Salina’s Ducks Unlimited chapter is making a return after a two-year hiatus, with local volunteers working to reestablish the group and bring back its signature fundraising banquet. The event is scheduled for Saturday, March 29, at the Salina Expo Center, with doors opening at 5:30 p.m.

Ducks Unlimited, a national organization focused on the conservation, restoration, and management of wetland habitats for waterfowl, has been present in Saline County for years. The local chapter was once known for hosting one of the most prominent DU banquets in Kansas. Last fall, a small group of sportsmen began efforts to revive the chapter, aiming to build a long-term foundation for future events.

Organizers say this year’s banquet will feature multiple raffles and a live auction, which includes firearms from brands such as Beretta, Marlin, and Colt. Howard Wagyu will cater dinner, and auctioneers Terry Zimmer and Kurt Marshall will lead the evening’s auction.

Attendance will be limited to 225 guests, and 15 sponsor tables will be available. Organizers anticipate a sellout and encourage early ticket purchases. Discounts for early bird registration will be available until March 15.

House budget boosts aid by $10 million, not promised $73 million surge

TOPEKA — Rep. Steven Howe’s disappointment that state appropriations to school districts for special education hadn’t kept pace with legal thresholds for the past 14 years reflected a personal connection with students grappling with developmental, emotional, hearing or vision disabilities in the classroom.

“I want to represent students of my district and their families — students like Murray, who is confined to a wheelchair,” Howe said. “I think about people I know and people I’m neighbors with and people their kids go to school with my kids and the teachers that do come alongside them to support them.”

Howe, a Salina Republican, said it was frustrating lawmakers in the House voted to abandon a commitment made by the Kansas Legislature and Democratic Gov. Laura Kelly in 2024 to get behind an appropriation this year of $73 million for reimbursement of special education services delivered by school districts.

The amount was part of a four-year plan to gradually come into compliance with a law mandating the state pay 92% of extra costs of special education. Currently, the state reimburses districts for 75.4% of excess costs.

A House subcommittee had proposed a $30 million increase this year, but Rep. Kristey Williams, R-Augusta, proposed the funding be deleted from the budget. The House Appropriations Committee settled on a $10 million enhancement. That’s the amount included in the budget bill passed Wednesday by the House.

During debate on House spending priorities, Howe said he contemplated offering an amendment to amplify state aid to special education. He said there were House colleagues who would be upset by his decision, but he was convinced the amendment had no chance of passing.

“My motivation is the ability to come alongside our school kids and their families and to support them and equip them,” Howe said. “I didn’t come here to play political games or to get likes on Facebook. I’m not insinuating that anybody here is motivated by that, but I just don’t participate in that. I don’t understand all the politics that go on here at the Capitol.”

If the special education provision in the House budget were to be subsequently approved by the Kansas Senate and signed into law by the governor, Kansas school districts would be expected to continue diverting resources from general instructional areas to meet demand for special education services.

In Olathe, the annual shortfall stood at $36 million. The comparable annual deficit in the Blue Valley school district was $13.7 million. The hit in the Shawnee Mission district was $23 million annually. In Salina schools represented by Howe, the difference amounted to $5.4 million annually.

The bill forwarded to the Senate added $10 million to the estimated $601 million annually devoted by the state to special education in K-12 schools. It’s not clear whether that amount would keep pace with inflationary pressure on public schools or allow the state to slip further behind in the quest for 92% compliance.

Rep. Jared Ousley, D-Merriam, did propose an amendment to the budget that would have increased special education funding to local school districts by a total of $30 million.

He also proposed the additional $20 million for special education be drawn from a special fund fed by sports gambling revenue and designated to support recruitment of a professional sports franchise to Kansas.

A bill signed into law last year created a mechanism for the state to finance 70% of the cost of building new stadiums for the Kansas City Chiefs or Kansas City Royals, which have been located in Missouri for decades.

The idea of using sports stadium seed money to get closer to the state’s obligation to special education students was opposed by Rep. Sean Tarwater, a Stilwell Republican involved in developing the stadium legislation. He urged the House to reject Ousley’s amendment, and it was crushed 40-76.

“The fact that you’re going to take the money out of this sports fund in the middle of negotiating with a couple of great opportunities for the state of Kansas …. one of the teams is close to announcing a deal. What if that deal is in the state of Kansas? We’re sending them a message that says, ‘Hey, you know, never mind. We’re going to be just like Jackson County and we’re going to pull the rug out from underneath you and look like a bunch of idiots.'”

In April 2024, voters in Jackson County, Missouri, voted against a sales tax extension that would have supported renovations at Arrowhead Stadium for the Chiefs and built a new ballpark for the Royals in downtown Kansas City, Missouri.

