MANHATTAN – You may not think of tomatoes as a fickle fruit, but Kansas State University horticulture expert Ward Upham says that the popular garden crop can, indeed, be picky.&nbsp;

Upham noted that colored plastic mulches have gained favor over the more traditional black plastic mulch because they seem to increase the production of marketable fruit. Plastic mulches have long been known to promote earlier fruiting, increased yields and weed control.&nbsp;

“With tomatoes, the color of choice has been red (mulch),” Upham said.&nbsp;

When the season’s weather is ‘perfect’ for growing tomatoes, Upham said there may be no difference in production when using various plastic mulches. But when growing conditions are less than favorable, gardeners may experience up to a 20% increase in their tomato crop when using red mulch – though, on average, the increase is more like 12%.&nbsp;

For best results, Upham suggests home gardeners lay a drip irrigation line near the center of where the mulch will lay, because “the plastic will prevent rainwater or overhead irrigation from reaching the plants.”&nbsp;

●Use a hoe to construct trenches for the outer six inches of the plastic mulch. “This allows the center of the bed to be undisturbed, with the edges of the mulch draping down into the trench,” Upham said.

●Fill the trenches to cover the edges of the mulch. “This will prevent wind from catching and blowing the mulch,” according to Upham.&nbsp;

What color mulch do tomatoes prefer? Red, of course

I’m 24, single, and I make $60,000 a year. I’m also debt-free and live in an apartment, plus I have about $550,000 in a brokerage account that’s made up of 75 percent mutual funds and 25 percent single stocks. The money in the brokerage account was originally an inheritance of $280,000 that has grown since I received it in 2007. Am I putting my money toward the best investment possibilities right now?

You’re in a nice place! I’m glad you’re taking your finances and your future so seriously.

First of all, I don’t play around with&nbsp;<a href="https://www.ramseysolutions.com/company/newsroom/dave-says/2019-06-10" target="_blank">single stocks</a>. There’s just too much risk there for me. Since I don’t invest in single stocks, I don’t recommend others do it, either. I look at two things when it comes to investing—real estate and mutual funds.

I always pay cash for income-producing real estate. And when it comes to mutual funds, I invest in good, growth stock&nbsp;<a href="https://www.ramseysolutions.com/retirement/how-mutual-funds-work" target="_blank">mutual funds</a>&nbsp;with a solid track record of at least 10 years. Now, I don’t get mad at people if they want to dabble in single stocks a little, but I wouldn’t recommend having more than 10 percent of your investment portfolio wrapped up in them. The numbers on playing single stocks are just not that good for the individual, and besides that, I don’t like losing money!

If I woke up in your shoes, I’d move the 25 percent you have in single stocks into good mutual funds. And I wouldn’t use a brokerage account. I’d stick with a quality financial advisor, one who has the heart of a teacher. I think you’ll end up doing better with&nbsp;<a href="https://www.daveramsey.com/smartvestor/investment-calculator?snid=tools.investingcalc" target="_blank">your money</a>&nbsp;in the long haul this way. It might be a little boring, but boring is good when it comes to stuff like this. Exciting means you stand a good chance of losing a lot of money.

Stay away from debt, live on a reasonable budget, and make sure you’re putting 15 percent of your income away for&nbsp;<a href="https://www.ramseysolutions.com/retirement/retirement-education-research" target="_blank">retirement</a>. Then, when it’s time a few years down the road, use some of that inheritance money to pay cash for a nice home.

This is for any USD 435 student who will be entering seventh-12th&nbsp;grade for the 2021-2022 school year.&nbsp;

The sports physical night will be held from 6 to 7 on May 5. The cost is $10, but all money collected will be donated back to the AHS athletic department.&nbsp;The $10 discounted price is only in effect during this evening event.

Heartland Health Care to provide sports physicals for Abilene students

WASHINGTON — The Treasury Department and the Internal Revenue Service today issued <a href="https://www.irs.gov/pub/irs-drop/rp-21-20.pdf">Revenue Procedure 2021-20&nbsp;PDF</a>
 for certain businesses that received first-round Paycheck Protection 
Program (PPP) loans but did not deduct any of the original eligible 
expenses because they relied on guidance issued before the enactment of 
tax relief legislation in December of 2020.

Under prior guidance, businesses that received PPP loans to cover 
payroll costs, interest on covered mortgage obligations, covered rent 
obligation payments, and covered utility payments could not deduct 
corresponding expenses.

With the Dec. 27, 2020, enactment of the Consolidated Appropriations 
Act, 2021, businesses now may claim these deductions even though they 
received PPP loans to cover original eligible expenses. These businesses
 can use the safe harbor provided by this guidance to deduct those 
expenses on the return for the immediately subsequent year.

