Beginning Thursday, the Kansas Department of Transportation will begin pavement patching on&nbsp;the westbound and eastbound lanes of Interstate 70 in Saline County. 

Work on I-70 will begin at Niles Road, exit 260, and continue east about seven miles to the Dickinson/Saline County line.

Temporary lane closures will reduce traffic to one 16-foot lane when the contractor is actively working.&nbsp;Drivers should expect minimal delays, not exceeding five minutes.

Bryant and Bryant Construction Inc. of Halstead is the prime contractor and has scheduled this $639,658 project to be completed in July, weather permitting.

KDOT: Pavement patching begins Thursday in Saline Co.

Abortion is an issue at the center of America’s raging culture wars, and with the&nbsp;<a href="https://www.nytimes.com/2022/05/03/us/politics/supreme-court-leak-roe-v-wade-abortion.html" target="_blank">leak</a>&nbsp;of Justice&nbsp;Samuel Alito’s&nbsp;draft opinion curtailing abortion rights, the stakes just got even higher. There are explosive possibilities not just for abortion rights but also the First Amendment right to religious liberty, which in recent years has been tightly bound up with abortion politics.

Dobbs v. Jackson Women’s Health Organization, the case at the center of the leaked opinion, involves a Mississippi law that bans abortion with nearly no exception after the 15th week of pregnancy.

The timeline is significantly different from that set by previous cases.

In Roe v. Wade (1973), the Supreme Court held that the right to privacy included the right to abortion and permitted varying levels of regulation depending on the pregnancy trimester:

●During the first trimester (up to 12 weeks), governments could not ban abortion at all.

●During the second trimester (13 to 26 weeks), reasonable health regulations were permissible.

●During the final trimester (after 26 weeks), governments could ban abortion entirely with narrow exceptions for the health or life of the mother.

The court struck down that trimester framework two decades later in Planned Parenthood v. Casey (1992), even as it reaffirmed Roe’s holding that abortion rights were inherent to the right to privacy. In place of the trimester framework, in Casey, the court held that a fetal viability standard worked better and set the cutoff at around 24 weeks. Casey said that state laws that ban abortion prior to fetal viability create an undue burden on the woman seeking an abortion and are unconstitutional.

Dobbs calls Roe and Casey into question. The issue in the case is whether all prohibitions on pre-viability abortions are unconstitutional.&nbsp;<a href="https://www.supremecourt.gov/oral_arguments/argument_transcripts/2021/19-1392_4425.pdf" target="_blank">During oral arguments</a>, the attorney for Mississippi said Casey’s viability standard is “not the world the Constitution promises.” Justice Alito’s&nbsp;<a href="https://www.washingtonpost.com/politics/interactive/2022/dobbs-alito-draft-annotated/" target="_blank">leaked opinion</a>&nbsp;gets at it even more directly: “The Constitution makes no reference to abortion, and no such right is implicitly protected by any constitutional provision.”

So, where (and whether) the Constitution draws the line is the core issue in the case. But so much more is at stake, including for constitutional rights such as the right to religious liberty.

As&nbsp;<a href="https://www.supremecourt.gov/DocketPDF/19/19-1392/185042/20210727133310143_19-1392%20Becket%20Amicus%20Brief%20Dobbs%20FINAL.pdf" target="_blank">one of the 140 amicus briefs</a>&nbsp;filed in Dobbs argues, the Roe/Casey framework is singularly responsible for inflaming religious liberty conflicts. Religious freedom protective statutes like the Religious Freedom Restoration Act once enjoyed broad, bipartisan support. Today that coalition is deeply fractured in large part because of abortion politics, which tends to be closely tied with other areas of reproductive autonomy, such as contraceptive use.

The brief — filed by the prominent religious liberty advocacy firm,&nbsp;<a href="https://www.becketlaw.org/" target="_blank">Becket Law</a>&nbsp;— points to the national fury over cases like Burwell v. Hobby Lobby, which involved a religion-based challenge to the Affordable Care Act’s requirement that employers pay for their employees’ access to the morning- and week-after contraceptive pills. Religious challengers contended the drugs are abortion-causing. Similarly, Becket&nbsp;<a href="https://www.supremecourt.gov/DocketPDF/19/19-1392/185042/20210727133310143_19-1392%20Becket%20Amicus%20Brief%20Dobbs%20FINAL.pdf" target="_blank">points out</a>&nbsp;that pharmacists who object on religious grounds to dispensing these contraceptives have faced hostile lawmakers “acting at the behest of abortion advocates.” In Washington, for example, pharmacists were required to dispense the pills even as the state permitted a host of other exceptions.

Today, this hostility makes it nearly impossible to build religious freedom coalitions across political lines. And the conditions won’t improve, the brief argues, unless the Roe/Casey framework is replaced with a political solution. When legislators are given the opportunity, they tend to craft compromise solutions that balance the diverse interests at stake. As evidence, Becket points to the pre-Roe status quo and the experiences of European countries that have significantly lower levels of social strife because they permit careful legislative compromises that account for religious interests.

