During their regular meeting Monday afternoon, Salina City Commissioners officially accepted the resignation of Commissioner Rod Franz.

Last week, Franz's sons and partner submitted the letter of resignation on his behalf after Franz sustained injuries in an April 6 fall.

"Let me just begin by saying that it was with the deepest regret that we accepted the resignation of Commissioner Rod Franz. As many of you are aware, he had a fall a few weeks ago that's necessitated a long recovery period," Mayor Melissa Hodges said during the meeting.

"I think that if you polled us individually, that we function very well with the addition of Rod. He truly made a difference in how this board functions. He brought a strong finance perspective, a long history with the organization as an employee and director, and his analytical skills," Hodges continued. "I always looked forward to hearing his analysis of an issue that I thought was pretty straightforward. I didn't understand as well as I could have and Rod's analysis was always extremely helpful."

City Manager Mike Schrage said that during 31 years of his career, he has dealt with elected officials both directly and indirectly. 

"I think Rod is unsurpassed in his time, energy, and commitment," Schrage said.

"One thing I came to appreciate with Rod is even if we didn't vote the same way, we always walked out of this room as gentlemen and respected the other," Commissioner Mike Hoppock said. 

"I probably started becoming less detailed on the numbers when Rod got involved because I knew he had massaged 'em," Hoppock continued. "We all bring our strengths and weaknesses to a board and obviously Rod's strength was the financial aspect of it. I hope if his family is listening, we wish him the best. He is dearly missed and we look forward to seeing him in this room again someday and be able to tell him 'thank you' ourselves."

Hodges said that the commission had already received expressions of interest from former commissioners Joe Hay, Norm Jennings, and Kay Crawford.

The remaining four commissioners approved accepting expression of interest forms from persons willing to fill the open seat. Once the expression of interest forms are reviewed, the commissioners will appoint a person to serve until January 2022, which would complete the term Franz began.

Interested persons must complete and return the forms no later than 5 p.m. May 12. The form can be found on the city website at <a href="http://salina-ks.gov/boards">salina-ks.gov/boards</a>.

●Approved on second reading three ordinance related to the Saline County Jail project. Those ordinances include the following.

Ordinance No. 21-11054 vacating the platted Woodland Avenue right-of-way east of N. Front Street, except the west 200 feet.

Ordinance No. 21-11060 amending the Future Land Use Map designation of the proposed Saline County Jail site to Public/Semi-Public.

Ordinance No. 21-11061 rezoning the proposed Saline County Jail site from I-3 to PDD Public Use-Public Facilities.

●Approved on second reading an ordinance changing the zoning district classification from I-1 to I-2 on the southern and western portions of the Tony's Pizza campus in order to create a uniform zoning district for the entire campus located at 3019 Scanlan Avenue.

●Approved an ordinance authorizing the execution of a loan agreement between the City of Salina and the State of Kansas for the purpose of financing improvements to the wastewater treatment plant.

●Authorized Schrage to execute a license (right-of-way user's) agreement with Missouri Network Alliance, LLC, doing business as Bluebird Network to allow the installation of fiber optic and related facilities within city rights-of-way. The installation is to connect cell towers used by U.S. Cellular.

●Approved resolutions for the designation of Rural Housing Incentive Districts for property north of Menards and property southeast of the intersection of S. Ohio Street and E. Schilling Road.

City commission accepts Franz resignation, decides on vacancy

Police are looking for Jeep that was stolen after keys were stolen from a south Salina apartment Monday morning.

Lori Rook, 51, of Salina, told police that around 7 a.m. Monday, she heard noises coming from the front of her apartment at 2363 Chapel Ridge, Salina Police Captain Paul Forrester reported this morning. Rook went out and found her front door slightly ajar. The keys to her mother's 2017 Jeep Renegade that had been on a shelf inside the front door were missing, as was the Jeep.

Forrester described the Jeep as being black in color with some scratches on the driver side door. The passenger side mirror was being held on with black tape. The Jeep, with a Kansas license plate of 205NTM, was valued at $15,000, he added.