IRS: Safe harbor for businesses to claim Payroll Protection Program tax deduction

PRATT – In March, Kansas Department of Wildlife, Parks and Tourism (KDWPT) fisheries biologists and other staff collected nearly 100 million walleye eggs. Thanks to the Kansas Walleye Initiative, a record percentage of the walleye and saugeye hatched from those eggs will likely end up on the hooks of Kansas anglers.

“We’ve been having some great success, and the program is only four or five years old,” said Scott Waters, KDWPT fisheries biologist and chairman of the walleye committee. “It’s already leading to more catchable walleye.”

The program began in 2015, with meetings between fisheries biologists and a variety of researchers and hatchery staff. Waters was also quick to thank the Kansas Wildlife, Parks and Tourism Commission for ongoing support for the program.

The initiative has led to the following.:

Higher survival rate for stocked fingerlings

One of the program’s goals is to increase the size of stocked walleye fingerlings from about 1.25 inches to 1.7 inches, giving fingerlings a chance to develop scales before being stocked and a better chance of survival. The increased size makes it easier for them to find food, and scales protect against fatal infections.

Bigger and better walleye for stocking

The Kansas Walleye Initiative has led to hatcheries implementing an intensive walleye culture process that has increased production of “intermediate” walleyes that are 8 to 10 inches long when stocked. These fish are stocked in the fall, have very high survival rates and are well on their way to being of a desirable size for anglers. Last year, about 20,000 intermediates were produced and stocked in Kansas lakes and reservoirs. Waters said the department’s goal of producing 75,000 intermediate-sized walleye is within sight.

Largely depending on their capabilities, reservoirs and lakes are now classified and managed in four categories:

●Harvest lakes are managed to allow anglers to harvest walleye or saugeye and have a 15-inch minimum length limit.

●Trophy waters are managed to give anglers their best chance at a walleye or saugeye of trophy-sized proportions, using 18- or 21-inch minimum length limits and sometimes reduced creel limits.

●Brood walleye lakes are managed to provide good fishing yet a ready supply of healthy walleye eggs for the program.

●Biological control lakes are managed to keep good numbers of big walleye and saugeye in the water to help control problematic species, like white perch.

Waters said the plan is to keep at least one lake from each category within an easy drive of most Kansas anglers.

Stocking based on priority and potential

Kansas reservoirs and lakes are now more closely studied and ranked based on walleye or saugeye need and potential. Rather than randomly distributing fish for stocking, fry, fingerlings and intermediates are sent to where they’re most needed, yet likely to survive and thrive.

The Kansas Walleye Initiative’s goals are becoming realities because of significant funding improvement for the state’s walleye hatchery program. High on that list is a $2 million specialized walleye facility being constructed at the Meade Fish Hatchery. Another $225,000 has been spent to improve specialized equipment at the department’s Milford Fish Hatchery. There’s also an annual budget of $280,000 to cover the enhanced feed and energy costs, plus the purchase of fingerlings from private fish producers when needed.

Two full-time employees have been hired specifically for the program and funding to hire part-time employees, when needed, is also available.

Waters said the majority of the funding comes from fishing license revenue and the Dingell-Johnson fund, derived by federal excise taxes placed on fishing gear. D-J grants can only be used on projects that improve fishing and require 25 percent matches, provided by license revenue.

“As usual, everything goes back to the anglers really being the ones who pay for projects,” said Waters. “We should get a really good return on the investment. We see an excellent future.”

Local, area students part of K-State's Spring Dance 2021 Concert

Kansas Wesleyan today announced an agreement with Kansas State University’s Air Force ROTC that will allow accepted KWU students to fully participate in all KSU Air Force ROTC (AFROTC) activities beginning in the fall of 2021. 

Cadre members from KSU’s Manhattan-based detachment, AFROTC 270, will be on campus at KWU beginning in late April.

“Here at Kansas Wesleyan, we talk a lot about the concept of multiple opportunities and different paths coming together,” said Dr. Matt Thompson, KWU president. “We call that The Power of AND. Whether it’s the joining together of service and learning, the coming together of different backgrounds or current activities joining with future goals, the idea of multiple people or ideas becoming one unit encompasses much of the Kansas Wesleyan experience. ROTC programs often involve a similar mindset. That could include leadership experience joining with future plans, or different beliefs and backgrounds coming together as one body. Because of that similar mindset, however, we believe that being a part of an Air Force ROTC program is a great extension of who we are as a university. We are thrilled to offer this opportunity to our students!”

In order to participate in the program, KWU students will need to be enrolled full-time, maintain a minimum GPA and meet specified physical fitness standards. While four-year ROTC scholarships are available, cadets do not incur a commitment to serve in the U.S. Air Force until either that scholarship begins or they start classes their junior year.&nbsp;

HAYS – The 16th annual John Heinrichs Scholarly and Creative Activities Day was hosted virtually by Fort Hays State University the week of April 12-16.