Others say the court striking down Roe threatens to create more social strife. They argue that America’s diverse faith communities hold sharply divergent perspectives on abortion. Striking down Roe prioritizes some Christians’ religious beliefs while violating the rights of those religious believers — such as Jews and Muslims — whose religions permit abortion at later stages of pregnancy or more highly prioritize the mother’s well-being. As&nbsp;<a href="https://slate.com/news-and-politics/2021/12/abortion-dobbs-supreme-court-religion-evangelicals.html" target="_blank">one advocate explained</a>, “[T]here is a long tradition in this country of faith-based activists, health care providers, and others advocating for the full range of reproductive health care … The right doesn’t get to own religion, and it certainly shouldn’t when it comes to the law.”

One solution to this last concern is to grant dissenting believers an exemption from laws banning abortion. But the political landscape suggests that is unlikely. Religious objectors to contraception have faced difficulty in obtaining exceptions to requirements to provide it. Meanwhile, in the view that abortion constitutes murder, there are no religious exceptions.

So, one side thinks striking down Roe/Casey is the solution to our First Amendment religious liberty battles, and the other side thinks it’s the beginning of much greater strife. Which side is right will be apparent soon enough; the court’s final opinion is expected this summer.

Local, area studentd earn academic honors at Southwestern

McPHERSON (AP) — A 12-year-old boy has been charged in connection with the contamination of a water cooler used by a small college baseball team in Kansas. 

The boy has been charged with endangerment and criminal damage to property for allegedly pouring paint into Kansas Wesleyan’s water cooler during a doubleheader against Bethany College in Lindsborg on April 24. 

McPherson County Attorney Jennifer Wyatt said a summons would be issued for the juvenile to appear in court.

LINDSBORG —Law enforcement authorities have determined that two juvenile boys, not college students or staff, are involved in an incident in which a foreign substance, identified as line paint, was placed in a water cooler the Bethany College baseball team provided to Kansas Wesleyan University during their doubleheader on Sunday, according to a media release from Lindsborg Police.

On April 24,&nbsp; Kansas Wesleyan University (KWU) contacted the Lindsborg Police Department to file a police report regarding a foreign substance found in their baseball team’s water cooler while at Bethany College for a game. Shortly thereafter, Bethany College contacted the police department to report the same incident. A police report was filed and both colleges agreed to cooperate with the investigation.

This incident generated wide-reaching media interest after initial comments on social media claimed that a college baseball program deliberately contaminated an opponent’s water cooler. 

Allegations were made that the foreign substance found in the water of KWU’s cooler was paint thinner. Based on information obtained through the investigation, it has been determined that the foreign substance was not paint thinner, but rather line paint used on the field and to touch up bases.

The Lindsborg Police Department has conducted over 60 interviews so far, collected multiple pieces of evidence, photographed the scene, and followed various leads. Though the investigation is active and ongoing, it has been determined that no one associated with either college was responsible for tampering with the water cooler.

The Lindsborg Police Department has identified two male juveniles as being involved in this incident and are continuing to investigate this matter.

Today, the Salina Police Department has signed on to the 30x30 Pledge – a series of low and no-cost actions policing agencies can take to improve the representation and experiences of women in law enforcement. 

The activities help policing agencies assess the current state of a department with regard to gender equity, equality and identify factors that may be driving any disparities and develop and implement strategies and solutions to eliminate barriers and advance women in policing. These actions address recruitment, assessment, hiring, retention, promotion, and agency culture.

The pledge is the foundational effort of the 30x30 Initiative – a coalition of police leaders, researchers, and professional organizations who have joined together to advance the representation and experiences of women in all ranks of policing across the United States. The 30x30 Initiative is affiliated with the Policing Project at NYU School of Law and the National Association of Women Law Enforcement Executives (NAWLEE).

The ultimate goal of the 30x30 Initiative is to reach 30 percent of women in police recruit classes by 2030, and to ensure policing agencies are truly representative of the jurisdiction the agency serves. While 30x30 is focused on advancing women in policing, these principles are applicable to all demographic diversity, not just gender.

More than 165 agencies – from major metro departments including the New York City Police Department, to mid-sized, rural, university, and state policing agencies – have signed the 30x30 Pledge. My wife and I are empty nesters, and our house is too big for just the two of us now. We talked about selling the house and moving into an apartment in a multi-use development with retail and restaurants that we go to several times a week. Then, in a year or so, buying a smaller house when housing prices go back down. How do you feel about this idea?

I like the idea of downsizing. My wife and I did the same kind of thing recently. But at this point, I’d say there’s about a 99% chance the&nbsp;<a href="https://www.ramseysolutions.com/real-estate/mortgage-calculator" target="_blank">housing</a>&nbsp;market is not going down. It has gone down two times in the last 100 years—way back during the 1930s and again in 2008. And the market snapped back fairly fast after 2008.

