Here is today's COVID-19 update from Saline County:

As of 5 pm, March 25th, 2020, Saline County has not had a confirmed positive case of COVID19. Just because no positive cases have been reported through our official channels, doesn’t mean that there isn’t a potential for a positive case to exist within our community. It is possible that a person hasn’t met the requirements for the testing set by KDHE and have been advised by their medical provider to self-quarantine. When a positive case is identified in Saline County, the Saline County Health Department will be the only official source to release that information.

Dr. Norman from KDHE conducted a press conference today. There are 126 positive COVID-19 cases in Kansas, which is an increase of 28 from yesterday. Dr. Norman addressed that he expects that the positive cases have a great potential to double in the next 3-4 days. This information is yet another reason for the citizens of Salina/Saline County to take this situation seriously. Just because it is reported that no positive cases are in Saline County, doesn’t mean that there aren’t people that are doing the right thing and self-isolating at home, monitoring their symptoms and communicating with their medical provider.

We are aware of the other Counties that have instituted stay-at-home orders. Our County Health Officer’s position for not implementing one is simple; a stay-at-home order has an exhaustive list of exemptions of those trades that are considered essential. A stay-at-home order is not a game of how you can figure out how to get around the exemptions so that you can leave your home and do what you want. That is the wrong approach. We are asking you to stay-at-home voluntarily by heading the public health messages that are all over the State of Kansas and the U.S. and stay at home. If you must go out for essential things such as reporting to work or grocery needs, then do so; but observe the social distancing guidelines that are a proven epidemiological practice.

Testing in Saline County is being done, but does adhere to the testing guidelines set forth by KDHE and typically reserved for the sickest people. Commercial labs can do testing, and have been for a few days now, providing for more testing being completed each day across the State.

Testing must be authorized by a medical provider and approved through either KDHE’s lab or a commercial lab. KDHE released interim guidance for Cosmetology, Barbering, Tanning, Tattoo shop establishments today:

•Establishments are asked to be extra vigilant in cleaning and disinfection.

•Practicing alternate scheduling practices.

•Screening questions that should be asked of clients before arriving to an establishment.

•Working with your local municipality and local county health department on additional guidance.

We cannot stress enough the importance of preventing the spread of diseases by:

• Staying at home if you are sick.

•Covering your sneezes and coughs.

•If you have concerns about your health condition, please call your healthcare provider.

With COVID-19 shuttering schools,
parents everywhere are turning to home-schooling options and exciting
activities for their young ones. Offering dance for all ages, THSD now has found the perfect solution to bring the studio into the home: THSD Online.&nbsp;

Classes began on Monday in all genres of dance for ages two and up. In addition to online courses in
ballet, tap, jazz and street jazz, THSD also offers tumbling and adult classes.
THSD’s outstanding teaching staff will lead students in exercise, choreography,
song and more from the comfort of everyone's home, keeping staff and students
healthy.

The COVID-19 pandemic is changing the way local, state, and federal law enforcement agencies respond to standard procedures for releasing property to citizens.

Typically, citizens walk into the lobby and request to speak with evidence personnel to make arrangements to collect property (found property, court ordered returns, release of bikes, etc.).

In order to reduce concerns related to employee health issues due to the COVID-19 pandemic, the following procedural changes are temporarily being implemented in an effort to reduce employee citizen contacts.

If a citizen is inquiring about return of property, they are requested to call the police department’s direct line, (785) 826-7210, Monday-Friday between the hours of 9 a.m. and 4 p.m., and request to speak with an evidence technician.

The evidence technician will assist the citizen to determine if the citizen is able to:

•Lawfully receive the requested property

ABILENE –&nbsp;Americans of all ages are experiencing increased social isolation and loneliness in combatting the COVID-19 pandemic.&nbsp; 

According to the National Institute on Aging, nearly 14 million older adults in the U.S. live alone and are especially vulnerable during this time. Their research has linked social isolation and loneliness to higher risks for a variety of physical and mental conditions:&nbsp;high blood pressure,&nbsp;heart disease,&nbsp;obesity, a weakened immune system, anxiety,&nbsp;depression,&nbsp;cognitive decline,&nbsp;Alzheimer’s disease, and even death.&nbsp; 

Memorial Health System Senior Life Solutions&nbsp;is encouraging people to engage in meaningful, productive activities to help boost mood and maintain their overall emotional health and well-being.

