The Salina Art Center and Art Cinema have been closed in response to the COVID-19 outbreak.&nbsp;

Following is a statement from Misty Serene, Salina Art Center interim executive director.

The safety and well-being of our members, guests, and staff are our highest priority. As such, I wanted to let you know that we are closely monitoring the coronavirus (COVID-19) situation as it evolves, and we are taking the following extra steps for everyone’s safety:

·&nbsp;Salina Art Center is closed through March 31, 2020. We anticipate the Salina Biennial will open on April 1 as scheduled, but the Artist Reception is moved to June 5.

·Salina Art Center Cinema is closed through April 2, 2020. Any advance purchased tickets are being refunded.

·All classes, special events, and programming have been cancelled through April 6. Parents are being refunded for classes they have paid for.

· We urge anyone with cold or flu symptoms, or who are not feeling well, to stay home.

The following notice was provide to Salina Post by Redeemer Lutheran Church, 743 East Magnolia Road.

Redeemer Lutheran Church is making sack lunches beginning tomorrow through this Friday, March 20th to help feed children in Coronado and Stewart schools. Parents can come by from 11-1 Tuesday through Friday and drive through to pick up sack lunches.

The 55th annual expo was scheduled for March 24-26 in Tony's Pizza Events Center.

Participating vendors will be notified directly by staff as future updates become available.

Chamber: Mid-America Farm Expo postponed

Police are looking for an SUV that was stolen in north Salina sometime late last week.

Salina Police Captain Paul Forrester said today that sometime between 4 p.m. Friday and 2 p.m. Saturday, someone stole a silver 2005 Dodge Durango valued at $1,500 from the 900 block of North Third Street. The SUV had a Kansas license plate of 990 KTN, he said.

A 42-year-old Salina woman who owns the vehicle told police that she thought someone had borrowed the SUV, but that turned out to not be the case, Forrester said.

All senior center activities and groups, with the exception of Meals on Wheels, have been canceled for the next eight weeks due to COVID-19 concerns, according to a news release today from Saline County.

Meals On Wheels will continue with changes in protocols.

· Coolers will be provided to MOW recipients.

· Volunteers delivering meals will put each meal in the cooler and knock on the door.

· Each volunteer will stand back approximately six feet and wait for recipients to answer the door.

· Volunteers are encouraged to speak to each recipient to ensure that they are well, but not enter their home due the possibility of spreading the virus to the recipient.

All senior center groups and activities have been canceled for the next eight weeks. Staff will be available for any questions, please call 785-827-9818.

Groups: exercise, art, bingo, sewing, computer, nail care, woodcarving, singing and any other group is suspended for the next eight weeks.

There is currently no vaccine to prevent COVID-19. The best way to prevent illness is to avoid spreading the virus and to avoid being exposed to the virus. The virus is thought to spread between people who are within about six feet of each other for at least 10 minutes through droplets from coughing and sneezing.

· Wash hands often with soap and water for at least 20 seconds or use a hand sanitizer that contains at least 60 percent alcohol.

· Avoid touching eyes, nose and mouth with unwashed hands.

COVID-19: Senior center cancels activities for next eight weeks

UPDATE 1 p.m. Monday:&nbsp;&nbsp;&nbsp;The Kansas State Fair has announced that it is closing its office to walk-in visitors beginning Tuesday. The administration building will reopen to walk-in business on March 30.

This action also includes the fair’s ticket office. Country artist Chris Janson’s concert goes on sale to the general public Friday. All ticket sales will be conducted online only at this time. 

Staff will be present throughout the two-week period to take phone calls at 620-669-3600.

Breakout country star Chris Janson is bringing his “Real Friends” tour to the Nex-Tech Wireless Grandstand on Sept. 18. The high-octane entertainer and composer is known for songs “Buy Me a Boat,” “Drunk Girl” and “Good Vibes.”

Tickets go on sale at 8 a.m. Friday. The Fair’s ticket office will be open from 8 a.m. to 5 p.m. that day to accommodate walk-in traffic and phone calls. Ticket prices are $25 to $65, which includes gate admission to the Fair if purchased by Aug. 15.

UPDATE: 'Buy Me a Boat' singer Chris Janson coming to KS State Fair

The Salina City Commission study session scheduled for 1:30 p.m. today has been canceled.

The city released the following statement concerning the study session.

