Salina man arrested for alleged Iowa car theft also wanted here

Police are looking for the driver of a stolen SUV that was involved in a single-vehicle accident Saturday morning in southwest Salina.

Officers were sent to the 2700 block of Centennial Road at 5:45 a.m. Saturday for the report of a single-vehicle accident, Salina Police Captain Paul Forrester reported this morning. A 1997 Oldsmobile Bravada was northbound on Centennial, left the roadway, and struck a power pole, snapping the pole in half. The airbags deployed and the windows shattered on impact.

The SUV had major damage and was towed from the scene. It was valued at $3,000.

When contacted by police, the owner of the vehicle, Javier Arias, 28, of Salina, reported that he had left the Bravada parked in front of his residence in the 1400 block of Kingston Drive with the keys in it, according to Forrester.

A handful of strong to severe thunderstorms are possible late afternoon and this evening, mainly across central Kansas, according to the National Weather Service in Wichita. 

The primary threats for central Kansas will be dime to quarter size hail and wind gusts of 50 to 60 mph. The main area of concern will be northwest of a Great Bend to Salina line.

Kansas Wesleyan has announced that it will honor former debate and forensics coach Gary Harmon by establishing a scholarship competition in his honor. 

Harmon retired earlier this month following a distinguished career leading KWU debate and forensics, and this competition will focus on students entering that discipline.

“Gary Harmon established a fantastic legacy at Kansas Wesleyan,” said Ken Oliver, KWU vice president of advancement, admissions and marketing. “He had numerous All-Americans and national champions on his resume and built a top-notch program. We are thankful for everything that he did for KWU, and are glad to have the opportunity to honor him with this scholarship competition.”

A date for the first Gary Harmon Scholarship Competition will be announced on <a href="http://KWU.edu">KWU.edu</a> when finalized. Multiple awards will be presented, with the top recipient receiving 75 percent off tuition.

When asked about having the right amount of democracy, the citizens of Taiwan, South Korea, and China Vietnam topped the list!&nbsp; To Americans, the Democracy Perception Index 2021 data released earlier this month was a surprise. South Korea and Taiwan are recognized as having forms of democracy, but why do mainland Chinese also think that they also have the “right amount” of democracy?

The Alliance of Democracies that commissions this worldwide survey realizes that there is not a pure democracy today—where all people come together to vote on every governmental decision. There are a variety of systems of representative government, some with two parties and some with many more. Some are unicameral (one decision-making body); others are bicameral or otherwise. Some have established terms of turnover; others trigger elections every time a coalition falls apart.

Therefore the survey asked: “Which of the following statements comes closest to your view?” &nbsp;&nbsp; &nbsp;-I think there is not enough democracy in my country. &nbsp;&nbsp; &nbsp;-I think there is the right amount of democracy in my country. &nbsp;&nbsp; &nbsp;-I think there is too much democracy in my country.

They found “The only country to see a significant decline in the desire for more democracy is Hong Kong” that dropped ten percentage points over the prior survey. This reflects a public fed up with the demonstrations that shut down much of Hong Kong before the pandemic.

So where is there any “democracy” in China?

Over a decade ago, I was lecturing to college biology teacher candidates at a series of China normal universities about using more questioning and less memorization, when I got a request to visit with a prior biology dean who had risen to vice president of his university. I arrived to find that we had limited time to visit because he was now a member of the People’s National Congress (PNC) and they were having subcommittee meetings at the hotel where I was staying. We ate at the hotel restaurant. Everyone else around me in the restaurant were PNC committee members on lunch break.

“So what business are they discussing in meetings?” I asked my colleague.

“It is a business issue,” he explained. “Years before, the PNC had passed legislation that encouraged businesses to set up along a corridor across the Yellow River. But it was not successful. So we are debating where to re-establish the business corridor.” Years later, I would learn that a new corridor had been established forming a continuous city from Tianjin to Beijing down to Shijiazhuang instead of adding another “ring road” to Beijing.

