A local man was arrested on a requested charge of aggravated criminal threat after an incident at a south Salina bank Saturday afternoon.

Salina Police Captain Paul Forrester said this morning that officers were dispatched to Central National Bank in Walmart, 2900 S. Ninth Street, at approximately 3 p.m. Saturday for the report of a male subject making a threat about a shooting. 

Bank employees told police that the man entered the bank and allegedly said there would be a shooting soon. The employees locked themselves in a back room and called police.

After reviewing surveillance video, police identified the man as Aldo Steffen, 33, of Salina.

Forrester said officers located Steffan near the north entrance to Walmart and arrested him on the requested charge of aggravated criminal threat.

I have a serious problem with vaccine skeptics who are over 70. When they were children, they saw mothers march from door-to-door, collecting dimes to fund polio research. And they witnessed the nationwide relief when first Jonas Salk developed the “killed” vaccine and then Sabin developed the “attenuated” oral vaccine administered as drops in sugar cubes.

Alongside that effort was a longstanding drive to vaccinate against smallpox. Us older folks still have that scar on our left shoulder. Thanks to vaccination, the last case in the U.S. was in 1949. Worldwide vaccination and quarantine ended smallpox in the wild in the 1970s in Somalia, Africa.&nbsp; In 1976, I witnessed the deeply pock-marked face of a smallpox survivor in the streets of Macao.&nbsp; Now, I could understand the tremendous motivation of a population that suffered smallpox—so disfiguring and fatal in one-third of the victims---usually children.

In 2019, we had also eliminated measles from the United States through requiring childhood vaccination for school attendance. Measles is one of the most contagious diseases, with a contagion rate of 12-to-18 (meaning that one person transmits it to up to 18 others).&nbsp; With such a high rate of transmission, nearly 95 percent of schoolchildren need to be vaccinated to halt the transmission to the few children who cannot be vaccinated due to immunity disorders. However, the anti-vax campaign on the West Coast had dropped the level of vaccinated schoolchildren to a point where measles was re-introduced from overseas and took off.

All states have vaccination requirements for schoolchildren, but different states allow a different assortment of exemptions. Obviously, the immune-compromised students need and receive a medical exemption. But some states also allowed exemption for religious or personal philosophy. A handful of states narrowed the exemption to medical only.

This right of a state and its schools to mandate vaccination was solidly established long ago in 1905, when the Supreme Court ruled in Jacobson v. Massachusetts that a state can mandate vaccines and impose criminal fines on those not in compliance. When Indiana University required COVID-19 vaccinations and students petitioned the Supreme Court, Justice Amy Coney Barrett refused to step in, rejecting the case on August 12, and citing Jacobson.

In 2019, before this pandemic, I was awarded for a radio commentary recorded on the measles anti-vaxxer dilemma. I described how “science was self-defeating.” By eliminating those early major epidemics that caused widespread pain, suffering and death, a new generation grew up free from these experiences and as a result no longer valued the benefits brought by vaccination. In other words, the success of science undermined the future motivation for vaccination.

But now, in this current pandemic, my explanation of anti-vaxxers as youngsters who grew up without major epidemic experience falls short. There is now a much larger element of politics and confirmation bias that is rejecting science, embracing falsehoods, and threatening health worldwide.

And that presents a personal problem because I try to follow my speech professor’s rule to “...remember at all times the inherent dignity of humans for that is more important than any other concern....” Those over 70 have had direct experience in the effectiveness of vaccines in eliminating polio and smallpox. And yet many are choosing instead to believe in abstract media messages that are in total contradiction to what they personally experienced in childhood. But how can I express utter contempt for those readers or listeners who put media over experience, without assaulting their dignity?

My professor continued, noting that a speaker/writer must be adequately informed because there is no right to disseminate ignorance, to think straight for there is no right to promote confusion, and to be socially responsible and bear in mind the welfare of those affected. So I will clarify. My contempt is for the dissemination of ignorance, promotion of confusion and disregard for people’s welfare.&nbsp; &nbsp;

If we had today’s media back in the 1950s, as well as the political polarization of this time, we would still today be living with folks in iron lungs, children on crutches, and one-third of smallpox victims dying each season.&nbsp;&nbsp;

Gusty winds could blow around unsecured objects. Use extra caution when driving, especially if operating a high profile vehicle. Secure outdoor objects.

The next class will be on Tuesday at 6 p.m. These classes are held at the Home Health and Hospice office, 11 N. Broadway, Herington. Lindsey Brummer, bereavement coordinator, serves as the group facilitator.&nbsp;

These gatherings are designed to help individuals work through the period of transition, allow time for sharing personal experiences and feelings, and provide guidance toward learning and coping skills.&nbsp;

The public is welcome to attend the free sessions. Persons interested in the support group are encouraged to bring along a supportive person. Pre-registration is not required.&nbsp;

Herington bereavement support group to meet Tuesday

ABILENE - President Dwight Eisenhower's role in shaping the United States interstate highway system will be the focus of the next Lunch &amp; Learn program from the Eisenhower Presidential Library.