Riding the bus gives kids the freedom to get around in the summer.&nbsp;&nbsp;The “Get On &amp; Go” Summer Youth Bus Pass is a great way for kids to get to summer activities, summer lunches, community centers, parks, the library, shopping and more.&nbsp;&nbsp;Social distancing policies will be followed as needed.&nbsp;

Youth summer bus passes soon to be on sale

Registration is now open for the sixth annual Trojan Football Golf Scramble.

The event, to benefit the Southeast of Saline football program, is scheduled to begin at 1 p.m. Aug. 7, at the Salina Municipal Golf Course. Check in will be from 12:20-12:50 p.m.

The cost for a four-person team is $200, which includes green fee, cart, and meal. Awards also will be presented at the conclusion.

Trojan Football Golf Scramble registration now open

Combining two destination and legacy restaurants into one location is the goal of Chuck and Deanna Munson of Junction City, Munson Angus Farms and Munson's Prime steakhouse.

The Brookville Hotel restaurant in Abilene was a central Kansas staple for many years with their chicken dinners, but last fall during the pandemic the business closed.&nbsp;&nbsp;Now the restaurant will make a comeback. Chuck and Deanna Munson have purchased the restaurant from Mark and Connie Martin,&nbsp;

Deanna Munson said it will be a combination of the former Munson's Prime,&nbsp; which was destroyed by fire in February, and the Brookville Hotel. The restaurant will be called Legacy Kansas.&nbsp; Munson noted that there will be some changes but many things will remain exactly the same.

The restaurant will open June 23. Munson said at the beginning they will observe the traditional limited hours for the Brookville Hotel Wednesday through Sunday. "And it will be serving the traditional chicken dinner, but people will now have a choice of having chicken or chicken fried steak but everything else will stay the same. The meals will include the traditional side dishes as well.

In the future there will be other additions including steaks, hamburgers and homemade ice cream, which were staples in the former Munson's Prime steakhouse.

“It is important for us to reopen for the summer travel season,” said Deanna Munson to the Abilene Convention &amp; Visitor's Bureau. “We will continue to work over the coming months to expand our menu featuring our locally-raised Angus beef.”

Legacy Kansas customers will also see familiar faces when they dine. Former Brookville Hotel owners, Mark and Connie Martin, are returning to support the reopening and new concept.

“Munson Angus Farms started in 1869 and the Brookville Hotel opened in 1870,” Munson said. “It is important for both the Munson and Martin families to continue their legacies.”

Legacy Kansas plans to hire thirty employees and offer meeting space for large groups, noon meetings, and special events. Catering options will also be available including the new “Grill and Go” catering option that will deliver a grill on-site and staff will grill burgers for special events. The restaurant’s popular curbside pickup will also continue, and horse-drawn carriage or trolly rides are also in the works.

Named Best Small Town to Visit by Smithsonian Magazine and #1 True Western Town of the Year by True West Magazine, Munson acknowledges Abilene’s tourism industry as a draw.

“We want to partner with the tourist attractions and nearby hotels to provide a unique experience for guests visiting the area,” Munson said.

While much of the Brookville Hotel’s interior will remain, the same, the restaurant will add a ranch gate to the entrance and upgrades to the building’s façade.

According to Munson, the restaurant wants to celebrate agriculture and serve as a hub for ag groups from across the state. She says partnerships will also continue with Kansas State University’s College of Agriculture and Research and Extension, Kansas Department of Agriculture, Kansas Farm Bureau, Kansas Association of Wheat Growers, Kansas Livestock Association, and other ag groups to promote and feature Kansas farms and ranches in videos in the restaurant.

The “End of the Chisholm Trail” Bar located inside the restaurant, will also feature a video wall (a giant panorama) from International Artist Hugh Livingston’s Livingston Sound project with farm and ranch footage captured in Geary, Riley, and Dickinson Counties.

“We are excited for Munson’s Prime steakhouse and the Brookville Hotel family style chicken house to return and we appreciate the support from all of our customers,” Munson said. “Together, we will continue the legacy.”

