HUTCHINSON, Kan. — Kansas U.S. Senator Roger Marshall, M.D. said what was supposed to be the 2023 Farm Bill isn't going to be that, for sure.

"Fortunately, Pat Roberts left us a good farm bill," Marshall said. "We have done an extension on that. That will go through the next fiscal year, which would expire Sept. 30. Here's the problem. This farm bill, as we see it right now, is led by Democrats and it's a nutrition bill. We budgeted $60 billion to spend on food stamps and we're spending $180 billion a year right now on food stamps. The Democrats want more money for food stamps, but no more money for our farmers. We want to put the farm back in the Farm Bill."

Marshall wants to see more money for Title I funding. According to the <a href="https://www.fb.org/market-intel/farm-bill-title-i-commodity-programs-arc-plc-and-marketing-assistance-loans">American Farm Bureau Federation</a>,&nbsp; risk management tools like the shallow-loss coverage programs in recent farm bills are vital to farmers and ranchers being able to mitigate the volatile nature of farming. The 2014 farm bill created the Agriculture Risk Coverage and Price Loss Coverage programs, and the 2018 farm bill reauthorized and strengthened them. While farmers and ranchers have faced unprecedented circumstances the past few years, from&nbsp;<a href="https://www.fb.org/market-intel/prevent-plantings-set-record-in-2019-at-20-million-acres" target="_blank">record prevented-plant acres in 2019</a>&nbsp;and the&nbsp;<a href="https://www.fb.org/market-intel/coronavirus-sends-crop-and-livestock-prices-into-a-tailspin" target="_blank">COVID-19 pandemic in 2020</a>&nbsp;to&nbsp;<a href="https://www.fb.org/market-intel/analyzing-farm-inputs-the-cost-to-farm-keeps-rising" target="_blank">record-high input costs</a>&nbsp;and now&nbsp;<a href="https://www.fb.org/market-intel/inflation-recession-and-the-farmer" target="_blank">inflation</a>, the one thing that has stayed consistent is the need for a variety of risk management options like ARC, PLC and marketing assistance loans that fit farmers’ and ranchers’ needs.&nbsp; &nbsp;

"We feel like we've suffered the seven plagues of Egypt," Marshall said. "Two years of drought, then this White House gave us high fertilizer prices and high diesel prices and high interest rates. That's really what I'm hearing the most about from producers. Their interest rates have went from 2% to 9% for a million dollar operation loan and therefore they are not making any money."

The economic conditions are squeezing out the few small farmers left.

"With this, the economy in today's agriculture, we're going to be losing more and more farmers," Marshall said. "They simply just can't make a go of it right now. That's what the purpose of the farm bill is, is to help these farmers through years when we have drought or get hailed out or have insects, or whatever is causing the problems."

Marshall honestly doesn't see much hope on the horizon for months on a farm bill. He would not be surprised if it were at least late summer of 2024 before there really is much movement on the issue.

Marshall: Farm bill doesn't really have much farm in it

As 2023 comes to a close Kansans are celebrating the end of another year and looking forward to a new beginning in 2024.

Come January 8th, the state legislature will assemble to embark on its new agenda for the year.

Already, numerous bills and resolutions have been pre-filed for the upcoming session, providing us with a preliminary but incomplete insight into the legislative agenda.

In the House, the chamber will hear pre-filed bills on changing the start of the K-12 school year, amending the definition of “healthcare provider”, allowing direct vehicle sales from manufacturers (such as Tesla), and a proposition to amend Article 9 of the Kansas Constitution concerning counties’ home rule, just to name a few. A full list can be found on the state legislature’s website.

In the Senate, the pre-filed bills were all filed by Senator Holland and focus mostly on fiscal intricacies such as reconfiguring or discontinuing various tax credits. Though one of the bills would prohibit state legislators from accepting any state employment and the lieutenant governor from employment as the head of a state agency.

However, there are many other issues we should expect the legislature to address this session. As always, there will be a big push for Medicaid expansion and marijuana legalization. There inevitably will be some “culture war” bills to restrict access to abortion care and further marginalize gender and sexual minorities. And of course, we can expect lots of disagreement on education funding — both K-12 and higher ed.

