Kansas State University is transforming Kansas' manufacturing workforce pipeline by expanding access to high-quality training, strengthening STEM teaching and providing personalized advising in rural school districts.

Through a $1 million grant from the&nbsp;<a target="_blank" href="https://pattersonfamilyfoundation.org/">Patterson Family Foundation</a>, the&nbsp;<a target="_blank" href="https://www.k-state.edu/kscac/">Kansas State College Advising Corps</a>, or KSCAC, the&nbsp;<a target="_blank" href="https://www.k-state.edu/stem-career-education/">Rural Education Center</a>&nbsp;in the College of Education&nbsp;and the&nbsp;<a target="_blank" href="https://imse.k-state.edu/">Department of Industrial and Manufacturing Systems Engineering</a>&nbsp;will collaborate on the project, Fabricating Futures: A Comprehensive Approach for Building Rural Kansas' Skilled Trades Workforce Through Coaching, Technical Training, and Advising.

The project establishes a supported pipeline for students in rural communities to transition from high school into high-skill, advanced manufacturing and engineering careers. Over two years, the project will directly impact more than 1,500 students and 14 teachers.

The project will supply fully equipped FabLabs to seven rural high schools, which will include robotics, laser and advanced manufacturing technologies. Engineering faculty members will provide technical expertise, while education and computer science faculty members specializing in STEM teaching and learning will coach teachers, alongside small teams of high school students, to build confidence and knowledge and effectively integrate the equipment into instruction.

"This project bridges technology, expertise and guidance to ensure students are prepared to take on the future of Kansas manufacturing and teachers are supported to use the technology and see themselves as STEM doers and teachers," said Karen Eppley, director of the Rural Education Center, associate professor of education and lead principal investigator of the project.

Skilled trade workforce and postsecondary development

KSCAC advisors will provide one-on-one career counseling that includes information on manufacturing careers. The advisors will also create direct partnerships with local manufacturers for internships and apprenticeships for all students, whether they are college-bound, exploring technical programs or planning to enter the workforce immediately after graduation.

"Rural students have the talent for advanced careers but lack the guidance to see these opportunities," said Chris Beggs, KSCAC executive director. "By embedding full-time advisors in high schools, we're creating tangible pathways from classroom to career."

According to the&nbsp;<a target="_blank" href="https://www.bls.gov/opub/ted/2023/a-look-at-manufacturing-jobs-on-national-manufacturing-day.htm">U.S. Bureau of Labor Statistics</a>, more than 169,000 Kansans work in manufacturing industries, but worker shortages persist. According to the 2025&nbsp;<a target="_blank" href="https://nrea.net/wrm-2025/">Why Rural Matters</a>&nbsp;report co-authored by Eppley, rural Kansas students experience a ratio of one school counselor per every 254 students. The team aims to close this gap not only by helping students with postsecondary readiness through information about career options, especially in the manufacturing sector, but also through assistance with college applications and financial aid, Beggs said.

"One-on-one career counseling is often key to helping students build successful careers. Equipping schools with state-of-the-art technology makes workforce training possible," Beggs said, "and with career advisors to point students toward these opportunities, we're providing the human connection that changes lives. KSCAC is the bridge between classroom learning and career success."

In addition to Eppley and Beggs, the project includes J. Spencer Clark, professor of curriculum and instruction; Meng Zhang, associate professor, and Shuting Lei, professor, both in industrial and manufacturing systems engineering.

Fabricating futures: Growing rural Kansas' skilled trades workforce

Stewart Merrick, a Salina resident who retired from 40 years of work at a local rehabilitation center, in which he only missed about 4 months in the span of those years. Merrick retired on June 19 but his story of genuine hard work, service and love for others still remains relevant today.

Working hard is an understatement Merrick. After 40 years of working with all of his heart, soul and might, Merrick retired on June 19 from his duties at the Smoky Hill Health and Rehabilitation center.&nbsp;

Originally from Pennsylvania, moved to Kansas City when he was 2, to&nbsp;Belleville, then to Salina, Merrick is known for his never ending hard-working spirit, attitude and love for people. His journey of service work has been one that is selfless, hardly taking any days off and without any excuses.&nbsp;

Merrick retired from the&nbsp;Smoky Hill Health and Rehabilitation center as a Floor Technician. His employees and residents always spoke highly of him and even tears ran down from his supervisor's face, Tracey Jordan.

"I have been blessed to work alongside Stewart," said Jordan as she was in tears. "He never once disrespected me, we worked great together, he is very reliable and was always loyal and dedicated. I see him as a brother."

Jordan worked alongside Merrick for 30 years and stated that he would even come in at nights and always did the little things right.

Before Merrick applied for the rehabilitation center, he lived with his father at a motel that his dad owned, while doing construction work on the side. He started doing construction/concrete work when was in junior high. His father ended up selling the motel and Merrick then moved to Salina, where his journey at the rehab center started.