The event celebrates the research, scholarly and creative work conducted by varied disciplines within the university. Special activities – including seminars, research presentations, and exhibits were provided.

The main events included poster presentations and a creative works exhibition featuring student and faculty work from the College of Arts, Humanities, and Social Sciences; the W.R. and Yvonne Robbins College of Business and Entrepreneurship; the College of Education; the College of Health and Behavioral Sciences; and the Peter Werth College of Science, Technology, and Mathematics.

The following awards were announced on April 15 by FHSU President Tisa Mason and&nbsp;Student Body President Haley Reiter.

Leslie Paige, director of the Office of Scholarship and Sponsored Projects, said the day “not only showcases the significant work being conducted by faculty and staff, but it also exemplifies the opportunities that FHSU students have to conduct research, engage in scholarship opportunities, and present creative works with guidance from their faculty mentors.”

Scholarly and creative activity encourages critical thinking, innovation, collaboration, and leadership, she said.

“FHSU supports developing new areas of excellence in all disciplines as part of its mission to advance knowledge and further the economic growth of the state,” Paige said. “Participation provides the opportunity to clarify academic and professional goals while promoting advancement in a particular field of study.”

Named after the late Dr. John Heinrichs, who championed research at FHSU, the Scholarly and Creative Activities Day is sponsored by the FHSU Scholarship Environment Committee with support from the Office of the Provost, FHSU deans, the Kansas Academy of Mathematics and Science, the Graduate School, and the Office of Scholarship and Sponsored Projects.

Part of State Street in rural Saline County will be closed indefinitely after a void under the pavement was found.

The Saline County Road and Bridge Department this afternoon announced that State Street between Kansas Highway 140 and Fairchilds Road has been closed to through traffic due to the discovery of a void under the pavement. The roadway will be closed indefinitely. 

Motorists are advised to allow a few extra minutes of travel time to reach their destinations.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

ABILENE - A unique - and tasty - way to raise scholarship funds is planned for May 1.

The 28th Annual Abilene Aviation Association Fly-In and Pancake Feed is scheduled for 7 a.m.-noon May 1 at the Abilene Municipal Airport.

A wide variety of aircraft from regular production models to experimental home-built, antique, and historic military aircraft may fly into the event. According to the organization, weather conditions the day of the event usually determine the number of aircraft that attend. In past years, more than 80 aircraft have attended the fly-in and pancake feed, the Abilene Aviation Association noted in a news release.

Adults and children are invited to the airport to eat pancakes and sausage and then walk around the flight line to view the airplanes and talk with the owners and pilots. 

Pancake tickets are $6 for adults and $4 for children ages 3 through 10. They may be purchased from any aviation association member or at the door the day of the fly-in. There is no charge to walk the flight line and view the aircraft.

The money raised from the pancake feed will be used to fund aviation scholarships. Any student who graduates from an accredited high school in Dickinson County and wants to pursue a career in an aviation field, is eligible to apply for the scholarship.

Salina Fire Department promotes Dumars

Salina’s annual electronic waste (e-waste) recycling event, hosted by the City of Salina and TechRemove, is scheduled for May 1.

The event is scheduled for 9 a.m.-1 p.m. May 1 at the Berkley Family Recreation Area runway along Markley Road.

E-waste is consumer electronic equipment that is obsolete and needs to be discarded. Computers, televisions, cameras, gaming systems, keyboards and microwaves are examples of E-waste.

Recycling electronic equipment not only preserves resources like aluminum, copper, gold, silver and ferrous metals; It potentially diverts toxic materials like mercury, lead, cadmium and flame retardants from the landfill. When electronic equipment is recycled, landfill space is also saved.

There are no limitations regarding who may participate or the number of items that may be recycled at this event. Nearly any device with a cord or battery will be accepted, however, smoke detectors, light bulbs, fluorescent tubes, tapes, CDs, DVDs, alkaline batteries, PCB ballasts, software, toner cartridges, thermometers, thermostats and hazardous materials will not be accepted.

There will be a fee collected for the following items: CRT monitors, $5 each; Freon containing devices, $10 each; LED, LCD or Plasma TVs, $19 each; CRT televisions, $30 each; Projection televisions, $45 each. Fees must be paid by cash, credit card, or debit card at the time of drop-off.

Participants should enter the event from Markley Road at the water tower and then proceed to the drop-off location by following the traffic cones and signs. Participants are asked to remain in their vehicles while staff members collect the e-waste. Once drop-off is complete, participants should exit onto Markley Road at Dean Evans Stadium.

City announces electronic waste recycling event

UPDATE: The story has been updated to include that only the top part of a human skull was found. Saline County Sheriff Roger Soldan said Thursday morning that despite an extensive search of the area, no other evidence was found that would help identify the person to whom the piece of skull belonged. He said the piece of skull had been sent to the lab for DNA testing.