The City of Salina has been monitoring the rapidly changing novel coronavirus (COVID-19) situation. Currently, City staff is working to make adjustments based upon the guidance from the Centers for Disease Control (CDC, Kansas Department of Health and Environment (KDHE, and the Saline County Health Department.

According to the CDC's guidance for the next eight weeks, it is recommended that organizers (whether groups or individuals) cancel or postpone in-person events that consist of 50 people or more throughout the United States. The Saline County Health Department is in support of this guidance.

Since it is likely that the attendance at the City of Salina study session scheduled for Monday, March 16 at 1:30 p.m., could exceed 50, it has been has been canceled. The City Commission meeting at 4 p.m. will still take place in Room 107 and attendance is not anticipated to exceed 50.

Review of additional City meetings is underway and additional announcements will be forthcoming.

Salina City Commission Monday study session canceled

A vehicle stolen Thursday ended up crashing into a tree late Sunday night and the driver was later found under a garage workbench.

Salina Police Captain Paul Forrester said this morning that an officer on patrol Sunday night in the southwest part of town recognized a white 2013 Hyundai Elantra driving northbound in the 1900 block of Haskett Avenue as one that had been stolen Thursday in the 400 block of South College Avenue. The officer believed the driver was Seth Finch, 25, of Salina, who had active felony warrants and who had been reported as a possible suspect in the theft of the car, Forrester said.

The officer saw the car turn into a driveway in the 700 block of Smith Avenue, Forrester said. While the officer was waiting for backup, he observed a female in the front passenger seat and several juveniles in the back seat, he said.

A short time later Finch started the car and drove it through the yard of the residence, through a fence, and into a tree, Forrester said. Finch then jumped out of the car and fled on foot, he added.

The officer made contact with the other occupants of the car, a 34-year-old female, and three girls, ages 6, 7, and 10, Forrester said. All four complained of head pain due to the crash, he said. The two youngest girls were not in child safety restraints, Forrester added.

A K9 was deployed to track Finch, and he was located a short time later under a workbench in an open detached garage in the 600 block of Maple Avenue, Forrester said.

Finch was arrested on a felony probation violation warrant out of Saline County and a felony probation violation warrant out of Dickinson County, as well as on suspicion of the following, Forrester said.

Fleeing and eluding resulting in a motor vehicle accident

Felony interference with a law enforcement officer

Three counts of aggravated endangerment of a child

Damage to a seven-foot section of the fence was estimated at $100, Forrester said. There was no damage estimate for the vehicle.

While the officer was waiting for backup, he observed a female in the front passenger seat and several juveniles in the back seat, he said.A short time later Finch started the car and drove it through the yard of the residence, through a fence, and into a tree, Forrester said. Finch then jumped out of the car and fled on foot, he added.The officer made contact with the other occupants of the car, a 34-year-old female, and three girls, ages 6, 7, and 10, Forrester said. All four complained of head pain due to the crash, he said. The Kansas State High School Activities Association (KSHSAA) has suspended all spring sports and activities through March 22.

In a message on the KSHSAA website, the organization wrote, "Effective Monday, March 16, all spring sports and activities are suspended through Sunday, March 22. This includes cancellation of all practices and competitions for this week. This prohibition is consistent with KSDE and governmental guidance and may be extended, should conditions warrant. Please note spring sports team members are prohibited from club or outside team participation and practice during this period. Not only would such outside participation be contrary to handbook rule, it would be contrary to the very reason activities are cancelled during the time we seek to mitigate potential transfer of the contagion."

Salina Public Library continues to actively monitor the coronavirus (COVID-19). Out of an abundance of caution, and
 to provide a healthy and safe environment to library patrons, volunteers, and staff, the library is implementing specific measures to encourage social distancing.&nbsp;

Beginning Monday, all library events and meeting room reservations will be canceled. Those who have registered and paid for events through the library’s CLASS program will receive refunds. Library staff will be in contact with CLASS students. No new meeting room reservations
 will be allowed at this time. The library will reevaluate these actions no later than April 3.

The library will remain
 open regular hours. Public computers, gaming systems and printing will not be available, and the gaming room will be closed. Toys, puzzles and games have been removed. Large gatherings will not be allowed.

