By KIM BALDWIN McPherson County farmer and rancher We’ve arrived at another intersection of old and new. A time where we say goodbye to one year while also welcoming another. The singing of “Auld Lang Syne” has been sung, well-wishes have been said, and new goals have been declared. This is also a traditional time of reflection. Whether it’s looking back at the best movies watched, the total number of books read, the overall amount of rainfall measured or the number of acres acquired, we all have something to reflect on from the past year.&nbsp; So many of these reflections tend to gravitate toward numbers as the form of official measurement. Understandably, it’s a fairly easy way to look at a specific period of time and determine the wins and losses; the things that worked and the things we learned from during a year. On our farm, we take many numbers and create many charts and graphs to measure a variety of aspects from the year. From fuel prices, household expenditures, rainfall totals, market changes, sales, purchases and so much more. We can and do create visual measurements throughout the year, which allow us to reflect on a variety of areas.&nbsp; To be honest, the visual measurements, while appreciated, sometimes only provide a small glimpse into the overall area being measured and reflected upon. Some of the things we reflect on might highlight one’s strengths or weaknesses or areas for improvement, while other reflections remind us that we have minimal control. If anything, 2022 has reminded me that measurements and assessments don’t always tell a complete story when it comes to reflecting on one’s declared victories or admitted defeats at the end of a year. Numbers might look good and the means of measurement at a given point might suggest an anticipated positive outcome. But if the rain doesn’t fall, or if it falls all at once, or a windstorm blows through, or hail hits, those numbers and outcomes change in an instant. While I generally declare goals at the start of a new year, I have learned over time I won’t have a hard start and stop time with a straight line in between for the sake of measurement. If needed, adjustments will be made along the way based on routine reflections to help me get to where I want to be.&nbsp; And yes, while we have arrived at another intersection of an old year and a new year, we must recognize that there’s traffic coming from multiple directions. In reality, it is how we react and adjust while mindfully reflecting throughout the year which will allow us the opportunity to continue to move forward, getting closer to our ultimate goals.

City Manager Mike Schrage has appointed Clarence “C.J.” Wise as the new Salina Police Chief.

Wise will begin his new role by early February.

Wise’s career includes more than 25 years of law enforcement experience. He has been a member of the Edmond Police Department in Edmond, Okla., since 1998, and currently serves as a major. He has been a major since 2016 and has also served as captain, sergeant, and officer.

Wise’s diverse experience includes the areas of patrol, K-9, SWAT, detective, drug enforcement, and internal investigations. Wise has supervised field training, peer support, honor guard, and K-9 functions, and has led the Edmond Police Department’s Office of Professional Responsibility, Criminal Investigations Division, and Patrol Division.

Wise’s professional achievements include being selected as Supervisor of the Year two times and an FBI-LEEDA Trilogy Award for Supervision, along with numerous Employee of the Month honors.

He holds a master’s degree in criminal justice management and administration from the University of Central Oklahoma, a bachelor’s degree in business-organizational leadership from Southern Nazarene University, and an associate’s degree in criminal justice from Seminole State College. Wise is a 2019 graduate of the FBI National Academy.

"C.J.’s vast law enforcement experience&nbsp;and demonstrated leadership approach will be a huge asset for the Salina Police Department and our city. He believes in community-oriented policing and has a track record of successful involvement in the Edmond community, and we are excited to have him lead the Salina Police Department,” Schrage said.

Edmond, Okla., Police Major Wise named new Salina Police Chief

A massive winter storm roared into the East Coast, dumping as much as 17 inches of snow in some areas. The Dow Jones Industrial Average burst through the 25,000 mark, closing at 25,075.13 just five weeks after its first close above 24,000. Ray Thomas, a founding member of the British rock group the Moody Blues, died at his home south of London at the age of 76, months before the band would be inducted into the Rock and Roll Hall of Fame.

One year ago: Nearly a year after the deadly insurrection at the U.S. Capitol, a poll by The Associated Press and the NORC Center for Public Affairs Research found that only about 4 in 10 Republicans recalled the attack by supporters of Donald Trump as violent or extremely violent; just 22% of Republicans said Trump bore significant responsibility for the riot. The government reported that a record 4.5 million Americans had quit their jobs in November, more evidence that the U.S. job market was bouncing back strongly from the coronavirus recession.

TOPEKA&nbsp;– Today, the Kelly Toland Inaugural Committee announced that Tabatha Rosproy, the 2020 Kansas and National Teacher of the Year, will serve as the master of ceremonies for the inauguration of Governor Laura Kelly as the 48th Governor of Kansas, Lieutenant Governor David Toland as the 52nd Lieutenant Governor of Kansas, and other statewide elected officials during the swearing-in ceremony on Jan. 9.

