Three proclamations, two public hearings, and four executive sessions are among the agenda items for today's Salina City Commission meeting.

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. A bicycle stolen from a storage container at a residence in east Salina was later found in a nearby cemetery, but a dirt bike that also was stolen remains missing.

Robert Moeller, 39, of Salina, told police that sometime between Sept. 6 and Thursday, someone entered a storage container he had parked in his driveway in the 1500 block of S. Marymount Road and stole a red and black Haro HT3 Subvert bicycle and a white and green Mototech 77cc dirt bike, Salina Police Captain Paul Forrester said this morning. There were no signs of forced entry.

The bicycle was later located by employees of Roselawn Cemetery.

More than 1,000 feet of copper wire, power tools stolen from Evergy

A Saline County woman was arrested Saturday after an incident involving the alleged discharge of a firearm.

Saline County Sheriff Roger Soldan said this morning that deputies were sent to a residence in the 3000 block of Country Club Road at approximately 12:50 p.m. Saturday for the report of shots being fired. 

According to a report, Lori Saey, 53, of Saline County, allegedly was intoxicated and had threatened a caregiver who had gone to the residence, Soldan said. Saey allegedly fired two rounds inside the residence.

Saey was arrested on the following requested charges, Soldan said.

●Criminal discharge of firearm; recklessly at occupied dwelling

●Aggravated assault with a deadly weapon

●Criminal possession of weapon by a felon

Saline County woman arrested after shots allegedly fired

MANHATTAN – For the first time in the United States, there are more older adults than young children.&nbsp;

“The first of the Baby Boomers turned 65 in 2011,” said Kansas State University specialist in aging Erin Yelland. “So, the oldest of the Baby Boomers are just now turning 75, which means that this population is going to continue to rapidly grow.”&nbsp;

Older Americans – those age 65 and up – have topped 54 million, according to the U.S. Census Bureau, experiencing rapid growth over the past 10 years. The youngest age group – those age 5 and younger – has remained mostly flat in the U.S. and is estimated at just under 20 million.&nbsp;

Further, current projections from the U.S. Census Bureau indicate that America’s older population will surpass those 18 and younger (currently at about 73 million) by the year 2035.&nbsp;

“There are a lot of good things that happen as a result of having an older population,” said Yelland, who recently spoke about aging well on K-State’s weekly radio show,&nbsp;<a href="https://www.ksre.k-state.edu/news/radio-network/sound-living.html" target="_blank">Sound Living</a>. “For example, the majority of wealth is held by older adults, so they have a strong influence on our economy. Older adults bring wisdom, historical perspectives and value to society. Because we are living longer, older adults are able to act as the glue to some inter-generational families. Some are even raising or providing regular care for their grandchildren. Older adults play a lot of roles in society, all of which are valued.” &nbsp;

“In Kansas,” she added, “we have the highest percentage in the country of older adults who volunteer. For older adults – even if they’re working part- or full-time – it’s a lot easier to find time to give back because they’re not necessarily dealing with the number of obligations they had when they were younger.”&nbsp;

A concern for older adults, however, is health. Medicine and other interventions “are good at keeping us alive,” Yelland said, “but not so good at keeping us healthy.”&nbsp;

It’s estimated that by 2050, 12.7 million Americans will suffer from Alzheimer’s dementia, Yelland said. More older adults will be living in long-term care facilities.&nbsp;

“We are also seeing that heart disease is the No. 1 killer among adults 65 and older, and that can be attributed to the 45% of adults who are obese, the 77% of older adults who have hypertension and the 5 million adults that live in poverty, which greatly affects our health.”&nbsp;

Yelland said aging well should be viewed as “a life span challenge.”&nbsp;

“I always say that aging isn’t flipping a switch once you turn 65,” she said. “Your ability to age well is a life span challenge, or something we should be doing throughout our lives. I tell our college students at K-State that the decisions they’re making now as 18, 19 and 20 year olds will affect their ability to age well.”&nbsp;

