Police are looking for the person who rode off with a bicycle and other merchandise from a south Salina sporting good store Tuesday evening.

At approximately 6:30 p.m. Tuesday, a man entered Dunham Sports, 2259 S. Ninth Street, walked back out, and re-entered the store a short time later.

The man grabbed an Adidas backpack, valued at $55, and some other merchandise valued at approximately $100, and then rode out of the store and into the Central Mall on a Kamp bike, valued at $450, Salina Police Captain Paul Forrester said this morning.

The man was described as being a 5'9" to 6' white male weighing approximately 170-200 who had a tattoo sleeve on his left forearm, Forrester said.

BROOKVILLE - Three people were arrested after a disturbance in a Brookville residence Tuesday night.

Tiffany Miller, 25, of Salina, went to her ex-boyfriend's residence in the 500 block of Perry Street in Brookville to pick up some of her belongings that had been set out on the front porch for her, Saline County Sheriff Roger Soldan said this morning. 

Miller believed that not all of her belongings were there, so she and two people with her - Peter McSpadden, 26, of Salina, and Tyson Robb, 19, of Minneapolis - kicked in the door and entered the residence. Once inside, they confronted Miller's ex-boyfriend and his new girlfriend. The encounter became a physical altercation, Soldan said.

The incident occurred shortly before 9:18 p.m. Tuesday.

Miller was arrested on the following requested charges, Soldan said.

Robb was arrested on the following requested charges, Soldan said.

McSpadden was arrested on the following requested charges, Soldan said.

Disturbance in Brookville Tuesday night results in arrest of 3

A pursuit that began in Salina early this morning, ended with stop spikes in Ellsworth County.

Salina Police Captain Paul Forrester said this morning that a black Audi 7 was northbound on N. College Avenue at approximately 2 a.m. Wednesday when it failed to signal that it was turning west onto W. Ash Street. An officer followed the car, and once it turned south onto N. Broadway Boulevard, another officer attempted to stop the car, but it took off west on State Street to Kansas Highway 140, then north on N. Halstead Road, and west on State Street.

The car reached speeds of more than 100 mph on K-140, and the officers terminated their pursuit in the 3900 block of State Street because of the excessive speed, Forrester said.

At approximately 2:10 a.m., a deputy spotted the car and attempted to stop it in the 8800 block of W. Crawford Street, Saline County Sheriff Roger Soldan said this morning. The Audi took off again, sometimes reaching speeds of up to 130 mph on K-140, Soldan said.

The Audi was finally stopped when stop spikes were deployed on K-140 inside Ellsworth County, and the driver, Kaleb Beaugh, 29, of rural Saline County, was apprehended.

Soldan said Beaugh was arrested on the following requested charges.

Saline County man arrested after high-speed pursuit

The City of Salina has announced a special Salina City Commission meeting for this afternoon.

The Salina City Commission is scheduled to meet at 1 p.m. Wednesday in room 105 of the City-County Building, 300 W. Ash Street, for discussion and possible action regarding the city’s pending application for $24.9 million in funding from Rebuilding American Infrastructure with Sustainability and Equity (RAISE) 2022 grant funds for the Old Smoky Hill River Bridge Replacement Project.

The meeting is in response to an email received Tuesday from the U.S. Department of Transportation requesting confirmation by 5 p.m. EST Wednesday of the availability of additional matching funds or a reduction in project scope such that the project could be completed if the project were to receive a $20.1 million RAISE award.

A meeting notification, agenda, and related information will be posted to the city’s website prior to the meeting.

City of Salina announces special commission meeting today

A blaze destroyed a $40,000 tractor late Monday night south of Brookville.

Saline County Sheriff Roger Soldan said this morning that Ronald Hazelton, McPherson, was driving his 1989 Ford 7710 diesel tractor in a field on the east side of the 6500 block of S. Brookville Road just before 11:30 p.m. Monday when a fire started near the battery of the tractor. That area of S. Brookville Road is on the Smoky Hill Air National Guard Range, Soldan noted.

Hazelton attempted to extinguish the fire with water, but the blaze soon engulfed the tractor and destroyed it, Soldan said.