Jandi Wells, program director of Senior Life Solutions, said “It is important to find ways to connect and engage in activities to help mitigate symptoms of anxiety and depression during this time.&nbsp; We put together these quick tips to share with our communities and hope they will encourage self-care and support.”

Quick Tips for Older Adults Experiencing Social Isolation

1.&nbsp;&nbsp;&nbsp;&nbsp;Find or keep a sense of purpose.&nbsp; Take up a hobby such as growing an herb garden, crossword puzzles, knitting, or other activities.&nbsp;

MHS: Tips to cope with anxiety, isolation during pandemic

TOPEKA – Within 48 hours of Governor Laura Kelly announcing the establishment of the Hospitality Industry Relief Emergency (HIRE) Fund, all $5 million allocated for the loan program have been awarded.

“The hospitality industry in Kansas was one of the first to be hit financially by the COVID-19 crisis,” Governor Kelly said. “Department of Commerce Secretary David Toland and the teams at Commerce and NetWork Kansas moved swiftly to stand up the&nbsp;HIRE&nbsp;Fund program and process applications in a short period to help us quickly get these critical dollars into the hands of hospitality businesses across the state.”

The initial response to the&nbsp;HIRE&nbsp;Fund program was overwhelming. More than 1,400 applications for funding were received, with more than 800 submitted within 24 hours of the program being announced.

In total, 344 Kansas hospitality businesses will receive&nbsp;HIRE&nbsp;Fund loans. In the Kansas City metro area, $2 million will be distributed amongst 136 businesses; in Sedgwick County, $1 million will be distributed to 68 companies; and across the rest of the state, $2 million will be distributed to 140 businesses.

“We know that many Kansas businesses are struggling right now, and we know that $5 million doesn’t come close to making up the losses that the hospitality industry and others have and will continue to incur,” Secretary Toland said. “But anything we can do – no matter how big or how small – to infuse dollars into Kansas businesses to help them make payroll, pay their electric bills or meet their mortgage obligations, we’re going to do it.”

The&nbsp;HIRE&nbsp;Fund, which was announced Friday, offers Kansas hospitality businesses including event and convention centers, restaurants, bars and lodging facilities one-time, zero-interest loans up to $20,000. The program is administered by NetWork Kansas, a non-profit with a system of small business loan underwriters across 64 Kansas counties.

“Standing up a new loan fund within a matter of days wouldn’t have been possible without our partners at NetWork Kansas,” Secretary Toland said. “Their team spent hours over the weekend processing and responding to the hundreds of applications received, and we couldn’t be more grateful for their support to get these dollars quickly into the hands of those who need it most right now.”

Local, area businesses among HIRE loan recipients

LINCOLN COUNTY— Two people were injured in an accident just after 9a.m. Wednesday in Lincoln County.

The Kansas Highway Patrol reported a 2008 Freightliner box truck driven by&nbsp; Nikaj Amarildo, 44, Grand Blanc, MI., westbound on Interstate 70&nbsp;near the Beverly, Carneiro exit.

The truck entered the north ditch and struck a delineator post. The driver overcorrected, entering the median, the eastbound lanes and overturned, coming to rest in the eastbound lanes facing north.

EMS transported&nbsp; Amarildo and a passenger in the sleeper identified as Adrian M. Endsley, 43, Lacona, NY., to Salina Regional Health Center.

Both lanes were blocked from an over-turned box truck in far eastern Lincoln County near the Beverly,&nbsp;Carneiro&nbsp;exit, according to the Kansas Highway Patrol

&nbsp;Traffic was still able to pass when driving on the median shoulder. Authorities have not reported any injuries.

     first meeting via teleconference Tuesday.&nbsp;

     project on South&nbsp; Simpson Road between East Magnolia Road and East Crawford Street.&nbsp; This project would begin in late 2021 or
     2022, will add shoulders to the roadway and regrade the ditch slopes with
     flatter slopes.&nbsp; All drainage
     structures will also be extended or replaced.&nbsp; This program allows for a 90/10 cost
     share, with Saline County’s cost estimated at $58,000.&nbsp; Commissioners approved that the
     appropriate forms be sent to the Kansas Department of Transportation (KDOT) to receive the funds and move forward
     with the project.

