On Oct. 13, 2020, between 11:41-11:55 a.m., two men were in Ace Hardware, 321 S Broadway, Salina. While there, the men stole two knives from a store display and left without paying for the items. The knives were valued at $80.

Both were white males, mid-20s to early-30s in age. One was wearing a black baseball cap, black hooded sweatshirt, and black athletic shorts. The other was wearing a black baseball cap, yellow shirt, and black pants.

Crimestoppers seeks tips about stolen knives

My mother-in-law is 60. She works hard and has no debt, but she also has no savings or retirement accounts. However, she owns a couple of paid-for rental properties that are worth about $350,000 each, and her home is worth $700,000. What can I do to help her plan for the future?&nbsp;

The best plan would be to first see if she’s already got a plan. I understand you’re worried about her not having any savings or&nbsp;<a href="https://www.chrishogan360.com/riq/" target="_blank">retirement</a>. That makes you a good son-in-law. But it sounds to me like she’s got the makings of a pretty good retirement situation lined up, even if she didn’t go the traditional route to get there. You just told me she’s sitting on nearly $1.5 million in paid-for real estate. Dude, she’s a millionaire!

If the time comes where she decides she doesn’t like landlording anymore or just wants to retire, she can always sell the rental properties, invest that big pile of cash in&nbsp;<a href="https://www.daveramsey.com/blog/what-are-mutual-funds" target="_blank">mutual funds</a>, and live off the income. I’ve got a feeling this lady isn’t going to be starving or depending on Social Insecurity.

If you’re concerned about things, just sit down with her and let her know. Ask her if she needs any help with her money situation and plans for retirement. If she doesn’t want to talk about it right now, that’s fine, but making the offer shows you care. Baby Step 4 would be both of you putting 15% of your income into retirement, and you’re not quite doing that yet. Saving for college comes next in Baby Step 5.

I don’t teach people to put less than 15% of their income into retirement in order to pay off the house a little earlier. It’s tempting when you’ve got the debt-free bug, but it’s not the shortest distance between where you are right now and wealth. The average person who follows my plan—the Baby Steps—can&nbsp;<a href="https://www.daveramsey.com/mortgage-payoff-calculator" target="_blank">pay off their home</a>&nbsp;in about seven years.

You’ve got offense and defense to think about, Callen. Defense is getting rid of debt, and the offense is building wealth. To help meet the unprecedented level of need this holiday season, Walmart and The Salvation Army Salina are working together to make it even easier for people to help others this Christmas. 

Building upon a 40-year relationship of supporting people in need during the holiday season, Walmart and The Salvation Army are bringing hope and joy to families through the expansion of programs like Angel Tree and Red Kettles, which will be out earlier, and, for the first time ever, round-up donations to The Salvation Army in-store and online.

The economic fallout of the ongoing health crisis has led to a new population of families and individuals facing unemployment and financial hardships that are expected to last through the holidays and well into the coming year. A recent study by Columbia University showed that nearly eight million Americans have fallen into poverty since May. In Salina, the Salvation Army served more than 1,100 people last year. The Salvation Army noted that if it sees the same level of increased requests for service, that would mean 2,500 people who need help this holiday season. With that in mind, both organizations are making it easier for customers to give to those in need this Christmas.

Captain Lynn S. Lopez, commanding officer in Salina, said, “In this pandemic year so many people are falling behind on rent and utilities. Our hope with the ROUND-UP program in partnership with Walmart is in hope of easing that burden as much as we can. It is important to keep as many families as possible stably housed and to have food stability in each home. Please help us do this by rounding up your purchase at Walmart.”

In the Walmart stores in Salina, the expanded partnership includes: rounding up purchases online or at a register in store, with the difference going to the Salvation Army. This donation option, in stores at manned cash registers, on Walmart.com or through the Walmart app will be available through Dec. 31.

