Veterans benefits roundtable set for April 8 at Salina VFW

<a href="https://www.salinadowntown.org/farmartmarket">The Farm and Art Market Downtown</a> is now welcoming vendor applications for the 2025 season.

Located at 199 North Santa Fe Avenue in downtown Salina, near City Lights Stage, the market brings together local farmers, artisans, and residents. It provides a space for vendors to sell fresh, locally grown food, handmade crafts, and value-added products.

The market operates on Saturdays from 7:30 a.m. to 11:00 a.m. from May 24 to October 18. Vendors within a 75-mile radius of Salina are given preference, and priority is given to those who grow or produce their products. The market provides an opportunity to sell directly to the public, enhancing access to fresh, healthy, and affordable food in the area.

Vendor applications open for Salina's 2025 Farm and Art Market Downtown

The SM Hanson Music Festival Jam is celebrating its 40th anniversary this year. Established in 1985 by Steve and Rick Hanson, the event has grown from a simple idea to one of the most anticipated nights of the Smoky Hill River Festival, showcasing local and regional talent on a professional stage.

Bands comprising three or more members are invited to apply for a performance slot at this year’s festival jam, scheduled for Thursday, June 12.

To apply, bands should email festivaljam@smhansonmusic.com to initiate the application process. According to Rick Hanson, owner of SM Hanson Music, the initial email sets up a file for the band.&nbsp; “I will respond with a reply that includes some documents for them to fill out and a list of things to check off,” Hanson said. Band entry opened on March 15, and applications must be submitted by April 23.

The idea for festival jam came about from a conversation between Steve and his son Rick Hanson in 1985 when they were looking for ways to involve more local musicians in the Smoky Hill River Festival. At that time, the Smoky Hill River Festival had been running for nearly a decade.

“My dad and I were talking about how we could get more local musicians involved,” Rick Hanson said. “My suggestion was that we could do this showcase kind of thing—run the stage and give local bands a chance to perform. 

Hanson said the sound system had to be set up on Thursday night for the Smoky Hill River Festival to use the stage at 10:00 a.m. Friday morning.

"This was a way of them getting the sound system up and getting four hours to check everything out on the sound system,"&nbsp; Hanson said. "So the Jam started out as sort of a four hour sound check that didn't cost the festival organizers."

The first year featured 24 bands performing back-to-back, stretching well into the night until law enforcement stepped in and asked the event to wrap up. 

“The police asked us to shut down, and that’s when we standardized on 16 bands,” Hanson said.

Since then, the event has maintained a lineup of 16 bands, with an additional spot reserved for a young or emerging band, often a high school group. 

“The last couple of years, we’ve had high school bands take that spot, and they’ve been incredible,” Hanson said.&nbsp;

Festival Jam prioritizes safety while preserving community spirit

Since its inception, Festival Jam has become a beloved community tradition, known for bringing people together to enjoy a variety of local musical acts. Brad Anderson, executive director of Salina Arts and Humanities said the atmosphere on Thursday night of the festival is&nbsp;

“To have 12,000 community members around one stage, kicking off the summer by celebrating a great diversity of sound, is a wonderful way to start the festival," Anderson said.

In recent years, safety planning has become an essential aspect of organizing Festival Jam. Weather disruptions including straight-line winds and lightning in past years have canceled or delayed the event. Anderson told&nbsp; Salina Post festival organizers are developing new communication strategies and emergency protocols.

“We’ve been working with all of our first responders and emergency management on having a predictable plan for unexpected events,” Anderson said. “Last year, we built a system to make announcements from the stages, but when lightning begins striking and the sound providers are protecting their equipment those using the equipment, the power goes off to that stage, and the microphones are no longer available.”&nbsp;

To address this vulnerability, Salina Arts and Humanities purchased multiple megaphones to ensure staff can communicate with the crowd, even if the sound system fails. Additionally, contingency plans include moving attendees to the Tony’s Pizza Events Center if weather conditions demand an evacuation.

