The National Weather Service in Wichita has issued a flood warning in effect from Tuesday evening to early Thursday morning for the Cottonwood River near Florence in Marion County.

The river is expected to rise above flood stage Tuesday evening to a crest of 24.1 feet Wednesday morning. It will then fall below flood stage Wednesday afternoon. Flood stage is 22.0 feet.

At 24.0 feet, outside the levee system in southeast Florence, floodwaters flow across Park Avenue Road and reach the foundation of a residential home. Northwest of Florence, the bridge on 140th Road and 1/2 mile west of U.S. Highway 77 floods.

Someone used multiple colors of spray paint at two south Salina businesses sometime between Thursday and Sunday.

Salina Police Captain Paul Forrester said this morning that someone used black, red, and white spray paint on the south wall of MedExpress, 2770 S. Ninth Street. Additionally, the north wall of the dumpster enclosure at Arby's 2800 S. Ninth, also was spray painted.

A variety of words and letters were spray painted onto the two structures, Forrester said.

Damage at MedExpress was estimated at $500 and damage at Arby's was estimated at $200, he said.

South Salina businesses hit with multiple colors of spray paint

One person was transported to the hospital after a two-vehicle wreck Friday evening in south Salina.

Terry Oard, 75, of Salina, was northwest-bound on Bret Avenue in a 2017 Chevrolet Silverado at approximately 6 p.m. Friday. Salina Police Captain Paul Forrester said Oard failed to yield and struck a 2018 GMC Sierra driven by Alicia Castro, 52, of Salina, that was northeast-bound on Edward Street.

A 73-year-old female passenger in the Sierra was injured and transported to Salina Regional Health Center, Forrester said.

The Silverado sustained driver-side front-end damage. The Sierra sustained front and passenger-side damage and was towed.

Forrester said Oard was cited for failure to yield and no proof of insurance.

Pickups collide in south Salina; passenger injured; driver cited

A scammer used a Saline County man's money against him, and now the local man is out $60,500.

Saline County Sheriff Roger Soldan said this morning that a 69-year-old Saline County man reported that on Friday he received an email allegedly from Geek Squad telling him that they were renewing his membership. In the email was the amount of the renewal fee and a phone number to call.

The man called the number to cancel his alleged membership and talked to someone who told him that he needed access to the man's computer to cancel the alleged membership. The Saline County man gave the scammer access to his computer and some coding appeared on the screen. 

The man was then told to type "$260" into the box that appeared on the screen. When he did, the amount changed to $26,000. The scammer told the man that something was done incorrectly and that $26,000 had accidently been deposited in the man's checking account. The Saline County man looked into his checking account and it showed that $26,000 was, indeed, there.

The scammer told the man that he needed to return the money by purchasing $26,000 in gift cards and supplying the scammer with the card codes. The man complied.

This ruse continued two additional times: once in the amount of $25,000 and another time in the amount of $9,500, Soldan said.

Each of the three times, the man purchased gift cards in increments of $500 for a total loss of $60,500, Soldan said.

As it turned out, the scammer had gained access to the man's bank accounts and was transferring money from a savings type of account to the man's checking account to make it look like $26,000, $25,000, and $9,500 had been accidently transfered to it, Soldan said.

Commissioners also are scheduled to consider an ordinance that would establish a downtown arts, commerce, and entertainment district. 

Since March of 2019, more than 35 stakeholders representing more than 20 organizations have met regularly as part of the Downtown Art and Entertainment District Stakeholder Committee, according to information in the Salina City Commission meeting packet.

The purpose of establishing such a district, according to information from the city, is to "enable and promote downtown as an arts, commerce and entertainment destination by encouraging new public spaces, activities and businesses that expand on the City's revitalization efforts and transform downtown into a vibrant hub for creating, working, living, and shopping."

The ordinance, if adopted, would become effective after June 13, 2022. There would be no direct fiscal impact to the City of Salina, according to meeting packet information.

Other items on the Salina City Commission agenda for Monday include the following.

