Grants, a rural fire district issue, and three executive sessions are among the items on the Saline County Commission agenda for Tuesday.

The commission meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 W. Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Items on the agenda include the following.

●Consider an American Rescue Plan Act grant funding request in the amount of $1,640,000 from the Salina Airport Authority. The grant would allow the airport authority to "contract with SkyWest Airlines for a United Airlines branded flight between Salina and Houston.

●Consider a request from the Department of Senior Services to accept a $4,500 grant from the Salina Area United way to provide OCCK transportation passes to homebound seniors.

●Consider approving a request from Rural Fire District No. 5 to sell its 1995 Freightliner 2000 gallon tanker to Rural Fire District No. 3 for $22,000. Rural Fire District No. 5 has purchased a new pumper/tanker.

●Consider approving a request for a memorandum of understanding with surrounding public safety agencies to program Saline County emergency communicatin system radio channels (talkgroups) into those agencies' radios. Saline County already has permission from the other agencies to program their radio channels into Saline County radios, according to information from the county commission meeting packet.

●Hear County Administrator Phillip Smith-Hanes's weekly update.

Additionally, commissioners are scheduled to meet in three executive sessions, one for employer/employee negotiations and two for non-elected personnel.

The Saline County Health Department has announced that beginning next week, the COVID By The Numbers infographic will only be published on Wednesdays.

Saline County COVID By The Numbers for Monday

Now that all adults are eligible to receive a COVID-19 vaccine, we should inject our political leaders with a healthy dose of authentic, self-deprecating humor, so they can make themselves the butt of their jokes instead of using them to add more poison to the American body politic. Seriously, when was the last time you heard a politician in Congress making fun of him or herself?

According to Thomas Ford, a psychologist at Western Carolina University and editor-in-chief of&nbsp;<a href="http://www.humorstudies.org/JournalCenter.htm">HUMOR: The International Journal of Humor Research</a>, “Non-aggressive forms of humor have a real bonding effect. There’s a&nbsp;<a href="https://greatergood.berkeley.edu/article/item/how_laughter_brings_us_together">special connection</a>&nbsp;we make with one another when we laugh with one another.”

Throughout American history, we’ve seen our leaders use humor to appease “warring” parties and bring people together — to&nbsp;get things done&nbsp;and make America a better, more humane country.&nbsp;Many of our impactful leaders of the past, from Lincoln to FDR to Kennedy and Reagan, were able to use the power of humor, especially at their own expense, to persuade, persevere and ultimately make valuable progress for everyone.

If you can laugh at yourself and encourage others to do the same, people will like you, which means you can more easily inspire others to follow. A friendly sense of humor can make people feel closer to each other, a first step toward compromise —&nbsp;and getting things done.

Positive humor relieves stress while negative humor increases it. Jokes at someone’s expense tend to keep those people entrenched in their polarizing views, especially when they think they are being attacked for their values or policy positions. Tacit approval of negative humor on both sides of the political spectrum makes people less willing to embrace compromise.

<a href="https://greatergood.berkeley.edu/profile/jill_suttie">Jill Suttie</a>, a doctor of psychology and staff writer at&nbsp;<a href="https://greatergood.berkeley.edu/">Greater Good</a>, says that “humor could be used to heal our political divide rather than encourage it.” This is true for conservatives and liberals, as both have a choice to make: Do they stay in their silos and use negative humor to take potshots at each other, or do they opt to look in the mirror, make fun of themselves for a change, and extend an olive branch to their “friends across the aisle” and&nbsp;get things done. Because isn’t that the point of being in Congress —&nbsp;to get things done?

Our current political leadership, at all levels of government, is missing an opportunity to bring people together&nbsp;and&nbsp;become more relatable to voters. Where is the spirit of Mark Twain and Will Rogers when we need them?&nbsp;We are living in an age of mean-spirited discourse (if you can call it that) and relentless vitriol, which may score points for TV pundits but does nothing to create progress. In fact, it’s getting us nowhere fast.