Two legacy restaurants will combine into one establishment

MANHATTAN — Three Kansas State University students and one alumna who applied through K-State have been recognized by the&nbsp;<a href="https://us.fulbrightonline.org/" target="_blank">Fulbright U.S. Student Program</a>&nbsp;for travel abroad in the next academic year Kya Crocker, senior in anthropology,&nbsp;Derby, and Cole Wilson, senior in biochemistry,&nbsp;Wichita, are Fulbright award grantees. Geneva Fink, a December 2020 graduate in human development and family science,&nbsp;Chapman, and Lindsay Curl, December 2017 bachelor's graduate in biology,&nbsp;Bennington, are Fulbright alternates. The Fulbright programs create international educational exchange opportunities to increase mutual understanding between the people of the United States and the people of other countries. Fulbright grant recipients receive round-trip transportation, tuition when applicable and a monthly living stipend for one academic year abroad. Alternates could be named as recipients at any time while the current award period is open. Crocker will teach English and attend classes in Taiwan. She is currently the head teaching assistant for K-State's Intro to Biological Anthropology course. She also has served as a student liaison for the Anthropology Club, student representative on the K-State Code of Conduct Review Committee, member of the K-State Marching Band and Cat Band, learning assistant for the School of Rock Cat Community, curatorial assistant for the K-State Archaeological Lab and participated in the K-State Linguistics Anthropology Field School. In addition to the Fulbright, Crocker was named a Gilman scholar in November 2019. Due to the COVID-19 pandemic, Crocker's Gilman education abroad experience to Spain has been delayed until 2022. Crocker's other honors include the Heaton Memorial Scholarship, Dunlap Memorial Scholarship, Medallion Scholarship, Memorial Scholarship and Glenn's Music Jazz Scholarship, as well as earning the K-State First Learning Award. Crocker is the daughter of Willie Crocker II,&nbsp;Waddell, Arizona, and Cherrie Rattana, Derby. Wilson will travel to Germany to conduct bioengineering and neuroscience research. He is a member Alpha Chi Sigma professional chemistry fraternity and has served as outreach coordinator, reporter and recorder for the organization. While at K-State, Wilson also participated in K-INBRE, or Kansas IDeA Network of Biomedical Research Excellence, and as an Out in Science Technology Engineering and Mathematics, or o-STEM, conference attendee. He also works with Timothy Durrett, associate professor in biochemistry and molecular biophysics, researching why different plant enzymes produce different oil products.&nbsp; Wilson was awarded a Deutscher Akademischer Austausch Dienst, or German Academic Exchange Service, internship in 2019 to Potsdam, Germany. He also was a nominee for the Putnam and Goldwater scholarships. He is the son of John and Julie Wilson, Wichita. Fink was selected as an alternate to study cultural sociology in the Czech Republic. She was president of the International Buddies program, a member of the President's Committee on Religion, Spirituality and Nonreligious Diversity, and a mentee in the College of Health and Human Science executive mentorship program. Additional honors include Kansas State University Outstanding Senior Engagement Award, the Kansas State University Mike and Becky Goss Study Abroad Scholarship and the Dickinson County Woodrow and Esther Tyrell Scholarship. She is the daughter of Michael and Toni Fink, Chapman. Curl was selected as an alternate to study and conduct research in Turkey and Greece regarding microplastic pollution. She is a 2017 K-State graduate. She was a member of Kappa Delta sorority,&nbsp;Mortar Board&nbsp;National College&nbsp;Senior&nbsp;Honor Society, a K-INBRE undergraduate scholar, founding member and president of the Foundation for International Medical Relief for Children — K-State chapter,&nbsp;and participated in undergraduate research on zebrafish brain development under Thomas Mueller, research assistant professor. She also served as a Peace Corps volunteer to Zambia after graduating from K-State and is currently conducting sea urchin microplastic research in Greece with the Archipelagos Institute of Marine Conservation. MANHATTAN — Three Kansas State University students and one alumna who applied through K-State have been recognized by the&nbsp;<a href="https://us.fulbrightonline.org/" target="_blank">Fulbright U.S. Student Program</a>&nbsp;for travel abroad