“In a nutshell, we are now following city protocols for outdoor events,” Anderson said. “If there’s lightning within a 10-mile radius of Salina, we suspend operations. If it’s just rain, we wouldn’t necessarily close the park, but if there is severe weather or lightning, we suspend all activity until 30 minutes after the last lightning strike."

Even with increased safety measures in place, Anderson emphasized that the goal remains to be safe and still have fun.&nbsp;

“We’re doing our best to balance the tradition of Festival Jam with the responsibility of keeping people safe,” he said. "One of the best moves we made was starting the festival on Thursday night and including the Jam as part of this spectacular weekend.” 

The Jam has become a launching pad for local musicians, providing the opportunity to perform on a prominent stage with a professional sound system. Over the years, bands from Kansas and surrounding states have applied for the chance to perform.

“We’ve even had submissions from as far as Colorado and Oklahoma,” Hanson said.

Despite challenges, including weather disruptions like last year’s event being cut short after just a few performances, the show continues to go on, as it has for 40 years. In favorable conditions, the event draws upwards of 12,000 attendees. 

“We’ve had years with over 13,000 people,” Hanson said. “People come from all over the state.”

As the SM Hanson Music Festival Jam marks four decades, it continues to honor the vision of its founders, blending local talent with a community atmosphere. 

“It’s an art festival—it’s a music festival,&nbsp; it's a food festival, and a celebration of community,” Hanson said. “ And I really like the music part of it.”

Dixie Lee Bergmeier, 87, died March 7, 2025, at Sunshine Meadows Retirement Community in Buhler. She was born January 14, 1938, in Wakefield, the daughter of Mert and Louise (Blesh) Sherbert. Her parents died when she was young and she was taken in and raised by William “Bill” and Lela Auld of Wakefield.

Dixie graduated from Wakefield Rural High School with the Class of 1956. She attended Kansas State University and Washburn University. Dixie received her associate’s degree in 1984 from Colby Community College and was a licensed practical nurse. In 1989, she earned a bachelor’s degree from the University of Northern Colorado in Greeley and became a registered nurse. Dixie worked at the Phillips County Home in Phillipsburg and Good Samaritan Society in Fort Collins and later as a nurse at Poudre Valley Hospital in Fort Collins.

Along with her husband Gary, Dixie was in the second class of emergency medical technicians in Kansas and they served as EMTs in Hoxie and Phillipsburg. Dixie was also involved with Gary’s farm equipment operations in Hoxie and Phillipsburg. She was active in Missouri Synod Lutheran churches in Colby, Hoxie, Phillipsburg, Abilene, Manhattan, and Fort Collins, CO.

On June 1, 1958, Dixie married Gary Francis Bergmeier, at the home of Bill and Lela Auld in Wakefield. They shared 64 years of marriage before his death in February, 2023.

She is survived by: her four sons, Mark and Michele of Wamego, Mike and Angie of Hutchinson, Dave of Dodge City, Dan and Monica of Hutchinson; 11 grandchildren, Paige (Ryan), Petey (Samantha), Preston (Becca), Brock (Sarah), Elissa, Olivia, Frank, J.J., Eli, Andrew, Isabella; and eight great-grandchildren.

She was preceded in death by her parents and husband.

Dixie’s wishes were to be cremated. Memorial service will be 10 a.m., Saturday, April 5, 2025, at St. Luke’s Lutheran Church, 4801 Anderson Ave., Manhattan. After a light family luncheon, burial will follow in Highland Cemetery, Wakefield.

The family will receive friends from 6-7 p.m., Friday, April 4, 2025, at the church.

In lieu of flowers, memorials may be made to St. Luke’s Lutheran Church or the donor’s choice, in care of Elliott Mortuary, 1219 N. Main, Hutchinson, KS 67501.

By SALINA POST Today The Greater Salina Community Foundation (GSCF) is hosting Salina’s annual Match Madness giving day marking the 14th consecutive year of the event.