As a nine-term congressman from Kansas, secretary of agriculture under President Bill Clinton, and chairman of the Motion Picture Association of America, I faced thorny challenges on a regular basis. Humor, especially at my own expense, was often my best way to communicate and create mutual understanding and became my chosen method to&nbsp;get things done.&nbsp;If others could follow my example, it would benefit the country.

Of course, I am not so naïve to think that humor is a cure-all by itself, and I agree that hard-charging rhetoric is sometimes justified during political battles. But humor can keep these conflicts from becoming endless wars, which just might save our democracy in the process.

I’m not suggesting that politicians become stand-up comedians. God help us. But folks could surely lighten up. Humor can puncture pomposity, defuse tense situations, attract allies, and bring focus to serious issues. It is essential to disarming colleagues and to&nbsp;get things done.

Incidentally, “<a href="https://kansaspress.ku.edu/978-0-7006-3213-8.html">Laughing at Myself</a>” is the title of my new memoir, out this month from the University Press of Kansas.

Life is about building bridges between rivals, not making permanent enemies, and if we are ever going to achieve fairness and equality, humor can help us get there.

President Dwight D. Eisenhower, one of Kansas’s favorite sons, expressed this best.

“A sense of humor is part of leadership,” he said, “of getting along with people; of getting things done.”

OPINION: What the world needs now is humor

After years of planning and collaboration, the new county-wide emergency radio system is almost live.

The system is scheduled to launch at 9 a.m. on Tuesday, according to information provided this afternoon by local public safety agencies. 

The new digital 800-megahertz P25 radio system replaces analog UHF system that has been used for more than 20 years. The new system, which cost $7.7 million, allows emergency responders to communicate with each other and surrounding public safety agencies, including state agencies. The current system does not allow for direct communication&nbsp; between agencies.

In addition, this upgrade puts local public safety agencies in compliance with federal guidelines that require all of public safety to be in compliance with Project 25 (P25). P25 is an interoperable digital two-way mobile radio systems communications created specifically for public safety professionals.

This new radio system will service the following public safety agencies:

The City of Salina and Saline County both signed contracts with Motorola Solutions, Inc. in September of 2020. Due to some existing infrastructure that supported radio coverage, Motorola was able to fast-track the project to allow for the city and county to migrate to the new system in less than nine months. 

Two other tower sites still need to be built. Once completed, they will increase radio coverage to 95.5 percent countywide. Full system build out is anticipated to be complete by the summer of 2022.

Local public safety agency leaders responded to the upcoming launch.

"This modern radio system will enhance communications for all first responders in Saline County resulting in a safer community," Saline County Sheriff Roger Soldan said.

Salina Fire Chief Kevin Royse took it a step further, noting the new ability to communicate with agencies across the state.

"As a regional response team for both hazardous material emergencies as well as technical rescue operations for the State of Kansas, the Salina Fire Department will now have capabilities to communicate with other emergency organizations across the state but also if SFD resources are ever requested and deployed out of state," Royse said.

Salina Police Chief Brad Nelson took note of the collaboration among the local agencies.

"We are very pleased to see this project come to fruition. The collaboration between all the public safety entities in Saline County has been fantastic. We are very thankful for the support we received for this project," Nelson said.

City, county launching new emergency radio system Tuesday

The Salina Police Department today issued a statement about summertime safety.&nbsp;

The Salina Police Department would like to remind citizens and visitors to Salina that the summer months are upon us and historically there is an increase in automobile thefts, vehicle burglaries, and thefts. This is a reminder to remove your keys from your vehicle, remove any valuable items (including firearms) from your vehicle, and lock your vehicle. In addition, besides securing your firearms from your vehicle, please ensure your firearms are locked up at home. This is a good safety measure as school-aged children are home for the summer and we want them to be safe.

ABILENE - Tuesday night's Evenings at Ease program has been canceled.

A statement issued this afternoon noted that "due to unforeseen circumstances, the June Evenings at Ease program is canceled."

Police are looking for a camping trailer that was stolen from a southwest Salina storage lot over the weekend.