“Tabatha’s commitment to public education and our students is an inspiration to me and Kansans across the state. I’m thrilled that she will play such an important role in this year’s ceremony,”&nbsp;said Governor Laura Kelly.&nbsp;“I’m proud of the work our administration has done to get our students back on track by fully funding our education system. Kansas is known for our great public schools, and Tabatha represents that.”&nbsp;

Rosproy is a 13-year Kansas teaching veteran and was the first early childhood educator to be named the National Teacher of the Year in the program’s 69-year history. She has taught preschool in Salina and Winfield, and served as an early childhood support teacher in Olathe. She recently transitioned into a new role as the Early Childhood Project Coordinator for Kansas Parent Information Resource Center, training educators around the state on best practices in family engagement and early childhood education.&nbsp;

“As a Kansan and as a teacher who focuses on early childhood education, I am inspired by the commitments Governor Kelly has made to make Kansas the best place for our children to thrive,”&nbsp;said Rosproy.&nbsp;“It is my honor to join Kansans from across the state as we celebrate the next chapter in our state’s history in honor of Governor Kelly and Lieutenant Governor Toland.”&nbsp;

An Interfaith service will take place at 9 a.m. the morning of Jan. 9 in the Old Supreme Court Room (room 346-S) in the Kansas Statehouse. Reverend Tobias Schlingensiepen will lead the service, and it will feature blessings from different faith community leaders, including Bishop David Wilson with the Great Plains Conference of the United Methodist Church, Sister Therese Bangert of Sisters of Charity of Leavenworth, Rabbi Moti Rieber with Kansas Interfaith Action (KIFA), and others.

MANHATTAN — The Kansas Department of Agriculture and K-State Research and Extension (KSRE) will offer virtual workshops Feb. 6-10, 2023, to assist farmers’ market vendors and managers, and also for those wanting to sell food products directly to consumers. 

The workshop series includes five online Lunch and Learn sessions.

“Over the past two years, we’ve seen an increase in people’s enthusiasm for locally sourced food, and these workshops will address common questions and concerns for farmers and small businesses who are embracing these opportunities to reach local consumers,” said Londa Nwadike, food safety specialist with KSRE and the University of Missouri. “It’s also important for farmers to understand certain legal, safety and financial parameters before choosing to sell either directly to the consumer or at a farmers’ market.” 

In 2022, more than 95 farmers’ markets were registered with KDA’s Central Registration of Farmers’ Markets.

A pickup stolen at a west Salina restaurant was later found at the scene of a theft case in the northern part of the city.

Salina Police Captain Paul Forrester said this morning that a 23-year-old Kansas man told police on Saturday that he had left his 2013 Ford F150 pickup parked at Russell's Restaurant, 671 Westport Boulevard, while he was out of town on a job. When the man returned to Salina, he discovered that the pickup, valued at $8,500, was missing. Items in the pickup that also were missing included a Remington 870 shotgun valued at $800 and 55 waterfowl decoys valued at $400.

At 1 a.m. on Monday, officers were called to the Super 8 Hotel, 120 E. Diamond Drive, for the report of someone stealing items from one pickup and putting them into another. Forrester said the person was described as a Black man with piercings and tattoos on his face. When the owner of the pickup that was being stolen from confronted the man and told him he was going to call the police, the man ran to the east.

Items taken included a Cordova cooler valued at $250 and two black and red Huskey tool bags valued at $350. 

As it turns out, the items were being taken from a black Chevrolet pickup and were being put into the Ford F150 that had been stolen earlier from the Russell's parking lot, Forrester said.  

Officers found the man, identified as Keyshawn Edwards, 25, of Salina, hiding in the trees just east of the hotel property, Forrester said. Edwards allegedly was found to be in possession of marijuana when he was arrested.

Edwards also had an active warrant from Saline County District Court for probation violation, Forrester said.

Edwards was arrested on the warrant and on the following requested charges, according to Forrester.

The owner of the stolen pickup retrieved it from the scene, Forrester said.

Performance to feature Boyer’s 'Ellis Island: The Dream of America'

The upcoming Salina Symphony concert will be a collaboration with Theatre Salina.

The concert, Journey, is scheduled for 4 p.m. Jan. 29 in the Stiefel Theatre, 151 S. Santa Fe, and will be under the baton of Music Director Yaniv Segal.

The concert will feature Peter Boyer’s Ellis Island: The Dream of America, a work that celebrates the powerful and inspiring stories of those who left their homeland in search of a better life. Innovative in its format, Ellis Island brings elements of theatre and multimedia into the concert hall, employing actors and a compelling visual display of images from the Ellis Island archives.

The symphony will also perform Symphony No. 3 by Grażyna Bacewicz, a Polish composer who wrote under the terror of Soviet rule, illustrating why people sought freedom and refuge in America.

