Issues pertaining to zoning, solid waste on Salina City Commission Agenda

The Salina Public Library made a decision in June that sparked public outrage four months later when the community saw <a href="https://www.liveauctioneers.com/item/162116129_birger-sandzen-1871-1954-oil-on-canvas-dated-1921">two Birger Sandzen paintings up for auction</a>.

Earlier this year, SPL began considering options for its two Sandzen paintings after discovering the impact of the artworks' insurance costs and their deteriorating status.

"The library is not equipped to maintain fine art," SPL said in a press release. "Realizing that the paintings would continue to deteriorate in our care, we considered the options and consulted with the Birger Sandzen Memorial Gallery regarding our questions."

The Salina Post contacted SPL for comment in addition to the release, and there was no response.

The library held an open meeting at 7 a.m. on June 20 to discuss the potential sales, and its minutes reported no one from the public attended that meeting.

Susan Hawksworth, director of the Smoky Hill Museum, said the library did not consult the museum about the paintings earlier this year.

"The first I heard about it was Monday," Hawksworth said. 

Hawksworth reported that when SPL and the Smoky Hill Museum split decades ago, there were questions about who the two Birger paintings belonged to. Ultimately, they belonged to the library's collections.

Ron Michael, the Birger Sandzén Memorial Gallery director in Lindsborg, said SPL approached the gallery about the paintings in mid-March, looking for options.

The Memorial Gallery described a few possibilities for the library to consider, including donating the works to the gallery or exploring various options for sale.

Michael said SPL likely acquired the paintings in the early 1900s when Sandzen worked as a professor at Bethany College in Lindsborg and continued to paint his surroundings.

"Sandzen was really interested in getting his artwork out into the community," Michael said. "He tried to get them placed in schools and other public institutions."

After Sandzen attended an art exhibition in 1911 in McPherson, his art spread further in the area, making its way to Salina.

<a href="https://www.soulisauctions.com/">Dirk Soulis Auctions</a> intends to finalize the pieces' auctions on the <a href="https://www.liveauctioneers.com/">Live Auctioneer</a>'s website on Saturday, and according to the library's release, there is no way to legally pull out of the contract without facing financial ramifications.

The Salina, Kansas Vintage Photos, Descriptions, and Shared Memories Facebook group began a community-led petition to support keeping the paintings at SPL. Ruth Ascher reached out to the group community yesterday, encouraging action from the other members.

Realizing that the paintings would continue to deteriorate in our care, we considered the options and consulted with the Birger Sandzén Memorial Gallery regarding our questions.&nbsp;

Our board discussed this issue over two board meetings (agendas linked below) and received no feedback from the public. The board voted unanimously to sell the paintings through a fine arts auction house that was recommended by the Sandzén Gallery. 

Despite what many have stated, this decision was made months ago and with full information on the decision being made available to the public.&nbsp;

Only portions of Kansas will see the ring of fire eclipse tomorrow morning, with cloud cover predicted for most of the state's northeast corner.

Wichita National Weather Service meteorologist Andy Kleinsasser said from Goodland to Wichita, much of the state will only see cloud cover on Saturday morning.

"We have clouds coming in this morning — they'll be around all day," Kleinsasser said. "They might clear up for a bit tonight, but then those clouds come back, and it looks like tomorrow morning, they will be hanging around a good part of the day."

According to NASA's <a href="https://eclipse-explorer.smce.nasa.gov/">2023 Eclipse Explorer</a>, Kansans may see anywhere from most of the annular eclipse to about 60% to 65% of the stellar event.

With weather permitting, residents would see the eclipse beginning in Kansas around 10:30 a.m., hitting its maximum at 11:45 a.m. and ending by 1:16 p.m.

Kleinsasser said portions of the southwest part of Kansas have a good chance to see the eclipse Saturday, though, with models predicting little-to-no cloud coverage for towns like Dodge City and Liberal.

"Southwest half, especially as you get to Western and southwest Kansas, it looks like skies should be mostly sunny," Kleinsasser said.

For the rest of the weekend, Sunday's predicted weather will be in the 60s and sunny.

Many Kansans will miss tomorrow's eclipse due to predicted cloud cover

At its Monday meeting, The Salina City Commission voted in favor of renaming two fields located at the&nbsp;Berkley Family Recreational Area.

The two fields receiving new names are Tower Field and Wilbur Field. Wilbur Field will now be named Pestinger Family Stadium and Tower Field will be named Roger Wilbur Field.&nbsp;

"We come before you on this to change the names of some fields out there to help us like Berkley Family Recreation Area helped us with the fundraising and helps us contribute to this project," said Byron Tomlins, board member for Salina Baseball Enterprises.&nbsp;

Tomlins also provided commissioners with a brief history of baseball in Salina.&nbsp;&nbsp;

"Mr. Evans and his involvement in baseball, and then add to that Pestinger Family Stadium. I think it's a great summary of baseball history on people who have made a difference in Salina," Tomlins said. "That's one of the goals is to preserve and recognize the history of people that made a difference in Salina."

Commissioners expressed satisfaction that private sources were used to fund the baseball projects.&nbsp;

Vice-Mayor Bill Longbine asked Tomlins if renovations would be completed prior to the start of the baseball season.&nbsp;

"Are you still on track to play baseball in the spring?" Longbine asked

Tomlins said the plan is to begin renovations in November with hopes of completing it by April&nbsp;— weather permitting.

Salina Baseball board member, Kenny Hancock, was also in attendence at the meeting.

"Originally, we wanted to start in October, and because we weren't able to get the development agreement signed and all the wording done, we had to kick the can down the road a little bit," Hancock said. "November is when we would really like to start. That's maybe a little bit in peril, don't know for sure, depending on how quickly we can raise the rest of the money. "

Hancock put into perspective the size of the project in comparison with past turf projects.&nbsp;

"When we did Dean Evans and South High we did about 250,000 square feet of turf," Hancock said. "Since it's one single field and it's in one location, this is about 130,000 square feet. So right at half the size."

According to Hancock, Turf industry representatives said the project could still be completed on schedule even if the start date is delayed to December.

Hancock said Salina Baseball Enterprises wants the project to be completed by the time the state high school baseball class 4A tournament which is scheduled to be held at the end of May 2024.

The recognition of the week of Oct. 15 as National Friends of the Library Week in Salina.

 Approval, on second reading, requesting a change in zoning district classification from Agriculture to Planning Service Commercial zoning district on a 25.91-acre tract of land located at the southwest corner of Ninth Street and Water Well Road. 

Accept the offered easement and restricted access dedications from the Mark Augustine Trust to serve the proposed Augustine addition, a four-lot sub-division of a 25.9-acre tract of land located at the southwest corner of water well road and South Ninth Street.&nbsp;

Salina City Commission votes to rename baseball fields

At 6:53 a.m. Thursday morning, the Saline County Sheriff's Department found 22-year-old Rylan Whitmer hiding in a trash can in the 100 block of North Eighth Street in Salina.

Wednesday afternoon, a 24-year-old woman drove to the Salina Regional Health Center emergency room after she received multiple injuries from her boyfriend, Whitmer.

"She drove up to the front of the ER — he [Whitmer] bailed out of the car and took off running, and we couldn't find him," said Saline County Sheriff Rodger Soldan. 

Salina Regional treated the woman for her injuries while deputies pursued Whitmer.

Soldan told Salina Post that the Saline County Sheriff's Department arrested Whitmer on the following requested charges:

Late last night at approximately 12:30 a.m., a staff member of The Shady Lady Gentlemen's Club, located at 1540 W. Old Highway 40, heard two gunshots near the front door.

According to Saline County Sheriff Roger Soldan, a witness said he saw two Latino men arguing at the establishment's entrance until the shorter man pulled out a pistol and shot two rounds.&nbsp;

The pair then got into a "late-model" white Chevrolet Cruz and drove west on Old Highway 40, firing two more shots while in the car.

"There are no victims, and other than finding two shell casings. So we know that something was happening, but there are no reports of any injuries or anything yet," Soldan said.

The Saline County Sheriff's Department has not named any suspects at this time.

Thursday morning gunshots reported at The Shady Lady

As the air grows chillier, the chance for severe weather remains — north-central Kansas will likely see heavy rain, wind gusts of about 60 mph, and possibly a tornado on Thursday afternoon and evening.

The <a href="https://www.weather.gov/ict/">Wichita National Weather Service</a> also reported a chance of hail on Thursday and warned residents of the Kansas-Nebraska state line to be weary.

NWS meteorologist Eric Metzger said residents in the state's north-central region should prepare their storm-safe rooms and check their storm-warning systems for the end of this week.

"Some people, myself included, when winter comes along, my safe place is often occupied with storage," Metzger said. "(Residents) need to make sure that they have multiple ways to receive warnings. Whether it be the weather radio, your phone, television, or whatever, just keep an eye out."

Metzger said the current predictions indicate this storm will produce low-level shear, which occurs when wind speed and direction change rapidly low to the ground — often an ingredient for tornadoes.

If predictions of this storm continue in the weather outlook, Metzger said the event will likely look like a familiar Kansas summer storm, beginning as isolated pockets and turning to a squall line over the rest of the state.

Those isolated pockets of storms are where most tornadic activity happens in a storm, with the squall line often causing straight-line wind damage instead.

"The little discreet cells that are by themselves, those are the ones that tend to produce the big tornadoes — Andover was an example of that, Hesston was an example of that, and Greensburg too," Metzger said. "But the environment, even if we get those discrete elements, I don't see the environment necessary to produce a tornado of that strength."

If necessary, the Storm Prediction Center will produce a thunderstorm watch over the next few days, warning residents to be alert. The Wichita NWS has thunderstorm warnings in discreet locations during the storm, which would indicate taking shelter from weather conditions.

Metzger stressed the need to prepare for severe weather, especially after prediction centers issue watches or warnings.

"The way it should be viewed is that once the watch comes out, it's game on — it's time to pay attention," Metzger said. "When we punched the warning, it's here, and if you have an action plan, you execute it.

Wichita meteorologist predicts severe weather for north-central Kansas tonight

Crowded tables chattering while dishes clink in bus tubs make up the regular background noise for<a href="https://www.facebook.com/profile.php?id=100093007218087"> T-Lo's</a> owners, Evan Velasquez and Jordan Long.

Before T-Lo's, the owners worked at other restaurants and establishments throughout Salina, often together like Velasquez at the Salina Country Club or Long at Martinelli's Little Italy next door.

Occasionally, the pair worked together as managers, like at the Rolling Hills Zoo. With years combined, the team has over three decades in the restaurant industry, and last year, they decided to open a food joint together.

"We've had the idea for T-Lo's or opening restaurants as soon as 2016, but we're just kind of young and dumb back then," Long said. "We never did it, and we put it on the back burner and went and got other jobs, and then this place opened up, and we executed it."

T-Lo's opened on Santa Fe Avenue next door to Martinelli's Little Italy in July this year, serving its customers sandwiches, wings, and homemade potato chips.

The love of the restaurant business and making food drove Long and Velasquez to open T-Lo's, but its initial business location could have been McPherson instead of Salina.

While looking at a building in 2016 in McPherson for T-Lo's initially, Long said he and Velasquez at the time could not move forward with the establishment.

"It takes a lot more money to open up," Long said. "(There are) weird hurdles like getting your tax registration, your food license, your sales tax registration."

According to the pair of owners, their current challenge is waiting on a liquor license to provide beer to its customers on weekend nights, which recently expanded its hours to 9 p.m. on Thursday, Friday and Saturday evenings.

Velasquez and Long said their extensive careers in the food industry helped them start the downtown establishment at 156 S. Santa Fe Avenue.

"We had to price out menus, we had to execute catering events, and it was just two of us working in basically the same kind of kitchen we're working on right now," Long said. 

Another aspect Velasquez said he enjoyed was the freedom from being an owner, allowing him to make decisions he felt best for the business.

"Oh, it's nice to cook food we want," Velasquez said. "There's been times where I've been working in other places and had ideas like, 'Hey, I think if we do this, it could work this way,' and it isn't awesome to get told no to stuff like that."

Reflecting on their careers, the pair said working in various positions within the restaurant business armed them with knowledge other business owners may be unaware of.

From server to management to owner, Long said managing customers and staff are critical components of the food industry, which he and Velasquez have extensive experience with.

The owners stressed the need for preparation to make a restaurant successful, from cooking to menu design — Long said preparation and flexibility were vital for T-Lo's.

"Know your concept and know what you need," Long said. "Be ready to adapt after day one because we took some off the menu on the first day."

T-Lo's is open from 11 a.m. to 3 p.m., Monday through Wednesday, and 11 a.m. to 9 p.m., Thursday through Saturday. The restaurant is closed on Sundays.

Long and Velasquez said T-Lo's is on delivery services like GrubHub, UberEats and DoorDash.

Two local food industry workers turned owners — T-Lo's on Santa Fe

At approximately 9:30 p.m. Tuesday, a semi-driver narrowly escaped a fire that destroyed the entire vehicle.

A fellow semi-driver at the Petro Travel Truck Stop north of Interstate 70 in Salina noticed sparks near the side of the vehicle and quickly notified the driver, who escaped with his wallet and shoes.&nbsp;

First responders on the scene reported the driver was preparing for bed when the other driver notified him, and then the semi quickly went up in flames.

Salina firefighter and EMT Tagen Watson said there were no injuries caused by the incident.

Semi-driver unharmed after truck is engulfed in flames on Tuesday

At The Salina Art Center Friday evening, artists from around the world gripped the mic with paint-stained hands as they answered audience questions about their various works of art.

For most of the week, this group of artists painted new murals around town as part of BOOM 2023. During the panel discussion, the muralists said that each mural includes a touch of their own personalities.

One Baltimore, MD-based artist, Chris Stain, puts a piece of his childhood in each composition he paints.

"My parents worked in factories, so the whole neighborhood that I grew up in was it just that," Stain said. "It comes out in my work when I see images of working-class people. That's what I want to be. I want to work hard like that. I want to put that kind of effort into the work I do for the unions that are working and, more so, for my work and my personal work."

<a href="https://www.boomsalina.art/">BOOM! Salina 2023</a>&nbsp;featured seven artists worldwide, alongside Martha Cooper, a New York City-based photographer.&nbsp;

At the artists' panel discussion on Friday, the artists described&nbsp;the various modes that brought them to street art, varying from boredom to a need for artistic expression.

Add Fuel, or Portuguese artist Diogo Machado, began graffitiing after seeing photocopies of graffiti work from Germany and the United States, but eventually left street art behind for a career in graphic design.

"I have always been drawing, and I love drawing, and at one point, I got an invitation from my city," Machado said. "I had this big project that I was involved in, and it had a mural, and I thought this could translate into the work I was doing at the time as a designer and illustrator."

Machado said he grew up surrounded by Portuguese tiles and likes to use them in his work, utilizing stencils to spray paint patterns across large outdoor walls.

He then adds a new aspect, making the tiles look painted on paper and ripped to show the building underneath.

Pat Perry, an artist from Michigan, painted a mural with multiple paintings on Third and Ash Streets, wanting to leave a moment in time immortalized on the one-story wall.&nbsp;

"What do we want to leave to show people as a little reminder of what was going on at this moment?" Perry said. "I try to pick things that are from the Midwest. I also live in the Midwest, and I think there are many different motifs, imagery, and things that are missing. From the bigger lexicon of American Art. And so, I tried to pick those things and be thoughtful about the pictures."

The artists of BOOM! Salina 2023 included PichiAvo from Spain, Chris Stain from Baltimore, MD, Pat Perry from Detroit, MI, Add Fuel or Diogo Machado from Portugal, El Mac or Miles MacGregor from L.A., Mad C or Claudio Walde from Germany and Queen Adrea or Andrea von Bujdoss from New York City.

 </figure>"I have always been drawing, and I love drawing, and at one point, I got an invitation from my city," Machado said. "I had this big project that I was involved in, and it had a mural, and I thought this could translate into the work I was doing at the time as a designer and illustrator."Machado said he grew up surrounded by Portuguese tiles and likes to use them in his work, utilizing stencils to spray paint patterns across large outdoor walls.He then adds a new aspect, making the tiles look painted on paper and ripped to show the building underneath.<figure>

 </figure>Pat Perry, an artist from Michigan, painted a mural with multiple paintings on Third and Ash Streets, wanting to leave a moment in time immortalized on the one-story wall.&nbsp;"What do we want to leave to show people as a little reminder of what was going on at this moment?" Perry said. "I try to pick things that are from the Midwest. I also live in the Midwest, and I think there are many different motifs, imagery, and things that are missing. From the bigger lexicon of American Art. And so, I tried to pick those things and be thoughtful about the pictures."<figure>

A look past the artwork — BOOM! 2023 Artist Panel Discussion 

Boom! Salina Street Art &amp; Mural Festival is back for its second year, and it's bigger and better than ever.

The streets of downtown Salina, KS have been transformed into a vibrant canvas of art. This event features a variety of world-class muralists from around the globe, each bringing their own unique style of art to the area.

"This is an amazing opportunity for our community to experience something truly special," said festival organizer Eric Montoy. "We'll have 7 artists painting at 7 different locations scattered around downtown Salina This festival is truly unique in the fact that it is an invite only event for the artists. They are hand selected by our curator, Joe Iurato, based on their style, portfolio of work and relevance in today’s mural scene. And let’s not forget we will be welcoming back legendary photographer Martha Cooper for her second year at Boom.”

The inaugural Boom! Salina Street Art &amp; Mural Festival was held last year and was a huge success. Attendees were able to witness stunning murals being created by a diverse group of artists that are still visible throughout Salina downtown today.&nbsp; This year's festival promises even more exciting eye candy that you won't want to miss out on.

October 5th – Artists will be painting at various locations in downtown Salina, and the murals will be in full swing.

Cheap Trick will be performing at the Stiefel Theatre starting from 7:00 pm. To enjoy this electrifying performance, you can secure your tickets at stiefeltheatre.org.

October 6th - Join us at 6:30 PM at the Salina Art Center for 'First Friday'. The highlight of the day will be the 2023 BOOM! Salina Artist Panel Discussion and the Photography Show featuring the 2022 BOOM! Salina works of Martha Cooper and Tanner Colvin.

First Friday by Salina Downtown will also feature other live music and art galleries.

October 7th - Wrap up the festival with a day full of live music at the Love Salina Stage in Campbell Plaza next to the Prickly Pear. Bands will be performing continuously from 12 pm to 10 pm to keep the festive energy flowing.

PichiAvo (Pichi, b. 1977; Avo, b. 1985) is a duo of artists from Valencia, Spain. Recognized for their skill at creating connections between painting and sculpture in urban settings, they adopt a thoroughly innovative approach in their artistic fusions. A balanced combination of classical art and the most contemporary urban art can be identified in their work. From the outset PichiAvo shunned artistic individuality, joining forces to create an absolutely unique body of work using a conceptually urban idiom, both in the street and studio.

ADD FUEL (Diogo Machado) is a Portuguese visual artist born in 1980 with a degree in Graphic Design from Lisbon's IADE – Creative University. He spent several years working in design studios in Portugal and Munich, until he started focusing on his artistic work in 2007. ADD FUEL is known for combining traditional tile designs with contemporary visual elements to create original and emotional motifs, playing with the viewer's perception and possibilities of interpretation. He has exhibited his art in galleries and museums worldwide and has also created several public art interventions. ADD FUEL currently resides and works in Cascais, Portugal.

EL MAC (Miles MacGregor) is an urban artist known for his striking visual aesthetic and unique style. Born in Los Angeles, he began developing his artistic skills at an early age. He is famous for his large-scale murals that incorporate photorealistic portraiture and Chicano art traditions, showing a deep appreciation for his cultural heritage. EL MAC has explored a myriad of themes in his work, such as spirituality, identity, and social justice. He has been commissioned for high-profile mural projects all over the world, including the Smithsonian National Portrait Gallery in the United States and the Mesa Contemporary Arts Center in Arizona. EL MAC's artistic philosophy prioritizes creating work that communicates a sense of connection and authenticity

to its viewers. His focus on creating art that reflects a diverse range of cultures and experiences has cemented his reputation as one of the most influential urban artists working today.

MadC (Claudia Walde) is a German urban contemporary artist born in the 1980s. She began her artistic journey with a spray can as a teenager and has since become a famous name in the world of street art and urban contemporary art. MadC holds two graphic design degrees and has authored multiple books on street art. Her exhibitions have been held in galleries worldwide, and she has painted numerous murals globally, showcasing her unique style that draws its roots in graffiti and deploys vividly colored, dynamic calligraphy with layers to depict energy and emotions. Her notable commissioned works include the permanent glass installations in the Museum Reinhard Ernst in Germany, opening in 2023. MadC's work has been featured in prominent media outlets such as National Geographic, The Guardian, and Der Spiegel. She continues to redefine urban art globally, leaving her colorful mark wherever she goes.

Pat Perry (b. Michigan, 1991) is an American artist primarily painting, drawing, photographing, and implementing large-scale outdoor murals around the world. Many of Pat’s projects have supported various social causes including cooperative projects with the Beehive Design Collective, Apt Arts, the UN Commissioner for Refugees, and No More Deaths. Recent solo exhibitions include shows at Hashimoto Contemporary NYC, Takashi Murakami’s Hidari Zingaro Gallery in Tokyo, and a museum show at UICA in Grand Rapids, Michigan. Pat lives and works in Detroit.

Andrea von Bujdoss, known as Queen Andrea, is a NYC-based artist celebrated for her work as a muralist, graffiti artist, typographer, and graphic designer. She began her artistic journey as a graffiti writer in the early 1990s, developing her skills to become a significant influence in the street art space. Her work uses a bold mix of color and design, and she has created notable works everywhere from the walls of NYC’s urban landscape to collaborations with major brands internationally. Her artwork has been shown in exhibitions around the world, cementing her reputation as one of the most influential artists in the graffiti, streetwear, and urban culture arenas. Her most recent paintings are intricate and intense explorations of geometry, color, and form that create fantastical, bright worlds of abstraction. Through her art, Queen Andrea continues to challenge norms and inspire others in the urban art scene.

American Born. 1972. I was raised in the working-class neighborhood of Highlandtown in Baltimore, MD. My interest in art began with NYC subway graffiti in the mid-1980s. Having

learned printmaking methods in high school, I eventually shifted my technique toward stenciling. In 2000 I began exhibiting my work. Adapting images from photographs and working with spray paint, stencils, and paper to create interior/exterior works, I seek to convey an authentic contemporary document that illustrates the triumph of the human spirit as experienced by those in underrepresented urban and rural environments. I work and live in Queens, New York with my wife and two children.

Martha Cooper is a documentary photographer who has specialized in shooting urban vernacular art and architecture for over forty years. In 1977, Martha moved from Rhode Island to New York City and worked as a staff photographer at the NY Post for three years. During that time, she began to document graffiti and B-Boying, subjects which led to her extensive coverage of early Hip Hop as it emerged from the Bronx. These photos, published worldwide, helped make Hip Hop the predominant international youth movement it is today.

The commission's regular meeting is scheduled to begin at 4 p.m.

Commissioners are being asked to approve the following proclamation.

●&nbsp;Recognition of the week of October 15-21, 2023, as National Friends of the Library Week. Gretta Kontas, President of the Friends of the Library, will read the proclamation.

Municipal Naming-Tower Field and Wilbur Field ● Conduct a public hearing for naming initiatives brought forth by Salina Baseball Enterprises, Inc. for two facilities located at Berkley Family Recreational Area.

● Approve Resolution No. 23-8156 for the honorary naming of the field known as Tower Field as "Roger Wilbur Field" and for the philanthropic naming of the field currently named Roger Wilbur Field as "Pestinger Family Stadium" subject to the precondition of the certification of available funding for renovations to the current "Roger Wilbur Field" in accordance with the Municipal Facility Naming Guidelines.

●&nbsp;&nbsp;Approve Resolution No. 23-8154 authorizing City staff to prepare and submit a grant application to the Kansas Department of Commerce (KDOC) for the 2023 Community Development Block Grant - Housing Rehabilitation, Demolition or Neighborhood Development Grant (CDBG - Housing); and authorize the City Manager to accept a grant award, execute the grant agreement, direct any administrative actions, and execute any documents necessary to implement the terms of the agreement.

●&nbsp; Award the bid for Project Number 23003, Cedar Ridge Drive, for $403,310.17 with a $20,200.00 (5%) construction contingency for a total project authorization not to exceed $423,510.17 and authorizing the City Manager to execute a contract with T&amp;M Concrete Construction Company of Junction City upon fulfillment of all prerequisites under the bid documents.

●&nbsp; Authorize the Mayor to execute an agreement between the City and Salina Baseball Enterprises, Inc. relating to Wilbur Field and James Matson Field with clarifications identified after the Governing Body previously authorized the execution of the agreement.

● Approve Ordinance No. 23-11177, on second reading, amending the City of Salina Municipal Code sections 6-333, 6-361, and 6-379, to define parades and rolling parades, identify the permit level applicable to block parties and rolling parades, and establish how an event is determined to be a rolling parade, and repealing the existing sections.

● Approve Ordinance No. 23-11166, on second reading, amending Chapter 38, Article I of the City of Salina Municipal Code by adopting the 2023 Standard Traffic Ordinance for Kansas Cities published by the League of Kansas Municipalities and repealing existing section 38-1.

&nbsp;● Approve Ordinance No. 23-11167, on second reading, amending Chapter 25, A1iicle I of the City of Salina Municipal Code by adopting the 2023 Uniform Public Offense Code for Kansas Cities published by the League of Kansas Municipalities and repealing existing section 25-1.

 ● Accept the offered easement and restricted access dedications from the Mark Augustine Trust (Mark Augustine) to serve the proposed Augustine Addition, a 4 lot subdivision of a 25.91 acre tract of land located at the southwest corner of Water Well Road and South 9th Street (Old US Highway 81).

 ● Approve Ordinance No. 22-11105, on second reading, requesting a change in zoning district classification from A-1 (Agricultural) to PC-5 (Planning Service Commercial) zoning district on a 25.91 acre tract of land located at the southwest corner of 9th Street and Water Well Road.

Proclamation, public hearings among Salina City Comm. agenda items

As the days grow shorter, most plant and garden owners begin to turn toward meteorologists to see when they may have to bring plants inside or cover their gardens to protect from frosty temperatures.

This year, according to the Wichita National Weather Service, Salina and surrounding communities in northern Kansas will likely see the first frost this weekend.

"The northern two-thirds have a really good chance, with even northwest Kansas and northern Kansas having a potential freeze," said Wichita NWS meteorologist Christian Williams. 

The predicted temperatures for Salina on Friday evening dip into the low 30s, with some regions of Saline County seeing temperatures dip into the mid-20s.

Most of the northern portion of the state received freeze warnings, including Jewell, Republic, Washington, Rooks, Osborne, Mitchell and Cloud counties. Many parts of central Kansas received frost warnings, including Saline, Dickinson, Ottawa, Russell, Lincoln, McPherson, Ellsworth, Rice and Marion counties.

Many parts of central Kansas received frost warnings, including Saline, Dickinson, Ottawa, Russell, Lincoln, McPherson, Ellsworth, Rice and Marion counties.According to the National Weather Service, these warnings begin at 3 a.m. Saturday Morning, lasting until around 9 a.m.With lower temperatures, Williams said most plant and animal owners must take precautions this weekend by bringing temperature-sensitive plants and animals inside or into a building.K-State Research and Extension horticulture agent Jason Graves said an essential factor in protecting flowerbeds, gardens and other plants is knowing the limitations of each plant."The big thing is to understand the cold tolerance of the plants you're working with so that you can make decisions based on your goals," Williams said. "Getting to know the hardiness of the plants you're working with and what they can tolerate and not tolerate is critical."Each plant has a hardiness level showing what temperatures would cause damage for the varying plants across Kansas. Graves said tropical house plants and many flowers cannot survive colder conditions.K-State Research and Extension offers <a href="https://www.centralkansas.k-state.edu/lawn-garden/">multiple tools</a> for plant owners to know the hardiness of their plants and what they may need through the state's colder months.Graves said frosty temperatures would significantly damage summer vegetables like tomatoes, peppers and cucumbers, while hardier plants like beets, radishes and spinach would not be as damaged by the first or second frost of the year."Plants are all going to have different needs depending on how much cold tolerance they have and what part of the plant we're trying to save," Graves said. "Some of them we have to dig up and bring into the garage or into the basement to preserve and replant, and the following year."
