Beginning Monday, the City of Salina Public Works Department will be repairing a section of pavement that has settled south of the intersection of W. Magnolia Road and Highland Avenue. 

Highland Avenue will be closed until the repairs are made and traffic will be detoured down Simmons Street.

Weather permitting, repairs are expected to be completed within four to five days.

ABILENE - Employees of Memorial Health System (MHS) wore blue jeans at work for another Jeans Day fundraiser on Fridays throughout the month of July. 

Employees make a donation, of at least $5, and are allowed to wear blue jeans at work. 

A total donation of $715 was presented to the Abilene Baseball Club (ABC).&nbsp;

The Abilene Baseball Club oversees travel baseball teams, as Bandit Baseball Academy, from ages 7 and under to 18 and under.&nbsp;The money raised will help with operating expenses for the club for items such as scholarships (so kids can play), equipment, uniforms, umpire fees, and more.

The monthly Jeans Day fundraiser is organized by the MHS Employer of Choice (EOC) committee.

Memorial Health System employees donate to youth baseball

The 59% “No” vote in the recent Kansas primary election solidly rejected a change in the Kansas Constitution that would have led to additional legislation waiting-in-the-wings to prohibit most or all abortions. But this vote has revealed a problem in our assumption that our elected representatives represent a majority of the public’s viewpoint. Both the Kansas House and Senate brought this constitutional change to the public by a solid two-thirds majority vote. The Kansas public, to the contrary, mostly held an opposing view.

Politicians on all sides regularly point to their election to office as the justification for their position in power. “My district voted for me to promote such-and-such an issue,” they spout, inferring that their constituency is solidly, or mostly, in favor of their position on various issues. But in Kansas, the votes clearly showed a solid majority of the voting public disagreed with the position of their representatives. They were not aligned at all.

Is it possible that there was a larger proportion of pro-amendment voters who simply did not show up to vote? That is highly unlikely, given the much larger turnout for this primary fueled by this very issue. And a large number of independent voters showed up just to vote on this amendment alone. As a nation that brags about being a representative democracy via elections, the U.S. usually has an embarrassingly low voter turnout by international standards. But with nearly half of Kansans voting, this was a substantial turnout. There is no reason to believe that the non-voters would have changed the results. State constitutional amendments are an unusual situation where we get to compare the representatives’ actions with their constituencies. And this gap in Kansas between the people and their “representatives” is not small. &nbsp;

A more common scenario for a U.S. election would be for a candidate to secure 60% of the vote in a state where only 40% of registered voters voted. That would mean that the candidate actually only got the vote of 24% of potential voters. And the loser got 16%. Considering that many citizens do not register to vote, and some are underage, etc., a successful candidate is supported by substantially fewer citizens.

There are many issues of large importance and other issues where citizen interest is low to absent. And despite polarization along supposedly political-philosophical lines, I rarely see folks who are so single-minded as to always agree with one specific candidate on the wide range of political bills that often combine a mixture of good and questionable details. Voting citizens also have uneven interests. The single truck driver will be more concerned with road infrastructure legislation and unconcerned with education, while the parent of schoolchildren will be more attentive to educational funding and care little about the interstate.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;

That brings up the question of whether representatives should always vote the way a majority of their constituents believe? This always poses a problem for issues involving new science, where the vast population are unaware of recent research that disproves common societal beliefs. These beliefs included asbestos, vaccination mandates, transsexual biology and many other issues.

Another case would involve overcoming the public’s war fever. Hitler used the Versailles Treaty of 1919, a punitive action, to rally German support for rebuilding for WWII. As that second war came to an end, General George Marshall realized it would be unwise to repeat that mistake. Germany had been devastated. Working with George Keenan, Marshall rightly saw that America needed to spend substantial resources to help rebuild Germany along with other European allies. But the American public had spent years demonizing the German enemy. Congress had already appropriated $522 million for Italy, France and Austria. How can he convince the U.S. Congress to approve the “European Recovery Program” (today called the “Marshall Plan”) totaling $13.3 billion?&nbsp;&nbsp;&nbsp; &nbsp;

By working with a critical mass of intelligent and reasonable legislators, General Marshall was able to get Congressional representatives to do what was right, and not what was popular.

So there are certain instances where representatives wisely do not represent the position of their constituents. But proposing the change to the Kansas Constitution was not one of them.&nbsp; &nbsp;

EDUCATION FRONTLINES: Representative... Really?

Local schools resume classes on Thursday and the enforcement of the reduced speed school zones in Salina will resume on the same date. 

Drivers are encouraged to be additionally aware of children, school buses, the school zones around schools, and the reduced speed limits.

Kansas law states that when a school bus stop arm is extended and the flashing lights on the bus have been activated, vehicles traveling in both directions must come to a complete stop. Kansas law also states that vehicles must stop and yield to pedestrians in marked crosswalks.

The flashing speed limit sign beacons have already been activated to allow drivers to get used to the speed zones.&nbsp;Motorists are encouraged to practice extra caution when traveling in the reduced-speed school zone sign locations.

The high-intensity activated crosswalk (HAWK) beacon on E. Crawford Street between S. Marymount Road and Fairdale Road is now safely ushering pedestrians across the busy roadway. 