On Match Madness, donations to any of the 104 participating charities will be matched up to 50%. The funds raised are directed to each charity’s permanent endowed fund held at the GSCF, ensuring a steady stream of income that eases the pressure of annual fundraising. Additionally, every gift to a nonprofit’s endowed fund will receive a proportional cash match—up to 50%—in the form of a cash grant available immediately for urgent needs. This year, private donors have contributed $300,000 in matching funds.

“This event is a win-win for everyone, and a great example of community collaboration. Donations of all sizes are pooled together to provide long-term support for our charities, and the match given can be used instantly by the charities to meet urgent needs,” said Jessica Martin, Executive Director of the GSCF.

As of 3 p.m. on Thursday, the Greater Salina Community Foundation’s Match Madness giving day has raised $543,541.89 through 2,064 gifts supporting 103 nonprofits. Donations will continue to be accepted until midnight.

Match Madness 2025 kicks off at Salina Fieldhouse

The 2024 People’s Choice winner from the Salina Sculpture Tour, 'Going Home' by artist Sondra Johnson, will soon have a permanent home at the Saline County War Memorial in Sunset Park.

Salina city commissioners approved the sculpture’s placement during Monday’s City Commission meeting.

Crystal Hammerschmidt, Arts Services Coordinator, said the installation will help bring public art exposure to neighborhoods that don’t have as many artistic displays. She also noted that the sculpture would be elevated for better visibility.

According to Johnson, Going Home represents the final journey of a fallen American soldier. A date for the sculpture’s establishment has not yet been announced.

🎥Salina City Commission Special Meeting Agenda, March 12

The City of Salina has spent $538,791 in legal fees related to the ongoing case involving the Cozy Inn, according to Interim City Manager Jacob Wood. The case, which revolves around a dispute regarding artwork on the iconic 103-year-old establishment, has yet to go to trial but has involved multiple legal proceedings.

Wood stated that the city’s legal team, Fairfield and Woods, P.C., a Denver-based law firm specializing in sign and mural-related cases, has been handling the matter as Pro Hac Vice counsel. <a href="https://portal.laserfiche.com/Portal/PDF10/5d43cae9-029f-4733-a8a0-7ef4d85d91a4/531203">According to the firm’s engagement letter with the city,</a> attorneys Michael W. McConnell and Todd Messenger are representing Salina in the lawsuit. McConnell's billing rate is $400 per hour, while Messenger's rate is $485 per hour. Other attorneys or paralegals may also assist in the case at varying rates.

"There's certainly been lots of court actions," Wood said. "So most recently, we have filed a motion for summary judgment, and then they've [Cozy Inn Inc.] also filed a motion as well, and we're waiting for the court to hear that, and once the court makes a decision, they really have the option to grant all or part of that summary judgment, and depending on the result of that, then it could go to trial."

The firm's engagement letter, signed by former Salina City Manager Mike Schrage, states Fairfield and Woods, P.C. represents the City of Salina as an entity, not any individual city employees.

"In performing this work, our firm will be representing the City as an entity, rather than you or any other individual under the employment of the City," the letter reads. "This means our [law firm] duty is to the City and we must place its welfare and interests ahead of the interests of anyone employed by the City."

The dispute stems from a mural commissioned by Cozy Inn owner Steve Howard in October 2023, which city officials flagged as a sign code violation. The controversy centers on whether the artwork is classified as a mural or a sign under Salina’s zoning regulations.

Since the artwork progress has been halted, hundreds of patrons of the Cozy Inn have voiced their support of Howard, and their disapproval of the City's response.&nbsp;

Under Salina’s commercial sign regulations, businesses are allowed a specific amount of signage based on building frontage. In the C-4 commercial district, where the Cozy Inn is located, businesses are allotted three square feet of signage per linear foot of street frontage.

With a 20.8-foot frontage, the Cozy Inn is permitted approximately 63 square feet of signage. The restaurant already utilizes 52.88 square feet for existing signs, leaving just 10 square feet available. The new mural, estimated at 528 square feet, exceeds the allotted limit by nearly nine times.

