Shortly after noon on Wednesday, the Stiefel Theatre for the Performing Arts will be spireless no more.

When it was built in 1931, the then Fox-Watson Theatre was a much taller building than it currently is. In June, work began on the reconstruction of the tower of the historic downtown icon with the hope of completing the project -- including adding a spire -- by Christmas. 

Adding the new spire is scheduled to become a reality between 12:15-12:30 p.m. Wednesday when a crane operator with Ferco raises the new spire atop the tower. Jane Gates, Stiefel executive director, said the public is invited to watch the event and encouraged people to gather on downtown streets near the Stiefel to watch. The Stiefel Theatre is located at 151 South Santa Fe Avenue.

"The tower is being rebuilt exactly as it was in 1931. As you may know in 1954 lightning caused damage to the upper tiers of our tower, causing the necessary removal of the top layers. The original tower extended four stories tall and was topped with a neon beacon requiring 200,000 watts of electricity and a fluid cooling system. Thirty recessed lights illuminated the tower," Gates explained. 

Additionally, brick work is being done on the theatre. The entire renovation project is still expected to be completed by Christmas, Gates noted.

Like a Christmas tree being topped with a star, Stiefel to get new spire

TOPEKA—The Kansas District Judges Association presented its Award for Judicial Excellence to Chief Judge Michael Powers of Marion during a recent virtual statewide conference for judges.

Powers is chief judge of the 8th Judicial District, composed of Dickinson, Geary, Marion, and Morris counties.

“Kansas is fortunate to have a great judicial system with outstanding women and men serving as judges," Powers said. "I am proud to be associated with this group and honored to receive this award from my colleagues."

Powers became a judge in 1991 and chief judge in 1994. He received a bachelor's degree from Emporia State University and a law degree from the University of Kansas School of Law. He was county attorney in Morris County and in private practice before becoming a judge.

Chief Judge Daniel Creitz of the 31st Judicial District nominated Powers for the award. Creitz is the incoming president of the Kansas District Judges Association.

●knowledge of the law and appropriate application of it to the issues and cases that come before the court;

●considerate and mindful treatment of attorneys, litigants, witnesses, and the general public in daily performance of judicial duties; and

●reputation and respect among peers, attorneys, litigants, and the general public.

"Judge Powers has served the judiciary and all Kansans with integrity, humility, dignity, fairness, excellence, and honor. In his uniquely affable manner, he has conscientiously and actively performed his duties to promote and elevate confidence and trust in the judicial branch," Creitz said.

Chief Justice Marla Luckert spoke of the judge's qualifications in presenting the award.

"Judge Powers epitomizes and practices all the unique qualities of judicial excellence. He is well-deserving of this award," she said.

Luckert noted Powers has had a key role in the judicial branch's modernization efforts.

Powers serves on the Kansas Supreme Court's eCourt Steering Committee, which is overseeing the implementation of a statewide centralized case management system that will complete the conversion from local, paper-driven processes to a statewide electronic one.

Powers’ 8th Judicial District was the first of two districts to adopt the new centralized case management system.

Powers also chairs the eCourt Steering Committee's Workshare Subcommittee, which looks at how judicial branch employees can work more efficiently. State courts in all 105 counties will eventually operate on the same platform, providing standardization, efficiency, and accountability. Standardized processes will enable courts across Kansas to share work and provide a baseline for attorneys who practice in multiple state court jurisdictions.

In 2017, Powers was a member of the Juvenile Justice Subcommittee of the Supreme Court Intermediate Intervention Program. He served on the Supreme Court Task Force on Permanency Planning from 1995 to 2006 and chair the task force from 1997 to 1998. The task force advises the Supreme Court on ways to provide and improve the care of children who are under jurisdiction of the court.

Powers also has been active in civic and community organizations.

“Being involved with both professional organizations and local projects can be difficult for a judge," Powers said. "However, I feel it’s important to be active in your community just as you are in your career. To me this is award is a sign that to some extent I’ve successfully balanced both obligations.”

There are 66 new positive COVID-19 cases in Saline County to report since the last update on Friday, November 6.&nbsp; The total for the county is now 1,413 with 240 cases that are actively being monitored by the Health Department, 1,157 that have recovered, and a total of 16 deaths. Salina Presbyterian Manor will continue to follow guidance from the Saline County Health Department in managing the COVID-19 outbreak at the senior living community.

The campus is now conducting routine surveillance testing of employees twice a week due to Saline County’s positivity rate reaching 10 percent. The Centers for Medicare and Medicaid Services (CMS) requires surveillance testing of all employees, agency employees, volunteers, hospice, lab and therapy providers at the facility to be tested for COVID-19 on a frequency determined by our county’s COVID-19 testing positivity rate.

MCPHERSON -- In response to what it called "the alarming increase in new COVID-19 cases" and the pressure put on local healthcare systems, the McPherson County Health Department (MCHD) and the McPherson County Board of County Commissioners/Board of Health are recommending McPherson County move back to Phase 2 of the Reopening Plan today.

