About half of that total came from our neighbors. Mexico and Canada, first and third, respectively, are crucial partners not only because of proximity but also a robust free-trade framework. Japan’s desire for quality beef put it in the second spot to round out the top three.

That’s a big impact for a small state, but this trade wasn’t a one-sided deal either. As Kansas and the U.S. in general shipped corn and wheat to Mexico, we also imported tequila, tomatoes and avocados to make taco night more fun and tasty, too. Trading with Canada and Japan is a similar give and take with beneficial results for everyone, especially those who enjoy seafood. I enjoy a good filet of fried catfish as much as anyone, but I’m willing to bet bluefin tuna is superior for making sushi. These exchanges are a lot like life, and not every trade partner is a good or desirable one. But for farmers and ranchers, trade is vital for two reasons. First, American farms and ranches are the most efficient in the world, and they grow far more than the domestic market would ever come close to consuming. Second, overseas consumers also have different tastes than you and I do. There’s not a large market for things like tongue, intestines and organ meat in the U.S., where offal is more likely to be discarded than consumed. But for other regions, these items are often sought after as delicacies. Trade helps meet this demand, lowers the local price and increases the value of animals raised by U.S. farmers and ranchers.Food isn’t the only thing that benefits from trade, it’s just a personal favorite. Cross-border transactions have the potential to create wealth by leveraging comparative advantage and specialization across the globe. Different climates and soils paired with opposing seasons and tastes are just a few reasons why food trade is valuable to anyone who likes variety. INSIGHT: Trade and possibilities

Vaping, teen stress, baby brain development are featured topics

&nbsp;In Kansas, more than 48% of high school students have tried e-cigarettes (known as vaping), and 22% are currently users,&nbsp;<a href="https://www.kdhe.ks.gov/DocumentCenter/View/9409/Youth-Tobacco-Use-in-Kansas-PDF">according to surveys done by the state’s Division of Public Health.</a>

Health officials say tobacco use among youth, including vaping, has negative consequences that ultimately cause more than 60,000 Kansans under age 18 to die prematurely from smoking.

Sobering statistics, for sure, but a group of state extension and health professionals aim to stem the tide when the popular Kansas State University program,&nbsp;<a href="https://www.ksre.k-state.edu/fcs/livingwellwed">Living Well Wednesday</a>, kicks off its fall series in early October.

‘It’s Not So Kool to JUUL’ is set for Oct. 4 from 12:15 p.m. to 1 p.m. (CST). The session is free, but participants must register in advance to receive a link to the online presentation.

“Vaping is the new epidemic among youth,” said Sharolyn Jackson, the northeast area family and consumer sciences specialist with K-State Research and Extension, and co-coordinator of the Living Well Wednesday series. “It’s very concerning, and students much younger than (high school) also are experimenting with it. It’s something that we need to be aware of.”

Series co-coordinator Erin Tynon, a family and consumer sciences agent for K-State Research and Extension’s office in Pottawatomie County, said vaping and other topics planned this fall are aimed at helping parents recognize warning signs of dangerous behaviors.

“It’s really useful for parents to understand what the new vaping devices look like,” she said. “These sessions really are built for a busy parent that needs straightforward information that they can listen to on demand, or anytime they want.”

The Oct. 4 Living Well Wednesday session will feature Donna Gerstner of LiveWell Finney County in Garden City. Among her duties, Gerstner coordinates grants aimed at chronic disease risk reduction (known as CDRR) and e-cigarette prevention.

On Nov. 1, Tynon will co-present a Living Well Wednesday session titled, Teen Stress and Anxiety: How Worried Do Parents Need to Be? Also featured is Christine Perez, a licensed clinical professional counselor and Director of Crisis Services at the Crawford County Mental Health Center in Pittsburg.

“Our session will focus on what is normal teen stress versus knowing when you need to get your child professional help,” Tynon said.

The fall series wraps up on Dec. 6 with a session titled, Rapid Development of Baby Brains and Why it Matters, featuring K-State child development specialist Bradford Wiles; Cottonwood District community wellness agent Monique Koerner; and Chisholm Trail District family and youth development agent Tristen Cope.

