The next six days will start off warm and dry, according to the National Weather Service (NWS) in Wichita.

Warm and dry conditions through Saturday may give way to an increase in the chance of thunderstorms for at least part of the region over the weekend and into next week, NWS noted. 

Temperatures may then begin to trend lower as we head into next week. Given how active this time of year can be with severe weather, a key note is that the probability of widespread severe weather is low, NWS added.

• A total of 4,238 positive cases and 129 deaths. That is an increase of 500 positive cases from yesterday’s release.

• 27,388 negative tests have been received through the KDHE and private labs.

• The age range is 0 years to 99 years (median 46 years of age).

• KDHE has added two states to the mandatory quarantine list, Massachusetts and Rhode Island, and removed the states of California, Florida and Washington. This is effective for persons returning today, April 30th, and moving forward.

• The Department for Children and Families is providing an additional opportunity for low-income households to apply for the Low-Income Energy Assistance Program (LIEAP). This new application&nbsp; period begins May 1st and runs through May 29th.

Saline County: No new COVID-19 cases today

With Kansas’ stay-at-home order set to end Sunday, protecting the health and safety of patients, staff and community is still Salina Regional Health Center’s top priority and will continue to ensure safety measures are in place.

•The hospital’s “no visitor policy” will remain in effect. Exceptions to this include:

-One caregiver for patients younger than 18.

-One companion for labor and delivery patients.

-One support person for patients with disabilities or impairments needing assistance.

-One support person or driver for patients undergoing outpatient treatment or procedure.

-Comfort Care visitor exceptions will be made for patients nearing end of life (case by case basis).

•The hospital will continue to screen those entering the hospital with a series of questions related to symptoms such as fever, cough or shortness of breath, as well as previous travel and previous exposure.

•Temperatures will be taken of all individuals entering the hospital. 

•All patients and visitors entering the hospital are asked to wear a mask and to bring a mask or face covering from home to help preserve valuable resources for our health care providers.

However, for those that do not have a mask to wear, one will be provided.

With the “no visitor policy” in place, patients and families are encouraged to utilize electronic means to communicate with one another such as Zoom, Skype, Facetime, WebEx and other social media sites. Guest WiFi is available throughout the hospital.

Current screening measures at Salina Regional affiliated clinics also remain in force as they begin to gradually increase access to visits such as wellness and prevention checks.

It is requested that anyone experiencing a fever, cough, shortness of breath, sore throat, or other cold or flu-like symptoms contact their primary care physician before seeking care. A primary care physician can direct patients to the most appropriate place to seek care, including offering virtual visits.

Dr. Rob Freelove, Chief Medical Officer for Salina Regional, reminds everyone to not ignore or delay their health. 

“It is important to address all of your health care needs with your provider. Medical issues and treatments, from preventive care like well-child visits, vaccinations, cancer screenings and routine annual physical exams to management of chronic diseases like diabetes, high blood pressure and heart disease, do not go away during these times. SRHC safety measures continue as state limits lessen

MINNEAPOLIS – This summer thousands of Kansas teenagers will begin their first job working for a farmer or rancher. For those that are ages 14 or 15, they must complete a tractor safety course in order to be legally employed.

To help prepare some of those youth for the upcoming work season, the Central Kansas Extension District (CKD) will be hosting a virtual tractor safety class using Zoom, a web conferencing technology that will allow students to participate in the session from their home or other remote location – they just need a reliable internet or cellular connection.

This course will meet the requirements of the U.S. Department of Labor’s Hazardous Occupations Order for Agriculture (HOOA). The HOOA regulations state that youth 14 and 15 years of age, who wish to work as a hired employee for someone other than a parent or legal guardian, and operate a farm tractor that is 20 HP or greater, must successfully pass a tractor safety training program. This year the local curriculum will combine at-home study with an interactive distance presentation.

The CKD virtual course will be held on May 26 at 8:30 a.m. The cost of the program is $25. Those wanting to enroll should visit <a href="http://www.centralkansas.ksu.edu">www.centralkansas.ksu.edu</a> and complete the “Tractor Safety Registration Form.” Enrollment is due by May 13.

Virtual tractor safety class offered by extension district

LINDSBORG -- Can lutefisk and candlelight eradicate pathogens?