Rep. Alexis Simmons, D-Topeka, said she understood what it meant to attend a Kansas public school with inadequate resources. She recalled attending school in classrooms that didn’t have enough desks for students. She recommended Kansas legalize cannabis sales and devote that tax revenue to K-12 education.

In this region, recreational marijuana sales have been made legal in Missouri and Colorado while Nebraska and Oklahoma legalized medicinal cannabis sales.

“We’re telling these kinds in special education that their needs are going to come last,” Simmons said.

National off-price retailer coming to Salina this summer

A public hearing will be conducted at 10:00 a.m. on Wednesday, February 26, 2025, to consider changes to the administrative regulations relating to meat and poultry inspection. The hearing will be held in person at the Kansas Department of Agriculture at 1320 Research Park Dr. in Manhattan, as well as via video conferencing system.

KDA is proposing amendments to two regulations and the revocation of one existing regulation for the administration of the Kansas Meat and Poultry Inspection Act, K.S.A. 65-6a18,&nbsp;et seq. These proposed changes will incorporate the currently adopted federal code sections into a single, complete document that will allow the state meat and poultry inspection program’s regulatory scheme to remain at least equal to that of the federal inspection program.

A copy of the proposed regulation changes, as well as an expanded notice of public hearing, may be accessed on the KDA website at&nbsp;<a href="http://www.agriculture.ks.gov/PublicComment">agriculture.ks.gov/PublicComment</a>. MANHATTAN, Kan. – An idea spawned at Kansas State University to support rural grocery stores in transition to new ownership has grown into a network of resource providers in 11 states.

Clara Misenhelter, a program manager with&nbsp;<a href="https://www.ruralgrocery.org/">K-State’s Rural Grocery Initiative</a>, credits an online course for helping to address a growing concern in rural communities.

“In 2021, the Rural Grocery Initiative surveyed rural Kansas grocers and found that nearly 1 in 4 planned to retire within five years,” Misenhelter said. “Of those, the vast majority – 73% – did not have a plan for how store ownership would transition after their retirement.”

Beginning last year, the Rural Grocery Initiative hosted an online course to train those already working in rural communities with a baseline knowledge around what it takes to successfully transition a rural grocery store.

In 2024, 19 students in 11 states – Kansas included – completed the course, according to Misenhelter.

“Supporting grocery store owners through times of transition is critical to ensuring that rural communities retain access to their local grocery stores,” Misenhelter said.

Between 2008 and 2018, 1 in 5 Kansas grocery stores closed, a trend that Misenhelter said is also seen across the United States.

“Rural grocery stores are critical infrastructure in rural communities,” Misenhelter said. “Locally owned grocery stores contribute to their community’s health, economy and society. Keeping these stores open is critical.”

The online course is designed for extension professionals, community economic developers and others who provide resources and support to rural grocery stores across the country. Misenhelter said classes address such topics as building relationships with grocery store owners and managers; transition planning; business valuation; and other tools to support rural grocery stores.

“The assignments in the course are intentionally designed to have real-world applications,” she said.

DICKINSON COUNTY —One person was injured in an accident just after 9a.m. Wednesday in Dickinson County.

The Kansas Highway Patrol reported a 2006 Freightliner 206 driven by&nbsp; Marlon A.&nbsp;Castro Montes De Oca, 25, Portland, Oregon, was&nbsp;eastbound on Kansas 18 three and one half miles east of the K18/K15 East Junction.

The truck veered off the right shoulder and came to rest in a river embankment.&nbsp; EMS transported the driver to Salina Regional Medical Center. The KHP did not have seat belt usage details

DICKINSON COUNTY —While the snow has moved on, icy spots remain, and we’re still responding to crashes caused by slick conditions.

On Wednesday morning on&nbsp; Kansas Highway 18 near Paint Road in Dickinson County, KHP troopers and Dickinson County deputies responded to a single-vehicle injury crash, according to Trooper Ben Gardner.

A box truck left the highway, traveled into the south ditch, and ended up along a river embankment. The driver was transported to a Salina hospital with injuries, and troopers are following up to gather more details.

Even when the road looks clear, hidden icy patches can cause your vehicle to shift unexpectedly—before you know it, you’re just along for the ride.

Slow down. Stay alert. Adjust your driving well in advance for icy spots, drifting snow, debris, or slowed traffic.

Saline County Jail Bookings, Feb. 19

By SALINA POST Salina Police Department (SPD) Officers investigating a double-homicide have released the names of the two women who died as 64-year-old Rosalinda Reyna and&nbsp; 84-year-old Martha Velasquez Reyna both of Salina, according to statement from SPD. The cause of death was blunt force trauma, according to police.