Examining the pre-filed bills and the inescapable discussions of these high-profile issues, I find myself compelled to contemplate the fundamental question of the government's role — what it currently is and what it ought to be.

In 1966, political scientist Daniel Elazar wrote his seminal work American Federalism: A View From the States, which focused on state political culture in the United States.

According to Elazar’s framework, Kansas has a moralistic political culture. This means that Kansans view government as a means to better society and promote the general welfare.

States with a moralistic political culture generally advocate for an expanded government role. Such states are inclined to endorse the idea that the government should actively contribute to the public good by allocating resources towards programs aimed at assisting the less fortunate.

Moreover, these states perceive it as a responsibility of public officials to champion the development of new initiatives benefiting marginalized individuals or addressing public policy challenges, even in the absence of significant public demand for such actions.

Even as national polarization has changed the attitudes of Kansas’ Republican majority over the past decade, putting this tradition under tension, the state's moralistic political culture persists. Underscoring the widespread belief that government serves as a vehicle for societal improvement and the advancement of the common welfare.

As legislators embark on the upcoming session, they carry the responsibility of upholding the state’s moralistic tradition. Whether grappling with issues of healthcare, education funding, or constitutional amendments, the overarching theme should be a commitment to the betterment of society, including initiatives that contribute positively to the public good.

But as the year draws to a close and we stand on the cusp of a new chapter, citizens, just as much as legislators, are responsible for steering Kansas toward a future that reflects the collective vision of a state committed to the well-being of all its citizens.

On Dec. 31, 2019, the health commission in the central Chinese city of Wuhan announced that experts were investigating an outbreak of respiratory illness and that most of the victims had visited a seafood market in the city; the statement said 27 people had become ill with a strain of viral pneumonia and that seven were in serious condition.

There is nothing more exciting and nerve-racking than expecting your first newborn. As new parents expecting twins last June, Andrew and Rachel Krier, of Beloit, know this firsthand. The young couple found themselves at Salina Regional Health Center earlier than expected, as Rachel had high blood pressure and needed iron infusions. The pregnancy was requiring a higher level of care, so Rachel was being monitored at the hospital a week before her scheduled C-section.

Ultrasound Technologist Kayla Nuss had just finished doing a sonogram of the twins when she noticed Andrew had stopped speaking in mid-sentence. He had a fixed stare, was slumped halfway out of his chair and was unresponsive. Nuss quickly secured Andrew from falling and within seconds nursing staff, a paramedic student and Amanda Rhyne, MD, were in the room caring for the father-to-be. Lori Faerber, director of Women &amp; Infants Services, heard the commotion and quickly ran to the room, fearing the worst for Rachel.

"When I got to the room, I saw an entire team using their knowledge and skills to provide care to Andrew," says Faerber. "Our team went into action, and Birth Center Nurse Missy Haverfield attended to Rachel while medical professionals worked to resuscitate Andrew and get him down to the Emergency Room."

In the ER, Emergency Medicine Physician Aaron Deeds, MD, found that Andrew had a very low potassium level and was in cardiac arrest—his heart had suddenly stopped pumping.

"It was a miracle that this happened to Andrew when he was at the hospital," says Rachel. "He drove here from Beloit by himself to be here for the sonogram, and if it would have happened when he was driving, he probably wouldn't have made it."

In high school, Andrew had a heart issue that was diagnosed as myocarditis. Myocarditis occurs when the heart muscle becomes inflamed in response to a viral infection.

The morning of her scheduled C-section, Rachel was allowed to visit Andrew briefly in the Intensive Care Unit. He was unconscious and hooked up to a ventilator. She held his hand and prayed for the best, not knowing when he would wake up. While the C-section was happening, ICU staff started the process of taking Andrew off the ventilator in the hope that he would soon regain consciousness, as it sometimes takes days or even weeks to get patients back to a normal state.

The C-section went as planned—Rachel, at 34 weeks pregnant, delivered twins Scarlett and Rusty on June 10, 2023. Later that day, Rachel was surprised to see that Andrew was off the ventilator and conscious. Nurses attached some portable medical equipment to a wheelchair so that Andrew could see the newborn twins in the Birth Center, though his mind and memory were still in a fog.

