Salina police are investigating the theft of a vehicle in north Salina overnight.

Janet Steinle, 54, of Salina, told police that she parked her yellow 2016 Kia Rio on the street in the 200 block of N. College Avenue at approximately 9 p.m. Monday. When she took her dog out at approximately 4 a.m. Tuesday, the vehicle was gone, Salina Police Captain Paul Forrester said this morning.

Steinle told police that she may have left the keys in the vehicle.

The Rio was valued at $10,000. It had a Kansas license plate of 669NGC, Forrester said.

Police looking for Kia stolen in north Salina overnight

Another catalytic converter has been reported stolen in Kenwood Park, this time from a vehicle parked at the Saline County Livestock &amp; Expo Center.

Saline County Undersheriff Brent Melander said this morning that sometime between July 22 and Monday, someone stole a catalytic converter from a water truck belonging to Landscape Consultants, LLC. The truck was parked there so that newly planted grass could be watered. A Landscape Consultants employee attempted to move the truck Monday and discovered the theft.

Melander said the truck was an old small dump truck with a water tank on the back.

The catalytic converter was valued at $1,000. Additionally, $100 worth of damage was done to the truck's exhaust pipe, Melander said.

Between 8 a.m. and 2 p.m. Saturday, someone cut the catalytic converter off of a 2001 Ford Excursion belonging to a 44-year-old Minneapolis man, Salina Police Captain Paul Forrester reported Monday. The SUV was parked in the west parking lot of Tony's Pizza Events Center in Kenwood Park. That loss was estimated at $1,300.

In a legal opinion on May 26, 2021, Kansas Attorney General noted that "Catalytic converters are covered by the Scrap Metal Theft Reduction Act, so transactions involving their purchase by scrap metal dealers are regulated and must be reported to the Kansas Bureau of Investigation database."

While checking his Jeep, he discovered that his Taurus Chrome 9mm handgun, valued at $700, was missing.

Armstrong told officers that he thought he had locked his Jeep, but with the theft, he may not have. Forrester said there were no signs of forced entry.

Temperatures are forecasted to climb back into the 90s across Kansas again this week, and the Kansas Department of Transportation, emergency responders and health advisors remind parents and caregivers to never leave a child in a car.

Heat risks for children can occur even when outside temperatures are much lower. On a sunny day, the inside of a car can heat up 40 degrees in one hour, with 80% of that heat rise happening in the first 30 minutes.&nbsp;If the outside temperature is 80, a vehicle can heat to 99 degrees in 10 minutes, and to 114 degrees in 30 minutes.

Even a brief entrapment in a vehicle can expose a child to heat stroke once their body temperature reaches 104.&nbsp;A child may not be able to remove themselves from a car seat or escape a locked car.

The Kansas Highway Patrol, like all other emergency responders, are looking out for the safety of Kansas motorists and occupants. “Do not forget or leave children in a vehicle, even with windows cracked, for any amount of time,” said&nbsp;Colonel Herman T. Jones, Superintendent of the Kansas Highway Patrol.

Children are more at risk for heatstroke complications and death because their bodies absorb heat more quickly and have trouble cooling off.&nbsp;A child’s body temperature climbs three to five times faster than an adult.&nbsp;Sweating won’t cool down an infant or young child in the same way it does an adult.&nbsp;

The National Highway Traffic Safety Administration reports more than half (53%) of all vehicle-related heatstroke deaths in children are caused by a child accidentally being left in the car, and 26% are from a child getting into a hot car unsupervised.

If you are a bystander and see a child in a hot vehicle:

●Make sure the child is okay and responsive. If not, call 911 immediately.

●If the child appears to be okay, attempt to locate the parents. If someone is with you, one person should actively search for the parent while the other waits at the car.

State emergency management offer cool-down tips

TOPEKA - The Kansas Attorney General’s Office will offer information at this week’s Tri-Rivers Fair in Salina to help consumers protect themselves from identity theft, scams and deceptive business practices, Kansas Attorney General Derek Schmidt said today.

