ROME (AP) — A weak and frail&nbsp;<a href="https://apnews.com/hub/pope-francis">Pope Francis</a>&nbsp;left the hospital Sunday after surviving a&nbsp;<a href="https://apnews.com/article/vatican-pope-hospitalizations-timeline-36392b07bd38d99f1b8c2475017199b7">five-week, life-threatening</a>&nbsp;bout of pneumonia, giving a thumbs up to an adoring crowd and taking a detour to go pray at a Rome-area church before returning home to the Vatican.

A motorcade carrying the 88-year-old pope wound its way through light Rome traffic Sunday morning and kept going after reaching Vatican City, where crowds of people had lined the streets to welcome him home. Francis later arrived across town at St. Mary Major basilica, where his favorite icon of the Madonna is located and where he always goes to pray after a foreign visit.

Chants of “Viva il papa!” and “Papa Francesco” erupted from the crowd, which included patients who had been wheeled outside just to catch his brief appearance.

Doctors, who announced his planned release at a Saturday evening news conference, said he should refrain from meeting with big groups of people or exerting himself, but that eventually he should be able to resume all his normal activities.

His return home, after the longest hospitalization of his 12-year papacy and the&nbsp;<a href="https://apnews.com/article/pope-longest-hospitalizations-john-paul-ii-gemelli-619139a0ba7006b939816b50e31d1cdb">second-longest in recent papal history</a>, brought tangible relief to the Vatican and Catholic faithful who have been anxiously following 38 days of medical ups and downs and wondering if Francis would make it.

“Today I feel a great joy," said Dr. Rossella Russomando, a doctor from Salerno who didn't treat Francis but was at Gemelli on Sunday. “It is the demonstration that all our prayers, all the rosary prayers from all over the world, brought this grace.”

At the Vatican Sunday, pilgrims flocked as they have all year to St. Peter’s Basilica to participate in the 2025 Holy Year. They swarmed St. Peter’s Square and progressed through the Holy Door in groups, while big TV screens in the square were turned on to broadcast Francis’ hospital greeting live.

No special arrangements have been made at the Domus Santa Marta, the Vatican hotel next to the basilica where Francis lives in a two-room suite on the second floor. Francis will have access to supplemental oxygen and 24-hour medical care as needed, though his personal physician, Dr. Luigi Carbone, said he hoped Francis would progressively need less and less assistance breathing as his lungs recover.

While the pneumonia infection has been successfully treated, Francis will continue to take oral medication for quite some time to treat the fungal infection in his lungs and continue his respiratory and physical physiotherapy.

“For three or four days he’s been asking when he can go home, so he’s very happy,” Carbone said.

The Argentine pope, who has chronic lung disease and had part of one lung removed as a young man, was admitted to Gemelli on Feb. 14 after a bout of bronchitis worsened.

Doctors first diagnosed a complex&nbsp;<a href="https://apnews.com/article/pope-illness-polymicrobial-infection-6638f63730046f420b4d0a6d364826f7">bacterial, viral and fungal respiratory tract infection</a>&nbsp;and soon thereafter, pneumonia in both lungs. Blood tests showed signs of anemia, low blood platelets and the onset of kidney failure, all of which later resolved after two blood transfusions.

The most serious setbacks began on Feb. 28, when Francis experienced an&nbsp;<a href="https://apnews.com/article/vatican-pope-pneumonia-conclave-70907cdf66ec28e276133002987303de">acute coughing fit</a>&nbsp;and inhaled vomit, requiring the use of a noninvasive mechanical ventilation mask to help him breathe. He suffered two&nbsp;<a href="https://apnews.com/article/vatican-pope-pneumonia-65b0457c46d7de722305260079c3bb87">more respiratory crises</a>&nbsp;a few days later, which required doctors to manually aspirate “copious” amounts of mucus from his lungs, at which point he began sleeping with the ventilation mask at night to help his lungs clear the accumulation of fluids.

He was never intubated and at no point lost consciousness. Doctors reported he always remained alert and cooperative, though they say he has probably lost a bit of weight given a natural loss of appetite.

“Unfortunately yes, there was a moment when many were saying that he might not make it. And it was painful for us," said Mario Balsamo, the owner of coffee shop in front of Gemelli. "Instead, today with the discharge, we are very happy that he is well and we hope he will recover soon and will recover his strength.”

Dr. Sergio Alfieri, the medical and surgical chief at Gemelli who coordinated Francis’ medical team, stressed that not all patients who develop such a severe case of double pneumonia survive, much less are released from the hospital. He said Francis’ life was at risk twice, during the two acute respiratory crises, and that the pope at the time understandably lost his typical good sense of humor.

“But one morning we went to listen to his lungs and we asked him how he was doing. When he replied, ‘I’m still alive,’ we knew he was OK and had gotten his good humor back,” he said.

Alfieri confirmed that Francis was still having trouble speaking due to the damage to his lungs and respiratory muscles. But he said such problems were normal, especially in older patients, and predicted his voice would eventually return to normal.

The Vatican spokesman, Matteo Bruni, declined to confirm any upcoming events, including a&nbsp;<a href="https://apnews.com/article/vatican-pope-king-charles-37aa3c7107e481ae0a302a648688982f">scheduled audience</a>&nbsp;on April 8 with King Charles III or Francis’ participation in Easter services at the end of the month. But Carbone said he hoped Francis might be well enough to travel to Turkey at the end of May to participate in an important ecumenical anniversary.

Francis is also returning to the Vatican in the throes of a Holy Year, the once-every-quarter-century celebration scheduled to draw more than 30 million pilgrims to Rome this year. The pope has already missed several Jubilee audiences and will presumably miss several more, but Vatican officials say his absence hasn't significantly impacted the numbers of expected pilgrims arriving.