The Dec. 6 session also will be offered in Spanish on Dec. 7, featuring Sedgwick County’s K-State Research and Extension family life and resource management agent Elizabeth Brunscheen-Cartegena.

Kansas Wesleyan will host its second annual Veterans Recognition Ceremony on Friday, Oct. 20, as part of Homecoming 2023. The event will get underway at 11 a.m. outside the Student Activities Center and is free of charge. All veterans will receive a small token of appreciation. Numerous elected officials, active-duty servicemen, local law enforcement, and representatives from approximately 20 veterans and advocacy groups are expected to attend.

By registering for the event before Oct. 13, each veteran and their one guest can eat for free immediately after the ceremony. The indoor picnic meal will be available to others for a small fee. All are encouraged to stay for the Homecoming pep rally immediately following the meal.

“This is a great opportunity to thank those who have given so much,” said Kay Quinn, event organizer and KWU’s assistant director of stewardship and university events. “We hope the community comes out to join KWU in recognizing these great Americans.”

Retired U.S. Air Force Col. Karen Berndt Weis, a veteran of nearly three decades of military service, will be the event’s speaker. Weis’ career has included serving as the dean of the U.S. School of Aerospace Medicine and as a consultant to the surgeon general for nursing research, as well as numerous international deployments. Those included Oman (in support of operations Desert Storm and Desert Shield); Afghanistan (twice, in support of Operating Enduring Freedom); and Riyadh, Saudi Arabia, as part of Operation Northern Watch. In addition, she was an aircrew member on the mission to bring the wounded back from the Battle of Mogadishu, an incident loosely depicted in the 2001 film and 1999 book “Black Hawk Down.”

Claudette Humphrey ’99, G’01, KWU’s director of career services, will serve as the event’s emcee. Humphrey comes from a long line of military service, with numerous members of her family, including her father, brother, daughter and daughter-in-law, having spent time in the Armed Forces.

BACKGROUND:
 Resolution Number 17-7469 adopts the citizens' boards and commission policy. Ordinance Number
23-11046 establishes the Law Enforcement Citizen Review Board (LECRB), with Section 30-83 outlining that the LECRB includes one member from the Human Relations Commission and one current member of the Salina Police Department who ranks as either an officer or sergeant.

Brenda Mai was nominated by the Human Relations Commission at their meeting on August 8, 2023.

Aaron Melby submitted an Expression of Interest to be reappointed as the Salina Police Department member after the cut-off date of July 31, 2023, to make it onto the annual appointments on August 21, 2023.
Section 2 of the resolution outlines procedures for appointments both annually and as needed.

The Clerk's Office solicits volunteers for appointment quarterly. Vacancies occurring at the normal expiration date of a term will be filled by considering those individuals who have Expression of Interest Forms on file
The City Clerk distributed copies of all completed EOls for any and all boards to the governing body so that they could offer written suggestions to the Mayor for appointments.

Storm Sewer Repair construction contract with Smoky Hill, LLC.
 BACKGROUND:
 On May 8, 2023, the City Commission authorized the Mayor to sign Resolution 23-8131 for approval of a vault closure agreement for an
underground sidewalk vault located at 401 W Iron Avenue; and
Authorized the City Manager to sign an addendum to the City of Salina project number 22009
Storm Sewer Repair construction contract with Smoky Hill, LLC; and Approved an additional $30,547.62 (20% construction contingency for City of Salina project number 22009, Storm Sewer Repair.

Since that time the property owner, St. Joseph Annex, Inc., through its legal counsel, requested revisions to both the addendum to the construction contract between the City and Smoky Hill, LLC, and the vault closure agreement between the City and St. Joseph Annex, Inc.
The revised addendum to the construction contract between the City and the contractor, a redline copy of which is attached, now extends to the property owner all representations and warranties granted to the City in its contract with the contractor concerning the work at 401 W Iron.