Additionally, the Salvation Army will be placing Angel Trees in Walmart and Sam’s Club for less contact (more safety) in picking angels. You simply pick an Angel or two, purchase clothing and/or gift, place the tag in the bag and drop off in the box located by the Angels tree, the Salvation Army noted in a news release.&nbsp;Those who prefer to do their shopping online can visit <a href="http://salvationarmyusa.org/walmart-angel-tree">salvationarmyusa.org/walmart-angel-tree</a> to find their closest Angel Tree Registry, either in-store or online. K-State's Upham: Prep roses for winter

Saline County has announced a road closing for drainage work.

South Woodward Road between Hobbs Creek Road and East Rose Hill Road will be closed to through traffic beginning Nov. 19, 2020, for replacement of a cross-road drainage structure. 

Weather permitting, the roadway will be opened by the end January 2021.

  Motorists are advised to allow a few extra minutes of travel time to reach their destinations.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

A Salina
Presbyterian Manor resident has tested positive for COVID-19 in continued
outbreak testing at the senior living community.

“We remain
vigilant in our efforts to protect the health and safety of our residents and
staff members,” said Jeanne Gerstenkorn, PMMA’s vice president for health and
wellness and infection preventionist.

The resident,
who lives in the PATH® (Post-Acute to Home) area, previously tested negative
for the virus in last week’s mass testing. The community tested 109 employees
and 75 residents on Monday. All the other test results from Monday
were negative. A second round of employee surveillance tests were completed
Wednesday. Those results are pending.

The Centers for Medicare and
Medicaid Services (CMS) requires surveillance testing of all employees, agency
employees, volunteers, hospice, lab and therapy providers at our campus to be
tested for COVID-19 on a frequency determined by our county’s COVID-19 testing
positivity rate. Based on the Saline County rate, we are testing employees twice
a week. 

"We are in contact with the
Saline County Health Department and will follow the recommendations they
provide. We will continue to test residents weekly until we have completed two
rounds of tests with no new positive cases. Surveillance testing will continue
as required," Salina Presbyterian Manor noted in a news release issued this afternoon.

The COVID positive resident will recover in isolation
and be cared for by designated staff. Salina Presbyterian Manor will follow CDC and KDHE guidelines
for when the residents may come out of isolation. Under the current guidelines, symptomatic
residents may leave isolation when at least 72 hours have passed since
resolution of the resident’s fever without the use of fever-reducing
medications and the resident’s symptoms have improved and at
least 10 days have passed since symptoms first appeared. Asymptomatic positive
residents will quarantine for 14 days. Designated staff members are following doctor’s
orders for treatment protocols and following CDC infection prevention
protocols.

Salina Presbyterian Manor resident tests positive for COVID-19

The Saline County Sheriff's Office is investigating the theft of approximately $16,000 worth of property from a residence in the north part of the county.

On Tuesday, deputies were sent to a residence in the 600 block of West Kansas Highway 143 for the report of a residential burglary. There, they found that someone had forced entry into the residence, causing an estimated $750 damage, Saline County Sheriff's Captain James Hughes said this morning. Items taken included ammunition, miscellaneous women's earrings, a taser, a small gun safe with a .357 revolver inside, he said.

Additionally, a 210 Honda Big Red 700cc side-by-side utility vehicle was taken from a detached garage, Hughes said.

According to Hughes, the total amount of property stolen was estimated at approximately $16,000.

Due to an increase in COVID-19 cases in the surrounding area, and out of an abundance of caution, Cloud County Community College has made the decision to cancel the band and choir concerts that had been scheduled for November 16 and 17.

CONCORDIA -- The Cloud County Community College music ensembles will present two virtual concerts on Nov. 16 and 17.

The virtual band concert, on Nov. 16 at 7 pm., will feature the Rolling Thunder Pep Band, the Community Concert Band and the Jazz Band.

The pep band will perform one selection, Echoes, by Jordan Grigg.

The Community Concert Band will perform At Morning’s Light, Three Sketches for Band, and Blue Ridge Steel.