Pope leaves hospital after surviving life-threatening bout of pneumonia,

LAWRENCE, Kan. —&nbsp;Bob Davis, the legendary “Voice of the Jayhawks” for more than 30 years, has passed away at the age of 80, his family announced Friday.

Davis is survived by his son, Steven, daughter-in-law Katie and grandchildren Landon, Will, Millie and Hattie. He was preceded in death by his wife, Linda, who died March 13, 2025, in Lawrence. Bob and Linda were married for 53 years. Bob passed away Thursday, March 20th.

Davis, who began his KU career in 1984 and retired in 2016, was at the microphone for some of the most iconic moments in Kansas Athletics history.

“Bob Davis is synonymous with Kansas Athletics for generations of fans, who grew up listening to his calls of some of the most important moments in KU history,” Director of Athletics Travis Goff said. “Bob’s love and passion of the Jayhawks shined through during the broadcast with his beloved radio partners. For more than three decades, Bob represented Kansas Athletics in exemplary fashion and connected Jayhawk fans everywhere with his famous one-liners and detailed storytelling.&nbsp;

“We send our deepest love and prayers to his family and will forever be grateful for his service to KU.”

In the spring of 1984, Davis was hired as the “Voice of the Jayhawks” where he would work alongside Max Falkenstein in the broadcast booth. Davis’ voice is the soundtrack of many of KU’s most memorable games, as he called eight Jayhawk trips to the Final Four, six KU football bowl games, including the 2008 Orange Bowl, and thousands of regular season basketball and football games before his retirement in the spring of 2016.

Davis was also on the call for the 1988 and 2008 men’s basketball national championship victories.

“We lost a KU legend in Bob Davis, who was the voice of the of the Jayhawks for decades,” Kansas Coach Bill Self said. “Bob was not only superior at his craft, but he was also a terrific, humble and unselfish person that gave so much of himself to so many. Our hearts go out to the entire family, especially with his wonderful wife Linda passing just last week.”

Davis also hosted weekly coaches shows as the Voice of the Jayhawks, including hosting with KU basketball coaches Larry Brown, Roy Williams and Self and football coaches, including Glen Mason and Mark Mangino. For more than three decades, Davis was embedded with KU’s teams, striking lifelong relationships with coaches and student-athletes. He proudly worked alongside Falkenstein and basketball analysts Chris Piper and Greg Gurley and football’s David Lawrence.

“Bob’s distinctive and enthusiastic voice served as the soundtrack for Kansas teams for decades” Mangino said. “He was a good friend and fun to be around. Our players and coaches loved Bob, and enjoyed his calls on highlight reels.”

A 48-year veteran of broadcasting in the state of Kansas, Davis was born in Iola, and grew up in Topeka where he graduated from Topeka West High School in 1962. Davis stayed in Topeka to attend Washburn, where he graduated in 1967 with a degree in history.

Davis launched his legendary broadcast career the following year in 1968 when

Hired by KAYS in Hays, Kansas and began his broadcasting career during the summer of 1968 calling American Legion baseball. He was the play-by-play voice of the Fort Hays State Tigers until 1984, his tenure culminating by calling the 1984 NAIA National Championship won by the FHSU men’s basketball team.

In addition to his KU role, Davis called the NCAA Women’s Basketball Final Four for CBS Radio six times in 1990, 1992 and 1994-97. Also, in 1997, Davis joined the Kansas City Royals as well, calling games for radio and television for the franchise for 16 years.

Davis earned numerous accolades for his work. He was named the Kansas Sportscaster of the Year by the National Sportscasters and Sports Writers Association in 2015, marking the 14th time he had earned the honor since 1975. Davis was also named the two-time recipient of the Oscar Stauffer Sports Broadcasting Award by the Kansas State High School Activities Association (KSHSAA) in 1975 and 1978.

LAWRENCE, Kan. —&nbsp;Bob Davis, the legendary “Voice of the Jayhawks” for more than 30 years, has passed away at the age of 80, his family announced Friday.Davis is survived by his son, Steven, daughter-in-law Katie and grandchildren Landon, Will, Millie and Hattie. He was preceded in death by his wife, Linda, who died March 13, 2025, in Lawrence. Bob and Linda were married for 53 years. Bob passed away Thursday, March 20th.Davis, who began his KU career in 1984 and retired in 2016, was at the microphone for some of the most iconic moments in Kansas Athletics history.“Bob Davis is synonymous with Kansas Athletics for generations of fans, who grew up listening to his calls of some of the most important moments in KU history,” Director of Athletics Travis Goff said. “Bob’s love and passion of the Jayhawks shined through during the broadcast with his beloved radio partners. For more than three decades, Bob represented Kansas Athletics in exemplary fashion and connected Jayhawk fans everywhere with his famous one-liners and detailed storytelling.&nbsp;“We send our deepest love and prayers to his family and will forever be grateful for his service to KU.”In the spring of 1984, Davis was hired as the “Voice of the Jayhawks” where he would work alongside Max Falkenstein in the broadcast booth. Davis’ voice is the soundtrack of many of KU’s most memorable games, as he called eight Jayhawk trips to the Final Four, six KU football bowl games, including the 2008 Orange Bowl, and thousands of regular season basketball and football games before his retirement in the spring of 2016.Davis was also on the call for the 1988 and 2008 men’s basketball national championship victories.“We lost a KU legend in Bob Davis, who was the voice of the of the Jayhawks for decades,” Kansas Coach Bill Self said. “Bob was not only superior at his craft, but he was also a terrific, humble and unselfish person that gave so much of himself to so many. Bob Davis, Kansas Legendary “Voice of the Jayhawks” Dies

TOPEKA — Senate Committees continued to review bills which have been sent over from the House. As we work though committee bills on the floor, we will also begin to have Conference Committee reports to vote on as well. A Conference Committee is a small, bipartisan and bicameral committee that works to smooth out the differences between the House’s and Senate’s version of a similar bill. Once the Conference Committee comes to a compromise, the committee’s version of the bill will be sent to both the House and the Senate for a final vote, before advancing the bill to the Governor’s desk.