in the next academic year Kya Crocker, senior in anthropology,&nbsp;Derby, and Cole Wilson, senior in biochemistry,&nbsp;Wichita, are Fulbright award grantees. Geneva Fink, a December 2020 graduate in human development and family science,&nbsp;Chapman, and Lindsay Curl, December 2017 bachelor's graduate in biology,&nbsp;Bennington, are Fulbright alternates. The Fulbright programs create international educational exchange opportunities to increase mutual understanding between the people of the United States and the people of other countries. Fulbright grant recipients receive round-trip transportation, tuition when applicable and a monthly living stipend for one academic year abroad. Alternates could be named as recipients at any time while the current award period is open. Crocker will teach English and attend classes in Taiwan. She is currently the head teaching assistant for K-State's Intro to Biological Anthropology course. She also has served as a student liaison for the Anthropology Club, student representative on the K-State Code of Conduct Review Committee, member of the K-State Marching Band and Cat Band, learning assistant for the School of Rock Cat Community, curatorial assistant for the K-State Archaeological Lab and participated in the K-State Linguistics Anthropology Field School. In addition to the Fulbright, Crocker was named a Gilman scholar in November 2019. Due to the COVID-19 pandemic, Crocker's Gilman education abroad experience to Spain has been delayed until 2022. Crocker's other honors include the Heaton Memorial Scholarship, Dunlap Memorial Scholarship, Medallion Scholarship, Memorial Scholarship and Glenn's Music Jazz Scholarship, as well as earning the K-State First Learning Award. Crocker is the daughter of Willie Crocker II,&nbsp;Waddell, Arizona, and Cherrie Rattana, Derby. Wilson will travel to Germany to conduct bioengineering and neuroscience research. He is a member Alpha Chi Sigma professional chemistry fraternity and has served as outreach coordinator, reporter and recorder for the organization. While at K-State, Wilson also participated in K-INBRE, or Kansas IDeA Network of Biomedical Research Excellence, and as an Out in Science Technology Engineering and Mathematics, or o-STEM, conference attendee. He also works with Timothy Durrett, associate professor in biochemistry and molecular biophysics, researching why different plant enzymes produce different oil products.&nbsp; Wilson was awarded a Deutscher Akademischer Austausch Dienst, or German Academic Exchange Service, internship in 2019 to Potsdam, Germany. He also was a nominee for the Putnam and Goldwater scholarships. He is the son of John and Julie Wilson, Wichita. Fink was selected as an alternate to study cultural sociology in the Czech Republic. She was president of the International Buddies program, a member of the President's Committee on Religion, Spirituality and Nonreligious Diversity, and a mentee in the College of Health and Human Science executive mentorship program. Additional honors include Kansas State University Outstanding Senior Engagement Award, the Kansas State University Mike and Becky Goss Study Abroad Scholarship and the Dickinson County Woodrow and Esther Tyrell Scholarship. She is the daughter of Michael and Toni Fink, Chapman. Curl was selected as an alternate to study and conduct research in Turkey and Greece regarding microplastic pollution. She is a 2017 K-State graduate. She was a member of Kappa Delta sorority,&nbsp;Mortar Board&nbsp;National College&nbsp;Senior&nbsp;Honor Society, a K-INBRE undergraduate scholar, founding member and president of the Foundation for International Medical Relief for Children — K-State chapter,&nbsp;and participated in undergraduate research on zebrafish brain development under Thomas Mueller, research assistant professor. She also served as a Peace Corps volunteer to Zambia after graduating from K-State and is currently conducting sea urchin microplastic research in Greece with the Archipelagos Institute of Marine Conservation. Saturo Okada, senior in professional pilot at&nbsp;<a href="https://polytechnic.k-state.edu/" target="_blank">Kansas State University Polytechnic Campus</a>, is one of 12 students receiving the university's&nbsp;<a href="https://www.k-state.edu/media/newsreleases/2021-04/outstandingseniors.html" target="_blank">Dean of Student Life Outstanding Senior Award</a>. Inaugurated in 1999, the award recognizes seniors on the Manhattan and K-State Polytechnic campuses for their significant contributions to student life during their time at K-State.