The case, which is being heard in federal court, could either be resolved through the summary judgment ruling or proceed to trial in fall 2025, tentatively between October and November. Howard, with legal support from the Kansas Justice Institute, filed a lawsuit against the City of Salina in February 2024, arguing that the mural is a form of protected speech under the First Amendment.

The case, which revolves around a dispute regarding artwork on the iconic 103-year-old establishment, has yet to go to trial but has involved multiple legal proceedings.Wood stated that the city’s legal team, Fairfield and Woods, P.C., a Denver-based law firm specializing in sign and mural-related cases, has been handling the matter as Pro Hac Vice counsel. <a href="https://portal.laserfiche.com/Portal/PDF10/5d43cae9-029f-4733-a8a0-7ef4d85d91a4/531203">According to the firm’s engagement letter with the city,</a> attorneys Michael W. McConnell and Todd Messenger are representing Salina in the lawsuit. McConnell's billing rate is $400 per hour, while Messenger's rate is $485 per hour. Other attorneys or paralegals may also assist in the case at varying rates."There's certainly been lots of court actions," Wood said. "So most recently, we have filed a motion for summary judgment, and then they've [Cozy Inn Inc.] also filed a motion as well, and we're waiting for the court to hear that, and once the court makes a decision, they really have the option to grant all or part of that summary judgment, and depending on the result of that, then it could go to trial."The firm's engagement letter, signed by former Salina City Manager Mike Schrage, states Fairfield and Woods, P.C. represents the City of Salina as an entity, not any individual city employees."In performing this work, our firm will be representing the City as an entity, rather than you or any other individual under the employment of the City," the letter reads. The controversy centers on whether the artwork is classified as a mural or a sign under Salina’s zoning regulations.Since the artwork progress has been halted, hundreds of patrons of the Cozy Inn have voiced their support of Howard, and their disapproval of the City's response.&nbsp;Under Salina’s commercial sign regulations, businesses are allowed a specific amount of signage based on building frontage. In the C-4 commercial district, where the Cozy Inn is located, businesses are allotted three square feet of signage per linear foot of street frontage.With a 20.8-foot frontage, the Cozy Inn is permitted approximately 63 square feet of signage. The restaurant already utilizes 52.88 square feet for existing signs, leaving just 10 square feet available. The new mural, estimated at 528 square feet, exceeds the allotted limit by nearly nine times.<h2>Next steps in the case</h2>The case, which is being heard in federal court, could either be resolved through the summary judgment ruling or proceed to trial in fall 2025, tentatively between October and November. UPDATED: Salina’s legal fees for Cozy Inn case surpass $538K, trial could happen this fall

The Salina City Commission will hold its regular meeting on March 10, 2025, beginning at 4:00 p.m. in Room 107 of the City-County Building, 300 West Ash Street.

At 3:00 p.m. in Room 107, commissioners will convene in the east parking lot at 300 W. Ash Street and be driven to 2600 E. Crawford Street for a groundbreaking ceremony of the new Fire Station #4. They will return to the City/County Building by 3:45 for the regularly scheduled 4:00 p.m. City Commission meeting.

The meeting will begin with the mayor confirming that the required notice of the Kansas Open Meeting Act (KOMA) was properly provided, followed by a roll call. Commissioners will then lead the Pledge of Allegiance and observe a moment of silence.

Christ Cathedral is offering a variety of cultural and spiritual events in early March as the Lenten season begins, providing opportunities for community engagement through art, literature, and worship.

On Wednesday, March 5, the&nbsp;Miracles of Christ&nbsp;art exhibit will soft-open at Christ Cathedral, 138 S. Eighth Street in downtown Salina. Featuring works from 14 artists depicting interpretations of miracles, the exhibit will be available for viewing by appointment by calling 785-827-4440.

A public opening reception for&nbsp;Miracles of Christ&nbsp;is scheduled for Friday, March 7, from 5:30 to 8 p.m. at Christ Cathedral, where attendees can meet the artists and enjoy refreshments. The exhibit will remain open Monday through Friday and during the 10 a.m. Sunday services, running through April 18.

