Two people were injured in a one-vehicle accident approximately six miles west of Salina Thursday afternoon.

First responders were dispatched to the intersection of West Crawford and South Hedville at 4:03 p.m. Thursday for the report of an injury accident, Saline County Sheriff Roger Soldan said this morning.

A red 1995 Chevrolet pickup driven by Kieran Cunningham, 18, of Salina, was eastbound on West Crawford when it drove through a large pool of water and Cunningham lost control of the vehicle, Soldan said. The pickup crossed through the intersection with South Hedville, struck a stop sign, and partially rolled onto a fence, he said.

Cunningham and a passenger, Malaysia Johnson, 20, of Salina, complained of minor injuries and were transported by EMS to Salina Regional Health Center, Soldan said. Another passenger, Taylor Johnson, 20, Salina, was not injured, he said.

Cunningham was cited for failure to yield, Soldan said.

TOPEKA —The Kansas Supreme Court on Friday remanded the case of a former Hays teacher convicted of child sex crimes back to a Saline County district court.

<a href="https://hayspost.com/posts/5df2370d301f75059758e7ce">Brooke Dinkel, 38, who formerly taught in Hays and was a counselor at Smoky Valley Middle school in Lindsborg,</a>&nbsp;appealed her convictions from 2014. She was convicted of two counts of rape of a child under the age of 14.

"Most of Dinkel's claims related to her defense that the alleged victim — K.H. — raped her and that she continued the sexual contact because K.H. was blackmailing her and she had a mental disease or defect," the court said in its summary Friday.

"Writing for a unanimous Kansas Supreme Court, Justice Eric Rosen held a defendant's claim that he or she was forcibly raped is relevant to the crime rape of a child under the age of 14 because it negates the voluntary act requirement. The Supreme Court reversed the Court of Appeals and remanded the case to the district court with directions to hold a hearing on whether Dinkel's trial counsel was ineffective for failing to argue the State did not establish the voluntary act requirement. The Supreme Court retained jurisdiction of the case."

Case of former teacher convicted of sex crimes sent back to district court

Beginning Monday, the Kansas Department of Transportation (KDOT) will begin pavement patching on northbound and southbound U.S. 81 in Ottawa County. 

Work will occur between the bridge over Lindsey Creek at mile marker 168 and continue approximately nine miles north to the Rifle Road intersection.

Construction will occur during daylight hours and traffic will be reduced to one 16-foot lane through the work zone at a reduced speed. Drivers should expect minor delays, not exceeding five minutes.

The prime contractor for this $749,000 project is Bryant and Bryant of Halstead. The contractor has scheduled this project to be completed by November, weather permitting.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a work zone. KDOT: Lane closure for pavement patching on U.S. 81 in Ottawa County

ABILENE -- The Kansas Healthcare Collaborative (KHC) recognized Kansas hospitals recently at the conclusion of the AHA/HRET Network—a major patient safety initiative spearheaded by the American Hospital Association/Health Research &amp; Educational Trust (AHA/HRET) and coordinated in Kansas by KHC.

Abilene's Memorial Hospital received the “Highest Achievement with Distinction” recognition for working toward AHA/HRET Network goals set by the Centers for Medicare &amp; Medicaid Services (CMS) to reduce hospital-acquired conditions and preventable readmissions. Memorial Hospital is one of only fourteen Kansas hospitals to receive this achievement.

“We are pleased to receive this special recognition of our team’s patient-focused efforts to provide the best care possible to those we serve,” said Harold Courtois, CEO of Memorial Health System (MHS). “Working with the Kansas Healthcare Collaborative and its partners—as well as side-by-side with our peers across the state and with national experts—has provided our team the opportunity to advance patient safety and health outcomes more efficiently and effectively.”

“Our employees worked hard to implement changes and strategies that improved patient safety, and supported our mission of caring for our community,” MHS Chief Nursing Officer, Angie Johnson said.”

Since October 2016, more than 115 Kansas hospitals have worked collaboratively with KHC to achieve a 20 percent reduction in hospital-acquired conditions and a 12 percent reduction in 30-day hospital readmissions from 2014 baselines. Participating hospitals placed special focus on reducing patient harm, such as falls, adverse drug events, hospital-acquired infections, and pressure injuries. Hospitals also made progress in implementing key strategies for promoting health equity and patient and family engagement.