When Julie Rowe,&nbsp;diversity, inclusion and access coordinator at K-State Polytechnic,&nbsp;first met Okada, she knew he would be active on campus. Okada, who is from Japan, took the English language program for international students on the Manhattan campus, then came to Salina to earn his professional pilot bachelor's degree at K-State Polytechnic. "One of the most admirable traits that Saturo brings to our campus community is his willingness to try new experiences," Rowe said. "It is apparent that Saturo embraces life and desires to make the most of his opportunities." Okada has been an active member of the K-State Flight Team. His role as the team's safety officer helped it place in regional and national competitions for four consecutive years. Additionally, Okada served as a math and physics tutor and was the co-founder of a tutoring program for new pilot students. Weekly tutoring sessions provided opportunities for Okada to assist new flight students with their private pilot ratings. During his senior year, K-State Polytechnic employed Okada as a certified flight instructor. "He cares deeply about the success of his students," Rowe said. "He watches them take off for their solo flights and is there to greet them when they land." Additionally, Okada was actively involved with intramurals and student life. He enjoyed playing many sports and served as a resident assistant for three years. "I like the close, family environment," Okada said. "I get to know a lot of people here just walking around. It's impossible to walk from the dorms to the flight center without seeing or talking to someone I know." "Satoru goes the extra mile to help wherever the campus community needs him," Rowe said. "He has that rare combination of someone who holds high standards but who also gives grace when mistakes are made. He helps everyone around him to grow and reach their potential." Okada was motivated to pursue an aviation career as a child by the movie "Top Gun." His interest was boosted when he attended high school in Michigan for one year as an exchange student. His host father was a pilot and owned aircraft. Following his graduation from K-State Polytechnic this spring, Okada plans to stay in Kansas and continue working as a certified flight instructor for the school. Ultimately, he aspires to work for a commercial airline in the United States.&nbsp; &nbsp;

Today in History -- May 4

Psychiatrist George Thompson brings decades of experience working with young people in residential facilities who have experienced trauma to his new role as medical director at Saint Francis Ministries’ Salina West facility.

Thompson joined the Saint Francis residential facility in April. He previously served as chief medical officer at KidsTLC in Olathe. His experience there, and also training at the world-renowned Menninger Clinic, formerly based in Topeka, uniquely prepared him to take an active role in serving children and families at Saint Francis.

“A medical director is responsible for overseeing medical treatment and ensuring it is effective,” Thompson said. “But I trained at the Menninger Clinic, and it is known for its holistic approach to care. I learned to treat the whole person – the biological aspects, but also psychological and relational and even spiritual aspects. As the medical director of the residential program, I feel it is my responsibility to make sure that children and teens are getting good treatment, and they’re getting what they need.”

Saint Francis got to know Thompson through several collaborative state committees focused on system needs with psychiatric residential treatment centers, medical necessity and prescribing practices with the most vulnerable, high-needs children. An approach that considers the child in the context of their experiences, family and community, said Cheryl Rathbun, chief clinical officer, integrates well with the way Saint Francis serves children and families.

“Dr. Thompson has the skills we need as a medical director, but more importantly, he understands that the children we serve are part of a family and a community,” she said. “Their healing and ability to see the path forward must take that interconnectedness into account. Dr Thompson’s expertise in trauma work will be an additional asset to Saint Francis.”

Trish Bryant, vice president of residentials for Saint Francis, said she is excited to welcome Thompson to support the work being done at Salina West.

“Dr. Thompson brings extensive experience in working with children and young people in a residential setting, and we’re pleased he is joining our team,” she said. “I know the staff is looking forward to his insight on care and that he will focus, as Saint Francis does, on continual improvement.”