Her lessons to college students, though, sometime elicit groans from younger adults who may often think aging challenges don’t apply to them.&nbsp;

“But the more I talk about the issue with our students, the more they start to realize that perhaps I might be slightly correct in what I’m saying,” Yelland said. “Our younger generation often thinks they’re invincible and nothing is going to hurt them. I was the same way when I was a teenager. But it’s really important that we’re working to help people understand the importance and value of their decisions across their lifespan.”&nbsp;

Yelland said K-State Research and Extension agents across Kansas are working to help older adults remain independent, exercise and maintain their living spaces in ways that help them remain healthy.&nbsp;

●<a href="https://bookstore.ksre.ksu.edu/pubs/MF3058.pdf" target="_blank">Simple Home Modification for Aging Place</a>. This publication outlines free or low-cost changes to make the home a safer place to live. Some of the modifications include removing such trip hazards as rugs; installing grab bars and sturdy handrails; moving frequently used items to lower shelves in the kitchen; and arranging furniture strategically to reduce hazards.

●<a href="https://www.aging.k-state.edu/programs/embracing-aging/embracing-aging.html" target="_blank">Keys to Embracing Aging</a>. This program outlines 12 ways to healthy living, physical activity, healthy eating, brain health, staying social and taking care of finances, among other topics.

Yelland added that&nbsp;<a href="https://www.hhs.k-state.edu/aging/" target="_blank">K-State’s Center on Aging</a>&nbsp;offers graduate and undergraduate degrees in gerontology. Its graduate program is listed as one of the top 5 programs in the United States, she said. &nbsp;

“The need for gerontologists and professionals that understand aging has never been greater,” Yelland said. “So opening that opportunity for students to understand the importance of aging, and how to address aging issues in their own career, is incredibly important. And we are so excited to be able to offer that opportunity to students and professionals.”&nbsp;

Population of older Americans tops young children for first time

In a study just released from Georgetown University, China universities surpassed the U.S. in graduating science doctoral students back in 2007. Currently (data for 2019) the U.S. graduated 33,759 STEM PhD students while China graduated 49,498. In just a few more years, using the rates of growth in graduates pursuing research in STEM (science, technology, engineering, math and health sciences), we will produce 39,959 graduates in 2025 while China will produce 77,179.

In simpler terms, current Chinese universities graduate about three STEM doctoral researchers for every two graduated in America. However, by 2025, they calculate that China will produce twice as many per year.&nbsp; &nbsp;

However, a large number—about 42 percent–of U.S. university doctoral recipients are international students who were educated in foreign countries and came here for graduate training. This report by Georgetown’s Center for Security and Emerging Technology (CSET) notes multiple studies that indicate that about three-fourths of foreign-born STEM PhD graduates have stayed in the U.S. for at least ten years. They bolster our science research.

If we only consider the American-born students trained in the U.S., then China will produce more than three times as many science doctorates as the U.S.—only 23,256 compared to China’s 77,179. However, in China only seven percent of their science doctorates go to foreign students, and there is no data on how many of this smaller number stay in China.

The current pandemic makes it difficult to measure exactly how many graduates are actually getting jobs in either country. There are other studies that indicate that approximately half of science doctoral recipients take jobs that do not require their research expertise. I have been critical of prior Georgetown reports that have considered any production of graduates that exceeds labor market demand to be a waste of educational effort. But the realities in both countries are that some students complete a doctorate in one field but find they prefer to work in another. To meet “labor market demand” you must have a surplus of personnel to draw from.&nbsp;&nbsp;&nbsp; &nbsp;

This change has occurred rapidly. The CSET report indicates: “In 2000, U.S. universities awarded twice as many doctorates in STEM fields as Chinese universities, but China surpassed the United States by 2007.”&nbsp; The report also notes that “Between 2003 and 2007...the government stood up more than 1,300 new PhD programs at dozens of institutions that had not previously offered doctoral programs.” This stands in contrast to the recent retrenching of many American public universities that have cut programs.

