The 2023 budget, the new tennis facility, and an executive session are among the items on the Salina City Commission agenda for Monday.
About the meeting
Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session
Commissioners are scheduled to begin with a study session at 2 p.m. that is to include a Salina Tennis Alliance update and the Phase 2 Proposal and Park Master Plan Update.
According to a report from the Salina Tennis Alliance, the following projects have been completed for the new tennis facility in Kenwood Park.
●Six concrete pads have been poured and are curing. They will be used for 12 tennis courts, a pavilion, and hitting wall.
●The parking lot and circle drive have been poured.
●The trash enclosure has been competed.
●Court lights have been placed.
●Fence posts have been set.
It is anticipated that the courts will be completed by mid-October.


Additionally, the following upgrades to the former pool house building are needed, according to the Salina Tennis Alliance report.
●Central heating and air
●New roof
●Flooring
●Electrical
●Front desk area
●Usable restrooms
●Office space
●Storage space
●Meeting area
In its report, the Salina Tennis Alliance noted that a "donor has come forward with a $500,000 donation over 10 years for naming of the complex." The naming would need to be approved by the city commission. The donation would be used for operational purposes, according to the report.
Commissioners also are scheduled to hear a Park Master Plan update from Salina Parks and Recreation that includes a section about the new tennis facility.
The Park Master Plan presentation also includes information about the following.
●The tennis courts and proposed sand volleyball courts at Jerry Ivey Memorial Park
●Converting the tennis courts in Oakdale Park to pickleball courts
●The possible demolition of the old Oakdale swimming pool - now a mural - to create additional event space for the Smoky Hill River Festival and other special events
●The tennis courts at Sunset Park
●The horseshoe pits and basketball court in Sunset Park
●Park amenity improvements and park signage
●Signage at Gypsum Hill Cemetery
●Park restrooms
●Concessions at Bill Burke Park
Regular meeting
The regular meeting is scheduled to begin at 4 p.m.
Commissioners are scheduled to conduct a public hearing to consider exceeding the Revenue Neutral Rate and the proposed 2023 budget for the City of Salina.
Along with that, commissioners are to consider approving a proposed resolution to levy a property tax rate exceeding the Revenue Neutral Rate. They also are scheduled to consider approving a proposed ordinance, on first reading, to adopt and appropriate the 2023 annual budget.
Other items on the city commission agenda for Monday include the following.
●Consider a request to proclaim the month of September 2022 as National Childhood Cancer Awareness Month in the City of Salina. Ellason Ballou, sister of cancer hero and survivor Hayden Ballou, is scheduled to read the proclamation.
●Consider authorizing the city manager to sign a request from the Kansas Department of Transportation to exchange 2022 federal funds per the KDOT master agreement governing the annual use.
●Consider authorizing the submission of a Fall 2022 Cost Share Program application by the City of Salina to the Kansas Department of Transportation for W. Magnolia Road from Centennial Road to Interstate 135.
●Consider approving a proposed resolution setting the date for a public hearing to consider whether a dangerous structure at 901 N. Seventh Street shall be condemned and ordered demolished or repaired.
●Consider approving a proposed resolution setting the date for a public hearing to consider whether a dangerous structure at 316 W. South Street shall be condemned and ordered demolished or repaired.
●Consider approving a proposed resolution requesting an extension of the compliance deadline date as ordered by Resolution No. 22-8058 related to repairs or demolition of a dangerous structure located at 619 S. Santa Fe Avenue.
Commissioners also are scheduled to meet in executive session "to discuss the subjects of data relating to the financial affairs and trade secrets of two corporations in two separate and distinct discussions within one executive session on the basis that both discussions are under the same statutory justification -the need to discuss data relating to financial affairs or trade secrets ofcorporations, partnerships, trusts, and individual proprietorships."