Shawn Francis, 42, of Salina, told police that his 2020 Jayco Jay Feather camping trailer was stolen from a storage lot at 2435 Centennial Road sometime on Saturday or Sunday, Salina Police Captain Paul Forrester reported this morning. Francis said he had last seen the trailer on Saturday around 7 p.m. He went back on Sunday to load up the camper for vacation and it was gone.

The camper was described as white and silver in color and having a Kansas license plate of 478MZA. The camper was valued at $28,000, Forrester noted.

Camping trailer stolen from southwest Salina storage area

A Salina man was arrested on requested felony charges of theft and damage to property after a stolen motorcycle was located at his residence.

On May 29, Kaitlin Carter, 31, of Salina, reported to police that she had left her Kawasaki Vulcan motorcycle in the parking lot at Walmart, 2900 S. Ninth Street, approximately two weeks before, because the motorcycle had a dead battery, Salina Police Captain Paul Forrester reported this morning. When she returned on May 29, the motorcycle was gone. 

According to Forrester, the motorcycle was distinguishable as it had custom flat black exhaust pipes and faded and torn leather saddle bags.

Surveillance video from Wal-Mart showed a suspect vehicle in the theft to be a Ford F150 crew cab pickup with a flatbed, and a large red box behind the driver’s side cab area. The theft occurred at approximately midnight on May 27, Forrester reported.

On Friday, an officer located a pickup matching that description parked in the 1600 block of W. Republic, Forrester noted. In front of the pickup was a motorcycle that was partially covered with a tarp, however, the exhaust pipes and a saddle bag were visible. Additionally, a witness told police that a resident in that block had been driving the motorcycle for approximately a week, Forrester added.

Carter responded to the scene and identified the motorcycle as hers.

The motorcycle had sustained damage to the gas cap and ignition, a foot peg was missing, and the battery covers had been painted, Forrester noted. Damage to the motorcycle was estimated at $1,750. 

According to Forrester, police made contact with Matthew Dimaplas, 27, of Salina, who was arrested on requested charges of felony theft and felony damage to property.

Salina man arrested after motorcycle stolen from Walmart parking lot

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Glasco public water supply system located in Cloud County. 

This advisory is not related to COVID-19.

Customers should observe the following precautions until further notice:

●If your tap water appears dirty, flush the water lines by letting the water run until it clears.

●Boil water for one minute prior to drinking or food preparation or use bottled water.

●Dispose of ice cubes and do not use ice from a household automatic ice maker.

●Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

●Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

Boil water advisory issued for City of Glasco

The Saline County Sheriff's Office is investigating the theft of $8,500 worth of equipment from a property east of Salina.

Sometime between 5 p.m. Saturday and 10 a.m. Sunday, someone stole the following items from 2435 S. Kipp Road, Saline County Sheriff Roger Soldan said this morning.

●An eight-foot by eight-foot, two-wheeled metal trailer with wooden sides, valued at $1,000

●A blue 2018 Miller Bobcat 250 EFI welder that was mounted on the trailer, valued at $7,500

Trailer, welder stolen east of Salina over the weekend

SOLOMON - A Salina man was killed in a motorcycle, tractor-trailer crash early Friday morning west of Solomon on Old Highway 40.

A white 2022 Volvo tractor pulling a 53-foot trailer and belonging to Great Plains Trucking was westbound on Old Highway 40 at approximately 6:25 a.m. Friday. The driver, Patrick Heer, 39, of Minneapolis, was attempting to make a lefthand turn onto N. Donmyer Road and did not see an eastbound 2003 Yamaha motorcycle driven by Jesus Martinez, 29, of Salina, until he was into the turn, Saline County Sheriff Roger Soldan said this morning. Heer told deputies that there was glare in the mirror from the sun, Soldan added.

Martinez was not able to stop in time. The motorcycle struck the rear of the tractor and was destroyed, Soldan said. 

Martinez was pronounced dead at the scene.

According to Soldan, Heer was cited for failure to yield when making a left turn.

Soldiers from active duty, the National Guard, and the Army Reserves from across the country who attend the military occupational specialty (MOS) conversion courses at the Kansas Army National Guard Regional&nbsp; Training Site for Maintenance in Salina can walk away with more than a new MOS. 