Merrick began his work at the rehab center by cleaning floors for a part-time position. However, Merrick stated he worked around 80-100 hours every two weeks. He also accepted a part-time job where he cleaned at the old Salina Journal location.&nbsp;

After countless hours of service work at the Journal and the rehab center, Merrick commented that his physical health started to decline. 

He realized he was experiencing some heart complications and was diagnosed with <a href="https://www.mayoclinic.org/diseases-conditions/atrial-fibrillation/symptoms-causes/syc-20350624">Afib</a> (Atrial Fibrillation). Merrick joined a group where they assisted people with Afib and also joined a group with people that were diagnosed with diabetes.

Merrick stated that doctors even told him to that he needed to 'slack off' from working so hard. 

But despite his health complications, Merrick still had the will to work.

He talked about how his father taught him how to work, which was difficult for him to stop from working hard.

"That is just how I was taught how to work and I can probably still outdue 20 year olds," said Merrick. "When you were taught how to work, it is hard to retrain yourself to stop working so hard."

When Merrick started working full-time at the rehab center, he continued to clean floors on top of, windows, dining rooms, basement and the rest of the building.&nbsp;

Working for retirees and others is something that Merrick was never new to, before working at the Smoky Hill Health and Rehabilitation center. He commented how he did alot of work for retirees during his time in Belleville and started to grow a love for service work before coming to Salina.

"Here (Salina) some of the residents do not like being here, but they have to be here, so you got to make them feel glad and keep them from not getting depressed," said Merrick. "I love it here, I love the residents, I have fun and love to keep them laughing."

He talks about how when one of the residents at the rehab center passes away, that he 'remembers the memories they made.' 

Merrick's love for people was what allowed him to do the quality of work he put in daily, instead of doing it solely for a paycheck.

"Work because you want to work and do it for the love of the of the people," said Merrick. "It is not that hard to work and nowadays kids want do it for a paycheck, but they do not want to work. It's a good feeling for me to work for these people here."

Merrick talked about how he will still visit residents at the rehab center by giving them cards that his mother makes. He also said he is willing to voluntarily work at the rehab center if there needs a shift to be filled, so they are not short of staff.

His wife, Barb Merrick also works at the rehab center as a kitchen&nbsp;dietary aide and has done so for 40 years. 

Merrick met Barb at the rehab center before they got married in 1988. He started working at the rehab center in June of 1985 and Barb started in October that same year.

"It is going to be alot different now that I am retired," said Merrick. "My body says it is time."

Salina Sees You: Stewart Merrick, "work because you want to work"

Very strong northwest winds and a grassland fire danger are expected to occur Thursday morning most of western and central Kansas.

According to the US National Weather Service, wind gusts in the 50 to 60 mph range will commonly occur throughout the central Kansas region.

Strong winds will combine with dry conditions to elevate the grassland fire danger into the extreme category on Thursday with peak timing from around 9:00 am - 4:00 pm. Any fires that start will be difficult to control.

Moreover, some locations may see visibility reduced which may result in dangerous driving conditions, especially along Interstate 70 west of Salina.

Wind gusts of 50 to 60 mph and grassland fire danger expected Thursday 

Earlier this month, 831 households in Salina received a community survey from the City of Salina requesting input to support an application for a <a href="https://www.kansascommerce.gov/cdbg/#:~:text=The%20Community%20Development%20Block%20Grant,low%2D%20to%20moderate%2Dincome%20neighborhoods%20thrive.">Community Development Block Grant</a> (CDBG) through the Kansas Department of Commerce.

The CDBG program provides funding for projects that help low-to moderate-income neighborhoods thrive.&nbsp;Projects range from sidewalks to community centers, youth job training programs, and much more.

The funding would support improvements to the North Town Community Garden &amp; Orchard, located at the former Stimmel Elementary School site.

North Town Community Garden &amp; Orchard is a&nbsp;project led by the North Salina Community Development, Inc. meant&nbsp;to revitalize the North Town District, offering residents space to grow food, build community, beautify the area, and promote healthy living through shared gardening, workdays, and educational opportunities

The project is a public-private partnership between the City of Salina, Lakewood Discovery Center, K-State Research &amp; Extension, North Salina Community Development, Trinity United Methodist Church and the Community Resilience Hub at Kansas Wesleyan University.

All survey responses are anonymous and will be tabulated by a neutral third party. City staff and officials will not see individual responses. 

Each survey includes a number identification code to ensure anonymity. 

To be counted, surveys must be completed in full and returned by December 31, 2025.

Community participation is essential to the success of this grant application. In late January and February, volunteers will follow up with in-person visits to households that have not yet responded.