“The best way for consumers to protect themselves from scams is through education,” Schmidt said. “I hope folks will stop by our booth to learn more about how they can keep themselves and their families safe.”

The fair is in Salina's Kenwood Park. The AG's booth will be in Great Plains Manufacturing Convention Hall of Tony's Pizza Events Center, 800 the Midway. Display hours are as follows:

Another popular video game has been broken into in Salina, and this time the haul was $4,660.

Salina Police Captain Paul Forrester said this morning that at approximately 6:30 a.m. on July 23, the Dragon's Ascent video game at the Pilot Travel Center, 1944 N. Ninth Street, was broken into and $4,660 stolen from its cash box.

The top part of the game was removed so the cash box could be accessed, he said.

Surveillance video from the travel center shows a Black man wearing a white hat and white t-shirt placing a sticker over the surveillance camera just before the game was broken into.

On July 7, a Dragon's Ascent game at Flying J Travel Center, 2250 N. Ohio Street, was broken into and $850 in cash was stole. Additionally, $2,500 worth of damage was done to the game.

On June 1, $500 was stolen from a Dragon's Ascent game at The Alley, 115 E. Ash Street. A Salina man was arrested in connection to that case.

A trailer that was stolen from a residence south of Salina between July 16-18 has been recovered in western Kansas.

Saline County Sheriff Roger Soldan said this morning that the black Karavan trailer, valued at $2,800 was recovered on Friday in Trego County.

Items that remain missing include the following.

●A 2007 Yamaha Raptor four-wheeler valued at $10,000

●Two orange Husqvarna string trimmers valued at $120 each

Another catalytic converter has been stolen during the day, this time in the west parking lot of Tony's Pizza Events Center.

Salina Police Captain Paul Forrester said this morning that sometime between 8 a.m.-2 p.m. Saturday, someone cut the catalytic converter off of a 2001 Ford Excursion belonging to a 44-year-old Minneapolis man.

Salina Police Captain Paul Forrester said this morning that between 2-6 a.m. Friday someone stole a Skylark foldable E-bike from a driveway in the 400 block of S. Ninth Street.

The E-bike, valued at $700, had florescent orange paint on the handlebars.

Additionally, a Monster portable speaker, valued at $200 was stolen. The speaker had glowing paint, Forrester said.

As temperatures rise to triple digits once again, heat advisories have been issued for much of Kansas.

Heat illnesses may occur due to the hot temperatures   and high heat indices, especially for those working or participating in outdoor activities, the National Weather Service noted.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency! Call 9 1 1.

NWS issues heat advisories as indices soar Monday, Tuesday

To understand the U.S. position toward the mainland China–Taiwan relationship, we must understand both Chinese history and the current formal relationship established in 1972 by the “Shanghai Communiqué.” It is obvious from recent off-the-cuff remarks from President Biden and many anti-China Senators and Congressmen in both political parties that they are clueless.

The Shanghai Communiqué signed by President Nixon is a joint statement by China and the U.S. signaling a commitment to pursue formal diplomatic relations. This document stated: “The United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position.”

Before Nixon’s visit, Henry Kissinger and Zhou En-lai worked for two days to negotiate a statement for Nixon’s visit.&nbsp; When Kissinger submitted the draft including the critical wording “...that there is but one China,” Kissinger indicates that Zhou read the sentence and a wide grin spread over his face, and reports that “I do not think that anything I did or said impressed Zhou as much as this ambiguous formula with which both sides were able to live.” (Quote from “Eldest Son: Zhou En-lai and the Making of Modern China, 1898-1976" by Han SuYin.)

In history, Taiwan has been part of Imperial China. When the Manchus invaded China and established the Qing Dynasty, the Ming loyalist Koxinga retreated to Taiwan as his base in 1660, one of several times that Taiwan would serve to harbor the remnants of a regime ousted from the mainland.