By a vote of 38-2, Steven Anderson was confirmed to the Office of Inspector General.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb14/">SB14</a>&nbsp;would prevent the state government from shutting down in the event the governor and legislature can’t come to an agreement on a budget prior to the end of the fiscal year. In such an event, the bill would provide for continuing appropriations at the same level as the previous fiscal year. This would ensure that schools would never close and that state government operations would continue. Both the House and Senate have passed SB 14 and the differences are being worked out in conference committee. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2062/">HB 2062</a> would make amendments to law regarding child support guidelines established by the Kansas Supreme Court to require the guidelines to consider the direct medical and pregnancy-related expenses of the mother. The Senate amended the bill to also include a personal exemption of $2,320 for any unborn child, as defined by the bill, starting in tax year 2025. HB 2062 passed 30-9. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2029/">HB 2029</a> would designate as the Rep Marvin S Robinson Memorial Highway a portion of K-5 in Wyandotte County, from North 18th Street to North 38th Street and would remove the portion of I-635 that shares a route with K-5 from designation as the Harry Darby Memorial Highway. HB 2029 passed 37-2. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2092/">HB 2092</a> would modify the automatic expiration date of professional employer organization (PEO) registrations and filing of annual audits and would modify surety bond requirements for those PEOs with insufficient working capital. HB 2092 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2117/">HB 2117</a> would modify business filing requirements for certain entities, authorize certain entities rendering a professional service to participate in transactions under the Business Entity Transactions Act, and make certain information provided by a covered entity’s former registered agent a public record. HB 2117 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2166/">HB 2166</a> would continue in existence certain exceptions to the Kansas Open Records Act (KORA). HB 2166 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2027/">HB 2027</a> would reorganize subsections within the public assistance statute pertaining to eligibility requirements for the cash assistance program (Temporary Assistance for Needy Families or TANF), the food assistance program (Supplemental Nutrition Assistance Program or SNAP), and the child care subsidy program; general requirements related to drug screenings and convictions; assignment of support rights to the Secretary for Children and Families and limited power of attorney; and provisions related to fraud investigations. HB 2027 passed 31-8. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2124/">HB 2124</a> would designate two portions of highway and one bridge in honor of military service members: The CPL Monte Wayne Forrest Memorial Highway would be a portion of US-160 in Sumner County, from the eastern city limits of Argonia east to Eden Road, The POW MIA Memorial Highway&nbsp;would be US-77 from I-70 in Geary County north to US-24 in Riley County and from its eastern intersection with US24 in Riley County north to the junction with K-16, also in Riley County and The POW MIA Memorial Bridge would be Bridge No. 82-14-6.88 (026) on K-82 in Clay County. HB 2124 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2155/">HB 2155</a> would specify that sheriffs have liability for official acts of the sheriff and sheriff’s sureties related to the charge and custody of county jails. HB 2155 passed 30-9. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2347/">HB 2347</a> would amend the required culpability of a person obtaining control over stolen property or services and would make the theft of certain motor vehicles a felony. The bill would also make theft of a motor vehicle that is valued between $500 and $1,500 a severity level 10 nonperson felony. HB 2347 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb213/">SB 213</a> would prohibit non-residents from hunting migratory waterfowl during certain times and places and change the fees for migratory waterfowl habitat stamps. SB 213 passed 38-1. I voted yes.

HB 2042 would amend law related to title insurance agent audits, surety bonds, and controlled business. HB 2042 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb20https://www.kslegislature.gov/li/b2025_26/measures/hb2043/43/">HB 2043</a> would allow an insurer or producer to request an extension of a pilot or testing program for a value-added product or service beyond a one-year period for any additional time needed to determine whether the value-added product or service meets the criteria in the case the insurer or producer is unable to determine sufficient evidence within the first year. The bill would clarify the time period for an agent or insurer to respond to an inquiry concerning a consumer complaint from the Insurance Department to be within 14 calendar days of receipt of the inquiry The bill would add the failure of an insurer to respond to an inquiry from the Department to the list of actions that could lead the Commissioner of Insurance to deny, suspend, revoke, or refuse a new license or application for license. HB 2043 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2045/">HB 2045</a> would grant the Commissioner of Insurance the ability to decrease the number of appointed board members on certain boards that fall under the Commissioner’s appointing authority. The bill would remove the requirements for the Committee on Surety Bonds and Insurance to meet at least once per month and that the meetings be held in the office of the Commissioner. HB 2045 passed 39-0. I voted yes.

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2106/">HB 2106</a> would amend the Campaign Finance Act to add additional certification requirements to persons promoting or opposing the adoption or repeal of any provision of the Kansas Constitution; prohibit any person that engages in activity promoting or opposing the adoption or repeal of any provision of the Kansas Constitution from accepting contributions or expenditures from a foreign national; and define “foreign national.” HB 2106 passed 39-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/scr1611/">SCR 1611</a>, a constitutional amendment giving Kansans the right to elect justices to the Kansas Supreme Court. If also adopted by the House, it would go to the ballot in August of 2026 for a vote of the people. If passed on the ballot with a simple majority, elections for the Kansas Supreme Court would begin in 2028. SCR1611 passed with a vote of 27-13. I voted no.