According to breaking news in The Handlin Herald, "Swedish-American Woman Eradicates Visitors and Pathogens with Lutefisk and Light from Birthday Cake." While the "story" is making the rounds on social media, it is merely a good-natured, humorous birthday wish from a far-away son to his mother in Lindsborg.

Daryl Handlin, who lives in Oregon, wrote the Facebook post in honor of his mother's 85 birthday and posted it Tuesday morning.

"In less than a minute, retired teacher, mother, grandmother, sister, Lutheran church member, altruist and friend, Darlene Handlin, knocked out bacteria and viruses, while also repelling visitors, with Scandinavian delicacies in her Central Kansas home," Daryl wrote.

He continued, "Mrs. Handlin, who is not a doctor but a person that has a good you-know-what, initially hit the body with the aroma of the gelatinous seafood delicacy, otherwise known as lutefisk."  

Daryl went on to quote his mother explaining how the "reconstituted cod soaked in lye" that dates back to the Viking era, gets into the lungs to eradicate bacteria and viruses. He also noted that lutefisk is "believed to be a key weapon in promoting social distancing—although more testing needs to be conducted."

"The cleansing main course of lutefisk (stinkig fisk, served during the shelter-in-place idiomatic Smörgåsbord, was accompanied by baked brown beans (Bruna Bönor, boiled new potatoes (Färskpotatis) in a delicate cream sauce, fresh cucumber and dill (Färsk gurka med dill) from her garden and Swedish-style rye crisp bread (knäckebröd). Handlin then exposed any remaining pathogens to the eighty-five luminous candles atop her layered Swedish torte (Prinsesstårta) birthday cake," Daryl wrote, noting that his mother "earlier that day cleaned out the entire candle supply at Scott’s Hometown Foods."

"Life in the Smoky Valley on the Kansas plains can be hard. Swedish settlers have had to endure tornados, drought, mosquitoes, Lutheran church fissures, The Bethany Oratorio Society’s Messiah and St. Mathew’s Passion performance cancellation and even wind cancer. Fortunately, there are pioneers and educators like Mrs. Handlin who continue to challenge new frontiers," Daryl wrote.

He then wished his mother a happy 85th birthday.

She taught thousands of students over the years in the Smoky Valley and even continued to substitute a few times during her 84th year, so she is well-known, and well-liked and admired by many. She mentioned recently that she thought she might go ahead and let her teaching license expire, since it will would likely be some time before she could get back into the schools," he explained.

So how did his mother take the post? In the comments, she wrote, "Thank you, Daryl! This was the first thing I saw on Facebook this morning. I've laughed and laughed. I think this is your best. Love, Mom."

When asked if he ate lutefisk, Daryl replied, "I do not eat lutefisk or pickled herring. When we were young, we tried to give some to our cat, and he didn’t eat it either. Farm cats are scrappy so when they will not eat something, it’s probably not fit for human consumption either, although I know some Swedes, including my mother, who partake from time to time."

Daryl, a licensed clinical social worker who provides mental health/behavioral health services to persons age 12 and older, got his start in humorous/satiracal writing after following a humorous presenter at a professional conference.

"A few years ago I gave a presentation at a statewide conference in Kansas, where I worked and lived for most of my life. My presentation followed a really articulate and funny presenter, John Shuchart, who is the author of 'You are not the brightest of my four sons'…and other depressing things that have been said to me. It was kind of like being the following act to the Beatles, as he is very funny and an entertainer. He discussed how humor and writing helped him reframe distressing thoughts and saved his life," Daryl explained.

A while after that encounter, he published for family and friends his first edition of The Handlin Herald.

"It was a way to reframe some of the distressing thoughts I was having regarding the news cycle. Other satirists such as Andy Borowitz of the Borowitz Report, The Onion’s writers, and Randy Rainbow are also inspirations," he noted.

Lindsborg woman featured in lutefisk 'story' for her birthday

A 43-year-old Salina man was arrested on suspicion of aggravated assault and disorderly conduct after he allegedly urinated in public Wednesday afternoon.

Officers were dispatched to the area of 1200 West Crawford Street at 12:50 p.m. Wednesday for the report of an aggravated assault, Salina Police Captain Paul Forrester explained. A witness told officers that she was outside the NAPA Auto Parts store at 1124 West Crawford when she saw Shane Boyer, 43, of Salina, urinating behind Dollar General, 1210 West Crawford Street. She said she advised him that what he was doing was illegal.

