To honor the retirement of City Attorney Greg Bengtson, the City of Salina will holding a reception for his 40 years of service.

On&nbsp;Friday, January 30&nbsp;from 2:00 to 4:00 pm at Tony’s Pizza Event Center (TPEC), Great Plains Conference Center (800 The Midway), the reception will be held.

<a href="https://salinapost.com/posts/39da1c7a-c38e-4610-9e60-2356a8d7d91b">Bengtson announced his retirement</a> from being an attorney for the City of Salina in October 2025.

As announced by City Manager Jacob Wood, Bengtson will not be fully retiring, but is planning to slow down his practice and the firm’s work for the City of Salina. As part of the transition, the role will be&nbsp;shared among other municipal attorneys within the Clark, Mize, &amp; Linville (CML) firm.&nbsp;

On December 19, 2025 the City of Salina appointed&nbsp;<a href="https://salinapost.com/posts/148642ee-e940-48f7-93ef-a7f3354c2c12">Patrick Hoffman</a> as a full-time, in-house City Attorney.

Saline County has announced of releasing the Budget Book, which provides residents a clear look at how county services are funded and how tax dollars are being used.

“The budget is more than numbers on a page,” said County Administrator Phillip Smith-Hanes. “It shows what the community values, where tradeoffs were made, and how the county plans to continue delivering services while being mindful of the tax burden on residents.”

Unlike traditional budget documents, the Saline County Budget Book is designed to be accessible to the public.

It combines financial data with plain-language explanations and short stories that show how county departments impact everyday life—from road maintenance and elections to public safety, public health, and emergency management.

The 2026 budget totals approximately $73.6 million.

 After several years of higher-than-normal revenues tied to federal recovery funds and major capital projects, the 2026 budget represents a return to more typical conditions, requiring reductions across most departments while continuing to fund core services and a modest cost-of-living adjustment for county employees.

Residents are encouraged to review the Budget Book to better understand how county government operates and how budget decisions affect services across Saline County.

Saline County releases publically accessible Budget Book on how tax dollars are being spent

After the special meeting and third consecutive executive session regarding the Cozy Inn ruling, The City of Salina is appealing the case.

Todd Messenger, representing the City gave statements as to why the City is appealing the case.

The main reason is to provide clarify of the definition "signs", due to what the ruling stated from the US Court Judge, Toby Crouse. 

As per the ruling it stated, "because the definition of sign is unlawful, Salina cannot make any determination whether a display is a mural or a sign, without violating the 1st Amendment."

During the executive sessions, the City of Salina's legal counsel met with Cozy Inn's legal counsel trying to resolve what were honest disagreements about what the memorandum order from the US Court stated.

After Tuesday's meeting, the City and Cozy Inn's legal counsel came to an agreement regarding to move forward with a "Notice of Appeal."

The appeal would provide clarity in the 10th Circuit Court of Appeals.&nbsp;

"This is important in that it could provide clarity for plaintiffs," said Messenger. "This is now a case of national significance, not because of what is on the wall of the Cozy Inn, but because the definition of sign is something that is actually really important in terms of sign regulation. We need to know what it is if we are going to regulate it and we know there is a Supreme Court case that says we have 150 years of tradition in this country regulating signs, but we don't have a court case of what the constitutional definition of what the term sign is yet, so that is at stake with this case."

However, Messenger stated that Howard can complete the mural.&nbsp;

the City cannot regulate what is considered "murals," because they don't advertise to anything in particular.&nbsp;

Messenger added that if the appeal favors the City, then 180 days after the judicial proceedings are completed, Howard would then have to come into compliance with the City's code that is applicable at that time.

The attorney's fees and costs the City is paying for would be $100,000.

The cost of the appeal itself for the City, would be to not exceed $50,000.