Mader also told commissioners that Union Pacific Railroad and KDOT have two projects that
     would add crossing signals with gates on county roads.&nbsp; One project is on South Muir Road, south of
     Kansas Highway 140 and the second project is in Bavaria east of the grain
     elevator.&nbsp; Union Pacific will build
     and maintain the projects, while KDOT will be responsible for 100 percent of the
     engineering and construction costs.&nbsp;
     These entities have asked for Saline County to provide the advanced
     warning signs, which are already in place, so there is no budget impact on
     Saline County on these projects.&nbsp; Commissioners
     approved to sign the agreement with Union Pacific and KDOT.

Commissioners awarded the
     bid for traffic paint to Vogel Paint &amp; Wax Company to purchase white
     and yellow paint.&nbsp; They also awarded
     the bid for reflective traffic beads to McConnel &amp; Associates.&nbsp; The combined cost of these items is
     $91,982.

Commissioners voted to
     authorize the chairman’s signature on the construction manager at risk
     contract with Turner Construction as it relates to the Saline County Jail
     Project.&nbsp; Their fee for pre-construction
     services is $58,000, which will be paid out of the Capital Improvement
     Project account.

Commissioners approved a
     temporary COVID-19 advanced paid leave directive for Saline County.&nbsp; This directive helps to provide some
     relief to employees who have depleted their leave time or for new
     employees who haven’t accrued enough leave time.&nbsp; This directive could advance up to
     80-hours of paid leave to employees that are directly affected by COVID-19
     quarantines or isolation measures, arrangements for alternate child care,
     or providing child care on an emergency basis.

Commissioners also
     approved several personnel policies to be updated.

Saline County is still
 accepting expression of interest forms from citizens who have an interest
 in serving on the Saline County Crime Victim’s Fund Board.&nbsp; This board position serves to assist
 with fiscally aiding victims of crimes and assist in the review of
 applications from victims applying to receive funds.&nbsp; These funds are derived from diversion
 fees and reimbursements or restitution collected from offenders.&nbsp; Interested citizens can fill out the

Rolling Hills Zoo wants you to help name its maned wolf pup

Additional charges have been requested against a Salina man who was arrested after he led law enforcement personnel on a chase from New Cambria into Salina early Tuesday.

Salina Police Captain Gary Hanus said this morning that Tanner Wheeler, 24, of Salina, has also been arrested in connection to a burglary at the Evergy substation warehouse at 429 North Second Street. The burglary occurred sometime late Monday night or early Tuesday morning, Hanus said.

According to Hanus, a total of $17,800 worth of items were taken from the warehouse, many of which were found in the pickup Wheeler abandoned when he fled on foot on South 11th Street shortly before being apprehended. Those items include the following, Hanus said.

A hydralic press head and case, valued at $1,300

A Milwaukee bandsaw and case, valued at $400

A hydralic pump and case, valued at $6,000

A battery-operated press, valued at $1,500

Electrical line connectors, valued at $3,000

A missing 18-inch Stihl chainsaw valued at $100 was not recovered, Hanus said.

Additional charges requested for Wheeler include the following, Hanus said.

“It was the best of times, it was the worst of times, it was the age of wisdom, it was the age of foolishness, it was the epoch of belief, it was the epoch of incredulity, it was the season of Light, it was the season of Darkness, it was the spring of hope, it was the winter of despair…” – Charles Dickens, A Tale of Two Cities

We are a nation consumed by one issue: coronavirus. I am not writing to make light of this serious issue, merely to observe the Dickens like dramatic feel that has our world waiting with bated breath for what the next chapter will bring.

A few months ago, prior to the public health concerns our story was similar to a novel. It was the best of times. A time of prosperity with the stock market high and unemployment low, advances in technology and medicine relieving the world’s ailments. The luxury of knowledge, plus material goods and foods delivered with the tap of your fingertips.

It was also the worst of time. People constantly at risk for burnout because we can’t escape the constant connection electronics provide. Millennials suffering from chronic errand paralysis, where a few small unurgent tasks nag at us for months because we just can’t find the time to check them off a list. Experts voiced concerns in our children, entertained by electronics every minute of the day, never learn the creativity born of boredom, and our current culture doesn’t allow many children to have the character building experiences that come from failures or not winning.

