A Salina man wanted on an active warrant led law enforcement personnel on a multi-county chase before he was taken into custody Saturday night.

Salina Police Captain Paul Forrester said this morning that police received a tip at approximately 8:30 p.m. Saturday that Shawn Blazier, 40, of Salina, who was known to have an active felony warrant, was possibly en route to a restaurant in the 2500 block of S. Ninth Street. He was seen arriving at the restaurant on a Honda Gold Wing touring motorcycle.

When Blazier saw police, he headed north through the Mid State Plaza parking lot and then went west on W. Magnolia Road to Interstate 135, where he turned north. Pursuit speed reached 140 mph on I-135, Forrester said.

The pursuit continued through Ottawa County and into Cloud County, where Blazier turned east on U.S. Highway 24, Forrester said. Shortly thereafter, Blazier pulled over and attempted to flee on foot, but quickly surrendered, according to Forrester.

Ottawa County Sheriff's Office personnel and Kansas Highway Patrol troopers assisted with the pursuit, Forrester said. 

Blazier was arrested on a felony warrant for failure to appear from Saline County District Court and on the following requested charges, Forrester said.

●Felony interference with a law enforcement officer

Salina man arrested after high-speed, multi-county chase

Two people from Salina who allegedly were attempting to elude police were arrested late Saturday afternoon in west-central Salina.

Officers were sent to the 400 block of S. College Avenue at 5:30 p.m. Saturday after it was reported that a woman with an active warrant was in a residence there. The woman, Candice Beach, 42, of Salina, had an active probation violation warrant from Saline County District Court, Salina Police Captain Paul Forrester said this morning. Beach was believed to be with Kevin Russell, 38, of Salina, Forrester added.

As one of the officers approached the 400 block of S. College Avenue, he saw two people walking in the 500 block of Montrose Street and recognized them as Beach and Russell. 

When the officer attempted to stop them, Beach and Russell went between two houses, and the officer observed Russell drop an object into the egress window of one of the houses, Forrester said. That object turned out to be a Cobra CA380 handgun, he said.

Police made contact with Beach and Russell behind the home and took them into custody. Forrester said that when Russell was taken into custody, he allegedly was found to be in possession of a methamphetamine pipe.

Russell was arrested on the following requested charges, Forrester said.

●Criminal in possession of a weapon by a convicted felon

Additionally, Beach was arrested on her Saline County District Court warrant, he said.

In the presentation information, Salina Baseball Enterprises reviewed Phase I: upgrades and renovations to Dean Evans Stadium and the softball stadium at Salina South High School that were completed in March 2021. Additionally, the organization noted that in 2022, baseball tournaments in Salina had an estimated economic impact of $2,812,870, according to information in the commission study session packet.&nbsp;

Proposed improvements to Wilbur Field, budgeted at $3,060,000, include the following, according to information in the commission study session packet.

●Covered grandstand similar to new South High, with pressbox 

●Additional elevated fan seating area – watch Wilbur and Dean Evans

●LED field lighting system for Wilbur Field

●LED lighting system for Dean Evans Stadium (use existing poles)

Proposed improvements to James Matson Field, budgeted at $325,000, include the following, according to information in the commission study session packet.

●Miscellaneous upgrades to existing men’s and women’s toilets

Salina Baseball Enterprises is proposing that it would fund 70 percent of the nearly $3.4 million for the improvements, and is asking the city to consider funding the remaining 30 percent. Additionally, Salina Baseball Enterprises is asking for the city commission to authorize the organization to move forward with installing turf at Wilbur Field, as well as make other improvements as fundraising allows. It also is asking for the city commission to authorize the organization to begin making improvements at James Matson Field as fundraising allows, according to information in the commission study session packet.

MANHATTAN —&nbsp;Eight students in Kansas State University's <a href="http://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a> have been chosen to receive the 2023 Zoetis Foundation/AAVMC Veterinary Student Scholarship.&nbsp;

The scholarship program is sponsored by Zoetis, a global animal health company, in partnership with the Association of American Veterinary Medical Colleges.&nbsp;In its thirteenth year, the program awarded&nbsp;$7,000&nbsp;scholarships to 263 second- and third-year veterinary students representing 36 colleges of veterinary medicine throughout the U.S. and the Caribbean.&nbsp;&nbsp;

In addition to the traditional selection criteria of academic excellence and financial need, the scholarships focus on meeting ongoing needs of the veterinary profession&nbsp;—&nbsp;diversity, sustainability and mixed/rural medicine practices.&nbsp;Scholarships are awarded to students in all areas of professional interest, including food animal medicine, small animal clinical medicine, research, government services, public health and organized veterinary medicine.&nbsp;