“We extend our&nbsp;congratulations&nbsp;and gratitude to all the hospitals across Kansas who participated in the AHA/HRET Network,” said KHC Executive Director Allison Peterson DeGroff. “For several years, this community of collaborative peers has inspired and driven each other to excel in leading data-driven quality improvement. It is challenging work – and it is critical work. Each hospital’s incremental changes lead to an exponential impact on the lives of patients and their families.”

The AHA/HRET Network included more than 1,600 hospitals across 34 states and U.S. territories. The initiative was supported by CMS under contract number HHSM-500-2016-00067C.

A watch means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.

During the watch status, KDHE recommends the following precautions be taken:

•Signage will be posted at all public access locations.

•Water may be unsafe for humans/animals.

•Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

•Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

•Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.

•Clean fish well with potable water and eat fillet portion only.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

Downtown Lincoln receives national recognition

The City of Salina’s Community
and Development Services Department is committed to providing fair,
transparent, and accessible public meetings in accordance with the Kansas Open
Meetings Act (KOMA). 

Due to the fluid nature of the COVID-19 directives from
the Saline County Health Department and the Governor of Kansas, many public
meetings have been cancelled since early March. In an attempt to resume
business, even with mass gathering limitations still in effect, the planning
commission employed the same methods used by the city commission and approved
by K.A.R 16-20-1 which specifically addresses how to conduct opening meetings
during an emergency declaration.

On June 2, 2020 at 4 p.m., the
planning commission met to hear three items: two zoning applications that
required public hearings and an application to re-plat a portion of a
subdivision. These items are as follows: 

•Application
#PDD20-1, filed by Salina Christian Academy, requesting a change in zoning
district classification from R-1 (Single-Family Residential) to PDD(R-2)
[Planned Development District / Multi-Family Residential] on a 2.05 acre site
at the southeast corner of Highland Avenue and Republic Avenue to allow the
former Lowell Elementary School to be converted to multi-family housing (Public
hearing continued from February 18, 2020 to allow the applicant to modify their
application to a Planned Development District.)

•Application
#Z20-2, filed by Joe Hill on behalf of the Joe Hill Trust, requesting a change
in zoning district classification from R-2 (Multi-Family Residential) to 1-2
(Light Industrial) on a vacant lot facing Reynolds Street. 

•Amended
Application #P08-2B, filed by William (Bill) Sheppard, on behalf of Grand
Prairie Villas, LLC requesting approval of a replat of Lots 18-36, Block 2 of
the Grand Prairie Addition to the City of Salina to further subdivide these
lots into 30 residential building lots. The replat area is located at the north
end of Bentgrass Drive and contains 7.73 acres (Continued from the March 3,
2020 meeting to allow the applicant to amend their application to request
reaffirmation of the street length variation for Bentgrass Drive approved as
part of the preliminary plat).

The physical meeting itself was
held at the City-County Building and had only planning commissioners and city
staff in attendance because of COVID-19 restrictions. The meeting was broadcast
via Salina Media Connection on cable access and YouTube with public comment and
listening capacity through a conference telephone line for taking public
comment and to allow listening without internet access.

Over the past week, there have
been concerns from the public regarding the audio and video connections of the
June 2, 2020, meeting of the planning commission. Additionally, a concern has
been raised as to whether one or more planning commissioners could hear well
enough to take action on the Grand Prairie Addition re-plat application
(#P08-2B). In the interest of the preserving the integrity of the process,
staff and the planning commission feel compelled to act accordingly.

A special meeting has been called
by the chair of the planning commission in order to determine whether planning
commissioners had difficulty hearing public comments via the conference telephone
line to an extent warranting reconsideration of application #P08-2B. The
special meeting allows concerns and questions of the planning commission to be
discussed publicly and offers opportunity for actions such as a reconsideration
to address the issue further, if the planning commission so chooses.
Application #P08-2B does not require a public hearing, however, the planning
commission may take public comments if they so choose.&nbsp; If the planning
commission votes to reconsider the matter, audio from the June 2nd
meeting will be available and all material previously provided at that meeting
will be available in the meeting packet so the commission may take action on
the application if required. As we have done previously and due to the
unscheduled nature of the meeting, notification of the meeting will be sent to
all property owners within the Grand Prairie subdivision. 