Reflecting on my life, I mostly consider it the best of times. I love my career communicating about the important work of agriculture. Marc and I are working together to build a foundation for our family through life on the farm. I volunteer much (probably too much) of my time with organizations that I believe in whole-heartedly. I am incredibly blessed in this life.

My biggest wish is often for more time. Constantly overwhelmed by the demands of my job, plus all my volunteer commitments, and eternally behind on all the everyday responsibilities like laundry and grocery shopping, I sometimes just want to hit pause.

I think many people can identify with the desire to hit the pause button so we can metaphorically get up and stretch our legs, get a snack and throw away candy wrappers. That extra moment to get healthy, feed our mind and soul, and organize our affairs. It would make everything better.

Currently, my sense of irony is excitedly exclaiming, “be careful what you wish for!”  So many of the extra things in my life like volunteer obligations, organizational and social events have been temporarily halted.

The world continues to function and for many it has added responsibilities and challenges. We should all be grateful for the people who work in key sectors like medicine, public service, transportation, agriculture and food supply chain sectors who are continuing to work under less than ideal conditions.

But outside those foundational obligations, there is opportunity in this pause. Make your kids go outside so you can read Dickens. Find a way to do something good for your neighbors. Take control of your health. Give yourself the grace to be imperfect.

It won’t be long before the world hits play and things return to normal. Now is your time to make a change, take control of something that has felt beyond your reach or maybe just enjoy yourself for a bit.

Find the opportunity in this pause and make the most of it.

The City of Salina has been monitoring the rapidly changing Coronavirus (COVID-19) situation. 

Currently, City staff are working to make adjustments based upon guidance from the Centers for Disease Control (CDC, Kansas Department of Health and Environment (KDHE) and the Saline County Health Department.

In response to previous and emerging COVID-19 guidelines, this year’s E-Waste Recycling Event, scheduled for May 2, has been canceled.

These efforts are being made to align with the following: 

• the president’s Coronavirus Guidelines for America: 15 days to slow the spread, which began on March 16 and involves avoiding gatherings of 10 or more people for a 15-day period;

 • the Centers for Disease Control and Prevention’s guidance for the next eight weeks, which recommends that organizers (whether groups or individuals) cancel or postpone in-person events that consist of 50 people or more throughout the United States; 

• Governor Kelly’s Executive Order NO. 20-04, effective through May 1 on social distancing to help slow the spread of COVID-19 in Kansas.

City cancels e-waste recycling event on May 2

Today is Wednesday, March 25, the 85th day of 2020. There are 281 days left in the year.

On March 25, 1931, in the so-called "Scottsboro Boys" case, nine young black men were taken off a train in Alabama, accused of raping two white women; after years of convictions, death sentences and imprisonment, the nine were eventually vindicated.

In 1634, English colonists sent by Lord Baltimore arrived in present-day Maryland.

In 1894, Jacob S. Coxey began leading an "army" of unemployed from Massillon, Ohio, to Washington, D.C., to demand help from the federal government.

In 1911, 146 people, mostly young female immigrants, were killed when fire broke out at the Triangle Shirtwaist Co. in New York.

In 1915, the U.S. Navy lost its first commissioned submarine as the USS F-4 sank off Hawaii, claiming the lives of all 21 crew members.

In 1947, a coal-dust explosion inside the Centralia Coal Co. Mine No. 5 in Washington County, Illinois, claimed 111 lives; 31 men survived.

In 1960, the U.S. Court of Appeals for the Second Circuit, in New York, ruled that the D.H. Lawrence novel "Lady Chatterley's Lover" was not obscene and could be sent through the mails. Ray Charles recorded "Georgia on My Mind" as part of his "The Genius Hits the Road" album in New York.

Crack sealing work on City of Salina streets continues.

According to information from the city, Wednesday through Friday, Circle C Construction of Goddard will continue sealing cracks on the following City of Salina streets, weather permitting:

Residents will be asked to remove their cars from streets to facilitate the work, which will take place generally between the hours of 8 a.m. and 5 p.m. Access to properties within work zones will be maintained at all times. “Road Work Ahead” signs will be placed in advance of work zones, and temporary single-lane closures are to be expected. Motorists are asked to proceed with caution when approaching work zones for the safety of the crews performing the work.

