MANHATTAN — The Kansas Department of Agriculture has funds available for the National Organic Certification Cost Share Program (NOCCSP). 

Through this program, farms, ranches, and businesses that produce, process or package certified organic agricultural products may be reimbursed for eligible expenses.

The purpose of the NOCCSP is to defray the costs of receiving and maintaining organic certification under the National Organic Program. For Fiscal Year 2020–2023, the U.S. Department of Agriculture’s Farm Service Agency is revising the reimbursement amount to 50 percent of the certified organic operation’s eligible expenses, up to a maximum of $500 per scope. Scopes include the areas of crops, livestock, wild crops, and handling (i.e., processing). This change is due to a limited amount of funding available and will allow a larger number of certified organic operations to receive assistance.

FSA awards the NOCCSP funds to eligible state agencies that serve as administering entities who work directly with organic operations to reimburse organic certification costs. The current period of qualification for organic operations seeking reimbursements is from Oct. 1, 2020, through Sept. 30, 2021. Applications are now being accepted through Dec. 15, 2021, or until all funds are expended, whichever comes first. For this year, applications may be submitted either by mail or email.

The project is designed to encourage reading and early literacy skills.

Families are invited to move along and read along with the story Big Dance by Aoife Greenham through Nov. 19. Participating merchants will feature a page from the book in their storefront windows. Library, Salina Downtown partner on children's literacy project

Lisa Shappee, director of instructional design and faculty support, is the recipient of the 2021 Wagner Award for Outstanding Instructional Support from Kansas State University Salina. The Wagner Award recognizes an outstanding individual in distance learning administration innovation, excellent instructional support and leadership. "Lisa demonstrates outstanding instructional support in the way she interacts with her colleagues, through her continuous exploration of new ideas, and by her dedication to the discipline of instructional design in higher education," said Kirsten Zoller, director of K-State Salina professional education and outreach. "Lisa's talent for understanding those she is working with, her commitment to quality work, and her practical approach to challenges to get to the best solution for all shows that she is an exceptional instructional design professional." Shappee has been at K-State Salina for 10 years. Before her current role, she worked as the library director/instructional designer and served as the director of library services. She earned Bachelor of Science in journalism from the University of Kansas and master's degrees in library science and instructional design and technology from Emporia State University. She is currently enrolled in the curriculum and instruction doctoral program at K-State. "Staying true to our campus mission, my way to support being student-centered is by making sure that students have a quality learning experience through technology," Shappee said. "I can do this by being a resource for faculty to make their jobs easier — allowing them more time to focus on teaching." Besides developing technology support for courses at K-State Salina, she successfully implemented a project with the Kansas Department of Transportation's certified inspector training program. The campus has worked with the department for 20 years by providing on-campus training. Shappee made 20 courses into an online format. This endeavor required her to support and edit 200 videos focused on lecture and lab experiences and organized them into learning management systems. "My passion for instructional design emerged when the need for it grew on campus," Shappee said. "Ever since then, I've been dedicated to continuing to advance in my field. The end result is always how we can keep improving student learning that benefits them as they move forward in their academic and professional careers."&nbsp; &nbsp;

Here's your Festival Jam forecast for Thursday

LINDSBORG - One of the first things people notice when they visit Lindsborg during Svensk Hyllningsfest is the number of colorful costumes worn by local residents and others of all ages who participate in the biennial Swedish celebration. The folk costumes have been a part of Hyllningsfest since its beginning in 1941 and add a unique charm to the festival.

An exhibit of more than 30 Lindsborg folk costumes will be on display Friday through Oct. 31 at the Smoky Valley Arts &amp; Folklife Center in downtown Lindsborg. The exhibition will feature historical costumes dating back to the very first festival as well as costumes worn by well-known residents including Birger Sandzén.

An opening reception for the exhibit is scheduled for Sept. 10 from 5 to 8 p.m. during the Lindsborg Makers Street event.

“What makes this so special is that if you live in Lindsborg or have ever lived here, you probably have a costume,” Lesa Larson, one of the organizers of the exhibit, said. “It’s an all-in thing if you live here. It’s proof that anybody can be Swedish for one day.”