The revision does not alter the City's rights and responsibilities under the contract. The contractor has approved the addendum.
The revised vault closure agreement between the City and the property owner expressly requires the City to engage a licensed professional engineer to sign and seal a design to fill in/close the vault and minimize the potential for future water leakage, which is a best practice that staff planned on doing regardless. 

Essentially, the City will not be doing anything differently than it would have in the administration of the contract but will be acting for the City and the property owner when ensuring the work is performed in accordance with the terms of the construction contract and the licensed professional engineer's design. 

The previous agreement was to be signed by the Mayor, as were similar agreements for the Downtown Streetscape project where the vault closure process began. Consistent with more recent practice, staff requests that the City Manager be authorized to sign the revised vault closure agreement.

 BACKGROUND:
 As previously presented as part of the public/private partnership with Salina Tennis Alliance for the tennis court project at Kenwood Park, the City completed the demolition of the rodeo arena and old municipal pool at City expense. Additionally, a renovation of the former pool facility to address serviceability of bathrooms and access was started. Savings were realized on the demolition work and the bathroom renovations were paused at the request of Salina Tennis Alliance as they pursued options for a more extensive renovation of the entire building.
 The original scope of work for the serviceability of the bathrooms included:
 -Upgrade existing electric service to meet code -Replace broken windows
Remove rollup doors and replace with entrance door
 -Supply &amp; drain services, sinks &amp; fixtures
Exterior soffit &amp; trim needs replaced.
 -Bathroom exhaust and ventilation system
 On February 13, 2023, an item was brought before the governing body regarding naming rights from Salina Tennis Alliance and an agreement related to funding and construction of tennis building renovations
The remaining City funds from the tennis project include the cost savings from the demolition of the former swimming pool and rodeo grounds and bathroom serviceability of the former pool facility previously committed to by the City.

● Ordinance No. 23-11173
Consider Ordinance No. 23-11173 granting to Evergy Kansas Central, Inc., an electric franchise, prescribing the terms thereof and relating thereto, and repealing all ordinances or parts of ordinances inconsistent with or in conflict with the terms hereof.

BACKGROUND:
 The City of Salina grants "franchises" to utilities and similar businesses that occupy the public right-of-way for business purposes. A franchise is granted by agreement. These agreements outline the rules for the use of the right-of-way and set a fee that is collected by the franchisee and remitted to the Cit
The City has approved several electric utility franchise agreements with Every and its predecessors.
In 2005, a 15-year agreement was approved. The current franchise agreement expired on December 31, 2021. Evergy has continued to operate under the 2005 franchise while both parties worked toward an agreement.
City staff have been working with Evergy for some time to revise and update the
agreement.
The new agreement has many similar provisions to the previous agreement, but the
language and definitions have been updated to better represent current practices

Below you will find some of the primary components.

- The term of the new agreement is set at 20 years
 - Updated and more clearly stated definitions - Reopener provision if federal or state laws/regulations or other conditions cause substantial changes
 - Franchise fee set at 6% of the Gross Receipts collected by Evergy from the distribution of electric energy
 &nbsp; &nbsp; &nbsp; -The 6% rate was set in 2016 and is the same rate that is assessed in the natural gas franchise - Language granting the use of the right-of-way - Provision for relocation of facilities for public projects
 - Provision requiring repair and restoration in the event that any damage is caused.

 FISCAL NOTE The electric franchise lee is a significant source of income for the City of Salina. The average amount received over the last 5 years was 53.6 million

● Request to authorize City staff preparation of a Special Assessment Engineering Feasibility Report for Phase II of the Wheatland Valley Addition.
 BACKGROUND:
 In July of 2017, Dan Daley filed applications seeking approval of a zoning change from A-1 (Agricultural) to R-1 (Single-Family Residential) and a preliminary plat of the proposed Wheatland Valley Addition, a proposed 78 lot subdivision of a 31.63-acre tract of land located between the East Crawford Recreation Area and the Magnolia Hills Estates Addition. The Salina City Planning Commission conducted a public hearing on these applications on September 5, 2017, and at the conclusion of the hearing recommended approval of R-1 zoning for this 31.63 acre site and approved a preliminary plat of the Wheatland Valley Addition subdivision.
 The Planning Commission's approval of the preliminary plat was made subject to the following conditions.
﻿﻿﻿