Explanation of vote - "I voted against SCR 1611 because, while I acknowledge that the current method of selecting judicial candidates through a nominating committee is not without its flaws, this resolution does not offer a sound alternative. I have previously supported a system that more closely mirrors the federal model (Senate confirmation) but SCR 1611 fails to establish essential safeguards for judicial selection. One of my concerns is the lack of parameters for candidacy. The judiciary requires expertise, impartiality, and a deep understanding of the law, and SCR 1611 does not ensure that these critical qualities are upheld in the selection process. A Senate confirmation process in Kansas would allow for more thorough vetting of a candidate. Additionally, I am concerned about the impact this resolution&nbsp;would have on rural representation. Larger population centers, with greater resources and voting power, would have the ability to dominate the selection of Supreme Court justices, leaving rural communities with little to no voice in the process. Ensuring a fair and balanced judiciary requires a system that protects representation for all Kansans, not just those in high-population areas."

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2145/">HB 2145</a> would amend law regarding county fair association boards to establish membership of the Butler County fair board. The bill would also move similar provisions regarding membership of the Cloud County fair board into the underlying county fair association board statute. Passed 39-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb4/">SB 4 </a>Requires the return of advance voting ballots by 7:00 p.m. on the day of the election. The deadline for all ballots to be cast and/or received would be 7:00 p.m. on Election Day. The legislation would take effect on January 1, 2026, meaning 2025 local elections would be the last year in which the current “grace period” is in effect. SB4 passed 30-10 and is now headed to the Governor. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb237/">SB 237</a> would require courts to consider the value of a qualified retirement account in determination of child support orders and eliminate the exemption of such accounts from claims to collect child support. SB 237 passed 40-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb269/">SB 269</a> would prohibit the Board of Tax Appeals from charging a filing fee to a taxpayer who has an appeal from a previous year still pending before BOTA. SB 269 passed 40-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/hb2261/">HB 2261</a> would add majors of the Kansas Highway Patrol (KHP) as being in unclassified service under the Kansas Civil Service Act. The bill also would provide permanent status for a person returning to a classified KHP position at the end of a term in an unclassified KHP position. HB 2261 passed 40-0. I voted yes.

<a href="https://kslegislature.gov/li/b2025_26/measures/sb194/">SB 194</a> would void any provision of a covenant or other restriction established or amended between January 1, 1948, and December 31, 1958. The bill would declare covenants prohibiting other than single-family residence use and containing discriminatory provisions to be against public policy and to be void and unenforceable. March is Women’s History Month – an opportunity to recognize women’s contributions to our state and nation. Kansas women were at the frontlines of the suffrage movement and helped to secure voting rights for women in Kansas before the national movement. Elwill M. Shanahan was the first female Kansas Secretary of State from 1966 to 1978. Secretary Shanahan was the first woman to hold a position in the constitutionally elected branch of Kansas government and the second female president of the National Association of Secretaries of State in 1975. The newest mural was unveiled in the State Capitol on Kansas Day this year celebrates the suffragist movement with a painting named “Rebel Women” by Kansas artist Phyllis Garibay-Coon. The oil painting is 18-feet-by 8-feet and was approved in 2023 after SB 479 passed the Kansas Legislature unanimously in 2022. In total, there are 13 Kansas Suffragists depicted in the painting. The mural is located on the 1st floor east wing near the cage elevator and is the only mural in the Capitol painted by a woman – another first. One of the best ways to celebrate the suffrage movement is to register to vote. Several legislative town halls have already taken place across the 36th Kansas Senate District, with more scheduled in the coming weeks.

· March 22 at 8:30 a.m. – Representative Lisa Mosher and I will host a Legislative Coffee at the Cuba Community Hall, sponsored by Farm Bureau. Later that morning, we will meet with constituents in Washington County at the Sale Barn Café at 11:00 a.m..

· April 1 at 1:00 p.m. – Senator Billinger, Representative Rahjes, and I will be in Stockton for a Legislative Coffee at the Stockton City Building. Later that afternoon at 2:15, we will be in Phillipsburg at the Huck Boyd Community Center. Both Legislative Coffees are sponsored by Farm Bureau.

· April 5 at 3:00 p.m. – Representative Bill Bloom and I will participate in the Farm Bureau Clay County Forum at the Happy Hippie in Clay Center.