Despite the Western portrayal of China as monolithically top-down autocratic, it actually uses committees to decide details of policies.&nbsp; It would be similar to our having only one major political party in power; there would still be disagreements to be hammered out and details of proposals to be decided upon.

If a young person in China wants to seek a position in government, they will choose to join the Youth League in high school and later apply to join the Communist Party. However, if you only wanted to gain a local office in a city, you could also choose from among any of eight very small parties: the China Democratic League, China Zhi Gong Party, Chinese Peasants' and Workers' Democratic Party, the Jiusan Society, the China National Democratic Construction Association, China Association for Promoting Democracy, the Taiwan Democratic Self-Government League, or the Revolutionary Committee of the Chinese Kuomintang. Six are headed by professors. Members from these parties can and do win in some local elections. But other parties are illegal, for much the same reason the Nazi Party is illegal in Germany.

This last Kuomintang Party is to some extent a returning remnant of Chiang Kai-shek’s Nationalists. As I&nbsp; toured through one of eleven new high schools in Shanghai with state-of-the-art technology, I was told that these schools were built by an elderly man who had fled to Taiwan with the Nationalists when they lost back in 1949. Many such elderly were now coming back home to rejoin their extended family.

China’s National People’s Congress allots a percentage of seats for non-Communist Party members.

But as long as the government manages the schools, transportation and other government duties well, most of the population is happy to spend 99 percent of their time going on living a peaceful life.

Meanwhile in America, 42 percent of survey respondents indicated that the U.S. had too little democracy (the same percent as in Russia). And this survey suggests that many Americans are in constant debate about politics—and spend far less time living life.&nbsp;&nbsp;

Today is Monday, May 24, the 144th day of 2021. There are 221 days left in the year. 

On May 24, 1935, the first major league baseball game to be played at night took place at Cincinnati's Crosley Field as the Reds beat the Philadelphia Phillies, 2-1. 

In 1844, Samuel F.B. Morse transmitted the message "What hath God wrought" from Washington to Baltimore as he formally opened America's first telegraph line. 

In 1883, the Brooklyn Bridge, linking Brooklyn and Manhattan, was dedicated by President Chester Alan Arthur and New York Gov. Grover Cleveland.

In 1941, the German battleship Bismarck sank the British battle cruiser HMS Hood in the North Atlantic, killing all but three of the 1,418 men on board. 

In 1961, a group of Freedom Riders was arrested after arriving at a bus terminal in Jackson, Mississippi, charged with breaching the peace for entering white-designated areas. (They ended up serving 60 days in jail.)

Protests outside a Donald Trump rally in Albuquerque, New Mexico, turned violent as demonstrators threw burning T-shirts, plastic bottles and other items at police officers, overturned trash cans and knocked down barricades.

One year ago: The White House broadened its travel ban against countries hard hit by the coronavirus, saying it would deny admission to foreigners who had recently been in Brazil. The New York Times devoted its Sunday front page to a long list of names of those who had died of the coronavirus in the United States. Israeli Prime Minister Benjamin Netanyahu went on trial on corruption charges, becoming the country's first sitting prime minister to be tried. (The trial resumed in April.)

The advisory was issued because of a loss pressure in the distribution system due to a waterline break.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from McPherson RWD No. 6 indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Boil water advisory rescinded for McPherson Co. RWD No. 6

The wedding gown is gorgeous, white and flowing. Brides will go a long way to find a dress like this one. In this case, the wedding dress came a long way too. This wedding dress is from halfway around the globe, and it is only available in one place in the United States: A bridal shop in the middle of rural Kansas.&nbsp;&nbsp;&nbsp;

Last week we learned about a flower business in Downs. Today we’ll learn of another remarkable business in this community.&nbsp;

Eve Albert is the owner of&nbsp;Schoen’s Bridal World in Downs. Eve is short for Evgeniya.&nbsp;&nbsp;She is originally from Russia. Eve grew up with an interest in clothing and fashion. She studied clothing design at two colleges in Russia. There she learned about sewing, custom work, and business management. Then she met a Kansan and in 2000, came to America. He was originally from Beloit and was living in Lucas at the time.&nbsp;