In the case of an oral argument, it would either be held in Denver or Salt Lake City in front of 3-judge panel in the 10th Circuit Court of Appeals.&nbsp;

The&nbsp;<a href="https://www.ca10.uscourts.gov/judges">10th Circuit Court of Appeals</a> has a mix of active and senior judges, covering states like Colorado, Wyoming, Utah, Kansas, New Mexico and Oklahoma.&nbsp;

Messenger stated this case could take somewhere between 18-24 months for resolution.

This comes after a press release from the City stating they are "working with its attorneys to evaluate the broader implications of the court’s order and potential next steps towards resolution of the matter."

As per the ruling, the City cannot anymore enforce its current mural-sign distinction or indefinitely delay permit applications based on the content of a display.

This lawsuit has cost the City more than $500,000 in legal expenses.

"The hope is through the appeal process we achieve some clarity and hopefully vindicate the City's constitutional interest and its public art program," said Messenger. "We know that's important aspect of community culture in Salina and we hope that we can obtain a reversal of those important elements of this order to ensure the culture of Salina is allowed to continue as it has in the same direction."

As a reminder, City of Salina offices&nbsp;will be closed Thursday, December 25 and Friday, December 26 for the Christmas holiday.

Salina Commissioners are set to hold a special meeting on Tuesday, December 16 to&nbsp;discuss legal considerations relating to the Cozy Inn ruling.

The meeting will take place at 3:00 pm in room 107&nbsp;inside the City-County Building (300 W. Ash).

The meeting will recess into executive session immediately following roll call. Commissioners will then return to open session, following the conclusion of the executive session with possible action to follow.

Salina Commissioners set to hold special meeting relating to Cozy Inn ruling

The Georgetown Santas are back and ready for action this Christmas season, as they will continue their tradition for the 27th year.

This December 21st - 23rd, 6:30 pm - 9:00 pm each night, the Santas and their elves will give out candy and freshly-popped popcorn to passersby&nbsp;on 2312 Georgetown&nbsp;Road&nbsp;in Salina.

This event is open to all in the community and is FREE of charge, as donations are encouraged to help offset operating expenses.

The community continues to show a desire for this annual tradition as they have fueled the operation to allow the Santas to operate entirely off of donations from the community for the last 20+ years. Year after year, the&nbsp;Santas have continued to receive enough in donations to cover the associated costs of supporting the event for the following year, namely the costs associated with procuring all of the candy and popcorn supplies.

The Georgetown Santas greet thousands of visitors each year in the days leading up to Christmas, from neighbors that approach on foot, to travelers coming in from out of state. The Santas distribute hundreds of pounds of candy, several thousand candy canes, and the Elves pop over 350 lbs. of popcorn in their 3 days of operation, annually.

For those wanting to join this beloved tradition, all you need to do is drive to Georgetown Road, stay in your vehicles, receive road directions from the Elves and&nbsp;roll down the windows to get your treats!

Pictures with the Santas are welcome, and there is a request for you to pull your vehicle ahead to park to not hold up traffic, so that the team can continue to serve other guests.

Within the next three years, Santas Pete Martin, Mike Chaput, and Mel Augustine joined in to support the cause. It was about that time that the Santas and their helpers; Justin Martin, Virgil Michaelis, and Larry Thompson; began handing out freshly-popped popcorn in addition to the candy. 

From these humble beginnings has grown a true Christmas tradition on Georgetown Road.

🎥 Georgetown Santas are gearing up and ready to give treats to Salinans for the 27th year 

After two executive sessions in two Salina City Commission meetings, there is still no clear answer on the City's next steps are regarding the Cozy Inn ruling.

This comes after US District Court Judge Toby Crouse, ruled that on November 19th the City of Salina violated the First Amendment and favoring the Cozy Inn to keep their mural.

On November 24th that following Monday, Salina Commissioners moved into executive session at the end of the meeting.&nbsp;

No answer was given, other than adjournment.

On December 8th, the same action followed.

Still no clear answer for City's next steps following Cozy Inn ruling after two executive sessions in two meetings

Saline County and two other Kansas communities, have accepted and implemented a program that is meant to help children who are at risk of, or are dually-involved between the child welfare and juvenile justice systems.