I don’t think the price of housing is going to go down at all anytime soon. I&nbsp;do&nbsp;believe the housing market’s rate of increase will slow down, but that still kind of defeats your premise of renting until then. I wouldn’t be opposed to you two&nbsp;buying&nbsp;a different property in the same area and just moving in, but I’m not going to tell you to go rent something right now. That would put you in a hole with the rental amount, plus the fact that&nbsp;<a href="https://www.ramseysolutions.com/real-estate/cant-afford-housing-market" target="_blank">housing prices</a>&nbsp;are probably going to continue to rise, even if not at the pace they’ve risen recently.

In other words, if you rent, you’re going to lose money two different ways—with the rental amount&nbsp;and&nbsp;home prices continuing to increase. Buying high and selling high isn’t such a big deal. But buying high, and later buying higher after renting? No, I’m not doing that.

LAWRENCE — The University of Kansas Alpha chapter of Phi Beta Kappa academic honor society has initiated 91 new members.

Among those initiated was&nbsp;Lainey Monnington, senior, Herington.

Jennifer Harrison, president of KU’s Phi Beta Kappa chapter and director of the Business Leadership Program and Jack Dicus Business Honors Program, presided at the May 15 ceremony. Initiates were individually recognized, presented with a certificate of membership, and invited to sign their names in the chapter register — a tradition that dates to 1912.

Mary Klayder, associate director of undergraduate studies in the Department of English and University Honors Program lecturer, was inducted as an honorary member of Phi Beta Kappa. She spoke to the grit and resiliency initiates have shown since the start of the pandemic in her address titled, “After all this…”

Leah Stein, a graduating senior in sociology who was inducted into Phi Beta Kappa in 2021, gave the student response address.

Election to Phi Beta Kappa recognizes a student’s high academic achievement while pursuing a broad and substantive liberal arts curriculum. To be eligible for consideration for membership, students must be seniors with a minimum grade-point average of 3.65 on a 4.0 scale or juniors with a minimum 3.9. Anonymous transcripts of candidates are reviewed holistically by a committee of Phi Beta Kappa faculty and staff members.

The Memorial Day holiday brings with it several closings.

City of Salina and Saline County offices and most facilities will be closed Monday in observance of the Memorial Day holiday.

Additionally, there will be no Salina City Commission meeting on Monday.

The City of Salina did announce, however, that sanitation crews will be providing regularly scheduled collection, however, the landfill will close at 2 p.m. The Household Hazardous Waste facility and Salina Drive-thru Recycling Center will be closed.

All city and county offices and facilities are scheduled to return to regular hours on Tuesday.

The Salina Public Library also will be closed on Monday and is scheduled to resume regular hours on Tuesday.

What looked to be a silver splotch turned out to be gold for one Festival Medallion Quest participant.

Salina Arts &amp; Humanities announced during a news conference this afternoon that Samantha Uhler was the winner of the 2022 Festival Medallion Quest. Uhler found the medallion shortly after the Thursday morning clue was announced, said Brad Anderson, executive director of Salina Arts &amp; Humanities.

Once she had the clue, she knew where to look: the bricks she had stared at for days."I knew everyone had already picked up every brick there was," Uhler said. "I wasn't too hopeful that I would find it, you know, just 'cause we haven't in the past. Usually, it's always right there and then somebody else finds it, but apparently it was my lucky day."Uhler's boyfriend, Isaac Beckman, was a partner in the search, as well as her mother, Missy Slagle, with whom she was talking on FaceTime when she found the medallion.The metal medallion, which was shaped like a splotch of paint, was silver on one side and multi-colored with instructions on the other and approximately two inches wide. When Uhler found it, the silver side was up, she said."I thought it was a piece of trash because we saw so many pieces of trash out today and the last couple of days. I wasn't sure what it was, but I was like 'oh, I can't just let that go right in front of me,' so I went ahead and picked it up and it was not a piece of trash," Uhler said and laughed.That medallion, however, was not the original 2022 medallion. According to information from Salina Arts &amp; Humanities, Anderson discovered that the original medallion "had been lost in the environment, likely because of the rain. It was promptly replaced with the medallion that Uhler found, but this time it was left without disguise of organic matter."Uhler receives a prize package of $1,000 in cash and $2,000 in gift certificates to be used for shopping at the River Festival 2022 Fine Art and Craft Show. Other prizes include four festival admission wristbands, a complimentary on-grounds VIP parking pass, an invitation for four to the Thursday-evening PREMIERE Art Patron party, and four river festival 2022 t-shirts.Uhler, who is a senior at Bethany College studying business administration, said she plans to use some of the cash to purchase books for her summer school classes.The Festival Medallion Quest serves as a countdown to the Smoky Hill River Festival.