The Jazz Band’s selections will include Now’s the Time, Song of Orpheus, Fish Face, Big Spender, and High Maintenance.

The virtual choirs concert is scheduled for Nov. 17, also at 7 p.m.

The Cloud 9 Jazz Choir will open the concert with the Star Spangled Banner.

A Salina man was cited for inattentive driving after a two-vehicle collision early Wednesday afternoon.

Sherry Wahl, 55, of Blaine, Kan., was southbound on North Broadway Boulevard in a 2016 Ford Expedition when she slowed to turn onto Marietta Avenue. A southbound 2002 Ford Windstar driven by Robert Moreno, 34, of Salina, ran into the back of thr Expedition, Forrester explained.

Wahl complained of shoulder pain and was treated and released by EMS, he noted. 

Moreno was cited for inattentive driving, Forrester reported.

Salina man cited after two-vehicle accident Wednesday

MCPHERSON -- The McPherson County Health Department late last night reported an additional 74 confirmed cases of COVID-19, bringing the county total to 802.

Of that total 505 of the cases have either met Kansas Department of Health and Environment recovery guidelines or have died and six of the active cases are hospitalized, the health department noted.

McPherson County reports 74 new cases of COVID-19

HAYS – Military-connected students now have the opportunity to complete Officer Candidate School (OCS) training as a result of a new partnership between Fort Hays State University and the Kansas Army National Guard (KSARNG). 

In addition, all students will be able to learn more about the military experience by taking Military Science classes through the Department of Leadership Studies before they commit to the OCS program.

Captain CPT Lonnie McIntyre, a platoon trainer/instructor for the 1st Battalion, 235th Regiment (OCS/WOCS) in Salina, was assigned to the FHSU instructor’s position by the Kansas National Guard earlier this year and made the trip to Hays for FHSU’s first class this semester. Fundamentals of Soldiering was an eight-week face-to-face course, and three more classes will be available in the spring.

OCS is one of the U.S. Army’s primary training programs for prospective Army officers.&nbsp;The program is generally open to qualified&nbsp;enlisted service members, noncommissioned&nbsp;officers and civilians who hold – or have nearly completed – a four-year college degree.

Dr. Seth Kastle,&nbsp;assistant professor of Leadership Studies and the university’s director of military program innovation,&nbsp;also wants to give all students the opportunity to explore a possible military career without a long-term commitment.

“There are tremendous opportunities for career advancement with the Kansas Army National Guard and being a commissioned officer,” Kastle said.&nbsp;Candidates who successfully complete the rigorous OCS program receive formal commissions in the Kansas Army National Guard (KSARNG) as second lieutenants.

Candidates wishing to complete the FHSU OCS program must be current members of the KSARNG, who have completed 90 college credit hours, basic combat training, and OCS Phase I in Salina. During their senior year of college, candidates will complete two courses, one in each of the fall and spring semesters which will comprise Phase II of the commissioning process.

The two courses for Phase II are&nbsp;Platoon and Staff Leadership I and II, which will be offered for the first time in spring 2021. Fundamentals of Soldiering will be moved online for the spring semester, and Military Leadership Development will also be available next spring. All classes other than Platoon and Staff Leadership I and II are available to all FHSU students without incurring a commitment to the KSARNG.

Other courses being developed are: Introduction to The U.S. Army, Military Instruction, Army Physical Fitness and Nutrition and Basic Army Field Training.

Upon graduating from FHSU, Officer Candidates will attend Phase III of OCS at Joint Base Lewis-McChord in Washington State.

“This program is just one of several examples of FHSU pursuing new and innovative ways to engage the military and better serve current and former members of our nation’s armed forces,” Kastle said.