A couple of days later, Cardiologist Mark Mikinski, MD, advised Andrew to get an implantable cardioverter defibrillator (ICD). An ICD is a battery-powered device placed under the skin that keeps track of heart rate. Thin wires connect the ICD to the heart. If an abnormal heart rhythm is detected, the device will deliver an electric shock to restore a normal heartbeat.

Andrew received the ICD procedure, and he recovered several days later. "We are thankful for the quick thinking and actions of the staff, who are true lifesavers," says Rachel. The family got to know the nursing staff really well, as the family was in the hospital for almost an entire month.

The twins, being premature babies, required extra care in the Neonatal Intensive Care Unit. Scarlett spent 10 days in the NICU, and Rusty spent 19 days there. The family was excited to head back home together after the newborns were discharged.

The Krier family is now home and doing well. Andrew and Rachel made full recoveries and are back to work.

"It's pretty impressive we are all back at home after surviving the whole ordeal," says Andrew. "We are very fortunate for the care we had, and the staff was great—from the cafeteria down in the basement all the way up to the Birth Center on the sixth floor."

K-State beef cattle experts share nutrition advice or herds grazing crop residues in the winter

Many know the key to good health is eating a balanced diet, and in the case of cattle grazing cornstalks, their diet may need to be adjusted as the quality of the forage deteriorates, according to the experts at the Kansas State University Beef Cattle Institute.

Speaking on a recent&nbsp;<a href="https://ksubci.org/2023/12/22/winter-feeding-plans-cold-weather-management-research-round-up/">Cattle Chat</a>&nbsp;podcast, K-State beef cattle nutritionist Phillip Lancaster encouraged producers to walk the fields periodically to assess the quality of the feed resource.

“When producers first turn out cattle on cornstalks, they should take note of the amount of leaves and husks available to the cattle to graze and then as the season goes on, they should continue to walk the fields to assess the quality of that feed resource and adjust accordingly,” he said.

Lancaster said that if there is too much moisture in the field, the cornstalks will turn black on the ends and the cattle will appear more hungry.

“Cattle that are hungry will be reaching through the fence,” Lancaster said.

Eventually, they will lose a body condition score, but Lancaster said that typically will take 1-2 months before it is noticeable to the producer.

To keep that from happening, Lancaster said the cattle need to be supplemented with protein when they are first turned out to graze the cornstalks. As the amount of corn residue declines, the herd may need additional supplementation.

“If the cornstalks are deteriorating, my next step is to start supplementing the cattle with hay,” Lancaster said. “The key is to move the hay to different locations in the field by either rolling out the bales or moving where the bale is placed to keep the cattle from creating a spot that will have a lower yield because the ground is compacted.”

He also urged producers to watch the amount of moisture the field is absorbing.

“If the cattle are sinking in 2-4 inches into the ground then producers should move the cattle to a dry lot,” Lancaster said.

For those who are feeding supplemental hay, K-State veterinarian Bob Larson said it is important to know the quality of the hay they are offering the cattle.

“There is a lot of variation in hay quality so it is important to assess the quality of the hay as a feed resource,” Larson said. “Hay that is harvested late in the season will not be as high in quality as hay that is cut earlier in the summer.”

He said if the hay fed to the herd was grown by the producer, they would likely have a good idea about the hay quality. But if the hay is purchased, it might be beneficial to conduct a forage test before feeding it to the herd.

Lancaster agreed with the forage test recommendation. He also said cattle will consume hay until they are full whether or not the hay is high quality, so it is important to take a look at the manure as well.

“If a producer notices manure piles that are dry and piled high, that is an indication that the cattle may not be getting enough nutrients from the hay and more protein should be added to the diet to help them better digest that hay,” Lancaster said.

OTTAWA COUNTY—One person was injured in an accident just after 5p.m. Friday in Saline County.

The Kansas Highway Patrol reported a 2021 Ford F350 driven by Ethan L. Phillips, 15, Brookville, was northbound on U.S. 81 two miles north of Kansas 18 highway.