The costumes in the exhibit are not necessarily accurate replicas of traditional Swedish costumes but more of a reflection of the person who wore them, according to Larson. They are all handmade, many made by moms, grandmothers, and some made by local tailors. 

The exhibition will include photographs and stories about the people who wore the costumes as well as a book that includes photos and stories from the past four costume exhibits.

“They are all so different,” Larson said. “There are no two alike. Some are modeled to represent the part of Sweden where the person’s ancestors came from but most are unique to Lindsborg and the people who made them. Many who come to see the exhibit remember the person who worn the costume and will take their picture with the costume because they knew the person who wore it.”

Display celebrates colorful costumes of Hyllningsfest

BELLEVILLE - Republic County Jr/Sr High School will be closed the rest of the week due to COVID-19.

In a post late this afternoon on its Facebook page, <a href="https://www.facebook.com/RC.Buffs">Republic County Schools</a> wrote:

Due to the number of cases of COVID-19 currently in the Jr/Sr High, there will be no school for the Jr/Sr High (grades 6-12) Thursday or Friday. Classes are expected to resume on Tuesday, September 7.

There will be no sports practices or activities the rest of this week and no games on Thursday, Friday or Monday evenings.

East Elementary will still be in school on Thursday and Friday as normal.

Additional information will be posted as soon as it is available.

Republic County Jr/Sr High School closed due to COVID-19

LINCOLN COUNTY —One person was injured in an accident just before noon Wednesday in Lincoln County.

The Kansas Highway Patrol reported a 2015 Volvo semi driven by Richard L. Herman, 48, Longmont, Colo., was&nbsp; southbound on Kansas Highway 14 10 miles north of Lincoln.

The semi's right wheel left the roadway. The semi rolled over into the west ditch.

EMS transported Herman to the hospital in Lincoln. He was not wearing a seat belt, according to the KHP .

The new centralized case management system will allow all district and appellate case data to reside on a single web-based platform, transforming the way state courts serve the people of Kansas. Joining the committee are:

●Chief Judge Jeffery Gettler, 14th Judicial District, composed of Montgomery and Chautauqua counties.

ELLSWORTH - Beginning Friday, the Kansas Department of Transportation (KDOT) will begin a chip seal on&nbsp;Kansas Highway 156 (K-156) in Ellsworth County.<a></a>

Work on K-156 will extend north about 10.5 miles from the north city limits of Ellsworth to Interstate 70, according to information from KDOT.

Flaggers and a pilot car will direct one lane of traffic through construction. Drivers should be prepared for a delay of up to 15 minutes and plan extra time in their travel schedules.

Vance Brothers Inc. of Kansas City, Mo., is the prime contractor and has scheduled this $504,466 project to be completed in September, weather permitting, KDOT noted.

Resurfacing project to begin Friday in Ellsworth County

Police are investigating a central Salina vehicle burglary in which more than $1,600 worth of items were stolen earlier this week.

