Salina community blood drive this week

JACKSON COUNTY, Kan. —A Salina man is facing drug allegations after a weekend arrest.

Just after 5p.m. Saturday, a Sheriff’s Deputy conducted a traffic stop on a 2016 Hyundai Sonata on 150th near Q. Road in rural Jackson County Kansas, according to Sheriff Tim Morse.

The traffic stop led to the seizure of illegal contraband.  The driver, Indy Ray Boland, 24, of Salina was arrested and booked into the Jackson County Jail on requested charges of possession of methamphetamine, possession of a hallucinogenic drug, possession of drug paraphernalia and driving while suspended.

Saline County Jail Bookings, Feb. 25

The Saline County Sheriff's Office caught an alleged thief through cellular game camera evidence between Wednesday, Feb. 14 and Saturday, Feb. 17.

According to Saline County Sheriff Roger Soldan, in the 4100 block of North Muir Road outside of town, a resident discovered two cellular game cameras and solar charge panels stolen from the property.

Before the suspect got away with the two Muddy Outdoors trail cameras, they automatically snapped photos of him and sent them to the owner.

"At some point when they were taken, they emailed out pictures of the guy before he took it down," Soldan said. "So we got pictures of the guy and his vehicle. They went back in the Flock system, the cameras around town — they got the vehicle description out of Flock and identified the suspect." 

The victim valued each camera at around $300 and each panel at $70, so the total loss was $670. 

After deputies identified and connected with the suspect on Thursday, Feb. 23, he quickly turned the trail cameras over to them.

"He admitted to taking the cameras," Soldan said. "Since it was a misdemeanor, we requested charges against him. You need to be on-view to make an arrest in a misdemeanor theft, but we did identify a 41-year-old suspect who we will request a warrant for theft."

Saline County Jail Bookings, Feb. 24

Early Friday morning, the Salina Police Department received a Flock Safety Camera license plate reader notification on a stolen vehicle from the Wichita area.

According to SPD Capt. James Feldman, at around 6:10 a.m., a stolen Chevrolet passenger car drove into Salina and alerted the Flock camera system.

Officers then located the vehicle around the Walmart area, but the car took off and fled south on Interstate 135. 

"Officers pursued, and the pursuit was then taken over by Kansas Highway Patrol," Feldman said. "The pursuit went into McPherson County. Speeds did reach over 100 mph. The vehicle exited off I-135 and went westbound toward Marquette."

At some point in the pursuit, Feldman said either local law enforcement or KHP troopers used a tire deflation device, but the suspect continued driving on flat tires.

KHP troopers brought the pursuit to an end near Marquette and took two people into custody. The driver was 42-year-old Michael Trautloff from Haven, Kan., and the other was an unnamed female passenger with an active warrant from Sedgwick County.

Feldman said KHP troopers transported the female passenger to Wichita, and SPD officers booked Trautloff into the Saline County Jail with requested charges for one count of felony flee and elude and one count of obstruction.

James Feldman, at around 6:10 a.m., a stolen Chevrolet passenger car drove into Salina and alerted the Flock camera system.Officers then located the vehicle around the Walmart area, but the car took off and fled south on Interstate 135. "Officers pursued, and the pursuit was then taken over by Kansas Highway Patrol," Feldman said. "The pursuit went into McPherson County. Speeds did reach over 100 mph. The vehicle exited off I-135 and went westbound toward Marquette."At some point in the pursuit, Feldman said either local law enforcement or KHP troopers used a tire deflation device, but the suspect continued driving on flat tires.KHP troopers brought the pursuit to an end near Marquette and took two people into custody. The driver was 42-year-old Michael Trautloff from Haven, Kan., and the other was an unnamed female passenger with an active warrant from Sedgwick County.<figure>

Flock cameras catch stolen car from Wichita in town, KHP pursuit leads to Marquette

On Feb. 24, 1942, the SS Struma, a charter ship attempting to carry nearly 800 Jewish refugees from Romania to British-mandated Palestine, was torpedoed by a Soviet submarine in the Black Sea; all but one of the refugees perished.

In 1803, in its Marbury v. Madison decision, the Supreme Court established judicial review of the constitutionality of statutes.

In 1868, the U.S. House of Representatives impeached President Andrew Johnson by a vote of 126-47 following his attempted dismissal of Secretary of War Edwin M. Stanton; Johnson was later acquitted by the Senate.

Salina Post proudly presents Flashback Friday in partnership with the&nbsp;<a target="_blank" href="https://www.smokyhillmuseum.org/">Smoky Hill Museum</a>. Enjoy a weekly tidbit of local history from the staff at Salina Post and the Smoky Hill Museum as we present "Salina-Flashback Fridays."

The main street of Kipp once housed bustling blacksmith shops, general stores and lumberyards. Through years of hardships in the 20th century, the town eventually dwindled to a small community in rural Saline County.

In its early days, though, Kipp was a thriving town aiming for the future. 

According to the Smoky Hill Museum, before the Missouri Pacific Railroad arrived in 1886, William Exline opened a blacksmith shop in what would become Kipp, Kan.

Before its residents could comfortably settle in the region, Kipp citizens aimed to bring a Missouri Pacific Railroad Depot to town in 1886 but didn't yet have a building to show to the company.

They then decided on a creative solution — steal the nearby village of Chico's train depot for their own. The Smoky Hill Museum documented this peculiar event as "The Kipp Depot Caper," where a group of men from Kipp visited Chico, raised the depot from its foundation, and slid it onto a railroad car to transport it back to Kipp.

Later documents found that the Missouri Pacific Railroad's roadmaster, Kipp Cherry, was a part of the caper plan and that the company wanted to move the depot from Chico to Kipp anyway.