According to the <a href="https://www.dcf.ks.gov/Pages/default.aspx">Kansas Department for Children and Families</a>&nbsp;(DCF), and the <a href="https://www.doc.ks.gov/">Kansas Department of Corrections</a> (KDOC), they have partnered with the Center for&nbsp;Youth Justice (CYJ) program at Georgetown University, to implement the <a href="https://cyj.georgetown.edu/our-work/crossover-youth-practice-model/">Crossover Youth Practice Model </a>(CYPM) in 2019.

According to the KDOC, Kansas has fully implemented the program in three communities and will be expanding into three new communities.

This will mean the communities like Saline, will implement a collaborative framework between the child welfare and juvenile justice systems to better support "crossover youth"—those who are at risk of or are dually-involved with both systems.

"Ultimately, the CYPM provides Saline County with a proven, research-supported strategy to help vulnerable young people stay connected, supported, and on a positive path," said Joe Hay, Saline County Commissioner. "As Kansas continues to broaden its implementation, local youth will benefit from a more responsive, coordinated, and effective system of care."&nbsp;

Some of the effects of "crossover youth" include:&nbsp;

- Higher rates of mental and physical health problems. 

- Increased juvenile-justice involvement.

- Poorer long-term outcomes in education and employment.

According to KDOC,&nbsp;the CYPM has been implemented in over 125 counties across 23 states, including several jurisdictions in Kansas.

- Creating a process for identifying youth at the earliest point of crossover.

- Ensuring that staff exchange information in a timely manner both within their own agency and with the other agencies and partners involved.

- Developing a coordinated case planning process between the agencies involved with the youth.

- Ensuring transparency in case processes for youth and families.

- Addressing foster care bias, including at detention or disposition. 

- Maximize the services utilized by each system to prevent crossover and unnecessary system involvement from occurring.

Megan Milner, KDOC Deputy Secretary of Juvenile &amp; Adult Community-Based Services, said “Cross-system collaboration is essential to meeting the needs of crossover youth, who are some of the highest need youths in our state. The CYPM model has helped Kansas create a lasting framework for our systems to work together at both the state and local levels to benefit system-involved youth and communities who are serving them”.

Kansas defines "crossover youth" as a young person age 10 or older, with any level of concurrent involvement with the child welfare and juvenile justice systems.&nbsp;

Involvement in the juvenile justice system includes, but is not limited to, court-ordered community supervision, Immediate Intervention Programs (IIPS), and youth placed in detention and correctional facilities. 

Involvement in the child welfare system includes, but is not limited to, out-of-home placements or participation in preventative services.

Additionally, CYJ and the statewide Crossover Coordinators from the DCF, KDOC, and Office of Judicial Administration (OJA) assisted Sedgwick County in updating their existing CYPM protocols, by providing technical assistance to the local CYPM team.

Stacy Tidwell, Deputy Director of Youth Programs for DCF, said, “The work around the CYPM model and the subsequent toolkit represents an intentional collaboration between DCF, OJA, and KDOC, partnering to support some of the highest need youth in the state. This is about identifying and removing systemic barriers and capitalizing on the resources available in Kansas communities to support youth and families."

The Kansas Crossover Statewide Toolkit was released April 17th, to assist counties in understanding what CYPM implementation would entail.&nbsp;

Technical assistance and support will be provided by the Kansas Crossover Coordinators for up to 24 months via regular virtual and in-person meetings to accomplish selected communities’ goals for their adoption of the CYPM.

Jurisdictions will be selected to implement the Model based on need, interest and capacity.

"We are in the beginning stages locally here in Saline County with only a couple of collaboration meetings being held thus far," said Hay.

Saline County to implement program meant to help children involved in the child welfare and juvenile justice systems

Salina is well known across Kansas for having some of the most affordable, fun, and best organized running events in the state. Earlier this year Salina race directors launched the first annual Run Salina Series. Run Salina Series is a collaborative effort of local organizations to encourage the community to participate in multiple Salina running events. 