In addition to training and experience, students who enroll in the Synchronous Training for Academic Credit program and meet all requirements will be well on their way toward earning an Associate of Applied Sciences Degree in technical studies from Salina Area Technical College, just by completing the course.

The STAC program is currently in place for Soldiers getting the 91E Allied Trade Specialist MOS, which focuses on welding, machining and working with metal products. The RTS-M and Salina Area Technical College also recently expanded the college-credit program to their other MOS course, 91C Utilities Equipment Repair, which focuses on heating and air conditioning systems.

Chief Warrant Officer 4 Brent Campbell, officer in charge at the RTS-M, explained that through the partnership, soldiers are able to enroll in college-level classes while they attend the roughly six-week long MOS courses. 

“Essentially what we’re looking at is equivalency for what we train here to what students who attend their courses go through,” Campbell said. “It’s becoming very popular as Soldiers are figuring out that it’s a great opportunity and it provides them credentialing and civilian credit. So it benefits them not just for promotion, but it also provides them a skillset later on in life should they look to use it in the civilian world.”

Greg Nichols, president of Salina Area Technical College, recalled that the partnership between SATC and the KSARNG began several years ago when the college wanted to host a Veterans Day ceremony and, knowing a National Guard unit was located nearby, asked the RTS-M to participate.

“We got to chatting about what the RTS-M does here in Salina and what we do,” Nichols said, explaining how they came to realize the similarities in the two organizations. “So we set up a meeting and said ‘you guys are doing pretty much everything we’re doing. Why would we not want soldiers to get credit for that when they are doing everything our students are doing?’”

Nichols said the 91E MOS emerged as the best way to start with to try to grow the program and the partnership.

“It was a brilliant, simple idea,” Nichols said.

As part of the partnership, Nichols explained, SATC provides instructors, who are certified inspectors, to evaluate the work soldiers’ complete in the 91E class.

Deloss Dulohery, machine tool technology instructor, is responsible for ensuring the soldiers are meeting the same industry standards required of their civilian student counterparts.

“I typically look for proper procedures, if things are being done safely, if things are being done to print, manufacturing principles are in place,” Dulohery said. “In my area, we’re looking at really, really small tolerances - smaller than a human hair. We have to go through with some fairly special tools and equipment to make sure that parts are being manufactured to print and that they would pass quality control standards.” 

Campbell said the partnership has been mutually beneficial.

“We learn from them, and they learn from us as well,” Campbell said. “The administration has been tremendous. They’ve been willing to look at what our programs of instruction offer and how we train, and then find the equivalency to apply that to their college.”

Sergeant Autumn Cash, 91E Advanced Leaders Course student from the Maine Army National Guard, said that enrolling in the STAC program, which she did prior to arriving in Salina for the 91E course, was easy.

“I reached out to the HR person and she sent me all the information I needed about what the classes would look like,” said Cash. “A lot of them crossed over with what we’re learning here. We’ll send our test pieces we create here back to the college to get graded and if you pass you’ll get credit for the college courses. So leaving here I should have to take one more class and I’ll get my associates.”

Eric Vannoy, lead welding instructor at Salina Area Technical College, has been teaching for 14 years and said that having the experience and the degree can open a lot of doors for the soldiers.

“You could get any type of welding and go coast to coast with it,” Vannoy said. “I don’t know how many thousand welding jobs are sitting there waiting to be filled by somebody. And that’s true with just about any state.”

“Having any education is great,” Dulohery said. “But skills run the economy; production runs the economy. Those jobs pay well, and they are rewarding. There’s a thirty-year skills gap that needs to be filled. There’s more than enough jobs to be had, and they’re good jobs.”

For Cash, just having the opportunity to earn a degree for the work she has done in the military has been a benefit.

“A lot of times it’s really hard to explain what we do in the military and the experiences we have,” Cash said. “And it’s nice to finally put this into something that can translate into the civilian side. I’ve done enough to have an associates – and now I actually have one.”