Thompson was the director of training in the Karl Menninger School of Psychiatry and currently works as an associate professor in the Department of Psychiatry at the University of Missouri-Kansas City School of Medicine where he teaches future physicians the skills and importance of competent, compassionate doctor-patient communication.&nbsp;He serves as treasurer of the board of directors of the DDP Institute and on the advisory board of the Polyvagal Institute.

He has also conducted research in medical education, focusing on how medical professionalism is modeled and learned. His research has won awards and has been published in Academic Medicine.&nbsp;His book,&nbsp;Polyvagal Theory and the Developing Child: Systems of Care for Strengthening Kids, Families, and Communities, will be released in November.&nbsp;Thompson is board certified in psychiatry and child and adolescent psychiatry.

Salina West is anchored by a psychiatric residential treatment facility and two qualified residential treatment programs that restore hope to children and families. Salina West provides care for children with both short- and long-term needs.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

County Commission meetings are now available by several options. The Board of County Commissioners encourage citizen participation in local governance processes. Making every effort to be in compliance with the Kansas Open Meetings Act (KSA 75-4317). Everyone is invited to participate in meetings. Commissioners are scheduled to discuss a recent proposal that a 49-county National Heritage Area be established in south-central Nebraska and north-central Kansas. If established, the area would include Saline County.

According to commission meeting packet information, National Heritage Areas "are broad swaths of land designated by Congress 'as places where natural, cultural and historic resources combine to form a cohesive nationally important landscape.'" They have been around since 1984 when President Ronald Reagan signed the first one into law, and now there are 55 such areas, including one along the Kansas/Missouri border.

Some people are concerned that the National Heritage Areas could be used for a federal land grab. According to information in the commission meeting packet, Ottawa County has adopted a resolution opposing National Heritage Area designation for the area and the inclusion of Ottawa County in the National Heritage Area.

Other items on the county agenda for Tuesday include the following.

●Presentation of an Oliver Hagg Scholarship Certificate - David Flaherty II, livestock and expo director

●Consider an amendment to the county's health insurance plan concerning the designation of yearly mammograms - Marilyn Leamer, human resources director

Kansas man hospitalized after pickup rollover accident

HUTCHINSON - With spring comes awareness of severe weather – plus the need to plan ahead – and this year is no exception, said Jan Steen, community vitality specialist with K-State Research and Extension. &nbsp;

“We have insurance on our crops, vehicles and homes should disaster strike, but how are we protecting our important data? Digital photos and videos, documents, and spreadsheets can be gone in a blink of an eye in a tornado or flood – and fire or theft at any time of year,” said Steen, a co-coordinator of the Kansas PRIDE Program and social media specialist. &nbsp;

Steen provided tips to prepare for a disaster, whether it’s a flooded basement in your own home or a community ravaged by fire:&nbsp;

●Take photos or videos of your property and valuables. This visual inventory can help with the insurance claim process and will make identifying items to replace easier. Be sure to back those photos or videos up and to update them when you purchase new items.

●Have an emergency plan. Know where to go in case of severe weather or fire.

●Have an emergency kit&nbsp;you can grab on your way to a storm shelter or as you exit for a safer place in case of fire or flood.

●Print paper copies of your most important documents.&nbsp;Business and household spreadsheets, insurance policies, bank account details, passports and drivers’ licenses. Put copies in your emergency kit or store off-site in a safe deposit box or with a family member. Add phone numbers of family and work contacts that aren’t memorized.

●Consider using a cloud storage service&nbsp;(Google Drive, OneDrive, Drop Box, etc.) and back up your files regularly. In the event your computer is damaged or stolen you’ll have access to the files you need from another computer, tablet, or phone.

●Perform regular backups to physical removable storage&nbsp;(thumb drives, secure digital or SD cards). These can be easily placed in your emergency kit or safe deposit box along with your paper copies.

●Have an extra phone charging cable and plug for your emergency kit.&nbsp;The power may be out where you are, but if you need to shelter elsewhere, you have a way to charge your phone for important calls or for filing insurance claims.&nbsp;

●For charging, also consider a portable power pack.&nbsp;These are about the size of a smartphone and allow you to charge a device anywhere from once to multiple times, depending on the model and brand. Be sure to keep the battery pack itself charged for when you need it most. Some portable NOAA weather radios have hand cranks to generate power and a USB port to charge your phone, which may be useful for long-term power outages.