Just after 5:30 p.m. Sunday, police were dispatched to a domestic disturbance at a home in the 700 block of Vassar Drive in Salina, according to a media release.

First responders located the two women in the driveway of the home who were deceased.

Moments later, officers located the suspect, later identified as 35-year-old Preston James Reyna a couple blocks from the scene and took him into custody without incident.

Reyna, of Salina, is being held on requested charges that include two counts of 1st Degree Murder, 2 counts of Aggravated DV Battery, Aggravated Kidnapping, 2 counts of DV Battery, and DV Damage to Property.

Reyna has been listed as a Registered Offender since 2014 after a 2009 conviction in Saline County for second degree murder.&nbsp; According to the Associated Press, Reyna was to be evaluated at Larned State Hospital after he pleaded guilty to unintentional second-degree murder in death of Nicolas Chavez Castro. He beat Castro to death with a board.

During trial, Reyna's mother, Rosalinda Reyna, testified that on the day Castro was killed, she was trying to get someone to help her get her son to the Salina Regional Health Center. Prosecutors say Castro was killed because Reyna mistakenly believed he had kidnapped and raped his mother.&nbsp;Reyna has been previously been diagnosed as a paranoid schizophrenic.

Police ID two women found dead outside Salina home

A 45-year-old Salina man was taken into custody Sunday morning following a standoff with police in the 600 block of Viemont Avenue.

According to Salina Police Capt. James Feldman, officers responded to a residence around 7 a.m. after multiple calls from Stephen A. Davis, who told dispatchers he had a female inside the home and threatened to harm her with a hammer. Davis also claimed to be armed with a firearm.

When officers arrived, they secured the area and began negotiations in an effort to get Davis to surrender. During the standoff, Davis continued making threats against the 52-year-old woman, who also lived at the residence.

The Salina Police Department SWAT team was deployed to assist. At approximately 9:18 a.m., individuals inside the home broke out a window and exited. Davis was immediately taken into custody.

A subsequent search of the residence led to the recovery of a hammer. The female was unharmed.

Davis was booked into the Saline County Jail on charges of kidnapping, criminal threat, and felony interference.

It’s cold now, but gardening season is just around the corner.&nbsp; If you are looking for a place to grow fresh vegetables but don’t have enough space at home, the Salina Community Garden Program offers an excellent opportunity for residents to cultivate their produce while enjoying the benefits of outdoor activity and community engagement. Many city backyards are shaded or have obstacles that make gardening difficult. Still, a community garden plot provides a simple solution with ample space, access to water, and the camaraderie of community gardening.

Each year, the City of Salina and K-State Research and Extension—Central Kansas District sponsor three community garden sites, making over 100 plots available to local families. Each plot has access to water, and hoses are provided. When supplies allow, mulching materials such as straw or wood chips are available, and wheelbarrows are provided for moving the mulch or other materials. Gardeners are responsible for all other tools and supplies needed to care for their plots.

The largest of the three community garden sites is located at the former Stimmel Elementary School. There, 64 plots—each approximately 500-600 square feet—are available, and many are still open for reservation. Other garden locations with available plots include the Carver Center Community Garden and the Salina Emergency Aid Food Bank Community Garden raised beds.

Plots are available on a first-come, first-served basis. Those interested can sign up by visiting the K-State Research &amp; Extension office at 2218 Scanlan Ave. on the K-State Salina campus. The office is located in the Extension Center building on the north side of campus. Look for our purple sign. You can also call 785-309-5850 to check availability. The share of maintenance costs for each garden is either $15 or $20 and must be paid when the plot is reserved.

Seeing new folks enjoying the outdoors and making new friends around a common interest is always fun.&nbsp; Many even use their gardens to benefit others and enjoy sharing the fruit of their labor with other family or friends.&nbsp; Don’t let the lack of space in your backyard be an excuse any longer.&nbsp; You might find that a community garden plot and all its benefits are too good an opportunity to pass up.&nbsp;K-State Research and Extension is an equal opportunity provider and employer.

GRAVES: Salina Community Garden plots available

As of yesterday, Feb. 16, Project Salina had received $13,471.43 in cash donations and collected over 19,000 cans, enough to fill 10 barges with soup.

 With the combined total of canned donations and future soup purchases, the group is on track to&nbsp;reach its goal by the end of the month. 

While the canned soup will be distributed within the next week, these agencies will eventually run out—this is where your cash donations make the biggest impact. With the donated funds, the Project Salina board can purchase over 22,000 cans of soup when the six agencies need it later in the year. The advantage of cash donations is the flexibility—after this one large donation, funds remain available to restock shelves as supplies run low.