This survey is solely for the purpose of applying for CDBG funding. Completed surveys should be returned using the provided postage-paid envelope to the Finance Department, 300 West Ash St., P.O. Box 736, Salina, KS 67402-0736.

City of Salina seeking public input from surveys for grant to support North Town Community Garden & Orchard 

Two juveniles and an 18-year old were accused for the burglary committed at a Salina vape lounge, with the possibility of another suspect involved.

According to the Salina Police Department (SPD) on Tuesday at around 7:00 pm, officers were dispatched to a northeast Salina home for the report of two 17-year old males and an 18-year old male possibly connected to the <a href="https://salinapost.com/posts/ab67353f-9984-41d8-be4b-02d6eddebda6">Juicy's Vapor Lounge burglary</a>&nbsp;on December 9.

Guardians of the home reported to SPD that the trio could be possibly connected to the crime, due their room having a large number of vape items.

Officers then determined the suspects could be connected to the burglary and took all three into custody.

All three were interviewed by SPD, and officers determined one of the 17-year olds and the 18-year old were connected to the crime. Moreover, SPD stated the trio may have attempted to burglarize two other vape shops in Salina (Smokes 4 Less &amp; Vape N Cigar).

On <a href="https://salinapost.com/posts/7ec7753a-e0f2-4593-ad18-9cf302df400c">Friday, December 12</a> SPD published a Crimestoppers report for tips regarding the crime.

SPD booked Kayden Dayberry (18) into the Saline County Jail for the requested charges of Criminal Damage to Property and Burglary.

The 17-year olds were placed on the same requested charges as Dayberry and were referred to the Saline County District Court.

The investigation is ongoing, as more requested charges are pending with the possibility of another suspect.

UPDATE: Two juveniles and 18-year old accused for crimes at Salina vape lounge, possibility of another suspect

A Salina Casey's employee was arrested for stealing over 100 lottery tickets since November.

According to Salina Police Department (SPD) on Tuesday at around 9:00 am, the Casey's (500 N. Ohio) reported that a male employee stole over 100 lottery tickets from the store.

The lottery tickets were valued at $2,700.

Reportedly, he had been committing the crime since November 30 to December 14.&nbsp;

Lottery tickets in Kansas are tracked using barcodes and a centralized computer system that logs each ticket sale and activation.

Officers arrested the suspect identified as 37-year old, Robert Davis.

Davis was booked into the Saline County Jail for Felony Theft. He also had a warrant out of Russell County.

Out of an abundance of caution, the Salina Animal Shelter was closed to the public for much of Tuesday, according to a social media report from the shelter. The staff is busy working complete additional cleaning and sanitizing protocol after three stray puppies come into care of the shelter on Tuesday that tested positive for Parvovirus (Parvo) upon intake.

Staff remain on-site caring for the animals.

SALINE COUNTY —One person was injured in an accident just before 3:30p.m. Tuesday in Saline County.

The Kansas Highway Patrol reported a 2024 Nissan Kicks driven by Carol S. Owen, 47, Hubbell, was southbound in&nbsp;the 500 block of Ohio Street in Salina. The vehicle crossed over the northbound lanes, struck the curb, entered the east ditch, struck a tree and came to rest facing southbound, partially in the ditch and northbound lane.

EMS transported Owen to Salina Regional Health Center. She was properly restrained, according to the KHP.

Todd Messenger, representing the City gave statements as to why the City is appealing the case.

The main reason is to provide clarify of the definition "signs", due to what the ruling stated from the US Court Judge, Toby Crouse. 

As per the ruling it stated, "because the definition of sign is unlawful, Salina cannot make any determination whether a display is a mural or a sign, without violating the 1st Amendment."

During the executive sessions, the City of Salina's legal counsel met with Cozy Inn's legal counsel trying to resolve what were honest disagreements about what the memorandum order from the US Court stated.

After Tuesday's meeting, the City and Cozy Inn's legal counsel came to an agreement regarding to move forward with a "Notice of Appeal."

The appeal would provide clarity in the 10th Circuit Court of Appeals.&nbsp;

"This is important in that it could provide clarity for plaintiffs," said Messenger. "This is now a case of national significance, not because of what is on the wall of the Cozy Inn, but because the definition of sign is something that is actually really important in terms of sign regulation. We need to know what it is if we are going to regulate it and we know there is a Supreme Court case that says we have 150 years of tradition in this country regulating signs, but we don't have a court case of what the constitutional definition of what the term sign is yet, so that is at stake with this case."

However, Messenger stated that Howard can complete the mural.&nbsp;

the City cannot regulate what is considered "murals," because they don't advertise to anything in particular.&nbsp;

Messenger added that if the appeal favors the City, then 180 days after the judicial proceedings are completed, Howard would then have to come into compliance with the City's code that is applicable at that time.

The attorney's fees and costs the City is paying for would be $100,000.