The witness went back inside the NAPA Auto Parts store and Boyer allegedly approached the back door of the store and began yelling through the door, Forrester reported. The woman opened the door and Boyer allegedly produced a pocket knife with blade extended and pointed it at the woman.

Boyer was later located in the 1300 block of West Crawford and taken into custody. Officers found a folding knife in Boyer's possession, Forrester noted.

Boyer was arrested on suspicion of the following, Forrester reported.

Alleged public urination leads to arrest Wednesday

MCPHERSON -- The McPherson County Health Department today reported two additional confirmed cases of COVID-19 in the county.

The first newly identified positive case is a female in her 50s with unknown exposure and is recovering at home, the health department noted.

The second newly identified positive case is a female in her 40s with known exposure to the cluster facility and is recovering at home, according to the health department.

To date, 16 of the 22 confirmed cases in McPherson County have now met recovery guidelines set forth by the Kansas Department of Health and Environment, the McPherson County Health Department reported. Three of the confirmed cases are currently hospitalized.

Despite all the changes due to the COVID-19 pandemic, Saline County property taxes will still be due on May 10.

"I would like to announce that the Legislature has not extended the due date on the 2019 second half tax payments due May 10th, 2020.  The 2019 tax statements were mailed in November," Saline County Treasurer Jim DuBois said in a news release.

Persons paying property taxes are asked to send with the payment the remittance stub from the bottom of the tax statement. Those who want a paid receipt returned to them need to indicate that on the stub, DuBois noted.

If you cannot find your tax statement, call the Saline County Treasurer's Office at 785-309-5860 for the amount due and the tax ID number. A copy of the statement can be mailed or emailed upon request, DuBois indicated.

"If the 2019 first half tax has not been paid, interest is due. Please call the treasurer’s office for the correct amount prior to sending payment. There will be no second half notice," DuBois explained.

LINDSBORG -- The Bethany College Department of Art and Digital Media is using its 3D printer to create face masks in response to recommended COVID-19 precautions. 

The masks are called “Montana Masks” because the template and design was created through teamwork of Dr. Richardson, and dentist Spencer Zaugg, and his son Colton, all of Billings, Montana, who shared open source files.

Ed Pogue, academic dean and director of art and digital media at Bethany College, adapted the mask design a bit using easily accessible materials to make a seal at the top of the mask using rubber window stripping from Lowe's and a filter other than that used surgical masks, such as white coffee filters and vacuum cleaner allergenic filters that are cheap, effective, and changed out more frequently. According to Pogue, “these will allow one surgical mask to become four to six - and also the plastic can be sanitized for reuse.”

"I wanted to showcase versatility as a small college with a unique program. We have an advantage in the ability to adapt faster to problems, than most. A need presented itself, a supply shortage of COVID-19 applicable masks for our maintenance workers, especially those who clean in the residence halls. A creative solution and opportunity also presented itself through some research by myself and one of our digital arts instructors, Sarah Mathia. I first 3D printed the masks here at Bethany from open-source files, then adapted them to work with other types of more accessible household products," said Pogue.

ABILENE -- An undercover operation by Dickinson County Sheriff's investigators helped authorities recover several power tools that were stolen earlier in the month.

Dickinson County Sheriff Gareth Hoffman reported today that on April 9, the sheriff's office responded to the burglary of a U-Haul truck in the 2200 block of Rain Road. Multiple power tools had been stolen from the truck.

On Monday, one of the stolen power tools was spotted for sale on the Junction City Facebook Marketplace. Dickinson County Sheriff's investigators, with the help of the Geary County Sheriff's Office, set up an undercover operation to buy the stolen tool, Hoffman explained in a news release issued today.

Investigators were able to recover the tool, which led to a residence in Junction City, where several of the other stolen tools were located. Hoffman noted that many of the stolen items were collected and will be returned to the owner.

Dickinson County investigators are still working the case and anticipate requesting burglary and theft charges, according to the release.

"The Dickinson County Sheriff's Office would like to remind the public to be mindful of purchases and transactions made on Facebook and other buy/sell/trade sites," Hoffman noted in the release.

Today, a mobile COVID-19 testing initiative launched in Kansas to set-up drive-thru sites in certain communities to support access to testing.