The special meeting is scheduled for June 23rd, 2020 at the
Tony’s Pizza Events Center at 4 p.m. in the Great Plains Manufacturing
Convention Hall.&nbsp; This location has
been chosen because of the size and ability to hold the meeting with the
possibility of significant attendance while maintaining safe social distancing.

At the next regularly scheduled
meeting of the planning commission, July 7, 2020, new public hearings will be
held for both zoning applications, #Z20-2 and #PDD20, as heard on June 2, 2020.
The new public hearings will supersede the June 2nd public hearing
and will allow the planning commission to take public comment from persons
present at the hearing and develop its ultimate recommendation to the city
commission on each of the rezoning applications.&nbsp; The applicants for both, #Z20-2 and #PDD20,
voluntarily agreed to the new public hearing in support of the public
process.&nbsp; New notification in accordance
with Salina municipal code will be sent out as required. 

The July 7, 2020 regularly scheduled meeting of the Planning Commission
will be held at the Tony’s Pizza Events Center at 4 p.m. in the Great Plains
Manufacturing Convention Hall.&nbsp; This
location has been chosen because of the size and ability to hold the meeting
with the possibility of significant attendance while maintaining safe social
distancing.

Unfortunately, the June 2 meeting experience does not seem to have been ideal for everyone. However, our
commitment to the public process is unwavering and we will continue to do
everything we can to make it work while still observing the health and safety
precautions associated with COVID-19. We appreciate everyone’s patience and

Brookville man leads deputy on chase Wednesday night

A local man is accused of causing $1,200 worth of damage to an alfalfa field near a southwest Salina housing development.

Officers were called to the area of the 1400 block of Glenshire Avenue at 7 p.m. Wednesday for the report of damage to property and trespassing, Salina Police Captain Paul Forrester said this morning. 

A witness told police that a male in a blue Ford Ranger with numerous stickers on the rear window and tailgate was driving through an alfalfa field south and west of the housing development, Forrester said. The owner of the property estimated damage to the field at $1,200, he added. 

Officers also were told that the pickup is frequently seen at a residence in the 1200 block of Flint Street, Forrester said. When officers arrived at the Flint Street address, a blue pickup driven by Kirk Whelchel, 49, of Salina, drove up, he said. The pickup was making muddy tracks and had grass in its wheel wells, Forrester noted.

Whelchel, who appeared to be under the influence of alcohol, was arrested on the following requested charges, Forrester said.

A 57-year-old Salina man was arrested after an alleged aggravated burglary/aggravated assault incident in north-central Salina late Wednesday night.

Salina Police Captain Paul Forrester said this morning that officer were called to a residence in the 700 block of Park Street at 11:15 p.m. Wednesday for the report of a man swinging a hammer inside the residence. As officers arrived, Anthony Harris, 57, of Salina, exited the residence carrying a hammer in his right hand, Forrester said. Harris had apparently lived in the residence at one time, he added.

The three male residents -- a 67-year-old, a 43-year-old, and a 49-year-old, told police that they were inside when Harris entered the residence uninvited carrying the hammer, Forrester said. Harris allegedly began hitting a table with the hammer, putting multiple dents and a hole in it, Forrester noted. Glasses and an ashtray also were damaged, he added. Damage was estimated at $100, he said.

Harris then allegedly threatened the three men, Forrester said. Harris and the 67-year-old then allegely got into a physical confrontation as the man was attempting to get Harris out of the residence, Forrester explained. Harris allegedly struck the man with the hammer, but there were no visible injuries, Forrester said.

Harris was arrested on the following requested charged, Forrester said.

Multiple people were arrested and a number of illegal drugs were seized in a Drug Task Force and Salina Police Department operation on Wednesday.

Salina Police Captain Paul Forrester said this morning that the first search warrant was executed on a 2008 Buick Lucerne belonging to Lelando Allen, 36, of Salina, Forrester said. Officers observed Allen at 305 West Schilling Road at approximately 10:20 a.m. Wednesday and he was taken into custody and his car searched, Forrester explained.