●Conduct a public hearing and consider a proposed ordinance on first reading that would vacate Logan Avenue and the north-south alley west of the relocated Dry Creek channel.

●Consider approving on second reading a proposed ordinance that would create an amended PC-5 on a 44-acre tract of land on the east side of S. Ninth Street north of Water Well Road.

●Consider authorizing the mayor to sign a letter of support for a Saline County ARPA Grant funding application to fund a survey of the impact of fines and fees on individual offenders within the 28th Judicial District Count, the 28th Judicial District community corrections, and Salina Municipal Court, as well as evaluate the cost of collecting fines and fees and the impact on government personnel using the current collection process.

●Consider repealing Resolution No. 98-5276 which established a policy for the installment time period allowed for the payment of special assessments.

●Consider approving a proposed resolution that would establish a special improvement district for water, sanitary sewer, street, and drainage improvements in Magnolia Hills Estates No. 2, Phase 2, and authorizr the city manager to execute an improvement district development agreement between the City of Salina and Magnolia Hills, Inc.

●Consider approving a proposed resolution that would establish a special improvement district for water, sanitary sewer, street, and drainage improvements in Stone Lake Phase 3c and authorize the city manager to execute an improvement district development agreement between the City of Salina and Stone Lake Development, LLC.

●Consider accepting an expanded public draining easement dedication on a portion of Lot 1, Block 1 of the Hageman Addition to the City of Salina.

●Consider approving a proposed resolution determining that the city is considering establishing a Rural Housing Incentive District (RHID) within the city and set a public hearing date concerning the creation of an RHID.

Additionally, commissioners are scheduled to meet in executive session to discuss with legal counsel the legal considerations relating to the South Park property. Possible action to follow.

The area at greatest risk for the heaviest rainfall and potential flooding is expected across south-central Kansas into the southern Flint Hills.

On May 17, the International Science Council (ISC) released a report providing three scenarios for what this pandemic might look like five years from now. The ISC is a worldwide non-governmental organization with headquarters in Paris, and is comprised of over 200 international scientific associations and regional academic and research councils. The report, “COVID-19: Unprecedented and Unfinished” was written by a panel of experts ranging from public health and virology to ethics and economics.

Three different scenarios are described, depending on whether nations around the world can succeed in improving vaccines and their distribution, and control the transmission of SARS-CoV-2. None of the three proposed outcomes for 2027 foresee total elimination.

In reading the report, it is necessary to understand the difference between an “endemic” disease that remains present in limited areas, such as malaria that resides in tropical regions, and an “epidemic” that spreads to a larger number of people in a region, such as the ebola epidemic in Africa. When an epidemic spreads to other continents, such as the Flu of 1918 that started in Fort Riley, Kansas and spread worldwide, it is a “pandemic.”&nbsp; &nbsp;

A “Collaboration Plus” scenario is the most positive outcome possible in 2027. In this forecast, “An overwhelming majority of the world’s population have received effective COVID-19 vaccine courses, and vaccines are updated as necessary to respond to new variants. Boosters are readily available due to improved manufacturing and distribution capacity. Equitable distribution of vaccines and antiviral agents reduces global inequality.” While health systems in poorer countries could still be overwhelmed by COVID-19 variant surges, developed countries would collaborate to aid them. But this optimistic outcome is viewed as unlikely, given countries’ current inward focus and failure to widely share vaccines and anti-virals. Nor have many countries succeeded in attaining vaccination of 80 percent or more of their eligible population.

A second “Continuity” scenario describes a 2027 where worldwide vaccination remains below 70 percent. Coronavirus variants continue to develop and remain endemic. “Vaccine-hesitant” groups remain a major barrier to achieving widespread immunity. And “...because of its biology including presence in non-human hosts, COVID-19 has become an endemic disease across the world.” Continuance of the pandemic will both reflect and cause “...disinformation, with a rise in populism and loss of social cohesion, creating broader political implications at both national and global levels.” The ISC teams see the damage of the prolonged pandemic as going far beyond medical losses, causing ongoing but limited economic, political and social harm.