Once more industry arrived in town, the Kipp Post Office opened in 1890, cementing the community in Saline County history.

With more industry in town, telephone wires quickly popped up in 1907, and Iva Vestor was the town's first phone operator. Exline's blacksmith shop evolved through this time into Exline Diesel Engine Works, which today is <a href="https://www.exline-inc.com/">Exline, Inc.</a>

By the 1920s, the Kipp State Bank opened on Main Street, but it didn't last long, with The Great Depression stamping out most banks in the 1930s.

The looming economic threat didn't stop the small town from pushing forward, with a $55,000, almost $1 million in today's cash, bond issue passing in 1929 for a "full service" school with the "largest gym in rural Saline County."

For about a decade, the town thrived with a bustling school and lively downtown until 1943, when a tornado berated the city and destroyed part of the school, several houses and most of the Exline Machine Shop.

Citizens rebuilt the school and residential area in town, but Exline moved its operations to Salina and continues operating today from the city.

Kipp experienced another decade of peace in rural Saline County when, in 1953, the school burned to the ground. The city built a new school, but it closed in the 1960s.

According to the Smoky Hill Museum, the Kipp Post Office closed in 1957, and Great Plains Manufacturing eventually took over the abandoned school building.

📸 Flashback Friday: Salina Post - The town of Kipp - Vol. 30

The Saline County Sheriff's Department reported to Bavaria, Kan., this week after a pair of homeowners discovered more than $5,000 in electronic devices missing from their residence.

Saline County Undersheriff Brent Melander said sometime between Saturday, Feb. 17 and Tuesday, Feb. 20, an unknown suspect broke into a side of the house that the homeowners were renovating.

The residents were removing and replacing walls and doors, so the portion under renovation was closed off from the rest of the home.

"We don't know how entry was made," Melander said. "How they got in could have been a door, but the door has since been removed during the renovation process."

Once the homeowners noticed the break-in, they found that a 75-inch Panasonic 4k TV, a black Chromebook, a DeWalt impact drill, a DeWalt circular saw and two batteries and chargers were missing from the house.

The suspect stole about $5,355 worth of electronics from the home, with the Panasonic TV, valued at $4,800, accounting for most of the loss.

Melander said the Sheriff's Office does not have suspects currently but continues to investigate the crime.

The burglary occurred between 11:50 a.m. and 12:45 p.m. Entry was gained by force through the front door of the residence. Taken from the residence were numerous high-end clothing brands including Louis Vuitton, Chanel, Dior, and Burberry. 

The items included scarves, belts, purses, jackets, and shoes. Also taken a rose gold diamond bracelet and two rose gold diamond rings. Total loss was valued at about $21,000.

Witnesses observed an unknown type dark green or gray SUV parked outside the residence around the time of the burglary. Crimestoppers: high-end fashion items stolen

TOPEKA —&nbsp;Joe Cheray is well aware that clergy members aren’t required to report child abuse.

She remembers going to her priest as a child, asking for his help when she was being sexually abused.&nbsp;Cheray said he did nothing.

“Had I known back then clergy were not mandated reporters of abuse, I would’ve just went to law enforcement and the Department for Children and Families. I wouldn’t have even said anything to my church at all,” Cheray said.

Cheray, who advocates with other survivors of child sex abuse every week in the entrance of the Statehouse, is asking that ministers and clergy be required to report cases like hers.

Tobias Schlingensiepen, a Topeka Democrat and senior pastor at First Congregational Church, introduced&nbsp;<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/hb2300/">House Bill 2300</a>,&nbsp;which would add ordained ministers of religion to the mandated reporters list, with an exception for penitential communication, such as confession.

“People wonder why that isn’t the case already, and frankly, as a pastor, I do too,” Schlingensiepen said.

The bill was assigned to the Judiciary Committee, and no hearing has been scheduled.

DCF estimated implementation of the bill would result in increased reporting to the Kansas Protection Report Center, which oversees abuse reports. The change could result in an increase of $74,569 in expenditures from the State General Fund for an additional staff position to deal with the workload.

Four previous attempts to get clergy added to the list of mandated reporters failed in 2019, 2021, 2022 and 2023. Sen. Tom Holland, a Baldwin City Democrat,&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/01/26/kansas-democrat-introduces-senate-bill-making-clergy-mandatory-reporters-of-suspected-abuse/">led the charge</a>&nbsp;during the last legislative session following the release of a four-year investigation of Catholic clergy abuse by the Kansas Bureau of Investigation. The KBI report found at least 188 church members suspected of committing offenses ranging from indecent liberties with a child to rape.

Schlingensiepen said he didn’t have a lot of optimism that the bill would be implemented this session, because of lawmaker preoccupation with other issues, such as the flat tax. A&nbsp;<a target="_blank" href="https://kansasreflector.com/2024/02/20/kansas-house-republicans-fail-to-override-governors-veto-on-massive-tax-reform-bill/">Republican-led effort to override</a>&nbsp;Democratic Gov. Laura Kelly’s veto and pass a universal 5.25 percent income tax rate failed earlier this week.

“I feel like they don’t have any appetite to put more on their plates, but that said, I think hopefully it’ll be back again next session, and we’ll try this again, this time with multiple sponsors on both sides of the aisle,” Schlingensiepen said. “We already have very broad support.”

For now, Cheray will keep advocating for broader protections for survivors of sexual assault.

“I do this for the kid in me that didn’t know,” Cheray said. “And I do this for all of the other survivors and victims now and in the future so that there is one more protection point for them to hopefully get some help."