The virtual program is scheduled for noon Thursday.

Kansas Secretary of Transportation Julie Lorenz will speak about how Eisenhower became known as the “Father of the Interstate System” and the importance he placed on developing our nation's transportation infrastructure. Lorenz will give an overview of the Eisenhower Legacy Transportation Program, better known as “IKE,” an innovative 10-year plan designed to meet the transportation needs of Kansas now and into the future.

Lorenz was appointed by Governor Laura Kelly in January 2019 to lead the Kansas Department of Transportation. With more than 25 years of transportation experience in the public and private sectors, she is recognized as a national leader in the areas of policy development, collaboration and scenario planning. She was recently elected president of the Mid America Association of State Transportation Officials (MAASTO) – a collaboration of transportation leaders representing 10 Midwest states that works to advance highway, transit and related issues important to the region. Lorenz has a master's degree from the University of Kansas and a bachelor’s degree from Drury University.

Lunch & Learn: Eisenhower legacy transportation program

Today is Monday, Sept. 20, the 263rd day of 2021. There are 102 days left in the year. 

On Sept. 20, 2001, during an address to a joint session of Congress, President George W. Bush announced a new Cabinet-level office to fortify homeland security and named Pennsylvania Governor Tom Ridge its director. 

In 1519, Portuguese explorer Ferdinand Magellan and his crew set out from Spain on five ships to find a western passage to the Spice Islands. (Magellan was killed enroute, but one of his ships eventually circled the world.)

The Saline County Road and Bridge Department has announced the closing of part of W. Crawford Street west of Salina beginning Monday.

W. Crawford Street between S. Burma Road and S. Halstead Road will be closed to through traffic beginning Monday for replacement of cross-road drainage culverts. Weather permitting the roadway should be opened by Oct. 22, 2021. 

 Motorists are advised to allow a few extra minutes of travel time to reach their destinations.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

The Salina Area United Way's 2021 Campaign Kick-off is Tuesday and you're invited!

The event will be a come and go parking lot party from 10 a.m. to 2 p.m. at the Salina Area United Way office, 113 N. Seventh Street, Suite 201. You also will be able to stream the event via the Salina Area United Way <a href="https://www.facebook.com/SalinaAreaUnitedWay">Facebook page</a> and on the organization's <a href="https://www.youtube.com/channel/UCIu7C9jTSJHxni_wTr0LWEA">YouTube channel</a>.

The kick-off will have virtual and in-person interviews with community partners, board members, special guests, and more. A food truck, 3B’s BBQ, will be at event from 11 a.m. to 2 p.m. Additionally, participants will have the opportunity to win a pair of Josh Turner tickets or one of two pair of Oak Ridge Boys tickets for the performers' Stiefel Theatre shows

The theme for the 2021-2022 annual campaign is “Building Bridges: Strengthen Our Communities” with a goal to raise $550,000. The goal, the same as last year's, will be kept another year after coming up a bit short - $450,000 - for the 2020-2021 campaign. 

“Although we did not reach our goal of $550,000 for the 2020-2021 campaign, we are still pleased with the $100,000 increase over the previous year,” said Claire Mullen, executive director for the Salina Area United Way. “We knew it was going to be a tough year with the events of COVID, but between raising $100,000 more than the previous year and $105,000 for our COVID fund, we are truly grateful for the support of the community.”

The Salina Area United Way raises funds to help support community partners. From Funded Partners and then Community Impact Grants to support programs, the United Way has been there for the community. After speaking to many local business leaders, donors, and community partner leaders, the Salina Area United Way determined it was time for the organization to truly be there to support non-profits by taking work off their plates so they can provide services and return to funding agencies not just programs, Mullen noted in a news release. 

“This has been a serious conversation over the last year and half since I stepped into the executive director role. We have held meetings at our office with CEOs of our local businesses, spoke with donors, and had meetings with executive directors of our non-profits to determine what the community truly needs from us,” Mullen said. “It is not going completely back to funded partners, agencies will have to apply every year for the funds, but they will be able to apply to fund their agency with the hope they will be able to do less fundraising themselves.”

United Way organizations have the unique opportunity of being allowed into workplaces to receive donations through payroll deductions. They had a niche by funding agencies, and had gotten away from that, but the organization has decided it is time to return to that model of raising funds. By an individual choosing to donate every paycheck, that sum adds up over 26 pay periods creating a larger pool of money to be granted out, Mullen noted. 

"We believe in our 785 community and are encouraging people that donate through payroll deduction to consider donating $7.85 each pay period. Would you be willing to not eat out one day, or skip your morning coffee? Join us in the fight to Live United," Mullen explained in the news release.