Today, Feb. 17, the Salvation Army loaded two barges of soup into their box truck to help meet their immediate needs. Board members also delivered a trunk full of soup to the Salina Rescue Mission today for immediate use.

 </figure>Project SalinaAs of yesterday, Feb. 16, Project Salina had received $13,471.43 in cash donations and collected over 19,000 cans, enough to fill 10 barges with soup. With the combined total of canned donations and future soup purchases, the group is on track to&nbsp;reach its goal by the end of the month. While the canned soup will be distributed within the next week, these agencies will eventually run out—this is where your cash donations make the biggest impact. With the donated funds, the Project Salina board can purchase over 22,000 cans of soup when the six agencies need it later in the year. The advantage of cash donations is the flexibility—after this one large donation, funds remain available to restock shelves as supplies run low.Today, Feb. 17, the Salvation Army loaded two barges of soup into their box truck to help meet their immediate needs. Board members also delivered a trunk full of soup to the Salina Rescue Mission today for immediate use. The National FFA Organization is a congressionally chartered school-based national youth leadership organization of more than 1,027,250 student members as part of 9,235 local FFA chapters in all 50 states, Puerto Rico, Washington D.C., and the U.S. Virgin Islands. Yesterday, Secretary Brooke Rollins was confirmed as U.S. Secretary of Agriculture in the U.S. Senate. She is the first Secretary of Agriculture to have served as a state FFA officer.

Today, Reps. Mann and Panetta also re-launched the Congressional FFA Caucus with more than 60 members. Reps. Mann and Panetta originally launched the Congressional FFA Caucus in December 2021. Rep. Mann honors National FFA Week

One-of-a-kind, in-demand educational opportunities are now available to high school students through&nbsp;<a target="_blank" href="http://salina.ksu.edu/">Kansas State University Salina’s</a>&nbsp;pre-college pathways.

K-State Salina is offering courses for students who desire to complete college credits while still in high school in the high-demand career pathways of&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/aviation-maintenance-precollege.html">aviation maintenance</a>,&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/applied-business-precollege.html">applied business</a>,&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/applied-cyber-systems-design-precollege.html">applied cyber systems design</a>&nbsp;and&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/uas-intro-precollege.html">uncrewed aircraft systems</a>.

 These courses will be predominantly offered through an online environment, allowing students to learn anytime, anywhere.

The&nbsp;<a target="_blank" href="https://www.salina.k-state.edu/academics/precollege/">pre-college pathways program</a>&nbsp;is helping students who are still in high school gain a head start on their postsecondary education and careers while learning valuable skills and knowledge to help them prepare for in-demand careers.

Students who choose the aviation maintenance option will also have an opportunity to reduce the time it takes to earn an associate degree to just one year of postsecondary education instead of the typical two.

“These courses are unique education options that high school students might not otherwise be able to obtain,” said Monte Couchman, director of K-State Salina pre-college pathways. “Between learning how to become an aircraft mechanic or how to operate a drone or exploring virtual environments, the K-State Salina campus is offering nontraditional access to industries with budding career potential.”

While participating students get a jump-start on their college education, they also receive a significantly reduced rate per credit hour compared to traditional college students. Pre-college students can receive up to a 73% discount for these pathway classes&nbsp;<a href="https://www.salina.k-state.edu/admissions/tuition-scholarships-financial-aid/" target="_blank">through a scholarship</a>, reducing the tuition rate to $85 per credit hour. This makes their education more affordable and helps them transition into a postsecondary learning environment.

The courses will be instructed by K-State Salina’s faculty experts, who have a wealth of knowledge and industry experience.

“High school students should be interested in a program like this because we’ve got campus data that supports that all four of our pathways are directly attributable to quality jobs,” Couchman said. “Students can also see what college education rigor looks like in a technical program, albeit in an online modality, but with less risk because of how affordable the price is.”

To qualify for pre-college pathways through K-State Salina, high school students should have reached junior or senior classification, have at least a 2.0 cumulative high school grade point average, and receive permission from a parent or guardian and their high school guidance counselor. K-State Salina offers unique, in-demand courses for high school students

The USD 305 School Board unanimously voted to appoint Heath Hogan as the district’s new superintendent, effective July 1, 2025.

“We are confident that Mr. Hogan will bring strong leadership and experience to our students, educators and community,” said USD 305 Board President Gabe Grant. “Mr. Hogan’s proven track record will build on the foundation of excellence that has been established.” The board made the decision at a special meeting on Monday, February 17.