I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2124/">HB 2124</a> would designate two portions of highway and one bridge in honor of military service members: The CPL Monte Wayne Forrest Memorial Highway would be a portion of US-160 in Sumner County, from the eastern city limits of Argonia east to Eden Road, The POW MIA Memorial Highway&nbsp;would be US-77 from I-70 in Geary County north to US-24 in Riley County and from its eastern intersection with US24 in Riley County north to the junction with K-16, also in Riley County and The POW MIA Memorial Bridge would be Bridge No. 82-14-6.88 (026) on K-82 in Clay County. HB 2124 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2155/">HB 2155</a> would specify that sheriffs have liability for official acts of the sheriff and sheriff’s sureties related to the charge and custody of county jails. HB 2155 passed 30-9. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2347/">HB 2347</a> would amend the required culpability of a person obtaining control over stolen property or services and would make the theft of certain motor vehicles a felony. The bill would also make theft of a motor vehicle that is valued between $500 and $1,500 a severity level 10 nonperson felony. HB 2347 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb213/">SB 213</a> would prohibit non-residents from hunting migratory waterfowl during certain times and places and change the fees for migratory waterfowl habitat stamps. SB 213 passed 38-1. I voted yes.HB 2042 would amend law related to title insurance agent audits, surety bonds, and controlled business. HB 2042 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb20https://www.kslegislature.gov/li/b2025_26/measures/hb2043/43/">HB 2043</a> would allow an insurer or producer to request an extension of a pilot or testing program for a value-added product or service beyond a one-year period for any additional time needed to determine whether the value-added product or service meets the criteria in the case the insurer or producer is unable to determine sufficient evidence within the first year. The bill would clarify the time period for an agent or insurer to respond to an inquiry concerning a consumer complaint from the Insurance Department to be within 14 calendar days of receipt of the inquiry The bill would add the failure of an insurer to respond to an inquiry from the Department to the list of actions that could lead the Commissioner of Insurance to deny, suspend, revoke, or refuse a new license or application for license. HB 2043 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2045/">HB 2045</a> would grant the Commissioner of Insurance the ability to decrease the number of appointed board members on certain boards that fall under the Commissioner’s appointing authority. The bill would remove the requirements for the Committee on Surety Bonds and Insurance to meet at least once per month and that the meetings be held in the office of the Commissioner. HB 2045 passed 39-0. I voted yes.<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2106/">HB 2106</a> would amend the Campaign Finance Act to add additional certification requirements to persons promoting or opposing the adoption or repeal of any provision of the Kansas Constitution; prohibit any person that engages in activity promoting or opposing the adoption or repeal of any provision of the Kansas Constitution from accepting contributions or expenditures from a foreign national; and define “foreign national.” HB 2106 passed 39-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/scr1611/">SCR 1611</a>, a constitutional amendment giving Kansans the right to elect justices to the Kansas Supreme Court. If also adopted by the House, it would go to the ballot in August of 2026 for a vote of the people. If passed on the ballot with a simple majority, elections for the Kansas Supreme Court would begin in 2028. SCR1611 passed with a vote of 27-13. I voted no.Explanation of vote - "I voted against SCR 1611 because, while I acknowledge that the current method of selecting judicial candidates through a nominating committee is not without its flaws, this resolution does not offer a sound alternative. I have previously supported a system that more closely mirrors the federal model (Senate confirmation) but SCR 1611 fails to establish essential safeguards for judicial selection. One of my concerns is the lack of parameters for candidacy. The judiciary requires expertise, impartiality, and a deep understanding of the law, and SCR 1611 does not ensure that these critical qualities are upheld in the selection process. A Senate confirmation process in Kansas would allow for more thorough vetting of a candidate. Additionally, I am concerned about the impact this resolution&nbsp;would have on rural representation. Larger population centers, with greater resources and voting power, would have the ability to dominate the selection of Supreme Court justices, leaving rural communities with little to no voice in the process. Ensuring a fair and balanced judiciary requires a system that protects representation for all Kansans, not just those in high-population areas."<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2145/">HB 2145</a> would amend law regarding county fair association boards to establish membership of the Butler County fair board. The bill would also move similar provisions regarding membership of the Cloud County fair board into the underlying county fair association board statute. Passed 39-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb4/">SB 4 </a>Requires the return of advance voting ballots by 7:00 p.m. on the day of the election. The deadline for all ballots to be cast and/or received would be 7:00 p.m. on Election Day. The legislation would take effect on January 1, 2026, meaning 2025 local elections would be the last year in which the current “grace period” is in effect. SB4 passed 30-10 and is now headed to the Governor. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb237/">SB 237</a> would require courts to consider the value of a qualified retirement account in determination of child support orders and eliminate the exemption of such accounts from claims to collect child support. SB 237 passed 40-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb269/">SB 269</a> would prohibit the Board of Tax Appeals from charging a filing fee to a taxpayer who has an appeal from a previous year still pending before BOTA. SB 269 passed 40-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/hb2261/">HB 2261</a> would add majors of the Kansas Highway Patrol (KHP) as being in unclassified service under the Kansas Civil Service Act. The bill also would provide permanent status for a person returning to a classified KHP position at the end of a term in an unclassified KHP position. HB 2261 passed 40-0. I voted yes.<a href="https://kslegislature.gov/li/b2025_26/measures/sb194/">SB 194</a> would void any provision of a covenant or other restriction established or amended between January 1, 1948, and December 31, 1958. The bill would declare covenants prohibiting other than single-family residence use and containing discriminatory provisions to be against public policy and to be void and unenforceable. TOPEKA — Rep. Sean Tarwater prayed Thursday for his House colleagues who support a satanic plot to make a mockery of his faith.

Tarwater, who identified himself as a devout Catholic, said he stayed silent earlier in the week during a committee hearing on&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/hr6016/" target="_blank">House Resolution 6016</a>, which denounces&nbsp;<a href="https://kansasreflector.com/2025/03/16/afraid-of-letting-satan-loose-in-the-kansas-statehouse-then-check-your-religion-at-the-door-too/">the Satanic Grotto’s plans to hold a black mass</a>&nbsp;on March 28 at the Statehouse. Tarwater, R-Stillwell, said he was afraid of what he might say if he spoke up during the hearing.

“I was simply dumbfounded by what I heard from some of those that are on the committee,” Tarwater said. “My blood was boiling, and I was deeply emotional. It was a terrible afternoon. The excuses that were made to support the black mass were plentiful and were nothing but an attempt to veil support for the mockery of Catholic religion.”

The House approved the resolution Thursday by a voice vote after members debated the balance between respecting First Amendment protections for offensive speech — and their own right to respond.

The Satanic Grotto’s plans, which include desecration of a Bible and communion wafers, caused an uproar in the Catholic community. Gov. Laura Kelly demanded the group&nbsp;<a href="https://kansasreflector.com/2025/03/12/kansas-satanists-plan-to-defy-governor-with-therapeutic-blasphemy-in-black-mass-at-statehouse/">hold the black mass outside the Capitol</a>, which the group’s president agreed to do after initially intending to defy her. Legislative leadership also&nbsp;<a href="https://kansasreflector.com/2025/03/18/kansas-legislators-archbishop-take-action-against-satanists-and-their-planned-black-mass/">modified rules designed to limit protests at the Statehouse</a>, and an archbishop filed a civil lawsuit accusing the group of stealing consecrated hosts to use during the black mass.

The House adopted the resolution to make a statement, although it carries no legal weight, that it considers the black mass to be “a despicable, blasphemous and offensive sacrilege to not only Catholics but all people of goodwill.” Seventy-five members sponsored the resolution, which also calls for “all Kansans to promote unity, mutual respect and the values that uphold our identity as one nation under God.”