A native of North Carolina, who has been in the military for more than 25 years, McIntyre became interested in the military at a young age after attending his older sister’s graduation from the basic trailing when he was eight years old. He began his career in 1993 with the North Carolina National Guard and said his experience there made him realize the military could be a rewarding career.&nbsp;He went on to serve in the active duty Army, the U.S. Marine Corps, the Air Force Reserve and the U.S. Army Reserve before receiving his commission through the Army National Guard Officer Candidate School.

McIntyre, who has received numerous federal military awards and decorations,&nbsp;earned&nbsp;a Bachelor of Arts in Liberal Arts from Ashford (Calif.) University and a Master of Arts in Executive Leadership from Liberty (Va.) University.

“FHSU is extremely fortunate to have an officer and leader the caliber of CPT McIntyre to lead this partnership and the OCS Program,” Kastle said.

McIntyre moved to Salina two years ago and was pleased to be assigned to the FHSU instructor’s position.

USD 305 honors staff with You Make a Difference Awards

PRATT – Kansas Department of Wildlife, Parks and Tourism’s (KDWPT) Flint Hills Trail and Prairie Spirit Trail state parks recently received America’s highest trails honor when they were designated National Recreational Trails by the National Park Service. 

Both state park trails are operated by KDWPT’s Parks Division.

“This is significant, not only for those parks and our state parks system, but for the state of Kansas,” said Linda Lanterman, KDWPT’s Parks Division director. “This is going to draw valuable attention to two great state parks and all they have to offer. And, ultimately, help the local economies that are developing along those trails. This is a big deal.”

The designation brings no monetary prize, but the parks can now use signage that denotes their high quality. The trails will also get special recognition on some maps of America’s trails. Both the Flint Hills Trail and Prairie Spirit Trail are built along abandoned railroad lines and required a tremendous amount of private labor to become reality.

The 117-mile Flint Hills Trail reaches from near Osawatomie to Herington, passing through landscapes that vary from steep, heavily timbered ridges to the Tallgrass Prairie of the Flint Hills.

Prairie Spirit Trail stretches 51 miles from Ottawa to Iola, and also crosses a wide range of scenic topography.

The two trails intersect in Ottawa. Businesses, including bed and breakfasts, cafes, museums and bicycle shops now benefit from the thousands of trail users from across the country who visit annually.

Both are funded by state park fees and grants. There is no charge to hike, cycle or horseback ride on either trail. And, the trails are maintained solely by a small number of staff and dedicated volunteers.

“We couldn’t have done any of this without our volunteers and private landowners,” said Lanterman. “They’re incredible and a huge reason why these trails have been so successful.”

Lanterman credited Kathy Pritchett, retired trails grant coordinator for KDWPT, with supplying the National Parks Service with the necessary documentation to be considered for a National Recreational Trail designation.

The National Parks Service made the announcement on Oct. 22 when 30 water and land trails in 25 states received the coveted recognition.

Kansas was the only state with four trails recognized. In addition to the state parks, the Migrant’s Mile Trail at Quivira National Wildlife Refuge and Outlet Campground Trail System at Melvern Reservoir also received recognition.

Kansas is also fortunate to have 192 miles of the Arkansas River and 173 miles of the Kansas River listed as National Water Trails.

