We’re talking about handfishing for flathead catfish! Think you have what it takes? There are a few things to consider before heading out this season, June 15-Aug. 31.

Police are looking for the driver who left the scene of a two-vehicle accident Monday night in south Salina.

A black or dark blue vehicle was eastbound on E. Magnolia Road when it attempted to turn left onto Belmont Boulevard and struck a westbound 2015 Ford Escape driven by Juanita Garcia, 40, of Salina, according to Salina Police Captain Paul Forrester. The Escape had right front-end damage.

Garcia told police that the dark vehicle initially pulled into the parking lot of Solomon State Bank, 605 E. Magnolia Road, but then fled the scene, Forrester said. It is believed there were two people in the vehicle, he added.

Police are reviewing surveillance video from the area.

Police seek driver involved in hit-and-run accident

GYPSUM - A teen was transported to the hospital after a single-vehicle rollover accident late Monday afternoon south of Gypsum.

A 17-year-old Salina boy was northbound on S. Gypsum Valley Road when the right front tire dropped off the edge of the road, sending the 2007 Mitsubishi Eclipse the boy was driving into the ditch, Saline County Undersheriff Brent Melander said this morning.

The vehicle struck a culvert/field entrance and went airborne, rolling several times before coming to rest, Melander said.

The accident occurred at approximately 5:35 p.m. Monday near the intersection of S. Gypsum Valley Road and E. Hedberg Road.

The boy suffered minor injuries and was transported by EMS to Salina Regional Health Center, Melander said. He was properly restrained at the time of the accident.

Salina teen injured in rollover accident south of Gypsum

The Sonic had damage to the passenger side and the Oldsmobile to the front end. Both were towed from the scene.

The girl was cited for no proof of insurance and failure to yield/stop at a stoplight, Forrester said.

Teen slightly injured, cited for two-vehicle accident

TOPEKA – With the White House focused on getting at 70 percent of U.S. adults vaccinated by the Fourth of July, the number of unique partnerships and innovative approaches being pursued is rather impressive. 

Enticements range from free cruises to Super Bowl tickets, Xboxes to airline travel, groceries, MLB tickets … if there is a prize that could help motivate unvaccinated individuals to take action – it likely is being offered.

Individual states are stepping up their game as well. College tuition, million-dollar drawings and NASCAR packages all are on the table as the country battles the COVID-19 pandemic.

In Kansas, community health centers and clinics across the state are in the midst of a month-long “Roll ’em Up … Show ’em You Care” push to drive up vaccination numbers as well. (The latest White House numbers show 60.1 percent of Kansans 18 and older have received at least one dose.) While health centers might not have the resources to offer such big-ticket enticements, they do have the wherewithal and creativity to increase access by bringing doses to where the arms are located.

At the Community Health Center of Southeast Kansas, for example, prospective brides and grooms can have all their wedding guests vaccinated before the big day. 

The Salina Family Healthcare Center will vaccinate people doing their laundry or in coordination with the local Meals on Wheels route.

Vibrant Health is showing up at churches of all denominations across Wyandotte County. 

Flint Hills Community Health Center offers doses at the middle school, GraceMed can be found providing vaccinations at United Methodist churches in the Wichita area, and HealthCore plans to be at the Sedgwick County Zoo as well as team up with the Early Detection Works Pink Van.

“The clinics in the Community Care Network of Kansas are located strategically throughout the state to serve historically underserved individuals,” said Denise Cyzman, CEO of Community Care. “Our members have well-established relationships with communities of color, the uninsured and underinsured – the very groups being adversely affected by COVID-19 and whose vaccination rates still lag behind the general population.”

Approximately half of Community Care’s members have special vaccination events scheduled this month in addition to shots being available for patients at the clinics.

“Our team has been getting creative to bring vaccine doses to where people are,” said Genell Heimer, Salina Family Healthcare Center’s COVID-19 Project Manager.

“We’ve continued to partner with local non-profits and events centers to host vaccine clinics to reach unvaccinated people in a place that’s convenient to them. If you would like to partner with us for an event or have an outreach idea, we’d love to hear it!”

Community Care and its national counterpart, the National Association of Community Health Centers, also have developed strategic partnerships with various organizations to support this vaccination push.

The ride-share company Uber is offering free transportation to and from inoculations. Door Dash, the food delivery company, has donated $2 million in gift cards for health centers to distribute. United Healthcare, a Kansas managed care organization, is providing “sneakers on the ground” to assist in local vaccination events.

Mel Martin, Community Care’s Director of Development and Training, said the enthusiasm clinics are bringing to “Roll ’em Up … Show ’em You Care” is gratifying.

“Our members know their communities,” Martin said. “They know where the unvaccinated people are, and they’re doing whatever is necessary to reach them.”

The script calls for three men and three women, ages not limited. Characters include a brainiac, drama queen, class jock, aging cheerleader, innocent young ingenue and the&nbsp;black sheep of the class. Some singing and dance movements will be involved.&nbsp;

The show will be performed Aug. 13, 14, 20, and 21 at Martinelli's Little Italy, 158 S. Santa Fe. Tickets for the production will include dinner and dessert. A cash bar also will be available.&nbsp;

Auditions set for murder mystery comedy 

TOPEKA—Chief Judge Michael Powers of the 8th Judicial District will retire Aug. 20 after 31 years of service.