On Friday, the health department reported 77 new confirmed COVID-19 cases since the previous report on Wednesday.

Phase 2 recommendations, provided by the health department, can be found below. They differ slightly from the previously released Phase 2 recommendations in May 2020. Questions should be directed to the MCHD email, <a href="mailto:machd@mcpcoks.us">machd@mcpcoks.us</a>.

• No more than 15 individuals in a gathering where 6-foot distance cannot be maintained; this does not limit the total occupancy allowed in a facility/event if 6-foot distance is maintained between individuals at all times

• Maintain 6-foot distance in both indoor and outdoor settings

• High-risk individuals with underlying medical conditions should stay home except for essential needs

McPherson County: Back to modified Phase 2 due to rise in cases of COVID-19

Saline County Sheriff's Office personnel worked five vehicle-deer accidents over the weekend.

While the deer didn't fare well, no people were injured, Saline County Sheriff Roger Soldan said this morning. Following are details about the accidents as provided by Soldan.

Deputies work 5 vehicle-deer accidents over weekend

Police are investigating a burglary at a business in the north part of downtown Salina.

Sometime between 10 p.m. Friday and 9:30 a.m. Saturday, someone broke a window and entered Calvin's Customs, 325 North Santa Fe Avenue, Salina Police Captain Paul Forrester reported this morning.

A window was broken on the east side of the business and officers found inside the business a broken bottle of wine that did not belong to the owner of the business, Forrester explained. Additionally, glass from the broken window scratched a custom paint job on a 1949 Ford pickup, causing $3,000 in estimated damage, he noted.

Nothing else was found to be amiss in the shop, according to Forrester. The investigation is continuing, he added. 

Police are investigating a burglary at a business in the north part of downtown Salina.Sometime between 10 p.m. Friday and 9:30 a.m. Saturday, someone broke a window and entered Calvin's Customs, 325 North Santa Fe Avenue, Salina Police Captain Paul Forrester reported this morning.A window was broken on the east side of the business and officers found inside the business a broken bottle of wine that did not belong to the owner of the business, Forrester explained. Additionally, glass from the broken window scratched a custom paint job on a 1949 Ford pickup, causing $3,000 in estimated damage, he noted.Nothing else was found to be amiss in the shop, according to Forrester. The investigation is continuing, he added.

Additionally, a Mossberg 20-gauge shotgun valued at $200 that was missing from the residence was recovered, he said.

Other items taken include $1,917 worth of rolled coins (pennies, nickels, dimes, and quarters) and a Remington .22 caliber MP6 rifle valued at $300, Soldan said Friday.

Sheriff's office personnel are working to identify a second person believed to be connected to the incident, Soldan said this morning.

Salina teen arrested in connection to rural break-in last week

A Salina man was arrested after an alleged attempted break-in at a north Salina motel late Sunday night.

Salina Police Captain Paul Forrester reported this morning that officers were dispatched at approximately 11:50 p.m Sunday for the report of a robbery in progress at the Budget King Motel, 809 North Broadway. The suspect was described by the victims as a Hispanic male wearing a blue hooded sweatshirt, brown pants, and carry a brown long gun, Forrester explained. The victims advised the officers that the suspect had attempted to break into the office area of the motel, he added.

Officer arrived and located a subject, Juan Bustamante-Espinoza, 27, of Salina, wearing clothing matching the description provided, Forrester noted. Bustamante-Espinoza was taken into custody after a brief struggle in which an officer’s radio was damaged, he explained. The damage to the radio was estimated at $20, Forrester added. 

According to Forrester, officers later located a gun matching the description provided by the victims and some missing hand tools that were taken from the office area in Bustamante’s vehicle and room.

Bustamante-Espinoza was arrested on the following requested charges, Forrester noted.

Firefighters spent more than three and a half hours battling a fire in strong winds Sunday afternoon south of Salina.

Saline County Sheriff Roger Soldan said this morning that the call for the fire near the intersection of East McReynolds Road and South Ohio Street came in at 1:49 p.m. Sunday. The call wasn't cleared until 5:30 p.m. Sunday, he said.

Soldan said firefighters from rural fire districts 1, 2, 5, and 6 responded to the blaze, which was buffeted by steady winds of 23-30 mph and gusts of 41-46 mph, according to readings from the Salina Regional Airport.

In the end, 10 acres of soy beans, some trees, a stop sign, and an Evergy power pole were destroyed, he said.

The blaze was believed to have started after someone had earlier burned a number of tree branches and then buried them with dirt, Soldan said. It is believed that the strong winds blew embers from the buried burnt brush pile, sparking the blaze, he said.

A few strong thunderstorms are possible across portions of central and south-central Kansas late this afternoon through this evening as a cold front pushes southeast, according to the National Weather Service (NWS) in WIchita.

The strongest storms may produce dime size hail and wind gusts of 50 to 55 mph.