"This award will be monumental in my continued education," said&nbsp;Cayley Conrad,&nbsp;second-year&nbsp;veterinary&nbsp;student,&nbsp;Joplin, Missouri. "It will support my travel to South Dakota for a summer externship with the Rural Area Veterinary Service program. My externship will provide wellness care and spay/neuter services for pets with lower-income families living on tribal reservations. I am extremely grateful for the opportunity and support from Zoetis."&nbsp;

 </figure>K-State News &amp; Communication ServicesMANHATTAN —&nbsp;Eight students in Kansas State University's <a href="http://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a> have been chosen to receive the 2023 Zoetis Foundation/AAVMC Veterinary Student Scholarship.&nbsp; The scholarship program is sponsored by Zoetis, a global animal health company, in partnership with the Association of American Veterinary Medical Colleges.&nbsp;In its thirteenth year, the program awarded&nbsp;$7,000&nbsp;scholarships to 263 second- and third-year veterinary students representing 36 colleges of veterinary medicine throughout the U.S. and the Caribbean.&nbsp;&nbsp; In addition to the traditional selection criteria of academic excellence and financial need, the scholarships focus on meeting ongoing needs of the veterinary profession&nbsp;—&nbsp;diversity, sustainability and mixed/rural medicine practices.&nbsp;Scholarships are awarded to students in all areas of professional interest, including food animal medicine, small animal clinical medicine, research, government services, public health and organized veterinary medicine.&nbsp;"This award will be monumental in my continued education," said&nbsp;Cayley Conrad,&nbsp;second-year&nbsp;veterinary&nbsp;student,&nbsp;Joplin, Missouri. Salina's Byrd among vet student scholarship recipients at K-State

The most recent report on “State of Computer Science Education: Understanding Our National Imperative” provides a clear warning: “Nearly two-thirds of high-skilled immigration is for computer scientists, and every state is an importer of this strategic talent. The USA has 700,000 open computing jobs, but only 80,000 computer science graduates a year. We must educate American students as a matter of national competitiveness.”

As a result, every state in the Union has implemented from one to nine policies attempting to boost American students’ exposure to computer education, often adding it as a graduation requirement and often dumping significant money into a continual turnover of equipment that rapidly becomes obsolete.

These efforts go back over a decade. Yet we see little if any improvement in American students moving from U.S. K–12 into college computer science.&nbsp; Instead, the highest levels of Computer and Information Science graduates (64.3%) and Computer Science Post-docs (67.4%) in the U.S. remain foreign students on temporary visas.

Long ago, I took programming courses in Basic, Fortran, and Pascal. These were wasted credit hours because in just a few years, each of these computer languages went from being new to being obsolete.

It is impressive to see our young generation work rapidly on their cell phones and computers. But when they move into early jobs at the local hamburger restaurant or elsewhere, the digital equipment is unique and continually evolving. They learn rapidly. But this is not programming.

So I have asked colleagues with relatives in the computer industry what skills are central to computer programming? The answer came back: algebra and sentence diagramming. Algebra makes sense because of the logic behind that particular math. Sentence diagramming was a surprise until you consider the similar logic involved in mapping out the subject, actions of verbs, modifers, etc. &nbsp;

So where are those immigrants who are desperately needed to fill “computer jobs” coming from? And why are they more successful than American students?&nbsp; Nearly half of current advanced chip manufacturing is in Taiwan (TSMC) and South Korea (Samsung). “Our” new plants that are being built in Arizona not only have to import their machinery but also their trained talent from Asia.

I also check the Taiwan “Science Bulletin” issued in February of 2001, over 20 years ago. The front page is titled “Helping Semiconductor Technology Take Root in Taiwan” and discusses the million dollar Taiwan government donations to their National Science Council to establish semiconductor R&amp;D. I turn the page to find the year 2000 rankings of students from major countries based on the international TIMSS assessment tests. In algebra, Taiwan is number one, followed by South Korea (2), Singapore (3), Japan (4) and Hong Kong (5). The U.S. ranked 16th. In content areas of science, Taiwan ranks first, Singapore (2), Hungary (3), Japan (4) and South Korea (5). The U.S. ranked 18th.