During the search, the following was found in the car, Forrester said.

•25 grams of what is suspected to be black tar heroin

A search warrant also was executed at Allen's residence at 122 West Kirwin Avenue.

According to Forrester, a search warrant for 39-year-old Rhonda Perry's residence at 1208 Wilbre Road was then executed and the following was found.

•Methamphetamine residue in a baggie in a purse allegedly belonging to Perry

•A container with 52.6 grams of marijuana in a closet of the residence

•A baggie with 9.9 grams of methamphetamine in a bedroom of the residence

Forrester said a search warrant then was executed for 42-year-old Gregory Tucker's residence at 210 East Kirwin Avenue. In a basement room the following were found, he said.

•A baggie with 251.7 grams of marijuana

Allen was arrested on the following requested charges, Forrester said.

•Possession with intent to distribute heroin

•Possession with intent to distribute methamphetamine

•Possession with intent to distribute opiates

Perry was arrested on the following requested charges, Forrester said.

Tucker was arrested on the following requested charges, Forrester said.

•Distribution of marijuana within 1,000 feet of a school

Multiple people were arrested and a number of illegal drugs were seized in a Drug Task Force and Salina Police Department operation on Wednesday.<figure>

City to reopen Household Hazardous Waste Facility June 18

The Salina Art Center is launching SummerART 2020. A full catalog of classes can be explored online at <a href="http://www.salinaartcenter.org/" target="_blank">www.salinaartcenter.org</a>.&nbsp;

After months of uncertainty and the loss of funding from the City of Salina Parks and Recreation department, SummerART 2020 is ready to start. “This year will look very different than years past,” said Misty Serene, Interim Executive Director, “but we are very proud of what we have been able to create in response to our audience.”

SummerART is the largest education program offered by the Art Center. Each year, thousands of children and adults take classes in a variety of mediums through June and July. This year art classes are provided in person, online via Zoom, and through take home art kits. “We are bringing the art to everyone!” said Kayla Borell, Education Coordinator at Salina Art Center. “Whether at home, online, or in-person, our teaching artists created fun and exciting art projects that everyone will love!”

The kits and Zoom classes are very exciting. Students enrolled will pick up a kit at the Art Center, and participate from the safety of their home. Each kit contains all the supplies needed to complete the class and many favorite SummerART teachers are back to lead the lessons. The kits can be purchased all summer long. The Zoom classes are offered daily for 1 week and are led by a teaching artist. New classes are available June 15 through July 24.

Kicking off the SummerART season are Stitch a Fiber Friend: Monster led by local artist Shawn Delker. In this take home kit that includes all supplies needed, students will learn to use a needle and thread to make their own monster creation! Each student will draw a design for a unique monster, then design a pattern to use in making the fabric friend. Needle and thread will be used to make the monsters and the student can sew on buttons, lace, and other embellishments with two types of stitches.&nbsp;

Our first classroom offering is Symbolism in Art with teaching artist Krista DeMars starting June 16. Symbolism is integrated into many art forms. In this class students look specifically into Christianity and how artists use symbols to tell their stories, heritage, and provide hope for all people. Students will create a variety of projects exploring the cross, dove, angels, and nature. Students can enroll in an AM or a PM class. Due to Covid related safety measures, only 10 students will be allowed per class. Registration is required.&nbsp;

Students are also encouraged to sign up based on their skill level and not their age. Classes for Pre-Beginners, Beginners, Intermediate, and Advanced students are available throughout the summer.&nbsp;

MCPHERSON -- The McPherson County Health department has now reported a probable case of COVID-19.

MCPHERSON -- The McPherson County Health department has now reported a probable case of COVID-19."McPherson County Health Department reports 38 total confirmed cases of coronavirus disease (COVID-19) in McPherson County and one case identified as probable by the Kansas Department of Health and Environment," the health department noted in a news release issued this evening.The case identified as probable is a female in her 30s who is recovering at home and lives in a household with six other confirmed positive cases, the health department noted.Of the county's 38 confirmed COVID-19 cases, 29 have now met recovery guidelines set forth by the KDHE, the McPherson County Health Department reported.
