OCCK, Inc. Transportation is adjusting service levels for CityGo Peak Routes beginning Monday and continuing until further notice.

Beginning Monday, CityGo Peak Route buses will run from 8 a.m. to 9:30 a.m. and then again from noon to 3:30 p.m., each day Monday through Friday.&nbsp;&nbsp;Regular routes will run as usual.&nbsp;

Passengers will be required to wear masks and observe social distancing requirements.&nbsp;&nbsp;Additional buses may be dispatched if needed.

All other transportation options will continue as normally scheduled.&nbsp;

A select group of 14 Kansas Wesleyan students have been inducted into the Alpha Chi national honor society during the fall semester.

Alpha Chi is an American collegiate honor society, headquartered in Little Rock, Arkansas. It is an open society that invites juniors, seniors and graduate students who rank in the top ten percent of their class to join. More than 11,000 new members are inducted into the ranks of Alpha Chi each year. The KWU chapter frequently travels to the society’s annual convention and four of KWU’s students have been national scholarship recipients or alternates from the society during the past decade.

KWU inducts 14 into Alpha Chi Honor Society

Very high grassland fire danger will be in place this afternoon for much of central and especially eastern Kansas, according to the National Weather Service (NWS) in Wichita. 

Winds from the west and northwest are expected to be 15-20 mph, with gusts up to 30 mph, NWS noted. That, coupled with relative humidity of 15-20 percent, makes conditions favorable for grassland fires.

Outdoor burning is highly discouraged this afternoon.

Bingo! That’s a fun game that many people love to play. Today we’ll meet a creative community foundation that used bingo and other projects to support its community during the pandemic.&nbsp;

Tara Vance is executive director of the Norton County Community Foundation. A Stockton native and Fort Hays State grad, she became director of the Norton Chamber of Commerce. In 2012, she was asked to serve as part-time director of the community foundation as well.&nbsp;

The more she learned about the importance of local philanthropy, the more committed she became to the community foundation. “I’ve developed a passion for it,” she said.&nbsp;

Scott Sproul, director of the Northwest Kansas Economic Innovation Center Inc., was Norton County economic development director at the time. “He was a great mentor to me,” Tara said. “We saw that the private donor world would be essential (for our community) if tax dollars aren’t there someday.”&nbsp;

Today, Tara is the full-time director of the Norton County Community Foundation which has grown to $2 million in assets. The Dane G. Hansen Foundation in Logan has been strong partner of Norton and other community foundations in northwest Kansas.&nbsp;

One major asset is the Heaton Building in downtown Norton. This historic, remodeled building is owned by the community foundation and houses 16 different tenants.&nbsp;

Another key foundation project is called Secure Sebelius Lake. This lake provides water recreation opportunities but was at risk from drawdown. The community foundation raised funds to match the state’s spending to compensate irrigators for maintaining a certain water level in the lake. “This arrangement has been good for the community, good for the irrigators, and good for the state,” Tara said.&nbsp;

The Norton County Community Foundation annually offers various scholarships and grants for local projects.&nbsp;

Then the pandemic hit. Shutdown orders occurred. Tara looked for a positive community activity and found a business in another county that was doing a bingo game. She decided to adapt the idea for Norton County. “One of our donors sent in $10,000 and said, ‘Do something good with it,’” Tara said.&nbsp;

With help from a graphic designer at Nex-Tech, the rural broadband company, they developed an online game called NorCoBingo to support Norton County businesses.&nbsp;&nbsp;“Nex-Tech is an amazing community partner,” Tara said. They designed a bingo card with various activities that could be done in the county.&nbsp;

These included a range of things from “Plant Flowers or Vegetables” and “Buy a Gift Card from a Business closed to the Public” to “Take a Selfie in Front of Your Favorite Building” and “Make Cards for Nursing Home Residents.”&nbsp;

