criticism, promoters of HR 2447 have added qualifications, guaranteeing that the bill wouldn’t prevent Kansas cities from using their zoning power to regulate liquor stores, strip clubs, and the like. But in my view, that’s just putting Home Rule lipstick on a statist pig. John Doll, a state senator from Garden City, when voting down the aforementioned ban on local plastic bag bans, correctly expressed frustration at the legislature’s frequent “lack of respect” for “the ability of county and city governments” to determine what is best “for their particular communities.” Let’s hope a majority of Kansas legislators agree with Doll, and vote down this overreaching bill as well.

INSIGHT KANSAS: Home rule on voting block, once again

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE)&nbsp;has announced the recipients of waste tire product grants.

“These grants will help handle the costs of proper disposal of many materials scrap tires and assist many important local efforts to promote litter and waste reduction. KDHE applauds the creativity and innovation that our communities have in reusing materials that help support the mission of protecting the health and environment of all Kansans” said&nbsp;Janet Stanek, Secretary, Kansas Department of Health and Environment. The grants are funded by revenue collected through the tire excise tax, a $0.25/vehicle tire fee.

The grants totaled $522,312.25, an almost 20 percent (19.8%) increase from 2022 were awarded to 45 organizations to fund projects that include the use of recycled tire products, including playground surfacing and picnic tables.

KDHE announces recipients of Waste Tire Product Grants

Career and Technical Education (CTE) and postsecondary opportunities will be the topic of the next USD 305 SPS Chat.

The public event is scheduled for 5:15 p.m. April 3 at Salina South High School, 730 E. Magnolia Road.

USD 305 Superintendent Linn Exline is scheduled to provide an update about opportunities available to Salina Central and Salina South students.

Additionally, the event will include the following, according to information from USD 305.

●Experiences shared by students currently in CTE programs

●An overview of postsecondary preparation programs

●Hors d’oeuvres prepared by the South High School Culinary Arts Program

Families of students in grades seven and eight and community members are encouraged to attend, the district noted.

"Postsecondary planning is intentional at Salina Public Schools (SPS). Career interests and exploration begins in elementary school. Middle school students create electronic portfolios in Xello that they revisit and refine throughout high school. CTE opportunities include expanded pathways and industry-recognized credential options. State-of-the-art CTE facilities at our high schools include A/V production, construction, culinary arts, drafting, nursing and welding," USD 305 noted in a news release this morning.

"One size does not fit all and we know that having many choices is important. Choices at SPS include earning a credential or associate’s degree, completing a CTE pathway, preparing for college or university or preparing to enter the workforce or military," the district noted.

CTE, postsecondary opportunites topics of next SPS Chat

A Salina man was transported to the hospital after a scooter he was driving struck a bus in a parking lot Wednesday evening.

A 2019 Ford Econoline E350 bus driven by Joseph Funk, 59, of Salina, was in the Sunset Plaza parking lot, 1221 W. Crawford Street, and sitting at the stop sign waiting to turn onto S. Broadway Boulevard when a northbound 2022 scooter driven by Nelvin Richardson, 63, of Salina, turned into the parking lot, striking the bus, Salina Police Captain Paul Forrester said this morning.

The wreck occurred at approximately 7 p.m. Wednesday.

Richardson was injured and transported by EMS to Salina Regional Health Center, Forrester said. Funk and a 67-year-old female passenger in the bus were not injured, he added.

The bus sustained minor damage to the side and the scooter sustained some damage, Forrester said.

Richardson was cited for not having a driver's license and for inattentive driving, Forrester said.

Salina Police Captain Paul Forrester said this morning that sometime Thursday or Friday, someone stole approximately 25,000 pounds of scrap metal from bins on a lot in the 500 block of N. Ohio Street. The scrap metal and the lot are owned by Great Plains Manufacturing.

The scrap metal was valued at $3,000 Forrester said.

ABILENE - Learn about eastern European Easter eggs and how to make them during a class Sunday in Abilene.

The Arts Council of Dickinson County is offering a Pysanky class at 1 p.m. Sunday at 401 N. Cedar Street. During the three-to-four-hour class, participants will learn the history of the Pysanky, which is rooted in eastern Europe, as well as design and create their own pieces of artwork.