Additional events include a Shrove Tuesday Pancake Supper on March 4 at 6 p.m. in the parish hall, welcoming attendees for a traditional pre-Lenten gathering. Ash Wednesday services will be held on March 5 at noon and 6 p.m., both open to the public.

Local start-ups, businesses invited to apply for 4th annual Charlie Walker Pitch Challenge

City of Salina From Monday, March 3, through Friday, March 7, Circle C Paving &amp; Construction of Goddard, Kansas will work on the City of Salina’s annual pavement crack sealing project by sealing cracks in the following streets, weather permitting.

The work will take place between the hours of 7:30 a.m. and 5 p.m. Access to

properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of the City of Salina’s annual street repairprogram. The Department of Public Works strives to seal each asphalt street in&nbsp;Salina no less often than every seven years.

The scheduled work described above is the second installment of the City of Salina’s 2025 Crack Seal annual maintenance project, fully funded at a total project cost of $486,000.

 </figure>City of Salina From Monday, March 3, through Friday, March 7, Circle C Paving &amp; Construction of Goddard, Kansas will work on the City of Salina’s annual pavement crack sealing project by sealing cracks in the following streets, weather permitting.• 9th Street from Walnut to Euclid• Magnolia from Highland to Ohio• Schilling from Market to Ohio• Cherokee• Wayne from Quincy to Belmont• Antler• Benjamin• Berkley• Karen• Lisa• Tasker• Columbine Cir• Columbine Ct• Columbine Ln• Columbine Ter• Country Hills• Albert from Quincy to Roach• Oxford from Belmont to Ohio• 4th from Cloud to Wayne• Charlotte from Simmons to Highland• Leslie from 9th Street Pl to 4th• Leslie from Quincy to RoachThe work will take place between the hours of 7:30 a.m. and 5 p.m. Access toproperties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of the City of Salina’s annual street repairprogram. The Department of Public Works strives to seal each asphalt street in&nbsp;Salina no less often than every seven years.The scheduled work described above is the second installment of the City of Salina’s 2025 Crack Seal annual maintenance project, fully funded at a total project cost of $486,000.

City of Salina continues pavement sealing

Work is progressing on Centennial Road, south of Crawford Street, and Cloud Street, east of Centennial Road. Following the concrete pour, these streets will remain closed to allow the material to cure properly before reopening to traffic. They are expected to reopen once the concrete reaches the required strength, which is anticipated by Wednesday, March 12th.

The concrete repair work spanned the entire width of the roadway at each location. As a result, Centennial Road is closed from Crawford Street to Republic Avenue, and Cloud Street is closed from Centennial Road to Westwood Road.

Drivers are advised to plan alternate routes and use caution near the work zones.

This work is part of the City of Salina’s 2024 Major Concrete Maintenance Project, fully funded with a total budget of $445,000. Motorists’ cooperation and understanding are appreciated to maintain road integrity and safety.

Starting Wednesday, February 26, Vogts-Parga Construction, LLC of Moundridge, Kansas, will begin concrete repairs on Centennial Road, south of Crawford Street, and Cloud Street, east of Centennial Road.

The repairs will span the entire width of the roadway at each location. As a result, Centennial Road will be closed from Crawford Street to Republic Avenue, and Cloud Street will be closed from Centennial Road to Westwood Road. Drivers are advised to plan alternate routes and use caution near the work zones.

The project is expected to take 10 to 14 days, weather permitting.

Centennial and Cloud Street closures continue as concrete repairs progress

Meteorologists from the National Weather Service (NWS) in Wichita will present a storm spotter training session in Salina to help weather enthusiasts and storm spotters prepare for the upcoming severe weather season.

The training is scheduled for&nbsp;Tuesday, February 25, at 6:30 p.m.&nbsp;in&nbsp;Room 201 of the Peter Science Hall at Kansas Wesleyan University.

NWS staff will deliver an in-depth presentation covering:
