The Salina City Commission meeting will take place in–person at the City/County Building in Room 107 and via Zoom. Meetings can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.
To participate via Zoom, citizens will need to use the following link: https://us02web.zoom.us/j/89275984587.
The meeting can also be accessed by phone at 1-346-248-7799. Enter Meeting ID: 892 7598 4587 when prompted.
If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.
Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.
In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Regular Meeting
The commission's regular meeting is scheduled to begin at 4 p.m.
Commissioners are being asked to approve the following proclamation.
● Recognition of the week of October 15-21, 2023, as National Friends of the Library Week. Gretta Kontas, President of the Friends of the Library, will read the proclamation.
Public Hearings
Municipal Naming-Tower Field and Wilbur Field
● Conduct a public hearing for naming initiatives brought forth by Salina Baseball Enterprises, Inc. for two facilities located at Berkley Family Recreational Area.
● Approve Resolution No. 23-8156 for the honorary naming of the field known as Tower Field as "Roger Wilbur Field" and for the philanthropic naming of the field currently named Roger Wilbur Field as "Pestinger Family Stadium" subject to the precondition of the certification of available funding for renovations to the current "Roger Wilbur Field" in accordance with the Municipal Facility Naming Guidelines.
Consent Agenda
● Approve Resolution No. 23-8154 authorizing City staff to prepare and submit a grant application to the Kansas Department of Commerce (KDOC) for the 2023 Community Development Block Grant - Housing Rehabilitation, Demolition or Neighborhood Development Grant (CDBG - Housing); and authorize the City Manager to accept a grant award, execute the grant agreement, direct any administrative actions, and execute any documents necessary to implement the terms of the agreement.
● Award the bid for Project Number 23003, Cedar Ridge Drive, for $403,310.17 with a $20,200.00 (5%) construction contingency for a total project authorization not to exceed $423,510.17 and authorizing the City Manager to execute a contract with T&M Concrete Construction Company of Junction City upon fulfillment of all prerequisites under the bid documents.
● Authorize the Mayor to execute an agreement between the City and Salina Baseball Enterprises, Inc. relating to Wilbur Field and James Matson Field with clarifications identified after the Governing Body previously authorized the execution of the agreement.
Administration
● Approve Ordinance No. 23-11177, on second reading, amending the City of Salina Municipal Code sections 6-333, 6-361, and 6-379, to define parades and rolling parades, identify the permit level applicable to block parties and rolling parades, and establish how an event is determined to be a rolling parade, and repealing the existing sections.
● Approve Ordinance No. 23-11166, on second reading, amending Chapter 38, Article I of the City of Salina Municipal Code by adopting the 2023 Standard Traffic Ordinance for Kansas Cities published by the League of Kansas Municipalities and repealing existing section 38-1.
● Approve Ordinance No. 23-11167, on second reading, amending Chapter 25, A1iicle I of the City of Salina Municipal Code by adopting the 2023 Uniform Public Offense Code for Kansas Cities published by the League of Kansas Municipalities and repealing existing section 25-1.

Augustine Addition
● Accept the offered easement and restricted access dedications from the Mark Augustine Trust (Mark Augustine) to serve the proposed Augustine Addition, a 4 lot subdivision of a 25.91 acre tract of land located at the southwest corner of Water Well Road and South 9th Street (Old US Highway 81).
● Approve Ordinance No. 22-11105, on second reading, requesting a change in zoning district classification from A-1 (Agricultural) to PC-5 (Planning Service Commercial) zoning district on a 25.91 acre tract of land located at the southwest corner of 9th Street and Water Well Road.