In 2009, Eve learned that Schoen’s Bridal World in nearby Downs was up for sale. This business had been founded in 1972. It had been serving brides for more than 30 years.&nbsp;

“I had always wanted a shop of my own,” Eve said. She bought the shop from Shirley Schoen and kept the name Schoen’s Bridal World because of its good reputation and long-time name recognition. Eve is now the owner and fashion design consultant.&nbsp;

Today,&nbsp;Schoen’s Bridal World carries multiple lines of wedding dresses from across the U.S. and around the world. Eve also enjoys the challenge of custom work. “A bride can tell me what she wants, I take measurements, and design something to fit,” Eve said.&nbsp;

Schoen’s Bridal World offers another feature that may be unique in the country: Free alterations on any dress sold at Schoen’s. “That’s my gift to the people who are willing to come to the shop,” Eve said. “I do those alterations myself and I don’t charge for them.”&nbsp;

The combination of types of gowns, excellent customer service, and free alterations has drawn customers from all over. Eve has sent gowns from California to Florida and as far away as England, France, and Russia. She has also brought in lines of dresses from Spain and Italy. Thanks to her international connections, she has a dress from Ukraine that is exclusively available at her shop in Downs, Kansas.&nbsp;

Technology has made a big difference from the time Eve started. She can communicate by email with vendors all around the globe. “Facebook and Instagram make it convenient to communicate with brides,” Eve said. A couple of part-time girls assist her in the shop also.&nbsp;

In addition to designer bridal gowns, Eve can do dresses for bridesmaids, mothers of the brides, flower girls, or even proms, but her primary business is wedding gowns.&nbsp;&nbsp;Schoen’s Bridal World showroom features hundreds of dresses.&nbsp;

The Knot (as in “Tie the knot”) is an independent wedding-related website. This site included multiple customer reviews about Schoen’s Bridal World.&nbsp;

Comments included: “Schoen's selection is fantastic, and Eve was incredibly hospitable. …&nbsp;They know what they are doing when finding you a dress and truly want you to find what is best for you. … The absolute BEST place to get your wedding dress! The staff and selection couldn't be better!!! ...&nbsp;I cannot say enough great things about this dress store! Eve is absolutely amazing and so helpful with everything you need! ABILENE - The first Black person to serve on the White House executive staff will be the focus of the next Eisenhower Presidential Library Lunch &amp; Learn program.

The next monthly virtual Lunch &amp; Learn is scheduled for noon Thursday.

The program will look at the life of E. Frederic Morrow, the first Black to serve as a member of the White House executive staff. An ardent supporter of civil rights, Morrow was frustrated with the “lukewarm stand” of the Eisenhower Administration in reference to the movement. John H. Morrow, Jr., nephew of E. Frederic Morrow, will moderate a discussion on Morrow’s life. The conversation will focus on Morrow’s White House years while touching on aspects of his personal life.

John H. Morrow, Jr., is the Franklin and Saye Professor of History at the University of Georgia, where he specializes in the history of war and society and modern European history. In his 50-year career as a professor and administrator, he has received several awards for teaching. John H. Morrow, Jr., has served as a consultant for numerous national museums. His numerous books and articles on the First World War culminated in the honor of the 2019 Pritzker Military Museum and Library Literature Award for Lifetime Achievement in Military Writing, which is awarded to a living author for a significant body of work dedicated to enriching the understanding of military history and affairs.

Joining John H. Morrow, Jr., will be Michael Birkner of Gettysburg College and Phillip Cunningham of the Amistad Research Center. Birkner is professor of history at Gettysburg College. He is the author or editor of 14 books and many articles on 19th and 20th century American social and political history. Cunningham&nbsp;is the head of research services at the Amistad Research Center.

The City of Salina has announced that resurfacing work on city streets is scheduled to begin this week.