Two men hunting for mushrooms found the top part of a human skull late Tuesday afternoon near Salina.

Saline County Sheriff Roger Soldan said this morning that deputies were sent to Dry Creek north of W. Magnolia Road at 5:23 p.m. Tuesday after two men hunting for mushrooms on the east side of the tree line along the creek bed reported finding a human skull. The skull appeared to have been there for quite some time, Soldan said.

Deputies secured the scene and the Kansas Bureau of Investigation's crime scene unit was called in to investigate. KBI personnel were to be onsite today, Soldan said.

MCPHERSON -- A partnership between Ducks Unlimited, <a href="https://www.williams.com/">Williams</a> and the Kansas Department of Wildlife, Parks and Tourism overhauled a public natural area beloved by wildlife and outdoors enthusiasts.

The McPherson Wildlife Area (MWA) provides more than 1,700 acres of managed habitat and lies within a 50-mile radius of Cheyenne Bottoms Wildlife Area and Quivira National Wildlife Refuge. The wildlife area is part of a trifecta of public waterfowl habitat that provides critical resources for migrating waterfowl and other birds and incredible outdoor recreation for people. Endangered whooping cranes can be spotted in the area and a handicapped accessible photo blind ensures everyone has the opportunity to enjoy these and many other birds.

Ducks Unlimited, Williams, and the Kansas Department of Wildlife, Parks and Tourism restored 160 acres at the wildlife area’s Shirk Marsh. The former agricultural field was drained a decade ago and no longer provided natural wildlife conditions. The restoration project included new infrastructure to manage water levels for waterfowl and shorebirds. It also included the planting of prairie grasses for quail, pheasants, and other grassland birds and to act as pollinator habitat and increase carbon sequestration.

“Wetlands at MWA reduce flooding and runoff from agricultural fields in the watershed,” said Matt Hough, Ducks Unlimited biologist for Kansas. “Shirk Marsh is the first of a series of connected wetlands in the complex and will serve to improve water downstream. Thanks to support from conservation partners like Williams, we can make improvements that will not only benefit the community, but also the wildlife that call this area home.”

The project was made possible by a $50,000 contribution by Williams to Ducks Unlimited’s Heartland Heritage and Habitat Initiative, which focuses on a major staging area for waterfowl during spring and fall migrations. The donation from Williams was used in conjunction with a North American Wetland Conservation Act (NAWCA) grant and funding from the Pittman-Robertson Federal Aid in Wildlife Restoration Act.

“Without partnerships like this, where we take private dollars, leverage them with federal and state funding and work with the landowning agency, DU would be unable to meet our conservation mission,” said Bob Locke, Ducks Unlimited director of development. “It’s all a very symbiotic relationship. We can do more together.”

The Kansas Department of Wildlife, Parks and Tourism owns and operates the wildlife area and provided match for the NAWCA grant. The agency used funds from Williams to unlock the Pittman-Robertson funding.&nbsp;

“We take great pride in being responsible environmental stewards and are honored to support Ducks Unlimited,” said Matthew Baker, manager of engineering at Williams. “Doing what is right for our local communities is part of who we are at Williams, and this collaboration is one of the many ways we aim to preserve resources for future generations while making a positive impact today.”

In addition to the Shirk Marsh project, Williams’ contribution will enhance nearly 200 acres at MWA on Chain of Lakes and Big Basin Pool 7.

Groups come together to restore McPherson Wildlife Area

Police are investigating the theft of a locked motorcycle in south Salina.

Dylan Henry, 21, of Salina, reported that sometime between 9 p.m. Tuesday and 7 a.m. Wednesday, someone stole his 2005 Suzuki GSX-R600K5 motorcycle while it was parked at Kraft Manor, 1801 S. Ninth Street. 

The motorcycle had the forks locked and Henry still had the key, according to Salina Police Captain Paul Forrester. The motorcycle also had a black and silver cover over it.

The motorcycle would have had to be loaded on something to be taken from the property, Forrester noted.

DICKINSON COUNTY —Law enforcement authorities are investigating a suspect after a standoff on I-70.Just after 4 a.m. Thursday, the Geary County Sheriff’s Office requested assistance from the Dickinson County Sheriff’s Office with a vehicle pursuit, according to Undersheriff Brian Hornaday. Geary County Sheriff’s Deputies pursued a 2010 Nissan Titan occupied by a white male westbound on Interstate 70 into Dickinson County.&nbsp; Stop sticks were successfully deployed during the pursuit, causing the vehicle to come to a stop near Jeep Road. After refusing to exit the vehicle, a stand-off ensued, causing east and westbound traffic on Interstate 70 to be shut down between the Abilene exit and the Jeep Road exit. in Dickinson County.&nbsp; Just before 6a.m. the suspect surrendered to law enforcement and was taken into custody by the Geary County Sheriff’s Office without further incident.