The symphony will collaborate with Theatre Salina to tell the immigrant stories highlighted in Ellis Island, incorporating four actors selected by Michael Spicer, Theatre Salina executive director.

“Theatre Salina is pleased to partner with the Salina Symphony to present this meaningful work to our community and region,” said Spicer.

The spoken text for the work comes from the Ellis Island Oral History Project, an historic collection of interviews with actual immigrants about their experiences emigrating to America. After extensive research in this archive, Boyer chose the stories of seven immigrants who came to America through Ellis Island from disparate nations between 1910-1940. He fashioned short monologues from the actual words of these immigrants and wove them into an orchestral tapestry which frames and comments on their stories—by turns poignant, humorous, moving and inspiring. The work concludes with a reading of the Emma Lazarus poem “The New Colossus” (“Give me your tired, your poor…”), providing an emotionally powerful ending to this celebration of our nation of immigrants.

The event is planned for Jan. 12 from 5:15-6:15 p.m. at Heartland Early Education, 700 Jupiter Avenue. Community members are encouraged to attend.

Kindergarten readiness is one of the measures identified as an outcome in the roadmap for Kansas to reach its vision for education. A focus on early childhood is essential so that every child enters kindergarten socially, emotionally and academically prepared for success.

SPS Chats offer community members an opportunity to learn more about our schools. The January Chat will include:

Third Salina Public Schools Chat to focus on preschool programs

A Solomon man was arrested after he allegedly threatened to stab people at a Saline County gentlemen's club.

Saline County Sheriff Roger Soldan said this morning that deputies were called to the Shady Lady Gentlemen's Club, 1540 W. Old Highway 40, at 12:09 a.m. Saturday, for the report of a man who refused to leave and had threatened to stab other people in the club.

Soldan said that Herbey Hernandez-Rodriguez, 27, of Solomon, had fallen asleep in the club and was asked to leave by club employees. Hernandez-Rodriguez refused and allegedly pulled out a knife and threatened to stab people.

Club employees and other patrons were able to get the knife away from Hernandez-Rodriguez.

Soldan said Hernandez-Rodriguez was arrested on the following requested charges.

Solomon man lands in jail after alleged threat to stab people

A Salina man faces requested charges after he allegedly drove on the wrong side of the street and backed his vehicle into a police patrol vehicle Saturday morning.

Officers were sent to the area of S. Ohio Street and E. Cloud Street at approximately 6:50 a.m. Saturday for the report of a Mercury passenger car driving southbound in the northbound lanes of the 1600 block of S. Ohio Street, Salina Police Captain Paul Forrester said this morning. The reporting party told police that when the Mercury turned into a parking lot on the east side of the street, it went over the curb and almost hit another vehicle. The Mercury then went northbound on S. Ohio Street.

An officer observed the Mercury coming toward him and driving out of its lane, Forrester said. The officer conducted a traffic stop and made contact with the driver of the Mercury, identified as William Quinley, 68, of Salina.

Forrester said that while the officer was in the patrol vehicle, Quinley allegedly put the 2007 Mercury Milan in drive and then in reverse, striking the patrol car, a 2021 Ford Explorer, and causing minor damage.

Quinley was arrested on the following requested charges, Forrester said.

●Driving under the influence of alcohol or drugs

●Driving on the left side of the roadway

Back on Dec. 6, 2022, President Biden made a brief visit to the Arizona site where the Taiwan Semiconductor Manufacturing Company (TSMC) announced plans to build a second chip plant in Arizona. The allegation that China is our major competing producer is incorrect. Variations among microchips is likewise important. But the real problem behind producing high tech products in the United States is actually the dismal U.S. education system, and manning these factories will require immigrant scientists.

There was a time in 1990 when the U.S. produced 37% of the world’s semiconductors. Data by the Semiconductor Industry Association (SIA) indicates the U.S. is at 12% today and may only produce 10% in 2030. The really big chip makers are TSMC in Taiwan followed by Samsung in South Korea. They produced 22% and 21% of semiconductors in 2020 and are predicted to still together produce 40% in 2030. Mainland China only produced 15% in 2020 and might achieve 24% in 2030.

But there are important differences among so-called “chip makers.” A large number of companies worldwide design chips and supply some hardware, but they are called “fabless” because they do not have the ability to fabricate the chips. They must outsource that production to microchip “foundaries,” most of which are in Asia. Bringing those very hi-tech foundaries to the U.S. requires engineering developed elsewhere; that is the reason a Taiwan company is building the Arizona plants.

Another important factor is the differences between low-process “legacy” chips that are commonly used in a wide range of household and other devices, and newer-generation chips. China’s Semiconductor Manufacturing International Corporation (SMIC) semiconductor foundry is growing but supplies their domestic demand for such “legacy” chips.

