Following is the Saline County COVID-19 update for Monday.

The Saline County Health Department has four new cases of COVID-19 to report today:

•A female in her 20’s associated with a prior positive case.

•Two males in their 20’s associated with prior positive cases.

•A male in his 30’s without known contacts.

All four individuals are isolating at home. In addition, three of the four cases had recently traveled out-of-state.

According to Health Department Director and Local Health Officer Jason Tiller, “Although we expect to see arise in cases as more people are moving about, this emphasizes that it is extremely important to exercise good judgment in using face masks and avoiding situations where social distancing is challenging. This isn’t over yet, but together we can reduce the impact of COVID-19 on the community.”

This brings the total number of cases for Saline County to 37. The Health Department is now actively monitoring seven cases who are isolated at home. While there have been two deaths in Saline County, all other cases have met the criteria necessary to be considered recovered and have been released from daily monitoring and isolation. According to the Kansas Department of Health &amp; Environment, there are now 11,419 cases and 245 deaths statewide. MCPHERSON -- The McPherson County Health Department today reported another confirmed case of COVID-19 in the county.

"The newest positive case is a female in her 70s who is currently isolating at home. This case is being actively investigated by the

McPherson County Health Department and further information will be released as it becomes available," the health department noted in a news release this afternoon. 

McPherson County currently has 39 total confirmed cases of COVID-19 and one case identified as probable by the Kansas Department of Health and Environment (KDHE, the health department reported. Of those, 30 of the confirmed cases have met KDHE recovery guidelines, the health department noted.

A draft of the 2021 budget, a lease, a bid award, and a pilot program are among the items on the Saline County Commission agenda for Tuesday.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. The meeting is scheduled to be telecast by Salina Media Connection on Cox Cable channel 20.

During the meeting, commissioners will be asked to approve a lease agreement with North-Central Flint Hills Area Agency on Aging (NC-FH AAA) for office space on the third floor of the senior center, 245 North Ninth Street. According to information in the commission meeting packet, NC-FH AAA, which has rented office space in the senior center for years, has requested additional space.

To accommodate the request, the "current space on the west side of the building will be cut in half and they will take over the computer lab on the east side of the third floor. The computer

lab will move into their vacated space. These changes allow approximately 210 extra square feet and a large open area for cubicals," the commission meeting packet noted.

If approved, the one-year lease would start this month and the month rent paid by NC-FH AAA would increase from $275 to $400, according to the meeting packet information.

Consider awarding a bid for a three quarter ton crew fuel truck for the Road and Bridge Department

Budget draft, lease, bid award among items on county agenda

WICHITA — Beginning today and for a limited time, the American Red Cross is testing all blood, platelet and plasma donations for COVID-19 antibodies, providing donors insight into whether they have been exposed to this coronavirus. 

At the same time, there continues to be an urgent need for blood donations as hospitals resume surgeries and treatments that require blood products.

Antibody testing will indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether they developed symptoms. Donations will be tested using samples pulled at the time of donation and sent to a testing laboratory where they will also undergo routine infectious disease testing. A positive antibody test result does not confirm infection or immunity.

COVID-19 antibody test results will be available within 7-10 days in the Red Cross Blood Donor App or donor portal at RedCrossBlood.org. The test has been authorized for emergency use by the U.S. Food and Drug Administration.

At the same time, there continues to be an urgent need for blood donations as hospitals resume surgeries and treatments that require blood products.Antibody testing will indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether they developed symptoms. Donations will be tested using samples pulled at the time of donation and sent to a testing laboratory where they will also undergo routine infectious disease testing. A positive antibody test result does not confirm infection or immunity.COVID-19 antibody test results will be available within 7-10 days in the Red Cross Blood Donor App or donor portal at RedCrossBlood.org. OCCK announces its plan to reopen its offices

A teen driver was injured in a single-vehicle rollover accident west of Salina Friday afternoon.

Deputies and EMS were dispatched to the 5300 block of West Crawford at approximately 1:30 p.m. Friday for the report of a vehicle that had rolled into a wheat field, Saline County Undersheriff Brent Melander said this morning.