 </figure>PRATT – Kansas Department of Wildlife, Parks and Tourism’s (KDWPT) Flint Hills Trail and Prairie Spirit Trail state parks recently received America’s highest trails honor when they were designated National Recreational Trails by the National Park Service. Both state park trails are operated by KDWPT’s Parks Division.“This is significant, not only for those parks and our state parks system, but for the state of Kansas,” said Linda Lanterman, KDWPT’s Parks Division director. “This is going to draw valuable attention to two great state parks and all they have to offer. And, ultimately, help the local economies that are developing along those trails. This is a big deal.”The designation brings no monetary prize, but the parks can now use signage that denotes their high quality. The trails will also get special recognition on some maps of America’s trails. Both the Flint Hills Trail and Prairie Spirit Trail are built along abandoned railroad lines and required a tremendous amount of private labor to become reality.The 117-mile Flint Hills Trail reaches from near Osawatomie to Herington, passing through landscapes that vary from steep, heavily timbered ridges to the Tallgrass Prairie of the Flint Hills.Prairie Spirit Trail stretches 51 miles from Ottawa to Iola, and also crosses a wide range of scenic topography.The two trails intersect in Ottawa. Businesses, including bed and breakfasts, cafes, museums and bicycle shops now benefit from the thousands of trail users from across the country who visit annually.Both are funded by state park fees and grants. There is no charge to hike, cycle or horseback ride on either trail. And, the trails are maintained solely by a small number of staff and dedicated volunteers.“We couldn’t have done any of this without our volunteers and private landowners,” said Lanterman. “They’re incredible and a huge reason why these trails have been so successful.”Lanterman credited Kathy Pritchett, retired trails grant coordinator for KDWPT, with supplying the National Parks Service with the necessary documentation to be considered for a National Recreational Trail designation.The National Parks Service made the announcement on Oct. 22 when 30 water and land trails in 25 states received the coveted recognition.Kansas was the only state with four trails recognized. In addition to the state parks, the Migrant’s Mile Trail at Quivira National Wildlife Refuge and Outlet Campground Trail System at Melvern Reservoir also received recognition.Kansas is also fortunate to have 192 miles of the Arkansas River and 173 miles of the Kansas River listed as National Water Trails.By current estimates Kansas is home to more than 4,000 miles of maintained, public trails.  Two Kansas trails receive national designations

In 1987, the American Medical Association issued a policy statement saying it was unethical for a doctor to refuse to treat someone solely because that person had AIDS or was HIV-positive. 

In 1990, Japanese Emperor Akihito formally assumed the Chrysanthemum Throne. Actor Eve Arden died in Beverly Hills, California, at age 82. 

In 1994, Olympic track-and-field gold medalist Wilma Rudolph died in Brentwood, Tennessee, at age 54.

In 1996, a Saudi Boeing 747 jetliner collided shortly after takeoff from New Delhi, India, with a Kazak Ilyushin-76 cargo plane, killing 349 people. 

In 2001, American Airlines Flight 587, an Airbus A300 headed to the Dominican Republic, crashed after takeoff from New York's John F. Kennedy International Airport, killing all 260 people on board and five people on the ground. 

In 2009, Army psychiatrist Maj. Nidal Malik Hasan was charged with 13 counts of premeditated murder in the Fort Hood, Texas, shooting rampage. (Hasan was later convicted and sentenced to death; no execution date has been set.)

Ten years ago: President Barack Obama arrived in Japan from South Korea to attend a regional economic summit; it was the fourth and final stop on the president's 10-day tour of Asia. The Supreme Court allowed the Pentagon to continue preventing openly gay people from serving in the military while a federal appeals court reviewed the "don't ask, don't tell" policy. (The policy was rescinded in 2011.)

Five years ago: President Barack Obama presented the Medal of Honor to Florent Groberg, an Army captain who shoved a suicide bomber to the ground and away from his security detail in Afghanistan. (Four people were killed in the attack; Groberg survived with severe injuries.) Twin suicide bombings killed at least 43 people in a southern Beirut suburb that was a stronghold of the militant Shiite Hezbollah group; Islamic State claimed responsibility.

One year ago: The Supreme Court said a survivor of the Newtown, Connecticut school shooting and relatives of the victims could pursue their lawsuit against Remington Arms, the maker of the rifle that was used to kill 26 people. Disney's new streaming service Disney Plus made its launch and suffered some technical difficulties in the early hours; Disney said consumer demand exceeded expectations. Venice saw its worst flooding in more than 50 years, with the water reaching 6.14 feet above average sea level; damage was estimated in the hundreds of millions of dollars. Former President Jimmy Carter underwent surgery in Atlanta to relieve pressure on his brain from bleeding that was linked to recent falls.