1. The developer shall be responsible for all public improvements shown on the preliminary plat and preliminary infrastructure plan drawings, including any improvements to Markley Road determined to be required by the City Commission in a Development Agreement
﻿﻿﻿

2. A final phasing plan indicating the proposed phasing of public improvements shall be submitted with the final plat.
﻿﻿﻿

3. A lot grading/drainage plan for each development phase shall be submitted to, reviewed, and approved by the City Engineer

4. All utilities in the subdivision shall be placed underground 5. Public sidewalks shall be installed on both sides of all internal public streets, along the Markley Road frontage of the subdivision, and in any pedestrian easements identified and dedicated on the final plat

BACKGROUND:
 Resolution Number 17-7469 adopts the citizens' boards and commission policy. Ordinance Number
23-11046 establishes the Law Enforcement Citizen Review Board (LECRB), with Section 30-83 outlining that the LECRB includes one member from the Human Relations Commission and one current member of the Salina Police Department who ranks as either an officer or sergeant. Brenda Mai was nominated by the Human Relations Commission at their meeting on August 8, 2023. Aaron Melby submitted an Expression of Interest to be reappointed as the Salina Police Department member after the cut-off date of July 31, 2023, to make it onto the annual appointments on August 21, 2023.
Section 2 of the resolution outlines procedures for appointments both annually and as needed. The Clerk's Office solicits volunteers for appointment quarterly. Vacancies occurring at the normal expiration date of a term will be filled by considering those individuals who have Expression of Interest Forms on file
The City Clerk distributed copies of all completed EOls for any and all boards to the governing body so that they could offer written suggestions to the Mayor for appointments.

Storm Sewer Repair construction contract with Smoky Hill, LLC.
 BACKGROUND:
 On May 8, 2023, the City Commission authorized the Mayor to sign Resolution 23-8131 for approval of a vault closure agreement for an
underground sidewalk vault located at 401 W Iron Avenue; and
Authorized the City Manager to sign an addendum to the City of Salina project number 22009
Storm Sewer Repair construction contract with Smoky Hill, LLC; and Approved an additional $30,547.62 (20% construction contingency for City of Salina project number 22009, Storm Sewer Repair.
Since that time the property owner, St. Joseph Annex, Inc., through its legal counsel, requested revisions to both the addendum to the construction contract between the City and Smoky Hill, LLC, and the vault closure agreement between the City and St. Joseph Annex, Inc.
The revised addendum to the construction contract between the City and the contractor, a redline copy of which is attached, now extends to the property owner all representations and warranties granted to the City in its contract with the contractor concerning the work at 401 W Iron. The revision does not alter the City's rights and responsibilities under the contract. The contractor has approved the addendum.

The Saline County Commission approved multiple items during its meeting on Tuesday morning, including a proclamation, funding usage and policy revisions.

Archie Riggs from the North-Central Flint Hills Area Agency on Aging, or NCFH AAA, brought the first action item to the commission — a proclamation for Sept. 18 - 23 as Seniors Week, which commissioners approved.

"It is a long-held value and a strong Kansas tradition to honor and celebrate the lives and service of older Americans," Riggs said. "If each of us is fortunate, we will live to become older Kansans and want to continue to enrich our own lives and the lives of others."

Phillip Smith-Hanes, the County Administrator, informed commissioners about how Saline County has used American Rescue Plan Act, or ARPA, funds since August 2021. Saline County allocated that cash into its Coronavirus Local Fiscal Relief Fund or CLFRF. 

These funds totaled more than $10.5 million, which the commission used for various disaster and community relief projects.

"On July 11, 2023, the commission approved the most recent reallocation of funds, which included development and prioritization of a 'backup list' of projects to be funded with any freed-up funds," Smith-Hanes said.