Other options included “Drive Around Town and Wave at 3 People,” “Perform a Random Act of Kindness,” “Use an Online Service at Norton Public Library,” and “Send a Card or Note to an Essential Worker.”&nbsp;

Outdoor activities in the county were another option, such as “Go Fishing at Prairie Dog State Park” and “Go Explore Lenora Lake,” which is near the rural community of Lenora, population 250 people. Now, that’s rural.&nbsp;

People were encouraged to fill out the bingo cards and turn them in, complete with pictures of them doing the activities. A daily drawing was held among those who submitted completed bingo cards. Three winners each day got gift certificates of $100 in chamber bucks. This project got people involved in doing good deeds as well as enjoying elements of the community.&nbsp;

In the end, more than 135 bingo submissions were received and more than $9,000 was spent at 26 businesses in Norton. When Blue Cross Blue Shield of Kansas made a statewide request for examples of positive responses to the pandemic, the Norton County Community Foundation was awarded another $10,000.&nbsp;

When a former Commerce Deputy Secretary was told of the varied activities in which the Norton County Community Foundation was involved, she was surprised. “But you’re making a difference,” she said.&nbsp;

CLOUD COUNTY —One person died in an accident just after 11p.m. Saturday in Cloud County.

The Kansas Highway Patrol reported a 2002 GMC Sierra driven by Amanda R. Applebee, 40, Aurora, Kansas, was southbound on 210 road three&nbsp; miles north of Aurora.

The pickup left the roadway to the east and rolled into the ditch.

&nbsp;A passenger Ryan J Peltier, 38, Concordia, was pronounced dead at the scene and was transported to&nbsp;Chaput-Buoy Funeral Home. EMS transported&nbsp;Applebee to the Cloud County Hospital.

They were not wearing seat belts, according to the KHP.

PRATT – Kansas hunters are urged to remain vigilant to the dangers harmful algal blooms can pose to hunting dogs. 

Every summer, dogs in Kansas get sick or die from exposure to harmful blue-green algae, but potentially deadly algal blooms can still occur into fall and winter.

“There are a lot of different species (of blue-green algae) and some don’t care what season it is,” said Tom Stiles, Kansas Department of Health and Environment (KDHE) Bureau of Water director. “If there’s a period of sunshine, calm conditions and it’s warm, a bloom could pop up. Hunters need to pay attention to their dogs.”

KDHE monitors blue-green algae across the state April 1-Oct. 31. But Stiles knows heavy blooms have been documented well into November and believes they happen through the winter. Stiles added that 2020 has been a particularly bad year, with potentially harmful densities of blue-green algae reported at as many as 39 bodies of public water.

Algal blooms are often highly visible, appearing like a bright green slime on the water’s surface, though Stiles added the blooms come in other colors and textures. Hunters need to keep a watchful eye on water conditions before sending their dogs to make a retrieve. However, dogs have also ingested potentially fatal amounts of bacteria from water that showed no visible signs of the algae, so hunters are encouraged to err on the side of caution when hunting around waters documented to have had harmful algal blooms earlier in the year.

As well as directly drinking toxic water, Stiles said dogs often ingest the algae by eating it along the shoreline. Another common scenario is when a dog licks itself after coming out of toxic water.

Stiles said while algal blooms in Kansas’ large reservoirs get most of the attention, small waters on private lands can be just as dangerous. The state has thousands of small ponds that drain fertilized croplands, creating the potential for algal blooms.

“I get calls every year from ranchers who’ve lost cattle by a pond,” said Stiles. “If it’ll kill cattle, it’ll easily kill dogs.”

Stiles recommends hunters offer fresh drinking water often to their dogs to decrease their interest in drinking from tainted ponds or lakes. Dogs that have swam through possible blooms should be toweled off immediately and taken to a place where they can be sprayed thoroughly with clean water. Hunters also need to monitor their dog’s condition for hours following a hunt.