Tuesday through Friday, APAC Shears of Salina will perform the City of Salina’s annual ultrathin bonded asphalt surface (UBAS) maintenance on the following streets for the City of Salina, weather permitting:

Residential streets will be closed to
traffic between the hours of 8 a.m. and 5 p.m. while the work is being
completed.&nbsp; Motorists should avoid work
zones altogether or proceed with caution for the safety of the crews performing
the work.

This type of preventative maintenance is
fairly new to Salina but has been used to help extend the life of many roads
around the State of Kansas.&nbsp; It consists
of a thin, coarse aggregate hot mix over a special asphalt membrane similar to
a chip seal but placed in one pass with a spray paver.&nbsp; The membrane prevents water intrusion and
provides a superior bond to the old asphalt.&nbsp;
The overlay can disperse water quickly off the surface, which reduces
roadway spray from vehicles and provides greater visibility and traction in wet
weather.&nbsp; UBAS has performed well for
other cities and provides a good friction surface in wet weather.&nbsp; UBAS can be installed quickly, and asserts a
longer life-span (8-10 years) than micro-surfacing (6-7 years).

The $725,000 project is a major part of the City of Salina’s $4.7 million 2021 maintenance capital improvement program.

Resurfacing of some city streets scheduled to begin Tuesday

MANHATTAN – State forestry and horticulture experts are urging patience and persistence when trying to control bagworms, noting that multiple hatches of the caterpillars may emerge through late spring and early summer, depending on weather conditions.&nbsp;

Ryan Armbrust, forest health coordinator with the Kansas Forest Service, and Raymond Cloyd, extension specialist in horticultural entomology with K-State Research and Extension, advise that homeowners should scout for bagworms now and begin planning for treatment.&nbsp;

Once bagworms are spotted, they said, tree owners should plan to treat weekly for four to five weeks. &nbsp;

Cloyd said that in addition to multiple hatches over time, young bagworms can ‘blow in’ - called ‘ballooning’ - from neighboring plants on silken threads, increasing the importance of treating multiple times during the season.&nbsp;

“Once the larvae emerge, they begin feeding on the host tree or shrub as they work to build the encasing bag from which they take their name,” Armbrust said. “The plant debris bag provides protection for the bagworms and makes chemical treatment less effective.”&nbsp;

Armbrust said bagworms are ‘generalist’ insects, feeding on both conifers and deciduous trees. While defoliation of deciduous trees typically does not affect the long-term health of the tree, extreme defoliation of conifers can severely stress the tree or kill it outright.&nbsp;

He said chemical control of bagworms can be effective in preventing tree damage, but it is important to remember that the insect plays a role in the local ecosystem, providing a food source for many birds. Infestations are often cyclical, giving damaged trees the time they need to recover, so chemical treatment may not be required for many trees. &nbsp;

Armbrust advises chemically treating high-value conifers, such as those in windbreaks, Christmas tree farms, and ornamental landscape trees.&nbsp;

“Adequate coverage is especially important when treating for bagworms, including the penetration of the interior canopy and upper branches,” he said. “Commercial treatment may be more effective for larger trees or established windbreaks where common household sprayers do not have enough pressure to reach.”&nbsp;

Many insecticides are labeled to control bagworms, but timing and coverage must be carefully planned to ensure effectiveness. When caterpillars are small, the organic selective insecticides Bt (Bacillus thuringiensis,&nbsp;subspecies&nbsp;kurstaki) or&nbsp;spinosad&nbsp;can be effective. Armbrust said these insecticides do not impact beneficial insects like broad-spectrum options, which sometimes lead to resurgent populations of spider mites that further damage treated trees. &nbsp;

However, if the early window for treatment is missed, broad-spectrum insecticides containing malathion, carbaryl, acephate, or cyfluthrin may be better options.

Hand picking and destroying bag worms once they construct their protective bags is also a great option for smaller infestations. &nbsp;

Dr. Henry Heimlich, the 96-year-old retired chest surgeon credited with developing the namesake Heimlich maneuver, used it to save a woman choking on food at his senior living center in Cincinnati.