Allegations that the Satanic Grotto has committed a crime are based on assumptions about what the group means when it says the black mass will include the destruction of a communion wafer.

Rep. Silas Miller, D-Wichita, said during Thursday’s debate in the House that you can buy communion wafers on Amazon for $7.

“The satanists did this specifically to get your attention, and it worked,” Miller said. “And sadly, we’re still missing the point.”

Tarwater said he could handle being offended and that the resolution wasn’t going to stop the satanists: “It’s going to happen, unfortunately.”

He closed his mournful-sounding speech by quoting Bible verse from Luke 23:34.

“What eats at me the most is that I fear for the souls of those that are going to be involved with this black mass, and especially for those that are supporting the black mass in this room and on that committee,” Tarwater said. “And from my souls and my friends and colleagues, I’ve been sitting over there and listening and praying for all of you: ‘Father, forgive them, for they not know what they do.’ ”

Rep. Tobias Schlingensiepen, a Topeka Democrat and pastor, said he supported the resolution because it doesn’t forbid the Satanic Grotto from protesting.

“I do take exception when a group willfully tries to bait and offend the believers of other faiths in things that are sacred to them,” Schlingensiepen said.

He said he also would denounce the use of Jewish, Muslim or Buddhist symbols “in order to somehow poke fun at them.”

“That said, I want to make an additional point. As a Christian, I will say this: I personally wish that we took the substance of our faith as seriously as we do the abuse of its symbols,” Schlingensiepen said.

He said the Legislature too often has departed from the teachings of the Sermon on the Mount.

“If you’re truly Christian, and I can only speak for my side of or my portion of that spectrum, than to be taking care of the poor, taking care of the marginalized, is a fundamental Christian commitment,” Schlingensiepen said.

Rep. Ken Rahjes, R-Agra, said legislators talk about a lot of subjects, “and I cannot think of one any better than our faith an our beliefs.”

“Do we show love all the time the way it needs to be seen? Probably not,” Rahjes said. “But I think all of us, at one time or the other, when we’ve been on this floor this year, have said a little prayer for our colleague who maybe we don’t agree with. We may have said, ‘Bless their heart,’ under our voice.”

Kan. House denounces satanic black mass as ‘despicable, blasphemous and offensive sacrilege’

After a recent diagnosis of Stage IV Glioblastoma we announce the passing of Keith Alan Dronberger of Lima, Ohio formerly of Beloit, Ks on March 14th, 2025.

Keith was born the much loved only son of Lee and Yolanda Kay Dronberger on May 5, 1957 in Concordia, Ks. He joined his sisters Leanad and Paula, which completed the family. When Keith was four years old the family moved to Beloit, Ks. Keith shared many stories of his family growing up. His parents were very involved with their family and this was evident from those stories. He spoke of going in his father’s highway patrol car on rare occasions and always a tale to go with those rides. His father passed away when Keith was young from cancer and this affected him the rest of his life. His mother was a very outgoing person with a zest for life. She instilled many good qualities in Keith and he truly held to those values. The antics his sisters pulled on him always made him laugh with the retelling. This helped to shape him into the easy going guy he was. Not that Keith couldn’t hold his own, he just never felt the need to go overboard with his temperament. He really was exactly as he came across, soft-spoken, friendly and treated people with respect. Whatever was told to him, he kept in confidence. He was a good friend to many. A man of few words but when he spoke you listened.

Keith attended schools in Beloit, Ks until his sophomore year of high school. His mother and he then moved to Wamego, Ks to be closer to her parents and his other grandparents to whom he was close to. Keith graduated with the Wamego class of 1975. His mother met and married George Pittnger during that time. After graduation, he attended Northwest Kansas Area Vocational school. Upon completion he return to Beloit, Ks and worked for Gray Plumbing for a few years. Following that employment he worked for the Kansas Gas Service until retirement. He enjoyed working with his hands and was very skilled in plumbing and electrical. He utilized these skills on our homes over the years. He also did a great deal of work for others. After retirement, we moved briefly to Hays, Ks and he drove a bus for the Victoria School district for a couple of years. As soon as we moved to Ohio he procured a job with ONU at Ada Ohio and drove the medical bus for a few years. Throughout his life he made good friends and always enjoyed meeting new people.

Keith met his wife Deb (Mitchell) in 1979 and they married in January 1983. To this union were born two sons, Aaron and Dylan. That's when having a calm, steady personality proved invaluable. We had some wonderful years watching these boys grow up with much love and laughter. After our son graduated from college, their education and careers took them beyond the Kansas borders. They both met and married young women on their journeys. One son in Connecticut and the other son in Ohio. We always felt the need to stay close and were able to move upon retirement.  </figure>After a recent diagnosis of Stage IV Glioblastoma we announce the passing of Keith Alan Dronberger of Lima, Ohio formerly of Beloit, Ks on March 14th, 2025.Keith was born the much loved only son of Lee and Yolanda Kay Dronberger on May 5, 1957 in Concordia, Ks. He joined his sisters Leanad and Paula, which completed the family. When Keith was four years old the family moved to Beloit, Ks. Keith shared many stories of his family growing up. His parents were very involved with their family and this was evident from those stories. He spoke of going in his father’s highway patrol car on rare occasions and always a tale to go with those rides. His father passed away when Keith was young from cancer and this affected him the rest of his life. His mother was a very outgoing person with a zest for life. She instilled many good qualities in Keith and he truly held to those values. The antics his sisters pulled on him always made him laugh with the retelling. This helped to shape him into the easy going guy he was. Not that Keith couldn’t hold his own, he just never felt the need to go overboard with his temperament. He really was exactly as he came across, soft-spoken, friendly and treated people with respect. Whatever was told to him, he kept in confidence. He was a good friend to many. A man of few words but when he spoke you listened.Keith attended schools in Beloit, Ks until his sophomore year of high school. His mother and he then moved to Wamego, Ks to be closer to her parents and his other grandparents to whom he was close to. Keith graduated with the Wamego class of 1975. His mother met and married George Pittnger during that time. After graduation, he attended Northwest Kansas Area Vocational school. Upon completion he return to Beloit, Ks and worked for Gray Plumbing for a few years. Following that employment he worked for the Kansas Gas Service until retirement. He enjoyed working with his hands and was very skilled in plumbing and electrical. He utilized these skills on our homes over the years. He also did a great deal of work for others. After retirement, we moved briefly to Hays, Ks and he drove a bus for the Victoria School district for a couple of years. As soon as we moved to Ohio he procured a job with ONU at Ada Ohio and drove the medical bus for a few years. Throughout his life he made good friends and always enjoyed meeting new people.Keith met his wife Deb (Mitchell) in 1979 and they married in January 1983. To this union were born two sons, Aaron and Dylan. That's when having a calm, steady personality proved invaluable. We had some wonderful years watching these boys grow up with much love and laughter. After our son graduated from college, their education and careers took them beyond the Kansas borders. They both met and married young women on their journeys. One son in Connecticut and the other son in Ohio. We always felt the need to stay close and were able to move upon retirement. NEWMAN: Embracing family time — making meaningful memories this spring break