A 2005 Scion driven by Abigail Frisbie, 16, of Salina, was westbound on West Crawford when Frisbie lost control and the car slid off the road, and rolled two times into a wheat field, Melander said. 

Frisbie was transported by EMS to Salina Regional Health Center with non-life-threatening injuries, he said. A 14-year-old female passenger was not injured, Melander said. The two girls were wearing seatbelts at the time of the accident, he added.

The owner, Saline County resident Michael Stinchcomb, told the sheriff's office that the boat, a 12-foot aluminum Meyers semi-V boat with 9.9 hp Evinrude outboard motor, was tied up on the Solomon River near the 5300 block of North Jasper Road at 8 a.m. Saturday, Saline County Undersheriff Brent Melander said this morning. When Stinchcomb returned shortly after 5 p.m. Saturday, the boat was gone, Melander said.

Total loss, including lifejackets in the boat, was estimated at $2,100, he said.

PRATT – Though Kansas coyote hunters can already hunt at night year-round without the aid of lights, a new proposal will be discussed at the Kansas Department of Wildlife, Parks and Tourism (KDWPT) Commission’s June 25 virtual meeting that would allow the use of lights, night vision, and thermal imaging to hunt coyotes.

In response to requests from the public, Commissioners asked the department to develop recommendations for future consideration. KDWPT’s proposal – which will likely be voted on at the Commission’s August meeting – includes the following options:&nbsp;&nbsp;

•Allowing the use of artificial lights, night vision and thermal imaging equipment for hunting coyotes only, not furbearers like bobcats and fox.

•Season dates for use of this equipment would be Jan. 1 – March 31.

•Use of this equipment would not be allowed from a vehicle.

•Use of this equipment would be prohibited on department lands and waters, including Walk-In Hunting Area (WIHA) properties.

•And, a $2.50 permit would be required initially so that the department may learn more about demand and frequency of use.

KDWPT considers allowing lights, night optics for hunting coyotes

Bad doctors? Bad teachers? Bad Police?

It is unfortunate that from time to time, some medical doctors have their license to practice pulled for malpractice. We know that there are some bad teachers in the classroom. And we also should know by now that there are some officers who do not belong in a police force.&nbsp;&nbsp; &nbsp;

These professions have a system for training future professionals. They also should have provisions for eliminating individuals who do not have the ability to perform professionally or effectively.

As a long time teacher-trainer, I am proud of those who successfully completed their training and are good teachers in their schools today. But there were students who aspired to be teachers who never made it through the program—and that was also good.

At a university, we have an advantage of having nearly four years to evaluate a teaching candidate. I got to meet with my teaching candidates from their freshman year onward. One new student was so very excited about biology, from their experiences on the farm. Such a background can make for a very enthusiastic teacher in the classroom. But this student was also about the most shy person I had ever met. And shyness is a personality trait that is nearly impossible to change. I made early extra assignments for the student to observe high school classes. We then had discussions about whether this student could handle the occasional paper wads thrown when your back is turned, etc. This candidate realized that they would be “eaten alive” the first day in the classroom. An in-charge personality and a “teacher’s voice” were not in their skill set. The student switched to another field of biology and completed a degree.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;

Other cases were not voluntary. Faculty colleagues kept an eye out for whether they would want their own child in a class taught by the teacher candidates in their classes. They would occasionally alert me to serious concerns: honesty, work ethic, sexual harassment, lack of enthusiasm for biology, etc.

This is where I would have serious discussions with the student. If they could not change and problems did not get addressed, the department could and would reject their application for student teaching. In a few cases, especially when a student transferred to us in their last year and we had no substantial information, I would place them with a student teaching supervisor who had high standards and was willing to fail a student teacher if they were not professional.&nbsp; —Not showing up on time. —Failing to grade and return papers in a timely manner, etc. —Dishonesty. —Working the system. One perpetrator of sexual harassment was immediately dis-enrolled.

Due process must always be available.