“Sometimes it’s only a matter of minutes before they get really sick but other times it’s hours,” said Stiles. “If a dog is exhibiting any symptoms like throwing up, is especially lethargic or starts having seizures, rush it to the vet.”

Justice Evelyn Wilson, the Supreme Court departmental justice responsible for the 9th Judicial District, said nominees can apply or be nominated, but it must be on a nomination form and include the nominee's signature.

Kansas law requires that this district magistrate judge be:

●a graduate of a high school, a secondary school, or the equivalent; and

Tuesday through Friday, K&amp;G Striping of Riverside, Mo., will refresh the pavement markings on various streets in Salina. The streets receiving updates include the following.

●Fifth Street from East Prescott Avenue to East Elm Street

●Seventh Street from West South Street to West Elm Street

●Cloud Street from South Broadway Boulevard to South Ohio Street

●North Ohio Street from East Ash Street to East Elm Street

●East Pacific Avenue from North Fourth Street east to the city limits

●West State Street from North Broadway Boulevard to the west city limits

The roads being striped were resurfaced and consequently striped around five years ago and need refreshing before their next resurfacing, according to information from the City of Salina. 

The paint is usually applied by a moving vehicle with minimum traffic control and therefore few inconveniences to traffic. The paint dries in minutes. 

Motorists should maintain their distance from the vehicle at all times and avoid contact with freshly painted lines. 

Motorists are also encouraged to seek alternate routes when they see that work is occurring. 

The $20,000 project is part of the City of Salina's $4.7 million maintenance capital improvement program.

Southwest winds through early afternoon will eventually turn to the west and northwest late this afternoon into the early evening hours. Speeds are expected to be in the 25 to 30 mph range with gusts 40 to 45 mph.

CRUZE: How to avoid overspending on Christmas

When do our First Amendment rights become “wrongs?”

Well, when it comes to exercising your rights of free speech, assembly and petition in Tennessee, be careful. Setting up a up a tent for an overnight stay during a protest could land you in prison for up to six years.

A new law signed quietly into effect on Nov. 5 by&nbsp;Gov. Bill Lee&nbsp;changes the “crime” of overnight camping on state property without a permit — aimed at deterring protesters who have done that — from a misdemeanor to the much more serious felony. It also provides for stricter penalties and minimum jail terms for such clear threats to the republic as drawing in chalk on state property or interrupting legislators or local officials who are in a meeting.

In recent years, police have resorted to “sweeps” during demonstrations that operate on the theory of “arrest all and sort them out later,” sometimes taking into custody non-protesters simply walking to lunch or shopping. The Volunteer State’s new anti-protest law — advocates call it “criminal justice reform” — requires a magistrate’s intervention to gain early release for anyone sooner than a mandatory 12-hour minimum stay behind bars.

A move in states to silence public protest began about a decade ago, around the time of the “Occupy” movement. The latest Tennessee statute was sparked by demonstrators who set up camp in Nashville’s War Memorial Plaza for nearly two months this year while seeking removal of a bust of Confederate&nbsp;Gen. Nathan Bedford Forrest, first leader the Ku Klux Klan, from the state Capitol building.

By some reports, as many as 40 states have considered or adopted direct or backdoor attempts modeled on a draft law prepared by a conservative alliance of legislators and corporations to restrain public protest. Some proposals include providing legal immunity for motorists who — essentially absent a declaration of intent to injure or kill — strike demonstrators standing in a public thoroughfare.

Some proposed laws have been deemed outright to be unconstitutional for targeting certain groups or simply for being too broad or too vague. But government officials can enact lawful restrictions on “time, place and manner” in how we protest. If upheld by the courts, such laws can reasonably limit the hours and locations of public demonstrations or individual protests, the size of signs or the number of people who can gather in public spaces or on sidewalks.

Such laws nonetheless can chill free speech in ways seemingly distant from the 45 words of the First Amendment. Being convicted of a felony also may mean forfeiting the rights to vote, carry a gun or obtain a professional license and negatively can affect your ability to get a job or obtain a mortgage.