Quality of education is also an issue, and the CSET report does not take into consideration the growing number of questionable U.S. online doctoral degrees. In contrast, the report notes that a large share of this increase comes from the 42 “Double First Class” universities that are heavily funded by the Ministry of Education. These are the Chinese universities that are moving up in world rankings based on authorship of research, filing of patents, etc.

I previously reported how China surpassed the U.S. in authors of papers in science journals in 2017, and in number of international patents in 2019. It has taken China several decades to build up this educational capacity—literally an education revolution.

Meanwhile, general science literacy and interest in science in the U.S. has been dropping for over three decades. Half of Chinese bachelor’s degrees are in STEM compared to less than 18 percent in the United States. Our failure to teach enough science began in K–12 schools long ago, and it will not be solved unless we begin a similar educational revolution.&nbsp;&nbsp;

Currently (data for 2019) the U.S. graduated 33,759 STEM PhD students while China graduated 49,498. In just a few more years, using the rates of growth in graduates pursuing research in STEM (science, technology, engineering, math and health sciences), we will produce 39,959 graduates in 2025 while China will produce 77,179. In simpler terms, current Chinese universities graduate about three STEM doctoral researchers for every two graduated in America. However, by 2025, they calculate that China will produce twice as many per year.&nbsp; &nbsp; However, a large number—about 42 percent–of U.S. university doctoral recipients are international students who were educated in foreign countries and came here for graduate training. This report by Georgetown’s Center for Security and Emerging Technology (CSET) notes multiple studies that indicate that about three-fourths of foreign-born STEM PhD graduates have stayed in the U.S. for at least ten years. They bolster our science research. If we only consider the American-born students trained in the U.S., then China will produce more than three times as many science doctorates as the U.S.—only 23,256 compared to China’s 77,179. However, in China only seven percent of their science doctorates go to foreign students, and there is no data on how many of this smaller number stay in China. The current pandemic makes it difficult to measure exactly how many graduates are actually getting jobs in either country. There are other studies that indicate that approximately half of science doctoral recipients take jobs that do not require their research expertise. Ike's Virtual Book Club to look at interstate highway system

Today is Monday, Sept. 13, the 256th day of 2021. There are 109 days left in the year. 

On Sept. 13, 1971, a four-day inmates' rebellion at the Attica Correctional Facility in western New York ended as police and guards stormed the prison; the ordeal and final assault claimed the lives of 32 inmates and 11 hostages. 

In 1788, the Congress of the Confederation authorized the first national election, and declared New York City the temporary national capital.

One year ago: In open defiance of state regulations and his own administration's pandemic health guidelines, President Donald Trump hosted his first indoor rally since June, telling a packed, nearly mask-less crowd in Henderson, Nevada, that the nation was "making the last turn" in defeating the virus. Dominic Thiem became the first man in 71 years to win the U.S. Open after dropping the first two sets of the final; Thiem earned his first Grand Slam title with a 2-6, 4-6, 6-4, 6-3, 7-6 (6) comeback victory against Alexander Zverev.

Three names sent to governor for 9th Judicial District opening

Fiber optic line work is expected to continue this week in south Salina.

According to information from the City of Salina,&nbsp;Eli Drilling will be working in the area of Enterprise Road and Schilling Road just east of S. Ninth Street, placing Bluebird underground fiber optic lines. 

Contractors will continue working toward S. Ninth Street, progressing north on S. Ninth to Otto Avenue. Work will be in grass areas with minimum sidewalk closures. No road closures are expected at this time.

The fiber optic cabling and related facilities will connect existing cell towers and future 5G cell towers providing exceptional cell service and high speed networks.

The distribution is scheduled for 9-10:30 a.m. Wednesday at the 4-H Building in Kenwood Park. Participants are asked to wear facemasks when talking with distribution volunteers.