The pickup traveled into the median, went airborne and rolled an unknown number of times coming to rest in the median on its tires.

EMS transported Phillips to Salina Regional Health Center. He was properly restrained, according to the KHP.

Saline County teen hospitalized after pickup rolls

Bethany College is excited to announce the appointment of Dr. Steve Eckman as the Interim President for the next 12-18 months. Currently serving as the Chancellor at York University in York, Nebraska, Dr. Eckman brings a wealth of experience and a proven track record of leadership in higher education.

Prior to his role as Chancellor at York University, Dr. Eckman served as the President of York College for eleven years. His extensive career in academia includes nineteen years at Lubbock Christian University, where he held various roles, such as assistant director of admissions, dean of students, associate professor of Bible, vice president for student services, and director of institutional effectiveness and planning.

Dr. Eckman's commitment to academic excellence extends beyond the classroom. He also served as the Executive Vice President, CFO, and Senior VP for Advancement at Ohio Valley University. He also spent time as a minister at Taylor Street Church of Christ in New Mexico and worked as a senior grant administrator for the JF Maddox Foundation.

"We are pleased to welcome someone with Dr. Eckman’s breadth of experience to Bethany College," said Dr. Cheryl Rasmussen, Board Chair. "His expertise in academics, advancement, and student services, coupled with his successful presidency at York University, will serve Bethany College and the Lindsborg community well in the coming months."

Dr. Eckman has expressed his commitment to maintaining a high level of visibility on campus and active involvement in campus events. He aims to establish open lines of communication with all campus stakeholders, including faculty, staff, and students.

“Having served as executive vice president and CFO, I will bring operational expertise to my role as interim president,” said Dr. Eckman. “Since I am Swedish, I look forward to engaging with local culture! My grandfather immigrated from Sweden in the 1880’s.”

Dr. Eckman and his wife LaRee are parents of two married sons and grandparents to seven grandchildren. Steve plans to arrive in Lindsborg the first week of January to begin his service to Bethany College.

Founded by Civil War veterans, the town of Falun remained a staple in the Saline County community since the 1860s. The small Swedish community pushed through trials and hardships from the last century, including an upheaval of almost the entire town.

Swedish settlers first arrived in the Falun region in the early 1860s, and in 1869, Maj. Eric Forsse brought 40 more Swedish immigrants to the settlement from Illinois and purchased a farm.

Forsse served in the American Civil War after immigrating from Sweden to the United States, so English was Forsse and the other settler's second language. 

According to the Smoky Hill Museum, Forsse recognized the importance of learning to read and write English for himself and his fellow settlers, so they quickly opened a school and hired Miss Susie Cooley.

Forty adults attended Falun's first class of students, all there to learn their new country's language.

The Missouri Pacific Railroad built a line through the small community in 1886, and the following year, the founders of the Swedish town finally incorporated Falun, Kan.

From there, the town boomed as it headed into the new century. Blacksmiths, hardware stores, restaurants, doctors, and a drugstore opened alongside the Falun State Bank in 1905.

Prosperity continued in the early 1900s alongside the other small settlements until the 1930s, when the drought and Great Depression severely impacted Falun.

There was not much relief for residents after the Great Depression, though — as World War II raged in Europe, Camp Phillips sprung up and swallowed most of Falun's farmland.

The U.S. Army selected 44,000 acres in Saline County for the new training site, including land in Falun, Smolan and Brookville. 

A notice from the military reached residents in June 1942, and by December of the same year, the army had completed Camp Phillips. 

According to the Smoky Hill Museum, the construction uprooted many homesteads, forcing families to move within weeks, and only two years later, in 1944, the army decommissioned the camp and returned 12,000 acres to rural Saline County.

Through the years of hardship for the town, its leaders stayed hopeful. Ernst Pihlblad, a pastor of the Falun Luther Church in 1943, encouraged his congregation to hold pride in the small community's sacrifice.

"We have paid a high price, however, without a whimper, realizing all the time that it is not too high for what we hope to buy, lasting peace," Pihlblad said.

Today, Falun continues its long history in the Saline County community. The town's population peaked at 200 residents in 1910, but today, about 83 people call Falun home.

📸 Flashback Friday: Salina Post - The town of Falun - Vol. 22

Saline County Rural Fire District No. 1 and the Sheriff's Office responded to a structure fire Thursday morning that had already burnt out when first responders arrived.

According to Saline County Sheriff's Office Capt. Jim Hughes, firefighters, and deputies arrived at the rubble pile at 11:55 a.m. and found the abandoned two-story house destroyed but empty of any residents or belongings.

"We made contact with the property owner, and through talking with the property owner and some other people in the area out there, we determined that more than likely, the fire transpired sometime from the mid-morning hours on the 27th until the time it was discovered," Hughes said.

Two people doing business with the property owner discovered the fire Thursday morning after visiting the location for some hog panels.

The cause and the exact time of the fire are unknown, but today, the Kansas State Fire Marshal is investigating it.

The estimated damage to the property is $100,000.

"Fortunately, it was rural Saline County," Hughes said. "There were no other residences around and a limited number of outbuildings directly close to the structure, so we're fortunate that the fire did not spread to some type of vegetation."

When it comes to pursuing goals, Kansas State University family resource management specialist Elizabeth Kiss thinks even a little progress means a lot.

"Often when it comes to goal-setting, we think it’s all or nothing," Kiss said. "We think, 'I have to do this' or 'I have to be focused…' That is not necessarily the best or most successful way to achieve what you’re looking for."

Instead, she said, take the long view on goals.

"Think about this: there are 168 hours in a week," Kiss said. "How much of that time do we actually need to achieve our personal, financial, health or other goals? Some things only take about an hour a week. You can make a big amount of progress on a project by spending an hour or two a week on a regular basis."

Put into practice, Kiss notes a couple examples: If you want to read a book, but feel overwhelmed, spend just 5-10 minutes a day reading. Or if a goal is to get in better physical shape, dedicate 15-20 minutes a few times a week as an entry point.

Kiss said: "Take a kinder, more gentler approach to your goals."

In her job, Kiss spends a good deal of time helping individuals and families use their family’s resources – including money – to achieve their goals. Her approach to goal-setting works when managing the family’s finances, too.

"If you want to increase your family’s emergency fund…what you could to do is plan to put aside a small amount each month, perhaps as little as $10 per month," she said. "That might not seem like a lot, but over a year, that’s $120 for your emergency fund that you didn’t have previously."

Kiss encourages families to talk about goals, particularly when it comes to spending money. When appropriate, involve kids, she says, particularly as they grow older and transition into helping with such expenses as vehicles, insurance, weddings and more.

"Many of us are fearful that we will out-live our money; we wonder how we are going to stay active, interested, curious…all of those things," Kiss said. "That all has to do with family resource management. I always say that successful money management is that you get to the end of your life and you have some money left…and you’re meeting your goals, whatever they are."

Patience is key to meeting goals, says K-State expert

A Salina Police Department officer patrolling at 3:04 a.m. around the Prescott Avenue and Montrose Street intersection pulled behind a gray 1998 Nissan Sentra when the driver took off eastbound on Prescott Avenue at more than 60 mph.

The officer then pursued the vehicle to attempt a traffic stop, but the car continued east on Prescott Avenue and eventually turned north on Kenwood Park Drive. 

SPD Lt. Kyle Tonniges said the officer terminated the chase when the car turned on Kenwood Park Drive near Oakdale Park due to its extreme speed and the suspect's reckless driving through town.

"The vehicle was last seen eastbound on Elm from Oakdale," Tonniges said. "Other officers arrived in the area and found this vehicle in a driveway in the 1200 block of East Iron."

After officers found the vehicle unoccupied, they continued searching for the suspect in the neighborhood. Tonniges said a short time later, officers found 21-year-old Salina resident Corry Barnes hiding in a yard not far from the vehicle.

Officers arrested Barnes and found he had three warrants for his arrest — one Saline County District Court, one Salina Municipal Court and a Dickinson County District Court.

SPD requested charges for flee and elude, reckless driving, interference with law enforcement and possession of opiate drug paraphernalia.