Jacob Allison, 19, of Salina, reported that sometime between 10:30 p.m. Monday and 9:30 a.m. Tuesday, someone entered his 1993 Honda Accord while it was parked in the 600 block of S. <a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina</a>&nbsp;has honored former longtime CEO and Dean Dennis Kuhlman with the renaming of a campus building in his honor. The Welcome Center, which formerly housed the Office of Admissions and now is home to administration offices, has been renamed the Kuhlman Center. The move not only honors Kuhlman's legacy on campus but also aligns with the campus master plan initiatives. Kuhlman began his tenure as CEO and dean in 1997. An educational innovator, he had a vision for the transformation of the campus. Kuhlman led the strategic growth of the K-State Salina campus from offering degrees at the associate level only to bachelor's and master's degrees. He was the longest-serving CEO and dean of the campus, retiring in 2012.&nbsp;<a href="https://www.k-state.edu/today/announcement/?id=71556" target="_blank">Kuhlman died in 2020</a>&nbsp;from complications of COVID-19. "From the first time Dennis set foot on campus, he didn't just see what the campus was — he saw what it could be, and he never stopped seeing its future," said Carol Kuhlman, Kuhlman's widow. "Dr. Kuhlman was instrumental in developing the campus into what it is today," said Alysia Starkey, CEO and dean of K-State Salina. His passion for aviation, engineering and most importantly, students still influences many of our decisions. This building will serve as an enduring testament to a visionary leader, influential mentor and a genuinely remarkable human being." The campus master plan is realigning spaces on campus into more efficient zones for students, including an academic zone, student life zone and administration zone. The Kuhlman Center will be the heart of the administration zone. "We inherited the campus after the closure of Schilling Air Force Base in 1965," Starkey said. "The site plan and facilities are remnants built for that original purpose. Our facility needs have evolved because of our growth in enrollment and the expansion of expertise in aviation, unmanned systems and advanced manufacturing." Starkey said the campus master plan affords K-State Salina the opportunity to be fiscally strategic in managing its growth and to be good stewards of the land and focus on how to best serve the changing needs of its students. There were no surprises in the recently released 2020 census numbers that will be used to draw new lines for congressional and state senate and house districts. Kansas grew, but at a rate slower than the nation overall. Rural areas largely saw their populations dwindle while metros swelled, an ongoing trend since the industrial revolution. Overall, rural parts of the country lost 226,000 people in the past decade to urban and suburban places, which grew by more than 20 million. As a state, we’re slightly older and more diverse, overall. Beyond the obvious demographic shifts, the census numbers mean political power is shifting, too. This is worrisome not because the issues facing cities and towns are all that different from the challenges across the countryside. It’s because far too often a policy or program that works in one area is a total bust when expanded to another. Many of the challenges we face across the state are the same, from housing and childcare to taxes and labor shortages. The solutions to these are nearly as varied as the more than 2.9 million people who call Kansas home. But with fewer folks walking in the statehouse or the halls of Congress with rural backgrounds means there’s less understanding of the challenges and opportunities that exist in communities where the nearest neighbor might be a quarter-mile or more away. The rules and regulations that make sense in cities where people interact with one another more frequently are often ineffective or even counterproductive in less populated areas. While the proportional political power flowing to cities carries real risks for those of us who enjoy rural lifestyles, we still have a lot of capacity to shape the outcomes of laws. I don’t expect our big city citizens to wield their growing power over their country cousins with malice. But there’s only so many issues we have the time to fully grasp. Self-interest being what it is, we usually don’t stray too far outside our immediate neighborhood when trying to solve a problem. That’s why it’s so important to tell the story of farming and ranching, the benefits of rural living and, most importantly, why people who do none of those should listen. They’re not going to agree with you on everything, but through conversations with friends, family and business partners, greater understanding of rural issues and their solutions is possible. It’s also a good opportunity to talk about the quality of life available in the country and small towns. Most aren’t looking to give up their lives in the city, but in a world where it’s increasingly common to work anywhere, the choice of where workers live is everywhere. That means one of the primary drivers of urbanization is perhaps at its weakest point since the steam engine was invented. Technology alone won’t undo centuries of change quickly, but it’s certainly a welcome tool in reviving rural living. Not only does this mean access to jobs that allow people to stay in rural areas, but benefits like clean air and water, less stress and traffic and more privacy are certainly going to be enticing to some city folks as well. By the time the next census comes around, there’s a real chance the story will be about the dawning of the next rural migration.

Carter was placed in foster care until he was moved into his grandmother’s home, a safe space away from the abuse that plagued his childhood. Carter released a book on his life titled No Momma’s Boy. In the book, he chronicles his triumphant struggle to overcome his mother's mental illness and the lasting effects of being a victim of childhood sexual abuse. His story has also been told in Oprah Winfrey’s magazine.

Although his upbringing was the flip side of the American dream, he went on to be the first in his family to attend college. Dominic Carter has been described as one of the best political commentators in New York today and has been a fixture in the industry for the last 35 years. He is currently an on-air host at WABC Radio in New York.

The evening begins at Tony’s Pizza Events Center with a social hour from 5:30-6:30 p.m. Dinner will be served at 6:30 pm and CAPS Executive Director, Lori Blake, will share an agency update before Carter speaks.