“Price is what you pay, value is what you get,” Warren Buffet is fond of saying. That line was running through my head recently as my wife and I were preparing to have some flooring replaced in our kitchen and living room. We had moved all the furniture out of the way and thought we might try to speed the process along, and save a little money, by starting the demolition process ourselves. The floating floor we installed in the kitchen when we first moved in came out without any problem. The linoleum underneath was a different story. Actually, it turned out there were two layers of vinyl covering. After working up a sweat removing a small section of flooring that was atomically bonded to the subfloor, we decided the cost savings weren’t as valuable as we initially thought. We left the rest to the professionals. It’s a good reminder that price is only one side of the equation, and it’s difficult to judge the utility of something by only looking at half the calculation. It’s something I hope everyone keeps in the back of their minds as budget season for cities, counties and school districts is in full swing. In the coming weeks the majority of Kansans are likely to receive letters from at least one of these governing bodies of their intent to raise property taxes. These notices will include the value of your property, the tax you paid in the last year and a variety of other information. The date, time and location of a public hearing on the budget also will be included, and that’s where community members can offer their input on the proposed tax increase. The direct notices are relatively new and add an extra layer of transparency to the usual public notices published in a local newspaper and posted on government websites. Hopefully they’ll function as intended and spur more public feedback on budgets. Whether it’s through people attending the public hearings or having private conversations with county commissioners, city councilors or school board members, more engagement in the process will help ensure the taxes levied match the value of services the community desires. I will note that these conversations should be approached with a degree of caution because the public hearing is toward the end of a months-long process of drafting a budget and setting tax rates. If, for some reason, you’re hoping for a larger tax increase than proposed, you’re going to be out of luck since the maximum mill levy will have already been established. But public pressure can still lower the levy and reduce tax bills if elected officials are persuaded to do so. Officials have to strike a balance between the services the public wants at a price they’re willing to pay. The wants are often well intentioned, even reasonable, but they’re also unlimited. The appetite for tax increases is usually more subdued, at least by the public. When offering your opinion on a budget, keep in mind the other side of the equation. Cutting taxes is popular until it results in service reductions. The same way saving money on a new floor sounds like a good idea until you’re on the ground with a pry bar trying to pull off two layers of linoleum. I have no doubt some are willing to pay that price. I, on the other hand, discovered that getting the lowest bid possible isn’t always the greatest value.

Dickinson County’s Emergency Communications Center, also known as 911 Dispatch, is pairing up with the National Child Safety Council (NCSC) to help coordinate the county’s annual Child Safety, Bullying and Drug Education program.

Through that partnership, the NCSC is contacting Dickinson County businesses seeking funds to purchase materials that will be used to educate children and adults on a variety of topics.

The materials include information on dozens of different topics, ranging from coloring books to activity sheets to brochures addressing topics like safety for children, kid sitting, human trafficking, safety precautions for seniors, and provides police badges for kids, stickers and more.

“The safety council provides training materials for public safety agencies and law enforcement agencies,” explained Emily Nichols, Dickinson County Emergency Communications director. “They didn’t have any contacts in Dickinson County and they reached out to me.”

Both Saline and Geary County have paired up with the NCSC in the past and Nichols said she has heard “nothing but good things.”

Nichols says her goal is to get the information out into the hands of the public.

“There’s just so much available. I was impressed by all the information. Just for the elderly they have things like internet safety, drugs and medications, health management and security, and scams like photo spoofing (where a caller deliberately falsifies information transmitted to caller ID to disguise their identity). Things that people don’t even think of,” Nichols said.

She also hopes that law enforcement agencies in the county will contact her to talk about information they would like to distribute.

“For example, Deputy Brandon Depew, who leads the county’s LEAD (Law Enforcement Against Drugs &amp; Violence) program, can pick out things he would like to take to the schools,” Nichols said. “I think the information should come from people like Brandon, or Abilene School Resource Officer Kris Kobiskie. They are the officers the kids see every day. And I know Chapman is wanting to do a program where their officers get into the schools more,” Nichols said.

“The hope is to get the public better educated. In this day and age we live in, we literally have information at our fingertips, but nobody is pushing this out,” she continued.

Nichols also said she is willing to present information to local civic groups and organizations regarding topics of interest.

To help fund the cost of materials, Nichols said that she and the NCSC have sent a letter to local businesses seeking donations. The letter lists suggested sponsorship levels.

Due to the prevalence of scams nowadays, Nichols said anyone that might be concerned about the validity of the letter should call her at (785) 263-4041.