Powers became a judge in 1991 and was named chief judge in 1994. The 8th Judicial District is composed of Dickinson, Geary, Marion, and Morris counties.

Powers said he always is aware that the role of a judge is one of public service.

“You have to check your ego at the door,” he said. “Your job is to conduct court in a way that inspires confidence in the system and gives attorneys a chance to try their cases as they see fit. You have to maintain control of court, and sometimes you have to be firm, but in a way that doesn’t belittle or embarrass people who aren’t in a position to respond.”

Judges make decisions every day that affect people’s lives. He said it’s encouraging and satisfying, after a difficult decision, to see a person turn his life around or children whose parents divorced grow up to be well-adjusted adults.

“It’s a nice feeling,” he said. “When you see good things happen, you know you made the right call.”

His work has not gone unnoticed. Last year, his peers honored him with the Kansas District Judges Association Award for Judicial Excellence. The award recognizes a judge’s:

●knowledge of the law and appropriate application of it to the issues and cases that come before the court;

●considerate and mindful treatment of attorneys, litigants, witnesses, and the general public in daily performance of judicial duties; and

 ●reputation and respect among peers, attorneys, litigants, and the general public.

Powers said one consistency during his years of working in the judicial system has been the quality of people with whom he has worked.

“I have met and worked with some of the finest people in the world. The staff of your local district court are hard-working and caring. They want to do their job correctly, and they sincerely want to help people. The same is true of the people working in the Kansas Judicial Center in Topeka,” he said.

“I have been amazed at how many smart, caring, and nice people I get to deal with. It’s humbling. I will miss being a judge, but mostly I will miss the people I’ve had the pleasure to work with,” he added.

In addition to their judicial responsibilities, chief judges have general control over case assignments within the district, as well as general supervisory authority over the administrative and clerical functions of the court.

Powers has served on many statewide committees outside of his work in the 8th Judicial District.

He is a member of the Kansas Supreme Court's eCourt Steering Committee, which is overseeing the implementation of a statewide centralized case management system that will complete the conversion from local, paper-driven processes to a statewide electronic one.

Powers’ 8th Judicial District was the first of two districts to adopt the new centralized case management system.

Powers also chairs the eCourt Steering Committee's Workshare Subcommittee, which looks at how judicial branch employees can work more efficiently. All 105 counties will eventually operate on the same platform, providing standardization, efficiency, and accountability. Standardized processes will enable courts across Kansas to share work and provide a baseline for attorneys who practice in multiple state court jurisdictions.

Powers also has been involved in juvenile justice efforts. In 2017 he served on the Juvenile Justice Subcommittee of the Supreme Court Intermediate Intervention Program. He chaired the Supreme Court Task Force on Permanency Planning from 1997 to 1998 and served on the task force from 1995 to 2006. The task force advises the Supreme Court on ways to provide and improve the care of children who are under jurisdiction of the court.

He was a member of the Kansas Judicial Council's Public Defender Advisory Committee from 1987 to 1989 and the Attorney General's Victims' Rights Task Force from 1988 to 1989.

He served as president of the Kansas District Judges Association from 2015 to 2016 and on its executive committee from 2006 to 2017.

Before becoming a judge, Powers was county attorney in Morris County and in private practice. He received a bachelor's degree from Emporia State University and a law degree from the University of Kansas School of Law.

Powers has been active in numerous civic and community organizations. He cofounded and currently chairs the Marion Advancement Campaign, a community foundation. He cofounded and is a director of the Marion Economic Development Association. He was a founding member of the Chingawassa Days community festival. He also provides play-by-play commentary for cable TV broadcasts of Marion High School football games.

Powers and his wife, Judy, have five children and nine grandchildren.

District judges in the 8th Judicial District are appointed through a merit selection process. State statute requires a nominating commission to accept nominations, interview nominees, and forward the names of finalists to the governor, who appoints a replacement. After serving one year in office, the new judge must stand for a retention vote in the next general election to remain in the position. If retained, the incumbent will serve a four-year term.

State statute requires a nominating commission to accept nominations, interview nominees, and forward the names of finalists to the governor, who appoints a replacement. After serving one year in office, the new judge must stand for a retention vote in the next general election to remain in the position. If retained, the incumbent will serve a four-year term.

Local artist creates 45th anniversary river festival t-shirt

After a highly successful tour in 2019, the Union Pacific's Big Boy steam locomotive is scheduled to roll through Salina once again.

Union Pacific's Big Boy No. 4014, will embark on "The Big Boy 2021 Tour" Aug. 5 to celebrate railroad heritage and the communities Union Pacific serves, the company noted on its website. 

This is the first tour since the locomotive was restored for 2019's Great Race tours celebrating the 150th anniversary of the transcontinental railroad’s completion. The multi-year restoration took place at Union Pacific’s steam shop in Cheyenne, Wyo., following a retirement that spanned six decades.