The worst scenario is the “Missed Recovery” model where global vaccination never exceeds 60 percent and COVID-19 and its future variants remain uncontrolled. In this case, we face a “...world with declining societal conditions and increasing inequalities, arising from profoundly escalating geopolitical tensions, protectionist policies, and poor global and regional collaboration in response to the pandemic.” In a larger context, “Multilateralism is increasingly replaced by nationalism, with trade wars and technology wars becoming more intense. Disruptions to global trade and investment flows further depress global growth.” They predict that “combinations of negative impacts (climate change, education loss, unemployment, terrorism, political instability, loss of social cohesion) lead to famine and conflict in some parts of the world.”

Throughout this 110-page report, it is clear that the ISC does not consider that the East Asian ability to stop transmission by short-term, stand-in-place, pre-vaccine actions that were effective in ending the original SARS epidemic in 2003 workable in the wider world. Nor do they value the rapid cell phone tracing apps that likewise helped end the initial spread of COVID-19 in East Asia in 2020. Nor do they consider public science illiteracy as a factor in our current failure to control this ongoing pandemic.

If we consider these three scenarios to be grades A, C and F, many who read this report will consider us lucky to achieve a grade of D over the next five years.&nbsp;&nbsp;

The following students were recipients of a Wildcat Pride Award or the Student Life Outstanding Graduating Senior Award: Deborah Turner, senior in social work,&nbsp;Salina,&nbsp;was selected for the Wildcat Pride Award for Determination. The award is presented to a student who shows firmness in beliefs and actions, doesn't quit until an answer or decision is reached, and pursues life by focusing on achieving a goal with passion.&nbsp;According to her nominator, Turner is the most determined person they've ever met. As an adult learner, Turner has endured many changes circumstances but nothing has stopped her from her pursuit of a degree, including working full time and meeting personal obligations. Logan Ragsdale, graduating senior in professional pilot,&nbsp;Tonganoxie, is receiving the Student Life Outstanding Graduating Senior Award, which recognizes a strong student leader who has made outstanding contributions to student life while on campus.&nbsp;Ragsdale is described someone with personal integrity and a passion to help others and who helped make a difference while at K-State Salina. Ryan Walkowiak, senior in mechanical engineering technology,&nbsp;Lee's Summit, Missouri,&nbsp;is the recipient of the Wildcat Pride Award for Dedication, which recognizes a student who goes above and beyond normal duties and is committed to a particular course of thought or action.&nbsp;According to his nominator, Walkowiak has gone above and beyond to make some campus programs run smoothly. His initiative and leadership have helped launch new summer programs on campus that have been successful, in part because of his energy, enthusiasm and commitment. Marcello Dodd-Holliday, sophomore in social work,&nbsp;Trenton, Tennessee,&nbsp;is the recipient of the Wildcat Pride Award for Community Service. This award recognizes a student who serves and is involved in the local community.&nbsp;According to his nominator, Dodd-Holliday exemplifies the true meaning of service and his unselfish acts have touched the lives of this community and those around him. He volunteers his time weekly to the Smoky Valley Nursing Home's Alzheimer's unit and the Marine Corps recruiting station in Salina. Academic, Wildcat Pride awards given at K-State Salina

MCPHERSON —A $25 million gift just made to McPherson College is the largest gift ever made to a private liberal arts college in Kansas and among one of the largest to any Kansas college. 

The gift was made by Drs. Melanie and Richard Lundquist. Melanie Lundquist made the announcement during her Commencement address at MC’s 134th Commencement Ceremony. 

“The impact of the Lundquists’ gift and friendship is truly immeasurable,” said McPherson College president Michael Schneider.

GYPSUM - A minor earthquake shook part of southeastern Saline County Sunday afternoon.

According to the Kansas Geological Survey, a 2.0 magnitude quake struck southwest of Gypsum at 4 p.m. Sunday. It was centered southeast of the S. Niles Road/E. Hedberg Road intersection.