Nearly all bad doctors and bad teachers could be culled in the multi-year face-to-face preparation of those professionals. But it relies on extensive personal contact with the candidates. It will not work with “virtual” online programs where faculty have no direct interpersonal contact. Professionals should never be trained online. Police academy is shorter. Therefore, ongoing high standards of practice within all professions must be maintained in the field as well. In many states, a teacher’s license or certificate is only pulled when triggered by a criminal offense. We must do better.

Unfortunately, accrediting agencies such as CAEP (formerly NCATE) long disregarded any need for gatekeeping; they only wanted reports on successful candidates. If they heard of students who did not complete the program, they would question a department for “why didn’t these students succeed?” as if every person can be a good teacher. &nbsp;

When a teacher is fired, there is usually a long history of bad teaching that came before. When a doctor’s license is pulled for malpractice, there are usually plenty of prior cases that were ignored. And when a bad cop is caught on video, there were usually a long list of prior bad acts. In nearly none of these cases will “re-education” solve their problem.

Simple measurements are no substitute. The best of teachers could have low-scoring students in an impoverished neighborhood. The best surgeon may have the lowest patient survival rate because they only take the most desperate cases.

As a long time teacher-trainer, I am proud of those who successfully completed their training and are good teachers in their schools today. But there were students who aspired to be teachers who never made it through the program—and that was also good. At a university, we have an advantage of having nearly four years to evaluate a teaching candidate. I got to meet with my teaching candidates from their freshman year onward. One new student was so very excited about biology, from their experiences on the farm. Such a background can make for a very enthusiastic teacher in the classroom. But this student was also about the most shy person I had ever met. And shyness is a personality trait that is nearly impossible to change. I made early extra assignments for the student to observe high school classes. We then had discussions about whether this student could handle the occasional paper wads thrown when your back is turned, etc. This candidate realized that they would be “eaten alive” the first day in the classroom. An in-charge personality and a “teacher’s voice” were not in their skill set. The student switched to another field of biology and completed a degree.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp; Other cases were not voluntary. Faculty colleagues kept an eye out for whether they would want their own child in a class taught by the teacher candidates in their classes. They would occasionally alert me to serious concerns: honesty, work ethic, sexual harassment, lack of enthusiasm for biology, etc. This is where I would have serious discussions with the student. If they could not change and problems did not get addressed, the department could and would reject their application for student teaching. In a few cases, especially when a student transferred to us in their last year and we had no substantial information, I would place them with a student teaching supervisor who had high standards and was willing to fail a student teacher if they were not professional.&nbsp; —Not showing up on time. —Failing to grade and return papers in a timely manner, etc. —Dishonesty. —Working the system. One perpetrator of sexual harassment was immediately dis-enrolled. Due process must always be available. Nearly all bad doctors and bad teachers could be culled in the multi-year face-to-face preparation of those professionals. But it relies on extensive personal contact with the candidates. It will not work with “virtual” online programs where faculty have no direct interpersonal contact. Professionals should never be trained online. Police academy is shorter. Therefore, ongoing high standards of practice within all professions must be maintained in the field as well. In many states, a teacher’s license or certificate is only pulled when triggered by a criminal offense. We must do better. Unfortunately, accrediting agencies such as CAEP (formerly NCATE) long disregarded any need for gatekeeping; they only wanted reports on successful candidates. If they heard of students who did not complete the program, they would question a department for “why didn’t these students succeed?” as if every person can be a good teacher. &nbsp; When a teacher is fired, there is usually a long history of bad teaching that came before. When a doctor’s license is pulled for malpractice, there are usually plenty of prior cases that were ignored. And when a bad cop is caught on video, there were usually a long list of prior bad acts. In nearly none of these cases will “re-education” solve their problem. Simple measurements are no substitute. The best of teachers could have low-scoring students in an impoverished neighborhood. The best surgeon may have the lowest patient survival rate because they only take the most desperate cases. To maintain respect for the profession, professions have a responsibility for “gatekeeping.”&nbsp;&nbsp;John Richard Schrock has trained biology teachers for more than 30 years in Kansas.