Participants who completed 4 of the 6 events receive an exclusive Run Salina Series shirt. Participation in local races turns into funding for these non-profits who help children and adults within our community.

The Run Salina Series is a product of Salina race directors meeting quarterly to identify ways to increase opportunities for running and walking in the community and this is the first of the ideas that were developed through those meetings. 

“Salina has a well deserved reputation for having some of the top races in Kansas” said Daniel Craig, a Co-Founder of the Salina Crossroads Marathon. “The race courses are flat, fast, and scenic and Salina races receive five star reviews on how friendly and passionate the volunteers are. We have some incredible organizations and race directors that put on our local races and it was exciting to see several Salina races have record-breaking registration totals this year. With our high school teams and Kansas Wesleyan University having awesome cross country seasons, increased participation in the Salina Running Club, and having some of the premier youth track and field clubs in the state Salina has quickly become one of the top running communities in Kansas. On behalf of the Run Salina Series I want to thank the City of Salina, Salina Downtown Inc., Salina Area Chamber of Commerce, all of the sponsors who help make our local races possible, and everyone who participated in or volunteered for Salina races this year.”

· Five races broke their registration records! (A sixth race had its second highest totals ever)

· Three races exceeded 1000 registered participants! Smoky Hill River Run: 1040, Fe for a Cure: 1214, and Salina Crossroads Marathon: 5416 (Prior to 2025 the Salina Crossroads Marathon was the only Salina race to have reached the 1000 registered runner mark.)

Runners who completed the Run Salina Series Challenge (participating in four of the six races) can email runsalinacrossroads@gmail.com with a list of races completed and Run Salina Series shirt size needed.

The Run Salina Series planning committee will be meeting in early December to plan a couple of potential pick up dates/locations.

Run Salina Series breaking records for 2025, what to know about the initiative that promotes running and walking within the community

After the breaking news surfaced that the US Federal Court ruled the Cozy Inn can keep their&nbsp;UFO-themed mural, Salina Commissioners "may" issue comments in the next city commission meeting.

"We’re not going to have any official comment other than the <a href="https://salinapost.com/posts/3465160f-9f32-4640-8781-f1bf6a57fcc7">city’s recent press release</a> regarding the case. That may change after our executive session this coming Monday," said Salina Mayor, Greg Lenkiewicz.

The current commissioners, Lenkiewicz, Jerry Ivey, Trent Davis, Bill Longbine and Michael Hoppock, along with the City of Salina, were named as defendants in the lawsuit that the Cozy Inn filed on February 2024.&nbsp;

The next Salina city commission meeting will take place on Monday, November 24 at&nbsp;4:00 pm&nbsp;inside&nbsp;Room 107&nbsp;of the&nbsp;City-County Building,&nbsp;300 West Ash Street.

Salina Commissioners 'may' give comments about Cozy Inn lawsuit ruling in next commission meeting

After over a year and a half long case of the iconic UFO-themed mural that was put on hold at the Cozy Inn in Salina, the case has been decided.

The <a href="https://kansasjusticeinstitute.org/">Kansas Justice Institute</a> (KJI) who have been representing Cozy Inn owner, Steve Howard, has just announced that U.S. District Court Judge Toby Crouse, has ruled that the City of Salina violated the First Amendment by ordering the hamburger joint to stop painting its UFO-themed mural, marking a major legal victory for the century-old burger restaurant.

Samuel MacRoberts (attorney representing Howard), confirmed the case is final and Howard won the case.

According to a press release by the KJI, McRoberts stated "Salina’s officials don’t get to play art critic, picking&nbsp;and choosing which murals stay, and which go."

“The ruling is clear, to the point, and correct. Salina’s officials don’t get to play art critic, picking and choosing which murals stay, and which go. The right to free speech doesn’t work that way and never has. At the end of the day though, because of Steve and The Cozy, Salina’s mural-scene just got a little bit better,” MacRoberts said.