After speaking to many local business leaders, donors, and community partner leaders, the Salina Area United Way determined it was time for the organization to truly be there to support non-profits by taking work off their plates so they can provide services and return to funding agencies not just programs, Mullen noted in a news release. “This has been a serious conversation over the last year and half since I stepped into the executive director role. We have held meetings at our office with CEOs of our local businesses, spoke with donors, and had meetings with executive directors of our non-profits to determine what the community truly needs from us,” Mullen said. “It is not going completely back to funded partners, agencies will have to apply every year for the funds, but they will be able to apply to fund their agency with the hope they will be able to do less fundraising themselves.”United Way organizations have the unique opportunity of being allowed into workplaces to receive donations through payroll deductions. They had a niche by funding agencies, and had gotten away from that, but the organization has decided it is time to return to that model of raising funds. By an individual choosing to donate every paycheck, that sum adds up over 26 pay periods creating a larger pool of money to be granted out, Mullen noted. "We believe in our 785 community and are encouraging people that donate through payroll deduction to consider donating $7.85 each pay period. Schilling Road toward Otto Avenue. The company then will move to E. North Street and N. Ohio Street working on the west side of N. Ohio Street and moving toward E. Iron Avenue.

The drive-through clinic is scheduled for 11 a.m.-6 p.m. Oct.13 at the 4-H Building in Kenwood Park and is for persons ages 19 and older. Those participating are asked to wear short sleeves and face masks.

Vehicles should enter from the south near the Kenwood Cove entrance, according to information from the health department. 

The health department noted that persons with the following health plans who bring their insurance cards, may be covered for flu shots.

An expected 100 plus pilots from across the nation will gather Sunday through Friday at Salina Regional Airport to compete in the U.S. National Aerobatic Championships.

Salina bested a nationwide search of 44 airports throughout the Midwest in 2018, to host the event, beginning in September 2019. Thanks to the pandemic, the 2020 championships were canceled, but they’re making a return. 

“We hope this is the second of many visits to Salina,” said Doug Bartlett, contest director, of Naples, Fla.

The event is organized by a volunteer team made up of members from the International Aerobatic Club (IAC). The IAC’s headquarters are in Oshkosh, Wis. 

Competitors and their aerobatic aircraft will be in Salina to show off their precision flying skills.

The competition is composed of both compulsory and freestyle aerobatic sequences. Some 85 different airplanes will land at Salina Airport this weekend for the contest to be decided in a number of categories. Pilots compete in five categories — Primary, Sportsman, Intermediate, Advanced, and Unlimited in both power and glider.Included are collegiate competitors from three universities - University of North Dakota in Grand Forks, United States Air Force Academy from Colorado Springs, and Metropolitan State University of Denver.

Pilots in each category fly at least three routines:&nbsp;

●Known: where all competitors fly a pre-published set of maneuvers. 

●Unknown: maneuvers are presented to the pilot 12 hours before. 

●Freestyle: pilots create their own routine based on maneuvers allowed in their category

All routines are scored by judges, and those posting the highest scores in each category are named national champions.

Top 10 finishers in the Unlimited category will earn berths on the U.S. Unlimited Aerobatic Team which will compete in the 2022 World Aerobatic Championships.

The location will be determined by the international organization known as Commission Internationale de Voltige Aerienne (CIVA), based in Lausanne, Switzerland, according to Bartlett.

At the completion of the competition the winner of the Unlimited power division will be named the National Aerobatic Champion.

Rob Holland, a pilot from New Hampshire, is seeking his 10th straight title. He is also the current World Aerobatic Four-minute Freestyle Champion, a stand-alone championship included in the Nationals, starting at 1 p.m. Friday.

“That’s where the most advanced pilots in the country will compete,” Bartlett said. “It’s the best demonstration of aircraft and pilot skills.”

Daily schedules are subject to weather and generally run from sunup to sundown. U.S. National Aerobatic Championships set for Salina

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.8 percent in August. This was unchanged from 3.8 percent in July and a decrease from 6.2 percent in August 2020.

“August estimates indicate little change in the labor force since July, resulting in no change to the unemployment rate at 3.8 percent,” said Secretary Amber Shultz. “The private sector added jobs for the third consecutive month. Most of the gains in August were due to continued economic recovery in manufacturing and leisure and hospitality."

The jobless rate in Saline County fell over half a percentage point to 3.8 percent. Every county in the region posted an unemployment rate below 4 percent in August except Ottawa County. The rate there fell almost a full percent to 4.0 last month.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs decreased by 1,300 from July. Private sector jobs, a subset of total nonfarm jobs, increased by 2,900 from the previous month, while government decreased by 4,200.

“Private sector employers in Kansas added 2,900 jobs in August,” said Labor Economist Emilie Doerksen. “With this additional growth, current estimates are only 3.1 percent below pre-pandemic levels. For comparison, U.S. job estimates for August are 3.5 percent lower than February 2020 estimates."

Since August 2020, Kansas seasonally adjusted total nonfarm jobs have increased by 22,500. This change is due to an increase of 27,600 private sector jobs and a decrease of 5,100 government jobs.

Most of the gains in August were due to continued economic recovery in manufacturing and leisure and hospitality."The jobless rate in Saline County fell over half a percentage point to 3.8 percent. Every county in the region posted an unemployment rate below 4 percent in August except Ottawa County.