The 'backup list' included 75 action lines divided into 10 categories — housing, economic and workforce development and broadband infrastructure.

Smith-Hanes said the U.S. Department of Treasury made a final ruling on these funding projects, which included an option to use CLFRF dollars for surface transportation.

Justin Mader, Saline County Engineers, reported $700,000 in gravel road projects that currently do not have funding options, among other unfinished transportation projects.

"Staff is seeking your commission's guidance on whether Saline County's ARPA Framework Plan should be amended to include a new category of Surface Transportation projects and those placed on the 'backup list,'" Smith-Hanes said.

The commission decided to amend its ARPA framework to include these 'backup list' items and prioritize some of the county's projects that have yet to progress since the funds reached Saline County.

These projects include the Partner with City of Salina on New Multi-Family Housing project and a study of the county's broadband needs.

Smith-Hanes suggested cutting two items from the 'backup list' that have not progressed since their addition — the Health Equity project, a partnership project by the Saline County Health Department, and the SHICK Counseling project, a grant request from NC-FH AAA.

The commission voted to amend the CLFRF funding allocations, freeing up $80,000 to move to other programs.

Dave Sommerfeld, Assistant Fire Chief of Rural Fire District #2, requested commissioners approve the purchase of cancer and heart health insurance policies for the county's firefighters.

Family Heritage, a division of Globe Life, offers CancerCare Plus and CardiacCare Plus, which the Saline County Board of Trustees recommended.

"Statistics show that firefighters have a higher risk of getting and or dying from cancer than the public," Sommerfeld said. "Cancer and heart attacks or cardiac disease are the top killers of firefighters."

Sommerfeld said the policy covers all claims regardless of other insurances provided by the department and acts as a portable form of coverage, allowing firefighters to continue the insurance policy.

Commissioners approved the action item as presented.

The commission also approved an early hire for the County Health Department, creating a policy to address donations and sponsorships and approved an expense reimbursement amendment.

New titles at the Salina Public Library

TOPEKA — Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in August. This is unchanged from 2.7% in July and a decrease from 2.8% in August 2022, according to a media release from the Kansas Department of Labor.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 4,100 from July. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 2,700 over the month, while government decreased by 1,400.

The jobless rate in Saline County is up very slightly from 2.8 percent in July to 2.9 percent in August. The rate in Ellsworth is also up, now 3 percent. The rate in Dickinson County is steady at 3.3 percent.

“The household survey indicates little change in labor force estimates for Kansas in August, with the state maintaining a low unemployment rate at 2.7%,” said labor economist, Emilie Doerksen. “The survey of employers shows a small decline in jobs over the month, but compared to last August, total nonfarm job estimates have increased 1.3%.”

Since August 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 18,000. This change is due to an increase of 13,600 private sector jobs and an increase of 4,400 government jobs.

910KINA Saturday Morning Show lineup 

The North Central-Flint Hills Area Agency on Aging (NC-FH AAA) and the Stiefel Theatre present the first-ever “Sunflower Seniors Got Talent!” The event will feature the talents of some incredible Kansans aged 65 and over. Don't miss this wonderful evening taking place Sept. 18 at 7:00 p.m.

The collaboration between the Stiefel Theater and the Area Agency on Aging will raise money to support Friendship Meals, Medicare benefits counseling and other services for older Kansans and caregivers available from the NC-FH AAA.Tickets start a $10.

The event’s talent line-up will also include “Bob and Friends” a music group featuring Bob Delk, a Marion County musician who celebrates his 101st birthday in early August.

“We are excited about working with the Stiefel Theater to showcase the talents of older Kansans on the Stifel’s stage and help us address our funding needs for Friendship Meals and other important services for older Kansans, people living with disabilities and caregivers,” said Julie Govert Walter, Executive Director of the NC-FH AAA.

The talent showcase is slated for the day before the Sept 19th, Sunflower Fair, an “information extravaganza” featuring speakers and seminars geared for older Kansans, people living with disabilities and caregivers.”