KS Guard, Salina Tech partnership helps soldiers earn degrees

Saline County reopens N. Hedville Road

WICHITA – Nationwide, more than 7,000 people died in crashes involving teen drivers from 2010 to 2019 during the 100 Deadliest Days,&nbsp; the period between Memorial Day and Labor Day. That’s more than seven people a day each summer, compared to the rest of the year (six people per day). 

The combination of schools closed for the summer, summer jobs and activities, and COVID-19 restrictions being lifted, could prove deadly as teens take to the road this summer. AAA recommends that now is a good time for parents to both model safe driving behaviors and help ensure their teens practice them too.

"There are more daily deaths in crashes involving teen drivers during the summer months than the rest of the year because teens tend to have more unstructured time behind the wheel," said Shawn Steward, AAA Kansas spokesman. "So what can be done? We can encourage teens to double down on staying focused when driving, buckling up for every ride, and driving within posted speed limits."

●114 people were killed in crashes involving teen drivers&nbsp;during the “100 Deadliest Days” from 2010 to 2019.

●Nearly 100 teen drivers were involved in a fatal crash&nbsp;during the “100 Deadliest Days” from 2010 to 2019.

Due to their inexperience, teen drivers are at a higher risk of crashes. According to the AAA Foundation&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d84%3a7%3e3-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=425320&amp;Action=Follow+Link" target="_blank">2019 Traffic Safety Culture Index</a>, about 72% of teen drivers aged 16-18 admitted to having engaged in at least one of the following risky behaviors in the past 30 days:

●Driving 10 mph over the speed limit on a residential street (47%).

 ●Driving 15 mph over the speed limit on a freeway (40%). 

As teens take to the road this summer, especially with pandemic restrictions easing, AAA recommends that now is an excellent time to remind parents to model safe driving behaviors and help ensure their teens practice them too.&nbsp; Parents should also consider having their teens complete a comprehensive driver education course to learn the rules of the road.

“Parents remain the best line of defense to keep everyone safe behind the wheel,” said Steward. “It’s never too soon to educate teens on the dangers of distracted driving, speeding, and the impairing effects of alcohol and marijuana. But we can’t just tell teens about the dangers. We must also refrain from engaging in risky driving behaviors and ensure we are modeling good behavior.”



To keep roads safer this summer, AAA encourages parents to:

●Talk with teens early and often about abstaining from dangerous behavior behind the wheel, such as speeding, impairment and distracted driving.

●Teach by example, and minimize risky behavior when driving.

 ●Establish a&nbsp;parent-teen driving agreement&nbsp;that sets family rules for teen drivers.

●Conduct at least 50 hours of supervised practice driving with their teen.

AAA suggests that summer is always a good time for adult drivers to practice safe driving behaviors with their teens. WICHITA – Nationwide, more than 7,000 people died in crashes involving teen drivers from 2010 to 2019 during the 100 Deadliest Days,&nbsp; the period between Memorial Day and Labor Day. That’s more than seven people a day each summer, compared to the rest of the year (six people per day). The combination of schools closed for the summer, summer jobs and activities, and COVID-19 restrictions being lifted, could prove deadly as teens take to the road this summer. AAA recommends that now is a good time for parents to both model safe driving behaviors and help ensure their teens practice them too."There are more daily deaths in crashes involving teen drivers during the summer months than the rest of the year because teens tend to have more unstructured time behind the wheel," said Shawn Steward, AAA Kansas spokesman. "So what can be done? We can encourage teens to double down on staying focused when driving, buckling up for every ride, and driving within posted speed limits."In Kansas●114 people were killed in crashes involving teen drivers&nbsp;during the “100 Deadliest Days” from 2010 to 2019.●Nearly 100 teen drivers were involved in a fatal crash&nbsp;during the “100 Deadliest Days” from 2010 to 2019.Due to their inexperience, teen drivers are at a higher risk of crashes. But we can’t just tell teens about the dangers. We must also refrain from engaging in risky driving behaviors and ensure we are modeling good behavior.”