“Salina is my hometown, I love it here,” said Howard. “I’m incredibly excited I get to finish my mural. The reason I love this community, this town, is because of all of the support everyone has given me. Thank you for standing behind me and supporting me through this."

Throughout the case, Judge Crouse stated Salina has shown that its sign ordinance is not "impermissibly vague." 

This warranted a summary judgment in Salina’s favor on the plaintiffs’ Fourteenth Amendment claim, after&nbsp;Howard and Cozy Inn alleged that Salina’s sign code "is impermissibly vague" in violation of the Fourteenth Amendment’s Due Process Clause.

However, Judge Crouse's final ruling was that Salina’s code violated the First Amendment, giving favor over to the Cozy Inn.

Howard, filed the lawsuit with help from KJI in early 2024.&nbsp;

According to a press release from the the City of Salina, they are working with its attorneys to "evaluate the broader implications of the court’s order and potential next steps towards resolution of the matter."

There is no clear answer on if the City will appeal the ruling.

Christ Cathedral announces the return of its unique annual Kirkin’ o’ the Tartans worship service and Feast of St. Andrew, set for Saturday, November 29 at 6:00 pm at the Cathedral (138 S. Eighth Street in downtown Salina).

The Kirkin’ o’ the Tartans spotlights the Scottish tradition of having family and clan tartans blessed during the holiday season. The Saturday-evening service and potluck are open to the public.

“All are welcome to “put on their Scottish” for the Kirkin’ o’ the Tartans,” said Rev. Shay Craig, Dean of Christ Cathedral. “The holiday-season Kirkin’ service of blessing and potluck meal offer our community a taste of Scottish music, traditions and food in a beautiful historic setting.”

At 6 p.m. that Saturday night, attendees will be led into the Cathedral by area bagpipers for a service including Holy Eucharist (communion), festive music and ancient prayers. The tartan kilt, sash, scarf, or fabric swatch of any families in attendance will be blessed as their clan (family) names are “called” out loud in turn, whether or not they are of Scottish ancestry.

Immediately following the worship service is a potluck Ceilidh (‘KAY-lee’) supper, a Scottish Shortbread Dessert Buffet and fo r those age 21 and over, a Scotch Whisky tasting in the library. The evening ends as those in attendance select the Parish Chieftain to wear a special sash at the next year’s Kirkin’.

Today’s modern-day Kirkin’ traditions link back to mid-16th-century Scotland. After the English defeated Bonnie Prince Charlie's forces in the Battle of Culloden in 1746, the wearing of tartans and playing of bagpipes were forbidden. The display or wearing of a family tartan was punishable by death. Scots continued to wear a hidden piece of tartan to church, and their minister secretly would slip in a blessing, or kirking, of the tartans into the worship service.

Celebration of Scottish roots is appropriate for Salina, as three of its four founding families were Scottish. Historically, American Episcopalians owe a debt to the Scottish Episcopal Church. The Church of England would not consecrate the first American bishop elected post-Revolution, unless he swore allegiance to the Crown. When he wouldn’t, Scottish bishops agreeds to consecrate Samuel Seabury in Aberdeen on Nov 14, 1784, asking in return that he incorporate the Scottish Rite for the Eucharist into the American prayer book. Features of this Rite are still in use today.

The first recognized Kirking service in America was held in Washington, D.C. in 1941. The tradition has since grown in popularity. Beyond spotlighting Episcopalian heritage and Scottish culture, Christ Cathedral’s Kirkin’ o’ the Tartans and Feast of St. Andrew potluck encourage participants to reflect on their own family and ethnic heritage.

Those wishing to stay for the potluck Ceilidh (‘KAY-lee’) or reserve a “Whisky In the Library” free ticket should RSVP to the church by Friday, November 21 at 785-827-4440 or to ChristCathedral@ChristCathedralSalina.org. 

Those joining in the potluck meal are welcome but not required to bring a holiday side dish or a dozen shortbread cookies.