MidAmerica Nazarene's reputation preceded their research.

"You always see the scores," Showman said in advance the game that begins at 6 p.m. Friday inside the Cook Center on the MNU campus in Olathe. "Being in Kansas the Heart of America (Conference) is in our backyard, they're in our rating arc so we pay attention to who they play. A lot of common opponents in that league with our (Kansas Conference) league."

MidAmerica enters the game ranked 10th in the final NAIA poll of the season with a 28-3 record. The Pioneers won the HAC title with a 24-0 record but lost to Benedictine 65-51 in the tournament championship. The defeat ended their 26-game winning streak.

"They're young, really young," Showman said. "They only have one or two seniors in their rotation which is a stark contrast from us but they're good. They play really hard. They're not flashy, they don't do a bunch of crazy things but they're just really good at what they do."

Wesleyan qualified for the NAIA tournament by winning the KCAC title with an 18-4 record. The Coyotes lost to Friends 68-66 in the semifinals of the conference tournament in Mabee Arena.

Friday will be their first trip to the national tournament since 2020. They walloped Mayville State (N.D.) 86-64 in Sioux City, Iowa in the First Round but their Second Round game against Concordia (Neb.) was abruptly cancelled along with the rest of the tournament because of the COVID-19 pandemic.

Balance is the hallmark of MANU's offense with four starters having double-figure scoring averages. Sophomore center Kameron Green averages a team-high 13.5 points and 6.3 rebounds; Keona Schneck, a guard and graduate student, 13.4 points and 4.7 rebounds; junior guard Aubrey Rogers 11.8 points and 3.5 assists; and freshman forward Zaylee Werth, a Hillsboro native, 10.3 points and 6.7 rebounds. Freshman Grace Carlson is the point guard and averages 7.3 points, 4.3 rebounds and 3.2 assists.

Rogers is the top 3-point shooter, 58 of 186. Schneck has 51 3-pointers and Mary Lukert, a sophomore guard, 41 off the bench.

Showman is particularly impressed with Schneck, a transfer from Illinois-Chicago.

"She looks the part," he said. "You can just tell at this level when someone transfers down from Division I. They just look different, they move different, they play different and she's definitely a difference maker, a big reason why they've had success."

Showman also likes Carlson who plays beyond her youth.

"She runs the show for them," he said. "From a facilitator standpoint she knows how to get her people open and what they're looking for offensively."

The Pioneers average 74.8 points and allow just 56.7 points. They're outrebounding the opposition by 7.3 per game.

"When you look at it it's just a really well put together team," Showman said. "We have to be prepared and focused and ready to play hard because we know we're going to get that on the other side."

In contrast Wesleyan has eight seniors/graduate students on its roster but has similar scoring balance. Coyotes prepared for tough challenge in NAIA opener

As the Trump administration seeks more partners to help round up immigrants living in the United States illegally, some states and cities are eager to step up, despite risks of racial profiling.

Florida, New Hampshire, North Carolina, Texas, Virginia and even Arizona’s Democratic governor are pursuing statewide plans to help find immigrants for possible deportation.

And the number of state and local agencies planning “task force” agreements with the feds to do street-level immigration enforcement has reached 121 departments in 12 states: Florida, Idaho, Kansas, Kentucky, Minnesota, Montana, Nevada, New Hampshire, New York, Ohio, Oklahoma and Texas.

The sudden ramping up of the local task force agreements — which led to racial profiling lawsuits 20 years ago when they were common in Republican and Democratic states — is a sign that the Trump administration wants more deportations, said Tom Wong, an associate professor and director of the U.S. Immigration Policy Center at the University of California, San Diego.

“These agreements are intended to be the force multiplier they need in order to enact mass deportations. The Trump administration is using all the tools at its disposal to try to ramp up the identification and detention of undocumented immigrants,” Wong said.

President Donald Trump wants to move quickly: He recently&nbsp;<a href="https://www.nbcnews.com/politics/national-security/trump-administration-reassigning-acting-ice-director-rcna193225" target="_blank">reassigned</a>&nbsp;Caleb Vitello, the acting director of Immigration and Customs Enforcement, to a different post because immigration arrests and deportations weren’t as robust as Trump wanted. The United States would&nbsp;<a href="https://www.nbcnews.com/politics/national-security/trump-angry-deportation-numbers-are-not-higher-rcna191273" target="_blank">need</a>&nbsp;to deport more than 2,700 people a day to meet his goal of 1 million a year.