The other major source of our computer programmers is India. I would recommend to readers that they go eat at some India food restaurants so you can talk with the younger men and women who graduated from high school in India before they came to the U.S. They grew up at home speaking one of many regional languages: Hindi, Bengali, Tamil, etc. But having a British colonial history, their schooling is in British English. And the major exam that they take at the end of high school that determines if and where they go to college includes sentence diagramming (direct and indirect objects, modifiers, prepositions, gerunds, infinitives, etc.). This skill is rigorously taught in high schools in India and learned by those wishing to continue their education. But class sizes in India are about 60 students. And computers are few.

Meanwhile in the U.S., sentence diagramming has been relegated to a minor part of English classwork or totally abandoned—it is not in the “Common Core.” And many states are now ending their requirement of algebra for attending college for non-science majors. Much of the increasing time our K-12 students now waste on classroom computers using soon-outdated coding would be much better spent increasing student coursework on algebra and sentence diagramming.&nbsp;&nbsp;

Today is Monday, March 27, the 86th day of 2023. There are 279 days left in the year.

On March 27, 1977, in aviation's worst disaster, 583 people were killed when a KLM Boeing 747, attempting to take off in heavy fog, crashed into a Pan Am 747 on an airport runway on the Canary Island of Tenerife.

In 1513, Spanish explorer Juan Ponce de Leon sighted present-day Florida.

In 1625, Charles I acceded to the English throne upon the death of James I.

In 1794, Congress approved "An Act to provide a Naval Armament" of six armed ships.

In 1912, first lady Helen Herron Taft and the wife of Japan's ambassador to the United States, Viscountess Chinda, planted the first two of 3,000 cherry trees given to the U.S. as a gift by the mayor of Tokyo.

In 1945, during World War II, General Dwight D. Eisenhower told reporters in Paris that German defenses on the Western Front had been broken.

Ten years ago: Lawyers for Colorado theater mass shooting suspect James Holmes said he would plead guilty to the attack that killed 12 people and serve the rest of his life in prison to avoid the death penalty. (Prosecutors rejected the offer, but Holmes ended up being sentenced to life in prison anyway.) Former South African President Nelson Mandela was admitted to a hospital for pneumonia (he was discharged 10 days later).

Five years ago: Retired Supreme Court Justice John Paul Stevens, in an essay on The New York Times website, called for the repeal of the Second Amendment to allow for significant gun control legislation. The co-owner of a Kansas water park and a ride designer were charged with reckless second-degree murder in the decapitation of a 10-year-old boy on the ride in 2016. (A judge later dismissed the charges, finding that state prosecutors had shown inadmissible evidence to grand jurors.)

One year ago: Ukrainian President Volodymyr Zelenskyy accused the West of cowardice as his country fought to stave off Russia's invading troops, making an exasperated plea for fighter jets and tanks to sustain a defense as the war ground into a battle of attrition. "CODA" won best picture at an Oscars ceremony marred by Will Smith's on-stage slap of Chris Rock. Smith would go on to win best actor minutes later. (Smith was later expelled from the movie academy received a 10-year ban from the Oscars.)

A comedy will be the next production by Salina Central High School Theatre.

Larry Shue's The Nerd is scheduled for 7 p.m. Friday and Saturday and 2:30 p.m. April 2 in the auditorium of the school, 650 E. Crawford Street. Running time is approximately two hours, including a 15-minute intermission.

Tickets are $7 for adults and $5 for students, with credit service charges added to the price if using a credit card. Tickets are on sale <a href="https://our.show/chstroupe639/nerd">online</a> and also will be available prior to the performances.

Now an aspiring young architect in Terre Haute, Ind., Willum Cubbert has often told his friends about the debt he owes to Rick Steadman, a fellow ex-GI whom he has never met but who saved his life after he was seriously wounded in Vietnam. He has written to Rick to say that, as long as he is alive, “you will have somebody on Earth who will do anything for you” — so Willum is delighted when Rick shows up unexpectedly at his apartment on the night of his 34th birthday party. But his delight soon fades as it becomes apparent that Rick is a hopeless “nerd” — a bumbling oaf with no social sense, little intelligence and less tact. And Rick stays on and on, his continued presence among Willum and his friends leading to one uproarious incident after another, until the normally placid Willum finds himself contemplating violence — a dire development which, happily, is staved off by the surprising “twist” ending of the play.