Celebrate "Kirkin’ o’ the Tartans" at Christ Cathedral on Thanksgiving weekend

The 4th Annual Veteran's Day Parade is set to occur this Saturday,&nbsp;November 15th at 9:00 am.

Interim Healthcare and the community is inviting you to join in this parade that is meant to honor the brave men and women who have served this country in the armed forces.&nbsp;This tradition brings together veterans, active-duty military, their families, and the community to celebrate their service, sacrifice, and the freedoms they protect.

This special event is a heartfelt expression of gratitude for their selfless dedication and sacrifice to ensure our freedoms.&nbsp;

The parade will start at Elm Street and Santa Fe, ending at South Street.

Local businesses and organizations are encouraged to participate in the parade by registering a float or group.&nbsp;

Entry to the parade is free, but a $25.00 donation made payable to Ambucs-RE: Wheelchair ramps, American Legion or Kansas Honor Flight is suggested.&nbsp;&nbsp;(Neither Non-profit or schools need to make a donation.)

Veterans Day parade set to occur for the 4th year in a row in Salina

The unofficial results for the 2025 Saline County general election, revealed new elects and re-elects.

According to the 2025 General Election unofficial final results, incumbents Commissioner Dr. Trent Davis (3,156) and Mayor Greg Lenkiewicz (2,875) were elected for Salina City Commission as the top two voters. New elect, Doug Rempp finished third with 2,709 votes.

Both Davis and Lenkiewicz will be guaranteed a 4-year term, as Rempp will be guaranteed a 2-year term.

Incumbent, Bill Longbine finished 6th in the race with 2,370 and will no longer serve as Commissioner, once the Commission updates.

Three seats were up for election for the USD 305 School Board and&nbsp;Amy Freelove, Dana Johnson and Gabe Grant (incumbent) were elected.

Freelove had the most votes with&nbsp;4,206. Johnson with&nbsp;3,956 and Grant with&nbsp;3,754.

Incumbent, Bonnie Schamberger finished 4th with&nbsp;3,405 and will no longer be on the school board, once the board updates.

On Thursday, November 13,&nbsp;the Saline County Commission will set a&nbsp;Canvass meeting to review the ballots.&nbsp;

The largest marathon in Kansas will take over the streets of Salina this Saturday morning. With 5125 registered participants as of Monday morning, the Salina Crossroads Marathon is quickly approaching last year’s record of 5204 registrations.

Volunteer needs include course monitors, helping at aid stations, finish line and festival, and packet pickup. "Volunteers are what separate the very best marathons from other races.  </figure><h2>Race Fun Facts</h2>· For 2025, Salina Crossroads Marathon has a new 10K race, enhanced start/finish line structure, and expanded food/drink options at the post-race celebration.· This year there will be a November First Friday event. This final First Friday event will feature late shopping at over a dozen businesses, until 7 PM and artist receptions at 4 locations. Other events include “The Randy Baldwin Band” will be preforming in Campbell Plaza from 6 – 8.· States with most registrations: Oklahoma-383, Missouri-381· Cities in Kansas with most registrations: Wichita-376, Manhattan-279· All participants will receive a slice of Edwards Pie courtesy of Schwan’s Company!· Eric Montoy of Vortex Companies designed the Salina Crossroads Marathon logo, race shirts, banners, and medals!· Salina Crossroads Marathon provides free finish line photos searchable by bib number!<h2>About the Salina Crossroads Marathon</h2>The Salina Crossroads Marathon began when two local runners (Chris Lehecka and Daniel Craig) started visiting about what it would look like for Salina to have a high-quality marathon and half marathon race. The City of Salina helped develop a fun and scenic course that minimized disruptions to traffic and parking in Downtown Salina. The Salina Crossroads Marathon planning committee includes individuals in the nonprofit and for-profit sectors as well as local runners. Andrew Manley serves as a co-race director and treasurer for the Salina Crossroads Marathon.