Doris Meissner, who held top positions in the former Immigration and Naturalization Service in the Reagan and Clinton administrations, said the task force agreements had “basically disappeared in recent years” because of their reputation for leading to “racial profiling and over-policing in immigrant communities.” The agreements were discontinued in 2012 during the Obama administration.

“That has changed dramatically and quickly with the new Trump administration,” Meissner said in an interview. “[The agreements] are now on a list of ramping-up actions we’re seeing in pursuit of mass deportations.”

The administration is increasingly pressuring state and local authorities to help with immigration arrests traditionally reserved for federal agents, according to a February&nbsp;<a href="https://www.migrationpolicy.org/article/trump-mass-deportation-priority?eType=EmailBlastContent&amp;eId=2043f21f-2eea-411a-a070-66d7ac706b02" target="_blank">report</a>&nbsp;by the Migration Policy Institute, a Washington, D.C., think tank where Meissner is now director of the U.S. immigration policy program.

Along with state and local law enforcement agencies, the Trump administration has enlisted federal agencies that have never before played a role in immigration enforcement: the Internal Revenue Service, the Drug Enforcement Administration and the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Migration Policy Institute report found.

One result of local involvement, according to a&nbsp;<a href="https://usipc.ucsd.edu/publications/usipc-working-paper-1.pdf" target="_blank">report</a>&nbsp;Wong authored in 2019, is that once residents know that local police could question and arrest them on immigration charges, they are less likely to report crimes when they are victims or witnesses.

The new task force agreements allow local law enforcement, after training, to investigate immigration violations during day-to-day patrol duties. Sheriff Larry Kendrick in Owyhee County, Idaho, said he opted for it because voters in the county want it.

“My constituents support President Trump,” Kendrick said. “And of course me. I support the president’s mission 100%. I will do anything in my power to assist him.”

Kendrick said he doesn’t expect non-criminal immigrants, such as those staffing local dairy farms, to get any trouble from his deputies.

“We haven’t had any crime, really, out of that,” Kendrick said. “The main thing that bothers me is fentanyl.”

Wong said it’s typical for counties such as Owyhee County, which&nbsp;<a href="https://en.wikipedia.org/wiki/Owyhee_County,_Idaho" target="_blank">voted</a>&nbsp;almost 83% for Trump last year, to be eager to join forces on immigration. But non-criminal immigrants are still likely to pay a price, he said.

“It is naïve for local officials to think they will only focus on things like fentanyl, when most of the immigration enforcement functions are going to identify undocumented immigrants, likely with no criminal history,” Wong said.

Most officials do stress the importance of removing criminals when calling for more task force agreements.

In announcing the revived task force program, border czar Tom Homan said he planned to “prioritize” criminals but also expected to deport people living here illegally even if they had no criminal record.

“We promised a mass deportation and that’s exactly what we’re going to do,” Homan told sheriffs at a February conference.

New Hampshire Gov. Kelly Ayotte, a Republican, said in a&nbsp;<a href="https://www.governor.nh.gov/news/governor-ayotte-statement-new-hampshire-law-enforcement-cooperating-ice" target="_blank">statement</a>&nbsp;she supports state and local law enforcement agencies applying for the new task force cooperation agreements. “Criminals who are in our country illegally and pose a danger should be apprehended and removed,” she wrote.

Some areas that made use of the agreements decades ago are not interested in trying it again. In&nbsp;<a href="https://www.migrationpolicy.org/sites/default/files/publications/287g-divergence.pdf" target="_blank">2010</a>&nbsp;there were 40 such agreements in 19 states, including nine in Virginia and seven in Arizona.

To date there are no agreements in Virginia or Arizona, though Arizona’s Democratic governor, Katie Hobbs, signed an&nbsp;<a href="https://azgovernor.gov/office-arizona-governor/news/2025/02/governor-katie-hobbs-signs-executive-order-secure-border" target="_blank">executive order</a>&nbsp;Feb. 25 calling for an unspecified partnership with federal authorities in the state’s four border counties. The goal is stopping more fentanyl and human trafficking and not to “indiscriminately round people up,” according to Hobbs’ statement.

Arizona sheriffs have not heard anything specific about the governor’s plan, said David Rhodes, the Republican sheriff of Yavapai County and president of the Arizona Sheriffs’ Association. Yavapai County voted&nbsp;<a href="https://en.wikipedia.org/wiki/Yavapai_County,_Arizona" target="_blank">heavily for Trump</a>. And much of the nation’s fentanyl supply is smuggled over Arizona’s highways, Rhodes said, so he’s happy to cooperate with federal authorities on immigration.

But he’s not sure he wants the task force model if it means he and his deputies will have to single people out based on appearance to ask about immigration status.

“I don’t know how you could even tell from looking at somebody that they’re here illegally or not. So we don’t do that. That’s very risky, very close to racial profiling there,” Rhodes said.

Glenn Youngkin signed an executive order Feb. 27 requiring state police to sign a task force agreement and local jails to cooperate with the state task force.In North Carolina, a&nbsp;<a href="https://www.ncleg.gov/BillLookUp/2025/S153" target="_blank">bill</a>&nbsp;progressing in the state Senate would mandate state agencies cooperate with federal immigration authorities, but does not include specifics.In Hudson County, New Jersey, one of the few urban, immigrant-friendly Democratic areas that had a task force agreement in 2010, leaders have no interest in trying it again, said county spokesperson Mark Cygan. Since 2018, the state has had an&nbsp;<a href="https://www.njoag.gov/trust/" target="_blank">“immigrant trust directive”</a>&nbsp;directing local authorities not to cooperate with federal immigration authorities or ask about immigration status during routine police work.“With the sort of abuses there have been, and listening to our constituents and advocates that work on immigrant right here in Hudson County, we realized this policy just wasn’t going to work out for our county anymore. So we dropped out of the agreement,” Cygan said.