Jandi Loader, LPN from Senior Life Solutions, will be joining us on May 4th&nbsp;to discuss mental health resources available in our community.

The Dickinson County Diabetes Support Group is open to anyone with diabetes and family members of those with diabetes. Police are investigating an incident of shots fired at a north Salina apartment.

An 85-year-old man called police after noticing several bullet holes in the front door of his apartment in the 700 block of N. Ninth Street. Officers located nine bullet holes in the door and above the door in the siding, Salina Police Captain Paul Forrester reported this morning. Some bullet fragments were located at the scene, indicating a small caliber gun was used, he added.

The man, who is hard of hearing, did not know when the incident happened, and there were no witnesses who heard the shots, Forrester noted.

None of the bullets entered the apartment. There was no cost estimate for damages.

Police locate 9 bullet holes in or near senior citizen's apartment door

A Salina man was arrested on requested charges of hostile demonstration with a weapon and disorderly conduct after an incident reported in a park Friday evening.

Officers were sent to Olivia's Park, 301 Center Street for a report of a man screaming and waving a gun around. The park was occupied by numerous parents and children at the time, Salina Police Captain Paul Forrester reported this morning.

When they arrived, officers were directed to a home across the street from the park. Officers located Terry Anderson, 56, of Salina, in the backyard. He appeared to be under the influence of alcohol and was taken into custody without incident, Forrester reported. 

Witnesses reported Anderson was on the phone and appeared to be having a verbal argument while holding a gun and waving it around. Witnesses said they could overhear him threatening the person on the phone.

Anderson was arrested on the following requested charges, according to Forrester.

Early Thursday morning, according to surveillance video, someone pried open the back door of the ISIS Shrine, 200 E. Diamond Drive, and took a public address system out of the building, Salina Police Captain Paul Forrester reported this morning. The person is described as a male wearing a hoodie and sweatpants. 

The person returned a few minutes later with another person. They took numerous items from the building, including an iPad, Cabela’s gift cards, liquor, a security camera, raffle tickets, and a cell phone.

They also damaged the rear door, a liquor cabinet, the ceiling, and a shed door. Total loss with damage and theft was estimated at $25,000, Forrester noted. The investigation is ongoing.

Local organization out $25,000 after burglary

A Salina man was hospitalized after an alleged altercation between neighbors.

Officers were sent to the 400 block of Washington Street at 11:45 p.m. Friday for the report of a person being stabbed, Salina Police Captain Paul Forrester reported this morning. When they arrived, they found Lance Ellegood, 49, of Salina, in the driveway of a residence in the 500 block of S. 10th Street. He had severe lacerations to his abdomen and left forearm and was incoherent.

Witnesses reported that they heard an argument between neighbors. Ellegood exited a residence in the 400 block of Washington Street and walked to where he was located while asking for help. Witnesses also reported they observed another man exit the residence and enter another residence in the 400 block of Washington Street. Officers located, Mathue Halpain, 32, of Salina, exiting the rear of the second house, Forrester noted. Halpain was taken into custody.

Search warrants were executed for the two Washington Street residences. During the search, the suspected weapon, an approximately 12-inch kitchen knife, was located, as was marijuana and drug paraphernalia.

Ellegood was transported to Salina Regional Health Center and is expected to recover from his injuries, Forrester noted.

Halpain was arrested on the following requested charges, according to Forrester.

He had severe lacerations to his abdomen and left forearm and was incoherent.Witnesses reported that they heard an argument between neighbors. Ellegood exited a residence in the 400 block of Washington Street and walked to where he was located while asking for help. Witnesses also reported they observed another man exit the residence and enter another residence in the 400 block of Washington Street. Officers located, Mathue Halpain, 32, of Salina, exiting the rear of the second house, Forrester noted. Halpain was taken into custody.<figure>