He will replace Linn Exline, retiring at the school year's end.

Hogan, 53, said, “It is an honor to be selected for this position. Salina Public Schools has a reputation as an innovative and progressive school system. I am excited for the opportunity to continue the strong partnerships with staff, stakeholders and the board as we move forward and build upon the district’s accomplishments.”

Currently superintendent at Smoky Valley USD 400, Hogan has 28 years of experience in public education. He worked at Garden City Public Schools, USD 457, for 25 years, serving in many different roles, including deputy superintendent, human resources director, elementary principal and teacher.

With 6,752 students, Salina Public Schools (SPS) is the 16th largest school district in Kansas. The district offers personalized learning and many opportunities to engage every student beyond the classroom. A Kansas State University veterinarian says the current frigid temperatures mean it's time to consider bringing some pets, especially dogs and cats, inside.

"Pets that are not acclimated to the colder weather and those that are very young or old should be brought in during the colder temperatures," said Susan Nelson, clinical professor at the Kansas State University Veterinary Health Center in the College of Veterinary Medicine.

Even dogs with heavy coats may need to come inside during periods of frigid temperatures. Nelson recommends keeping dogs with heavy coats in a slightly cooler room or the garage to prevent them from getting too warm and uncomfortable. Short trips inside the house before a long period of cold can give pets a chance to become accustomed to the atmosphere indoors.

Some pets may get nervous and panic while inside. Keeping them in a carrier or crate may help to ease the transition, Nelson said. If their nervousness is severe, talk with your veterinarian about calming medication.

When you move pets inside, make sure they know their food and water locations. If your pet is not housebroken, Nelson recommends keeping it on easily cleaned floors.

Once inside, pets can be exposed to an environment with different hazards than those found outdoors.

"Lilies, dieffenbachia and philodendron are just a few of the indoor plants that can be toxic to pets," Nelson said. "Take inventory of what plants you have and find out if they are poisonous before bringing pets inside."

Some common items found in the home can be harmful to our furry friends.

"Some human foods, such as chocolate, raisins and onions, can be dangerous to pets," Nelson said. "Pets also may chew on electrical cords. In addition, candles and potpourri can be hazardous, so keep pets supervised while in the house and take appropriate precautions."

When given the proper care, pets can be comfortable outside during cold weather, Nelson said.

"An outside pet shelter should not be too big in order to prevent the loss of insulation and heat," she said. "The door should face the south or west to reduce wind gusts. Use clean straw or hay for bedding as blankets tend to get trampled easily and then lose their insulating effect. If your pet will allow it, hang a blanket over the door or use a pet flap to keep out the wind."

For cats, consider a cozy box in a sheltered area, Nelson said. Straw bedding works great for them as well.

"Outside water bowls should be checked at least twice a day for ice, or better yet, a pet-friendly heated water bowl should be used," Nelson said. "Outside-dwelling pets also may benefit from an increase in calories through a higher caloric food or feeding more of their regular diet. This will help them maintain body heat."

The age of the pet can make it more susceptible to cold weather, as younger and older pets are more prone to hypothermia and need extra attention. Nelson added that some diseases also can make it harder for pets to adjust to temperature changes.

"Arthritic pets should be treated with extra care as well," Nelson said. "Keep them indoors in a warm and well-cushioned area. Talk to your veterinarian about pain medications and possible diet changes that may help with this problem."

If you have a short-hair dog, sweaters are a good idea, Nelson said, preferably ones made out of cotton, fleece or natural fibers. Make sure that the sweater fits well and does not catch the dog's feet or can be easily pulled off. Sweaters with decorations that could be torn off and ingested should be avoided.

Outdoor cats will seek warmth and this sometimes includes near or on a car engine. Nelson recommends honking the horn on your vehicle or banging on the hood before starting the engine in order to scare off any cats that may be warming themselves.

Pets that walk on sidewalks and driveways run the risk of picking up rock salt, ice or other chemicals on the pads of their feet.

"Rinse off the feet of pets if they have been on salted or chemically treated walkways; do not let them lick it off," Nelson said. "It is best to try to avoid treated driveways, but if your pet must frequently walking on these surfaces, consider booties."

Antifreeze is a lethal poison for dogs and cats. Nelson said to be sure to thoroughly clean up any spills from your vehicle and consider using products that contain propylene glycol, rather than ethylene glycol, because it is more pet friendly — but still not entirely harmless.

Frostbite can be an issue on the ears, feet and noses of pets. To avoid frostbite do not let your pet out in extreme cold for a long period of time. Chances are that if it is too cold for you to be outside for very long, it's probably too cold for your pet to stay out much longer as well, Nelson said.