Patrons returning materials,
 with the exception of hotspots, are asked to use bookdrops rather than handing them directly to staff at service desks. Bookdrops are located at the library in the south entry and the west exterior wall, as well as offsite at all three Dillons stores.&nbsp;

Volunteers are not needed
 during this time and will be contacted when their valuable service will resume. Material donations, such as books, will not be accepted until further notice.

The library asks that
 anyone feeling ill not come to the library, and those exhibiting signs of illness will be asked to leave. Patrons who have materials to return or holds to pick up should contact Kristi Hansen, Head of Circulation,

Parents were notified this evening that Salina Public Schools will be closed March 16-20, 2020. This decision was made based upon a recommendation from the Kansas State Department of Education (KSDE) that all schools in the state of Kansas close for the week of March 16-20.&nbsp; This recommendation came as a result of joint discussions between state health and education leaders, school district leaders, and educational organization leaders.

School closure guidance did not change, but KSDE strongly recommended that all Kansas school districts close at the same time to allow statewide planning. Further recommendations for district and county health leaders are expected later this week. The closure will allow leaders from across the state to develop a strategic plan for addressing COVID-19.&nbsp; Planning will occur at the state, local and district level.

The closure will assist in limiting social interaction in our community.&nbsp; For this to work, parents and guardians are asked to help by keeping their child home and practicing social distancing.&nbsp; Preventative measures will only be effective if we all work together. In addition, practice habits that prevent the spread of germs.

The school district will continue to update families as more guidance is received. Information and resources are available on the district website, <a href="http://usd305.com">usd305.com</a>.

As of today, March 15th, 2020, Saline County has not had any positive cases of COVID-19.

Tests have been performed and sent to the Kansas Department of Health &amp; Environment, but all have been negative at this time.

The Saline County Health Department supports the recommendation of Kansas State Department of Education to close all schools March 16-20th. This will allow state and local partners to determine the best course of action for future response regarding this fluid situation.

Governor Kelly will be making an announcement on this evening at 6 p.m. The Health Department will continue to work with all Salina and Saline County School Districts regarding future closures. For additional information please refer to your school district.

Testing for COVID-19 is underway. Currently, to be tested for COVID-19 at the Kansas Health and Environmental Laboratories (KHEL, approval must be obtained through the KDHE Epidemiology Hotline by a healthcare provider. KHEL is currently testing for COVID-19 twice a day and KDHE is calling submitting healthcare facilities/medical offices and local health departments with positive, indeterminate, and unsatisfactory test results, regardless of time of day.

Dr. Norman from KDHE was quoted from other media sources “Anyone whose doctor asks for a test in Kansas will get one, as long as they’re showing symptoms. We don’t test well people because well people will test negative.”

The Centers for Disease Control (CDC) has updated their guidance on large events and mass gatherings. The CDC recommends “For the next 8 weeks, organizers (whether groups or individuals) cancel or postpone in-person events that consist of 50 people or more throughout the United States.” <a href="https://www.cdc.gov/coronavirus/2019-ncov/community/large-events/massgatherings-ready-for-covid-19.html">https://www.cdc.gov/coronavirus/2019-ncov/community/large-events/massgatherings-ready-for-covid-19.html</a> The Saline County Health Department is in support of this guidance.

COVID-19: The latest from Saline County -- March 15

TOPEKA, Kan. (AP) — Gov. Laura Kelly and Kansas' top education official has urged public schools to remain closed this week to check the spread of the virus that causes COVID-19. 

The state health department also called Sunday for people who are traveling outside the U.S. or to several other states to quarantine themselves for two weeks upon their return. Kelly had a news conference to reinforce Education Commissioner Randy Watson's recommendation that schools close if they were not to be on spring break. 

The state health agency recommended home quarantines for anyone who was traveling Sunday or later outside the U.S. or to California, New York or Washington state.

TOPEKA —Late Sunday afternoon,&nbsp;&nbsp;Kansas Education Commissioner Dr. Randy Watson strongly recommended that schools currently coming off of spring break, suspend operations for the week March 16-20. 

All schools scheduled for spring break the week of March 16-20 will continue as planned. For schools who have spring break later in time, Commissioner Watson is strongly recommending they also close schools for the period of March 16-20.

"Closing all schools during this same period of time provides Kansas officials the time needed to finalize a comprehensive plan for how to address COVID-19.

It is critical that we all follow a coordinated response to this situation," according to Watson.