A HAWK beacon remains off or dark until activated. Once activated it utilizes aspects of railroad crossing signals to notify motorists of pedestrians wanting to cross. After the crossing period the HAWK beacon once again goes dark. 

HAWK beacons significantly increase motorist compliance and pedestrian safety over traditional crosswalk signals. 

Salina previously installed HAWK beacons on Iron south of Oakdale Elementary and Cloud north of St. Mary's School.

 The application process is open for projects funded in 2023 in two categories of the Horizons Grants Program.

The Lana Jordan Developing Artist Grants and the Organizational Project Grants are now open for application, both with a deadline of Nov. 1, 2022. These grants support artistic growth through Saline County’s cultural and nonprofit organizations and practicing artists.

Thanks to generous donors, Horizons grants facilitate Saline County artists and organizations to develop the artistic, cultural, historical, and aesthetic resources of the community.

The Lana Jordan Developing Artist Grants (up to $3,000, requiring a 1:2 match) are available to any visual, performing, literary, and interdisciplinary artist who has demonstrated seriousness to an art form. Artists living in Saline County for at least one year and who are 18 years or older are eligible to apply.

The purpose of the Lana Jordan Developing Artist Grant is to:

· strengthen the ability of artists to build partnerships

· implement a public component to engage the community

Organizational Project Grants (up to $6,000, requiring a 1:1 match) provide support for projects that place the arts at the heart of community development to build community through the arts.

The grant application deadline is November 1, 2022, in either category, for projects that will occur during the 2023 grant cycle (Feb. 1 - Nov. 30, 2023.) All new applicants for the Developing Artist or Organizational Project grants must schedule a meeting with SAH staff no later than Sept. 20, 2022. All returning applicants must notify SAH staff by Oct. 4, 2022, of their intent to apply.

Additionally, Horizons Enrichment Grants (up to $1,000) are available on an ongoing basis, with applications submitted four to six weeks before the beginning of the proposed project. Enrichment Grants are available until Nov. 15, 2022, for projects that take place in 2022.

A grant writing workshop led by Sarah Bishop of Coneflower Consulting will guide prospective grant writers through an introductory grant writing process. Grant writers of all interests and disciplines are welcome to join the workshop held on Aug. 23, 6-8 p.m. at Salina Arts &amp; Humanities, 211 W. Iron Avenue. Prior to founding Coneflower Consulting, Sarah served as associate director of the Hall Center for the Humanities and co-director of the Institute for Digital Research in the Humanities, both at the University of Kansas. Bishop also has worked as the chief communications and development officer for the Lawrence Arts Center, where she oversaw marketing, fundraising, and grant writing, and was the director of the Free State Festival, a seven-day, city-wide celebration of film, music, art, and ideas. Bishop has a B.A. in English literature from Northwestern University and a Ph.D. in 20th Century American Literature and Film from the University of Virginia. She is president of the Paper Plains Literary Festival board, vice president of the Lawrence Preservation Alliance, and a board member of City PlayCorps, Inc.

City of Salina announces Lakewood Bridge closing for slope work

Position Title:&nbsp;Service Technician / Quality Control Specialist

The Service Technician at Weddle and Sons will be tasked with assessing leaks, planning and performing many different small to medium-size roof repairs on steep/low slope roofs along with other company projects. Ability to perform repairs on the following materials: composition shingles; single ply membranes and built-up roof systems. This person will be able to work independently with little or no supervision; must also be able to work well with a team and know when to ask for outside input and support.

The Quality Control Specialist (QCS) at Weddle and Sons will develop and demonstrate skill in overseeing the day-to-day operations of a residential roofing crew and will show an advanced level of initiative in communication with supervisors, subordinates, and clients. A QCS must be committed to the core values of the company and must show the potential to coach others to higher levels of execution.

The starting hourly rate in the range of $16.00 - $20.00 based upon level of experience, paid biweekly, per 40 hours worked in a week with overtime paid at time-and-a-half.

The company provides 5 days of paid vacation and seven paid holiday days annually. Employees are eligible to join a company-sponsored health insurance plan after 30 days of employment. Employees are eligible for a company-sponsored 401k plan after 12 months of employment.

13. Proper documentation of job notes on company platform

14. Regular communication with the Production Manager on ways to improve processes

1. Basic knowledge of roofing systems (and ability to learn quickly) with overall technical proficiency

2. Physical fitness sufficient to perform tasks that can be demanding at times

3. Problem-solving ability to troubleshoot roofing (and related) issues: ability to identify symptoms and systematically eliminate potential causes until solving the issue

Working Environment and Expectations:

Hours: A typical work week is expected to be not less than 40 hours. Given the seasonality of this business, we expect that there will be many weeks in middle of the year that require well over 40 hours of work. At the same time, there will be many weeks in the winter that may require somewhat less than 40 hours. At any time, and especially during the winter months, the service technician may be asked to assist with various company initiatives.

Travel: A service technician role is likely to involve occasional travel for company training, and projects. At times, business demand or weather events may require that the QCS spend time working in other company locations.