To keep roads safer this summer, AAA encourages parents to:●Talk with teens early and often about abstaining from dangerous behavior behind the wheel, such as speeding, impairment and distracted driving.●Teach by example, and minimize risky behavior when driving. ●Establish a&nbsp;parent-teen driving agreement&nbsp;that sets family rules for teen drivers.●Conduct at least 50 hours of supervised practice driving with their teen.AAA suggests that summer is always a good time for adult drivers to practice safe driving behaviors with their teens. AAA: 100 Deadliest Days begin for teens as COVID-19 restrictions ease

In 2014, I spoke at a Beijing university. That evening, I was invited to dinner with over a dozen doctoral students who specialized in biology education. It provided an opportunity to ask some questions.

“When you get married, would you prefer a boy or a girl?”

“I have a boyfriend and we will get married, but we have too much to do in life to be burdened with a child,” said one.

“I’m not getting married,” replied another. “Many good friends, but no marriage. I want to travel and research in my area.”

I turned to my host, their major professor. His jaw had dropped in surprise.

These students had grown up in major cities in China, where the newborn boy-to-girl ratio is 105.5-to-100, the same ratio as in the United States. Several other students were from rural provinces; they planned to eventually marry. And yes, they would prefer a boy.

I was prepared to ask my question because Chinese university students in the U.S. had already told me that in major Chinese cities, a girl was preferred to a boy. Boys were seen as more likely to quit school and go south to Guangdong to work in the hot economy and to buy a car and apartment.&nbsp; But girls were likely to stay in school, finish degrees, and then reside near home where they could take care of their parents. That is why the ratio of boy-to-girl births in Shanghai and other large cities is the same as in the U.S. It is also why the percentage of girls in Chinese universities is approaching 70 percent.

With these Beijing students, I probed further. These students were serious in their departure from the standard continue-the-family-lineage custom. But Chinese parents and grandparents are notorious for wanting that child or grandchild at the first possible moment—after finishing education, of course. Now there was a portion of this next generation who are ready to break that link.

For those students who had asserted they would not have children, and perhaps not even marry, I asked further: “Have you told your parents?”

“Oh, no!” was the emphatic response. &nbsp;

The countryside folks are rapidly moving into the city. Add to this the growing number of new college graduates who are electing not to have children or even marry, and a drop in population was obviously underway. Worldwide, an increase in women’s education usually results in some drop in childbirths. But in China, this expansion of higher education is the fastest in modern history.

This effect was just confirmed when China released its 2020 census results. Their overall population barely increased to 1.412 billion in 2020. Mothers only gave birth to 12 million babies in 2020, compared to 14.65 million in 2019. This is well below zero population growth (ZPG) levels. But improved life expectancy is still causing a small increase in total population. A decline in China’s total population appears to be only a few years away. This is not a new phenomenon since Japan, Singapore, South Korea and Taiwan have already seen downturns in new births and overall population.

Compared to the 2010 census, China has seen a decline of 40 million working-age people (ages 16–59) but still has a working population of about 880 million which will maintain economic growth.

Western countries are often surprised to learn that retirement age in China has long been 60 for men and 55 for women in white-collar jobs. In academia you can sometimes continue five more years if you have exceptional credentials. This retirement at an age earlier than in the West was useful for opening up positions for the more highly educated younger generation of graduates.

Now my university colleagues tell me that China is planning to increase the retirement age in increments, similar to the U.S. staged increases for full retirement under social security. &nbsp;

For Chinese families, this decision by more college graduates to forego having children is a serious break with cultural tradition. The lack of at least one grandchild will result in much disappointment for many of the prior generation parents and grandparents.

And it will result in increased usage of a new Chinese term: “Kōng cháo”---the empty nest.&nbsp;&nbsp;

The Saline County Vaccination Collaboration has announced two walk-up and drive-through COVID-19 vaccination clinics for Salina.

The first clinic is scheduled for 9 a.m.-1 p.m. Thursday in the parking lot at Ace Hardware, 309 S. Broadway Boulevard. No appointment is necessary.

Johnson &amp; Johnson and Moderna vaccines will be available, according to the collaboration.

The second clinic is scheduled for 2-6 p.m. June 18 at the gym on the St. Francis Ministries campus, 110 W. Otis Avenue. No appointment is necessary.