"Weighing in at 1.2 million pounds, the Big Boy makes a big impression in communities it visits, reminding us of bygone days and the important role the railroad continues to play in our global economy," said Scott Moore, Union Pacific senior vice president – corporate relations and chief administrative officer. "This summer, we are proud to announce that the Big Boy will be back to tour through 10 of the states and hundreds of the communities which Union Pacific serves."

No. 4014 will leave the Steam Shop in Cheyenne, Wyo., Aug. 5, making brief whistle-stops in communities across Arkansas, Colorado, Illinois, Kansas, Louisiana, Missouri, Nebraska, Oklahoma, Texas and Wyoming, Union Pacific noted on its website. The locomotive will be on display in the following cities, according to Union Pacific.

No. 4014 will return to Cheyenne following the Denver stop. A complete list of overnight and whistle stops will be released later at <a href="http://upsteam.com">upsteam.com</a>. Twenty-five Big Boys were built exclusively for Union Pacific, the first of which was delivered in 1941 to handle the steep terrain between Cheyenne and Ogden. Of the eight still in existence, No. 4014 is the world's only operating Big Boy. The other seven are on display in Cheyenne, Wyo., Denver, Frisco, Texas, Green Bay, Wis., Omaha, Neb., Scranton, Penn., and St. Louis.

Big Boy rolled into Salina on a brisk Nov. 20, 2019, afternoon to the delight of more than 1,000 people gathered near the old depot at the intersection with N. 12th Street.

The huge crowd included school children, parents and grandparents with children, retired railroad workers, veterans, and seemingly persons from all walks of life. Some had traveled from other parts of the state to see the might steam engine. 

One railroader looked around at the crowd and laughed as he told of his boss saying that only 10 people would show up to see Big Boy.

As the historic locomotive No. 4014 neared the N. 12th Street railroad crossing, Big Boy blew its thunderous horn and shook the ground and anyone standing nearby.

If you missed seeing Big Boy when it was here in 2019, you most likely will get another chance later this year. Until then, here's a video of Big Boy's arrival in Salina in 2019:

Salina South students on spring honor roll

COVID block grant close-out tasks, vehicle purchase requests, and the new jail bond financing plan are among the items on the Saline County Commission agenda for Tuesday. 

The commission meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 W. Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to conduct a public hearing as a part of the closing-out process for the county's Community Development Block Grant-Coronavirus. The county was awarded the $132,000 grant in July 2020 to be used for economic development as it related to the pandemic. On Jan. 5, the following awards were made to businesses within the county but outside the Salina city limits. 

At the conclusion of the public hearing, commissioners are scheduled to vote on whether the grant is to be closed out.

Commissioners also are scheduled to consider two vehicle requests from the sheriff's office for new vehicles. 

The sheriff's office is requesting that three marked police package SUVs be purchased to replace three existing 2017 Ford Inceptor SUVs that range in miles from 155,000 to 180,000, according to information in the commission meeting packet. The low bid for the three vehicles was $140,571 from Marshall Motor in Salina. The vehicles would be purchased using 2021 EIP funds allocated for vehicle purchases.

Additionally, the sheriff's office is requesting the purchase of two additional marked police package SUVs due to the recent addition of four new officers, the meeting packet information noted. Again, Marshall Motor had the low bid of $104,714. These vehicles also would be purchased using 2021 EIP funds allocated for vehicle purchases.

Commissioners also are scheduled to hear an updated financial projection and calendar concerning the issuance of general obligation sales tax bonds for the new jail project.

Other items on the county agenda for Tuesday include the following.

●Consider a statement of acknowledgement to be submitted with the county's local emergency operations plan.

●Consider a request for a signature and payment of the 2020 Patient-Centered Outcomes Research Institute

●Consider several personnel items from human resources.

●Hear County Administrator Phillip Smith-Hanes' weekly update.

 </figure>At the conclusion of the public hearing, commissioners are scheduled to vote on whether the grant is to be closed out.Commissioners also are scheduled to consider two vehicle requests from the sheriff's office for new vehicles. The sheriff's office is requesting that three marked police package SUVs be purchased to replace three existing 2017 Ford Inceptor SUVs that range in miles from 155,000 to 180,000, according to information in the commission meeting packet. The low bid for the three vehicles was $140,571 from Marshall Motor in Salina. The vehicles would be purchased using 2021 EIP funds allocated for vehicle purchases.Additionally, the sheriff's office is requesting the purchase of two additional marked police package SUVs due to the recent addition of four new officers, the meeting packet information noted. Again, Marshall Motor had the low bid of $104,714. DICKINSON COUNTY—A Kansas man died in an accident just before 11 p.m. Saturday in Dickinson County.

The Kansas Highway Patrol reported a 2004 Dodge Ram 2500 driven by Nathan T. Peterka, 35, Paola, was northbound on Oat Road one mile south of Hope. 

The driver failed to negotiate a curve. The pickup traveled into the ditch and landed on its top on the eastbound side of Kansas Highway 4.

Peterka was pronounced dead at the scene and was transported to Zeiner Funeral Home. He was not wearing a seat belt, according to the KHP.