The cost of the appeal itself for the City, would be to not exceed $50,000.

In the case of an oral argument, it would either be held in Denver or Salt Lake City in front of 3-judge panel in the 10th Circuit Court of Appeals.&nbsp;

The&nbsp;<a href="https://www.ca10.uscourts.gov/judges">10th Circuit Court of Appeals</a> has a mix of active and senior judges, covering states like Colorado, Wyoming, Utah, Kansas, New Mexico and Oklahoma.&nbsp;

Messenger stated this case could take somewhere between 18-24 months for resolution.

This comes after a press release from the City stating they are "working with its attorneys to evaluate the broader implications of the court’s order and potential next steps towards resolution of the matter."

As per the ruling, the City cannot anymore enforce its current mural-sign distinction or indefinitely delay permit applications based on the content of a display.

This lawsuit has cost the City more than $500,000 in legal expenses.

"The hope is through the appeal process we achieve some clarity and hopefully vindicate the City's constitutional interest and its public art program," said Messenger. "We know that's important aspect of community culture in Salina and we hope that we can obtain a reversal of those important elements of this order to ensure the culture of Salina is allowed to continue as it has in the same direction."

The Kansas Highway Patrol reported a 1999 Ford Escort driven by Steven Duane&nbsp;Mueller, 61, Clifton, was westbound on Kansas 9 Highway five miles west of Clyde The car traveled off the road into a ditch. The car vaulted a driveway, became airborne and rolled onto its the roof in a tree row.

EMS transported&nbsp;Mueller to North Central Kansas Medical Center. He was properly restrained, according to the KHP.

Kansas man hospitalized after violent rollover crash

The director for the North Central Kansas Regional Juvenile Detention Facility, has requested to keep receiving health insurance after retirement, which would continue to come out of Saline County taxpayer dollars if approved.

During Tuesday's Saline County Commission meeting, Commissioner Annie Grevas discussed that Shawn Brandmahl (Director for the juvenile detention facility in Geary County) proposed he and his wife continue to receive health insurance at the same cost he receives now once he is retired.

"I was shocked to hear that and I never heard anything like this before," Grevas said during the meeting.

Grevas is a board member of the juvenile detention facility and mentioned Brandmahl is slated to retire sometime next summer.&nbsp;

Since there is no juvenile detention facility in Saline County, the Geary County facility is where local juveniles are sent. Plus, Saline County is the largest county in the region surrounding the Geary County facility, which means Saline pays the bigger share of the budget.

Brandmahl currently pays a 25% health insurance premium, as the juvenile detention facility pays the rest of the 75%.

If this were to be approved, Saline County taxpayer dollars would be utilized to pay for Brandmahl and his wife's health insurance once retired.

Each of the Commissioners with Grevas have stated they are against this request.

Brandmahl's request will be further discussed at a board meeting on Wednesday in Junction City.&nbsp;

Saline Co. taxpayer dollars could fund towards juvenile detention facility director's health insurance after retirement

Governor Kelly on Monday announced that more than $535,000 has been awarded to 12 businesses across Kansas for projects that will attract, retain workers and continue building the state’s workforce through apprenticeships. 

The grant awards were matched with more than $500,000 in local contributions, bringing the total to more than $1 million invested in the state’s workforce.

“Since the Kansas Office of Registered Apprenticeship was established, Kansas has continued to be a leader in business and workforce growth,”&nbsp;Governor Kelly said. “Through the power of apprenticeships, and investments like these, we’re able to provide workers hands-on opportunities to expand their skills as well as offer businesses a reliable and dependable workforce. Simply put, apprenticeships are good for workers, good for businesses, and good for our state – they're a win-win-win.”

The grants, administered by the Kansas Department of Commerce, assist existing Registered Apprenticeship programs with technical instruction, outreach, on-the-job training, marketing, staffing, partnerships and administrative costs. 

This round of grant awards also included funds specifically for apprenticeship programs at five small Kansas businesses, which did not require a match.

“The Kelly-Toland administration’s focus on Registered Apprenticeship is delivering incredible results for Kansas workers and businesses alike,”&nbsp;said Lieutenant Governor and Secretary of Commerce David Toland.&nbsp;“This year alone, we reached a record 1,056 employers in the apprenticeship ecosystem and brought 2,423 new apprentices into the workforce. Grant opportunities like these will ensure that those numbers will only continue to grow.”

Kansas now has 4,010 active apprentices, the highest number in state history. 

The state has improved its status in the best state for apprentices rankings from 47th&nbsp;in the nation in 2020 to 29th&nbsp;in the nation in 2024. This funding continues to expand high-wage, high-demand Registered Apprenticeship programs across the state. 

Funded projects in this round range from workforce board and trade union partnerships in Wichita to agricultural equipment maintenance in western Kansas.