The TSMC Arizona plant will manufacture 4-nanometer wafers and move to more advanced 3-nanometer chips by 2026. IBM even has a 2-nanometer chip, but again not the manufacturing capacity. Simply, the most advanced chip foundaries and the expertise for producing the most advanced chips are in Taiwan and South Korea. Those plants take years to build and require very skilled technicians. And the shortage of Americans trained in physics and engineering has become the really big problem. Perhaps 70% of an ultra-clean “factory” can be manned by personnel with a focused 2-year training in this specialty, but at least 30% need to have doctoral level training.

No less than the Wall Street Journal saw the ongoing talent problem when it reported that the visit “by a president to a foreign company’s factory [in Arizona] reflects the U.S. reliance on TSMC to give American chip manufacturing a lift.”&nbsp; They noted that not only is the factory equipment being shipped from Taiwan, but because of the difficulty finding domestic engineers, TSMC has to use bonuses to bring Taiwanese experts to America. This means that it will cost considerably more to produce chips in the U.S. that it would to buy them from Taiwan.

In this attempt to build domestic chip production, national administrators now recognize that decades of declines in STEM education at both K-12 and higher education has resulted in the U.S. producing too few native-born advanced STEM graduates compared to international rivals. More-and-more, foreign nationals, often educated in the U.S., have filled this gap. But to stay and work in the U.S. permanently, they must secure an H1B1 visa. But quotas, backlogs in visa processing, and rising anti-immigrant sentiment severely restrict the flow of foreign STEM talent. Thus the biggest short-term threat to increasing U.S. chip production is anti-immigration politicians.

The long-term solution must be a dramatic increase in science education for U.S. students at both the K–12 and higher education levels. —And more well-trained K–12 science teachers. Unfortunately, both state boards of education and higher education commissions are reducing, not increasing, the amount of science and mathematics coursework required across America.&nbsp;&nbsp;

ED. FRONTLINES:  Chip shortage problem is a talent problem

A simulated response of a mock airplane crash at Salina Regional Airport, included an uncrewed aircraft system (UAS) operated by members of the K-State Salina UAS program. A UAS quadcopter was used to help Salina Airport aircraft rescue and firefighting (ARFF) personnel gain better situational awareness at the simulated crash site.

The UAS operators flew to the crash scene and assessed the situation through live video feeds. While maneuvering the UAS by remote control from the ground, emergency workers in fire trucks were given critical information.

“There’s one victim east of the aircraft, about 100 feet,” one report could be heard.

“One victim is directly under the fuselage,” according to the next radio broadcast. K-State Salina UAS pilots relayed what they saw from above.

Salina Airport first responders were more effective, said David Sorell airport operations manager, thanks to information supplied by the UAS pilots.

The information saved them time in assessing the situation while on the scene, which could save lives in case of a true emergency.

The technology that’s being studied and perfected at K-State Salina, will one day become standard equipment at airports, Sorell said.

“It’s an additional tool, adding information to the ARFF guys at the scene, so they’ll better perform their duties,” he said. 

The simulation, part of regular airport ARFF training, was the first at SLN to use UASs, said Katie Ragnoli, research associate at the Applied Aviation Research Center at K-State Salina.

“We’re improving the process. The main goal is to make sure we can do this safely,” she said after the Dec. 7 exercise. K-State students and personnel have performed similar exercises at an airport in Wichita. UASs help “by making sure you can locate victims in a safe manner, hopefully more quickly,” Ragnoli said. “I’m happy with (the exercise) as a learning experience”.

K-State is among the top schools nationally, she said, that is a part of the FAA Center of Excellence for UAS Research, ASSURE.

During a short gathering following the training exercise, a dozen or more from K-State and the Salina Airport Authority met for a debriefing. While there were areas of the exercise that will be adapted in future scenarios, both Airport Authority and K-State Salina agreed that the simulation was a success and achieved many of the goals and expectations.

Spencer Schrader, flight operations manager of the K-State aviation research center, spoke of the ability of the UAS to scan a larger area from above, and if a crash occurred at night, thermal imaging would be useful.

Given that it was the first test for Airport Authority ARFF personnel working with K-State, the operation was deemed a success.

There were mentions of more training being planned soon.

“It’s a learning curve,” Sorell said.

SALINE COUNTY—One person died in an accident just after 9 p.m. Monday in Saline County.

The Kansas Highway Patrol reported a 2015 Freightliner semi driven by Gurmeet S. Deol, 36, Fresno, Calif., was eastbound on Kansas Highway 143 at Old 81 Highway.

The semi traveled off the right edge of the roadway through the T intersection and entered the ditch on the east side of Old 81.

Deol was pronounced dead at the scene and was transported Ryan's Mortuary. He was properly restrained, according to the KHP.