Forecast rainfall for this afternoon through Tuesday morning will generally be a quarter to a half an inch. The heaviest rainfall will occur north and northeast of Wichita, NWS noted.

One of the best ways for the United States to promote its form of democracy is to recruit students from other countries to study here. This is referred to as “soft power.” There is some evidence that over the last century, some foreign students returned to their country with a new motivation to move their system toward a more democratic system based in their history but inspired by their experiences here.

Times are changing. Many European students who now come from countries where everyone gets health care are puzzled by our unwillingness to provide equitable health care for all Americans. They also witness our growing rates of poverty, with one-third of our school children now being food insecure. Our recent foreign policy toward their countries has become one of economic threats.

More international college students arrive here to find much lower standards of living than they had assumed from the imported films and media about America that they had watched. Many are alarmed by the lack of U.S. economic development, especially in small towns and rural areas. More now finish their degrees and return to their home country where they often find opportunities are now greater than staying in the United States.

This year, Professor Yingyi Ma of Syracuse University released her in-depth interviews of Asian students who have come to the United States. In her book; “Ambitious and Anxious: How Chinese College Students Succeed and Struggle in American Higher Education,” she records one college student who came here thinking “Everything about the U.S. was ideal to me.” But she was soon disillusioned.

She continued: “I realize that ‘one person, one vote’ is not necessarily a good system at all. It might work sometimes, but it will not work for China. Even here [in America], such a system has not worked so effectively. Now Americans have to live with the Trump presidency. Everybody around me is complaining. I thought, ‘Hey, Trump was elected by the American people. What is wrong with you?”

The interviewer asks: “So you desired democracy before you came to the U.S.?”

She replies: “Certainly I did. I felt it was an equal and effective system. But now I do not think it will work for China.”

She replies: “Because people are not as informed, and may not make good judgements. Look at Trump voters. Now they have to suffer from the bad choices they made and all the bad policies. Chinese leaders are not elected through a democratic system, but that does not mean they cannot govern well Even some Western scholars...consider Chinese society to be well governed.”

The pandemic has brought the incompetence of the current American system to the forefront.

A researcher from York University in Canada surveyed 19,816 people across 31 regions in China in April 2020, and summarized his results in “The Conversation.” Respondents were assured their responses would be anonymous. “Taken together, it’s evident that Chinese citizens hold very high levels of satisfaction with the performance of their national government during the pandemic.”

Meanwhile, surveys by Reuters/IPSOS show levels of American public confidence in our government’s handling of the pandemic to be much lower, about half the China number.

Of course some of this effect is not governmental but cultural. America is by far the most extreme in “collective individualism.” While many tolerated “no shoes, no service” policies, they consider requirements to wear a mask to protect other’s lives to be a violation of their “freedom.”

China on the other hand is an Asian collectivist-oriented society, and has been wearing masks each winter to protect others from colds and the flu, long before SARS and COVID-19 arrived. Sheltering in place in China for this serious pandemic did not require force or coercion; it is what you do in a crowded country. And it is why China has eliminated the coronavirus and returned to normal (except at certain entry points). Along with the collectivist cultures in democratic South Korea and Taiwan, their economies are back up and life is returning to normal. &nbsp;

“Soft power” requires leading by good examples. To outsiders, the U.S. is a bad example.&nbsp;&nbsp;

On Nov. 9, 1989, communist East Germany threw open its borders, allowing citizens to travel freely to the West; joyous Germans danced atop the Berlin Wall. 

In 1620, the passengers and crew of the Mayflower sighted Cape Cod. 

In 1938, Nazis looted and burned synagogues as well as Jewish-owned stores and houses in Germany and Austria in a pogrom or deliberate persecution that became known as "Kristallnacht." 

In 1961, U.S. Air Force Maj. Robert M. White became the first pilot to fly an X-15 rocket plane at six times the speed of sound. The Beatles' future manager, Brian Epstein, first saw the group perform at The Cavern Club in Liverpool, England. 

In 1965, the great Northeast blackout began as a series of power failures lasting up to 13 1/2 hours, leaving 30 million people in seven states and part of Canada without electricity. 

In 1967, a Saturn V rocket carrying an unmanned Apollo spacecraft blasted off from Cape Kennedy on a successful test flight.

SEWARD, Neb. -- Concordia University, Nebraska music students performed in the semiannual honor recital Oct. 27 in front of a limited audience in attendance, while the performances were streamed on the music department's Facebook page.

"We have many, many talented students in the music department, vocalists and instrumentalists alike, and the Honor Recital will show a sampling of them,' said Dr. Elizabeth Grimpo, professor of music. "Our students work hard; they are dedicated to their art; they love music; and they are grateful to share their talents with others, if they were here in person or watching the livestream."

The semiannual honor recital at Concordia showcases the vocal and instrumental talents of student musicians. Musicians are chosen to perform based on auditions judged by music department faculty. The recital is held once each semester.