The National Child Safety Council is a not-for-profit charitable, federally tax-exempt 501(c)(3) organization dedicated to the safety of children. Its mission is to prevent needless accidents and save lives by providing meaningful safety educational materials and programs for children, adults and seniors, according to the council’s website.

Nichols hopes to be able to help distribute some of the materials at various venues throughout the county.

“It’s too late to get organized for this year, but I’d like to hand out this information at the fair in Abilene and Herington next year,” Nichols said.

Dickinson Co. 911 Dispatch, National Child Safety Council join forces

Stiefel: Million Dollar Quartet to cancel concert in Salina

A federal lawsuit has been filed against a Salina and Hutchinson restaurant owner for not paying some of their employees the minimum wage, among other violations.

Documents were filed last week by the U.S. Department of Labor against the owners of Dimaru in Salina and Mr. Cao in Hutchinson, demanding $783,000 alleging that defendants failed to pay two Daimaru employees according to law and including liquidated damages.

The allegations are for actions that are said to have taken place between 2018 and 2020. They are also accused of not paying time and a half for overtime hours and not maintaining correct records of hours worked.

The department also alleges that similar violations occurred in 2015 and that Diamaru agreed to comply going forward in 2016, but that they did not change their practices.

The department also alleges that a couple who both worked in Salina contracted COVID-19 and that Diamaru did not pay proper sick leave during that period.

The lawsuit lists 39 employees at Hutchinson and 52 at Salina.

The route is part of the KanConnect program of OCCK, a plan to connect regions of rural Kansas through public transportation options.

The KanConnect East bus service will have two bi-directional trips each day, Monday through Friday.&nbsp; The first route will start in Salina at the Dillons on Planet Avenue at 5:10 a.m., then head north to S. DICKINSON COUNTY—Two people were injured in an accident during a&nbsp; law enforcement pursuit just before 10:30 a.m. Tuesday in Dickinson County.

The Kansas Highway Patrol reported a 2005 BMW 645 Series driven by Joseph A. Hernandez, 35, Fort Collins, Colorado,&nbsp;&nbsp;was westbound on Interstate 70 actively fleeing and eluding law enforcement.

The car left the roadway and vaulted over Jeep Road.&nbsp; The car came to rest on the west side of Jeep Road just north of the Interstate.

EMS transported Hernandez and a passenger 34-year-old Maria G. Hernandez of Fort Collins to Salina Regional Health Center. They were not wearing seat belts and the license plate was not displayed on the vehicle, according to the KHP.

Brookville couple among finalists for Kansas Leopold Conservation Award

Salina police are investigating the theft of a vehicle in north Salina overnight.

Janet Steinle, 54, of Salina, told police that she parked her yellow 2016 Kia Rio on the street in the 200 block of N. College Avenue at approximately 9 p.m. Monday. When she took her dog out at approximately 4 a.m. Tuesday, the vehicle was gone, Salina Police Captain Paul Forrester said this morning.

Steinle told police that she may have left the keys in the vehicle.

The Rio was valued at $10,000. It had a Kansas license plate of 669NGC, Forrester said.

Police looking for Kia stolen in north Salina overnight

Another catalytic converter has been reported stolen in Kenwood Park, this time from a vehicle parked at the Saline County Livestock &amp; Expo Center.

Saline County Undersheriff Brent Melander said this morning that sometime between July 22 and Monday, someone stole a catalytic converter from a water truck belonging to Landscape Consultants, LLC. The truck was parked there so that newly planted grass could be watered. A Landscape Consultants employee attempted to move the truck Monday and discovered the theft.

Melander said the truck was an old small dump truck with a water tank on the back.

The catalytic converter was valued at $1,000. Additionally, $100 worth of damage was done to the truck's exhaust pipe, Melander said.

Between 8 a.m. and 2 p.m. Saturday, someone cut the catalytic converter off of a 2001 Ford Excursion belonging to a 44-year-old Minneapolis man, Salina Police Captain Paul Forrester reported Monday. The SUV was parked in the west parking lot of Tony's Pizza Events Center in Kenwood Park. That loss was estimated at $1,300.

In a legal opinion on May 26, 2021, Kansas Attorney General noted that "Catalytic converters are covered by the Scrap Metal Theft Reduction Act, so transactions involving their purchase by scrap metal dealers are regulated and must be reported to the Kansas Bureau of Investigation database."