The annual crack and joint sealing program is an important and cost-effective preventive maintenance component of the City of Salina’s annual street repair program. Crack sealing the pavement helps prevent water from penetrating into the pavement structure or sub-base material and aids in reducing a number of pavement problems which include: crack spreading; formation of voids under pavement; swelling and shrinking of sub-base materials; freeze-thaw action; alligator cracking; potholing; and complete failure. Because of its importance and cost- effectiveness, the Department of Public Works strives to seal each asphalt street in Salina no less often than every seven years. Approximately 20 centerline miles of streets will be sealed in 2020.

The $259,000 project is a major component of the City of Salina’s $5.4 million 2020 maintenance capital improvement program.

City street crack sealing continues Wednesday

DICKINSON COUNTY -- Two earthquakes shook parts of Dickinson County Tuesday afternoon.

The first quake, a magnitude 2.5, temblor, struck at 1:56 p.m. Tuesday, according to the Kansas Geological Survey (KGS). The earthquake was centered approximately one mile east of Solomon.

Second earthquake, a stronger 3.6 magnitude temblor, struck at 4:31 p.m. Tuesday, KGS noted. The second quake was centered northeast of Hope, just northwest of the intersection of 1000 Avenue and Rain Road.

Two quakes rattle parts of Dickinson County on Tuesday

The Salvation Army of Saline County has announced that it will continue to offer meals to those needing assistance at this time and they've added an extra day of food service!

Because of the COVID-19 pandemic, meals will now be handed out at the south door of The Salvation Army, 1137 North Santa Fe Avenue, according to information provided by the organization. Serving times will continue on the following schedule as needed, the organization noted.

"With so many children out of schools and parents' budgets stretched, as well as the early shopper hoarding, we are trying to reach the most vulnerable families and homeless populations out there," Captain Lynn Lopez told Salina Post. "We just began to offer Saturday meals because of the instant message requests for meals on our Facebook page."

Lopez said The Salvation Army is taking extra precautions to protect both those it serves and its own personnel.

"I am a certified emergency disaster person. So as soon as I knew this was going to get worse, I began planning for how we could help the community in the best ways," she said. 

Lopez said the local organization ordered deep sanitizers, Clorox wipes, and blue gloves. Sleeves of to-go plates and other items necessary for the current operation also were purchased. 

"I implemented the drive thru/walk thru to-go meals at the door and simply ask how many they need to feed their family," she said.

Lopez noted that in addition prepping for deep cleaning, the COVID-19 outbreak has had another impact on the organization.

"The main change is the number of meals we are serving. We have an excellent cook who works diligently to provide nutritious, stick-to-your-ribs-meals," Lopez said.

Prior to the pandemic outbreak, the local Salvation Army fed 45-75 meals per day, with some suppers seeing more than 100, Lopez explained. Those were prepared by the organization's cook and served by local church volunteers, she said.

Now the organization is serving 185 to 200 meals per day, Lopez noted. Staff from the temporarily closed Salvation Army thrift store now assist the organization's cook, she said. Additionally, the officer staff is helping prepare and serve the meals at the door, Lopez said.

The morning meal consists of a continental breakfast with a cup of coffee and milk if it is available, while the noontime meal is a hot lunch or soup and sandwich, and supper is a hot meal, Lopez explained.

Lopez said that the local organization is also providing other services to help others.

"We continue having emergency services available such as our food pantry and the showers. We basically do phone interviews so we can look the client up in our database for approval. Then we meet them at the door with a food box. All carts are then cloroxed-down for next use," she said.

"We are praying for relief from this virus and have taken to posting church services online in Facebook. On Sundays I call people and visit with them to make sure everyone is doing OK mentally, physically, emotionally, and spiritually," said Lopez, who is working toward her chaplaincy certification.

Lopez noted that soon, The Salvation Army will have an 800 number for people "who are stressing out from staying home all the time and whatever various emotions they are experiencing."

"If there is more The Saline County Salvation Army can do I would like to hear from other leaders in the community in order to plan for changes," Lopez said. "God bless and keep each one in His perfect care. He is our shelter and refuge!"