As a result of the Sino-Japanese War triggered by Japan’s invasion of Korea, Japan won and took over Taiwan in 1895. Now named Formosa, it served as Japan’s agricultural base while Japan built its industrial war machine in preparation for World War II.

By 1971, mainland China entered the United Nations as a member of the Security Council and the Republic of China of Taiwan exited at the same time. Martial law finally ended in Taiwan in 1987. In 1991, Taiwan held its first national elections and in 1996, it held its first presidential elections. Year 2000 saw the end of Kuomintang Party rule in Taiwan. Many elderly Kuomintang military officers wanted to return to the mainland to rejoin family and eventually be buried in the old family graveyards.

In 2005, China announced the anti-succession law, indicating it would use force if there was any attempt by Taiwan to declare itself an independent country.

U.S. lawmakers passed the Taiwan Relations Act in 1979 that outlined a plan to maintain close ties between the U.S. and Taiwan. It provided for the U.S. to sell military items to help the island maintain its defense, a policy of “strategic ambiguity.” But Kissinger describes a “Third Communique” of August 17, 1982 as still ambiguous but a gradual decline in military support: “The United States Government states that it does not seek to carry out a long-term policy of arms sales to Taiwan, that its arms sales to Taiwan will not exceed, either in qualitative or in quantitative terms, the level of those supplies in recent years since the establishment of diplomatic relations between the United States and China, and that it intends to reduce gradually its sales of arms to Taiwan, leading over a period of time to a final resolution. In so stating, the United States acknowledges China’s consistent position regarding the thorough settlement of this issue.”&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;

I will note that China continues to maintain its position held from the very beginning, that acts passed by the U.S. or other are irrelevant to what it considers is an internal matter. Taiwan is a part of China and therefore not anyone else’s business. They held this position from the first, and the war in Ukraine has done nothing to change their position, despite speculations from U.S. military.

Henry Kissinger’s book “On China” reveals that, if it had not been distracted by the Korean War, China would have moved ahead to finish its civil war by pursuing Chiang Kai-Shek’s retreat to Taiwan. Indeed, the North Korea leaders knew that if they did not rapidly recruit China to their defense, a China mainland would be too busy taking back Taiwan and not be able to help North Korea. If China had not been diverted to Korea, China would have overtaken Taiwan and it would not be a concern today, and a large amount of looted Chinese historical artifacts would have been returned to the mainland.

“Leaders cannot choose the options history affords them...” is probably the wisest comment in his book. Kissinger notes how the U.S. is somewhat unable to have continuity in foreign policy because of our periodic changes of government every four or eight years, and the one-year lag that occurs with each changeover. But that is no excuse for politicians being ignorant.&nbsp;&nbsp;

EDUCATION FRONTLINES: The Shanghai Communiqué

This position will be an integral part of the day-to-day newsgathering operations for the Salina coverage area for our three radio stations and SalinaPost.com. Collaboration is key at Eagle, and the on-air news director will work closely with the digital news director, market manager, marketing consultants, programmers and the video team.

Responsibilities: •&nbsp; &nbsp; Ensure reliable coverage of Salina-area local news, sports and community events •&nbsp; &nbsp; Guide and promote creativity and good programming practices with on-air and digital peers •&nbsp; &nbsp; Broadcast news coverage •&nbsp; &nbsp; Publish text, visual and audio content to SalinaPost.com •&nbsp; &nbsp; Help maintain a growing social media presence

Experience: •&nbsp; &nbsp; News writing and on-air experience preferred. Photography and video skills a plus •&nbsp; &nbsp; Knowledge of social media platforms and ability to learn Eagle’s proprietary content management system •&nbsp; &nbsp; Knowledge of radio production preferred •&nbsp; &nbsp; Excellent communication skills

Compensation: Compensation is commensurate with experience along with a competitive benefits package including health insurance, 401(k), paid vacation and Employee Stock Ownership Plan.