In Florida,&nbsp;Gov. Ron DeSantis&nbsp;recently proposed not only felony charges on protestors, but also penalties on cities and towns deemed not to be taking appropriate law and order measures in response to demonstrations. If enacted – and if the provisions survive court challenge – Florida would have the harshest anti-protest laws in the nation.

DeSantis’ proposal, to be considered when the legislature meets in March, includes felony charges for obstructing traffic during an “unauthorized” protest or for toppling a monument; an initial “no bail” provision for those arrested during a demonstration, and a mandatory six-month jail term for anyone who strikes a law enforcement officer during a protest. Anyone who organizes or simply donates money to protesters would risk penalties under the state’s racketeering laws.

Tennessee’s chapter of the American Civil Liberties Union said that the new law “requiring 12-hour holds upon arrest, putting in place mandatory minimums and enhancing petty crimes to felony-level offenses … will send a message loud and clear that Tennessee is no place to exercise your constitutional rights if state or local government entities disagree with you.” An op-ed writer in the&nbsp;Memphis Commercial Appeal&nbsp;noted in August about the then-proposal that “In George Orwell’s novel ‘1984,’ the state transforms all manner of innocuous activities into the most serious crimes … because in totalitarian societies, any deviation from even the smallest part of the system is perceived as a threat to the system as a whole.”

U.S. Supreme Court decisions stretching back more than 140 years have upheld our rights to assemble and petition. In 1937, the US. Supreme Court ruled unanimously in De Jonge v. Oregon that that the right to peaceably assemble “for lawful discussion, however unpopular the sponsorship, cannot be made a crime.” And in 1939 the court held in Hague v. Committee for Industrial Organization that streets and parks “ … have immemorially been held in trust for the use of the public and, time out of mind, have been used for purposes of assembly, communicating thoughts between citizens and discussing public questions.”

Ten years later,&nbsp;Justice William O. Douglas, in Terminiello v. City of Chicago, wrote that free speech is intended to “ … invite dispute. It may indeed best serve its high purpose when it induces a condition of unrest, creates dissatisfaction with conditions as they are, or even stirs people to anger … It may strike at prejudices and preconceptions and have profound unsettling effects as it presses for acceptance of an idea.”

More recent court rulings echo Douglas in acknowledgement that protest is inherently disruptive, may well be offensive or cause anguish to some, but is protected because of a need for “robust” public discussion around public policy and practices.

Yes, democracy is messy — and public demonstrations at times may well inconvenience, insult or infuriate you and me. But legislative acts designed to restrain, remove or chill our rights to protest are not just unconstitutional, but also unpatriotic.

As&nbsp;James Madison, author of the First Amendment, once observed about the new nation: “The censorial power is in the people over the government, and not in the government over the people.”

On Nov. 14, 1970, a chartered Southern Airways DC-9 crashed while trying to land in West Virginia, killing all 75 people on board, including the Marshall University football team and its coaching staff. 

In 1851, Herman Melville's novel "Moby-Dick; Or, The Whale" was published in the United States, almost a month after being released in Britain.

In 1862, during the Civil War, President Abraham Lincoln gave the go-ahead for Maj. Gen. Ambrose Burnside's plan to capture the Confederate capital of Richmond; the resulting Battle of Fredericksburg proved a disaster for the Union. 

In 1889, Jawarharlal Nehru, the first prime minister of India, was born.

The Kansas Highway Patrol reported a 2001 Ford F250 driven by Wayne Richard Elder, 14, Salina, was southbound on K-14 just north of Interstate 70.

The driver was distracted and the pickup traveled left of center.&nbsp; The driver overcorrected. The pickup spun out of control and struck a northbound 2020 Dodge Challenger driven by Stacie Lea Davis, 45, Ellsworth.