Mobile units will travel to the counties of Reno, Butler, Scott, Rooks and Saline on a rotating basis each week to test those who are exhibiting symptoms of COVID-19. In addition, all health care providers and first responders can be tested whether or not they are exhibiting symptoms, per CDC guidelines. An appointment for testing can be made at&nbsp;<a href="http://www.doineedacovid19test.comb/" target="_blank">www.DoINeedaCOVID19test.com</a>, but on-site scheduling also will be available. The site is supported by Walmart,&nbsp;eTrueNorth and state officials.

“Testing is important to re-opening the country and the state, and we are thankful to Walmart and eTrueNorth for working with us to bring mobile testing to communities in Kansas,” Kansas Governor Laura Kelly said. “As we prepare to implement less restrictive measures, we know we will still be working to overcome the pandemic for the next 12 to18 months, so widespread testing will be a key part of our ability to support our economy and our state.”

•Those being tested will need to stay in their cars for verification of eligibility criteria, ID check and self-administered test. For the safety of all those on-site, the test site is not available to walk-ups; those being tested must be in a car.

•The site will use a self-administered nasal swab test that will allow those being tested to swab their own nose onsite while in their vehicles, observed by a trained medical professional to ensure the sample is taken correctly, and then dropped in the sealed sample into a container on their way out of the drive-through site.

•eTrueNorth, a contractor of the U.S. Department of&nbsp;Health and Human Services&nbsp;(HHS, will handle processing test samples and communicating results to those tested and applicable Departments of Health.

•The site will be staffed by volunteers, including Walmart healthcare professionals and&nbsp;eTrueNorth team members.

UPDATED: Drive-thru COVID-19 testing coming to Salina

UPDATE: The Smoky Hill Education Service Center (SHESC) has announced that the minimum number of protective KN95 masks that can be ordered through the center has been lowered to 100.

The Smoky Hill Education Service Center (SHESC) has a coronavirus-related deal for tax-exempt organizations.

SHESC, in partnership with School Specialty, has a limited supply of KN95 respirator masks available for educational institutions, non-profit organizations, and city and county governments while supplies last!

The National Institute for Occupational Safety and Health (NIOSH) and the Centers for Disease Control and Prevention (CDC) recommend N95 respirator masks as an effective preventative measure against the transmission of COVID-19. Currently in the United States, however, unprecedented demand has led to a critical shortage of the masks. On April 3, 2020, the Food and Drug Administration (FDA) approved an Emergency Use Authorization for KN95 masks -- the approval standard used in China with equivalent performance to N95 respirator masks, SHESC noted in a news release. The authorization allows the import and use of KN95 masks during the COVID-19 situation.

According to SHESC, tax-exempt organizations can download the fillable pdf form below and send it to&nbsp;<a href="mailto:vp@smokyhill.org" target="_blank">vp@smokyhill.org</a>&nbsp;to place their mask orders.

Saline County reports one new COVID-19 case

MINNEAPOLIS -- The Ottawa County Health Department today reported the county's fourth confirmed case of COVID-19.

"The individual is currently maintaining in-home isolation and is stable. The Ottawa County Health Department has identified contacts and will monitor for fever and respiratory symptoms," the health department explained in a news release.

The health department noted that its goal remains to prevent and limit COVID-19 exposure to the county population.

"As Governor Kelly's Stay at Home order expires on May 3rd we urge Ottawa County residents to continue to practice social distancing and respect mass gathering orders. This means maintaining physical distancing of six feet apart and keeping groups to no more than 10 people. To protect others, CDC suggests residents wear a cloth mask when in situations where they might find it difficult to maintain a six-foot distance, as in a grocery isle," the health department explained.

NWS issues wind advisories for our area

Two men were arrested early this morning after they allegedly stole a variety of hand tools from a car parked on North Ohio Street a several minutes earlier.

Saline County Sheriff Roger Soldan said this morning that a witness called shortly before 3:30 a.m. to report seeing a suspicious vehicle dropping off someone in the 2600 block of North Ohio Street, a short distance north of Interstate 70. The person who was dropped off was seen jumping a fence and being at a car parked there, Soldan said.

When deputies arrived on the scene, the person and the car that dropped him off were gone. The car and its two occupants -- Carson Burr, 19, of Salina, and William Farley, 38, of Abilene -- were found a short while later near the North Ninth Street exit on Interstate 70, Soldan said.

The two were found to be in possession of a variety of hand tools from the car on North Ohio Street, he said.

Burr and Farley were arrested on suspicion of the following, Soldan said.