Kansas Governor, Ed Commissioner urge school closings

SALINE COUNTY —Three people were injured in an accident just after noon Sunday in Saline County.

The Kansas Highway Patrol reported a 2005 Mercury Mariner driven by David A. Malay, 67, Lincoln, NE., was westbound on Interstate 70 one mile west of the Interstate 135 interchange.

The Mercury rear-ended a 2018 Dodge Journey driven by Ashley Jo Trow, 30, Salina, who was making an illegal u-turn through the median.

EMS transported&nbsp;Jaleigh Trow, 12,&nbsp;Adiliese Trow, 4, and&nbsp;Zuhrya Trow, 8, all of Salina to the hospital in Salina for treatment of minor injuries.&nbsp;

Malay and Ashley Jo Throw were not injured. All five were properly restrained at the time of the accident, according o the KHP.

In Kansas, the Boyd family name is synonymous with newspapers. Today we’ll meet a Boyd family member and fourth-generation Kansas newspaperman who’s won numerous honors for his lifetime of dedication to his community.

Dick Boyd and his wife Mary Beth were owners and publishers of the Norton Daily Telegram for 32 years. He continues to write sports for the weekly&nbsp;<a href="http://nwkansas.com/NCTwebpages/ntmain.html" target="_blank">Norton Telegram</a>.&nbsp;

Dick’s great-grandfather, George Boyd, was the owner of the Kensington Mirror newspaper in the rural community of Kensington, population 473. Now, that’s rural. George’s son Frank learned the newspaper trade as a boy and then went to Kansas State University, where he met and married Mamie Alexander.

In 1907, Frank and Mamie Boyd bought the&nbsp;<a href="http://www.phillipscountyreview.com/" target="_blank">Phillips County Review</a>&nbsp;in Phillipsburg. They had two sons: McDill, who was nicknamed Huck, and Frank Jr., who was nicknamed Bus. Both followed in their parents’ footsteps, attending K-State and then launching their own newspaper careers. Huck married Marie Kreikenbaum and joined the Phillips County Review. Bus married Mary Folwell Dexter and they published the&nbsp;<a href="https://www.superiorne.com/" target="_blank">Jewell County Record</a>&nbsp;in Mankato, where Dick and his siblings were born and grew up.

Dick Boyd developed a lifelong love of sports. He was so athletic that he earned a full football scholarship at K-State. He earned a degree in technical journalism in 1959 after being named Most Inspirational Player by his football teammates during his senior season. He also married Mary Beth Brooks, a K-Stater from Concordia.

Dick Boyd was commissioned as a second lieutenant and served 2 1/2 years in the United State Army, which included being head football coach of the post co-champion team at Fort Bragg, North Carolina. The Boyds then relocated to Phillipsburg, Kansas, to work with Dick’s uncle, Huck Boyd, at Huck’s newspaper. During his eight years at the Phillips County Review, Dick served as advertising manager, reporter and photographer. In 1968, Dick received an award for best advertising idea from the&nbsp;<a href="https://www.nna.org/" target="_blank">National Newspaper Association</a>.

In 1970, Dick and Mary Beth bought the Norton Daily Telegram. At the time of the purchase, the newspaper had a circulation of 3,365 in a county of 7,000 plus. By 1982, the county was down to 6,500, but the circulation of the paper had increased to 3,613. At the time, the Norton Daily Telegram had the largest circulation in the nation among counties the size of Norton.

In 1981, Dick received the Award for Outstanding Journalism from the Nebraska General Federation of Women’s Clubs. His paper was a frequent winner in the Kansas Better Newspaper and National Newspaper Association contests. He’s been named Media Person of the Year three times by the Kansas Wrestling Coaches Association and recipient of the Oscar Stauffer Award for Sportswriting by the Kansas State High School Athletic Association.

Dick’s approach to reporting focused on regional coverage, the positive aspects of the news, and covering state and local news with a hometown touch. Mary Beth would often step in at the office as needed, serving as substitute news reporter, society editor, or proofreader.

In 2002, Dick and Mary Beth sold the paper with the understanding that he would continue to cover local athletics. In 50 years, Dick missed attending and covering just six Norton High School Blue Jay football games. As another former publisher said, “Dick is unique in the world of sportswriting. He strives for perfection and comes mighty close to achieving that unachievable goal.”