He has written to Rick to say that, as long as he is alive, “you will have somebody on Earth who will do anything for you” — so Willum is delighted when Rick shows up unexpectedly at his apartment on the night of his 34th birthday party. But his delight soon fades as it becomes apparent that Rick is a hopeless “nerd” — a bumbling oaf with no social sense, little intelligence and less tact. Salina Central Theatre presents 'The Nerd'

Smoky View 4-H club members were treated to four presentations during the club’s March meeting in the Salemsborg Fellowship Center.&nbsp;&nbsp;

The demonstrations and talks covered a variety of topics: Kate Griffin discussed her experiences during her first county fair, Wyatt Griffin gave a talk titled “How to Pick a Shotgun” about hunting, Kenzie Isaacson demonstrated how to mix and bake her “Peanut Butter Kiss Cookies,” and Maia Pracht showed the club how to make hot chocolate mix from scratch.&nbsp;

The club also congratulated members that had participated in the recent Central Kansas District (CKD) Club Day. These members received award ribbons and feedback from their 4-H judges.&nbsp;

The club had some fun singing “The Bumblebee Song” and playing a variation of the “Warmer, Colder” game.&nbsp;

Smoky View will come together again at 4 p.m., April 16, in the Salemsborg Fellowship Center.&nbsp;

The three Rs. When I was a kid, that referred to Readin,' 'Ritin,' and 'Rithmetic.&nbsp;

Today we’ll learn about a different set of Rs that are being applied to the world of horses:&nbsp;&nbsp;Rescue, Rehabilitate, and Re-home. Those are the goals of a remarkable enterprise that is helping to save and benefit horses in&nbsp;rural&nbsp;Kansas.&nbsp;

Karen Everhart is executive director of the non-profit organization Rainbow Meadows Equine Rescue &amp; Retirement, which she co-founded with her husband Dave. Karen and Dave are from the Wichita area originally. Everhart said she was the proverbial “horse-crazy girl” who spent summers with horses on her family’s farm in southeast Kansas.&nbsp;

She met and married Dave who spent 38 years in military service. Everhart became a medical administrator but never forgot her love of horses.&nbsp;

In 1981, she purchased the first horse of her own: A golden Palomino mare named Rainbow. Over time, she added to her horse herd. In 2005, she retired from her health administrator position and purchased a ranch in Chautauqua County.&nbsp;

“People would contact me about some horse that was abandoned or in a kill pen and say, `Could you help this horse?’” Everhart said. Within four months, her horse herd doubled from 10 to 20. It was clear there was a need.&nbsp;

In September 2005, Rainbow Meadows Equine Rescue &amp; Retirement was incorporated as a 501(c)3 organization. It can now receive tax-deductible donations. The organization is named Rainbow Meadows in honor of Everhart’s first beloved horse.&nbsp;

“Since that time, we’ve worked harder than we ever did in our professional lives,” Everhart said with a smile.&nbsp;&nbsp;“We appreciate our wonderful, caring volunteers.”&nbsp;

The goal is to rescue horses, mules and donkeys that are at risk. These equine are rehabilitated and, where appropriate, adopted out to caring homes.&nbsp;

There are two types of intake to the program. One is horses from horse-owners who find themselves unable to care for their equines due to circumstances such as illness, changed family situations, or otherwise.&nbsp;

“We can be a first responder for the horses,” Everhart said. The second type of intake, much less common, is receiving horses through a sheriff or police department when the horses are legally seized due to abuse or neglect of the animals.&nbsp;

The Everhart’s daughter earned her master’s degree at K-State, met her future husband, and eventually settled in the Manhattan area. When grandchildren were born, Karen and Dave wanted to be closer to them.&nbsp;

“I told the Board of Directors that we wanted to move closer to Manhattan so maybe it was time to close Rainbow Meadows,” Everhart said. “The Board said, `You’re welcome to relocate, but we want this to continue.’”&nbsp;

After a long search for property, Karen found and bought the place where Rainbow Meadows is today. “God opened the door to this place,” Everhart said. It is located along Highway 77, eight miles south of Junction City and north of the&nbsp;rural&nbsp;community of Woodbine, population 157 people. Now, that’s&nbsp;rural.&nbsp;

“This is a mission, this is a ministry,” Everhart said. “These (abused) horses don’t deserve the kind of treatment they’ve received.”.&nbsp;

Since its founding, Rainbow Meadows has assisted in rescuing hundreds of horses. In addition to having horses that are adopted, Rainbow Meadows offers a horse retirement program where owners can provide monthly support for their horses to come to Rainbow Meadows and live out their days in safety and comfort.&nbsp;

In support of this work, a fundraising gala is held each year. In 2023, the gala will be held at Rock Springs Ranch on the evening of April 1.