Most large businesses have a CEO – chief executive officer. Some have a COO – chief operating officer – or a CFO – chief financial officer.&nbsp;

Today we’ll meet a person who describes herself as a CRO. That stands for Chief Remover of Obstacles. Her work has successfully removed obstacles for businesses in her rural county of Kansas.&nbsp;

Lea Ann Seiler is Hodgeman County economic development director. She describes herself as CRO – Chief Remover of Obstacles.&nbsp;&nbsp;&nbsp;

Lea Ann grew up near Manhattan, attended Riley County High School and then K-State where she met and married her husband Gary. Gary became the ag teacher in Hodgeman County and she became economic development director in 2008.&nbsp;

Why does she use the term Chief Remover of Obstacles? “At a meeting, someone complained that they ran into a fresh obstacle for every business idea they had suggested in their community,” she said. “First it was zoning and then it was permitting and then it was financing.”&nbsp;

Lea Ann realized that a key part of her role as economic development director was removing obstacles so that her businesses and ruralpreneurs could move forward.&nbsp;

Some obstacles were simple. One person was looking for a building to rent for their business and had been asking around for a year. “We just walked upstairs to the appraiser’s office and requested public records,” Lea Ann said.&nbsp;

In another case, someone wanted to be a vendor at farmer’s market but didn’t know how to get a sales tax id. “We opened up my computer, completed the application, and printed their number out right then,” Lea Ann said.&nbsp;

Other things take longer to address, such as developing a business plan, pricing a product correctly, or mastering technology. “I remember when two of our restaurants didn’t accept credit cards and were losing business because of it,” Lea Ann said. “We held meetings with card machine vendors and helped them connect. Now I provide free square card readers to small businesses and farmers market vendors.”&nbsp;

Hodgeman County has strategically targeted particular development opportunities.&nbsp;&nbsp;These include natural resource tourism, agricultural diversification, area spending capture, retiring boomers, outbound commuters or those working from home, growth-oriented entrepreneurs, and economic diversification through new resident attraction.&nbsp;

“Lots of good things are happening in Hodgeman County,” Lea Ann said. “A new rural communications company has opened in Jetmore.&nbsp;&nbsp;Hanston now has fiber to the premise. The city of Jetmore is passing a Main Street RHID for upper-level housing development. We’re embarking on an infill housing project. The Hanston library just received a wonderful grant for outside amenities and the Jetmore downtown farmers market is a new KDHE farmers market senior voucher location. A new truck stop at (highways) 156 and 283 is under construction and highway 156 will be getting much-needed shoulders.”&nbsp;

Local furniture artisan Zach Schaffer is building a new shop, and another business will be opening in his former building. “We’re partnering with Blue Cross Blue Shield and NXSTG in a super cool new technology for health and vitality project,” Lea Ann said.&nbsp;&nbsp;&nbsp;

There are two towns in Hodgeman County, Jetmore and Hanston. Lea Ann’s office is at the county seat in Jetmore. “I live in the smaller one which is Hanston, but spend most of my waking hours at the larger one, which is Jetmore,” she said.&nbsp;&nbsp;Jetmore has a population of 867. Hanston is a rural community of 206 people.&nbsp;&nbsp;Now, that’s rural.&nbsp;

Sixteen new kids have moved to Hanston since May. “We are seeing a renewed interest in rural, and additional people moving, or wanting to move, to our community,” Lea Ann said. “There is a renewed sense of urgency in making sure we act on this opportunity,” she said.&nbsp;

NOW THAT'S RURAL: Lea Ann Seiler, Hodgeman County

Child Advocacy and Parenting Services, Inc. (CAPS) has announced the hiring of two new employees.

Robert Collier joined CAPS as a family mentor. Collier brings experience working with youth as a case manager at Central Kansas Mental Health Center. He obtained a Bachelor of Arts degree at Kansas Wesleyan University. After graduation, Collier worked for USD 305 and St. Francis Ministries before CKMHC. He joined the CAPS family mentoring team on Aug. 16, 2021.

“Robert’s experience working with at-risk youth and their families brings a great perspective to the important work of in-home parenting education to help families create spaces where their children can be safe, healthy and strong, “ said Lori Blake, CAPS executive director.

Marsha Mauch joined the Ottawa and Saline counties CASA Program, a program of CAPS, as a CASA volunteer supervisor on Aug. 2. She comes to CAPS with a Juris Doctor degree and Master of Social Work degree from the University of Kansas. Mauch has an impressive history in helping at-risk communities. She was previously a case supervisor at CASA in the 8th Judicial District, a role that is similar to her new position with CAPS. Mauch will guide CASA volunteers through their cases aimed at lifting children’s voices in foster care.

Blake said, “Because of Marsha’s experiences as a former CASA volunteer in our program and having done work in another regional program, she is an excellent addition to our team. Those experiences broaden our perspectives in how to effectively advocate for children in the foster care system.”

CAPS announces hiring of Collier, Mauch

The Library of Congress has announced a full lineup of events for the fall series of the 2021-2022 “Concerts from the Library of Congress” season.

 The virtual events will be complemented by conversations, lectures, curator talks and educational programs that reflect the diversity of the nation’s musical heritage.

Consistent with social distancing and safety protocols in response to the COVID-19 pandemic, the fall series is being presented entirely in an online format. Events will be made available at 8 p.m. ET on the scheduled premiere date on <a href="http://loc.gov/concerts">loc.gov/concerts</a>, the Library’s&nbsp;<a href="https://www.youtube.com/loc">YouTube channel</a>&nbsp;and the Performing Arts at the Library of Congress&nbsp;<a href="https://www.facebook.com/libraryofcongressperformingarts/videos/">Facebook page</a>, unless otherwise noted. All events of the season are free, and tickets are not required.

The season begins Oct. 8 with Wynton Marsalis’ “A Fiddler’s Tale,” set to a libretto by poet and critic Stanley Crouch. Damien Sneed conducts an ensemble of principal players from the nation’s major orchestras, with actor Nic Few as narrator.

Igor Stravinsky's iconic work is based on the eternal story of a young man who sells his soul to the devil, achieving fame and fortune, but losing everything when the devil calls in the debt. Wynton Marsalis' “A Fiddler's Tale”&nbsp;retains the outline of Stravinsky's scenario but updates the action to the present for a parable involving the devil, corruption and the concept of shame. The presentation will also feature an accompanying interview with Marsalis and his collaborator, Stanley Crouch.

Saturday, Oct. 30:Founder’s Day Concert featuring Third Coast Percussion with choreography by Movement Art Is This compelling collaboration is a celebration of American street dance styles and classical percussion music, featuring&nbsp;compositions by Philip Glass, Tyondai Braxton and electronic music composer and producer Jlin. Third Coast&nbsp;Percussion performs New Zealand composer Gemma Peacocke’s “The threshold we cross with closed eyes,” with dancers Ron Myles and Quentin Robinson. The Library’s annual Founder’s Day Concert is in honor of&nbsp;<a href="https://www.loc.gov/item/ihas.200152688/">Elizabeth Sprague Coolidge</a>.

Friday, Nov. 5:&nbsp;Hub New Music Hub New Music gives the virtual world premiere of Carlos Simon’s “Requiem for the Enslaved,” inspired by the history of the 272 enslaved workers sold by Georgetown University to pay its debts. A professor at Georgetown, which commissioned the work, Simon is a recipient of the 2021 Sphinx Medal of Excellence recognizing extraordinary classical Black and Latinx musicians. Simon will play piano, joined by spoken word artist and hip-hop advocate Marco Pavé and trumpeter Jared Bailey.

 </figure>The Library of Congress has announced a full lineup of events for the fall series of the 2021-2022 “Concerts from the Library of Congress” season. The virtual events will be complemented by conversations, lectures, curator talks and educational programs that reflect the diversity of the nation’s musical heritage.Consistent with social distancing and safety protocols in response to the COVID-19 pandemic, the fall series is being presented entirely in an online format.
